I’ve had very little to say about Framas during the 15 years or so this column has been running. I’m well aware they are not top of the pops with many collectors, however, I quite like them: commercially used on postal articles only, during period of issue, of course. Framas are a huge collecting Figure 1. Denominated 30c is misleading field. Figure 2. Hillarys WA Frama dispenser 6 - Stamp News

The inaugural Frama issue is rather elusive on commercial postal articles. The installation of Frama dispensers was not then widespread. Further, two letter rate regimes were in place during the currency of this design: 30c and 33c. The former was in use

With the appearance of the Possum design, Preston was allocated cliché A7. The No postcode Frama had commenced during the 33c rate regime (at Gouger Street West – see Figure 7). Preston was a large suburban P.O., and the B.E., Kangaroo, Platypus and Echidna Frama designs are not overly difficult to find used from that office. Figure 11. Priority advantage lost to ignorance Gouger Street, and B77 to Morphettvale. How does one determine which is which with mint stamps? Usage on contemporary postal articles is the optimal manner in which to collect Framas, surely? Auction estimate: $100 Malfunction of Frama dispensers was common, and the available material provides adequate evidence of misadventures. However, Figure 9 provides us with a first hand account of the dilemma one user experienced at Nowra on Jun 1 1987, clearly indicated in upper left corner of cover! He or she managed to arrive at the required 36c letter rate, but only after four attempts. Not valuable, but novel. Value: $15 One of several aspects of Framas that appeal to me is their versatile make-up capability. Dial-in what denomination is required, and subject to no malfunction, you have precisely what you need to validate a postal article. Figure 10 is a delightful example of an industrious individual using-up those pesky sub letter rate stamps found in the vending machine booklets of the 1980s. The booklet stamps amounted to 32c, so with the addition of a 4c Frama

we get to the required 36c letter rate. Not worth the extra effort to cancel that stamp it would appear. Value: $25 An attractive convergence of rare usage and postal history we have in Figure 11. Frama denominated at $1.56 for letter rate (36c) + Priority paid fee ($1.20) at Albury Jun 17 1987, destined for Sydney South. So far so good. However, sender incorrectly posted article in street box, rather than handing in at P.O. counter, the requirement for correct lodging of Priority mail. Accordingly, next day delivery was voided, and the article took two days to arrive at destination. Possibly not a happy outcome, given the addressee? Rare Australian Decimal Stamp Variations -

2017 Melbourne International Stamp Exhibition (30 March – 2 April) Here are some of the rare stamp variations that were available at the Exhibition. Streeton & Nolan “gutter”: What you see is not what you get! The gutter illustrated on Page 11 of the March–April Stamp Bulletin was not available at the Exhibition. The “gutters” being sold were columns 2, 3 & 4 from the sheetlet of 25 stamps with 5 of the same stamp down each side of 5 “tabs” that were in column 3. Perhaps we need to redefine what a “decorative gutter” really is. If you come across any Stamp Bulletin “gutters” with the chequerboard layout please let me know. 12 - Stamp News

FIVE NOBEL PRIZES FOR THE SAME FAMILY There are numerous prizes being awarded to prominent scientists and researchers who have contributed a lot to human knowledge. The Nobel Prize is undoubtedly the most prestigious one of them all. The laureates receive their diplomas and medals (along with a substantial sum of money) from the hands of the King of Sweden at a ceremony in Stockholm’s City Hall on December 10th each year. There are Nobel Prizes for chemistry, physics, medicine, economics and literature. There is also a Nobel Peace Prize which is being awarded by a committee in Norway. The idea is to honour people who have made enormous and lasting contributions in their respective fields of expertise. Incredibly no less than five Nobel Prizes have been awarded to four members of the same family! In 1903 Pierre and Marie Curie shared that year’s

physics prize with Henri Becquerel. They obtained the prize for their studies of radioactivity. All three prize winners are depicted on a Swedish 50-öre stamp released in 1963. Then in 1911 Marie Curie was once again awarded the Nobel Prize but this time for chemistry. A Swedish 1971 85-öre stamps shows a portrait of the famous scientist. Pierre and Marie Curie were married and had two daughters. Irène Curie followed in the footsteps of her famous mother and devoted her life to science. She married fellow scientist Frédéric Joliot and in 1935 they shared the Nobel Prize for chemistry. Pierre Curie (1859-1906) was a very prominent French physicist and university professor who studied magnetism. Marie Sklodowska-Curie (1867-1935) was Polish and she came to Paris to

Christer BrunstrĂśm study at the Sorbonne University. This is where they met and the couple later married. One of their colleagues was Henri Becquerel (1852-1908) who took a special interest in radioactive radiation. Today we use his name to measure the degree of radiation. In 1898 Pierre and Marie Curie had discovered polonium and radium. The radiation from these substances was quite dangerous which was not fully realised at ďŹ rst. Their research led them to believe that radium could be used for the treatment of cancer diseases. Pierre was sadly killed in a car accident in Paris in 1906 and Marie had to continue the work they had begun on her own. In 1914 the Radium Institute was opened in central Paris under the direction of Mrs. Curie. This is where numerous experiments

were conducted to evaluate radium radiation as a cure for cancer. On a recent visit to Paris I spent some time at the Curie Museum which basically comprises her lab and ofďŹ ce with a small garden at the back. The exhibits tell the story of the remarkable Curie family and also tries to explain the work carried out at the institute. In 2011 Sweden and Poland released a joint issue depicting Marie Curie in her laboratory. Shown nearby is the Swedish version of the commemorative souvenir sheet marking the century of her second Nobel Prize. Monaco also featured Marie and lab equipment on a stamp issued in 1967 marking her 100th birthday. These early researchers did not really understand

