This ‘MyStamps’ promotion runs from 16 December 2019 to 31 March 2020. You have a choice of 81 variations (see table): 9 different shapes and 9 values. A square or rectangular shape is not an option. The stamps are all diecut self-adhesives with simulated perforations. The printing fee for having your picture on a strange-shaped stamp is 65c per stamp or $13 per sheet. If you cannot get to a selected Post Office, you may go to Australia Post’s website and order the sheets online. Note that some of the advertisements for these P-Stamps incorrectly showed them with $1.00 values. With most people no longer posting paper letters one wonders, as Australia Post slips towards its ‘Kodak Disruption Moment’, who it is targeting with this innovation. Stamp collectors have little interest in modern postage stamps. The stamp design and production departments will quickly become redundant if all stamps 8 - Stamp News

Monaco’s Golden Age For the first seventy years or so after the release of the Penny Black in 1840, most nations depicted their king or president on their postage stamps. Others used the national coat of arms or just a numeral to indicate the denomination of the stamp. This was very much the case in the tiny principality of Monaco on the French Riviera. Monaco’s first postage stamps were released in 1885 and the first issue with a local design only appeared in 1919. The late 1800s and early 1900s were the heyday of poster stamps. These decorative labels were generally printed to advertise various exhibitions and other events. Monaco was no exception in this regard and the principality had a lot to advertise. During the long gone era described in this story, Prince Albert I was the ruler of the miniscule state. He has come down in history as an accomplished seaman but more about that later. At the time Monaco was an important tourist

destination attracting the rich and famous who spent the winter season on the Riviera to get away from the generally cold and rainy weather in the northern part of Europe. Monaco could offer a mild climate with lots of sunshine. Another attraction was the casino which provided a lot of excitement for visitors. Tourists are demanding people who want value for their money. They wanted to be entertained and they craved for adventure. Many wanted to indulge in their favourite sports and generally the more exclusive varieties. At the start of the 20th century, motor cars were still rather uncommon but interest was big. Monaco targeted the more affluent visitors and there were many who were fascinated by this new means of locomotion. The very first Monte Carly Rally was organised in January 1911. It has since been held on an annual basis starting in different European

Christer Brunström cities and finishing in Monte Carlo. In the early years this was mainly an event for tourists but today it is a highly professional events attracting the world’s top rally drivers. Several poster stamps were produced for 1912 edition of the rally. They depict some motor cars, a scene of Monaco and a half-naked beauty. The luxury edition of the poster stamp issue also included the head of Prince Albert I. It is shown in Fig. 1. In the month of February the featured activity was clay-pigeon shooting. This is quite a popular sport for those who enjoy shooting. The stamp in Fig. 2 was produced for the event in February 1909. The winner received a cash prize of 20.000 francs if we are to believe the text on the poster stamp. I am sure that this event attracted quite a few wealthy visitors to Monaco. My rather modest collection of classic Monacan
poster stamps does not include any issue for the month of March but motor boat races were a recurring feature in April. In Fig. 3 one of the poster stamps printed for the 1907 event is shown. In connection with the 1907 motor boat races, an exhibition of motorboats was also held in the principality. The poster stamp advertising this event (Fig. 4) features the prince and the coat of arms of Monaco. Today, of course, the ports of Monaco are packed with luxury boats one bigger and more expensive than the other. In May festivities were organised in the principality to celebrate the arrival of spring. In 1914 the event lasted for nine days starting on May 9th. One really wonders if the participants were conscious of the fact the World War I would break out in only a few months’ time. In 1914 Monaco was still a small town with

Monaco’s Golden Age lots of parks and lush greenery. In the background on the poster stamp (Fig. 5) we can see the casino which traditionally provided much of the revenue for the tiny state. Today there is nothing small town about Monaco. The country is packed with high-rise apartment and office buildings and the number of buildings which have been squeezed into such a tiny area is really astonishing. Prince Albert took a strong interest in exploring the oceans and the Polar Regions and he participated in several expeditions. He certainly was one of the driving forces behind the creation of the Oceanographic Museum in Monaco. It is well-known for its fantastic aquarium with fish species from the Mediterranean and other parts of the world.
Poster stamps were of course printed to announce the opening of the new museum in 1910. The illustrated stamp (Fig. 6) gives a good picture of the museum as it towers high above the Mediterranean Sea on the rock of Monaco. It is open to visitors throughout the year. After World War I Monaco changed its new issue policies releasing a steady flow of stamps featuring sights and significant events in the principality. Monaco still hosts a vast number of annual events to attract tourists and visitors throughout the year. The readers of this magazine would probably enjoy a visit to the MonacoPhil exhibition which is held every two years and which attracts philatelists from all over the world for a few days in late November or early December.

The spread of the coronavirus is likely to impact significantly on importers and consumers internationally, warns the international courier services expert ParcelHero. It says restrictions on shipments and compulsory factory closures in China’s Hubei province, which is at the centre of the coronavirus outbreak, will mean significant delays on items from this important Chinese manufacturing area. And it cautions concern is spreading worldwide about the potential dangers of receiving parcels from Hubei. Explains ParcelHero’s head of consumer research: “Over 50 cases of the coronavirus have been confirmed outside mainland China, including in the USA, Australia, France and Thailand. Fears about the spread of the virus beyond China through parcels shipments have been expressed in many key China export markets such as the USA and Malaysia. A US laboratory chemist who received a parcel mailed via China Post’s Wuhan facility complained to the United Stated Postal Service that such parcels could potentially spread disease ‘depending on the contents of the package’. Alarm in Malaysia has become so great that its Deputy Director of the Ministry of Health, Dr Li Guozhong, was forced to made a statement to Malaysia’s national newspaper, saying that it takes more than 24 hours for a package to be shipped from China to Malaysia, so the risk of the Wuhan pneumonia virus passing through the package is low.”

