Similarly professional traders were operating in Melbourne from as early as the 1870s. Charles B Donne, and William Ackland were the principal southern contemporaries. Charles Bulwer Donne claimed in his c1909 catalogue below: “The Oldest Established and most reliable Dealer in Postage Stamps in Victoria.” Further, he claimed to have been established 1878. William Ackland (1872-1953) Ackland migrated from U.K. to Melbourne in 1892, aged 20 years, and within a year had bought the business of The Wallace Stamp Co (established 1890). For six decades, he was one of the foremost Australian Philatelic Traders, publishing his own extensive priced catalogues.

The article was missent to Victoria, British Columbia; there is no indication it was ever delivered to Melbourne. The notation in red at left: “M.O. £10 & I Austn P.O. 21/-”, a large order at the time, suggests Ackland would have lamented its non-arrival. Signs of cover trauma may have have occurred during misdirection.

With Valentine’s Day recently celebrated, it is timely to remember how the sexual repression of Victorian and Edwardian times, combined with the new craze of sending picture postcards, led to people devising a secret ‘language of love’ via stamps where various positions and angles of postage stamps held a visible yet hidden meaning. Using postcards rather than letters would allay suspicion, because the written message was out in the open for anyone to read. Postcard manufacturers jumped on the code idea, producing guides or postcards that outlined stamp positions and their particular messages. It was important for both sender and receiver to have the same guide- for example, one meaning of an upper right corner upside-down stamp was “Do write soon,” while the same position in another guide meant “Write no more.” The “Language of Stamps” quickly spread internationally. There are examples of guide postcards in English, French, German, Russian, Dutch, Swedish,

Finnish, Norwegian, Polish and Czech. The code was so widespread that it actually became a problem to cancel these oddly positioned stamps and some postal authorities introduced requirements that stamps could only be affixed to the upper right corner of a letter or card. The frequent use of a stamp position code certainly continued into World War I. But many cards and letters were sent with a stamp in an “I love you” position as an equivalent to today’s addition of XXX at the end of a letter. No longer a secret code, but just one more way to send kisses to a sorely missed loved one.

The 2021 Legends – Allan Border AO, Adam Gilchrist AM, Jason Gillespie, Dennis Lillee AM MBE, Ellyse Perry and Ricky Ponting AO – will each have their portrait featured on new postage stamps as part of the Australian Legends of Cricket stamp issue. “For more than 200 years, cricket has played an important role in shaping our summers and our culture and has had a profound impact on the way we see ourselves and each other,” the Australia Post GM said. “These Australian cricket stars are sources of great national pride and celebrated all over the world as shining examples of determination, agility and skill. “The very first recipient of the Australia Post Legends Award was Sir Donald Bradman, so it is fitting that we return to the crease in the award’s 25th year”.

The Hellenic Post has released a commemorative series of stamps dedicated to putting an end to bullying at schools. The initiative is taking place under the auspices of the Education Ministry, which also includes sending posters to all primary and secondary schools. The four stamps which carry the slogan “Stop Bullying”, illustrate the different forms of bullying and highlight the problems of social isolation, cyber-harassment, pain, loneliness, cruelty and marginalization.

Japan Post is issuing a 1 yen stamp to commemorate

150 years of operations, marking the first time in around 70 years it has issued a new design for the denomination. The new stamp, with a print run of only 100 million, will feature Posukuma -- the bear postman mascot of Japan Post. The current 1 yen stamp is a portrait of Hisoka Maejima, known as the father of Japan’s modern postal system. Demand for 1 yen stamps has increased as they are used to make up for the difference between old and new postal costs following the nation’s consumption tax hike in October 2019. “With a bright and colourful design, we hope young children can also enjoy the stamps,” a spokesman said.

