In February I featured knockout usage covers of G.B., bearing record frankings of iconic PUC £1 and Silver Wedding £1. Intended for that month’s article, but overlooked is another knockout franking of the Motherland (see Figure 1 below), submitted by uber keen usage aficionado, Dave Edwards of Melbourne. Dave is assembling what I regard as the most exciting holding extant of usage material of Australasia and British Empire. Nothing else remotely compares, aside from a handful of Figure 2. Really unusual 1970 EXPO 20c duo franking more specialised collections of a few countries within the respective groups. Some say bargains at auction are few and far between. Depending upon what one collects, bargains can be and frequently are found in auctions, particularly amongst commercial intact postal articles. Figure 1 is a very good example, where just £575 bought an Official parcel tag bearing a single and pair of G.B. QV £1 green. Despite rather high catalogue value, this is not a scarce stamp off “cover”; even mint is not difficult to find. Items on intact postal articles, conversely, are of extreme rarity. This example was used by Foreign Office at London Chief Office on May 29 1900, to “Charge’ d’ Affaires/Tokio”. In my opinion, an item such as this is arguably a £5000+ item. I have suggested to the owner how the folded perforations may be safely restored. G.B. post-1911 “on cover” (commercial only) is a boom busting to be unleashed. S.G. price “on cover” only to end of reign of KEVII. Just one ingredient is required for an instant boom: S.G. extending the cover pricing to embrace KGV and beyond, I’d suggest to commencement of Decimal era. The 1970 EXPO 20c is uncommon on commercial cover, unsurprising as it was on Figure 1. Intact postal article of 1900 for about the general sale for little over a fortnight. Seahorses appear very ordinary in my assessment. Also at Mossgreen is Figure 4, a PNG 1996 commercial registered cover to Internal Revenue Commission with franking including Butterfly Frama 20t. I featured the other and more at the boom peak. In 2006 I wrote: “the item, a pair on parcel-wrapping in this column last current retail is $6.00”. A recent Internet review year (at Prestige it realised $719 including premium). Figure 3 is part of a small group of commercial covers, this extract being a solo franking of 5/- for double 2/6d airmail rate to U.S. Estimated at $500 the group, that figure ought to be well exceeded; such items make overprinted Figure 4. suggests that price has since halved. I also wrote at the time: “I can’t imagine during boomtime that anyone so much as gave a thought to trying to find the four stamps in the set used on commercial covers, the very purpose for which they were intended, to simply pay postage.” Nowadays, finding commercial covers bearing any of the stamps in the set can be quite a challenge. In 2006 I confessed that I could barely locate enough subjects to mount an article. Eight and a half years later the challenge Figure 5. a cover such as this one day be worth as much as 100 mint ‘Beef’ sets? Don’t bet against it”. Well, that prophecy has been realized, it so happens. One of the other 20c solo covers from this correspondence realized $260 at auction in 2012. I’m quite certain a set in sheets would be available for less, given retail per set is now south of $3.00. Who possibly could have seen that coming in the boom of 35 years ago? Auction estimate: $250.

Figure 11. Essential in an exhibit, but less exciting The least challenging to obtain solo franking in the set is the 30c, the Zone 4 airmail rate. A couple of surviving correspondences turned up on eBay some years ago, ensuring this would be “easier” as a solo than the Zone 5 35c. The solo “degree of
difficulty” sequence for the set therefore, from scarcest down, in my experience, is: 20c, 25c, 35c, 30c. Figure 11 is from one of the aforementioned correspondences, to New York, this from Coorparoo on Oct 20 1972. Retail would be around $25. Very few of the eBay finds enriching us with a relative abundance of 30c solos were multiples of the basic airmail rate. Figure 12 is one of a handful of double frankings, from Melbourne Jan 20 1973. Auction estimate: $40. Figure 13 is that one repeated item from my earlier venture in to usage analysis of this set. I’m encouraged to observe more and more collectors are rising to the stimulating challenge of forming usage exhibits, focusing upon a given set or series. Turkey’s Riviera We usually associate the word Riviera with the eastern part of France’s Mediterranean coast. It is a narrow strip of land with the Alps reaching almost to the sea. The Riviera boasts a pleasant climate which attracts visitors during all seasons of the year. In general, the tourists coming to this part of France are well to do people and they usually stay at the more expensive hotels or in rented apartments. The French Riviera is undoubtedly one of the most beautiful regions in the world and the excellent food of course adds a lot to make a stay very enjoyable. Now there is another Riviera but this time in the southern part of Turkey. The Turkish Riviera is located east and west of Antalya, a city of more than one million people. As in France there is a narrow

strip of land between the Mediterranean Sea and the Taurus Mountains. The coastline is very varied with sandy beaches mixed with dramatic cliffs. In 1955, Turkey released a set of six stamps devoted to the province of Antalya which is home to the Turkish version of the Riviera. Unlike its French counterpart, the Turkish Riviera tries to attract very large numbers of tourists and a multitude of tourist resorts have been built all along the coastline. They are generally very large walled hotel complexes with swimming pools, shops, spas and everything else which might be of interest to visitors from northern Europe. Most of these resorts offer all-inclusive packages comprising lodging, all meals and drinks, free access to the pool and beaches and the like. Such
Christer Brunström a package holiday can be surprisingly inexpensive attracting millions of foreign visitors. In fact, some four million Germans visit the Antalya region each year. The same number of Russians also like to spend their holidays there. The Turkish Riviera is also a favourite destination for Scandinavian holiday makers adding about one million people to the total number of yearly visitors. Most come during the summer period. I went there in late January this year. The weather ranged from glorious sunshine to thunder and rain. Despite it being very much off-season, many of the resorts were filled to capacity. Antalya is very much a region with much history and culture. The city was founded around 150 B.C. and was added to the Roman Empire in 133 B.C.
It then remained a part of the empire until the 12th century. In downtown Antalya we find the most impressive Hadrian’s Gate (it was the same Roman emperor who built Hadrian’s Wall in Great Britain). The people of Antalya work in agriculture and tourism. There are many historic sites in the city including ancient mosques and lighthouses. The Düden Waterfalls are quite impressive. It is depicted on the 18 ks stamp. The 50 ks stamp shows Antalya in the spring. Alanya is located to the east of Antalya and it is a city of some 100,000 people. It developed around a fortress built in the 13th century and today Alanya is a very popular tourist resort. Visitors should not forget to visit the Atatürk’s Home Museum. Mustafa Kemal Atatürk (1881-1938) was the creator

Turkey’s Riviera of the modern Turkish Republic and he was born in Alanya. He has been depicted on a multitude of Turkish postage stamps. The one shown here was issued in 1931. A harbour scene of Alanya is depicted on the 20 ks stamp. The town of Side is located on a peninsula between Alanya and Antalya and it is quite a small place with a population of just 11,000 people. It was founded around 600 B.C. and soon prospered due to its good harbour. Side flourished for many years as a commercial centre. It was also famous for its slave market. Many ruins from the Roman times remain including the city wall, several temples, a roman theatre and an aqueduct. The 45 ks stamp features the entrance to the Roman theatre and a typical theatre is shown on the 30 ks value.