Stamp News - 15

FIVE NOBEL PRIZES FOR THE SAME FAMILY how dangerous the radiation was. When she passed away in 1935 it was mainly due to the effects of radiation. During the early part of the 20th century there were a number of beauty products which contained small amounts of radium. Over the years there have been numerous stamps featuring Pierre and Marie Curie and mostly in connection with the fight against cancer. Shown nearby is a 1945 stamp released by the Central American nation of Panama and clearly stating why it was issued. Afghanistan also released a couple of stamps which were obligatory on all mail on December 22-28, 1938. One of the stamps shows Pierre and Marie Curie and has text in French. It was obviously intended for letters going abroad. The second stamp

depicts a hospital and has inscriptions in “Arabic” script only. These two stamps had to be used on letters in addition to the regular postage. Daughter Irène (1897-1956) married scientist Frédéric Joliol (1900-1956) and they devoted their lives to the study of radioactivity. When her mother died in 1935, Irène took over as head of the Radium Institute. Not far away from the Institute we find the Pantheon, a huge cathedral-like building which was built as an eternal resting place for prominent Frenchmen. This is where the remains of Pierre and Marie Curie rest today. These four people made significant contributions to combat cancer. Thanks to their work many cancer patients can now be successfully cured.

AAT fully IMPERFORATE Miniature Sheets issued by Australia Post!

In November 2013, Australia Post released 250 x IMPERFORATE panes of 15 mini sheets of stamps. The “1913 Disaster & Isolation” issue, for the Centenary of the Australasian Antarctic Expedition (AAE) of 1911-14. The AAE left Hobart in December 1911 commanded by Douglas Mawson and returned in February 1914. Mawson was knighted for his achievements, and is regarded as one of the greatest figures of all Antarctic exploration. You needed to phone the PO “800” number, or order online. Cost was well above face value, and the maximum order was ONE sheet a person. Sold out in super-fast time, as you’d expect - within hours I am advised. There will be near none in the secondary market, as collectors who got very lucky, will not be sellers - at any price. I’d guess there are easily 20,000 keen global collectors of AAT, but only 250 of these sheets to go around. If 200 buyers hold on to their sheets for their collections, that leaves just FIFTY to service those 20,000 collectors worldwide. 99% of AAT collectors do not right now realise this IMPERF issue even exists! In the 56 years since AAT first issued stamps in 1957, I can’t recall any other *AAT* imperforates sold by the PO. Each sheet is hand numbered in top left margin, and also comes with a Certificate of Guarantee card from head of AP, confirming that only 250 panes in TOTAL were sold – globally. This is an Official Australia Post Australian Antarctic Territory issue. I am offering these as follows: SUBJECT UNSOLD – please use correct stock code!

A. Fully imperforate MUH or CTO AAT Mini Sheet - $A60 a sheet. (Stock code 629KE) B. An uncut MUH and/or CTO imperf pair of 2 of the Mini Sheets $A80 (Stock code 629KI) C. Stamps in the News - Globally! New Zealand - Your fries are in the mail Reported at www.theguardian.com

The New Zealand postal service has begun delivering Kentucky Fried Chicken in a bid to stem major revenue losses as the number of people using the postal service continue to decline. NZ Post and the fast food company have joined forces in a pilot scheme in the city of Tauranga. A spokesman for NZ Post, said the company was grappling with how to survive long-term. In the last decade the number of letters sent in New Zealand has halved. In an attempt to stem the losses, the price of sending a medium-size letter by FastPost is scheduled to rise by NZ$0.50c in July. “All post offices around the world are struggling with what to do when mail disappears. We urgently need to diversify our business. People want their goods on-demand delivered to their home in 30-60 minutes so we’ve been experimenting with being the delivery service for the health sector, the construction sector and especially hospitality … it is an exciting time for us”, said the spokesman. NZ Post has so far recruited 30 delivery drivers for the KFC Tauranga pilot. While NZ Posties are welcome to apply for the extra evening shifts, at this stage most of the new drivers are students or retirees, who would be using their own transport and smartphones to co-ordinate deliveries. Using NZ posties and vans for deliveries in the future was “not out of the question” said the spokesman.

Postal workers needed….Antarctica Reported at telegraph.co.uk

It is a job which promises total isolation, no running water, no social media, and sub-zero temperatures. Oh yes, and you’ll have to pick up the poo of 2000 of your closest neighbours. To date, 265 people have applied to replace the allwoman team who currently run the world’s most southerly post office. Those attracted to operating the seasonal outpost at Port Lockroy in Antarctica are warned that it takes around two weeks by plane and boat to travel the 11,000

miles to their new home. The four assistant jobs at Port Lockroy part of the British Antarctica Territory - command a monthly salary of £1100 and operate between November and March. Post office staff hand frank 80,000 postcards and letters to send to more than 100 countries from the Penguin Post Office. The team of four spend five months from November to March running the shop, post office and museum operation at Port Lockroy, which is visited by about 18,000 cruise ship passengers each season. Port Lockroy stands on a grizzled outcrop named Goudier Island. There’s no running water, no mains electricity, and temperatures can be well below zero even in summer. There is also no central heating, no phone signal, and no means of communication with the world other than VHF radio and satellite phones for emergencies. Water is collected in jerry cans from visiting ships or occasionally sourced from ice that collects on the shore. There are no shower facilities at Port Lockroy. Visiting ships will offer showers every few days but when conditions are poor you might expect to go up to two weeks without visitors or a shower.” “There is no flushing toilet at Port Lockroy. There is a basic camping toilet which needs to be emptied on a daily basis. “You will be on the Northern Antarctic Peninsula in the summer months so temperatures will vary between - 5C to +10C. Most days will be just a few degrees above zero but overcast days and wind-chill will make it feel colder.” Interviews for the first shortlisted candidates take place between May 15 and 17 with those selected for training going on to a course in October. Applicants are warned that they will have “minimal communication with home for up to five months.” “There is no internet access at Port Lockroy nor is there mobile phone access. ing financial losses, according to local newspaper sources. The move could set a precedent for other statecontrolled enterprises, which are forbidden by Brazilian law from firing workers without “just cause” or lengthy disciplinary procedures. Government lawyers are analyzing if the company could sidestep that obligation given its severe financial situation, according to the report. Postal services executives have confirmed the discussions but declined to say how many workers could be targeted. Preliminary estimates indicate the service would need to fire between 20,000 and 25,000 workers to balance operating expenses. Reuters were told in January that the postal service planned to sell some assets this year after posting a loss of 2 billion reais ($641 million) in 2016. For decades, the Brazilian government has nominated politicians to senior postal authority roles as a bargaining chip, exerting additional pressure on its swelling payroll while demand for physical postage was falling rapidly. In January, a voluntary buyout program was offered to 14,000 of the 117,500 employees. Only 5,500 workers joined the program, with management expecting around 8,000 cuts.