New Zealand Post has reaffirmed their commitment to diversity by commissioning a new Rainbow Pride stamp. “This special edition stamp has been really meaningful to work on,” added a spokesman. “Our stamp programme aims to be inclusive and reflective of our history and the many groups and cultures in New Zealand society. The hobby of kings in Romania

Reported at www.newsbreak. com A new stamp from Romania illustrates the saying that stamp collecting is “the king of hobbies and the hobby of kings.” This 10.50-leu stamp picturing King Carol II with his stamp collection was issued in January as part of a new series highlighting the hobbies of Romanian kings. The new-issue announcement from Romania’s philatelic bureau, Romfilatelia, called Carol II (1893-1953) “a controversial sovereign,” but added

that he was known “for his qualities, those of a man interested in the great culture that he systematically sponsored through the prestigious institution of the Royal Foundations.” However, the king’s greatest concern was philately. He is remembered as one of the “most important collectors in the world, both by the theme of the stamps and by the rarity of the philatelic pieces.” The rarest of these rarities was the unique Sweden Treskilling Yellow, the 3-skilling stamp of the 1855 Coat of Arms design erroneously printed in yellow orange instead of blue green. The three other stamps in the new set, called “The Passions of the King of Romania,” feature King Carol I’s interest in horseback riding, Ferdinand I’s love of botany and the piloting skills of Romania’s last king, Michael I.

Deutsche Post announced in January that it was introducing a “new generation of postage stamps” that would enable customers to get basic tracking updates on their items, while reducing forgeries. The new stamps will each feature an individual matrix code that can be scanned - allowing Deutsche Post employees to check its validity. Before posting their letter, customers can also scan the code into the Deutsche Post app to get updates when the letter has arrived in the local processing centre, and Stamp News - 17

However, unlike with parcels, seamless tracking that tells customers when an item has actually been delivered will not be possible, since postal workers usually just deposit letters in mailboxes. The stamps have been available for purchase since February 4, 2021, and by 2022 all German stamps will bear a unique code.

New Azerbaijani postal stamps commemorating the country’s fight against Covid-19 and the 2020 Nagorno-Karabakh War have sparked online outrage amid accusations of anti-Armenian sentiment. The illustration accompanying the stamps shows a disinfection specialist standing over a map of Azerbaijan and fumigating the area of Nagorno-Karabakh — leading many to claim that

ethnic Armenians in the area were being depicted as a virus in need of “eradicating”. Nagorno-Karabakh is a breakaway region claimed by both Armenia and Azerbaijan. Fighting in the area most recently broke out in September, until a Russia-brokered deal put an end to the conflict. The agreement determined that Armenia must withdraw from several territories within Nagorno-Karabakh, which are now under Azerbaijani control. The conflict left thousands dead and tens of thousands more, mostly Armenians, displaced. According to the officials, the new stamps “are dedicated to the two most significant events of 2020 — the coronavirus pandemic and main heroes of the Patriotic War” and will “promote their sacrifice among local and foreign philatelists”. The stamps themselves show collages displaying photographs of doctors side-by-side with soldiers and demining specialists. But their release was followed by a furious backlash, with many taking to Twitter to voice their concern.

The Palestinian Authority (PA) has recently announced it will begin using its own postal codes, a move at easing the delivery of parcels in the occupied territories, as well as asserting sovereignty. International mail sent to or from the occupied West Bank currently has to pass through Jordan or Israel. In both cases, mail intended for the occupied West Bank has to be cleared by Israel, which controls the entry of goods and customs into the occupied territory. But the PA has recently asked the Universal Postal Union to notify its member states that Palestinian postal codes were coming into force. According to the PA, the postcode project would help establish a Palestinian addressing system that 18 - Stamp News

would facilitate Palestinian mail. “From April, postal items that do not bear a Palestinian postal code will not be processed,” Palestinian Minister of Communications said. “It is a question of asserting Palestinian rights,” he said, adding that postcodes would improve parcel delivery services, postal sorting, logistics services, and emergency and ambulance services. In 2008, Israel agreed to give more autonomy for Palestinian postal services, meaning that some international mail could be flown to Jordan and then transferred to the Palestinian territories. However, the agreement appeared to falter, creating a huge postal backlog in 2010 which resulted in mailed being stuck in Jordan for eight years, before Israel finally processed them to enter the occupied West Bank. Palestinians have long complained that they are forced to use costly private courier services to send or receive parcels.