The final stamp in our set is devoted to Demre or Myra in ancient times. This was the home of Santa Claus. In the 4th century, Nicholas was a priest here and he was famous for his generosity. The church which carries his name has been excavated and is shown on the 65 ks stamp. St. Paul visited Myra on his way to Rome. There are numerous archeological remains including a Roman theatre and a cave cemetery. I certainly enjoyed my visit to the Turkish Riviera as there is so much to see. It should also be noted that Turkish food is excellent. Unfortunately, the coastline has been the subject of excessive commercial development. However, this does not prevent investors and construction companies from building even more tourist resorts.

Stamps in the News - Globally! Keeping Afghans posted Reported at www.gulf-times.com
In a city riddled by a constant fear of attacks, anonymity is highly prized. Most walls are high and very few houses have names of tenants on the door. In Kabul, there are no postal codes. A project to set up such a system by the Afghan Post, a member of the Universal Postal Union since 1928, has been stalled because the city’s streets are still mostly nameless. Most of the hundreds of thousands of homes have no house numbers either. At the Barikot Post Office in western Kabul, four people sift through thousands of lettters each month. The site is one of the 25 branch offices of the Afghan Post in Kabul. The office chief directs three postmen who deliver about 1,300 letters and parcels every day in two districts. One of them is Shah Mohammad, 36, who has delivered the mail every day for the past 16 years, even on his wedding day. Sometimes it takes him a couple of hours to deliver just one letter. “The addresses are always vague. They write as if I know all of them personally,” he says. Navigating the maze of the city is daunting in Kabul, with more than five million residents, a tenfold increase since 2001. Thousands of buildings have gone up without proper permits, many of them on the land grabbed

by local strongmen with political ties. Many houses on the hills don’t even have water or electricity supplied yet. A few have the luck to have had their roads paved. If you ask a Kabul dweller to give their home address, they often describe a landmark, the colour of their gate or wall, and the direction in the lane from the left to the right. The Barikot Post Office is a small house next to a busy road that often comes under Taliban attacks. Post-office boxes are available with numbers from 7,000 to 7,090. Some of the locks are broken. A broken signboard lies on the floor, saying: Afghan Post, Fast and Safe. For postmen like Mohammad, the lack of address makes the city tricky. But the post gets delivered. Most of the time. He estimates around 30 per cent of the homes have some sort of address, but with his 16 years of experience, he knows every street and most houses in the area. For some regulars he has developed his own code. Like House 24, a compound with a 5-metrehigh wall and nothing visible from outside. It has no number, but an electricity pole nearby has 24 written on it, that is why the compound has become House 24. Mohammad says it belongs to a charity, though the addressee on the mail is a pharmaceuticals company. The private armed guards, thick metal doors and radio antennas all suggest it is neither. The House 24 was his third drop this morning. The day started with a delivery to an embassy guarded by anxious policemen. The second was a government department, where he was offered tea. The most important piece of information in the address is the phone number, Shah says. “You can write just the name of the recipient and Kabul, Afghanistan as the address. But if there is a phone number we will find the house.”

Each time Mohammad, who has no uniform, goes to deliver the mail, he has to convince the person on the other side of the door that he is harmless. Every day, Mohammad covers around 30 kilometres. He bought his own bicycle so he does not have to walk everywhere. The cost of phone calls he makes to locate recipients come out of his own pocket and are not reimbursed. His monthly salary is 6,000 afghani (around 105 dollars). “I like the work, not the pay,” says the father of six daughters. In Kabul, “our lives are in constant danger,” he says. Last month, two staff of the Afghan Post were killed in a Taliban attack in eastern Afghanistan. Ahmad Wahid, the head of the Afghan Post, says that despite the dangers, letters and parcels will get delivered, even in Taliban-controlled area. Wahid would like the post office to become an independent government institution, instead of being a subordinate of the Ministry of Communications that devours most of the profits. “We have no money for marketing. That’s why hardly anyone knows that one letter costs only 30 afghani, or about half a dollar, to send abroad, compared to more than US$80 through private courier services,” he says. Wahid adds that a letter from Kabul to Berlin can be delivered within three days now, thanks to a new agreement with the Turkish Airlines.
Remote delivery by remote control Reported at www.telegraph.co.uk
Chinese Amazon-rival Alibaba is currently trialling package deliveries by drone. Alibaba’s Taobao service will run the trial in small parts of Beijing, Shanghai and Guangzhou and the only product offered will be small, light
packets of ginger tea. A company spokesperson said “This one-off campaign is an effort to bring unique and innovative shopping experiences to consumers on Alibaba’s e-commerce ecosystem.” The Alibaba service will use human-controlled drones rather than autonomous devices. Amazon was the first company to float the possibility of putting millions of delivery drivers globally out of work by delivering small packages by autonomous drones. Chief executive Jeff Bezos said in 2013 that the service, called “Prime Air” could launch within four or five years. “I know this looks like science fiction. It’s not. It’s very green, it’s better than driving trucks around,” he said. Since then a number of companies have made similar announcements, with varying degrees of plausibility. In August last year Google tested autonomous aircraft that could drop packages in remote locations. Unlike helicopter-like drones, Google’s device flew like an aeroplane, but could also hover vertically and lower items on a string. It successfully delivered small items, including a first aid kit, candy bars, dog treats, and water to farmers in Queensland, Australia. In November last year London start-up BIZZBY announced that it was testing delivery via autonomous drones with a secure storage box that could hold up to 500g and fly at altitudes up to 400ft. Meanwhile, La Poste, France’s national postal service, is developing a six-rotor drone able to deliver parcels – notably medical supplies – as far Stamp News - 19

We no longer wish you were here Reported at www.washingtonpost.com
On a recent trip to East Asia, a Washington Post correspondent observed that it was easier to buy a ‘selfie stick’ than a postcard. For some, sending postcards is more personal than a generalized cyber-posting. Postcards widen the conversation by adding a third element: the image itself, whether tacky or beautiful, generic or informative. They’re also, in a way, more real. “It’s the actual physical feel of something,” says Nancy Pope, of the National Postal Museum. “When you’re able to actually hold something in your hand, that trumps reading something electronically any day.” But not for many people. That sales and usage have been slipping in the United States — or across the globe, for that matter — seems self-evident. The U.S. Postal Service processed 770 million stamped postcards in fiscal 2014, down from 1.2 billion in 2010. As for the printed postcard business, in 2013 it was “probably half what it used to be,” says