Postal politics in Ireland

Reported in www.irishexaminer.com The stability of the Irish Government has again been put in doubt after an Independent member said he will withdraw his support from the coalition if it pushes ahead with plans to close hundreds of post offices across the country. Rural Independent Dr Michael Harty, who supports the Government from opposition, made the threat as he warned the “trust” of rural communities across Ireland has been broken. Dr Harty said wide-scale plans to close hundreds of post offices across the country mean he is now “putting Government on notice” it cannot retain his support. He effectively currently holds the balance of power making his support crucial for the coalition to govern. “I feel Independent members put a lot of effort into the programme for partnership government, and central to that was support for our post offices network. “We have asked

questions on the floor of parliament and haven’t got a satisfactory answer. “I’m putting the Government on notice that if in the future postal services are not supported, then they [Government] won’t have my support,” he said. Dr Harty accepted “not every post office in this country can survive”, but said the deal he struck with Government last year means all post offices should be advertised and that wider rural services must be protected. Other independents have spoken of a “deliberate” attempt by Government to avoid responsibility for supporting rural Ireland, adding that people in rural areas are “just as important as those here in Dublin”.

EMOJI stamps…really?? Reported at www.linns.com

An Post in Ireland have just issued stamps celebrating emoji. One stamp in the se-tenant pair is inscribed “Don’t Worry” in English and Irish (Na Bi Buartha), and the other bears the message “Be Happy” (Bi Sona). Both stamps are nondenominated. The “N” that completes the top row of emoji in the designs indicates that the stamps pay the domestic rate, currently €0.72. A press release from An Post gave a brief history of emoji: “These small digital icons that are used to express an idea or emotion, originated on Japanese mobile phones in the late 1990s. Their popularity exploded, however, when Apple, Android and other mobile operating systems began to include them in their phones. “Emoji has now become a worldwide, languageindependent form of communication. Some might even argue that emoji is a form of pop art and they might have a valid point: There are now thousands of emoji used daily worldwide to convey humour, enhance messaging, make a point or to describe things.” No…they were not released on 1st April….

Australia Post tried to remedy the incorrect mail deliveries – with the manager of the Wollongong Postal Delivery Centre resorting to hand delivery for the woman’s letters – however, the council said a longer term fix was required. The landowner also reported that firefighters had trouble finding her property when called to a fire in her kitchen. The council has proposed to extend nearby Hector Street, which will affect three homes on Robertson Street. This, the council says, will keep the historical connection to the Robertson name, as the street was named after Walter Graham Robertson and Hector Street was named after his son, Hector Robertson.

Stamps in the News - Globally! Germany’s electrifying!

Reported at www.bloomberg.com When Deutsche Post couldn’t find a zero-emission delivery van that met its needs, it bought a startup and developed one. Now Europe’s largest postal service may start selling those vehicles — dubbed StreetScooters — to others, showing the potential for disruption in the rapidly changing auto market. “It’s a good example of a startup stimulating competition in the industry and putting pressure on the established manufacturers,” said an automotive industry specialist. The true test for Deutsche Post’s foray into truckmaking will come when VW and Renault SA respond in coming years with better offerings of their own, he said. For now, Deutsche Post is in an enviable position, saying it breaks even on the venture after just 2,500 units. That stands in contrast to carmakers from Tesla Inc. to General Motors Co., which lose money on electric cars despite government incentives. The mail company plans to churn out 10,000 evans annually starting this year, which would make the StreetScooter the No. 1 electrified light com-

mercial vehicle in Europe with huge export potential beyond. The mail company plans to electrify its global fleet of 92,000 vans and has already started switching away from diesel. It will roughly double its German StreetScooter fleet to about 4,000 by year end. As battery capabilities improve, the postal company wants to deploy the van in rural areas as well. A postal worker using the van described it: “It’s like driving an automatic and it accelerates quickly. When I first got it, my route slowed down considerably because I constantly had to tell people about the new van, and they still keep asking me.” While the van is a niche product, tailor-made to help Deutsche Post jostle for share in the 70 billioneuro ($76 billion) global last-mile delivery market, demand may grow. “It’s extremely annoying to me,” Volkswagen CEO Matthias Mueller said last August when asked about the StreetScooter. “I am asking myself why Deutsche Post didn’t work with us on this,” he said, adding that VW will still try and “get a foot in the door.”

Stamped envelopes bearing the portrait of queen Elizabeth II continued to be issued until 31 July 1990, with most issues embossed until about 1971. From the 4c envelope issued in 1971 the more expensive embossed process was discontinued. In 1988 envelopes depicting floral designs, Kahikatea berries and the Kowhai flower, were issued. Ian McMahon New Zealand first issued formular registered envelopes in 1884. These envelopes were printed by McCorquodale & Co and required adhesive stamps to be affixed. The first stamped registration envelopes were issued in 1898 with a 3d Queen Victoria sideface stamp printed on the envelopes to pay the registration fee. An adhesive stamp needed to be added to pay postage. Postal Stationery Zealand continues to issue registration envelopes. Like the current Australian registered envelopes they are nondenominated envelopes and were first issued in 1992. Newspaper wrappers were first issued on 1 April 1878 and bore an imprinted ½d newspaper stamp (Figure 6) depicting Queen Victoria. They were printed on paper watermarked with a three-line watermark with a crown igure 5 6d King George V registered Envelope overprinted 'FOURPENCE' between two stars on the first line One Halfportrait of the monarch until 1980 with the exceppenny on the second line and New Zealand on the tion of the 1935 wrappers which were stamped with third line. Wrappers were issued stamped with a the ½d Fantail and 1d Kiwi pictorial stamps (Figure 7). As a result of the 1920 increase in postage rates, the ½d King Edward VII wrapper was revalued by the addition of another (but different) ½d King Edward VII stamp (Figure 8). The last stamped wrappers were the 7c Queen Elizabeth II wrapper which was printed on yellow paper and withdrawn from post offices on 30 September 1980. New Zealand is unusual in its issuance of aerogrammes. Like most countries New Zealand began by issuing formular aerogrammes (variously called ‘Air Mail Letter Cards’, airletters or aerogrammes) in 1943 spurred on by the needs of correspondence to and from Figure 6 ½d Queen Victoria Newspaper Wrapper 28 - Stamp News