A trusted insider to Australia’s postal service has been charged with drug offences after allegedly using his position to facilitate the importation of methamphetamine into NSW. Australian Federal Police began investigating the matter in October after Border Force officers detected an illicit substance inside a consignment of 210 nicotine vape bottles flown into Sydney. Forensic testing confirmed the nicotine vials returned a positive result for methamphetamine. The total estimated amount of liquid methamphetamine was about 12.6 litres, the AFP says. Authorities worked to identify and recover a second identical package delivered to NSW, which was allegedly tampered with by a 35-yearold postal subcontractor who police claim removed an estimated 60 per cent of its contents before returning it to authorities. An investigation resulted in the

AFP executing search warrants at the man’s Parramatta residence where officers seized evidence allegedly related to the offending. “This was an opportunistic attempt to use a position of insight and access into the mail delivery system, motivated by personal gain and greed,” an AFP commander alleged. He was charged in early February and if convicted, faces life imprisonment.

Royal Mail’s army of 120,000 frontline postal workers could mirror schemes adopted by postal services in Europe, it has been reported Postal workers could be utilised to check on the wellbeing of the elderly and to deliver essential items, such as prescriptions, a trades union has suggested. The French service, La Poste, operates home checks for the elderly and vulnerable under its “watch over my parents” scheme, costing about £17 a month for one weekly visit from their regular postman or woman. Postal workers enter a customer’s house for a 10-minute chat and check whether they have any urgent health problems or need help with food, medicine or repairs. A service like this has been running in the Chan-

In a 2018 trial, postal workers visited elderly people in New Malden in southwest London, Whitby in North Yorkshire and Liverpool. It was funded by the Home Office to test whether tackling social isolation in the over-65s could make them less likely to fall victim to crime. Postal staff asked participants five standard questions about their welfare and connected them with the relevant authorities if necessary. The Home Office concluded the trial was successful and “had the potential to improve the wellbeing of particiqpants,” but there has been no further action.

With temperatures dipping to -30 at times, local authorities don’t anticipate any delays but safety will remain the top priority. “Almost all of our mail carriers are used to this of course. It’s all about layers of clothing and making sure you are keeping warm but also listening to your body and if you are getting cold or anything like that then you know you need to do something.”

Australia 1916 2/- Brown Kangaroo INVERTED WATERMARK $1,000 under Cat!:

ACSC lists the Inverted Watermark stamp as 37a, at $1,500, normal or Perf “OS” in average used - and they often are in terrible shape, from heavy parcel use in WWI. As an example, the only used copy in the huge Arthur Gray Gold Medal sale had short perfs, and a missing corner! ACSC 37a, $1,700. This is a 100+ year old stamp, clean and flat and fresh, very attractive used, free of hinges and gook and gunk etc, so that the watermark shows superbly. Most of this watermark 2/- has really “fluffy” perfs - this one is truly excellent as you can see. Quite decent cds cancel for a parcel usage 2/- … many have ugly smeared boxed grids, or machine rollers etc. Better Kangaroos have gone totally GANG-BUSTERS in recent years. A very pleasing looking stamp, superb perfs and centering- the nicest copy I have seen on this for ages, yet just $1,000 less than the ACSC price - $A700 (Stock 539LQ)

Japan 8¥ Postal Week, Flying Geese, UPU 1949, MUH **SHEETLET of 5**!