Matthew Tobin, president of the U.S. Souvenir Wholesale Distributors Association. Whatever the exact numbers, the disappearance of postcards is apparent just by visiting the places that used to sell them. Locally, postcards have disappeared from newsstands, which are also in the process of vanishing. In Washington, postcards are available from some, but not all, locations of the drugstore chains CVS, Rite Aid and Walgreens. Hotel gift shops and souvenir stores carry them, if in much narrower variety than a decade ago. Washington’s museum gift shops still sell postcards, although the selection is dwindling. Should postcards be sent from the site associated with their featured image? The jury is out. “You don’t choose a postcard because of the space on the back,” says Pope.“You choose it because of the image on the front. And the connection that has between you and the place, or you and the person you’re sending it to”. “It’s a personal or an emotional decision you’re making, a connection that you’re making using this third piece, this piece of cardboard — to emphasize, create or establish a memory.” Other interviewed travellers think a card

should be mailed from where it was bought, or nearby. “Even if it’s from the airport, we try to do that,” one said. “You want the postmark to be authentic,” he adds. One allure of the medium is that they convey not just an image and message, but also a material bit of another place. The coolest Internet-posted snapshot of Angkor Wat or the Patagonian Andes is not as
concrete as a small rectangle of printed cardboard that actually travelled from there to you. “It’s a warmth you cannot get from electronics, no matter how nice the Instagram picture is,” Pope says. “It’s not the thing that you pull out of your mailbox and pin to the wall.”
A world first for Jersey Post Reported at http://jersey.isle-news.com
A new range of definitive stamps including a worldfirst in stamp print technology was issued by Jersey Post on 18 February 2015. With permission granted to Jersey Post by the Bailiff of Jersey, ten new Definitive stamps depict the Crest of Jersey in a palette of colours chosen to reflect a contemporary representation for the Islanders of today. They are accompanied by a new £5 Definitive stamp, presenting the Crest of Jersey as a hologram. It is the first stamp in the world to feature the effect of a hologram which has been embossed. The hologram stamp was created as a collaboration between the design agency True North and Cartor International Security Printers, working in conjunction with the hologram manufacturer, Kurz in Germany. The £5 stamp incorporates three different holographic effects and all the stamps in the range include micro-printing. The names of all twelve

The Crest of Jersey is a red shield with three gold leopards facing left, each with a raised paw. The lion is the beast most often found in heraldry and early English heraldry holds that any lion in a walking position is in fact a leopard. The typical heraldic leopard differs from the natural leopard in that it has no spots. Interestingly, the leopards depicted on the Crest of Jersey have had varying depictions over the centuries, some of which feature spots and some of which don’t.
The design which appears on Jersey Post’s £5 hologram stamp is based on a version of the Crest with spotted leopards as referenced by the Société Jersiaise in an article entitled, ‘The Jersey Leopards: Pictures of Pussycats’ . A colour holographic effect has been added to the spots on the £5 stamp, making them appear to change colour with movement.

The nine stamps together also form a Magic Square. “No other stamp administration in the world has done a series like this devoted to the Magic Square, including those of different individuals,” said a Macao Post spokesman. The souvenir sheet, designed by Carlos Gonçalves, has an image of how the squares began – a turtle. The story goes that, in ancient times, there was a terrible flood. Farmers offered sacrifices to the gods of one of the swollen rivers, to try to calm the floods. To their amazement, a turtle emerged from the river with a magic square pattern on his shell. The shell had nine small quadrangular contours with a series of dots inside, representing the numbers from one to nine; each row, column and main diagonal of the diagram contained 15 dots. Another animal which bore the dot patterns on his back was a dragon-horse that emerged from the Yellow River; it had 55 dots in five sets. These two legends are the origin of the Magic Square in Chinese culture. Its influence spread into mathematics, literature, religion and other fields; it was seen as positive and auspicious. The magic square also appears in India and Arabia. The first appeared in India in the first century, designed by a mathematician named Nagajuna. It was probably the Indians that passed the concept to the Arabs, who conquered large parts of their country in the seventh century. An encyclopedia published in Baghdad in about 983 AD contained magic squares of five and six. The Arabs used the squares to help them make astrological calculations and predictions. It is from the Arabs that the squares spread to the West. In 1300, a Greek Byzantine scholar named Manual Moschopoulos wrote a mathematical treatise on the subject of the squares. He treated them only as a mathematical concept, without the mystical elements the Arabs had added. In the 1450s, Luca Pacioli of Italy owned a large collection of examples of magic squares. They began to acquire mythical and philosophical
properties; certain numbers are said to be ‘solar’ or ‘lunar’, bringing with them the characteristics associated with the sun and the moon. In 1514, a German artist and polymath, Albrecht Dürer made a famous woodcut Melencholia 1, which features a magic square of four on the wall behind the “brooding genius” that became the archetype of this kind of sculpture in later years; the magic sum is 34. This is featured in the four-pataca stamp. The two-pataca stamp is the Sator Square. It is composed of a Latin palindrome with five words that can be read forwards, backwards, upwards or downwards. The five words are Sator, Arepo, Tenet, Opera and Rotas. The oldest inscription of these words was found in the ruins of Pompeii, destroyed in AD 79 by the eruption of Vesuvius. The nine-pataca stamp is based on a methodology created by a French mathematician Simon de la Loubère; he learnt it during his time as his country’s ambassador to Siam, now Thailand. This is one of the most popular methods to create magic squares using odd numbers.

The most controversial United States stamp issue of 2014 has been discovered sporting a dramatic error. Mystic Stamp Co. reports that it has one full press sheet of the 2014 Circus imperforate souvenir sheets with the gold text and gold ornamentation missing from the red sheet selvage. The error press sheet contains only 12 of the three-stamp souvenir sheets, with the stamps imperforate as issued. “The whole office was excited. A Mystic colleague noticed the error,” said Don Sundman, president of the firm. “We wonder if these are the only 12 sheets,” Sundman added. The error was discovered Feb. 23, according to Mystic. The stamp company is planning to offer the sheets to its customers soon. The three stamps are centred within the ornamental shape of the horizontally oriented Stamp News - 23

