This month features usage of the 1973 National Development series, following upon the “Beef” set usage article last month, being the next in the series of short-term definitives, introduced in June 1973. I have long found that usage material of this series is generally hard to find, but it was not until I commenced research for this article that I discovered just how much that is the case. This series, of course, was just another of so many swept in to the vortex that was the Great Decimal Boom of the late 1970s. I recently read that Sydney’s median house price increased by approximately 40-fold

between 1973 and 2013, from around $22,000 to $880,000. Mint sets of the subject series readily sold at many times face value during the boom, and have subsequently fallen dramatically. Interestingly, commercial covers featuring the series, unloved during the boom, nowadays can boast Sydney real estate type performance improvement in market prices over the four decades.

The auction asking price appeared to be very low, so speculatively he bought the lot, moments later to realise he had shot himself in the foot. “VG” punctures 45 years ago were, well, rather unpopular. Not so today, and there are many stamps which are scarce and sought-after with State Government Figure 3. Very rare specific purpose uprate utilising 20c pair punctures. On postal entire, few can be scarcer than the 20c My thanks to Tim Rodger for use of the scans of this series punctured “VG”. Usage collectors enthusiastically seek out items where the subject stamp uprates an article for a specific service. In the instance of Figure 3 we have 20c x2 paying the 40c Messenger Delivery fee Dee Why to Sydney Jul 30 1973. Auction estimate: $200. Figure 7 has 25c paying Certified fee Willoughby to Sydney Dec 12 1973. Auction estimate: $75. I like Figure 8, which on Oct 3 1973 had been franked 57c by meter machine, 50c of which was for registration fee Brunswick to Richmond. Only problem, the registration fee had increased from 50c to 75c two days earlier. The rate increase required the addition of the 25c, a rather
novel use. Auction estimate: $75. The 30c was replaced by the 30c Brushtail possum on Feb 13 1974, so use of our subject 30c in Figure 9 on Mar 25 1974 for Zone 5 airmail Melbourne to Denmark suggests the G.P.O. had residual stock. Imprint items can sell for much more. For example, I have seen many more Monogram configurations of the Die III stamp than I have seen of the basic issue borne upon intact postal articles, recalling that even Monogram singles realise far more than did this important usage item. The unscrupulous in Philately have pretty much rendered Commonwealth punctured Officials, and to a lesser extent the overprinted issues (the Kingsford Smith pair very much so), guilty until proven innocent. If I were to form a specialised collection of Official stamps it would consist wholly of usage of the stamps on postal articles, such as Figure 14. issue was philatelically disseminated. Curiously, postal use of the printing on intact postal articles is remarkably rare. In over 25 years of research, I’ve seen less than half a dozen usage items. From the outset, let me add, 2/6d stamps on intact postal articles are very uncommon, be they the original Aboriginal (excuse that), the watermarked issue of 1952, replacement unwatermarked issue, or successor 2/6d Bird. The “Emergency” 2/6d was never going to be any different, even allowing for the difficulty in classification for some. Again from Tim, Figure 16 is a recent eBay find. recently unearthed a particularly rare variant usage, Figure 15. This Jun 16 1952 cover Sydney to New York apparently once contained a postcard, for which the rate remained 4½d provided the flap was unsealed. I’ve recorded just one other example. I rate this as a more important item than, say, the companion 6½d brown of the series with ACSClisted “Jumped perforation”, which catalogues $1000. Imprint blocks of four of the “Emergency” printing 2/6d Aborigine are very collectable, if for no better reason than they provide an infallible identification of the printing, which is not otherwise generally readily recognised by today’s collectors. The only unwatermarked issue with an imprint is the “Emergency”. There are thousands of these imprint blocks available to collectors, who were quick to pounce upon Post Offices to Figure 16. A COVER TELLS A STORY Most collectors put aside stamps and covers for future study. After some time they are completely forgotten and when they resurface they frequently provide a lot of philatelic pleasure. I recently discovered such a forgotten cover. Researching this cover was really quite interesting. The cover had been mailed from Melbourne, Victoria, on 5 July 1889 and it reached its destination in the city of Lund, Sweden, on 10 August 1889. Considering that this was long before today’s fast airmail the transit time of a little more than a month is quite impressive. The recipient of the cover was Jacob Georg Agardh (1813-1901). He was a professor of

botany at the University of Lund from 1847 to 1879. His major interest was the study of algae. Agardh had also created Lund’s botanical gardens and he was deeply involved in politics. But, who had mailed the letter? There is no named sender indicated on the cover but it has one significant clue. In the lower left corner of the cover we find the words Government Botanist, Melbourne. The sender had also used a service cover for the Chief Secretary, Victoria. This kind of official envelopes with imprinted frank stamp were used by a variety of government departments in Victoria from 3 August 1864 until the system was abolished on 31 October 1902.
Christer Brunström There are some 20 different varieties of these franks. Some are rare that that is not the case with the frank stamps for the Chief Secretary. The letters and parcels of government officials were carried free of charge by the Victoria Post Office provided that they had a printed Frank Stamp. However, they were only valid within Victoria and to the other Australian colonies. Now who was the government botanist at the time? The answer is Ferdinand von Mueller (18251896). He was born in Rostock in the German Grand Duchy of Mecklenburg and emigrated to Australia where he became Victoria’s
government botanist in 1855. Two years later he was appointed director of the botanic gardens in Melbourne. Von Mueller travelled extensively throughout Australia and studied the continent’s vegetation. He named more than 2.000 flowers and plants. Ferdinand von Mueller had many contacts with Sweden and Swedish scientists. In 1863, he was made a member of the Physiographic Society of Lund and in 1892 he was invited to join the Swedish Academy of Sciences. This was probably where he got to know Professor Agardh. In 1901, a monument in honour of the famous botanist was erected in Melbourne and in 1948 he

A COVER TELLS A STORY was depicted on an Australian postage stamp. After the letter had been posted in Melbourne of 5 July 1889 it most probably travelled by train to Adelaide where the post sacks to Europe were loaded onboard the SS Liguria which left the harbour of Adelaide on 8 July 1889 at 4 PM. The SS Liguria was owned by the Orient Line. The ship called at Naples in Italy on 6 August 1889 where the mail bags for Central and Northern Europe were unloaded and then sent northwards by rail. On 8 August 1889 the cover had reached Kufstein in Austria. From there it went to Munich with the Royal Bavarian Railways as indicated by a cancel on the back of the cover. On 9 August 1889 the cover had reached Malmö in the south of Sweden which is shown

by the PKXP No 62 railway cancel. When the train reached Lund it was handed over to the local post office which delivered it to Professor Alandh the next morning. In all probability the letter had some interesting news from the professor’s Australian colleague. Fellow Stamp News columnist Rod Perry told me that he values the cover at $100 which by far exceeds what I paid for it years ago. I would like to thank Swedish collector Staffan Ferdén for telling me how the cover travelled all the way from Australia to Italy. He has a major collection of 19th century Swedish covers addressed to Australia which was last exhibited at the Baltex show in Malmö in late August 2014.

