Albatross! South Georgia - Albatrosses 30 January 2015

As a group, albatrosses are the most endangered family of birds in the world with 15 of the 22 species listed by IUCN as Vulnerable, Endangered or Critically Endangered. South Georgia supports internationally important populations of four species of albatross, including the world’s largest populations of grey-headed and, probably, light-mantled albatross, the second largest population of wandering albatross and the third largest population of black-browed albatross. On South Georgia, the majority of albatross breeding sites are found on offshore islands at the northern

and southern extremes of mainland South Georgia (and Annenkov Island); the exception being the light-mantled albatross, which are scattered across the entire Island. Bird Island, off the northern tip of South Georgia, is the most

significant breeding site for albatrosses in the archipelago and home to one of the two British Antarctic Survey bases on the islands. Since the 1970s, annual counts of all wandering albatross nests and selected study colonies of black-browed and grey-headed albatrosses have shown a steady decline in the populations of all these birds. Island wide censuses in the 1980s were repeated in 2003/04 and confirmed the declining trend throughout the Islands. It is believed that the major threats to these species are encountered at-sea, many birds are known to be killed in longline and trawl fisheries throughout the southern hemisphere. Although there are fisheries within the SGSSI Marine Protected Area, strict mitigation measures are used to reduce seabird mortality to minimal levels. However, albatrosses travel vast distances to feed or overwinter in other regions, where they are exposed to numerous fisheries that are not so strictly regulated.

Light-mantled albatross Phoebetria palpebrata

Black-browed albatross Thalassarche melanophris

Wandering albatross Diomedea exulans

On South Georgia, black-browed albatross breed colonially on steep tussac covered slopes, sometimes mixed with grey-headed albatross. The average age of first time breeders is 10 years of age for this annually breeding species. Adults return to colonies in September and chicks fledge in April or May. Outside the breeding period, these birds depart from South Georgia to forage over continental shelf waters off the west coast of southern Africa. It is here that they are exposed to mortality in a number of trawl and longline fisheries. The last island-wide census of the South Georgia breeding population in 2003/04 recorded 74,296 pairs, which represented about 12.4% of the world population.

Grey-headed albatross Thalassarche chrysostoma

Although often found breeding along with black-browed albatrosses, grey-headed albatross only attempt to breed every other year. On average, these birds do not breed for the first time until they are 12 years old. Breeding birds return to colonies in September and chicks fledge in April or May. Outside the breeding season, most of these birds depart from South Georgia waters and spread widely throughout the Southern Ocean, and may make several complete global circum-navigations between breeding attempts. The last Island-wide census (in 2002/03) recorded 47,674 breeding pairs, which represents approximately half of this Endangered species’ global population. The best place for visitors to South Georgia to see grey-headed and black-browed albatross is Elsehul, where several colonies can be seen on the steep sides of the bay.

Unlike the other species of albatross breeding on South Georgia, light-mantled albatross are wide-spread and can be found in low numbers around the entire coastline. The dispersed nature of nest sites mean that an island-wide census would be extremely difficult and has not been attempted to-date. However, the South Georgia population is estimated to be between 5-7,500 pairs, equivalent to about 25% of the world population, representing the world’s largest breeding population. It is not possible to assess the population trend of this species. Light-mantled albatross are biennial breeders that return to breed in September and chicks fledge in late May or June. During courtship, pairs of engage in synchronised flight, which is very characteristic of this species. Light-mantled albatross are regarded as the most southerly distributed of all the albatross species, often foraging near the edge of the Antarctic pack-ice.

South Georgia is home to approximately 25% of the world’s wandering albatross population. They breed at 30 sites on South Georgia, including Prion Island where visitors have the opportunity to see these birds on the nest. However, the majority (61%) are found on Bird Island off the northern tip of the mainland. Annual counts of the nests of this biennially breeding species have identified a steady decline in numbers, between 1984 and 2004 the population fell by 30%. Wandering albatross are one of the largest flying birds in the world, with a wingspan of up to 3.5 m and weight of 12 kg. To raise a chick to this size takes nearly a year with eggs laid in December or January producing fledglings in the following December. During the breeding period, adults may fly over 4,000 km from the nest site in search of food, which is mostly squid. As part of their commitment to the international Agreement on the Conservation of Albatross and Petrels (ACAP) the Government of South Georgia & South Sandwich Islands will be undertaking surveys of black-browed, grey-headed and wandering albatross during the 2014/15 austral summer. The black-browed and grey-headed albatross survey will take place in November 2014 using the Fisheries Patrol Vessel Pharos SG and will involve photographing key nesting sites. The wandering albatross survey will take place in January 2015 and will be supported by the Hans Hanssen and will visit all the nesting sites of this species. Text by Andy Black. Stamp News - 7

I’m constantly on the lookout for covers and other intact postal articles with that Wow factor, and appreciate readers taking the time to send me interesting scans from time to time. This month I feature some items I regard as special that have recently been auctioned, or are about to be. I acknowledge with thanks the respective Auction Houses granting access to scans. Few would argue Figure 1 lacks the

Wow factor! This remarkable record franking on cover of the enigmatic GB 1929 P.U.C. £1, was part of an original find of G.J. Coles & Co. covers auctioned by Mossgreen last December. A Jun 25 1937 registered airmail use to Australia, the £5.10.3d represents a multiple of the 1/3d airmail rate (x88!) + 3d registration fee. Very few commercial covers bearing this stamp are recorded; most were used in later 1930s, I

Figure 3. Spectacular new find to be auctioned in March

The stamp is of course common mint and used (off cover). Prestige Philately, which recently merged with Mossgreen, had as one lot in the last November sale seven sheets of 20 of this stamp,

suspect as speculators from 1929 needed to fold during the Great depression, and sold at under face value to commerce houses for postage. It realised $15,860 including premium (estimate $4/6000), and was worth every penny of that in my opinion. Also from Coles find was Figure 2, just the third cover bearing the 1948 Silver Wedding £1 I’ve noted; one of the other two is also a multiple Figure 4. In period usages of 1966 3c Coil highly elusive of three units.

Figure 5. Most impressive use of £2 Arms, x5 no less save for Third wmk. £1 grey. This is only the second intact postal article I’ve recorded for both 10/- in this wmk. and 5/- Bridge. Estimated at $6500, I expect the five-figure barrier will be readily breached at the March 5-6 sale. The Phoenix Auctions December 2014 sale had a rather attractive Feb 16 1967 use of the highly elusive 3c Coil x8 from Hobart to U.S., Figure 4. Described as overpaid by 1c for airmail, the rate at this time in fact was 20c, so overpaid by 4c. Attractive contemporary usages of this stamp are seldom seen, particularly multiples such as this, and the $380 hammer price (estimate was just $125) suggests others agree with this assessment. A U.S. auction offered late last year the remarkable Figure 5, as part of an Australian Postage due collection, which is not inappropriate. It is a PMG’s Dept receipt for 286 postal articles for which the charge was £11.19.6d, paid at Abbotsford Mar 31 1964. The stamp composition includes a £1 Bass, itself no slouch on a postal article. This is the record use of £2 Arms. It realised just US$1100 hammer, which is surely one of the “buys” of 2014. I would expect it to fetch $5000+ here. which realised just $2200 hammer. In the 1970s Boom sheets fetched up to £1000 each! The cover realised a very respectable $2684 including premium (estimate a tantalising $400/600). Collectors are more readily acknowledging just how rare are highest denomination stamps on commercial cover, and other intact postal articles. Gary Watson, formerly of Prestige, incidentally, kindly sent me the scan that is Figure 3, to be offered in the Mossgreen inaugural sale under the merged banner. This Jul 1932 metal-edged parcel tag franked at £3.18.3d, apparently accompanied a gold shipment, sent registered of course, Sydney to U.K. The Kangaroo’s are Small Multiple wmk., 10 - Stamp News

Snark Perfins. (Fig. 1).

During October 2014 Snark Island stamps appeared with the perfin HM/SO (Her Majesty’s Stationery Office). Snark Island stamps were created by Gerald King in 1983 and relate to Lewis Carroll’s poem Hunting of The Snark. King was responsible for a vast number of fantasy stamps including Wonderland produced in 1978 as a protest against the British Post Office who ignored Carroll’s centenary.

Suez Canal Company. (Fig 2 & 3).