“Our live international courier services guide is not currently showing significant material delays in shipments to or from China, but we expect the situation to change. China itself has been forced to act over the concerns of shoppers in its key export markets. China Post’s Express Mail Service (EMS) announced on Sunday that it will delay shipping orders to disinfect goods. EMS said: “To ensure the public’s safety, we will ‘double-disinfect’ the parcels and the vehicles that will go through Wuhan, delaying the shipping progress.” Though the risk of contamination from parcels seems minimal according to most experts, the outbreak is still a serious problem for importers and consumers; as manufacturers are being forced to extend their Chinese New Year closures, and further postal crackdowns are introduced. ‘Wuhan is at the epicentre of the outbreak and is the largest of 14 cities in Hubei to have been cut off from all travel. The area is a key manufacturing centre: 47% of its economy is industrial production. That means many of the Chinese products consumers purchase on eBay are likely to be produced in the region; while many traders who source their stock from the Chinese B2B online wholesaler Alibaba and its B2C arm AliExpress are also likely to be impacted.’

The answer is No. The transmission of novel coronavirus requires such media as droplet, fecal-oral and contact. Even if your overseas package is sent by an infected person, the package itself is not a transmission medium, not to mention the virus just cannot survive in the long-distance shipment; Novel coronaviruses can only survive in certain conditions and they will die soon once leaving the hosts, such as human body. There is no evidence to support the transmission of the novel coronavirus via packages shipped from China. Reported at https://about.usps.com/ In order to prevent the risk of further transmission and spreading of the novel coronavirus, China Post has been instructed by the Chinese government to disinfect all mails destined to or transiting via Wuhan at its processing centre. For international mail (letter-post, parcel-post and EMS items) destined for Hubei Province (postcodes 430000–449999), China Post will contact the addressee by telephone before delivery to ask about their delivery preferences. The mail can either be temporarily stored at the postal outlet, or made available for pick-up from the outlet, or delivered to a smart parcel locker, or delivered by other non-faceto-face methods.
Letter, parcels and, crucially, thousands of packages of surgical masks that have piled up over the past week will soon be back on the move with the resumption of limited postal services on Monday. As thousands of Hongkongers queued up across the city on Saturday in hopes of scoring free masks amid an ongoing shortage, officials confirmed post offices will be reopening, albeit with a truncated delivery schedule and shortened hours. Post offices will be open between 11am and 3pm on weekdays, and between 9.30am and 1pm on Saturday, something likely to create longer queues and waiting times at service counters. Mail will be delivered and collected from posting boxes on alternate days, while the post office’s Speedpost service, will continue a Monday through Saturday schedule. General mail delivery and post office counter services were suspended following the Lunar New Year holiday amid growing worries over the coronavirus outbreak. Since service was suspended, more than 18,000 parcels and pieces of mail from the Speedpost service alone have accumulated at Hong Kong’s air mail centre, according to Union of Hong Kong Post Office Employees. About 5,600 of those packages contained face masks according to customs declarations. Because postal services in many other countries including Japan and Korea operated normally throughout the Lunar New Year holiday, although it was a public holiday in Hong Kong without delivery services, many inbound Speedpost mails and parcels have been backlogged at the air mail centre for days. Until air travel normalises, don’t try to send mail to China. Most flights between SA and China rely on regional transfers in places like Hong Kong, which are reducing flights fast. “The post office has advised customers who intend to post items to China to wait until transport connections to the Chinese city are restored,” the SA Government News Agency said. The SAPO also warned that customers expecting mail or packages from China should note “that they are likely to be delayed, as the airline connections to and from China have been suspended.” The coronavirus that originated in Wuhan is not thought to spread via contact with objects handled by infected people – such as mail – but only by contact with droplets from the respiratory system and, possibly, faeces. But passenger plane flights to and from the Chinese mainland have been scaled back significantly. There are few passenger flights directly between Chinese and South African cities; mail aboard passenger liners will typically be carried on flights that connect via Hong Kong, Thailand, or other hubs in the region. The announcement also said that receiving and dispatching postal items whose destination is China has also been suspended until further notice.

Reported at https://www.total-croatia-news.com Croatian Post informed its disgruntled users recently that there might be difficulties in delivering shipments from the People’s Republic of China to the Republic of Croatia, and the reason appears to be related to the concerning coronavirus outbreak. Much has been written here in Croatia about the virus after a bus carrying 300 people from Wuhan itself, where coronavirus broke out, crossed the border at Bregana into Croatia, apparently without any issue at all. Croatian Post stated that it received information from several airlines - KLM, Lufthansa LH and Turkish Airlines - that “to prevent the spread of coronavirus,’’ flights from the People’s Republic of China to Croatia will not continue to operate for the foreseeable future, until coronavirus is brought under control. Croatian Post’s website notes the decision will affect normal postal services in the exchange of parcels between Croatia and China, so they ask the users of their services to understand.

The Liegnitz Plot is a new documentary about the search for valuable stamps stolen from Jews in World War II by a Nazi officer and hidden in Poland. A team of American documentary filmmakers are closing in on a valuable stamp collection stolen from Jews after being sent to their deaths in the Holocaust. Five years ago, their search took them to a residential building in Legnica in Lower Silesia where they believe the cache is hidden in the basement. However, after misleading residents as to their true intentions, they were asked to leave. Now, regretting this they are asking the people of the town for help. The filmmakers believe the stamps were hidden at the end of the war by a major called Rudolph Wahlmann. As a passionate philatelist, he had been given the job of sifting through stamp collections that had been found by specialist commandos that searched the Warsaw and Łódź ghettos after their residents had been sent to the gas chambers of Treblinka, Kulmhof and Auschwitz-Birkenau. His task was to find the most valuable stamps and send them to Berlin. Instead, he hid the best stamps under the ribbon of his hat. As the Red Army approached, he hid his loot in the basement of his home in Liegnitz. When the town became Legnica after the war, he was unable to recover the stamps. Seventy years later, American scriptwriter and stamp collector Gary Gilbert heard about the treasure from an aged friend who gave him a faded photocopy of a map of Liegnitz and old photo of two young girls outside the building where the cache was supposed to be hidden. Armed with these clues and only knowing that the officer’s initials were R.W. he set of for Poland and found the building exactly where the map placed it. Further searching put him in contact with the officer’s children and grandchildren, which helped him identify the officer as Rudolph Wahlmann. This search led to the even more sinister discovery that the major’s brother was Adolf Wahlmann,
a German war criminal who from 1942 to 1945 headed the Hadamar State Medical Center, where thousands of disabled and mentally ill people were murdered as part of the National Socialist euthanasia programme. When Gilbert returned home to the US, he resolved to return one day and find the stamps and return them to their owners. “I thought if I found one owner and gave him one stamp, it would be worth my effort,” he said in Legnica on Thursday. Gilbert got in touch with a couple of award-winning documentary filmmakers, Dan Sturman and Dylan Nelson, and the three of them decided to make a film about the search and, hopefully, the discovery of the stamps, called The Liegnitz Plot. To get access to the basement of the building at ul. Tatarska1 the filmmakers deceived the residents by telling them that they were shooting a romance movie. The ruse soon came to light when residents noticed the film crew using geo physics radar equipment and shovels. “We didn’t want to reveal the truth because we were afraid we might attract crowds of treasure hunters. The American crew got the backing of the Auschwitz Museum and assured that they intended to return the found property to the owners or their heirs, and if that was not possible then they would give what they found to a local museum in Legnica. None of these assurances placated the intransigent locals. They were even offered money but refused it and they did not let the film crew back into the building, saying that they felt cheated. Now, the door to the building has been locked and monitoring cameras have been installed. Residents have stated that they do not intend to carry out the search on their own. Even though the filmmakers have said that regret concealing the truth from the residents, the stalemate remains. With limited options, Sturman put out an appeal on Thursday, saying: “We hope that publicising the story will help us to communicate with the residents and allow us to continue work on the film and the further search for the treasure.” “We still hope that the residents of the building Stamp News - 21