Stamps in the News - Globally! Nothing to Crowe about Reported at www.smh.com.au
Australia’s Immigration Department appears to be puzzled over Russell Crowe’s claims that he’s not been given citizenship of his adopted home. New Zealand-born Crowe recently voiced his frustration at not being afforded citizenship of Australia, dubbing it as “unreasonable.” “I’ve been voted one of Australia’s 50 national treasures. I’ve even had my face on an Australian stamp, the only non-Australian to do so, apart from the Queen, of course. It’s so, so…unreasonable.” He did indeed appear on a stamp, the 55 cent back in 2010 in a series named ‘Australian Legends’, alongside Cate Blanchett and Geoffrey Rush. Crowe has lived in Australia since 1968, and has said that he’s “fallen between the cracks,” with claims he was rejected in 2006 and 2013. But the Department of Immigration has said that he’s not applied for citizenship at all. A spokesman wrote: “According to Departmental records, Mr Crowe has not submitted an

application for a permanent visa or for Australian citizenship. “Should Mr Crowe apply for and be granted a permanent visa, there are a variety of options that he may use to meet the eligibility requirements, including the residence requirements.”

Antarctic post office is looking for new staff Post office workers must be able to dodge the island’s colony of penguins. Applicants to run the world’s most southerly post office have been warned about the harsh realities of life in the Antarctic. The successful candidates will spend five months on Goudier, an island “the size of a football pitch” just off the Antarctic peninsula, sorting the mail at Port Lockroy, a former British scientific base. The post office workers share the island with a colony of 2000 penguins. For $2180 per month, they will be expected to dig out snow, face temperatures of minus 15 degrees, and go for a month without taking a shower, as there is no running water. There is no resident population, but the UK Antarctic Heritage Trust employs four staff to run the post office in the summer, when they sort 70,000 letters sent by visiting cruise ship passengers. “Can you carry a big heavy box over slippery rocks and slushy snow whilst dodging penguins?”

Korean battle settled in court
Reported at www.washingtonpost.com A US federal appeals court has upheld $540,000 in damages the U.S. Postal Service owes to a New England artist who did not authorize his sculpture to appear on a 37-cent Korean War stamp. Last week’s ruling is a victory for Frank Gaylord, 89, a World War II veteran and sculptor. Nine years ago, he sued the USPS for using his depiction of a squad of soldiers on patrol, the central part of the Korean War Veterans Memorial in Washington, without his consent. The decision affirmed an earlier ruling by the U.S Court of Federal Claims that the Postal Service should pay 10 percent of the $5.4 million in revenue the stamp has generated since it was issued in 2002 to commemorate the 50th anniversary of the end of the Korean War. USPS spokesman said postal officials are “reviewing the court’s opinion.” The mistake by postal officials appears to have been an oversight. The agency used a photograph of the sculptures taken by an amateur photographer during a snowstorm in the 1990s. The Postal Service paid the photographer $1,500, but did not seek Gaylord’s consent to use the image of his work. The Postal Service appealed the lower court’s decision that a 10 percent royalty was the right amount in damages. “There is only one nationally recognized Korean War Memorial, and by 2003, that memorial was a distinctively valuable subject for a commemoration of the veterans of that war,” said Judge Taranto.
“Under these circumstances, the trial court did not err in concluding that, faced with limited alternatives, the Postal Service would have agreed to a per-unit license.”
Creating hidden meaning in stamps Reported at www.linns.com
Post offices around the world offer personalized stamps. Usable just like regular stamps with the same value, they display an image chosen by the customer. The choice of this image is not entirely free, as a Tibet supporter in Austria found out. He ordered personalized stamps from the Austrian post office showing an image consisting of the text “His Holiness the Dalai Lama” and a portrait of the Tibetan leader. Through informal channels he was told that pressure from the Chinese embassy in Vienna had led to the cancellation of the order. Would it be possible to circumvent such restrictions using visual cryptography? A Mathematics academic from University of Pavia has tested this theory. Visual cryptography is where from a blackand-white image, two images of the same size are produced that look like random collections of points. If printed on transparencies, these two random-looking images when held on top of each other show the original image with a loss of contrast. Visual cryptography was used to produce two Stamp News - 19

random-looking images from an image showing the letters “HH THE DALAI LAMA.” These two images were then submitted as images for personalized stamps. If anyone at the post office had held one image on top of the other, the design would probably have been refused just like the original one was. It appears that this did not occur to anyone, since the Austrian post office printed 100 stamps each of the two random-looking images. When visual cryptography is applied to stamps, there are problems like the small size and nontransparent material. Personalized stamps are always printed on white paper. This means that the chosen image is only visible if the two stamps held on top of each other are artificially lit from the back. Furthermore, computer graphics issues involving the file format JPEG and the small size of the stamps meant that black and white rectangles of a certain minimal size had to be used. This, together with the size of the stamps make this an interesting experiment rather than a real risk to postal administrations’ control.

In 2002, New Caledonia issued a stamp of a statue of a young European woman in a long dress. The caption merely gives her name as Emma Piffault – no dates or epithet to provide a clue. The story behind the stamp is both intriguing and touching. Known today as Emma the Red, she was a twelve year-old girl when she arrived with her mother in 1873 to join her father Eugene-Joseph Piffault, a bookseller who had been deported to New Caledonia for his part in the Paris Commune of 1871. Thousands of Commune survivors were deported to the South Pacific where they lived in unimaginable squalor in lean-to shelters in the prison camp on Nou Island. Emma was barely sixteen when she died of tuberculosis in 1877. The beautiful teenager had touched the hearts of her fellow exiles and when she died her companions commissioned the painter Felix Henry to sculpt a statue of her in the reddish terracotta mined at Tindu Mountain. The statue of Emma Piffault survived long after everyone who had known her was dead. Legends grew up around the figure, which to Noumea was like the Little Mermaid is to Copenhagen. The Red

Virgin became an object of veneration but as a result was desecrated by grave robbers seeking hidden treasure. After the cemetery was flattened in 1971 the remains of the statue were scattered and lost, apart from about 60 fragments which were salvaged. The sculptor Michel Rocton, working with the fragments and a few rare photographs of the girl, spent a year in reconstructing the life-sized statue which was recently unveiled in the Penitentiary Museum. Emma’s tender, wistful smile evokes the courage and endurance of the Commune deportees and her reborn statue has become a place of pilgrimage and one of New Caledonia’s leading tourist attractions.
‘Special Delivery’ Promotion Has Readers Putting Their Own Stamp on Things Reported at www.publishersweekly.com
Since it requires far too many stamps to mail an elephant to her Great-Aunt Josephine, “who lives almost completely alone and could really use the company,” resourceful Sadie delivers the pachyderm herself in Special Delivery, written by Philip C. Stead and illustrated by Matthew Cordell. The recently published picture book had an imaginative launch with Special Delivery Day, a promotion in which elementary students in 38 schools from Maine to Hawaii made their own special deliveries – courtesy of Macmillan Publishing and the USPS. The genesis of the book was a conversation with a friend, who told Stead that she had dreamed she’d brought an elephant to the post office, but couldn’t afford the postage to mail it anywhere. “I wrote the first draft that day,” recalled the author, who is an avid stamp collector. “My friend’s dream reminded me immediately of one of my favourite Maurice Sendak illustrations, of an elephant, all covered in stamps, ready to be sent off in the mail. I suppose that on a subconscious level my love of stamps fuelled the spirit of the story, too. I view every stamp in my collection as the artifact of an incredible adventure.”
Macmillan Publishing, joined into the spirit with a promotional plan for Special Delivery. Playing on the story’s theme, the organised a pen pal-themed Special Delivery Day for the book’s pub date and reached out to teachers around the country who helped spread the word. “We wanted to find a way to connect classrooms in the spirit of the book,” said a Macmillan spokesman. “We wanted to put together a pen pal program to help enlarge kids’ worlds a bit, and this was the perfect book for that. And we like that this has nothing to do with winning prizes- its a feel-good project that is all about teachers and kids making connections.” Each of the participating 38 grade K-5 received a very special delivery: a copy of the book, wrapped in brown paper tied up with string, to read to their students. Also included in the package were a letter from Stead extolling the fun of letter writing and a packet of postcards featuring art from the book. The kids wrote to “friends” in their sister classrooms, citing something they’d like to either send or receive via mail. Stamp News - 21
Stamps in the News - Globally! One teacher commented: “We live in a onestoplight town, and the kids’ world is very small. Any time we can help them see the world as a bigger place is rewarding.” The author was delighted. “There’s something about that adventure and the time it takes to get a piece of mail from one place to another,” he said. “Kids are going to receive real letters from other children, maybe for the first time in their lives, and they will feel the realness of the sender in a way that they would not if a computer stood as the middleman.”