These stamps were issued in July1868 with the earliest date being July 8th. They were withdrawn from use on August 16th 1868 and replaced by Egyptian stamps, thus they were only in use for 35

days. They were supposed to have been for the use of the persons in the employ of the Company. There are four denominations, 1 cent, 5 cent, 20 cent and 40 cants. The 5, 20 and 40 cent values are all recorded as having been used and are usually cancelled with a pattern of dots or a manuscript cancellation. There is an excellent article on these issues in The Collector’s Club Philatelist journal Volume 46 number 6, which I think is dated 1963. Forgeries have been made of all four denominations, and the following is the description as taken from the book Album Weeds by Rev. R.B. Earèe, third edition 1906; “Lithographed, on rather stout, smooth, white wove paper, sometimes quite shiny; with smooth white gum. Some copies are very badly pin-

There is a passenger, or standing figure, plainly to be seen, between the funnel and the left-hand mast. The left-hand end of the smoke is heavy, and usually comes to within 1 mm. of the side of the oval; i.e., almost touching it. The top of the smoke is much too low, being a full millimetre lower than the top of the left-hand, or mizzen-mast. The letters DE SUEZ almost touch the lower outline of the band, but are more distant from the upper outline. The short lines between DE SUEZ and POSTES are all vertical, showing no crossed, oblique lines. There is an oblique, coloured scratch in most copies, passing-

I do have examples of the work of two other forgers. One, by an unknown forger has two figures standing between the funnel and the aft mast. (Fig. 2). The other is by a Mr. Saartjin who somehow acquired the original printing stone for the 40 cent value and set about printing all four denominations by altering the value tablets. These stamps are printed on poor quality paper and the standard of the printing is also poor. All of my Saatjin stamps are postmarked Port Said. The result of this is that the 40 cent is regarded as an unauthorised reprint and

the remaining three are forgeries. (Fig. 3). As these stamps are not described by Earèe they must have been produced after 1906.

King Kamehameha III. (Fig. 4).

“Bully Hayes” was a notorious pirate, blackbirder and general all round villain whose ancestry is somewhat doubtful, having claimed to being born in Calcutta, India in 1832 and Cleveland Ohio, USA in 1827. During his career he claimed that he “owned” various ships, but whether they were ever paid for is doubtful. He tended to leave his ports of call without paying his bills. During one such voyage he had among his crew an Italian named Angelo who had apparently departed his native country “at the request of the Government”. Angelo, who was a skilled engraver produced forgeries of the 5 cent

King Kamehameha III stamps of Hawaii. The story of “Bully Hayes” was reproduced in Stamp News September 1985 from an article in the Western Stamp Collector and the above information has been extracted from the Stamp News article.

United Kingdom. (Fig 5 And 6).

In 1956 Lord Elibank produced a series of stamp designs for small low denomination pictorial stamps which he exhibited during his speech in the House of Lords on May 17 1956. His point being that it was possible to make the low value stamps more attractive. Of course the Beauracracy waded in with all the excuses under the sun as to why there could be no change. Excuses such as having to make the Queen’s head smaller and the possibility of Great Britain having to include its

name on the stamps. Britain having been the first to introduce adhesive postage stamps has the right not to include its name on the stamps. Lord Elibank carried this campaign on for many years and I have a copy of a five page letter he wrote to Miss Pike, Assistant Postmaster General on March 17, 1960 which appears to be a response to a letter from the Assistant Postmaster General which fairly obviously included the excuses mentioned above along with many others. Collectors of Australian stamps in the 1950s will recall a similar kind of campaign and the next item in this column refers to that.

Bullabakanka Essays. Fig. 7).

In 1954, Bill Hornadge, through this magazine ran a campaign to try to get the Australian Postal

Authorities to brighten up Australian postage stamps. The campaign ran as a stamp design competition and one junior entry featured a set of four stamps featuring Australian birds in colour. Stamp News decided to use these essays as part of its campaign and a set of four colour printing blocks was commissioned and from these the Dubbo printing works produced the essays in a stamp sized block of four miniature sheet. 2,500 sheets were printed and 1,500 of these were overprinted ESSAY. A postcard was also produced with a printed message from the mythical Australian outback town of Bullabakanka. I have one of the miniature sheets somewhere‌. In a safe place‌. You know, perfectly safe wherever that is. One day it will turn up when I don’t need it.

Senegal - STAMPS & POSTAL HISTORY When the West African nation of Senegal became an independent republic in 1960, Léopold Sédar Senghor (1906-2001) was elected the new nation’s first president. He was not only a politician but also one of Africa’s most prominent poets. Back in the 1950s, he represented Senegal in the French National Assembly in Paris. His government in Senegal has been described as an authoritarian régime which gradually developed into a more democratic one. After resigning from his presidential position, Senghor moved to France where he became a

16 - Stamp News

member of the prestigious French Academy in 1983. He was the Academy’s very first member from Black Africa. Senghor was one of the creators of the négritude movement which in the 1950s stressed African culture. He was also a strong proponent for independence for France’s African colonies. I very much doubt that the term négritude would be politically correct today. Senegal’s road to independence was far from straight. In 1944, Senegal was amalgamated with the other French colonies in the area to form French West Africa whose stamps replaced those

Christer Brunström of Senegal and the other colonies. In 1959, the Mali Federation was formed comprising French Sudan and Senegal. However, it seems the two countries were unable to work together and in 1960 the federation was dissolved resulting in the independent republics of Mali and Senegal. The French had established trading posts quite early on in Senegal and the first stamps used in the territory were those of French Colonies (a series of stamps intended for use in most of the French colonies) which can be identified by the postmarks: GOR (Gorée) or SNG (Senegal). Gorée is a small island near

the capital city of Dakar; it was on this easily defended island that the French had established their base. The first specific issue for Senegal was released in 1887 and simply for the reason that certain values of the current French Colonies issue were not available in the colony. A number of French Colonies stamps were surcharged with new denominations. There was a second emergency issue in 1892 but this time the colony’s name – SÉNÉGAL – was also added to the overprint. Then followed the usual French colonial

Senegal - STAMPS & POSTAL HISTORY issues. Some of the stamp designs were used for all of France’s colonies in West Africa. All they did was change the name of the colony on the stamps. One such issue was the postage due set of 1906. Shown nearby is a stamp from this set. Exactly the same design was also used for the dues of Dahomey, Ivory Coast, Mauritania and Upper Senegal-Niger. In 1914 a new design was introduced. It depicts a typical market scene somewhere in Senegal. This design then remained in use until 1935. All in all there were 61 different denominations with exactly the same picture! Strange as it may sound but it is quite interesting to try to assemble a complete set of

18 - Stamp News

these definitives. Starting in 1935 there was greater variety in Senegal’s stamp output. As explained earlier Senegal joined French West Africa in 1944. During its short existence this colonial creation issued a number of most interesting and very attractive stamps including a six-stamp set and a souvenir sheet marking the centenary of Dakar in 1958. Shown here is one of the stamps from this nice set. Collectors looking for a fun sideline collecting area should consider French West Africa. The stamps are inexpensive and it is not impossible to locate colourful covers from this period.

Christer Brunström The Republic of Senegal has maintained a fairly conservative stamp issuing policy when compared with many of its neighbours. Most of the stamps have very local designs. Nearby I show a stamp from a set depicting puppets from the island of Gorée. When the air connections between Europe and South America developed in the 1930s Dakar in Senegal was the last stop before the airplanes crossed the Atlantic. Shown on a nearby stamp is a map of the route. Senegal has a very varied flora and fauna which have often served as inspiration when deciding on suitable subjects for the nation’s postage stamps. Frequently the higher

denominations for air mail have depicted splendid birds. Today Senegal is a nation of some 14 million people. Fairly successful economic policies have helped create a functioning democracy. Still there is much poverty and unemployment in the country which might have negative future consequences for the country. Like former president Senghor many Senegalese have emigrated to France in search of a better future. Finally a few more figures to give us a better picture of Senegal as a stamp country. Since the first stamps were issued way back in 1887, Senegal has released more than 2,600 stamps and some 200 souvenir sheets.