North Korea may not be issuing anti-American stamps this year, a possible sign the regime is interested in resuming dialogue with the United States, according to a South Korean analyst. Analyst, Lee Sang-hyun, who has visited the North and has previously organized an exhibit of North Korean stamps in the South, said North Korea’s political stamps for 2020 refer to domestic anniversaries, including birthdays of former leader Kim Il Sung and Kim Jong Il. Other stamps mark anniversaries of “revolution” and “liberation,” Lee said. The decision to not issue anti-American stamps is a break from past practice. From 2015 to 2018, the Kim Jong Un regime issued anti-American stamps that included “colourful rhetoric” about the United States, according to the report. In 2018,North Korea changed strategy and Kim Jong Un held landmark summits with U.S. President Donald Trump, South Korea’s Moon Jae-in and Chinese leader Xi Jinping. Cuba picks up the trade

This was announced this Tuesday by the Correos Vice President, who explained that a study of opportunities for the sale of these products to other nations is already underway. He said it is an “item with a high demand in the international market,” but “failed to refer to the countries to which they will exported,” it was reported. There was now information on the other “philatelic products,” beyond the stamps, Correos de Cuba plans to export, although that broad definition includes envelopes, postcards and other documents of interest to philatelic collectors and experts. In the meeting with the press, it was also announced that the 805 post offices in Cuba will be computerized by 2021.

Postal Stationery Welcome to the postal stationery column for March 2020. This month’s column looks at the February 2020 issue of the Postal Stationery Collector, new postal stationery catalogues, new issues from Australia Post and forthcoming exhibitions. Postal Stationery Collector February 2020 The February 2020 issue of the Postal Stationery Collector, the Journal of the Postal Stationery Society of Australia includes articles on A. Eugene Michel – Some Further Information by Mark Diserio, Australia KGV 1d Red ‘Wilby’ Embossed Design Die 2 (BW EP8, ES29e and PS9a) by Mark Diserio, the second part of Wayne Menu’s article on Military Postal Stationery of Australia (Figure 1), Scarce Examples of Private Overprinting on Post Office Postal Stationery Wrappers by John Courtis and Christmas Island Aerorgammes 1990-1991: 1990 Christmas Aerogramme by Ian McMahon as well as the usual columns: PSSA Forum, Listing of Australian Non-Denominated Postal Stationery, Literature and New Issues. International stamped envelopes. Two international stamped envelopes were issued on 30 September 2019 depicting Indigenous Art. The C4 envelope (229mm x 324mm) featured Watiya and Putipulawa by Marlee Napurrula. The DL envelope (Figure 2) shows Spears at Ualki by Kumuntjai Napurrula. Formular and Pre-Paid Parcel Post and Express Post Satchels Following the changes to the parcel and express post satchel charges based on Australia Post marketing ‘If it packs it posts’, a new range of formular parcel (Figure 3) and express (Figure 4) post satchels were issued in small, medium, large and extra-large sizes. For each size a ‘flat rate’ of postage needs to be paid for up to 5 kg. Before use, a postage counter label needed to be added to the satchels. In addition, a similar range of other stationery including boxes was introduced. All have a clear statement that ‘IMPORTANT Postage not paid No delivery without payment Affix postage paid label here.’ (Figure 5) A new range of postal stationery (ie pre-paid) parcel (Figure 6) and express (Figure 7) post satchels was also issued in the same range of sizes. All pre-pay up to 5 kg. Earlier express and parcel post satchels are now valid for up to 5 kg regardless of the weight indicated on the satchel. Istanbul International Reply Coupon Australia Post has now released a standard version (Figure 8) of the ‘Istanbul’ International Reply Coupon (IRC) to replace the commemorate version issued by Australia in 2018 and recorded in this column in March 2018. The IRC is valid until 31 December 2021. Fauna Postcards Four postcards were issued on 16 December 2019 depicting Australian fauna, a wombat, an echidna, a sugar glider (Figure 9) and a koala each selling for $2.40. Published by the British Society of Australian Philately (BSAP) Alan Griffiths has formed an extensive collection of Queensland postal stationery including much archival material and many rare items including some that came from the Ron Butler collection which was exhibited at Australia 99 and included a part proof of the 1898 pictorial postcards with 15 of the 17 known views. This monograph has been published to complement the sale of the collection. The monograph has chapters on postcards, 28 - Stamp News
wrappers, lettercards, registration envelopes and STO envelopes with the material arranged chronologically in each chapter. Seven appendices cover formular registration envelopes, the reply cards split and used as single cards in 1913, telegraph postal stationery, a brief comment on postal notes (postal stationery with an impressed stamp paying the fee for the postal note service), a brief outline of the Queensland Intelligence and Tourist Bureau unstamped picture postcards, official unstamped stationery, and wrapper guillotine lines. The monograph is not a catalogue listing and does not include prices. It draws heavily from Collas’s publication on Queensland Postal Stationery. Many proofs, essays and rare items are illustrated. Webb’s Postal Stationery Catalogue of Canada and Newfoundland Postal Stationery 8th Edition 2019. Edited by William Walton and Earle Covert Published by Unitrade, Canada. Since its first publication in 1971, the postal stationery catalogue of Canada and Newfoundland, originally edited by Jim Webb, has been the definitive work on Canada’s extensive postal stationery issues. When Jim Webb passed away his work was taken over by the current editors, William Walton and Earle Covert (from the 5th Edition). It is 19 years since the publication of the 7th edition of the Webb’s Catalogue and in that time, there has been very many new discoveries and many new issues. It is not surprising then that there are many significant changes including a new numbering system. As the editors comment: The numbering system Jim Webb developed for his first edition worked well, but has become increasingly cumbersome as countless new discoveries have been made and added to the listings. We reluctantly concluded, as we ran out of letters to fit under major numbers, that the time had come to correct this. The headaches involved for collectors (including ourselves) and dealers are obvious, but with time the new numbers will become familiar - old time collectors will remember the need to convert from Holmes numbers to the new Webb numbers. Our rationale with regular issue items has been to assign sep-