Record finds from China and Russia Reported at http://globenewswire.com
It started with a phone call to auction house, Kellehers, from an overseas client excited about a find in a lot of used classic Russian Coat of Arms issues: a 20 kopeck value of the 1875 issue variety listed in Scott as the “crossed-shaped ‘T’ in bottom word” for “twenty” variety. Then came the real surprise. Upon further inspection, he noticed that the centre was inverted. Russian expert, Paul Buchsbayew, confirmed the find noting in his expertizing certificate: “A great rarity from Imperial Russia, one of only four known (to me) inverted centers of this value; obviously unique error with the plate flaw variety”. The stamp therefore, shows a combination of Scott No. 30ab, and is unique. The basic inverted center variety carries a current Scott catalog value of $85,000. Within days of the discovery of the rare Russian invert, another huge discovery was made by the Kelleher firm. Though the source of the following major rarity cannot be revealed, a Kelleher spokesman commented, “The China Large Dragon cover is a true discovery--having rested for many years in a collection the owner of which did not know about

the full significance of it.” The China Large Dragon Cover from Peking to Tokyo in 1884, written by Saburo Yokata to Kuniomi Yokata, Minister of Justice in Tokyo, Japan, endorsed “Tokio Japan” on front, franked with Japan 5s blue New Koban stamp cancelled by a crossroads-shaped obliterator along with “Shanghai 19 MAR 1884 I.J.P.A.” date stamp imprint. Reverse of the cover shows China 5ca chrome yellow Large Dragon on thick paper, smooth perforation issue, cancelled by one complete and one partial strike of Peking, China seal in blue, with matching “I.G. of Customs MAR 10 84 Peking” date stamp alongside, next to the 5ca stamp, which shows a partial second strike where a 1ca stamp was affixed, then lost in transit. Interestingly and quite amazingly as well, is that exactly where the 1ca would have appeared, a Tokyo (Meiji) 17.3.22 double circle date stamp appears, tying the 5ca Dragon! Estimated value: $50,000 - $60,000US. “This 1884 China cover is truly remarkable for several reasons. In Jame B. Whang’s authoritative A Comprehensive Illustration of the Covers of
Chinese Large Dragons, the author notes ‘Large Dragons addressed to destinations in Japan are extremely rare, so far only two are known.’ Secondly, according to Whang, this cover would now represent the earliest known cover charged according to the new 6ca rate to the U.S. or Japan. Thus, a huge find and a rarity of high significance,” the spokesman said. Both the Russian invert and the China Large Dragon cover will appear at auction later this year.

You just sit there, you’re listening to DVDs or music and you just go into your own world while you’re cutting up stamps,” she said. “Because I’m using old postage stamps, I cut them and glue them, so this is nothing new, because they have been used before. The images I’m using have been around for a while as well - everybody knows them, so they’re not new”. “But the way I’m putting the stamps together to create these portrait images, hopefully creates something new.” Stamp News - 23

The portrait of Captain Cook is made up of images of Australian flags, the image of Queen Elisabeth II is formed by hundreds of horses, and Marge Simpson is constructed of yellow flowers. “I think it just became an obsession in the end, I just couldn’t stop,” Marlies said. “Before I even start with the stamps I do a painting of the portrait I want to fill up with stamps. Then I go through my boxes, and boxes, and boxes of stamps and find images which suit the portrait. In Ned Kelly I’ve got lots of sheep shearers, I’ve got lots of Australian animals all over it, and I’ve got bits of Sidney Nolan’s paintings in there

Chunghwa Post in Taiwan is issuing a set of four stamps on idioms to enhance teenagers’ understanding of Chinese idioms and to inspire them. The issue was released on the 20th of March. The designs follow: 1. Bo Le Appraises the Horse: Bo Le is the name of a constellation in charge of the heavenly stable. There was once a man that many called Bo Le because he was expert in the ways of horses. There is a legend about his search for a good horse. One day, he saw a horse struggling to pull a salt cart up a steep slope. Bo Le knew that this was the horse he was looking for, so he purchased it. After being properly cared for, the horse did indeed become a great war horse. Later, people began to call anyone

who was good at scouting talent Bo Le. 2. The Ambition of a Swan: There was a man called Chen She who was poor when he was young and once worked as a farmhand. One day, he woefully said to his coworkers: “Let’s not forget about each other when one of us strikes it rich one day”. The others laughed and said, “You are just a hired farmhand”. Sighing, Chen said “How can a sparrow know the ambition of a swan?” The idiom compares ordinary people to sparrows, who are incapable of understanding the aspirations of a hero. Later, the idiom came to be used to describe great ambition. 3. Adept with Both the Pen and the Sword: In a famous Chinese novel, a man beats Kong Ming at his own game. Surprised, Kong Ming inquires about him: “Who is that? How did he see through my trick? “He then was told: “His name is Jiang Wei who is very devoted to his mother. He is adept with both the pen and the sword. He is a truly outstanding fellow”. The idiom “adept with both the pen and the sword” is now used to encourage people to pay attention to their work and their extracurricular skills. 4. Tiny Blade of Grass and Spring Sun: A famous Tang dynasty poem reads as follows: “The thread in the hand of a loving mother goes into the clothes for her wandering son. She makes the stitches tight before he leaves, worrying it might be a while
In March 1869, the US Post Office Department issued a set of ten stamps that broke from convention. These designs were pictorial: a locomotive, a ship, a mail carrier on horseback, the landing of Columbus, among other scenes of American life and history. Additionally, the 1869 Pictorial issues were nearly square, as opposed to rectangular. The gum was inferior. Four of the designs were printed in two colours. People disliked them. Six months later, it was reported, “in consequence of the National dissatisfaction with the new postage stamps, orders have been given to prepare designs to be issued in place of the present designs.” And so began a centuries-long string of controversies over stamp design which continues to today.