Stamps in the News - Globally! The Rockfish PO rocks again Reported at www.dailyprogress.com

Such is the love for the historic Rockfish Post Office, residents in the tiny hamlet in Virginia US have banded together to save the historic building from dereliction. The Rockfish Post Office, built in 1910, has seen the flood of Hurricane Camille and been a point of filming for the “The Waltons” television show in the 1970s. The Post Office used to be hub of community where news came in the form of mail and gossip for 75 years with residents waiting on the porch and inside for the train to transfer the mail each day. “Rockfish Depot” as it was once known, was a thriving town until the Soap Stone factory closed and closure of the railway spelled the end of the post office service there. used to join the Norfolk Southern Railway across the tracks from the post office. When Kevin Rose moved to property off Rockfish River Road in 2000, he remembers hearing about an old post office on his land. Rose assumed the building would be made of brick and mortar; instead, he found a weatherboard shack on the side of the road. It wasn’t until Rose was at a community gathering earlier this year that people began showing interest in fixing up the old building once again. “People saw that it was in disrepair and needed painting,” Rose said. “A bunch of neighbours got together and said they wanted to have a community project. And if it wasn’t for them, it wouldn’t have gotten done.” Rose paid for and supplied all of the materials for the restoration for about 16 community members to begin their work on the 12- by 16-foot building. Resident would stop by while the work was going on and ask to help. Many came on their days off and on the weekends. Though the building is not registered as a historical landmark, Rose said it should be. He wants to make sure nothing is ever added to or taken away from the way it stands today. “We wanted to keep it as original as we could,” he said. “It belongs to the community, and we have to make sure it stays preserved.” Once the restoration was completed, he began threw the building open for community use. “It has just been people helping people,” Rose said. “I’m overwhelmed by the people and their generosity and time. If it hadn’t been for them, I’d still be thinking about what I should do first.” “It reminded me of how people must have felt during hurricane Camille in 1969, he said. “If anything like that were to happen again, everyone would be helping each other.”

World’s oldest post office acquired by a philatelist Reported at www.linns.com

The world’s oldest post office, founded in 1712, is located in Sanquhar, Scotland. In 2015, the post office will have a new owner/postmaster, Manzoor Alam, a “keen philatelist and postal historian,” according to a December press release from Royal Mail. Alam is only the 16th postmaster for this post office, which opened more than 300 years ago. Penny Murphy, the 15th postmaster, had put the post office up for sale in 2014. A Post Office spokesman said: “We were looking for someone very special to replace Penny Murphy and take on the post office in Sanquhar. The branch combines a rich postal history with today’s wide range of post office services, and we are delighted to announce that Dr Alam has purchased the post office and been appointed as the new postmaster.” In addition to operating the post office, Alam said he plans to create a postal museum in Sanquhar to “promote the rich heritage of the past,” as well as to establish a philatelic society in this town in southern Scotland. The Sanquhar post office is recognized by the Universal Postal Union, the international governing

body for postal administrations, and the Guinness Book of World Records as the oldest post office in the world. Letters posted there receive the handstamp, “The World’s Oldest Post Office.” The building that houses the Sanquhar post office began as a staging post for mail carriages.

Xmas post office fail

Reported at www.westsussextoday.co.uk A number of post offices in the UK appear to have run out of stamps in the lead up to Christmas this year. Mel Bullock, postmistress at Nettlebed, said she ran out of second class stamps in mid-December and waited a week for more stock. She still had first class stamps available but said the situation was “dire” at one point. Mrs Bullock had ordered 10,000 second class and 2,000 first class stamps in mid-November, thinking this would be enough. She said: “It’s just really hard to estimate how many you’re going to use and who’s going to send what where. You don’t want to end up with a load of Christmas stamps in February and March. With the Christmas ones Royal Mail send us what they think we’re going to need. I thought I had more than enough.” She believed it was taking Royal Mail some time to process demands for more stamps as she ordered her second batch of second class stamps about two weeks ago. In the period when she was without them she said there was “panic” among customers. Shiplake postmistress Carol Harvey said she ran out of second class Christmas stamps on Monday but

still had first class left. But she said this year wasn’t unique and that post offices always ran out before Christmas. The Post Office has apologised to customers after its Broadbridge Heath branch ran out of stamps over the Christmas period. A Post Office spokesperson said: “We would like to apologise to customers at Broadbridge Heath Post Office for any inconvenience caused when the branch temporarily sold out of stamps following the Christmas rush. “More supplies are on their way and will be delivered tomorrow [Wednesday December 31].” Margo’s note: Reminds me of the time I went to buy dinner at Red Rooster and they told me they were out of chicken. The Isle of Man Post Office has collaborated with the German Post Office to produce a set of stamps and a specially minted coin to mark the centenary of the Christmas Day truce in the 1914-18 war. A percentage of sales will go towards the Royal British Legion, the UK’s leading service charity providing care and support to serving members of the Armed Forces, veterans, and their families. Isle of Man Post Office has produced 500 limited edition commemorative covers which include a set of three stamps depicting a unique moment in the First World War when soldiers in the trenches on both sides declared their own unofficial truce. It began on Christmas Eve when the roar of gunfire was replaced with the sound of British and German troops singing Christmas carols. For a few hours peace broke out as soldiers met in no man’s land to swap stories of

home and family, and even played a friendly game of football. The stamps – two produced by the German Post Office and one by Isle of Man Post Office – feature three iconic images of the truce. The stamp and coin cover, which costs £35, features a rare Christmas Day postmark and includes an Isle of Man Treasury Christmas Day Truce Crown which is legal tender. It also tells the story of the truce, German Post Office versions of the commemorative covers will be postmarked in Berlin on Christmas Day. A single stamp cover with the Isle of Man stamp and postmark is also available for £7.50 and dated Christmas Eve. The Isle of Man Post Office commemorative stamp and coin covers will be available from 21st January 2015.

Al-Thani was the successful bidder for all but four items in the June 2014 auction of extremely rare stamps from the estate of John E. du Pont known as the “British Guiana collection.” David Feldman Stamp Auctions agreed to let him pay off the winning bid in monthly instalments. A Manhattan federal suit filed by Feldman claims that the sheik only paid $872,000 of the debt before he died in November at 48. However, a family spokesman has claimed that other possessions of the late sheik are currently being inventoried and sold and that all of his debts will be paid in full, with any shortages to be guaranteed by the royal family of Qatar.” These debts apparently include fees to art dealers and auction houses as well as personal debts in the US and abroad. Feldman is suing the sheik’s estate as well as Sotheby’s Financial Services, which holds $83 million worth of his valuables as collateral for a nearly $30 million loan. Margo’s note: And while on the subject of the Du Pont collection-“Foxcatcher” the film about John Eleuthère du Pont, owner of the British Guiana Magenta and the collection mentioned above, was released late in 2014 overseas to rave reviews. The most tasteless souvenir sheet of the year?

Reported at www.theborneopost. com A lot of things get sold online, but a private issue of souvenir stamps on the MH17 crash in the ‘Fakes and Reproductions’ section on eBay is receiving a lukewarm response since they were first put on sale about five days ago. The souvenir sheets headlined under ‘UKRAINE MALAYSIA AIRLINES BOEING 777 CRASH SHEET OF 6 STAMPS’ depicts images of a Boeing 777, and what is believed to be the site where it crashed including a missile launcher. The seller clarified that this souvenir set is fake, and a quick check with the Ukrainian Philatelic and Numismatic Society in an email confirmed that these are not official Ukraine postal service issues. They are believed to be labels or ‘cinderellas’ created by private individuals. They added that all the stamps on eBay showing the Luhansk Peoples Republic and Donetsk Peoples Republic are also not Ukraine issues. “These stamps are issued by the occupiers of these Ukrainian provinces.” At press time, only one person has placed a bid of USD1.50 for the stamp sheet.

The Wildlife Conservation Society estimates that only around 350-400 Amur tigers, also called a Siberian Tigers, are left in the wild, mainly in Russia’s Far East. According to the USPS, 2.5 million tiger stamps have been sold since Sept. 2011, raising $2.5 million for the U.S. Fish & Wildlife Service’s Multinational Species Conservation Funds, which support efforts to protect wild populations of tigers, rhinos, elephants, great apes and marine turtles.

New Zealander with designs on money Reported at www.stuff.co.nz

Wellington photographer Rob Suisted will soon have more of his images in people’s back pockets, after they were selected for the 2014 New Zealand Stamp Collection and the Reserve Bank’s new fakeproof bank notes. The $5 and $10 notes come into circulation next October and the rest will follow six months later.

After being approached by the Reserve Bank, Suisted was told several months ago that up to six of the images in his collection would be used on each of the new banknotes. “I was very proud - it took a while to sink in,” he said. Suisted said his father was elated at the news. “He said it was as if I had been selected for the All Blacks - but being an accountant, he would say that.” The new designs features 20 images of well-known flora and fauna - and even magic mushrooms - set against brighter and bolder colours. For the fourth consecutive year, Suisted’s image is on the cover of the annual stamp collection, as well as on eight of the stamps.