Instead, the Post Office sold formular aerogrammes (Figure 9) which required the addition of adhesive postage stamps. From 1968 Christmas aerogrammes (Figure 10) were issued while in later years pictorial designs were introduced. The first stamped aerogramme was issued on 1 April 1993 and depicted Mahinapua Beach. A stamped Christmas aerogramme was issued in 2000 and a set of stamped pictorial aerogrammes in 2001. A range of PTPO aerogrammes often found in dealers’ boxes were produced for the New Zealand stamp dealer,

The first POW aerogramme was stamped with an eighteen pence King George VI stamp (Figure 11). The value of the aerogramme was later reduced to one shilling and then 6d. The POW aerogrammes are scarce, particularly used as prisoners receiving them made use of the paper often to roll cigarettes.

Looking at New Zealand

1973 Frances Hodgkins' Paintings Frances Mary Hodgkins (28 April 1869 – 13 May 1947) was a painter chiefly of landscape and still life and for a short period was a designer of textiles. She was born in New Zealand but spent most of her working life in Britain. She was born in Dunedin where her father was a lawyer and amateur painter and was actively involved in the local art scene. She first exhibited landscapes and portraits in the 1890s during which time she became a student and later a teacher at the Dunedin School of Art. The money she earned as a teacher enabled her to travel to London in 1901 where she enrolled in art school and also travelled in continental Europe and Morocco. After a brief period back in New Zealand from 1903 to 1906, she was mostly based in Britain, gaining a reputation as a successful artist and at times holding teaching positions in London and Paris. From the late 1920s on her style became more

A failed Israeli covert operation, code named Operation Susannah, conducted in Egypt in July of 1954 as part of the false flag operation. A group of Egyptian Jews were recruited by Israeli military intelligence to plant bombs inside Egyptian, American, and British-owned civilian targets, cinemas, libraries and American educational centres. The bombs were timed to detonate several hours after closing time. The attacks were to be blamed on the Muslim Brotherhood, Egyptian Communists, "unspecified malcontents" or "local nationalists" with the aim of creating a climate of sufficient violence and instability to induce the British government to retain its occupying troops in Egypt's Suez Canal zone. The operation caused no casualties among the population, but did cost the lives of four operatives: two cell members who committed suicide after being captured; and two operatives who were tried, convicted, and executed by Egypt. The operation ultimately became known as the Lavon Affair after the Israeli defence minister Pinhas Lavon was forced to resign as a consequence of the incident. Before Lavon's resignation, the incident had been euphemistically referred to in Israel as the "Unfortunate Affair" or "The Bad Business" (Hebrew: ‫שיבה קסעה‬, HaEsek HaBish). After Israel publicly denied any involvement in the incident for 51 years, the surviving agents were officially honoured in 2005 by being awarded certificates of appreciation by Israeli President Moshe Katzav. Rare Australian Decimal Stamp Variations - by David Mallen Continued from p. 13 6 PNCs had one $1 stamp but with a tab on the left. The tabs were different from the ones in the 3 HSV sheets and the stamps were cancelled. Mint stamps with tabs on the left were not available at the Exhibition. 2 of the PNCs featured a Holden XC Sandman and Holden LJ Torana on the tabs. The other 4 were released on a one per day basis and limited to 1000 each day. Day 1 = FB Holden tab. Day 2 = EH Holden tab. Day 3 = HQ Holden Kingswood tab. Day 4 = Holden VC Commodore tab. Issuing cancelled stamp variations without making them available mint is now becoming more common. [A range of Holden cars from the Trafalgar Holden Museum were on display at the Exhibition.] Extraordinary Gemstones imperforate prestige booklet: This special Rare Beauties booklet was only available at the Australian Philatelic Federation’s stand. Kangaroo 1913 6d Blue, First Watermark “SUBSTITUTED CLICHÉ”: DIE 2A, Cat $4,500 - $A1,950:

The rarest Kangaroo Plate variety, and not many GENUINE copies exist. 99% of what you see on ebay etc are NOT the error of course. The variety only occurred at stamp 60 on the pane 60, so is the SW corner copy. Being bottom corner, stamp 60, the two outer watermark lines at right angles should both be present - as it is here. Also has the small WA “Cape Leveque” solid flaw that guarantees any Die 2A. Better centred than most, and this has perfs that are amazing for ANY First Watermark Roo, with bright vivid original colour. The OUTER Frame needs to have an obvious small inner frame break starting opposite the Kangaroo eye. Light NSW cds cancel of: “13 MY 15”. Clean and flat and fresh, and no hinges or gunk – TOTALLY fault free, SG 9b, £1,900. ACSC 17(1)ja, $A4,500. Only 12 used copies recorded in this wmk - see full census here tinyurl.com/Die2A6d As nice as you will ever see offered. $A1,950 (Stock 493TX)

Clean and fresh. Bright colour, and razor-sharp impression as you can see. Totally free of the thins, creases, old hinges, and toning that truly be-devil this issue - which ARE present on most examples. 177 years old now, and vast numbers have been repaired and tampered with in that time. "The World's First Stamp" Lettered "M.I" with magical crisp light RED Maltese Cross cancel as you can see. ANY 2d blue is FIFTY times scarcer than any 1d Black - FACT, despite the weird cat prices, and most of those have BLACK cancels. Cinderella Corner Buy Goods Made In Australia – Part Ii (1906 To 1917)