Poste Italiane has issued two stamps to mark the most famous carnivals – Sciacca and Putignano Carnivals. The items were released on the 6th of February and are now available for purchasing. Putignano Carnival is considered one of the main carnivals of Italy, is famous for the spectacular parade of papier-mâché floats. It is also the oldest (dated from 1394) and longest Italian carnival. It starts the day after Christmas and finishes the day before the Ash Wednesday. There are four Carnival parades. In the last ten years the carnival has become famous thanks to the enormous floats, the original satirical masks and the colourful masked groups. The origins of Sciacca Carnival date back to the first years of the twelfth century. The festival,
prepared months in advance, represents a moment of amusement and community spirit for the whole town. The construction of the allegorical paper floats begins in the months preceding the feast thanks to the active cooperation of the builders. Carnival starts on Thursday before Lent with the symbolic delivery of the keys of the city into the hands of the king of Carnival: Peppi Nappa. The masked groups, with their choreographies invite everyone to dance and enjoy the feast. The feast finishes on late Tuesday night with Peppe Nappa’s burning at the stake. All the whistles and hammers are thrown in the fire and all the euphoria of the previous day’s burns with the king.
Possum magic
Reported at www.abc.net.au A pygmy possum has hitched a ride around southern Yorke Peninsula in South Australia in the bottom of a mail bag. The mail sorter at Minlaton post office, Jack May, said he thought at first there was a mouse in the bag from Foul Bay, but then noticed large eyes and a curled tail. “It was hard to know who got the biggest surprise — me or the possum,” he said. Post office staff called on the team from Natural Resources Yorke and North to arrange a return of the tiny possum to its home, about 90 kilometres from Minlaton. Deborah Furbank from Natural Resources said many rural properties used empty drums as their mailboxes and these proved to be popular napping spots for native animals. “The possum was fine, it was very frisky and very curious when we looked in the bag,” she said. “We gave it flowers with nectar so it had food to eat.” Ms Furbank said it was important to release the possum back to where it had travelled from. “They are territorial so it was

really good that the post office kept the details of which bag it had arrived in so we knew where to let it go,” she said. “It travelled over 200 kilometres by the time we got it back to its original destination. “It must have got picked up in the morning and was replaced the following morning, so it must have been about 24 hours. “It was a classic case of return-to-sender,” she said. “When I dropped it back near the mailbox it hopped off my hand and scampered into nearby bush without even a wave.”

19th-century Chinese stamps in the United Kingdom is about to shock the worldwide stamp collecting hobby. The stamps, which had lain undisturbed for approximately 125 years, were discovered in the attic of a house in the English Cotswolds. They are known as the China 1882 5-candarin orange yellow Imperial Dragon stamp. “This is, in fact, the most outstanding find in the history of Chinese philately, and a once in a lifetime opportunity to unveil to the philatelic marketplace one of the greatest jewels of the China specialty,” explains Laurence Gibson, an international authority and dealer in Chinese rare stamps. Britain’s Royal Mail postal service has announced a stamp price rise from March 30 as it tries to offset the impact of a steadily falling number of letters to deliver each year. Royal Mail said the price of first and second class stamps would both increase by 1 pence to 63p and 54p respectively. The increase comes after a 2p rise for first class stamps and a 3p rise for second class stamps last year. after the Federal Government took barely a week to buckle to its demands. Delivery times for general mail will increase by two days and cost $1, unless customers pay a premium to keep the current delivery time – a two speed service similar to what it charges business. The priority stamps are expected to cost about $1.50 when they are introduced and could rise to $2 before long. Cabinet has decided it would rather let the monopoly mail carrier charge more and cut services than cover the expected $6.6bn in losses over the next 10 years. Post chief executive Ahmed Fahour said last week the government would either have to stump up the cash, let Post introduce the changes, or watch the business fail. “Either we get a massive injection from the government to keep the business going, or they give us the permission to manage the business and therefore no subsidy is required and the business can continue,” he said.
28 - Stamp News
Fahour says the changes mean the carrier will be able to reduce its letters losses and is aiming to get it back to break-even. “The letters business won’t make a profit, and that is not our objective. Our objective is to reduce the losses so that we can support five days a week delivery of mail and secure the future of post offices across the country,” he says. Australia Post is likely to also cut the number of post boxes, saying it will keep at least 10,000. It currently has 15,805 post boxes and will keep 4400 post offices. In justifying the government’s acceptance of the proposal, Communications Minister Malcolm Turnbull says the Post’s profitable parcel business will come under pressure from overseas competition with Japan Post buying Toll and can’t prop up mail anymore. “Australia Post cannot be expected to compete for business with multinational logistics companies with one hand tied behind its back, as it loses hundreds of millions of dollars in its letters business,” he wrote in a blog post. Post’s half year results revealed a $151m loss on its letters business for the past six months – 57 per cent worse than the same period last year. Australia Post lost $328m on letters last year and that is expected to blow out to $350m for FY15. Letters was expected to lose $12.1bn over the next decade by itself.

2014 Russia
Paperback, 832 pages 7th edition RRP A $123.00 It’s been six years since the publication of the last edition of this catalogue, and it’s grown by more than 100 pages since the 6th edition. Weighing in at over a kilo, it can only be described as a ‘whopper’! I know there are many collectors of Russia out there, so I’m sure this new edition will be greeted with delight. A quick look at the contents page reveals just how comprehensive this catalogue is. There are no less than 21 main areas covered, with, for example, the main heading of Russia having more than 30 listings under it alone. Much of this expansion is, of course due to the 1991 break-up of the USSR and the subsequent forming of the Russian Federation and the other separate stamp issuing countries. As usual, there is a paragraph or two at the beginning of each country providing information on history, early stamp issues and currency changes. So what’s new for this edition? New issues for the current sixteen stamp issuing countries are included, mostly up to late 2013. There is a new design index for Lithuania, and the index for Mongolia has been updated. For the first time there is a page providing history and details of the Cyrillic alphabet, including a simplified Cyrillic table with English equivalents (most useful!). Prices have also been thoroughly revised for this new edition. An excellent, although at 830+ pages, slightly large and unwieldy, catalogue!

New for this edition are a number of new watermark and plate flaws, and the continuing listing of Telegraph stamps, in this volume Sudan, Uganda & Egyptian Military Telegraphs. Prices have also been extensively revised, with quite a few jumps, the standout being the Kenya and Uganda 1925 £100 going from £95,000 to £120,000 mint. As usual, booklets,
postage dues and officials are all included. If your collecting interests include this part of the world then this catalogue is a must have!

But wait, there’s more! Also included are Lombardy & Venetia, Bosnia & Herzegovina, Austro-Hungarian Military Post and PO’s in the Turkish Empire, Austrian territories acquired by Italy, Danube Steam Navigation Company, and for the first time in this volume, Fiume. Austrian machine labels are listed for the first time, all three design indexes have been updated, and a revised version of then International Philatelic Glossary in English, French, German, Spanish and Italian is included. While all later illustrations are full colour and of excellent quality, I was a little surprised to find that Austrian issues as late as 1933 were illustrated in black and white. This minor issue aside, this is an excellent catalogue, and highly recommended. Cont. on P.35

Also in 2011, New Zealand honoured its 22 Victoria Cross recipients, including Cyril Bassett (1892 – 1983) the only New Zealander to win the VC at Gallipoli (figure 8). As a signaler he was