Chinese stamp collectors take their hobby seriously! This was evident as they swarmed outside of a Beijing post office and shoved one another to get inside the doors on December 1, when China’s annual stamps album for 2014 became available for purchase. A representative from the China National Philatelic Corporation said that this year’s stamps have 3D effects which can be activated by scanning QR codes and stamps in the album with a smart phone. “The traditional painting is no longer the only choice in a stamp collection. By combining multimedia involving listening and watching, the album can tell more stories about the stamps. Those stamp collectors can appreciate the stamp in various ways as well as get more background information and interactive experience,” the spokesman said. Stamp collecting has become a popular trend in China and actually has the potential to earn collectors a lot of cash. In 2011, BBC reported that a set of four Chinese stamps from the Cultural Revolution era was sold more than $1.15 million at an auction in Hong Kong.

Nepal Postal Service has issued a postage stamp to commemorate Nepal cricket team’s feat in the ICC World Twenty20. Nepal for the first time made it to the finals of the World T20, held in Bangladesh. Nepal defeated Hong Kong and Afghanistan and lost to host Bangladesh in the group stage of the tournament. The Postal Service also unveiled seven other postage stamps and four souvenir sheets. Minister for Information and Communications Minendra Rijal put cancellation marks on the postage stamps during a function organized by the Postal Service in the capital. Minister Rijal said Nepal’s performance in the World Cup was a matter of national pride so the government decided to issue the stamps. The stamp, designed by Purna Kala Limbu of the Postal Service, has the image of national team captain Paras Khadka batting embossed on it. The Postal Service has printed one million copies of the stamp, costing two rupees each. During the function, Paras said that making it to the World Cup was a beginning and the challenge is to repeat the feat in future. “The issuance of the stamps is an inspiration to the team,” he said.

Earlier, the Postal Service had issued a stamp of Nepali cricket when it won the ACC Premier League in 2006.

From collector to designer Reported at www.theborneopost.com

Producing a stamp design at such a small size can be a challenging task but when you have the passion, a great design can come easy, said former stamp designer Peter Howeveket Khang. Khang, 63, designed more than 12 series of Malaysian stamps between 1983 and 1997. He said his passion for stamp design began with a keen interest in stamp collecting and studying stamp designs from the collection. His design which featured a ‘keris’ as the graphic element won him the best stamp design in 1984. “I was engaged by Pos Malaysia as they knew of my ability to design and enthusiasm in stamps and my first design involved the Malaysian hornbill series. Among Khang’s stamp designs are the fruits of Malaysia series used for 10 years, the protected wildlife of Malaysia, 25th anniversary of Parliament and the 20th anniversary of Asean series. Khang said he had a particular interest in wildlife conservation and using wildlife as the design element had brought out the best in him in contributing something valuable for the nation. e

Up, up and away with New Zealand Post Reported at australianaviation.com.au

A new issue of five stamps will illustrate Air New Zealand’s history over the past seven and a half decades, from its beginnings as Tasman Empire Airways Ltd (TEAL), to the achievements of National Airways Corporation (NAC) and the modern feats of Air New Zealand. They highlight TEAL’s inaugural service across the Tasman in 1940, a Lockheed Lodestar that flew in NAC colours for parts of the 1940s and 1950s and Air NZ’s first Boeing 787-9 painted in All Black livery. “Air New Zealand has a rich history and to see it celebrated in this collection will inspire a sense of nostalgia and pride in all New Zealanders,” Air New Zealand’s chief marketing and customer officer Mike Tod said. New Zealand Post’s head of stamps and coins Simon Allison said it was a fitting way to celebrate Air NZ’s 75 years of operation. The stamps were available for pre-order and go on sale January 14 2015

shredded, staff members willfully ignored directives of managers, managers routinely lapsed in their reporting responsibilities and $250,000 was spent on a system to track stamp sales that ultimately did not work at the Cayman Islands Postal Services Department. Those findings are among the myriad of problems uncovered by government’s Internal Audit Unit during a review of revenues earned by the postal service between 2011 and 2013 The internal audit review was scathing in evaluating the magnitude of the errors, incompetence and insubordination discovered. Paper records of cash transaction sheets for all postal districts on Grand Cayman were “accidentally shredded” in 2011, internal auditors found. “It was only discovered that the files were destroyed when the auditor requested these documents,” the review stated. “As a consequence, we could not evaluate the transactions for compliance with regulatory requirements, reporting accuracy and timeliness of bank deposits…” A system used to track post office sales, as well as daily opening and closing cash balances for the department was purchased at a cost of $250,000. It didn’t work. Among other things, auditors noted that the “point-of-sale” system that was purchased required the manual coding of cash balances into the system, details that staff members sometimes entered erroneously. The set prices of stamps could be altered by postal service workers, if they wished. Also, the system does not record certain details of postal service transactions, including stamp supplies and the weight, size and destination of parcel post transactions. “We are also concerned that unless

The postal service has established detailed procedures regarding how stamp sales should be recorded and supply inventories conducted. However, during the audit, both overages and shortages of stamp inventories were noted with – in some cases – hundreds of dollars worth of stamp inventories unaccounted for. In most instances reviewed by the Internal Audit Unit, the post office employee who requisitioned stamp orders had not acknowledged receipt of the inventories. Without the acknowledgement of stamp receipt, there is no evidence to show the stamps were actually received by the postal service.

Departing Postmaster General takes a shot Reported at www.washingtonpost.com

The outgoing head of the U.S. Postal Service took a parting shot at labour unions and the commercial mailing industry Tuesday for what he called the “shortsightedness and myopia” that have impeded efforts in Congress to modernize the money-losing agency he’s led since 2011. “As much as we try to have an elevated conversation about the future of the organization,” he said, “we never get beyond the narrow set of interests that are determined to preserve the status quo.” In a wide-ranging talk on the Postal Service’s financial struggles and potential for a profitable

28 - Stamp News

business model in the future, Patrick Donahoe said Congress needs to look at the agency as a business “that is going to be a lot different in the coming years” and take a far broader and longer-term view than it has. “At some point in time, people have to start thinking about the future,” he said. As for what the future of the mail will look like, it will not be “a person putting a piece of mail in a blue mailbox,” he said, but rather a far leaner organization, with a smaller workforce and less generous health care and pension benefits, that competes for e-commerce business, online advertising and other Internet-based services. Donahoe is preparing to hand over the reins of the Postal Service to the agency’s chief operating officer, Megan Brennan, who is expected to follow largely in his path. He rose from mail clerk in his native Pittsburgh to lead the Postal Service during one of its most turbulent periods. The agency reported a $5.5 billion loss for fiscal 2014, another in a string of multibillion-dollar losses. Despite big growth in package deliveries, first-class letters are continuing a downward slide as more Americans correspond and do business online, plummeting 35 percent over a decade. Donahoe downsized postal operations significantly, reducing the size of the workforce by 212,000 positions through buyouts and attrition, cutting delivery routes and hours at post offices and closing big mail-sorting hubs. He negotiated new contracts with unions that tightened work rules to eliminate costs. He struck a deal to deliver packages for the online retailer Amazon on Sundays and to deliver groceries in some markets, all to offset the decline of first-class mail, once the agency’s profit engine. He raised the price of stamps and tried but failed to stop Saturday delivery of letters without the approval of Congress, when lawmakers stalled on passing postal legislation. Without legislation to give the agency greater flexibility to cut costs, reduce expensive mandates and let postal officials pursue new lines of business, the USPS will have trouble being profitable. Lawmakers have failed in the last two Congresses to

reach agreement on a plan, in large part because of opposition from unions and mailers. On Tuesday, Donahoe he took his strongest shot at those interests, which he said cannot continue to resist changes he described as inevitable. He described business interests that use the mail, from banks and credit card companies to direct-mail advertisers, as excessively focused on limiting price increases –even as the lack of broad legislation from Congress puts more pressure on postal officials to raise mailing prices. And he accused unions of single mindedly fighting to preserve jobs and benefits with too little flexibility.

Public flock to buy sheep stamps

China A batch of 230,000 commemorative stamps issued ahead of the upcoming Chinese Year of the Sheep sold out in just over two hours yesterday as people sought to bag an investment bargain. The zodiac stamps went on sale at 102 post offices across the city at 6:30am, but were all gone by 9am, the Shanghai Post Co said. Some people queued overnight so as not to miss out on the issue. An unspecified number of the 1.20 yuan (19 US cents) stamp went on sale nationwide.

Japan When millions of Japanese get their customary New Year’s greeting cards Thursday, the sheep that’s on the postage stamps will have finished knitting the scarf it began 12 years ago. Tradition in Japan calls for people to send post cards — often hundreds of them — to friends, colleagues and relatives, decked with pine trees, cranes and other symbols of good luck to welcome the new year — but also showing the animal of the year, as set by the Asian zodiac. The sheep is the animal for 2015, heralding a year of harmony as well as possibly meekness, according to astrological storytelling. In 2003, the stamp on the cards issued by the post office had as its design a fluffy sheep busily knitting a scarf. This year, it’s wearing the scarf, and holding the knitting needles, perhaps a little proudly. New Zealand Some would say every year in NZ is a year of the sheep- after all they outnumber people 7 to 1. This year New Zealand Post has issued four stamps to celebrate- one featuring the sheep pictogram, one with a traditional Chinese sheep paper cut, one celebrating the NZ sheep industry and one of the Church of the Good Shepherd with a Chinese kite representing the multicultural nature of New Zealand.