Stamps in the News - Globally! Take the 3-cent commemorative stamp of 1948, for example, marking the centennial of the American poultry industry, showing a rooster waiting to crow at sunrise. The stamp was considered “undignified” and ended up being known as the “Chicken Stamp”.
Arguably the most controversial U.S. stamp ever issued made a splash in 1981, along with the message “Alcoholism: You can beat it!” Despite the Postal Service’s good intentions to convey to the public that alcoholism was treatable, recipients of letters with the stamp were insulted, believing the sender had accused them of having a drinking problem. The phrase “You can beat it” made the message too personal.
Yet purists have many agendas, from public health to historical accuracy, and voices often clash surrounding a single issue. In 1982, for example, the Postal Service released a stamp for the centennial of President Franklin

D. Roosevelt’s birth. The design was based upon a casual photograph of the President leaning out of a convertible, cigarette in hand — which triggered a strong and public reaction from the anti-smoking movement. Showing the former head of state smoking was unacceptable.
But with a 1994 stamp devoted to blues singer and guitarist Robert Johnson, the absence of the musician’s cigarette became controversial. The original photograph inspiring the design showed Johnson smoking, and yet the cigarette was eradicated from the stamp. While a spokesperson stated that the Postal Service didn’t want the stamp “to be perceived as promoting cigarettes,” the president of the National Smokers Alliance wrote, in a letter to the Postmaster General, that the revision was “an affront to the more than 50 million Americans who choose to smoke.” The fact that a historical image had been amended made still others unhappy.

Looking at New Zealand
Chatham Islands 1970 The Chatham Islands are volcanic outcrops on the eastern extreme of New Zealand’s continental shelf. They lie 862 kilometres east of Christchurch but only 770 km southeast of the North Island’s east coast near Napier. They were first settled by Polynesian voyagers about 1400 AD. These people called themselves the ‘Moriori’, a dialectical variation from the same root as ‘Maori’, both words meaning ‘people’. They followed a huntergatherer culture with no food crops, living on the islands’ rich resources of fish and sea birds. As there were no trees suitable for making sea-going canoes, they lived in isolation from the rest of the world for 400 years. The population had built up to about

2000 people by the late 18th century. In November 1791, the brig HMS Chatham was blown off course and discovered the islands, landing on the main island. HMS Chatham,
Graeme Morriss captained by Lieutenant William Robert Broughton, was part of an expedition surveying the Pacific and the west coast of America under the command of George Vancouver. By the early 1800s, European sealers and whalers, mainly from Sydney, were living on the islands. They introduced diseases against which the Moriori had no immunity and by 1835 their population had reduced to about 1700. In that year, a tribe of about 500 Maori displaced by warfare in the southwest of New Zealand’s North Island seized a merchant ship in Wellington Harbour and sailed to the Chathams to make a new home. Although the Moriori offered no resistance, the Maori killed about 200 of them and enslaved the rest. Using this slave labour, the Maori grew vegetables and crops which they sold in Wellington. By the 1860s the surviving Moriori population was only about 100 people. Most of the Maori had returned to live in New Zealand and interbreeding amongst the remaining Moriori, Maori and European sealers and whalers led to a distinctive population known today as ‘Chatham
Islanders’. In recent years, population numbers have slowly declined and in 2006 only 612 people lived on the islands. In modern times, the economy has revolved around fishing, sheep and cattle farming and, most recently, forestry and tourism. A fish freezing operation was established in 1910 but has since closed. A short boom harvesting crayfish (lobsters) in the 1980s ended when stocks declined. Sheep and cattle products cannot really be exported economically because of the expense and limited availability of transport from the islands.

Looking at New Zealand
Economic activity has to be subsidized by the New Zealand government. Locals requested a set of stamps to mark their presence on the islands as part of New Zealand. No particular event was cited for commemoration but it can be seen as the 180th anniversary of the islands’ discovery by Europeans. There is a certain symmetry in the dates (1791 to 1971). The stamp designs by Eileen Mayo feature flora and fauna unique to the Chathams. The Chatham Islands Lily (Myosotidium hortensia) is sometimes called a forget-me-not though it is not a true member of that family. It has thick, glossy leaves and a bright blue flower. The Chatham Islands Mollymawk is a small albatross that breeds nowhere else in the world except on Pyramid Rock, a small islet near Pitt Island, the second main island in the Chathams group. It has a grey head and neck with a pale yellow bill. There is a black spot on either side of the bill near the hooked tip. The top of the wings is black, joined by a black patch on the bird’s back between the wings.

The stamps were photogravure printed by the Japanese Government Printing Bureau. The plates had two panes of 50 images (10 rows of 5) numbered T201 for the 1 cent and T202 for the 2 cents. The paper was unwatermarked and chalky-surfaced; the perforation gauged 13 x 13½. The date of issue was 2nd December 1970 – 5,107 covers received a special cancellation at the main town of Waitangi on the Chathams. review continued from p.27 to the most significant incident. The six pages of references point to this study being not only thorough, but wideranging. There are several serious, even fatal crashes of mail carrying aircraft in Australia which have remained unrecorded in philatelic literature. The possibility of new crash covers emerging is an incentive for aerophilatelists, and dealers, to re-examine their early air mail covers. The book is the culmination of decades of research and writings. The author first wrote on the subject 53 years ago, and is the acknowledged authority on the subject. It may be that the readership will turn out to be wider than the aerophilatelists and dealers mentioned in the introduction. Some of the stories of the inter-continental flights are gripping, and one may wonder why some of these feats have remained largely unacknowledged. Some of the cover scans are rather faint and poor quality, which is probably because the author received scans from many collectors and he had to use what he received. We are told that four further volumes will follow over the next few years. This
ken sanford first volume has set a standard which it is hoped will be maintained. The book is very well done and will be essential for collectors of Australia & New Zealand crash covers. Some of the cover scans are rather faint, but it is probably because the author obtained scans from other collectors, so it is difficult to get good clear scans.

This mini sheet was sent to me by one of my regular correspondents with a request for more information. After a bit of searching I came up with the following information. The Oceanic Research Foundation is a not for profit conservation organisation based in San Francisco USA dedicated to “the preservation of the global marine environment and its biological diversity through underwater photography as a means of documenting changes to the oceans”. I did not go any further as their website included a link to another web page to go further and I was not inclined to go that deep.

This stamp was among a lot of Cinderellas offered in the Phoenix auction of 10 April. It was issued to record a donation towards the erection of a memorial to those local soldiers who fought in the Second World War. A search of the RSL Virtual War Memorial website revealed several memorials in the Glenelg area and this one in Aroona Place seems to be the one referred to on the stamp. I could be wrong but the other memorials are either buildings or plaques in buildings.

The Volunteer Air Observers Corps (VAOC)
was an Australian air defence organisation of World War II. The VAOC was formed on 31 December 1941 to support the Royal Australian Air Force by sighting and observing aircraft over Australia. The VAOC swiftly established observation posts across Australia and provided information to the RAAF’s regional air control posts. As the threat to Australia declined the VAOC’s role was expanded to include coast watching, assisting air traffic control and weather reporting. The VAOC was staffed by civilian volunteers and reached a peak strength of 24,000 personnel and 2,656 observation posts in 1944. After the end of the war the VAOC was disbanded on 10 April 1946. The above information is from Wikipedia.