2014 Cyprus, Gibraltar & Malta
Paperback, 230 pages, 4th edition RRP A $42.50 The Empire/Commonwealth countries in Europe are quite a popular collecting field, and this new edition, which replaces the three year old 3rd edition, has quite a bit of new information packed in to it’s 230 pages. First off we have the new issues for the three countries mentioned in the title, as well as Turkish Cypriot Posts. These are all complete up to mid/late 2014. There are also listings for British PO’s in Crete (1898-99), Heligoland & Ionian Islands. You’ll also find Great Britain stamps used in Cyprus, Gibraltar and Malta prior to them issuing their own stamps, as well as the ‘Crowned Circle’ markings of the Ionian Islands. The illustrations of the postmarks found on British stamps have been extended or improved, and some new varieties have been added to the listings, particularly those of Malta. As you would expect, booklets, postage dues & officials are all included. Oddly, there is only a design index for the stamps of Gibraltar. Perhaps design indexes for the other countries will appear in the next edition. In regard to catalogue values, the publishers advise the following: ‘Prices have been extensively revised throughout the catalogue with increases in most periods, notably among errors and varieties’. An essential catalogue if this is your area of philatelic interest.
2014 Southern & Central Africa
Paperback, 375 pages, 2nd edition RRP A $73.00 While this new edition may not have the highest number of pages of any catalogue reviewed this month, I’m certain that it’s right up there with the Russia catalogue as far as having the longest and most extensive Contents page is concerned! There are 11 main headings with no less than 40 different stamp issuing entities listed under them. The issues of Malawi, Namibia, Rhodesia/Zimbabwe and South Africa take up the lion’s share (pun intended – sorry) of the listings, but there are a lot of other countries etc in here too, from Botswana to Swaziland. It’s been three years since the first edition, so there are quite a few pages of new issues covering Botswana (to Jan 2011), Lesotho (April 2010), Malawi (July 2013), Mozambique (Feb 2011), Namibia (June 2013), South Africa (Dec 2013), Swaziland (April 2012), Zambia (Nov 2010) and Zimbabwe (July 2013). As with the East Africa catalogue, Telegraph stamps for Natal, Orange Free State, and Transvaal are included for the first time, together with British military telegraphs used in Bechuanaland and South Africa and the Reuter’s Telegraph Service stamps of Matabeleland. Also new for this edition is a fully priced listing of the South African ‘Interprovincials’ – the stamps of Cape of Good Hope, Natal, Orange River Colony and Transvaal used in their own province or in any of the other three
between the establishment of the Union in 1910 to the issue of it’s first stamps in 1913. It’s also worth noting that several new varieties have been added since the first edition. This is an excellent catalogue, just brimming with information.
2014 Germany
Paperback, 424 pages 11th edition RRP A $TBA With this being the third new edition in less than 4 years, it’s fairly obvious that the popularity and demand for German and German area stamps is continuing unabated. In fact the publishers note that the previous edition sold out very quickly. This new edition contains everything the collector of Germany could need from the early German States and Colonies through to the June 2014 issues of modern Germany, together with other territories, occupation areas etc. An updated design index for German issues is also included. Also included in this edition for the first time are Occupation issues on German stamps – British occupation of Cameroon and Tanganyika (Mafia Is.), the Australian occupation issues of New Guinea, New Zealand occupation of Samoa, and the British and French occupation issues of Togo. Also new are the WWII German occupation of Guernsey bisects. A quick check of page iv shows that more than two dozen new catalogue numbers have been added for this edition, as well as a couple of number changes. Another essential catalogue, and considering the last edition sold out, grab one as soon as you can!
2015 Collect British Stamps
Paperback, 324 pages 66th edition RRP A $34.00 There’s not really a lot to say about this catalogue that hasn’t already been said! If you’re one of those collectors who have already chosen to heed the title of the catalogue, and ‘collect British stamps’, then I would imagine one or more earlier versions of this catalogue already graces your philatelic library and you’re already familiar with the straightforward layout, the excellent colour illustrations of every stamp in each set (with the odd exception in some of the earlier issues), and the great value for money this catalogue represents. If you don’t have one, or haven’t updated for a few years, then I’ll reiterate what I said in the review of the 2014 edition, grab one of these now! Why? Well last year’s edition saw the complete renumbering of the Machin definitive stamps with elliptical perforations (the ‘Y’ series) and the emblem regionals. So if you don’t have last years edition, grab one of these asap, or else your catalogue numbers for all of the Machin head issues since 1993 will be out of date! Apart from the listings being complete up to the Christmas 2014 issues, there are a couple of other new items: The Post & Go listings have been extensively revised to take account of recent developments in these issues, and the is a new quick reference listing of all Prestige booklets, 1969 to 2014. There were four different designs in the 1985 issue of these seals. The sheet size was 35, 5 rows of 7. This is one issue that I don’t have so I took this image from Green’s Catalogue of TB seals, I know

it is small but it does show the four designs in the issue.
Perspex. (Fig. 5).
A nice advertising poster stamp, most likely Australian and probably dating from the 1970s
Exide Batteries. (Fig. 6).
Again, another nice item, but it looks to be from a slightly earlier period, maybe the late 1950s.
Red Cross. (Fig. 7).
This Red Cross stamp showing a hand placing money in the Red Cross money box is of Australian origin and was issued in 1953. In Mosbaugh’s Catalogue of Red Cross Seals or the World it is shown as number 23 under the Australian listing. The illustration in the catalogue is not very clear and

I nearly missed it when I went looking for it.
Lions Christmas Seals. (Fig. 8).
Unlike the other states of Australia where Christmas seals focus on Tuberculosis, in Queensland the Lions Club seems to dominate the Christmas Seal business. From other issues I have seen they are usually produced in sheets of 25 different designs. This one from 1995 could well be in the same configuration, but so far it is the only 1995 one I have seen.
Adelaide University Union. (Fig. 10).
This item was offered recently on eBay and it aroused my interest. It appears to be a credit voucher for some purpose, possibly purchase of items from the University Union. The description indicates an issue period of 1960s and pre decimal, from a pane of 6 and issued in booklets.

Revenue Review No Ears
First up this month is a rather poor quality forgery [fig 1], which sold by a UK dealer as genuine describing it as a ‘dolls house’ stamp. I made several enquiries but am yet to get a reply. It sold for $170.00 to some unsuspecting collector. What to look out for: apart from the obvious, the colour, which should be pink. The problem is, this forgery is also well known in pink! So your next step is to look for a full right ear. As you can see in figure 1 the Queens hair covers her ear, making this the best giveaway that it is forged.
A Nice Pair
A rather nice pair of blue SPECIMEN
overprints [fig 2] on a 7/- New South Wales stamp duty was up for grabs. These are particularly rare in singles let alone a pair. If any are offered to you snap them up at any price as you may be waiting a long time before you see another nice pair!
Another Half
Queensland railway Halfpennies appear hard to find, and when they do show up they are usually from large, close to Brisbane stations. So it was nice to see one from Dalby [fig 3], which is about 200kms west of Brisbane. It still fascinates me that some other States railways issued a farthing stamp, as there was no farthing in the Australian coinage of the time. You

Dave Elsmore Railways including Perfins and the WWI & WWII Cinderella issues. I have just added to the WWII book, all the recorded Petrol Ration coupons or ‘Motor Spirit Ration Ticket’ as per figure 5. Some of these coupons are just as Moo, Oink! Figure 4 turned up in Israel of all places! A great plentiful as 1d & 2d duty stamps, but some like figure 5 are rare as hen’s teeth. The Emergency selection of mint Swine & Cattle remainders from Victoria. You rarely see these issues in any Rationing of Petrol in 1943 brought about the printing and issue of ‘Emergency Ration quantity show up. If your like me, you would have a selection of used but very few mint. The Tickets’. Issued by post offices and dated with the postal cancellers, these have become pick of the bunch here would undoubtedly be very collectable. Steve Hamilton of ‘Ham For the SWINE overprints. Stamps’ has a ‘one gallon’ emergency on his Ration web site for a cool $500.00. I did show some After the release of my latest additions to my of these last year that a Sydney dealer sold FREE online publications on Revenues and off. Again if you see one, grab it as you will would have had to buy 2 of them! Gee makes you wonder how they were able to legally get money out of the public.