Commemorating ANZAC Part 9: Norfolk Island

Norfolk Island lies in the South Pacific Ocean, northwest of New Zealand and east of Queensland – about midway between the two countries. It is a self-governing territory of Australia. In 1856, the entire population of Pitcairn Island, the descendants of the Bounty mutineers, were re-settled on Norfolk. There were 194 people, including children. The exact size of the population in 1914 at the outbreak of World War I is not known but it cannot have been more than a few hundred. Of these, 82 volunteered for service in the war, the largest per capita participation in the war. Public meetings were held regularly on the island to ascertain community views on matters of concern.

Discussion of a war memorial is first recorded as one of the topics at a public meeting held on 17th January 1918, ten months before the Armistice and up to two years before all the troops arrived back home. The first memorial was a wooden plaque listing all those who served but a committee was formed to raise funds and seek approval for a permanent memorial. In 1927 a site was

Australian Impressions

Australia Post’s “Limited Edition” Stamps Introduction It all began in 2005. On 10th November that year Australia Post released a range of expensive “limited-edition” products. They called it their “Impressions” range and published a special catalogue showing all the “unique gifts and collectables” available. They have been doing it ever since. A lot of the products don’t even contain stamps. The details of 2005 to 2011 were summarised in Parts 1, 2 & 3 in previous editions of Stamp News. Here is a summary of the 2012 and 2013 “Impressions” releases that contained new mint Australian stamp variations. (I have excluded the Annual Mint and CTO Collections, Souvenir Stamp Sheets (SSS), products containing cancelled stamps and products that do not contain a new stamp variation.)

2012

22 special minisheets were the main variation item in 2012. The Bathurst collection cost $499 just to get the two $1.20 minisheets. It was unusual to find a minisheet with a 37c stamp originally issued in 1987. The stamp was microdated “2012” so is different from the original. There was one exceptional item released in 2012: The Remembrance Day Coloured Coin PNC released on 16th November. The minisheet on the envelope was only available in this product. It contained a single 60c ‘Rising Sun Badge 1991-’ embossed stamp from the set issued on 17th April. The stamp was cancelled with an embellished cancellation. A separate mint embossed stamp or minisheet were not released. (The following list and details of each product were taken from a copy of the “Impressions” 2012 Catalogue. I did not purchase and examine the content of these products. If you have any updates or corrections, please let me know.) 32 - Stamp News

2014 To be continued. Full details, images and costs of the 2014 “Impressions” stamp variations will be in a future edition of Stamp News. For more information go to the Australia Post’s “Impressions” webpage: http://shop.auspost.com.au/stamp-coin-collectables/ impressions Has Australia Post contravened the UPU Philatelic Code of Ethics with its “Impressions” range of products? A reader has brought to my attention Clause 8 which states: “Issuing postal authorities shall not produce postage stamps or philatelic products that are intended to exploit customers.”

Revenue Review Late Victoria

Last month David Casey of Victoria helped me with some Victorian revenue queries, this month David sends me a couple of unlisted Stamp Duties from Victoria. Both [figs 1&2] are last issue mid 1990’s numerals. Figure one although damaged shows a compound pin- perf x roulette whereas figure 2 shows a consistent pin-perf all round. Please check out my free on line revenue catalogue for further details. Thanks David for sharing these illusive last issues.

Q-Beer

It was good to see figure 3 for sale in auction, as the one Hogshead does not turn up that often anymore, this has a nice clear date and neat initials making this very collectable. It did have a bit of a

run several years ago with a few popping up, all of which were eagerly snapped up by the beer duty collectors.

Out of Whack

Figure 4 graphic was sent to me last month by a reader, it’s displaying a very nice upwards colour shift of the blue making this a rather nice collectable variety. Maybe you are reading this thinking you have some to share here, if so please do.

Large

A rarely seen sight note from South Australia was up for grabs on eBay [fig5] with no less than 6 different colour revenues. A shame the £10 blk of 4 was centered to the left but beggar’s can’t be choosers. Unusually clean but then it was coming

Dave Elsmore out of the UK and has stayed ‘fresh’ in the UK climate over the last 60yrs. Note the unusual use of an ‘E’ for the £ sign in the amount of exchange money totaling £68,794/8/3d.

Inverted Departure

I was seeking a graphic of the inverted K15 on 7t PNG postage stamp when Roy Materne of Qld came to my rescure. Roy kindly passed on a figure 6 to me via the collection of Gilbert Naiser. This item is on a complete boarding pass and just stunning. Thank you Gilbert for sharing.

Plain is Rare

Back to South Australia with a super find of a Queen Victoria Impressed Duty ‘ONE POUND’ [18mm in length] Stamp [fig 7]. This £1 value [a very clear

crisp strike indeed] is the first I have seen and is on a complete 1892 ‘Appointment of New Trustee’, with the duty of £1 paying the correct rate for a ‘transfer’. This particular transfer as per the Stamp Act could only be stamped with an impressed duty stamp. This is also the first clean copy I have seen as all others my eyes have scanned over have been cut outs of sight notes and contained parts of the printed note. Amazingly it was in an ephemera auction with just about everything on the document listed in the description excepting the clear Impressed Duty, my guess is had the Impressed Duty stamp been added to the description it would have sold ten fold. So where are all these early Impressed Duty Stamps hiding? I have been able to accumulate a small handful that’s it. Maybe you have a few tucked away? If so please share them here.

Revenue Review Unseen

Another example of miss descriptions is Figure 8, which was recently auctioned. It was on piece with a group of £100 tomb stone revenues with the usual interest in these it sold for a modest price had it been correctly described I believe it would have doubled its final auction value. Just check out figure 8 before you read on, can you see what I’m going on about? Was your answer Yes! Ok move onto the next paragraph. If it was No! then read on. If you look at the stamp again you will note it is cancelled ‘Adjudication Fee’ making this 1/- a rather rare revenue indeed. I have one used on a full document I was lucky to buy 15yrs ago and had not seen another till figure 8 turned up. You may want to go check out your cancels as this probably will slip through unrecognized 98% of the time.

Pat on the Back

Time for some self-praise. I was very honored to

receive the World Revenue Society ‘Research’ Medal [fig 9] for 2014. This was announced at the AGM back in November 2014.

Art Stamps

Figure 10 probably belongs in ‘Cinderella Corner’ of this magazine but thought I would share it here as I know many of you revenuers also collect interesting ephemera and related materials. For me figure 10 is an upgrade as prior to receiving this I only had a third of a stamp! So it was nice to see it in its entirety. But what date was it first issued? I’m thinking February 1915. Was a booklet supplied? We know there were, 10,000 gummed stamps 51mm wide x 62mm high, issued for sale at 1d each in sheets of 24 perf 11 and were called ‘Art Stamps’ [I presume to tie the words Art Union?]. With the black swan at central top and W & A either side of the swan, it is obviously from Western Australia. I

Dave Elsmore have shown this to all the usual WA ‘boys’ and it is new to them. After my query to them Brian Pope has written it up in ‘Black Swan’ the journal of the Western Australia Study Group. An internet search has yielded the following: 1. The date the fund was started 8 Sep 1914. 2. There are several mentions of ‘Sale of Stamps’ in many clippings one dated 27 March 1915. Any further info you may have on this previously unrecorded WW1 label would be very helpful.

Perfin Corner

It is always nice to receive something new in the Perfin line and figure 11 is no different. This was in a South Australian Railway Parcel auction lot along with a 4d. Both the 4d & 6d had two strikes of the I.H..b Perfin of International Harvester Agricultural Company. The first International brand vehicles arrived in Australia from the USA in 1908 and

proved popular for both freight and passenger work. The International Harvester Company of Australia Pty. Ltd. was formed in 1912 and was located at offices in Bourke Street, Melbourne. State offices were later established in Brisbane, Adelaide and Sydney. The first Australian International Harvester manufacturing plant was established in Geelong, Victoria, in 1937. This Perfin is common on postage stamps but exceedingly rare on railway revenues. These two values are the first to surface on South Australian railway stamps and I would like to place them on record here.