Welcome to the May issue of Cinderella Corner. This edition is a direct continuation from March, which began to explore some of the earlier Buy Goods patriotic labels encouraging Australians to embrace and purchase Australian goods. Some references are made to scanned labels in this earlier edition, so it may be useful, as a bridge to this ongoing narrative, to have the Cinderella Corner issue from March at hand. The labeling of the scanned images (noted as Figures) also continues, and will therefore begin with Figure 6. As previously noted, the patriotic stamp movement initiated by the South Australian Council of Manufacturers (SACM) was successful, with some reports from South Australia noting a strong demand for the labels. Some businesses even saw the cinderellas as offering further opportunities to advertise their own Australian trades and products, overprinting on one or both of the two colour types of the SACM labels before affixing them to correspondences. Figures 6 and 7 illustrates such efforts by one South Australian company, namely Castle Salt (an abbreviation for Castle Salt Company), which was in production from 1899 to 1970. The overprint contained CASTLE SALT in black capital letters. Figures 6 and 7 differ with the size of the ‘SALT’ part of the overprint. In Figure 6, the left

furthest point of ‘S’, moving right to the furthest point of ‘T’, runs a total of 11mm, and the height of each letter is 6mm. In Figure 7, however, the left furthest point of ‘S’, moving right to the furthest point of ‘T’, runs a total of 9mm, and the height of each letter is 4.5mm. This is visually apparent when observing both of these labels, side by side. Both examples illustrate the overprint CASTLE as consistent in size, with a height of 14mm and width of 19mm. The CASTLE SALT overprint by the Castle Salt Company has been observed in both issued colours of this SACM cinderella label. Another example of a private overprint (also in black) is illustrated in Figures 8 and 9. Here, König Lager, in cursive text, features. König Larger operated in Australia for just over a decade, running from 1903 until the break of the Great War in 1914. Unlike the CASTLE SALT examples, there appears to be no noticeable differences in the König Larger overprints, as featured in this article. It is also interesting to note that the four privately overprinted cinderella labels illustrated across Figures 6 to 9, along with some other known examples, are only featured on Type II of both the red and white, and red and blue, SACM labels. It is likely that other companies also embraced the opportunity to privately overprint across both Types, and I welcome some further information from readers about this. Following the documented success of the labels

Vito Milana in August of 1906, the SACM Committee reported to the Federal Court of Chambers and put forward the idea of issuing a Federal patriotic stamp. Shortly after, in September that year, the Victorian Chamber of Manufacturers (established in 1881 from the previously titled Manufacturers and Exhibitors Association) issued their own patriotic stamp, as illustrated in Figure 10. This label, significantly smaller in size than the previous ones explored in the March edition of Cinderella Corner, measures 25mm x 33mm and is perforated 11½ on all sides. It is coloured blue, white and red and bears the text SUPPORT AUSTRALIAN INDUSTRIES in the bottom half, along with OUR COUNTRY! featured in the centre of a map of Australia. Five five-pointed stars are also present. The labels were available for 1 shilling for 100, significantly cheaper than those offered by the SACM that same year, and samples were sent out to various organisations. One such establishment, the Australian Natives’ Association, was noted in a local newspaper as having purchased 2,000 of the labels in September, 1906. The following year, in the middle of 1907, a national Buy Goods label was released, with the instruction that they were to be affixed to manufactured articles to declare their Australian origin. The Federal Council of the Chamber of Manufacturers of Australia awarded 10 pounds to Mr. W. J.

Turner, of Sydney, for his winning design. He was one of at least 12 entrants from capital cities nationwide and the decision was made by representatives of the chambers in Sydney, Melbourne and Adelaide. Several million of the ‘patriotic stamps’ were ordered, and an example is illustrated in Figure 11. The cinderella label is perforated 11 ½ on all sides and measures 40mm by 26mm. Coloured yellow, blue and white, it features a woman draped in a blanket, staring downwards towards a world globe. The outline of Australia is seen on the globe (with the AUSTRALIA inscribed in the centre). To the left is an emu and to the right is a kangaroo. The text BUY GOODS MADE IN AUSTRALIA also serves as an injunction, and features towards the bottom centre of the cinderella label. Five years later, in late 1911, a decision was made by the Associated Chambers of Commerce to hold a weeklong celebration of the manufacturing potentials of South Australia. It was hoped that this observed “Manufacturers Week” would expand as a National recognition in 1912 and beyond. To help promote and celebrate the week, the SACM issued 150,000 patriotic stamps with identical designs to the 1906 issue, except they were larger and all were imperforated on all four sides. Rather than attached to correspondences, these labels were issued to shopkeepers to stick to their Australian-

Cinderella Corner brand products, as displayed throughout the week’s celebrations. The increase in size also helped more clearly promote the SACM, with its Coat of Arms, and therefore the wide breadth of commerce and industry actions embraced by Australian companies, more clearly recognised. The declaration of war in 1914 then saw a proliferation in cinderella labels, as many charities and organisations formed to help attend to many local and national needs, including those associated with austerity, patriotism and war savings efforts. The labels that were produced to either fundraise or advertise such efforts numbered in the millions. One such company that was established in WWI, in the spirit of some similar early Australian organisations, including the SACM, the Victorian Chamber of Manufactures, and the Protectionist Association, was the Australian British Industries League. This League formed in Brisbane in an attempt to encourage Australians to: first, purchase and use goods produced in Australia; second, purchase and use goods produced by the Empire; third, purchase and use goods produced by the Allies. In April 1917, the Australian British Industries League issued labels to promote the purchase of Australian-produced goods. The newly formed League met at the office of the Chamber of Manufacturers in Queensland and shortly thereafter or-