Revenue Review Moo, Oink, Again!
After showing Figure 4 a couple of months ago [the page of mint pairs of Victoria Cattle & Swine duty stamps], more [fig1] have turned up from this seller from Israel. This time, blks of 4 MUH, with a great selection of Swine & Cattle, which must be remainders from Victoria. I am unaware of official remainders being sold off maybe you are reading this and can enlighten me, but for now we can put these down to some collector paying full face value or from a farm sale with these being the remainder stock.
Double The Fun
A rather nice Queensland Railway 1921 roulette issue, with a double Greenmount station name [fig2] recently turned up in auction. Double station names
are sought after from this issue with the train at the top. The train points left which I always feel is going back home not forward, but then I’m a left hander so who knows! Greenmount is on the original Gold Coast southern line, making figure 2 more appealing as Gold Coast line stations rarely turn up.
QR
As with figure 2, figure 3 has its appeal apart from being the earlier perforated issue on QR wmk, and a high value of 2/6d. It has an unrecorded ‘CANCELLED’ on it in violet encased in an oval frame. I have not seen this before, selling on eBay after some spirited bidding from a UK seller. Figure 3 could ask a couple of questions like: “Is this a genuine used copy, or is it some kind of cancel for

Dave Elsmore presentation?” Please check your holdings and see if you can match this cancel. It amazes me how this material gets over there in the first place.
More QR
While chatting about Queensland railway parcel stamps I can’t go by without mentioning figure 4. A rare 1867 trio recently up for auction. The left copy being the essay with the right pair, being proofs of the issued values. Rare survivors are very under rated, remembering this issue from Queensland was the very first from the whole of Australia to issue parcel stamps.
Beer
It’s been a while since any ‘better’ beer duty stamps
came up for grabs. Figure 5 coming from Status auctions in Sydney and selling for a modest price. Used Commonwealth beers are hard, very few turn up and this should have done a lot better. I think if had this been on eBay it would have gone for triple the sale price of $110 [a steal] that was achieved.
Double Specimen
Amongst the pickings from the last Status auction apart from figure 5, is figure 6 a double/triple SPECIMEN. I had not seen this larger what appears to be hand stamped on SPECIMEN. At $150 it was passed in. Whenever I see something I have not seen before, I ask myself ‘what’s this covering up!’ but I’m sure in this case it is not trying to hide anything. That said I did manage to pick up

Revenue Review figure 7, a lovely pair of the same value but with blue SPECIMEN in capitals. This being the much scarcer of the two overprints. Paid A$70 for the pair with the seller being Stanley Gibbons [UK] of all people.
No Not Beer, Wine
After reporting a new find via Peter Smith of Melbourne last month, I bragged that I had now listed it in my free online catalogue a 3 wine producer, A.W.P.A. with the colour ‘Grape Green’. Low and behold another 3 turned up on eBay with the same seller offering another unrecorded value, 2 [fig 8]. Now I can’t call this one ‘Grape-Blue’ so I think it will just have to be ‘Blue’! Not to
Fig 6
be outdone Peter Smith again contacted me with figure 9, an unrecorded value font for the 10 AWP [Australian Wine Producers], thanks Peter.
Waffle
If you follow my waffling here in Revenue Review you will be aware I have an interest in local Store Coupon stamps from Australia. Figure 10 is no exception being from Holmes Stores in Inverloch, Victoria. Alas my heart sunk when I was outbid at auction. You may be reading this thinking “hang on I have a few of those”. Well if you do please let me know. Also this company is hard to trace. Are there any Inverlochians reading this? Maybe you can help pin point this company for me.

This month I have another gem for you. FJCo.a just on the left copy of figure 11 running sideways up. Foggitt Jones commenced trading in about 1904 and became manufacturers and distributors of a range of pork and animal products such as cheese, pate, hams and other meats from a number of sites in and around Brisbane. Initially they operated from a basement location in Adelaide Street, as well as a production site in Oxley (inner Brisbane) and later at a multi story factory off Riverside Drive on the Brisbane River. They later expanded their distribution and production facilities to Sydney and Perth respectively. The FJCO device is most likely a single head
device. It is also found on postage stamps from 1914 until the late 1940s. It is found in the usual variety of positions characteristic of a single head device. No railway parcel stamp use is reported. Foggitt’s Brisbane, sought and gained approval to perforate stamps in July 1914. This 2/- is a new value for this Perfin.

AAT fully IMPERFORATE Miniature Sheets issued by Australia Post!
In November 2013, Australia Post released 250 x IMPERFORATE panes of 15 mini sheets of stamps. The “1913 Disaster & Isolation” issue, for the Centenary of the Australasian Antarctic Expedition (AAE) of 1911-14. The AAE left Hobart in December 1911 commanded by Douglas Mawson and returned in February 1914. Mawson was knighted for his achievements, and is regarded as one of the greatest figures of all Antarctic exploration. You needed to phone the PO “800” number, or order online. Cost was well above face value, and the maximum order was ONE sheet a person. Sold out in super-fast time, as you’d expect - within hours I am advised. There will be near none in the secondary market, as collectors who got very lucky, will not be sellers - at any price. I’d guess there are easily 20,000 keen global collectors of AAT, but only 250 of these sheets to go around. If 200 buyers hold on to their sheets for their collections, that leaves just FIFTY to service those 20,000 collectors worldwide. 99% of AAT collectors do not right now realise this IMPERF issue even exists! In the 56 years since AAT first issued stamps in 1957, I can’t recall any other *AAT* imperforates sold by the PO. Each sheet is hand numbered in top left margin, and also comes with a Certificate of Guarantee card from head of AP, confirming that only 250 panes in TOTAL were sold – globally. This is an Official Australia Post Australian Antarctic Territory issue. I am offering these as follows: SUBJECT UNSOLD – please use correct stock code!
A. Fully imperforate MUH or CTO AAT Mini Sheet - $A60 a sheet. (Stock code 629KE) B. Single imperforate sheet, with MASSIVE wide top or base sheet margin. $A80 (Stock code 629KF) C. PAIR of imperf panes from top LH, hand numbered “XXX/250” in margin, AND the matching AP card, $A170___ (Stock code 629KM) G. Introducing the Australian Philatelic Federation This month I look at two new APF publications and at the Revenue Class. Australia’s Stamp Replica Cards With the release of the ANZAC Replica Card, the last in the series of the APF replica cards, at Sydney Stamp Expo 2015, the APF has published a book describing the replica cards issued since the first replica card which was issued for Ausipex 84 and depicted the 1914 unissued stamps. The book, Australia’s Stamp Replica Card, has been written by Martin Walker and describes all 50 basic replica cards as well as varieties of the replica cards including black prints and overprints. It is wirebound, in colour and over 100 pages. Only 100 copies have been produced. Copies are available for $50 plus postage from the APF and will include a copy of the black print of the ANZAC replica card. Canada Customs stamps used on a newspaper wrapper posted from the USA Revenue Class Postage stamp collecting began shortly after the issue of the first adhesive postage stamps in 1840 and became a hugely popular hobby. Revenue stamps, that is stamps issued by Government authorities for the collection of tax or fees for service other than postal purposes, pre-date the issuing of postage stamps and provide similar collecting interest. Collecting revenue stamps was quite popular in the early part of the 20th century but was largely overtaken by the increasing popularity of collecting postage stamps. However, there has been a resurgence in collecting revenues over the last 30 years. Revenue stamps can be exhibited in Australian national and international philatelic exhibitions in the Revenue Class. The exhibiting of Revenues is very similar to that of postage stamp and can include dates of issue, printing methods, watermarks, perforations, errors and usage. A revenue exhibit comprises embossed, imprinted or adhesive tax, fee or credit stamps issued by or under the authority of a country, state or municipal government. Such exhibits will display one or more such type
of stamp, and where appropriate will explain the reasons and regulations relating to the use of the stamps. Tax stamps are issued for the payment of a tax, levy or other fiscal imposition or duty, fee stamps are issued to record payment of a fee for a service while credit stamps are issued to denote some monetary or fiscal credit in favour of the purchaser. A revenue exhibit consists of unused or used embossed, imprinted or adhesive revenue stamps. If used on documents, such documents should be arranged to illustrate clearly the pertinent transactions or services. The exhibit may comprise stamps issued for some of the following purposes: 1. Registration of Deeds or Documents 2. General Revenues 3. Judicial or Court 4. Transfers of ownership of moveables or immoveables 5. Receipts 6. Documentary 7. Public Service 8. Bills 9. Duty Stamps 10. Funds