“Desert Magic” Imported Stamp Drying books For those readers who have not seen these Desert Magic books, they are a large A4 sized book (stockbook sized) with thick white Spiro edge binding that as you can see allows them to lay flat. (There is a half sized one which is basically useless in our view.) The pages are of REALLY thick blotting type paper. i.e.thick heavy cardboard thickness. It is some special “fast release” formulation .. no idea what they use, but it really does WORK! There is then a special smooth plastic coating on one side. So you wash your stamps, and if you leave them to air dry on tea towels or blotting paper or newspaper, light creases and bends will always stay there. If they are placed into this book when touch damp (not sopping wet) and left there with the gum side to the plastic side and the front of stamp to the blotter side, they dry perfectly flat, and many light bends and creases vanish. Nearly all of them. It is amazing the difference they make, which is why we sell so many! Readers of www.stampboards.com have acclaimed these as one of the best stamp accessories on the market. Just put your stamps in, pile a few heavy books on top and forget them for a week. Most collectors have two books, as that is the secret ..... do NOT touch them for a week and let them dry slowly under weight. Most important. The special formulation plastic coated side is super important as otherwise many stamps STICK to blotter if damp and between 2 sheets of blotting paper, with heavy weight on top. These do not. Again it is some special coating they have figured out which works perfectly for this specific job. Almost any other kind of plastic sheet you may try to experiment with at home will leave a real ugly mirror like “SHEEN” on the gum side if placed in damp, under weight, which looks really stupid, and really shows what you have been doing. These do NOT. The books last for decades. They really do. A 10/- C of A Roo used and light creased copy will be $100 retail, and one that is nice and flat $200. So the cost of the book is paid 3 fold with just one stamp that is saved. Retail Price is $38 each. For readers we offer 27½% off retail special deal for purchases of two books

Introducing the Australian Philatelic Federation This month I look at the results of the Malaysia 2014 World Youth Stamp Exhibition and include the third part of the article on the mechanics of preparing an exhibit for an Australian National exhibition.

Malaysia 2014 World Youth Stamp Exhibition

The Malaysia 2014 World Stamp Exhibition was held in Kuala Lumpur from 1-6 December 2014. The Exhibition attracted almost 160 youth entries, entries from children and young adults aged from 10-21 years. Youth entries at international exhibitions are judged using special rules and in three age groups: • A 10-15 years • B 16-18 years • C 19-21 years The marking for Youth exhibits at international exhibitions (and Australian National exhibitions) is different from that for adults and varies for each

age group with more points being awarded for presentation and for the condition and cleanliness of material for the younger age groups and less points for the ‘presence of important material’. This means that there is less emphasis on the rarity of material compared with adult exhibits enabling youth exhibitors to be judged more on their own exhibiting skills rather than on the value of the material they may be showing. Many of the Youth entries were of high quality and would make adult collectors envious. The Best of Youth Award went to the exhibit, In the Magical World of Harry Potter, displayed by Mathilda Larsson of Sweden in the 16-18 age group. This exhibit made use of many old and new philatelic items in an ingenious fashion to tell the story of Harry Potter. The awards for the best exhibits in the other two age groups went to Yusuke Kido North Korea 1946-53 (19-21 years) and Mauritania Wibawanto Inflation Rates in the Area under Republic of Indonesia Authority in Java 1945-1949

Bengt Bengtsson from Sweden receiving the prize for Best Youth Entry on behalf of Mathilda Larsson, Malaysia 2014 (16-18 years). There were three Australian Youth entries from Zac Franklin who displayed an exhibit entitled Cricket (Vermeil), Alexandra Parry with Australian Animals Pre Stamped Envelopes (Silver) and Blake Griffin, Captain James Cook RN (Large Silver). (By the way for those readers who may wonder what a ‘vermeil’ medal is, vermeil is gold-plated silver or gilded silver and the vermeil award is intermediate between silver and gold awards). Congratulations to all three! It would be great to see even more young Australians participating in exhibiting in future exhibitions. The Exhibition also included the 29th Asian Stamp Exhibition with the Grand Prix being won by Chang Min from China with his exhibit People’s China (1949-1956) Postal History Around the

State’s Founding with the runner-up being Stephen Browne with his exhibit of the Postal history of New South Wales 1801-1849. For Australians Stephen Browne’s exhibit is a wonderful exhibit, and could probably be entitled the early postal history of Australia as for much of the period covered by the exhibit New South Wales included what are now the states of Queensland, Tasmania and Victoria and European settlement had not begun in Western Australia or South Australia. In addition it includes the early postal history of New Zealand where postal services were for a period the responsibility of the New South Wales Post Office. Material included in the exhibit includes the second earliest known cover in private hands (much of the material from the time frame covered by this exhibit is held in museums Stamp News - 49

Preparing an exhibit: Hinges, mounts and corner mounts Last month I looked at choosing sheet protectors for your exhibit. This month I look at ways of mounting your stamps, covers and other materials the exhibition sheets. The traditional means of mounting stamps to an exhibit page is by using stamp hinges. While stamp hinges are no longer fashionable for use on mint unhinged stamps (MUH) they can still be used for mounting mint stamps that have been previously hinged and used stamps to exhibit pages. It is important to use high quality peelable stamp hinges which are available from all good stamp dealers. (Needless to say that glue, tape and similar methods

of affixing stamps will destroy the stamp and its value and should not be used). A range of stamp mounts are available which can be used for minted unhinged stamps (as well as other stamps). Generally clear mounts are used for exhibiting purposes as they give a more attractive result. Regardless of the method used to mount stamps on exhibition pages the resulting page should be visually appealing as well as protecting your stamps and their value. Covers and other larger items can be mounted using photo corner mounts. Generally large size corner mounts (of at least 15 mm across) provide better protection for your covers, especially larger size covers. Very small corner mounts used for photographs should be avoided as they may increase the likelihood of damage to your material. The front of the corner mount should be made of clear plastic to enable the whole of the item to be seen. Corner mounts made of archival quality paper and plastic should be used. Most corner mounts available these days are self-adhesive and care should be taken to ensure that the adhesive does not permeate the exhibition page. If there is any sign of this happening then the page and corner mounts will need to be replaced as soon as possible. Corner mounts are available for a number of stamp dealers. Alternatively, as a service to exhibitors, the APF sells acid-free protectors in polypropylene in two sizes 16 mm and 19 mm across and in Mylar 16 mm and 35 mm across. Market Matters: CTO Australia very strong

In a few recent columns I have outlined the huge prices that some of the CTO Australia stamps have been achieving at public auction, and that trend continues strongly. In the past I have mostly highlighted Kangaroos, so this month I’ll take a look at a couple of interesting KGV heads realisations. The December Phoenix Auction in Melbourne saw this pair of 4d Violet KGV being invoiced for about $600, with the “Queensland” CTO cancel. Retail price as a pair, with any other cancel would be about $20! Indeed if torn in 2 singles, I doubt anyone would take a second glance at either.

KGV pair sold for $A600. Another mind-blowing price was the $2,000+ invoice for a used block of 4d Oranges, also with the Brisbane cancel. Nearly treble the $725 estimate, and many I am sure thought THAT was very high! There are no varieties on this block, no inverted watermark, no scarce shade, no other magic ingredients except the cancel. If this was in a dealer box in the UK or the USA it would be marked at $10-$20 retail.

Stampboards has had superb detailed discussion on these CTO’s - many 1000s of posts, and all of that info, with 1000s of pix is transcribed here - tinyurl. com/ozCTOs I sold a set of 1913 Roos to 1/- this week for many $1000s, each with a very rare CTO cancel type on them, that unless you read that thread, you’d not know ever existed.

A $A430 online “Bargain”.

GB £5 Orange Extravaganza!

The huge and iconic £5 Orange Queen Victoria stamp from 1882 is THE glamour items of any GB collection, and is missing from fully 99% of them. Hence whenever one appears for sale, anywhere on the globe, there is always plenty of bidding, and prices are always strong. For many years, a somewhat “cheaper” option to fill the space, was to buy the same design stamp which had the words “TELEGRAPHS” across the top, and not the word “POSTAGE”. As with buying anything from online auctions, my favourite saying: “Knowledge Is Power” applies strongly here, more so than most other areas. Belgium online seller “Encorela” offered the £5 Orange “TELEGRAPH” stamp for 299 Euro plus post in December, and used the photo you see nearby in his “auction”. This TELEGRAPH stamp is cat by SG at £2,800. 299 Euro is £230, so why ANYONE sane would imagine they’d be getting a genuine FU key top value stamp for 8% of SG, is something only online buyers can try and explain.

NO refund - what a surprise!