In fact, it has never made sense to us that (for example) cards available with no heading, English heading, and bilingual heading, or envelopes available in #8 and #10 sizes, would be listed with the same basic number, using letters beneath to record the different forms. Now all such items have their own number, as do major varieties such as the letter card capital C handstamps. A concordance from old Webb numbers to the new is provided on page 461. There are many price changes, based, where possible, on the marketplace including auction realisations and advice from dealers. The Catalogue (Figure 13) is now in colour, has 482 pages and is spiral bound. Compared to many other catalogues the editors have ensured it is well illustrated: And we have continued our liberal use of illustrations. This is a visual hobby, and it’s more fun to see things. We have also found that visual points of comparison bring new varieties to light, when collectors see that something, they own is not quite the same as what is pictured. The Postcard Factory Card listings have been substantially expanded. As expected, the Catalogue Stamp News - 29
Postal Stationery covers the envelopes, postcards, lettercards, lettersheets, postbands and wrappers, aerogrammes and the sole registered envelope. What is unusual about this catalogue though is its detailed specialised listings. These include the many items of private order and official postal stationery but also listings of postal stationery with privately added views and printing such as the postcards used by the Canadian railway and steamship companies which often have attractive views printed on the front as well as those used by express and money order companies. While not variations in the postal stationery itself, these items are very popular with many collectors. Also, of special note are the listings of private precancels, private rouletting (of postcards sold in sheets), special event envelopes, Santa Claus envelopes and the Hechler bogus unofficial overprints. One of the Catalogue’s particular strong points is the listing of essays and proofs (Figure 14) which is unusually detailed. A list of Specimen items has been added in this edition. One thing missing from this edition is the listing of ‘Canada Premium Products’, modern Xpresspost and similar items. These have been omitted to prevent the Catalogue becoming unwieldly. namely variations in the width of red and blue lines, as separated by the white spacing; the font; the size of central oval and the shade of blue The New York label also appears to be slightly smaller than the Australian one. After speaking to a Melbourne-based cinderella and revenue enthusiast, who had more than five decades of collecting experience, I was informed that the New York exhibition cinderella was designed and produced following an unauthorised adoption of the design of the Australian one and, in the 1930s, this caused some concern. However, the dates printed on the New York label are nearly 6 months earlier than the Australian one. The earliest example I have on the Australian label tied to a cover is August 3rd, 1936, nearly three months prior to the event. A pertinent question therefore remains: which label was produced first?
Seventh Australasian Philatelic Exhibition
October 5 to 7 in 1937 saw Melbourne host an Airmail Exhibition, and this was organised and executed by the Airmail Society of Australia, which was formed in September 1931 to “foster and stimulate the hobby of aerophilately.” The event also showcased general air-transport items of interest, including model planes. To help mark this occasion, a commemorative label was issued featuring an aeroplane, clouds, and prominent rays of sunshine. The labels were designed by Melbourne Philatelist Mr. Charles Fawcett and they were printed by a newspaper company based in Fitzroy. They were printed in sheetlets of four, which each individual label measuring 30mm x 44mm and perforated 11 (the sheets, in turn, measured 81mm x 107mm). Four different colours were issued: blue/white, red/ white, green/white, brown/white. Each cinderella featured the text: AIRMAIL EXHIBITION / Oct. 5, 6, 7 – 1937 / TOWN HALL MELBOURNE . VIC. AUSTRALIA, and the bottom margin of each sheetlet features the text: CONDUCTED BY THE AIR MAIL SOCIETY OF AUSTRALIA. An example of the green variety is featured in Figure 4. Welcome to the March edition of Cinderella Corner. This edition extends the discussion concerning the frequently studied and widely celebrated area of ‘Australian Philatelic Exhibitions’. It will closely explore cinderella labels issued from 1936 to 1938 and, akin to last month’s piece, occasionally draws upon information sourced in Robert J. Kennedy’s 1988 Handbook of Australian & New Zealand Philatelic Exhibitions. This excellent reference document studies a range of non-postal items from Australian and New Zealand philatelic exhibitions extending from 1911 to 1988, including souvenir sheets and cinderellas, and these are coupled with several black and white images. A second volume was then late released. May’s Cinderella Corner will then continue the narrative and explore those labels issued for Australian Philatelic Exhibitions from 1947 to 1952.
The Seventh Australasian Philatelic Exhibition was held in the Adelaide Public Library Lecture Room from 20 to 23 October 1936. A commemorative label was issued for the event, as illustrated in Figure 1. Measuring 46mm by 32mm and imperforate on all four sides, it bears the text: Seventh Australasian Philatelic Exhibition / Adelaide Public Library Rooms / Oct. 20th to 23rd 1936. It also appears that Postal Stationery items sold over the four days were rather popular with collectors and attendees. The label is often found affixed to covers designed to commemorate the exhibition, along with specially created registration labels. One example is illustrated in Figure 2. Of more interest, however, is the strikingly similar cinderella illustrated in Figure 3 that advertises the Third International Philatelic Exhibition. This American label bears the text: Third International Exhibition – New York Grand Central Palace – May 9th to 17th 1936. There are only a few notable differences between the two labels,