Figure 10 dered the production of 500,000 patriotic stickers. As illustrated in Figure 12, this label was a close adoption of the 1907 Buy Goods one, with five main noted differences: •• It is rouletted on all sides, rather than perforated •• The label features the border text: AUSTRALIAN BRITISH INDUSTRIES LEAGUE •• The font of the BUY GOODS MADE IN AUSTRALIA text is different •• There are 13 stars in the sky, rather than 12 •• There are slight differences in the spacing and placement of the stars in the sky Like those issued a decade earlier in 1907, there was some documented success of the labels. Further information regarding the commonly-themed patriotic labels presented in this issue of Cinderella Cinderella is needed, and feedback is most welcomed for both this, and March’s, articles. Introducing the Australian Philatelic Federation Melbourne 2017 Fiap International Stamp Exhibition

Melbourne 2017 was a great exhibition and a success all round. Although I was on the organising committee, I must say that the relatively small committee did a great job in organising the exhibition, all without one meeting of the entire committee. Virtually all the work was done via email plus the odd meeting of a few people at such places as APF meetings. There was a lot of pressure on the committee as originally the exhibition was to be a national exhibition. However, exhibitions take space and space costs money and there are no suitable less expensive venues to fit 7-800 frames plus dealers in the Melbourne metropolitan area it would seem. The committee, rather than just can the idea of a national exhibition, decided to upsize the exhibition to an international plus cut out as much cost as possible. It was a brave decision but Australia Post came to the party and all those involved - judges, commissioners, committee etc accepted the need to cut costs. This is likely to be a model for more and more international exhibitions as more national post office administrations pull back from funding exhibitions. I must take this opportunity to thank Michael Zsolt and the philatelic group for their support of the exhibition. Whilst Australia Post provided some direct support, the split between Australia Post and the organising committee played to each other’s strengths. The organising committee dealt with the venue, the dealers, the exhibitors, judges and commissioners

and all monies raised were used for these purposes. Australia Post greatly assisted by buying a big stand, making their own stand, assisting foreign postal administrations, helping with product for the exhibition souvenir sales and last but most important the marketing of the exhibition. They do marketing well and this helped make Melbourne a great exhibition. I will also take my hat off to Victorians, they are great at attending anything be it sport, stamp exhibitions or flower shows. There was an excellent show of support for the exhibition from our fellow members of FIAP which pleased the dealers. I was a little disappointed with the number of interstate philatelists that attended, particularly from NSW and Queensland. I am always surprised when philatelists don’t take the opportunity to go to an international exhibition in their own country as it is never cheaper to visit an

Philatelic Development Officer, APF international. Financial Support – It is always difficult raising money for an exhibition. Frame fees and dealer stand fees only get you so far. Souvenirs, supporters’ packs and Patron memberships helped but as anyone who has ever been involved with an exhibition knows, this is a lot of work. The organising committee received a significant level of additional support from the APF, most State Philatelic Councils and a number of individual clubs who provided either direct funding or bought a number of Patron memberships. I don’t have a complete list but on behalf of the organising committee and Australian philately I would like to thank them for their support. It is even thought that the exhibition might make a small surplus, money that will go back to philately around Australia not just in Victoria. Fund-Raising Auction – My main task before the actual exhibition was to seek philatelic items from collectors for auction to help raise money for the exhibition. The auction was kindly run by Phoenix Auctions the day before the exhibition started at no cost to the exhibition. A number of collectors supported the auction through donations including a very special donation from Australia Post. They provided four high value Kangaroo and Map stamps (5/-, 10/-, £1 and £2 CofA watermark) in very fine mint unhinged condition. The four made $14,000 and the rest

of the lots $8,000 for a $22,000 total. This was above budget and gave the exhibition a very useful buffer. I would like to thank the following for their donations Australia Post, Mark Diserio, Derek Pocock, Peter Allan, Bruce Chadderton, John Gibson, Nancy Gray, Michael Blake, Tom Frommer, Dingle Smith, Andrew Alwast, Darryl Fuller, Ray Todd, Glen Stafford, Gary Brown, Colin Beech, Nick Cutajar and Charles Bromser.

The Start of the Exhibition

It takes a lot of work to organise any stamp exhibition, let alone an international one so I thought it would be of interest to give you an overview of what actually happened – both descriptive and via pictures. There were a number of team leaders involved with the exhibition who had major jobs at the exhibition that meant we arrived on the Monday afternoon in Melbourne, prior to the Thursday opening of the exhibition and leaving on the following Monday. The team leaders worked virtually full time for seven days with only small breaks. Most had little time to see the exhibits or dealers. I actually spent my spare time talking to dealers in preparation for Canberra in 2018. Figure 1 shows the upper floor of the Caulfield grandstand empty and ready to start getting frames laid out. There were four shipping containers full of frames that had to be emptied. There were two teams of four team leaders to do this and Figure 2 shows the team I was in which included Ross Wood and Kevin Dwyer with Peter Alexander, the floor manager, in the background. By the time we had the two containers emptied we knew we had done a days work as we all ached. The exhibition hired workers to take the frames by trolley to the lifts, load the lifts as the trolleys didn’t fit, then unload them and put them up. Luckily, for us the exhibition hired a few more workers for the pull down so that we didn’t have to reload the containers. Figure 3 shows the dealer stands being built. The management of all the layout Figure 4 Grand Prix D’honneur exhibits Stamp News - 53

Introducing the Australian Philatelic Federation and build plus organising the transport of the containers was outsourced to the same company that did Australia 2013 and it all went well. Figure 4 shows a view down the first aisle of frames which had the Grand Prix D’honneur exhibits. If there was one issue with the exhibition it was that the frames were a little close together and it was not possible to get a wheelchair down the aisles. This was in part cause by the need to have quite wide aisles either side of the frames for OH&S reasons and not wanting to disappoint Australian exhibitors. There will always be a need to balance the need for enough frames (and the income) with the space available. Next time it might be that the third level of the stand may need to be used to allow adequate spacing but this adds considerably to the cost. All the frames were up on the Tuesday (the team leaders having started at 6.30am) and some exhibits went into the frames that day. There were a lot of volunteers on the Wednesday who assisted with putting the exhibits into the frames including many of the international judges and commissioners. I would like to thank all those who helped. The bin room, where all the exhibits were located, was also the jury room and Figure 5 shows the bin room with everyone in fluorescent jackets, because of OH&S, whilst exhibits are checked in. The check in of exhibits by commissioners and individuals went well and most stayed to assist with mounting. Except