Postage stamps used as revenue stamps, or revenue stamps used for postage 17. Other Revenue Stamps A revenue exhibit may also contain, where it improves its composition: 1. Essays, proofs of adopted or rejected designs 2. Legal documents and postal covers if applicable 3. Varieties of all kinds including watermark, perforation, paper and printing 4. Maps, prints, decrees and similar associated materials which must have direct relation to the fiscal services described in the exhibit. Revenue exhibits are judged against the following points breakdown: • Treatment and Importance of the exhibit 30 • Knowledge and Research 35 • Condition and Rarity 30 • Presentation 5
Canadian wildlife stamp used on a hunting permit
Generally a Revenue exhibit should show: • mint or used revenue stamps of a particular country, state or local authority, explaining the reason for the issue or use and showing its developments; • it should show the date of usage and the date it was withdrawn from use, why and whether it was replaced; • method of printing, type of paper, essays, proofs, design varieties if appropriate to the subject or presentation; • geographical or chronological development 50 - Stamp News
within one country, continent or covering the whole world where the exhibit lays emphasis on the subject matter of the revenue use; • documents with printed, embossed or adhesive revenue stamps demonstrating and explaining the rules, the sums paid and/or the reason for the document. All exhibits of Revenue must contain an introductory plan showing the scope of the intent of the exhibitor. This plan should be headed with a title which corresponds to the introductory plan. The plan should also be used to give relevant general

Within the narrower fields of specialisation, exhibits concerned with the plating of specific stamps or concerned with errors which have arisen during the production of stamps, should be treated in the same way as similar exhibits of postage stamps. Whenever possible, the Indonesian Departure tax stamp on the reverse of a boarding exhibit should illustrate or at least explain usage. Non revenue material should information on the subject and to indicate areas of normally be avoided. Its inclusion will usually personal research. It must be stressed that complete revenue collections do not exist from the majority of the countries, and therefore exhibits of revenue stamps are judged more according to their relative philatelic significance than for their completeness. A revenue exhibit may require different treatment from a postage stamp or postal history exhibit. Postage stamps, with some few exceptions, are issued solely for the prepayment of postal charges, whereas the same revenue stamp may The first Replica Card issued at Ausipex 84 be used for the collection
Stamp News - 51
Introducing the Australian Philatelic Federation stamps, literature on revenue stamps for many countries has been rather sparse. The judges will, therefore, take into account the extent of available research material. The exhibit is evaluated on the write-up of each page by reference to what is known and available in the existent literature and what, if any, new information is given. For instance, in a Bills of Exchange display, additional research on the rates relating to values would be a plus. Explanations of the less obvious and a reference to sources, rules and regulations which add to the reason for the transaction or service for which the revenue was paid, will add to the points. But these are not available for all countries. Many revenue stamps are far rarer than postage stamps, but often by the way they were used they became damaged. When used as a seal such as Beer or Tobacco stamps, they were torn. Others, such as Indian Native States revenues were mostly punched when applied to documents. Some were cut, even nailed or stapled. For these, fine condition is exceptional. Therefore acceptable damage of used stamps should not be downgraded. They may be very rare or even the only recorded examples. Rarity in revenues is a vitally important factor. It seldom has any connection with price or value. Some revenues are expensive to buy but are not rare. On the other hand, many revenue stamps are very common and should not attract points for rarity. When specialized revenues are shown, reference to a catalogue (if one exists and provided it is relevant) may be helpful. Good presentation is very important. The display should appeal to the eye and each sheet in every frame should give the impression of balance to the display. The write-up should be limited to the essentials, but should provide all important information. Saskatchewan Law Stamp 52 - Stamp News

Market Matters New Book on Tasmania cancels
Many circular postmarks on the common Tasmania 1899 “Pictorial” series are worth several $100s each - indeed some are WAY into the 4 figure region. The one shown nearby sold for $3,620 at auction …. most readers of this article would not have given it a second glance it if were on a circuit book page marked at $1 - the underlying stamp is retail 10c. “TEEPOOKANA” is one of the scarce cancels, and the one illustrated here sold for $A3,620 at auction. That is more than a superb Mint £1 Brown and Blue Kangaroo stamp costs! Collecting Tasmanian postmarks is a great passion for many, and many a time I have plucked a cancel worth $100s from childhood albums or junk lots. Generally on very common letter rate stamps otherwise valued at literally pennies each. It takes a little practice and study to remember the scarce ones, but having books like this new Tasmanian Philatelic Society handbook makes it quick and easy to check against. Edited by John Hardinge, with lots of backup from the TPS members, it is a great reference, and for $A30 posted, is the buy of the year! Luckily I have always had a retentive memory for postmarks of that state, as they have always fascinated me. I visited Tasmania again last week, driving 100s Kms though some of these tiny hamlets where the cancels hailed from. The only serious stamp collection I was ever

Brand new and a must have. tempted to form was a complete showing of all the Tasmania circular date-stamps, and instructional markings of this period.
Offer I couldn’t refuse!
I made some decent headway, and then sold it when made an “offer I could NOT refuse”! My sideline collection of $100 banknotes did however swell considerably from this transaction. I once visited a very glamorous stamp shop in Copenhagen, Denmark. Leather lounges, and coffee machine, and very genteel and up-market surroundings and fittings. Virtually the only thing Australasian in the store (indeed the city!) was a large stockbook or two of 1000’s of Tassie pictorials all neatly arranged into little lines sorted per value. All were priced at about full catalogue, which I think was about 20c each as basic used stamps at
Glen Stephens
Who could resist these at 20c each!?! that time. No bargains in THAT store. Well so they thought. I nonchalantly selected about 30 pictorials with nice strikes. I guessed wrong on a few of them of course, but about 15-20 of those postmarks paid for my round trip airfare from Australia. And a few nice hotel nights as well! I remember there being a nice examples of classics like “Erriba”, “New River” and “Honeywood” among them. Clearly I was the only person in 100 years to glance through these stamps, who had any clue about Tasmania postmark Rarity. If you ever see unremarkable sounding circular Tasmanian datestamp names like “Ridgeway” or “Bronte” or “North Franklin” or “Scottsdale West” etc on the low value Tasmanian Pictorials in a junk lot or dealer bulk stock - some would be worth many $100s if not $1000s to you, for nice clear strikes.
Like finding a used £2 Kangaroo.
It would be just like finding a fine used £2 Kangaroo for 10c or 20c in a junk box, or circuit book, or in a cigar tin of unsorted stamps etc. TPS Committee member and specialist Peter Allen told me: “It is probably important to note, that the high prices are a function of both rarity AND strike quality, as was the case with Teepookana”. “There are a few equally as rare towns, but no “A” grade strikes. “Scottsdale West” and “Orrville” being cases in point – both exist in poor strikes in all cases. I have a terrible strike of “Orrville” and ‘only’ paid $1,600 for it” he concluded. There is a big premium for complete, clear strikes, regardless of rarity of the cancel. Allen paid $A3,200 for the “SPRINGS” cancel illustrated nearby. Stamp News - 59