versions of the four sheetlets issued, and these are much scarcer than the perforated ones. An example of the imperforate blue variety is illustrated in Figure 5.
Sydney Philatelic Exhibition
The year 1938 saw a multitude of cinderella labels issued nationwide to help commemorate Australia’s sesquicentennial year, including those released to celebrate Australia’s different states and major cities and events (i.e., the arrival of the First Fleet). To help mark this occasion, a Philatelic Exhibition was held, in Sydney, from 4 to 6 March. This event was guarded with significant police presence as it displayed
collections of stamps with a collective value of over £500,000. The cinderella illustrated in Figure 6 was designed by T. J. Montgomery-Campbell from a sketch supplied by Hunter McRae, who at the time served as the Exhibition Secretary. It was then produced by the Exhibition Council Committee for the event and sold, from 15 July 1937, for 6d a dozen or 1/- per sheet. Measuring 50mm x 38mm, multi-coloured blue, black and red, and perforate 11, it features the text: AUSTRALIA’S ANNIVERSARY 1788 – 1938 / H.M.S. SIRIUS ARRIVES AT FARM COVE 1788 WITH CAPTAIN PHILLIP / PHILATELIC EXHIBITION SYDNEY APRIL 1938. The mentioned Captain Arthur Phillip (1738 – 1814) was a Royal Navy officer and the first appointed Governor of New South Wales. The label was printed in sheets of 24 (4 x 6), as illustrated in Figure 7 and 8. Of note, there were significant variations in the size of the margins, and the two illustrated complete sheets seem to represent the two extreme differences that were available (the sheet illustrated in Figure 7 measures 219mm x 245mm; the sheet illustrated in Figure 8 measures 230mm x 293mm). An example of the bottom part of one sheet signed by Hunter McRae, the Exhibition Secretary, is illustrated in Figure 9. A much scarcer imperforate

An interesting colour print error identified in Sydney Philatelic Exhibition cinderella is illustrated in the block of four presented in Figure 11. This demonstrates a profound shift in the orange in two of the four labels. Finally, an observed printing flaw is presented in Figure 12. The top label in this pair illustrates a brig on the far-left ship with a westward pennant flying. This appears as a consistent flaw on complete sheets at positions R2C1 and R2C3.
Queensland Philatelic Society
The year 1938 also saw philatelic celebrations held in Queensland, with the Queensland Philatelic Society holding its second Philatelic Exhibition, which ran in Brisbane from 28 to 30 September. To help commemorate this event, a cinderella label was issued in three colour pairs: red and black, blue and black, and tan and black. A collective image of the three colour types is illustrated in Figure 13. Each label measures 37mm x 54mm with 11 perforations on all four sides. They each feature the image of a koala bear in a gum tree along with the text: QUEENSLAND PHILATELIC SOCIETY BRISBANE / 28th – 30th SEPT. 1938. It was reported that a total of 1,500 sheets were printed (500 of each colour). Each sheet measures 145mm x 114mm and features six of the labels (2 x 3). An example of the red and black sheet is illustrated in Figure 14. Some of the sheets were also issued imperforate, and these are much scarcer. Most of these imperforate sheets appear to be signed by Saville Hodge Sheard (1880 – 1949), the then president of the Queensland Philatelic Society and prominent stamp collector. Queensland Philatelic Society Secretary. An example of the blue and black imperforate sheet, with signature, is illustrated in Figure 15. Significant variations in the blue shading on the blue and black label have also been noted and may indicate different printings. April’s Cinderella Corner will continue to explore the narrative of the cinderellas issued to commemorate some of the earlier pre-decimal Australian philatelic exhibition events from 1947 to 1952, inclusive. Any further information about those explored in this current issue would be most appreciated.

Douglas Wilkie (1909 – 10 April 2002) was a respected columnist for The Sun News-Pictorial (Australia). The son of travelling Shakespearean actors Allan Wilkie and Frediswyde Hunter-Watts, he began his newspaper career as a copy boy with the Hobart Mercury. This period was followed by Sir Keith Murdoch appointing him as Geelong correspondent for The Herald. Wilkie is best remembered for his political commentary for The Sun News-Pictorial for which he wrote during 1946–1986. Philip C. Horton was a professor of public diplomacy at the Fletcher School of Law and Diplomacy before his retirement in 1977. He was born in Providence, Rhode Island and was a graduate of Princeton. He taught English at Harvard and served as curator of poetry at Harvard’s Widener Library from 1937 to 1942. During World War II he served in the Office of Strategic Services in Washington, London, Germany and Paris. In 1946 he became the first station chief in Paris of the Central Intelligence Agency. In 1947 he joined Time magazine as an associate editor and two years later left for The Reporter, where he became executive editor, a post he held until the magazine ceased publication in 1969. The attractive, and believed UNIQUE Block 4 of this RARE SG listed shade, with the Interpanneau Gutter lines, the solid colour of which shows this deeper than usual colour, of this tiny printing in it, very strikingly, as you can see. Ex Jack Kilfoyle and Arthur Gray (Lot 352) who both respectively owned THE two finest Kangaroos stamp collections EVER formed. Fresh and flat and bright, and genuine MUH on 3 units (the both lower pair MUH) Very lightest hinge touch on the other stamp #1, and small hinge remain in top margin. Was tempted to split this into 2 horizontal pairs, one fresh MUH, (for $A5,000!) but to break up such an historic piece would be truly Philatelic Vandalism! And regummers can’t do margin blocks of course, so keeping this intact makes perfect sense. Even a single MUH, on this 105 year Emergency Issue, on KGV paper is rare - with huge cat. De La Rue printing, clean FU. Neat upright dated cancel of ‘’LONDON - JAN 13 - 05”’. SG 266, cat £1,235 = $2,450 for well centred light cancel used, which this very clearly is. Fantastic perfs and centering for these massive stamps - 4 or 5 times the size of the lower values. Introducing the Australian Philatelic Federation First Day Cover Exhibiting In Australia First day cover collecting has been around for over 100 years, but it was not until the late 1930s, and early 1950s when first day cover collecting started to grow. William Rundell, a postal clerk at the Melbourne GPO and well-known philatelist, may have the claim of being the first collector to have produced first day covers. Rundell produced first day covers of Victoria from 1899 to 1901. Figure 1 shows a Victoria 1899 First Day Cover (FDC) produced by Rundell. Keen stamp collectors bought new stamps at the Post Office, put them on clean white blank envelopes and posted them to get a first day-of-issue cancellation. In later years, collectors made it clear that they preferred their first-day covers with cachets. A cachet is an informative illustration usually on the left-hand side of an envelope. Victoria 1899 about the featured stamp. 2½d Blue UPU Change of colour Up until the end of 1944 most FDCs are on plain envelopes except for a few private producers such as S Mitchell from Western Australia who started producing cacheted first day covers in 1931. From 1945 to end of 1965 the dominant type of FDCs are those with a printed cachet from Private Producers. Many cachet makers produced covers with both varying illustrations and colour combinations, sometimes up to 32 different combinations for the one stamp issue. These were the main varieties in Australia for to the thirty-five years following World War II. This continued up to the decimal period when Australia Post started to dominate the market. FDCs have gone through three phases in Australia Post: 1. From 1954 to 1970 the Post Office provided generic covers for collectors to affix stamps and have postmarked on the first day of issue. 2. From the 1970 Expo issue (16 Mar 1970) there were issue-specific cacheted covers. 3. A FDC must show the first day of issue of a stamp, postal stationery, official souvenir cover or postmark • a cover to which stamps have been affixed and postmarked by the issuing Postal Authority on the date of issue of the stamps. (see figure 2); • a postal stationery item postmarked by the issuing Postal Authority on its date of issue. (see figure 3); • an official souvenir cover to which stamps have been affixed and postmarked on the first day of use or issue of the souvenir cover. (see figure 4); • a cover with stamps affixed and postmarked on the first day of use of the postmark. (see figure 5). An exhibit may also include material used in the design or development of any of the above. (see figure 6) • Colour separation or printing proofs Elements of a First Day Cover There are be three primary elements of an FDC, the stamp(s), the postmark, and the cachet or illustration on the cover. On the illustrated FDC in figure 6, Animals of the High Country, the stamp is cancelled with a clear impression of a pictorial first day of issue postmark directly related to the stamp. The cachet, or illustration, is also directly related to both the stamp and postmark, thus providing complete concordance between the three elements. The degree of concordance can vary, especially with covers featuring a generic cachet, or covers cancelled with non-issue specific postmarks. This concordance may not be relevant in a thematic exhibit.