Figure 6 The jury room for one delayed commissioner, the majority of the frames were filled by Wednesday evening, in time for the jury the next day. There were 33 on the jury including an expert group of three and eight apprentices, four doing their first apprenticeship and four their second. In addition, there were two secretarial staff, Johanna Stafford and myself. Figure 6 shows a view of the jury room just prior to the jury starting. At the head table from right to left are Gary Brown – the Secretary, Malcolm Groom - the President and Prakob Chirakiti - the FIAP coordinator. The Honorary President, Surajit Gongvatana was unfortunately delayed by visa issues. Each of the round tables has one or more of the teams. There is also crossover between teams to spread the workload. Youth and New Collecting Area – The APF had a youth and new collector area on the level with the exhibits. Stampboards was next to it. Whilst the first two days was a little slow in terms of young collectors, on the Saturday and Sunday there was a steady stream of youngster coming to get a few nice takeaways. There were also a number of parents and grandparents taking packs for their children or grandchildren. Australia Post had supplied us with a variety of giveaways and we supplied some stamps. These were popular and whilst I appreciate many will not stay in the hobby, I feel sure that some will. Australia Post also gave us a number of t-shirts from previous stamp collecting months. The majority were too large for the

The head of the philatelic Group, Michael Zsolt runs not only the Philatelic Group but also Sprintpak. In a later column, I will give a more detailed overview of Sprintpak which the APF executive was lucky enough to visit last year. Basically, Sprintpak undertakes all the philatelic fulfilment, whether it is philatelic product or basic stamps for post offices. They do everything except print the stamps. They control the stamp paper and send it out to be printed. The sheets come back and are then perforated Figure 7 Linda Lee, the APF Youth Project Officer and volun- or made into booklets, rolls or covers and teer Tony Luckhurst at the youth stand even postal stationery is finished there. Figure 10 is a shot of the main Australia Post with the immediate past president of the APF, Philip Levine, buying a gift for his wife. Another first was the build your own AFL medallion cover where you could choose your AFL team, number and inscribe your name or short phrase on the back of your team medallion. I am not sure how this aspect of the show went but in football mad Victoria I am sure it was popular (Figure 11 shows the special stand on the day prior to opening). Finally, there was a meet the designer corner where you meet the designer and get covers or other items signed. The APF did this with ten of the special imperforate booklets and they sold out quite quickly. Australia Post also had great signage outside the venue and dropped special invitations into the LPOs around Melbourne which attracted many people as it allowed free entry. They also had a lot of internet and social media advertising. Overall a great success.

Exhibits

There were just over 220 exhibits from 19 countries in 1,118 frames plus 16 literature exhibits. Unfortunately, the only exhibits I managed to view were the

Figure 11 56 - Stamp News

Figure 10 ones I mounted but I know several collectors mentioned to me that there was a great range of exhibits. The overall standard was quite high with 16 large gold medals and 30 gold medals being awarded. Postal history was by far the largest FIP class. Viewing an exhibition like this one certainly helps your philatelic knowledge. At the point end of the competition, the Grands Prix, had an Australian exhibitor in each category. The two nominees for the Grand Prix National were Masayasu Nagai from Japan with his traditional exhibit “Private Printing Period in Victoria 18501859” and Alan Grey from Australia with his postal history exhibit “Postage to Collect for Australian

Philatelic Development Officer, APF Colonial Mail”. In a close contest the award went to Masayasu Nagai shown in Figure 12 with Glen Stafford the APF President and a picture of his prize. The Grand Prix International was a contest between Geoff Lewis from Australia with his postal history exhibit of “Stampless Mail Entering Spain” and Choon Koshpasharin from Thailand and his exhibit “Postal History of Netherlands Indies 1730-1870”. On this occasion, Geoff Lewis won the prize, his second Grand Prix - the other being in 1986 at Australia’s last FIAP exhibition. Figure 13 shows Geoff with Stephanie Bromser, Chair of the Organising Committee, and a picture of the prize. Finally came the Grand Prix D’Honneur for the best exhibit in the Championship Class. On this occasion the two nominations were Prasarporn Eksombatchai from Thailand with his traditional exhibit “Siam 1899-1910: The Giesecke and Devrient Printings”, and John Sinfield from Australia with his exhibit “Panama Republic Postal Stationery till 1940”. Both were very worthy nominations and the winner was Prasarporn Eksombatchai. Figure 14 shows the Thailand commissioner Charnchai Karnasuta with Bernie Beston, who is currently a Vicepresident of the FIP and a picture of the prize. To his right is Prakob Chirakiti the FIAP coordinator for the exhibition, also from Thailand.

Volunteers

No exhibition runs well without volunteers and I would like to thank all those who helped make Mel-

bourne 2017 a success. David Figg was the volunteer coordinator and he had quite a job slotting in volunteers into three hour stints across multiple sites over four days. We needed volunteers on the ticket gate, the entrance, youth and adult collecting area, the APF and Melbourne 2017 stands, the literature and more. Most volunteers put in multiple shifts and without them the exhibition would not have happened, so thank you to all.

The Pulldown

Exhibitions can be quite exhausting and the last thing you want to do at the end of an exhibition is pull it down. In this case, the exhibition (frames and exhibits) took two days to put up and I wondered how we would get it down on the Sunday evening. As it turned out I shouldn’t have worried. The exhibits were closed off at 1pm and once the bin room was reorganised the exhibits started to come down. Once sections were clear the removal crew started to take down the frames and load the containers. A few more crew were paid for which meant the team leaders were not required to stack the containers. This meant that the exhibits were pulled down, exhibits returned and all frames were locked in the containers by 7.30pm. All round a very fast job. I look forward to the next exhibition. The large “MELBOURNE 2017” Stamp Expo finalised in April, and from all accounts it was an overwhelming success. Watson told me - “Did you know that Japanese POWs at Cowra in NSW staged the biggest mass escape in Australia during WWII? More than 200 of them were shot & killed. Now there’s a story. Because capture was a fate worse than death for the honour-bound Japanese, mail from Japanese POWs in Australia is completely unknown.” “However, Neil Russell’s collection includes an extremely rare 5d airmail lettersheet from a civilian internee at the Loveday Camps in South Australia. Catalogued at $10,000 in the ACSC, this is widely believed to be the only example in captivity. Despite having a light stain on the address panel, I expect the estimate of $5,000 will attract plenty of interest” Watson concluded.