Revenue Review be waiting a long time to see another. It goes without saying, the early dates are even rarer.
Third Sister
A few years ago I showed a rare beer duty issue, which had turned up in a USA auction. This was the sister copy to one I owned. Low and behold the same scenario happened recently when figure 6 was sold off by a collector in Germany. As it happened, I own the earlier of the two numbers [fig 7]. Both displaying the same date and signature. Lucky for me mine is not damaged. As things happen in three’s I will await the third sister to come along.
Received With Thanks
It was nice to see figure 8, a security pre cancel from Macdonald Hamilton & Co. In the early
years of the 1900’s Macdonald was instrumental in the formation of the ‘Collins pool’, which was an agreement between the major coastal shipping companies. In particular AUSN and their rival the Adelaide Steamship Co. This allowed the building of a larger Australian coastal fleet. The surviving copies are generally 1d & 2d receipt stamps, so to add a 6d to the FREE online catalogue was a bonus!

Another security pre cancel that recently came to light is figure 9. A rather tatty looking 1d from the New South Wales railway’s, handstamped ‘H.B. / & CO.’ Probably from Henry Berry & Co General Merchants of Kent St, Sydney. Another possibility is Hardy Bros, of Hunter St, Sydney. My only problem with the

AAT fully IMPERFORATE Miniature Sheets issued by Australia Post!
In November 2013, Australia Post released 250 x IMPERFORATE panes of 15 mini sheets of stamps. The “1913 Disaster & Isolation” issue, for the Centenary of the Australasian Antarctic Expedition (AAE) of 1911-14. The AAE left Hobart in December 1911 commanded by Douglas Mawson and returned in February 1914. Mawson was knighted for his achievements, and is regarded as one of the greatest figures of all Antarctic exploration. You needed to phone the PO “800” number, or order online. Cost was well above face value, and the maximum order was ONE sheet a person. Sold out in super-fast time, as you’d expect - within hours I am advised. There will be near none in the secondary market, as collectors who got very lucky, will not be sellers - at any price. I’d guess there are easily 20,000 keen global collectors of AAT, but only 250 of these sheets to go around. If 200 buyers hold on to their sheets for their collections, that leaves just FIFTY to service those 20,000 collectors worldwide. 99% of AAT collectors do not right now realise this IMPERF issue even exists! In the 56 years since AAT first issued stamps in 1957, I can’t recall any other *AAT* imperforates sold by the PO. Each sheet is hand numbered in top left margin, and also comes with a Certificate of Guarantee card from head of AP, confirming that only 250 panes in TOTAL were sold – globally. This is an Official Australia Post Australian Antarctic Territory issue. I am offering these as follows: SUBJECT UNSOLD – please use correct stock code!
A. Fully imperforate MUH or CTO AAT Mini Sheet - $A60 a sheet. (Stock code 629KE) B. Single imperforate sheet, with MASSIVE wide top or base sheet margin. $A80 (Stock code 629KF) C. PAIR of imperf panes from top LH, hand numbered “XXX/250” in margin, AND the matching AP card, $A170___ (Stock code 629KM) G. Normal perforated M/S & IMPERF sheet used on 23x32cm air cover to you $A70 post free Global! ANZAC Replica Card

Spine billed Honey Eater [Eastern Spinebill] and Native Rose postcard (J M Cantle artist) Post has produced Replica Cards to support Australian national exhibitions. The replica cards contain an impression from the die of an issued Australian stamp printed in intaglio. Due to the increasing difficulty in sourcing printers who are able to produce the cards, the series will cease with Replica Card number 50 which will mark the Centenary of ANZAC. The final card depicting the 8d ANZAC stamp is due to be released at Sydney Stamp Expo 2015. A book, Australia’s Stamp Replica Cards, listing all of the replica cards, including the black prints and overprinted cards, has been prepared by Martin Walker and is also expected to be available at Sydney Stamp Expo 2015. It is the fully illustrated
Australian memorial Villers-Bretonneux history of the 50 Stamp Replica Cards which have been produced over their 21 year life. The book is A4 in size with 100 + pages and will be available from the APF stand at the exhibition. A black print ANZAC replica card will be included in the book.
Picture Postcards
Picture postcard exhibits have been a feature at Australian national philatelic exhibitions now for many years. Postcard exhibits have added a new dimension to philatelic exhibitions as postcard displays attract considerable public interest with many of the displays being attractive, colourful and of general interest. Stamp News - 49
Introducing the Australian Philatelic Federation Until now, although Postcards has been an APF national class, it has been judged at exhibitions by a separate postcard jury using judges accredited outside of the APF philatelic judging accreditation processes. In 2014 the APF decided to make postcard judges officially APF accredited judges and at future national exhibitions to include the postcard judges within the philatelic jury. The currently accredited postcard judges have now been included on the APF Judges’ Register and future postcard judges will qualify through the same APF accreditation process used for other classes. The existing postcard judges who were not already philatelic judges signed the APF Judges’ Register at a ceremony in Adelaide in 2014. While there is no postcard class at FIP or FIAP exhibitions, a number of other countries such as USA and New Zealand include postcards in their philatelic exhibitions. The APF is conducting a Judges’ refresher course prior to Sydney Stamp Expo 2015. To help ANZAC Replica Card existing philatelic judges understand the postcard exhibits (the point breakdown for one-frame class, the course will postcard exhibits is slightly different): include a focus on the postcard class. It is permissible in postcard exhibits to show other material to complement the display e.g. photographs, newspaper cuttings, menus etc but they shall be neither numerically nor in area more than 25% of the postcards shown. In developing a postcard exhibit, exhibitors can classify their cards in a number of ways: • Topographical: A study of a place or places within a geographical framework. There also may be a time aspect whereby variation through the years can be shown. • Thematic: Using cards to tell a story about a subject, theme or concept. There may well be a mixture of cards from any country, printer, photographer etc. • Social: Using cards to illustrate some aspect of a social subject, be it the story of a place, people or theme illustrated primarily with postcards but allowing other material to complement the display e.g. photographs, newspaper cuttings, menus etc but not numerically more than 25% of the items shown. • Classification: A study of an artist, producer, photographer etc over a period of time or geographical area. • Modern: An exhibit of picture postcards post 1945; may be any of the 4 classifications above. Postcard exhibits have proved popular for exhibitors and visitors alike. Why not have a look at the postcard exhibits at Sydney Stamp Expo 2015 and consider exhibiting at further exhibitions.