A stampboards member bought it, and was not happy with it. You guessed it - despite the usual hollow “immediate refund if not happy” mantra of most online sellers, there was NO refund appearing! He showed the image on stampboards, and I posted right away the entire thing was a crude

A REAL £5 “Telegraph” modern Latvian fake, buyable anytime for 1 Euro or so, and to be honest can’t believe anyone could have imagined it was a genuine stamp. Dealers do have a “nose” for many things collectors do not, and in my case 35 years of doing this develops a pretty good “sniff test” - but surely to others this screams “Crude Fake”? It all comes down to HOW you get a refund in such cases, and this member was asking how to get Belgium Police involved. Good luck with that. “I bought this 125 year old English stamp, and yes I saw a photo, but ….” On-line buying of stamp pieces for many $100s, especially from overseas, is fraught with dangers, as this and 1000s of other documented cases show. But some collectors never learn from the big mistakes of others! Unless the seller is a member of leading dealer trade bodies, you essentially have ZERO recourse to getting a refund. tinyurl.com/ASDA-PTS is a current stampboards discussion of buying off REAL dealers online. Stamp News - 53

Market Matters Buy off Dealer Body sellers.

Well worth a read, as you generally pay the same price level, BUT have an instant pathway to a refund if the dealer sells you an absurd $1 modern laser print fake like this for $A430, and will not refund your money. The online auctions have long pocketed their ~$A40 fee, and clearly are seldom in a hurry to lose that fee cold, and hand it back, or intervene. A Dealer Trade Organisation would DEMAND that seller refund you - IF he were a member. Stampboards.com is a great free resource to ask questions FIRST, when thinking of buying such an item for many $100s, to get a range of useful input from lots of experienced eyes globally.

Had this chap asked FIRST, and shown the photo, before hitting “BUY”, he’d have read my and other’s summation that the entire rag was a laughable laser printed fake, and saved himself $A430. One of the regular members there “County” owns the world’s largest collection of GB QV £5 Orange stamps. Multiples, proofs, essays and related items, and won a Gold Medal for it - see photo nearby.

Glen Stephens GB Oranges in the global market were NOT postally used. Even the 1899 “Registered Threadneedle Street” cancel one he has in his collection, that is illustrated on stampboards. Which he believes was used for TELEGRAM bulk lodgements there, despite the “Registered” cancel which was used, as it was the closest one to the clerk. He has checked and logged about 3,500 examples of the 7000 £5 he guesses exist globally, and he seen only seen a few £5 he is confident have done genuine postal service of any kind. These few “maybes” are shown in the book. Fake and contrived ones exist, and are also shown in the book, and some are incredibly cleverly done. But were NOT postally used!

A really superb read. by Stanley Gibbons, London. That book “The £5 Orange” was recently awarded a Large Gold medal at Stampex, the National Stamp Exhibition in London. It is a superb read, and well worth chasing - County, SG, and larger dealers will have stock. Being a huge stamp, finding top quality examples without faults has always been a tough call. Did you realise that virtually no POSTALLY used examples of this are believed to exist? As chance has it, I had the author John Horsey visit me here when on a visit to Sydney, who had his 16 frame exhibit of the 1882 GB £5 Orange, that he showed me, and we got talking about them.

Read on. The stamp illustrated nearby is a truly lovely looking example of a key stamp, I am sure you’ll agree. Nicely centred, great colour and perfs, and attractive. Glen Stephens “SG 133, used, is genuine”.

Has a 1985 Royal Philatelic Society London (RPSL) clear photo Certificate of Genuiness saying - “SG 133 £5 Orange on blued paper, used, is genuine”. So a lovely looking stamp, cat £15,000 with a clear RPSL Certificate, should be worth about $A10,000 or more - correct? Wrong - it is a FAKE! These stamps overprinted “SPECIMEN” are listed by SG in mint, at a small fraction of a used copy. Hence a faker carefully picking/scratching off those letters, and then adding a forged cancel, makes $1000s. A normal mint SPECIMEN stamp is shown nearby, as well as this altered one held obliquely to the light, showing the removed letters clearly. How the RPSL missed this, is anyone’s guess. All this and much more outlined in this superb book, from where all these photos are used, with

Stampboards Poll on the fake.

I ran a stampboards Poll on this one, and until the true answer was guessed at, the main guess (about 25%) was that the stamp had been “heavily reperforated”. (The perfs are actually untouched!) All here: tinyurl.com/Orange5PD How there is enough to write about, on one stamp, to run to 321 large A4 pages, one should really have to wonder, but this book is proof that it is possible, with enough study material available. It covers the entire life of the £5. The inception as a “Telegraph” stamp, the conversion of the plate for the £5 Postage stamp, the methods and places of use, and an analysis of the scarcity of the cancellations, and “Specimen” overprint types etc. It highlights numerous hitherto undocumented plate varieties based on an analysis of over 3,500 £5 oranges. $500 Large Persian Rug Stamp.

There was probably no more spectacular looking stamp issued anywhere, than the USA 1871 “Large Persian Rug” $500 Documentary Revenue issue. The stamps are absolutely HUGE, and that, combined with the ornate design, gave them the “Persian Rug” nickname that has always stuck! This lovely example was offered in January for Auction by Regency-Superior (USA), and oddly it did not get a bid. Possibly as the reserve of $US21,000 (plus all the nasty add-ons) was well above the Scott Catalogue value of $US17,500. Given that US buyers often pay way over Scott for really top end grade of scarce pieces, I am rather surprised it did not find a new home. In 10 years’ time if anyone looks back on this article, I suspect they will say: “wish I had seen THAT one”! Only 210 were ever issued, and not many are known to exist today, the majority of which are faulty. Rich, bright color, nearly full original gum and light manuscript cancel of “R & I. C & I Co., April 1/72”. This “Rug” is Ex-Weill, and has a 1989 PF Certificate and a 2014 PSE Certificate. $500 was the very highest face value of this series, and it is a very pretty piece to show here!

Shiekh Your Lawsuit.

Luckily, stamp transactions and purchases do not often involve lawyers and courtrooms and affidavits etc, and long may that remain the case! We had that nasty mess in latter 2014 where Prestige Auctions, Charles Leski/mossgreen, Sir Ronald Brierley, Richard Juzwin, John Mowbray and about $250,000 of expensive Kangaroos, all got intertwined in a nasty family dispute that ended in the Supreme Court. A far larger dispute was unfolding in a Manhattan Court late 2014, regarding payment of about $US7½ million for British Guiana stamps, purchased from

Glen Stephens re-negotiating the usual terms, handed Feldmans a down payment of 10% - $US872,000, and failed to make any of the subsequent payments before his sudden death. Feldman Auctions is suing the Sheik’s estate, as well as Sotheby’s Financial Services, which holds $US83 million worth of the Sheik’s valuables as collateral, for a nearly $US30 million loan. “Pawnbrokers to the Arabs”! Recent vague Third Party reports are that there are quiet moves being made to straighten out his tangled finances, but it seems the Feldmann legal action is still in place as far as I can deduce. Once widely regarded as the world’s richest and most powerful art collector, Sheikh Saud bin Mohammed Al-Thani of Qatar served as the country’s president of the National Council for Culture, Arts and Heritage, from 1997 to 2005. The buyer of near all the lots was a totally unexpected visitor to the Auction room, an Arab Sheik - who died suddenly aged 48 in November … BEFORE the stamps were paid for! Sheik Saud Al-Thani, a member of Qatar’s ruling family, had such a reputation as a high-end art collector, that Feldman’s departed from its protocol, agreeing to let him pay off the purchase in monthly instalments That June auction followed only a week after the du Pont 1856 1¢ British Guiana Black on Magenta unique stamp was sold for over $A10 million by Sothebys New York, on June 17, 2014. He later got into legal hot water in Qatar and charged with misusing State funds. In 2012 Sheikh Al-Thani allegedly defaulted on a $US19.7 million purchase of a group of coins from the so-called “Prospero Collection”. At the time, representatives for the dealers involved in the sale told the “Daily Mail” that the Sheikh was like an “inveterate gambler” - in other words alleging that he was addicted to the very act of bidding, and spending large sums of money.

“He bids, wins, then doesn’t pay”

“He bids, wins and then doesn’t pay” said the dealers’ legal representative, Jeffrey Gruder. “One can only conclude that this is a person acting dishonourably and disreputably. He is bidding when he knows he’s not going to be able to pay.” Gruder claimed that, among other lesser debts, Sheikh Al-Thani owed $US42 million to Sotheby’s and £4.3 million to Bonhams Auctions in the UK. Ever seen a $US24 Million WATCH? Guiana stamps that sold for near as much! David Feldman offered the interesting balance of the du Pont award winning British Guiana classics collection in Geneva Switzerland, a week later than the 1¢, on June 27, 2014. Whilst watching the Feldman Guiana auction live by computer, I had an email from the SG Catalogue Editor thanking me for some info and pix he had requested.