Fahour and his Fat Cat top tier of also hopeless mega paid Executives, tried cunningly to hide their wages from the public and the Parliament this year, but were caught red handed, and exposed. The national outrage that followed sealed his fate. Fahour was getting paid for years, TEN times what the Postmaster General of the USA gets. Fahour was a disaster for our Post Office. Appointing a BANKER who knew nothing whatever about a postal system, and paying him $5.6 million a YEAR as per his most recent disclosed salary, was obscene. Ahmed Fahour also ensured HE got fully accepted into the once mega generous Australia Post Staff Superannuation scheme - and then closed that door for all other employees in future. Lovely chap.

His superannuation payout down the track will also be massive. All Fahour did was crank up postal rates massively - in a few short years a first class domestic letter went from 60¢ to $1.50, and all parcel and overseas rates skyrocketed as well, along with add on services and packing products. Many HOURS of each week is now spend by me, and other mail order dealers, patiently explaining to clients that their missing mail pieces have nothing to do with us. But are entirely down to the barely functioning Australia Post mail system Fahour oversees. It never USED to occur, and I’ve been doing this for near 40 years. I mailed a rare 1919 Ross Smith Airmail Vignette stamp to a regular Melbourne client in NOVEMBER 2016 by Registered Mail. He paid in full, paid the high insurance fee, and waited patiently. And waited and waited and waited. This story below seems like it is “B Grade” fiction script, but sadly, it all really occurred. Two MONTHS after I mailed it Registered, the sending arrived

Post Office Massive Black Hole. unopened back in my street letter box late January. No signature sought by the Post Office. Nothing on the tracking to show it even got delivered back. Appalling. Lucky I am honest. So I enclosed the original sending in a larger PostPack heavy duty mailer, added a bland $2 stamp to make sure it was not stolen for the pretty stamps, and re-sent it Registered, January 30. The “3082” postcode for Mill Park Melbourne is correct and clearly written as all can see. I even wrote it again in large red numbers as these $500 million Fahour non-functioning sorting machines seem to routinely read postcodes wrong. Again it totally vanished into the AP Black Hole for 2 an-

other months. A $10,000 stamp - missing again. I frankly assumed it had been stolen or lost. Inexcusably the quite hopeless and farcical Post Office Registration label fee compensation has been UNCHANGED for over half a century, literally at $100 Maximum. Despite the Registered Mail fee being literally hiked TWENTY fold during that time. Much more on that here tinyurl.com/GlenFeb A month later, I phoned AP to speak to the Drones there on the “UnHelp Line”, who are totally clueless, and cheerfully advised me it had been lodged January 30. I knew that of course. “Where it is NOW?”. “We have absolutely no idea Sir, have a nice day”. That was the end of that. A MONTH later it turns up back in my PO Box for signature! No tracking events as you can see for 2 months.

The letter NEVER left Sydney!

Market Matters shown nearby clearly proves the letter never left NSW!! It clearly never went near Victoria. HOW these dopes can deliver it back to SENDER after 2 months, only Mr Fahour can advise us. Both sides of the mailing piece are shown nearby. Does anyone agree it was not correctly addressed? Now remember this client paid me $10,000, plus insurance in NOVEMBER. By late March, 5 months later it is STILL in NSW, and he has never seen it. Let me ask you, if you bought something from a dealer for $10,000, and still had not received it 5 months later, how would YOU be Solution to AP - deliver goods in person! feeling? Glen Stephens same time for a long delay of his sending, for being “incompetent” and cancelled all future orders. He could see from tracking data his envelope was mailed when I stated. His choice of course, but sad that Post Office inefficiency is causing small businesses all over the country to lose good clients through NO fault of their own. AP really should be accountable.

Stolen Stamp makes it home at last.

Another example of how Registered mail gets stolen from Australia Post, is the 5/- Kangaroo stamp shown nearby. It is a superb looking 1913, 5/- Kangaroo with interpanneau margin piece, and postally cancelled with an “English Mail” TPO cancel, as you can see. A real gem. Kangaroo hops back to owner! A lovely stamp that I sold 3 years back to an Adelaide collecAnyway a “Good News” story in this era of bad tor for several $100s, who collects news near everywhere - he is lucky I am honest, and “English Mail” TPO cancels, and this was to hold pride of place stamp in his collection. I mailed it to such a delightful looking stamp finding its way back home is great to see. Dan is a stampboards member, him Registered Post. It never arrived. Eventually and has confirmed on there it FINALLY reached I paid him the $100 PO Compensation value, and him this month, so a happy ending all round, to apologised for the AP slackness. close off this month’s column. Because it was SUCH a distinctive looking stamp, I decided to start a discussion on this on stampboards, urging folks to keep an eye out for it, Glen Stephens has written monthly ‘Stamp Tipster’ in case it ever turned up in Auction or on ebay etc, Columns for over 30 years - globally. A vast library and hopefully track it down. That thread is here, and of his past articles and photos are found at – is very interesting reading - tinyurl.com/TPO5sh www.glenstephens.com/column.html Strange story, but some guys bought over some stamps for me to buy this month, mostly common kiloware, and this stamp was among them. I bought the stamps and mailed it free to the original buyer 4 The Tor Walk, Castlecrag, NSW, 2068 who was delighted. He is the CEO of Scouting Ph: 02 9958 1333 South Australia, and I am sure their motto of “BE email: glen@glenstephens.com PREPARED” was put to the test, when he heard Website: www.glenstephens.com the news!