A $5,000 cancel on Pictorial?
Here is a list of the top-rated cds. “RRRRR” and “RRRRR” from the new publication: RRRRR : Glaziers Bay Type 2, Gravelly Beach Type 3, Legana Type R1a, Orrville, Peppermint Bay, Scottsdale West (6, plus Windmill Hill not yet seen on Pictorial) RRRRR : Osterley South, Queenstown Type 1(iii), Springs, Teepookana, Warrentinna (5) Note, the “Queenstown” has never been listed in any previous rarity rating, and is unknown to the vast majority of collectors. If people buy the book they will then have the knowledge. “100% Complete” collections (i.e. of all Tasmanian cds postmarks on the 1899-1912 Pictorial issues known at the time) have been formed in past decades by collectors in the United States (x 2 collections) and the United Kingdom. Unfortunately, since the discovery of a part “Peppermint Bay” cds on a 1d Pictorial, in an eBay lot - offered by a seller in the Ukraine of all places, it is only possible for ONE collector to have “the lot” now. There are still new finds to be made. The “Windmill Hill” cds is known on PO receipts and Telegram forms from this period, and even on other design stamps, but not YET on Pictorial stamps.
album etc. This cancel just sold for a tad over $A5,000. Why? Because it is worded “Cricket Ground Brighton”. Amazing .. about $A5,000 for an off centre stamp, with gum soaked lower perfs, and a corner crease, otherwise worth ten bucks on a VERY good day! It appears ALL these CRICKET GROUND

A $5000 Cricket Cancel!
Glen Stephens hold that role, and an internationally known name even today, in the cricket world.
Right into the Junk Box.
Holy Grail for Cricket Collectors. cancel stamps were all in fact stolen property from the Post Office, being from the GB Telegraphic Offices CDS’s used at Cricket Grounds. These stamps were affixed to telegram forms and, as we know, none should have escaped Royal Mail shredders at that time etc. Most seen are on high value stamps, and perhaps the postal clerks thought it was a chance to obtain some high value stamps, and onsell quietly to the nearest stamp dealer? Almedia sent me scans of his block 4, of “HALIFAX CRICKET GROUND” cancels shown nearby on reverse scan on a 1/- QV block he purchased a few years back! It has a clear RPSL Certificate.
If I saw this in the box of assorted UK covers, I’d barely give it a second glance, and it would have gone into one of my “Junk Cartons” - but a keen cricket collector might have different thoughts! If you find one of these, it is worth around $A1,000 to a client that I can vouch for, and his money is certainly good. Melbourne Cricket collector Noel Almeida exhibits this area - here and in the USA, and needs a nice example of this cover, to improve his Exhibit marks from the Judges. tinyurl.com/Halsham is his offer on stampboards.com to pay £500 (around $A1,000) for an unaddressed cover of this FDC shown nearby, in good condition with the set of 3 stamps as shown, and clear cds. This is a bigger than usual size envelope than is generally encountered for First Day Covers - more like the old legal size for trust deeds and titles, and is sized 236mm x 103mm. He has one already, but it is not in great shape, and others he has seen are in worse condition still, as storage in boxes invariably leads to folds, tears, and dog eared corners etc. Noel has been offering to buy this for ever increasing amounts, and finally upped it to £500
£500 offered for Cricket FDC
Cricket covers and cancels that look pretty ordinary can get BIG money as you can see above! The 1973 FDC shown nearby from the Yorkshire Cricket Federation is one such beast. This was issued at the time Geoff Boycott was Yorkshire Cricket Team $A1,000 offered for one of these. Captain, the most legendary figure to Stamp News - 61
Market Matters in recent times - full detail are here - tinyurl.com/ Halsham Halsham is a small village situated four miles from the town of Withernsea in Yorkshire. No idea why it is so hard to locate, but presumably not a large number done, and being longer than most covers, will have been knocked about. The 1973 GB stamps were designed by Edward Ripley, of the Berkshire College of Art in Reading, England. The UK stamp designs are from a series of a 100 drawings of the legendary British cricketer Dr.W.G.Grace by Punch artist, Harry Furniss, and first published in 1900. The tiny sized cricket bat Grace and others used in this era looks like a toothpick, compared to the huge and heavy “tree stumps” used by modern day cricketers! Noel Almeida also needs this cancel on FDC shown nearby, and will pay $A300 for a clean example. This is a common 1972 Overland Telegraph 7c stamp Post Office FDC, and literally 100,000s were sold nationally. Most dealer “Dollar Boxes” have this cover in there. Noel needs one from this large PO. Not Sydney,
A $2,500 Auction piece. not Adelaide, but Coolangatta. He does not care if the cancel ink is violet or black - as long as is from this PO. He has been looking for ages via stampboards tinyurl.com/CoolFDC - and keeps upping his offer price, and I am rather surprised that one has not turned up. Hopefully readers can make his month, and fill that long empty gap for this keen Melbourne collector!
CTO Kangaroos still hopping.
$300 offered for this $1 cover! 62 - Stamp News
The strength of the official CTO cancels on Kangaroo stamps rolls on stronger than ever. The 1913 1/- Green shown nearby had no gum, and was not a brilliant looker - with ropey perfs and centering, but was invoiced for $2,500 at a recent Phoenix auction in Melbourne - way above estimate. This has part of the elusive “JY
Glen Stephens see a single stamp there that even looks like it may be “JY 17” date - can anyone else see one? Why this date is not priced in ACSC, when the “BRISBANE” are (purpose of distribution totally unknown) is a total mystery to me. 128 copies of the “BRISBANE” cancels seem to have been distributed, and even so they fetch high prices. As followers of these CTOs realise, copies of even the common Die 1 3d Kangaroo 1913 with the “BRISBANE” cds have obtained $A1,864 at Phoenix, and a block 4 of the 2/- got $A7,000! Stampboards has had detailed discussion on these CTO’s - many 1000s of posts, and some of that info is transcribed here - tinyurl.com/ozCTOs
NEW ACSC “King George VI” out.
CTO cancel fetches $A1,864. 17 : 13” cancel. The stamp world is still learning about CTOs, but the long stampboards thread has made good inroads on this “JY 17” date. The theory has been persuasively put forward, that about 20 sets of CTO 1913 Roos were needed in July - to present to the 20 or so newbie MPs inducted in the 1913 Federal Election. EXISTING Federal members had all got a set of CTO to £2 earlier, with “Dec 5 1913” CTO sets. Themselves very scarce today, even though 120 or so sets clearly were distributed.
The Brusden White ACSC “KGVI” Australian Specialist catalogue was released latter April. Price is $A100 posted in Australia, and I sold a surprising number. Thicker, and with much more detail than the ancient NINE year old Edition, it is an essential
New intake of Federal MPs.
The Federal Election on May 30 1913 saw about 20 new Members and Senators elected, and it seems logical the “freebie” set of Kangaroo stamps dated “JY 17:13” was extended as a gift only to those new members - only 20 in number, hence the great scarcity of this CTO cancel. I have carefully looked through the massive $A7¼ million “Arthur Gray” Kangaroos, and mega million “Stuart Hardy” Kangaroo Catalogues, which had heaps of 1913 CTOs right up to £2, and cannot

