The Association of Business Schools (ABS), in conjunction with Emerald Publishing, has just launched ‘The History of UK Business and Management Education’ by Allan Williams. Professor Williams, Emeritus Professor at Cass Business School, City University London, has previously published works relating to human resources management and organisational development, and more recently to leadership and organisational histories. These supportive institutions, for example the Association of Business Schools and the Association of MBAs, are discussed in Part 2, as are the professional institutions associated with business and management education, such as the Chartered Management Institute and the Chartered Institute of Personnel and Development. Part 3 focuses on the growth of knowledge-based management education, and illustrates how systematic research has contributed to the content and methods of management education. The historical roles of academic and applied bodies such as the Tavistock Institute of Human Relations, the Association of Teachers of Management and the British Academy of Management are discussed. Part 4 considers the national and international standing of UK business schools. Trends in the quality ratings of business schools, as revealed by various public assessments and media rankings, are explored. The current full-time MBA class at Manchester Business School, for example, includes participants from 36 countries, 29% of whom are women. The average age of students is 29 and their average work experience six years, forming the basis of a formidable international alumni network that should be of enormous benefit for many years to come.

The Manchester figures illustrate the growing trend for business students to travel abroad for their education, with European business schools among the most popular destinations. Much of the recent recruiting success enjoyed by European business schools comes from the emphasis on multicultural classrooms, not to mention the fact that most European MBA programmes can be completed within a year or so, compared with the typical two years for American programmes. This makes them considerably less expensive. A study released last year by the Graduate Management Admission Council, which administers the GMAT(the test required for entry to most top graduate business schools worldwide), found that the proportion of test scores that internationally mobile students were sending to programmes in the United States has slid steadily from 75% in 2000 to the current 42%. Just as in Manchester, enrolment at Madrid’s Instituto de Empresa (IE) Business School shows 90% of students now coming from outside Spain, with the biggest growth coming from Asia. It’s a similar picture at HEC Paris, where most of the MBA students were French just 10 years ago; today, international students from 50 different countries make up 80% of the MBA programme. There is a feeling among potential students that American programmes, even when they claim to be international, lack the diversity of some of the European programmes. On top of this, the idea of spending a year in London, Manchester, Paris or Madrid is very appealing to many potential students.

The Irish government has launched a new strategy aimed at increasing international tertiary student numbers by 50% and English-language student numbers by 25% within five years 爱尔兰政府已开始实施新政策以达到在五年内扩招50%的高等教育留学生 和25%的英语语言留学生的目标 The strategy paper – ‘Investing in Global Relationships’ - predicts that the international education sector will be worth €1.2 billion (US$1.68 billion) annually to the Irish economy by 2015. Latest estimates measure the sector’s current value at €900 million per year. As part of the plan, the government has also launched a new immigration scheme for international students, reforming entry requirements but imposing safeguards to prevent abuse of the system.

At present, there are 17,000 full-time international students in the Irish system, or about 10% of the total full-time student population. The aim is to increase that to 25,500 by 2015. There are also more than 100,000 English-language students in Ireland and the government hopes to increase that number to at least 120,000 by 2015. Other targets include increasing the proportion of international students undertaking advanced research from
10% to 15% (3,800 students), and increasing the proportion of international students undertaking taught postgraduate programmes from 13% to 20% (5,100 students) The growth plan was launched by Taoiseach (the Irish Prime Minister) Brian Cowen, Tánaiste (Deputy Prime Minister) and Minister for Education Mary Coughlan and Minister for Justice Dermot Ahern.

Finland has both the most affordable and the most accessible system of higher education on the planet, according to a study of 17 countries undertaken by Canadian research group Higher Education Strategy Associates (HESA).
The countries surveyed are Australia, Canada, Denmark, England and Wales, Estonia, Finland, France, Germany, Japan, Latvia, Mexico, Netherlands, New Zealand, Norway, Portugal, Sweden and the United States. Top from start to Finnish
The country’s top-spot ranking is based on the combined findings of six different measures of affordability (taking into account the balance of costs and subsidies) and four measures of accessibility (looking at participation, attainment and equality of access), in the study by Alex Usher and Jon Medow titled Global Higher Education Rankings 2010: affordability and accessibility in comparative perspective.