Rules relating to stamps or postal stationery • There are no restrictions on the dimensions of the cover or stationery. • It should be franked with postally valid stamps. • Covers may be officially or privately produced. • Covers may be cacheted, either specific to the issue or generic. Covers without cachets are allowed. It’s best to avoid duplication of similar cachets. • Cachets may include a subsequent usage of a cachet originally produced for an earlier issue. • Cachets may be hand-drawn. • Covers and postal stationery may be either addressed or unaddressed. • Signatures acceptable and may influence the awarding of points for rarity. Signatures should relate to the FDC process (producer, designer, engraver) or be related to the stamp (person on stamp or cachet). • All items should be shown with the postmark displayed. However, for thematic exhibits the postal card picture may be displayed, but a photocopy of the postmarked

side MUST also be included. “Variants” can be shown. These include FDCs with the same stamp on covers with different cachets, or with different colour combinations in the cachet, or with different cancellations.
Rules relating to Souvenir Covers • Souvenir covers must be postmarked on their date of issue. • There should be strong concordance between the postmark and the cachet. Souvenir covers are generally franked with a current issue stamp so there may not be concordance between the cachet and the stamp. The souvenir cover in figure 4 illustrates concordance between the postmark, cachet and stamp. • Souvenir covers are often issued in conjunction with explanatory information, either in booklet or pamphlet format. The inclusion of such material is acceptable, providing that there is at least one philatelic item on each exhibit page and the peripheral material does not Stamp News - 53

Rules relating to the Postmark (PM) • The PM must clearly show the date and place of cancellation. • Postmarks that include the words “First Day of Issue” are preferable. For postmarks that do not include “First Day of Issue”, it is important to check that the date is correct. • Where available, related pictorial PMs will be favourably considered. • The date on the PM should be the recognised first day of issue, except in the following circumstances: • A localised public holiday may defer the date of issue in that locality. • Areas of delayed delivery will have a date of issue consistent with the arrival of the articles. This would apply to remote areas such as the Antarctic Territories which have only limited deliveries. • Where covers have been postmarked in error on a date other than the advertised date(s) of issue. The inclusion of such material needs to be clearly described in the write-up. • Where there is no recognised first day of issue, the postmark may be that of the earliest known usage. This date may be supported by cancelled stamps, either off or on piece. However, the inclusion of such stamps must not be numerically greater than 70% of the FDC items in a frame and, generally each page should contain at least one FDC as defined. • For pictorial and non-pictorial postmarks in exhibits under sub-class B it is expected that there will be a strong concordance between the postmark and the stamp and preferably with the cachet. • The quality of postmarks, unless rare, should be high.

Classification of Exhibits FDC exhibits can be exhibited by: • Type of postal article. Traditional FDC envelopes or types of postal stationery. For example, registered envelopes, officially produced postcards, aerogrammes or pre-stamped envelopes. • Country or group of countries with geographical, historical or cultural bonds. Thematic or topical in nature. • Specific time period. For example, Australian FDCs 1927-1965, Australian Decimal FDCs 1966-2000. • Producer or producers (Official or private). Wesley, Royal, Guthrie or EW Odgen hand painted FDCs. (see figure 8). • Speciality or study (forgeries, printing styles, variation 54 - Stamp News

Title Page and Plan The name of the exhibit and the plan should agree with the materials shown. The concept, (the story the exhibit tells) the structure and the development of the exhibit should clearly be stated. A thematic or topical exhibit under sub-class C should also include a separate plan of the exhibit. This plan may be either incorporated into the title page or shown on a separate sheet immediately following the title page. • The plan defines the structure of the exhibit and its sub-

divisions into parts, or chapters. It must be correct, logical and balanced in all aspects relating to the title. It must be fully consistent with the title. The plan must be structured according to thematic criteria (the story) or, in exhibits related to organisations, institutions and recurrent events, structured according to their subdivisions and follow a topical time or place related classification.