Market Matters Arthur Gray KGVs to go!
Mossgreen Auctions announced the auction of The Arthur Gray Collection of Australia King George V Issues on March 6. It was reported by stampboards. com in an exclusive. The Arthur Gray Collection of Australia “King George V” is the finest, most extensive and most valuable ever formed of the issue. The outstanding multi “Grand Prix” Award Medal winner collection is to be offered at public auction by Mossgreen Melbourne, in October 2015. It comprises not only the super popular KGV Sideface design shown nearby, rich in proofs and essays and major flaws + imprints etc, but all the KGV era Commemorative stamps, covering up to near WW2. “Mossgreen” is a name some readers may not be familiar with. Broadly the long established stamp auction houses of Charles Leski and Prestige Philately are now effectively merged under that name umbrella. The company runs art and other collectible auctions.

Junk lot find gets $A60,000+. Arthur told me the weak and unsettled Australian dollar when planning an auction for 7 months away, and nasty 3% exchange rate “surcharges” by credit cards on foreign spends, were obvious downsides and would cost keen KGV collectors far more than if offered locally. Also the reality the Federal 10% GST is levied on incoming sendings of goods over $A1,000 here. It is added on top of the foreign Auction fees, and even UK VAT in the case of Spink, and both companies declare goods externally for full value of mailed sendings.

Plus it will be taken on a Global road trip for viewing as well, including London and New York.” One item sure to get a huge price is the perforated pair of the 1914 “Unissued” Engraved pair. Only one pair is in collector hands, and those are both in the Gray Collections. (As well as the unique Die Proof of the 6d!) Collectors know the designs, from the popular “Ausipex 84” Replica Card sunken Die Proof print shown nearby. ACSC for the Gray pair is $A125,000, and I suspect they will be the star of the show, money wise. I asked Arthur today where he got them, and he did not recall, other than to say he’d “owned them for decades”. He will get VERY many times what he paid, I feel sure. Truly rare pieces go up strongly long term, no doubt about it.

Market Matters The 1/- Swan would have made a stunning issued stamp. The 2d Die was adapted for the 6d and 2/6d War Savings stamp. A fresh MUH example of that 2/6d is shown nearby, a stampboards member also found in a junk box! I like these stamps - they have the same Single Crown watermark as the KGV heads, and were printed at the Treasury, as were the 1913 1d and 6d Engraved. This 2/6d is a TON harder to locate than current modest prices indicate. Arthur is still actively collecting, and his new focus is leaning Another Junk Box discovery! more and more to Australian Commonwealth Postal Stationary in detail, and is still keen on Australian “CTO” and Specimen material of all eras. So KGV Australia collectors - start saving your pennies for the Gray KGV sales later this year! Gary Watson told me today there will likely be THREE auctions of it in October. Malaya Madness!
Now and again I see prices paid for things that are quite bizarre. The Air Letter with 25c of KGVI Malaya stamps, mailed from Singapore and shown nearby, is one such item. Sent from Malaya to Switzerland, it was taxed on arrival and 100 cents in Swiss postage dues affixed. The stamps and the Dues are of only VERY minor value.
That still remains the largest dollar end result for any “single stamp issue” collection ever auctioned - from any country, from any vendor, at any time, I understand. Only a few entire country offerings have ever exceeded this figure anywhere - which nearly all comprised 19th Century “classic” stamps. The Arthur Gray “Kangaroo and Map” design stamps as all readers realise, are “modern” 20th Century issues, printed between 1913 and 1936. The key members of the Australian trade flew over in force for that sale, which was brilliantly conducted by Shreves. The “Gum Leaf Mafia” is shown here in New York with Arthur Gray. Market Matters The contents were of no consequence, but despite all that, it someone how was bid up to over $A1,100 on Jan 31 on eBay. The Air Letter started at £4 and to be honest if it were owned by me, I’d have priced it at about $A50 and sold it, and moved on with a huge smile on my face! The winning bidder started at 10% of what he finally paid, after 36 bids. Really weird price, and someone on stampboards pointed this item out as he had been under-bidder. There is no catalogue on these kind of strange things, and the price paid is purely dependant of how badly someone wants the piece! Seller “newby101” must be been delighted.
Dead Letter Delight!
The fascinating envelope shown nearby is a wonderful testament “25 Station Street” ANYONE??!! to how HARD the Post Offices tried to deliver it says - “Posted 3/12/36 and Dead Letter Office in those pre-war days. cancelled 14/1/37.” Even for a common 2d letter. Now THIS is customer service! Station Street, Clyde (a Sydney suburb) - however he was not known there. So someone at Clyde Post Office drew up a list of the 25 “Station Streets” he could locate in the Sydney Metro area suburbs, noted them all on face of letter, and tried them all! Living in Sydney, I can assure non locals that Hornsby to Sutherland to Artarmon to Parramatta to Kogarah etc is covering truly vast distances - all points of the compass! I am amazed there were not more than 25 “Station Streets” actually, as it seems every train stop had one, but 25 is a pretty good effort. To contrast that - I mailed 2 heavy insured parcels to the USA last month containing 26 x PO Year Books, 13 or so in each. Neatly addressed to “3 Latourelle Lane, Pittsburgh PA 15215-1829 USA” and on the other I miswrote Zipcode as 15212-1829.
overseas insured. Mail Cost was about $90 each. USPS Tracking shows both arrived in Pittsburgh same day. One was delivered, and most year books inside had been blatantly stolen by USPS en route. Tracking shows the other was “undeliverable” and was being returned to me, so I am out the $90 postage as some lazy schmuck in Pittsburgh could not be bothered to use a brain cell, and re-check Zipcode of local “3 Latourelle Lane” - which will

