Use cord protectors or run the cords behind furniture. â&#x20AC;˘ Avoid using extension cords to plug in a space heater. This is a great fire hazard. â&#x20AC;˘ If the space heater has a damaged electrical cord or produces sparks, it is no longer safe to use and must be discarded! â&#x20AC;˘ Keep a multipurpose, dry-chemical fire extinguisher near the area to be heated. This is essential when space heaters, wood stoves or fireplaces are in use. â&#x20AC;˘ Rental property should have a carbon monoxide (CO) detector installed in the area or areas where space heaters are to be used, generally the living room, family room or bedrooms. Ask the tenant if the space heater will be used in the evenings after going to bed and strongly discourage this since numerous fires occur because residents fall asleep and do not turn off the heater. s cold weather approaches, it is extremely important that tenants know how to safely heat the rental unit if they decide to use a wood stove, fireplace or space heater. This cannot be over-emphasized!! Each winter, there are fires, injuries, even deaths due to misinformation or lack of knowledge. Most tenants donâ&#x20AC;&#x2122;t think to tell the landlord that they either plan to save on heating costs or need to save on heating bills by bringing space heaters into the rental. There should be a frank conversation between tenants and landlords about their heating needs and plans â&#x20AC;&#x201C; and that conversation should be at this time of year. Some leases already have conditions regarding fireplace or space heater spelled out, and not complying with them is considered a violation of the rental agreement. Here are the safety tips that you should know: â&#x20AC;˘ Use a space heater, wood stove or fireplace only after notifying and/or permission from the landlord or property manager â&#x20AC;˘ Use wood stoves, combustion heaters or fireplaces ONLY if they are properly vented to the outside and do not leak flue gas into the indoor air space. â&#x20AC;˘ Use only the type of fuel the heater is designed to use. DO NOT SUBSTITUTE FUEL types. â&#x20AC;˘ Follow the manufacturerâ&#x20AC;&#x2122;s instructions completely and keep the instructions handy throughout the heating season. Tenants with questions should call the manufacturerâ&#x20AC;&#x2122;s phone number or email them using the contact information given. â&#x20AC;˘ Do not burn paper in a fireplace. â&#x20AC;˘ Do not place a space heater within 3 feet of anything that may catch fire, such as drapes, furniture, bedding, clothing or stacks of wood

New FHA financing rules could help boost multi-family Peter G. Miller housing market. CTW Features ereâ&#x20AC;&#x2122;s some good news for first-time homeowners and condominium associations. A revised Federal Housing Authority rule now allows FHAinsured mortgage loans for first-time buyers, if a condominium community meets certain guidelines. It also encourages and allows condo associations to get certified more easily so members can qualify for the low rates. For new buyers, that means a better chance at a low mortgage rate. Condominiums are often the gateway to homeownership, according to the Community Association Institute, a trade group that was actively advocating for the changes. Condo sales, like other segments in the housing sector, suffered a big blow because of the economic downturn, rising unemployment and strict lending practices. â&#x20AC;&#x153;The revised standards will permit the sale of more homes, many of them vacant from foreclosures or people just walking away from their mortgages and their condominium assessments,â&#x20AC;? says Frank Rathbun, vice president of communications at CAI. â&#x20AC;&#x153;This shortfall has put a serious financial strain on countless condominium associations.â&#x20AC;? Without this important financing, condo associations have difficulty attracting new buyers and members. Federal rules require FHA certification for the entire property for individual units to be eligible for financing. The certification process takes into account budgets, future capital improvement needs, delinquent association dues, number of renters versus owner occupants and other factors. The revised rule will go a long way in attracting new buyers and helping sellers, Rathbun says. Among the notable changes: â&#x20AC;˘ Increased investorownership limit: An investor or entity can now own up to 50 percent of units in existing projects. Previously, a single investment entity could own only 10 percent. â&#x20AC;˘ Increased percentage of non-residential commercial use: Thereâ&#x20AC;&#x2122;s a 25-percent limit on percentage of space used for commercial or non-residential purposes, but exceptions up to 35 percent or more can be requested in some mixedused developments. â&#x20AC;˘ One of the most significant changes is condo associations where 15 percent of unit owners are 60 days behind on condo fees can now apply for certification. Previously, no more than 15 percent members could be 30 days late.

QUESTION: We have an 80/20 loan. Weâ&#x20AC;&#x2122;re not behind on payments, just having trouble because my husband lost his job and is disabled. We pay $1,200 a month and have a $132,000 loan balance, but our property is valued at $94,000. The lender says it will not allow a loan modification. What can we do?
ANSWER: You bought property with nothing down by using an 80-percent conventional loan and a 20-percent second lien. Because equity in the property has fallen, you are financially upside down â&#x20AC;&#x201C; you owe more than the property is worth. Not every lender participates in the governmentâ&#x20AC;&#x2122;s loan modification program; however, you should see what options are available under the Home Affordable Unemployment Program. There is also a $7.6 billion Hardest Hit Housing Markets Fund that may be able to provide assistance. Call an HUD loan counselor at 888-995-4673 for specific information. There is no cost for this service. Please be aware that you may not have been speaking with your lender, the party that owns your loan. Instead, you are likely speaking with a â&#x20AC;&#x153;servicer,â&#x20AC;? a company that collects payments for the lender and initiates foreclosures when payments are not made. Buying real estate with nothing down is attractive, but for most borrowers â&#x20AC;&#x201C; and lenders â&#x20AC;&#x201C; the better financing choice is to get financing with mortgage insurance from such sources as the FHA, VA or conventional loans with private mortgage insurance. There are costs to mortgage insurance, but there are also benefits. The FHA and VA both have programs to protect borrowers against foreclosure and to encourage loan modifications, as do private mortgage insurance companies. The purpose of such programs is to keep borrowers out of default. Why? For insurance plans, fewer defaults equal fewer claims. When looking at a loan modification, see if you can get an interest-rate reduction, a principal write-down, a longer mortgage term or all three.