Canberra Stampshow 2020 – 13th To 15th March If you get a chance you should visit the three-day Canberra Stampshow at the Hel-
lenic Club of Canberra, Matilda Street, Woden ACT. Entry is $5 for adults (children free). Opening times are 10am to 6pm and Friday and Saturday and 10am to 3pm on Sunday. Lucky Door prizes will be available on each day. For more information see http://www.canberrastamps.org The main theme for the exhibition is South Pacific Exploration, commemorating the 250th anniversary of James Cook’s visit to the east coast of Australia. This is commemorated in the logo (see figure 9). The show will be opened by former ACT Senator Margaret Reid AO, the only woman to have served as President of the Senate. Senator Reid’s late husband Tom Reid MBE was Director of Honeysuckle Creek Tracking Station during its involvement in the Apollo program. There are 78 national and international exhibitors (318 frames) in classes such as Aerophilately, Postal Stationery, Postal History and Picture Postcards. A large contingent of youth exhibits will also be on display. The programme for the three days includes meetings for specialist philatelic groups as well as a seminar on Topical Philately. Most of the dealers have been supporters of the Canberra Stampshow over many years and are ready to help you enhance your collections and exhibits (see figure 10). Australia Post will have several philatelic items which will only be available for purchase at the Exhibition. The dealers are listed on the Canberra Stampshow 2020 web site. There are many Stampshow souvenirs with a theme related to the Pacific and exploration in general. These are all limited editions where, for example, only 100 have been produced. These can be ordered in advance or purchased at the Philatelic
Society of Canberra stand just inside the entrance. Daily postmarks designed by Australia Post will also be available. The 2020 Canberra Stampshow coincides with a range of events being held in Canberra before, during and after the exhibition. The Enlighten Festival around the Parliamentary Triangle lights up the national icon buildings with fantastic moving images. The Canberra Balloon Spectacular is held on the edge of Lake Burley Griffin for those of you who like cool early morning walks as well as Symphony in the Park, and Skyfire. You can choose to attend the Last Post ceremony at the Australia War Memorial, a walking tour of Anzac Parade, or lunch at Poppy’s CafÊ. Australia Post Launched Mystamps In December 2019 In 1999 Australia Post introduced us to personalised stamps that allowed collectors to add an image of their choice to a stamp as an attached tab. This was a world first at the time. Figure 11 shows a personalised stamp produced for the Melbourne 1999 Stamp Exhibition. Last December Australia Post introduced a new form of their personalised stamps called MyStamps. Mystamps allows customers to have an image of their choice printed directly on a stamp (rather than the tab) and select a postal rate. Mystamps can only be purchased

Philatelic Development Officer, APF in sheets of 20. This can all be achieved online by downloading the image you want directly into a template using the Australia Post My Stamps website. I imagine this will be very popular for special events such as birth announcements and wedding invitations. Mystamps was also introduced as a trial in 27 Post Offices. Customers could get their stamps instantly printed from an image on a USB stick or mobile phone. At the time of writing this the trial was only planned to last until 31 March 2020, so if you are interested you will need to be quick. Market Matters BREXIT - coin and stamp issues.
As all will realise, BREXIT has been the main topic of conversation in the UK for a year or three, and the FOR and AGAINST debates have effectively torn the country apart, and created a wave of political instability, with leaders coming and going etc, as a result of it all. All stamp collectors realise that stamps depict HISTORY as it happens, and 2020 is no exception to that! Politicians come, and politicians go, but their decisions live on, for better or worse, and stamps and coins outline and document such things. Britain leaving the EU now seems (almost!) assured, well as assured as anything can be in such matters in the UK, and whilst Britain so far has issued no stamp issue to mark their looming EU departure, the Royal Mint did issue a special 50p coin earlier this year. This isn’t the first time the Royal Mint Instant “Heirlooms” in a box! has made a Brexit coin - in fact, it’s third time lucky. The Silver Proof sets also sold out near as fast. The Silver version, produced in a “Limited” edition of 47,000, sold for £60. The nice box for that is shown nearby, and is near identical to box on the Gold version. The brilliant uncirculated version, being produced in a basically unlimited run, can be snapped up for “just” £10. Who said there was no profit in being a Government Mint!?
Coins at the Royal Mint said in explaining why these special BREXIT coins were released - “The Royal Mint has been marking significant events in British history for over 1,000 years, and has a history of commemorating the UK’s relationship with the EU through coinage.” There was considerable controversy over the punctuation on the wording on the non-monarch side of the coin. Many English language pedants and experts, believed there needed to be an “Oxford Comma” in the inscription, i.e. inserting a comma after the word “Prosperity”. For those who aren’t experts in formal English punctuation, (like me!) an “Oxford Comma” is used in

However, people do not have to pay silly money to get hold of a 50p Brexit coin, as standard versions of the coin also entered circulation across the UK. When I first saw an image of the attractive Austria postage stamp shown nearby, I thought it was some kind of lampoon or spoof artwork, and done by someone with a sense of humour. (Plenty of British “remainers” have not accepted the current political realities, and create such things to stir up fellow Brits!) Near all stamps from Austria from the first issues have been inscribed Österreich on the stamp of course, not AUSTRIA, and history shows us virtually no issues from this century have been exempted, making one think at first glance it was certainly some kind of joke issue, arted up by someone for an office laugh etc. It shows the island of Britain all lonely and adrift, surrounded by a circle of dark blue coloured neighbours - the EU colours, now floating all alone in the North Sea. Even the date of Britain “leaving” has been crossed out and re-entered, as clearly even the Brits could not agree on anything for ages. However this image was not a parody, or a clever

Austria Post quickly sold out of all 140,000 of these Brexit stamps it seems clear. 1.8 Euro is a little under $A3 face value. The authoritative Bloomberg financial services news network, had this report below outlining their background – “Austria had planned a stamp to commemorate Britain’s departure from the European Union, but when the presumed deadline of March 29, 2019 came and went, with no Brexit, the postal service found itself with 140,000 stamps bearing the wrong date. So what price do such things cost? As always in life, rushing into things can be a financial disaster. I kid you not - these were “Buy It Now” prices and some goose(s) cheerfully really PAID that! Each $5.50 sheet sees Australia Post donate $2 to the relief funds. So mail your letters or eBay sendings out this year etc, and actively support those in REAL need. Australia Post produced 100,000 panes of 5, and they come to POs in a “cheque book” bound at sides, of 20 panes in each - i.e. $110 cost price, and $40 of that purchase goes immediately to relief work - wonderful idea for Business to support. DisasterAP Stampboards member “Allanswood” Greg Allan of Goulburn NSW, bought such a “cheque book” of 100 stamps to use on his business mail on February 14, which appears to have been the issue date of the stamps, despite AP being rubbery on that detail. Greg created a few sets of five attractive cacheted “FDC” on that date, and they were backstamped at another PO, and as official FDCs from AP will never be offered or sold, they will be VERY nice items in the future, as few knew about this issue until well after February 14. He kindly scanned me a high resolution image of the cover of the pane of 5, which is depicted on the front cover of the March 2020 Edition of Stamp News. Few emergency issues like this appear from AP - they generally plan issues a year in advance, and this clearly caught them on the hop. As all collectors of FDC want to be 100% COMPLETE, sets of 5 on FDC will be certain stars of the future, as Australia Post will not be offering any to standing order clients etc, as this was an emergency short term issue. Details on it here tinyurl.com/DisasterAP The actual First Day Of Issue actually appears to have been Friday February 14, (eBay sellers had sheets on sale before that day even, with scans taken from actual sheets) but various parts of AP were officially stating an issue date of Tuesday February 18 for some reason, despite it being clear some sheets were on sale well before then, so it seems obvious Australia Post itself does not know what the sequence was here.