Market Matters book for both collectors and dealers to own, local or overseas. Many absolutely huge price increases. New ‘Bright White’ paper stock. Edited by Dr. Geoffrey Kellow, this “King George VI” includes proofs, and incorporates much new research, and now lists and prices all the stolen from the Note Printing Branch material. The badly centred Tête-Bêche 2½d pair (a terrible muddy scan!) on the front cover is of course one such piece, and instead of being arrested for owning it, today it has an ACSC value of $10,000. Pretty ridiculous for stolen material, of which about 10 pairs are recorded. A few decades ago, the Federal Police actively raided dealers or collectors possessing this material and seized it all, but the mists of time have made that unlikely today, it seems pretty clear. Additional plate varieties and enhanced illustrations are added in some cases, with UPU Specimen and cancelled-to-order stamps listed.
CTO’s not carefully priced.
$A5,000 to $A10,000. And expensive “Thin” papers are now listed for some of the “Arms” values and other Definitives of this era. Often many $1000+ apiece, so just one new find will readily pay for this catalogue 10 times over. I sold a set 3 Arms “Specimen” a few weeks back on stampboards, with a THIN paper 10/- in it. As the then current ACSC did not list thin paper for any value, assumed I was dreaming, despite it being markedly different. The other 2 are now listed for $A1,000 hinged each!
“Thin Papers” expanded greatly.
tinyurl.com/ThinArms has the lucky buyer post, who got a so far un-recorded stamp, worth about $1000, for $100. “Knowledge Is Power” and had I listed up this set a few weeks later, that nice windfall would have been mine - timing is everything in life! Some of the popular errors like the 1942 6d Kookaburra “Top Hat Variety” go up near 10 fold, from $250 to $2,000 mint hinged - and to $3,250 used. I sold one for $100 last year, so someone will be delighted! The new prices do seem pretty silly, but since SG has listed this error in recent years, global demand has been high. An old collector told me a common metal staple adhering to the plate for a short while caused this error. Imprint blocks seem up all across the KGVI reign, often trebling in value. And coil pairs and other plate varieties see huge increases in many areas.
The pricing of the Post Office issued CTO material all throughout is very sloppy, and not thought through at all, just like the KGV volume. Expect massive upticks when it is ever looked at carefully. This new Edition also includes a detailed listing of all 1946 BCOF Japan issues, and the myriad and flaws and proofs etc for this ever popular collecting field. Third edition, now a whopping 280 pages, has a ton of upward priced movements. Some stamps have increased TEN times in value on some of the 1946 BCOF items, adding $100s of extra value in just one edition to one medium stamp. Some pieces have doubled or more, from already very high prices, like the 1/- Lyrebird “Green Mist Retouch” moving from $2,000 to $5,000 etc. The 10/- Arms inverted 10/- certainly exists ‘Thin Paper’. watermark goes from 64 - Stamp News

“Top Hat” Error up near 10 fold. This new catalogue annoyingly uses some ACSC numbers in this edition, that in last one were something else entirely. That, combined with some sloppy editing of footnote numbers at times, makes it not always simple to follow in parts. There seems no good reason for this, other than the create mass confusion, so not having the current book will give you headaches at times, and make auctions and some dealer lists a tangled mess to decipher.
Money Business on eBay.
bleached rag shown nearby was peddled as a “rare white paper printing”, and described as being: “in fine condition” despite a quite huge thin. The truly massive thin was of course illustrated, but even that did not deter the Bunny Bidders, and nor did they look at the dozens of others Fake “T46 Monkey Stamps” this con has sold before on eBay. The bare minimum of research of past sales even when planning to spend $1,000s on eBay never EVER seems to occur to some of these dopes. tinyurl.com/ChinaT46 is the detailed discussion on this saga, for those who enjoy watching Train Wrecks in progress - right before your eyes.
eBay buyers fleeced for $100,000+
Buying pricey stamps on eBay, from unknown low feedback sellers, is nearly always a disaster waiting to happen. ESPECIALLY short 3 days ales and “Private” auctions where shill bidding runs rampant. “Bargain Hunters” got ripped off for about $100,000 in recent weeks alone madly bidding on masses of totally non-existent stamps for sale – added up as scans from a Status paper auction catalogue, Despite the “stamps” for sale showing obvious dot pixilation from being lifted from that source, the Bunnies by the 1000s fired off bids, and never saw any stamps of course, and may well have lost their money totally.
The IQ of many eBay stamp bidders is surely in the single digits, that has been proven several million times, but now and again it gets heavily reinforced! Recently a bunch of frantic bargain hunting Bunnies bid this ridiculous rag shown nearby up to $A1,575. There were 41 bids. This stamp, the 1980 8f “Year Of the Monkey” is scarce - when genuine. I ask and get $A2,000 each when REAL copies turn up in collections. A genuine example is shown nearby. It is a deep red colour, and 95% of those offered on eBay are fake – this eBay seller “bmw202012” has sold dozens of fakes in recent times for a healthy 5 figure sum in total. Mint, used and on cover! This sad sunA GENUINE China “Year Of The BUNNY” stamp? faded and/or “Monkey” stamp.

Market Matters Sydney Stamp EXPO April 2015.
Stolen scans from Auction Cat. A quick google of the seller’s names will have led them to stampboards warnings that it is all a $100,000 scam. “auandr_pajgxdrkx” is the same person as “assa_jef” and “aujoh-4q99e7” but of course doing any kind of basic research is unknown to most eBay bidders. Link here - tinyurl.com/ StampScan The Kookaburra sheet shown nearby as can be seen is a paper auction catalogue scan - Lot 1212 at back of next page can be seen, and another lot number is underneath it. The 22 clueless bidders did not notice, and buyer has lost their money, as the seller never owned it, or the others.
Three Generations of Pitt Family. 66 - Stamp News
I am submitting this column on April 17th at the end of the first full day of the large Australia National for this year. Held in a new location for stamp shows at Hurstville - a middle distance suburb from the Sydney city, the show so far seemed pretty good in dealer’s eyes when I did my rounds today. Sadly this column goes to press before the Medal Awards, and further updates are to hand. Alan Pitt, MD Of Renniks/Lighthouse said: “we have a huge Mega stand, and have done very well so far”. Hurstville may not be a totally ideal choice, but for those aware of the realities of Sydney Exhibition space, there are basically no other realistic options given the budget of such shows. Committee members spent 100s of unpaid hours on this. This venue cost about $16,000 for hire alone I think someone told me, and I assume security and insurance etc was extra, plus promotion and advertising etc. The venue seemed very roomy to me, and Stewart Robbins APTA President, told me approx half the floor space was Exhibits, and 50% dealer stalls. Randwick Racecourse since their recent update costs about $50,000 for 4 days I recall was the
Glen Stephens figure I heard. And other more central places are even higher cost. This is not Hobart or Wagga Wagga etc, it is Sydney, and prime venues with the HUGE floor footprint that stamp shows need, where masses of Exhibits are booked, cost a fortune.
“Rent Out The Opera House”
I am sure if they rented out the Opera House for $75,000-$100,000 it would cost visitors $50$100 a day to attend. Then Spot the Brush Turkeys the geniuses would be saying “why can’t they pick a place like Hurstville, where it only cost a few bucks to enter?” It must be remembered this was a NATIONAL. Not to be compared in any way with the number of collector exhibits, dealer stands and visitors, to the massive “Australia 2013” which was a full blown, once in 20 years, FIP INTERNATIONAL, which got SEVERAL MILLION $$s of AP support. Much interesting material was on offer. Phoenix Auctions showed me a trial sheet of 5d Brush Turkey stamps they’d just been consigned, from the estate of a technician at the Note Printing Branch. Directors David Wood and Ken Pearson had other interesting Banknote/Money Order proof
material from the same source, and we were able to impose on specialist banknote dealer Trevor Wilkin to explain it more fully.