Ricardo Verra is a describer at Feldman Switzerland, and a regular on stampboards.com and posted this first hand summary “It was absolutely crazy. David has never seen anything like it. We had about 30 people in the room, and about the same on the internet who had logged in to bid.” “One client in the room basically bought every single lot. WORLDWIDE NEW ISSUES

Lunar New Year 2015 To celebrate the Year of the Goat, Australia Post is releasing a Lunar New Year stamp issue featuring the Chinese character for the goat, shown in the $2.10 stamp, and its pictorial representation, shown in the 70c stamp. The Goat (or Sheep) is the eighth sign in the Chinese Zodiac and symbolises independence. The Year of the Goat begins on 19 February 2015. Australia Post Philatelic Manager, Michael Zsolt says, “This year’s Lunar New Year stamp products have been designed in keeping with Chinese traditional design and customs. The products, including a postcard, give everyone an opportunity to send wishes of good fortune and health to family and friends, both here and overseas.” Hong Kong-born designer, Dani Poon has been commissioned to illustrate 12 stamp issues in the Lunar New Year series, representing each of the 12 signs of the Chinese Zodiac. Dani has used paper cut motifs, a popular form of Chinese art, to pictorially represent the goat in the 70c stamp. The stamps are overprinted with a striking turquoise foil. “The Goat is the most feminine sign of all of the Chinese animals. Usually they are very good-natured, genuine, timid and bashful. The design celebrates the feminine aspect of the goat through the chosen story in the minisheet and the use of pastel colours,” Dani said. The minisheet tells the story (in Chinese and English) of the Tu tribal wedding tradition. When the marriage takes place, the groom gives a female goat to his parents-in-law as a symbolic replacement of 64 - Stamp News

the calmness and tenderness of their daughter. Famous Australians born in the Year of the Goat include the former Prime Minister Paul Keating, business magnate Rupert Murdoch, actress Nicole Kidman and singers Judith Durham and Tina Arena. According to Chinese astrology they are likely to be reserved, quiet and deeply affectionate. As part of this stamp issue, a special silk minisheet pack is available, comprising three minisheets one of which is printed on silk. This year, for the first time, both the silk and the self-adhesive minisheets are embellished with a turquoise foil. A prestigious gold Year of the Goat minisheet will be of interest to collectors. This pure gold sheet is presented in an attractive glass and timber stand. Another highly collectable product is a limited edition (8,888) Lion Dance postal and numismatic cover featuring a $1 Perth Mint coloured coin. Other products associated with this stamp issue include a zodiac sheetlet, first day cover, stamp pack that can double as a Lunar New Year greeting card, postcard, designed gutter strip of 10 x 70c stamps, domestic and international postage paid envelopes and a postal and numismatic cover. A prestige booklet explores the lucky gemstones of the Chinese Zodiac and features the stamps from the zodiac sheetlet. The Christmas Island Lunar New Year – Year of the Goat stamp issue is available from 8 January 2015 at participating Post Offices, via mail order on 1800 331 794 and online at auspost.com.au/stamps while stocks last. Christmas Island stamps are valid for postage in Australia.

Falkland Islands - Birds & Young Pied oystercatcher Haematopus leucopodus The Pied oystercatcher is a striking shorebird, breeding successfully on many coastlines around the Falkland Islands. This particular pair has nested in the same area on New Island for many years, each breeding season attempting around four broods. Two mottled and well-camouflaged eggs are laid in a small scrape on the ground, sometimes the nest being decorated with shells and small stones. As soon as the chicks hatch, they leave the nest with their parents and join them, foraging for molluscs and small crustaceans in the intertidal zone. Pied oystercatchers fiercely defend their territories from predators as large as the Crested caracara, chasing them off with skillful aerobatics. The chicks protect themselves by lying low to the ground and keeping still, their own mottled appearance making them nearly impossible to see amongst the shoreline debris. Gentoo penguin Pygoscelis papua A gregarious penguin species with a stronghold in the Falkland Islands, the Gentoo penguin forms large colonies made up of smaller satellite groups and typically lays two eggs in October. Parenthood is challenging for these penguins - the Gentoo’s main predators are the Striated caracara and the Falkland skua, and raising both penguin chicks successfully is not all that common. At sea, the penguins are prey to rogue Southern sea lions as they come ashore from their foraging trips. The young Gentoos are renowned for their ‘feeding chases’ – the adults run the perimeter of the colony whilst the chicks run after them and only after an extensive chase does the adult regurgitate the food. The exact reason for this isn’t known. Once they’re big enough to defend themselves, the young penguins are left alone at the colony, but then must face the predators at sea to find food for themselves as the breeding season draws to a close.

Black-browed albatross Thalassarche melanophris Black-browed albatross nest in dense colonies, usually on exposed sea cliffs and rugged shorelines around the Falklands, where Tussac grass stands and muddy ground allow them to build a large nest in which to lay their single egg. Albatross mate for life and return to the same nest every breeding season, courting extensively and reaffirming their partnership and their territory. The pair take it in turns to incubate the egg and travel sometimes thousands of miles to find food for their chick after it hatches in December. The albatross chick remains on the nest for around four months, only leaving once it’s ready to fly and forage for itself. Apart from the occasional visit to shore, the young albatross will remain on the wing and at sea for up to seven years before returning to its home colony to breed. Falkland skua Catharacta skua antarctica On New Island, where this photograph was taken, skuas hold large territories in which they make a nest and raise their chicks until they fledge. In other parts of the Falklands, they nest in loose groups where the pairs are quite close together. They are notoriously fierce when defending these territories, and will enthusiastically attack anything and anyone who comes too close to their nest. Skuas normally lay two eggs and often successfully raise both chicks to fledging, although there is quite strong competition for food (typically Thin-billed prions and chicks and eggs of nesting sea birds) from the Striated caracara. Falkland skua chicks are quite vulnerable to predators, but use surrounding ground cover to hide from danger. Once they fledge, the young birds embark on a pelagic migration for the winter in search of food. Release date 11 February, 2015 Stamp News - 65

AAT fully IMPERFORATE Miniature Sheets issued by Australia Post!

In November 2013, Australia Post released 250 x IMPERFORATE panes of 15 mini sheets of stamps. The “1913 Disaster & Isolation” issue, for the Centenary of the Australasian Antarctic Expedition (AAE) of 1911-14. The AAE left Hobart in December 1911 commanded by Douglas Mawson and returned in February 1914. Mawson was knighted for his achievements, and is regarded as one of the greatest figures of all Antarctic exploration. You needed to phone the PO “800” number, or order online. Cost was well above face value, and the maximum order was ONE sheet a person. Sold out in super-fast time, as you’d expect - within hours I am advised. There will be near none in the secondary market, as collectors who got very lucky, will not be sellers - at any price. I’d guess there are easily 20,000 keen global collectors of AAT, but only 250 of these sheets to go around. If 200 buyers hold on to their sheets for their collections, that leaves just FIFTY to service those 20,000 collectors worldwide. 99% of AAT collectors do not right now realise this IMPERF issue even exists! In the 56 years since AAT first issued stamps in 1957, I can’t recall any other *AAT* imperforates sold by the PO. Each sheet is hand numbered in top left margin, and also comes with a Certificate of Guarantee card from head of AP, confirming that only 250 panes in TOTAL were sold – globally. This is an Official Australia Post Australian Antarctic Territory issue. I am offering these as follows: SUBJECT UNSOLD – please use correct stock code!

A. Fully imperforate MUH or CTO AAT Mini Sheet - $A60 a sheet. (Stock code 629KE) B. Single imperforate sheet, with MASSIVE wide top or base sheet margin. $A80 (Stock code 629KF) C. PAIR of imperf panes from top LH, hand numbered “XXX/250” in margin, AND the matching AP card, $A170___ (Stock code 629KM) G. Normal perforated M/S & IMPERF sheet used on 23x32cm air cover to you $A70 post free Global! (Stock Code 629KO) Many more choices, inc. covers, and all photos are here – www.tinyurl.com/imperfsAAT order online: www.tinyurl.com/GlenOrder Cheques, money orders, cash, all credit cards, Amex, PayPal, and bank transfer accepted at ZERO extra fee. Rigidly Packed Post is $A4 in Australia (Add $5 for Registered, if needed), or $A9 Foreign Air (Add $A12 Registered if needed.)