Nothing is surer that if only 100,000 sheets of these attractive die-cut new stamps exist globally, they will sell out pretty fast, as $200,000 will be donated by Australia Post to Charity. One of Australia’s very scarcest FDCs. away for a modest punt? Allanswood generously offered to the Bushfire Auction, a set of 5 x cacheted FDC he printed out quickly, all cancelled at Goulburn NSW, Feb 14, and backstamped at a different PO on Feb 14. It comes with copy of his PO purchase receipt of February 14. This is the only set of genuine cacheted FDC I am aware of, and am sure serious FDC collectors will bid it into 3 figures, especially seeing every cent goes to Charity. They are attractive issues using a special die-cutting “knife” simulating a stylised map of Australia that was I understand created working closely with Cartor Security Printers, in Paris. The special Australia Map style die cutting is also used in the recent MyStamp personalised stamp issue series.

Phoenix Auctions in Melbourne Australia advised me this week that they will auction on May 29, the fantastic Large Gold Medal mouth-watering exhibit of the Australia Kangaroo and Map stamps, formed by Peter O’Rourke, who exhibited widely. This wonderful collection is full of top Kangaroo rarities, many of which have not been on the market for years. There are a staggering number of Monogram and Non-Monogram items, a wide range of watermark and perforation errors, and other major varieties. One is the 1932 CofA watermark 6d Brown Kangaroo with “OS” overprint inverted, shown nearby. I remember being at a Sydney stamp dealer meeting in 1985 where local member, the late Jim Jude of Northway Stamps near me, showed it to fellow dealers, to get their thoughts. Jim had just bought it sitting in a PO Specimen pack he had purchased from a member of the public. Stamp News - 65
Market Matters No inverted overprints had even been recorded - then and now! As can be seen, the stamp has little pieces of gummed stamp selvedge in each corner. Why? As the stamp printer used them to replace a stamp into a sheet that had been damaged in some way - a cut, tear, or ink spill etc.

Now and again patching in a substitute stamp or stamps would be done quickly by printer in this “Waste Not” Great Depression era, and it was hence inserted upside down. No big deal on a sheet of normal 6d brown, as it can be replicated or faked, but if that sheet was selected for overprinting, clearly the overprint got INVERTED on that one stamp. And so it was, with this 6d Brown. Amazing that whomever was ripping up that sheet to insert into the PO specimen packs for collectors did not notice. The 4 little bits of selvedge would have been annoying to tear and separate into a single stamp, and you’d look carefully at the stamp when doing that. But clearly no-one noticed, and it went into the pack, The unique inverted “OS” overprint. and Jim found it over a half century later. This was one unique Kangaroo stamp that Arthur Gray did not own, and ACSC is $60,000 and SG 0133a, is far higher at £75,000. The values under 10/- were all neat corner cancelled in these Specimen packs, and this one stamp is the only one ever recorded. Some KGV heads “OS” inverted occurred via the same PO patching in error. Another unique in collector hands item in the O’Brien sale, is the £2 First Watermark 1913 Kangaroo “JBC” Monogram single shown nearby. I was photographed holding it in New York, at the $A7.15m Arthur Gray Kangaroo sale I flew over for in 2007, at Shreves Auction Galleries. It had just been invoiced for $A176,930, and it was purchased by the late Simon Dunkerley, who added his fee on top for the client he was bidding This selvedge is worth $180,000+! 66 - Stamp News

The stamp had a bit of foxing and a crease along the watermark line, but being unique that does not really matter! Auctioneer Charles Shreve was VERY nervous that I did not drop this $177,000 stamp into my coffee, when the photos were being taken - as he had
not been paid for it yet!! I have a far better centred 1913 £2 Kangaroo MLH in stock right now for $6,000, I just bought, so this “JBC” marking in the selvedge adds about $180,000 - surely the world’s most expensive piece of selvedge? Pretty interesting observation when you think on it! So save your pennies until May more images next month. Another interesting and stated unique item is the 1913 £2 Kangaroo shown nearby, top marginal, with small OS perfin. I have never seen this stamp offered before that I can recall, and indeed often wondered whether one existed in private hands. I bought the complete mint “OS NSW” 1913 Roo set in the Stuart Hardy sale, (whomever bought that page got a bargain off me in hindsight - WHAT provenance!) and I sold another nice 1913 £2 mint “OS NSW” to Alan Salisbury some decades back, but repeat I have never seen this one before. I sell more Roos than just about anyone, and you get to be able to sort most of them by watermark just by looking at them - perf characteristics and colour etc. If I were asked to guess at the watermark off this photo, I’d opt for THIRD watermark almost certainly. I have not seen the stamp in person, so assume it is correctly ID in a Gold Medal collection. Interesting. Another of the very few stamps the stunning $7m Arthur Gray collection did not possess. Nor did the amazing Stuart Hardy collection. Arthur’s 1913 £2 Kangaroo used with LARGE “OS” puncture was invoiced for $A60,000 (est just $US5,000-7,000!) after a ding-dong bidding battle between two well known dealers sitting either side of me. Required submission format Advertisements should be supplied in digital format (on disk or via email). Advertisements should be provided as high resolution PDF files, with all fonts embedded. All images must be scanned at 300dpi resolution and sent as separate files, and must not be compressed by jpeg below medium quality. Price lists must be provided in Excel format.