The $3.50 becomes $5 soon. be UNIQUE, unlike “Railway Street.” We are talking heavy expensive Insured parcels here, and the recipient and I will now need to waste hours wrestling with POs over this, and both be out of pocket, when their fathers in the PO would simply have used common sense, and delivered it with no fanfare.
Australia Letters to be $1.50
The Federal Government approved on March 2 a price increase soon for standard letters to $1 from the current 70c, and a faster “First Class” service (i.e. same speed as present it seems) for $1.50. The UK has of course had ‘1st’ and ‘2nd’ inscribed Class stamps, and the same segregated service, for decades, so the broad concept is nothing new. More than DOUBLING the stamp price to do it here, is what is outraging people. I know you are reading this before April 1, but I stress this is no early April Fool’s Day Joke. It is another official Abbott Government hasty decision, made with no consultation whatever to those it will impact, and hopefully it can be overturned like the last 50 were. For those who suspect this will not bother them: “I have lots of old stamps or Concession stamps I can use up” you of course are not thinking too laterally or very deeply, as I will show here. The headline cost of a 70c letter going to $1 for “Second Class” delivery service (2 days slower than now) is only the tip of the iceberg, as $1.50 64 - Stamp News
will be the chosen option for many - more than DOUBLING. What the clever Government Press Releases omit to tell us is, that heaps of other mail prices AUTOMATICALLY increase to very major amounts, when the standard letter rate goes up. To be honest they probably are not even vaguely aware of the national flow-on effect of upping the base letter price. “Large Letters” are the slippery slope here things not regarded as parcels, but are “large letters” - i.e. not standard size small letter items. Items like your A4 type stamp club journals, and magazines, and mailed brochures, and so on, that we ALL receive all year.
EVERYONE will incur increases.
I get regular newsletters from the ACCC, Perfin Society, FDC Association etc, etc, all of which are large A4 format journals, and these are charged at exactly 2 or 3 and 5 times the prevailing LETTER rate. And that has been the formula for 10 years or so. Their current cost is $1.40, $2.10 or $3.50 hence the rather pretty Definitive stamps issued at all times to cover these heavily used rates. These stamps shown here are on sale at EVERY Post Office in this country, and get used heavily each day for “Large Letter” use, depending on the weight. With this new approved Government plan, these
Glen Stephens Magazine Subscriptions to rise.
Now only good for a large letter. 4 will be replaced by $1, $1.50, $3 and $5 values, in whatever new stamp design is chosen. So a stamp going up a disingenuous “just 30c” is the bare tip of the iceberg - a 260 gram “Stamp News” type mailing would go up by $1.50 - Mr Turnbull and Mr Fahour have not mentioned that little gem. When you get a Philas Auction catalogue, or a Phoenix or Status or Mossgreen catalogue etc, they will pay these new higher rates. Many collectors subscribe to Stamp News magazine and similar publications. Postage is borne by YOU as part of any subscription. When you renew, it will go up in full or in large part, if this new increase occurs. If it now costs $3.50 to mail a 260 gram magazine or bundle of papers each month (5 times the letter rate) and that will increase to $5 in one hit, unless the Senate demands “Large Letter” rates are not touched. That would be $1.50 extra a copy, to mail each of the 12 issues, or $A18 MORE a year than it does now, if they all were 250 grams+ and that is just a 90 page magazine etc, not large.
I notice Minister Turnbull is not saying: “Each of your subscription magazines will cost you around $18 more due to my clever idea today.” Who do you think is going to pay for that - YOU ARE! Same with stamp societies - renewal rates will go up, and ditto stamp auction house subscription rates, and all other Hobby/ Church/Social groups who mail you journals. None of those get special rates, as their volume is too small. These costs will of course be passed on direct to YOU, and for many readers, this will be $50 or $100 or more EXTRA a year. Many reading of this get eBay sendings. Typically sellers charge around $1 local post for a sending that costs them 70c plus envelope. That will go up to more like $1.50 a sending. To YOU. Buy just 2 lots a week from a dealer or eBay sellers locally etc, and you are $50 p.a. worse off. Indeed given the eBay fixation on speed, many sellers will opt for the $1.50 “First Class” letters, more than doubling their current cost, meaning the BUYER will be paying that, so YOU will be another $50 worse off there too. So even a modest recipient of eBay lots and a few magazines and journals and catalogues, will be $100++ a year worse off, before they even LOOK at what their outward costs will be. The $5 stamp shown nearby was issued not too far back in time, and then literally covered the cost of a huge 20 KILO parcel, anywhere within 50 kms of the sending office. Very soon it will only cover a 260 gram “Stamp News” type magazine being mailed locally, unless Stamp News - 65
Market Matters this Turnbull brain snap idea is overturned by the Senate.
Senate can disallow all this.
It is not being voted on by the Senate as I understand it, as the Minister has approved it, and the ACCC will rarity it of course, but the Senate CAN however move to disallow it. The “Sydney Morning Herald” on March 3 stated: “The new regulations do not require changes to legislation, but can be disallowed by the Senate.” Many stamp collectors are pensioners of some kind, and do you think for one moment you will get a $100 a year pension rise to cover Australia Post’s inefficiencies flowing on to you?? Fahour: the $4½ Million lossmaker Australia Post needs to do as we all do in business - be more cost savvy than they now are. Mr Fahour and his top layer of Execs are paid MANY times what they are worth - cut that back. $A4½ Million p.a. to top dog Fahour is just absurd, for a guy who has near driven AP into the red, and alienated the entire national network of Licensed Post Offices at the same time. That figure is literally TEN times what the Postmaster General of the USA gets paid. It is far higher than CEO’s of large public companies here, that DO make good profits get paid. The crazy idea last year or so to offer to offer FREE national tracking on all domestic parcels was totally money??? insane, and was only as eBay heavied them I understand. Cancel Free Parcel Tracking. That totally un-necessary brain snap costs AP Free Parcel Tracking chews up vast amounts of literally $100s millions a year to provide and track, client time in lining up to lodge items to be labelled and they earn ZERO extra from it. Superb business and scanned, and receipts given. idea, and they wonder WHY they are losing 66 - Stamp News
Glen Stephens You want tracking - pay for it! The Senate can disallow this increase, and precious little of this Government’s badly thought through ideas have survived the hostile Senate this past year. THIS one affects all reading this.
Write or email your Senators.
And so it goes on, in all the downstream mail centres, and delivery drivers, posties, and destination Post Offices. To earn them ZERO revenue. The PO worked well for 175 years CHARGING for Registered and Insured and Certified Mail services, and all other mail took its chances in the mailstream. Bring those back, and all other mail is transmitted at risk of sender unless they pay for it. A pre-paid Registered label costs $A3.70 and is incredibly profitable, as Compensation is only $A100 maximum. It was the same £50 ($100) FIFTY years back, when Registered Fee cost only 2/- or 20c. Profit to AP to cancel the free parcel tracking on 100 MILLIONS of parcels a year will drag them back into the black in a few months. Sell 100 million Reg’d labels, and you have $370 million more than you did last year.
If enough folks here email or write your Federal Senators, AND better still the powerful cross benchers, asking for this silly idea to be disallowed, it may well be. Please pass the word on this to whom you can. Doubling the stamp price is NOT a vote winner. Senator email addresses are oddly not on the Canberra official website, as being bothered by voters is apparently rather onerous, but they are HERE - tinyurl.com/OzSenate If you want to avoid $100 or so EXTRA a year of a normal mail recipient locally of large letters - even if you send nothing at all, these new rates WILL be costing you.