稳居榜首 Describing Finland's results as ‘very good’ across the board, HESA President Alex Usher adds: “They have reasonable education costs, a strong and generous system of loans and grants, high participation rates and an egalitarian student intake. From a student perspective, there is a lot to like. If you look at the statistics for educational achievements for students aged 15, Finland tops that too. Something very
interesting is going on throughout the Finnish educational system.” The most affordable higher education is, according to HESA, to be found exclusively in Europe: Finland is the most affordable, followed by Norway, Germany, Denmark and Sweden. International students in Finland 芬兰的海外学子 Universities and polytechnics in Finland are fully committed to internationalisation. Look at the statistics: there were 306,000 degree students in Finnish universities and polytechnics in 2008, of whom about 4% were international students. By 2015, the number of non-Finnish degree students is set to double, while the target for postgraduate schools over the same period is that non-Finnish students will increase to 20% of the total. To find out more about degree and non-degree courses taught in English, spend some time exploring the International Study Programmes Database at: www.studyinfinland.fi/study_options/study_programmes_database There are nearly 500 programmes available, and you can search by field, by institution, by programme or by level. From the programme descriptions, you can continue to the institutions’ websites for more detailed information. Finnish polytechnics and universities do not charge any tuition fees for their Bachelor degree programmes or Doctoral level studies. Several Master programmes are also free, although some are now trialling tuition fees for non-EU/EEA nationals. If you are considering a Master level programme, you should check the tuition fee policy at each institution offering the course. Regardless of whether you need to pay tuition fees or not, you must be able to cover your everyday living costs during your studies in Finland. Most degree programmes will require you to prove your English language proficiency by means of an internationally accepted test, such as TOEFL or IELTS. You should check this and other detailed requirements in the admissions instructions of the institution to which you are applying. If your native language is English, or if you can prove that your previous education has been completed in English, you may be exempt from the language test requirement. The Chinese Student This huge influx of students, the third year in a row of double-digit growth, takes China past India to become the top country of origin for international students in the United States. According to Open Doors 2010, the annual report of the Institute of International Education (IEE), a record high of 690,923 international students chose the United States last year. Nearly 128,000 of them, more than 18% of the total, are from China. “The number of students from China is booming,” says IEE executive vice president Peggy Blumenthal, “because of the booming Chinese economy. But India, which also has a booming economy, is only up 1.6%. I think one factor is the great number of Chinese families with disposable income, two working parents and only one child, and a determination to invest their money to make sure that child receives the best education possible.”
最热门学科 Business and Management remains the most popular field of study for international students in the United States, increasing by 5% and comprising 21% percent of the total, followed by Engineering with a 7% increase and comprising 18% of the total. Maths and Computer Science also increased significantly in 2009/10, up 8% from the previous year. At the other end of the spectrum, Intensive English Language, which declined by 1% in 2009, saw a further 9% drop in enrolments. The China syndrome
中国症候群 While the majority of Chinese students in the United States are postgraduates, the recent growth has been strongest among undergraduates. Last year, there were 39,921 Chinese undergraduates studying in the United States, a 50% increase from the previous year, and more than four times as many as five years earlier.

China sent no students to the US from the 1950s until 1974/75. In the 1980s, numbers of Chinese students grew dramatically, and in 1988/89, China displaced Taiwan as the leading sender and remained the leading place of origin until it was displaced by Japan in 1994/95. In 1998/99, China again became the leading sender until 2001/02. From 2001/02 to 2008/09, India was the only place of origin with more students in the US.
Universities in California have the largest number of international students with 94,279 (up 1%), followed by New York with 76,146 (up 2%), and Texas with 58,934 (up 1%). The New York City metropolitan area continues to be the leading city for international students, with 60,791 enrolled in area schools (up 2.5%). The Los Angeles metropolitan area is in second place with 42,103 international students (down 2%). For the ninth consecutive year, the University of Southern California reports the largest number of international students, with 7,987. The University of Illinois at Urbana-Champaign (7,287) comes second, closely followed by New York University (7,276). Purdue University (6,903 students) is the fourth most popular choice, while Columbia University (6,833) is in fifth place. The United States hosts more international students than any other country, and these students contribute nearly $20 billion to the economy through their expenditure on tuition and living expenses. Together, the top three sending countries—China, India and South Korea—comprise nearly half (44%) of the total international enrolments in US higher education. China was previously the top country of origin for international students from the academic year 1998-99 until 2001-2002.

Why use an agent? 为什么使用中介? In a separate report, a panel of admissions deans at last year’s US National Association for College Admission Counselling (NACAC) conference raised concerns about the large role that agents play as middlemen in the undergraduate application process in China. There were tales of agents forging transcripts and test scores, and of suspect application essays. Such tales have prompted US colleges – which have increasingly embraced the use of agents, paid on commission, in international recruiting – to seek to regulate the market. Now a relatively new organisation, the American International Recruitment Council, has begun certifying overseas agencies that meet its standards. NACAC itself, however, has been among the associations that have opposed the expansion of commission-based recruitment abroad, in China and elsewhere. Researchers from Iowa State University recently conducted a survey to quantify the reasons why Chinese students use agents and to record their experiences. The researchers surveyed and interviewed students at five high schools in China (in Zhengzhou), and Chinese students at four US colleges: Grinnell College, Iowa and Fort Hays State Universities, and the University of Southern California. Of the Chinese high school students interested in applying to a foreign university, more than two-thirds said they planned to use or were using agents. About half of the students at US colleges said they had used agents. The agents tend to be most helpful to students when it comes to getting a visa and preparing for English language tests, says lead author Linda Serra Hagedorn, Overall, the researchers identify six most commonly referred services that an agent could provide: 1. C hoosing a designated country and/or institution 2. P reparing college application materials (e.g. providing a flowchart of the application process, filling out the forms for clients, writing or editing any necessary English documents) 3. Initiating contact with relevant personnel (e.g. admission officer, department secretary, programme director) at target universities

4. T ranslating Chinese documents (e.g. support letters from high school teachers, parents’ income statement, high school transcription) into English and translating English documents (University webpage, emails from the contact person in the US University, admission requirements) into Chinese 5. Preparing all necessary documents for student visa applications and/or training for the face-to-face interviews with US embassy officers (This is particular to agents who specialise in US college application). Some agencies have English speaking consultants to help students practise interview questions 6. Offering training for tests such as TOEFL, ITELS or ACT However, students and parents are often unable to evaluate the skills, knowledge, and services of the agent. They may also have difficulties understanding every item on the contract, what procedures they have to follow, and what specific services they need from the agent. Although it would appear that the majority of agents are responsible and provide satisfactory services, the researchers identify three major problems associated with the services of some: • Unethical practice by educational agents in assisting students in the application process • Lack of consideration of students’ needs • Prices that may be higher than anticipated To prevent using an irresponsible agent, students and parents should try to check out the ability and knowledge of a prospective agent, even though this is not easy. One of the best ways is to look for personal feedback among friends or relations. The researchers report that word-of-mouth feedback plays an important role in selecting an agent, with the most important criterion being whether someone the student or their family knows had a positive experience. The study also suggests that students should only use agents accredited by the China Ministry of Education and should be aware of what an agent can do and cannot do, regardless of promises.