Postal Stationery Welcome to the postal stationery column for March 2021. This month’s column includes further information on prepaid postcards issued by Australia Post in 2020, other new issues and new books on postal stationery. Localised Postcards – New Format Many of the views on the localised postcards discussed in previous columns (see the column in the May 2020 issue of Australasian Stamp News 2020) have been reissued without the Post Office name and postcode and the white panel. Some 28 postcards (Figures 1 - 4) have been reported to date and are listed in the February 2021 issue of the Postal Stationery Collector. All have a nominal issue date of 8 June 2020 and unique barcodes. As before, these postcards are NOT available for purchase from the Philatelic Bureau online/mail service. 2020 Impressions Catalogue - Additional Postal Stationery Besides the two items mentioned in the February 2021 Postal Stationery column, there was also a prepaid postcard commemorating Harry Butler included in the album Celebrating the Astonishing Feats of Australian Civil Aviation, 1894 to 1920 which sold for $129.95. In addition, there were also two ‘Stamped envelopes’ sold as PNCs (Figure 5) were offered for Victory in Europe Day and 75 Years of end of WWII but not sold mint. 2021 Lunar New Year – Year of the Ox The annual Lunar New Year postal stationery were issued on 8 January 2021 with domestic (Figure 6) and international (Figure 7) envelopes and a prepaid postcard (Figure 8) being issued for the Year of the Ox. The issue was based on illustrations by Chrissy Lau. Parcel Post ‘Home Compostable’ Formular Satchels Richard Peck has provided information on a trial of ‘Home Compostable Formular Satchels’ (Figure 9) to be used for sending parcels. He reports the trial from 15 December 2020 and purchased 22 - Stamp News

Ian McMahon copies on 23 December 2020 from the GPO Sydney. They were also available from a number of post offices in Canberra in mid-December. The three sizes were issued matching the regular parcel post satchels and were sold for an additional cost above the flat rate postage: Small $1, postage $8.95; Medium $1.20, postage $15.35; large $1.50 postage $19.70. Pen Pal Prepaid Postcards Four prepaid postcards (Figures 10 and 11) were released on 14 January 2020 as part of Australia Post’s pen pal program and feature drawings by Annie White, who has illustrated over 70 books for children with her drawings also appearing in many other media such as jigsaws and murals (https://www.anniewhite.com/about): Children’s Aquarium, Space Bedroom, Swimming Reef and By The River. The postcards were issued as part of an Australia Post pen pal club for primary and kindergarten teachers ‘to help you connect with other classrooms [for your students] to write letters to, based on your classroom size, location and age group’. The club provides ‘free lessons and activity plans to explore writing conventions – with the help of our pen pal characters Ruby, Jack, Maria and Ahn [the characters depicted on the postcards]’. In ‘The Pen Pal Club’, a picture book written by Sally Morgan and illustrated by Annie White, the four pen pals are followed as they exchange handwritten letters, learning about each other’s diverse families and hometowns in Australia.

Greetings From Postcards Greetings From Melbourne’ and ‘Greetings From The Gold Coast’ postcards (Figure 12) were issued during 2020. The nominal issue date was 28 April 2020 for the Stamp News - 23


Postal Stationery Melbourne postcard and 22 June 2020 for the Gold Coast postcard. World Heritage Australia Prepaid Postcards Four pre-paid postcards sold as maximum cards and two other pre-paid postcards were issued on 20 October 2020 showing UNESCO World Heritage sites in Australia. The two latter cards depicted the Sydney Opera House (Figure 13) and the Royal Exhibition Building and Carlton Gardens (Figure 14). 2020 Prepaid Postcards Additional prepaid postcards were issued in April and May 2020 include Australian Animals, ‘G’day from Australia’ (Figure 15), Grampians, Salamanca Market (Figure 16) and Kangaroo Island (Remarkable Rocks). Unusual Aerogramme Usage Figure 17 shows a formular aerogramme produced by Croxley provided by Paul Xavier. It is similar in appearance to those sold by the company in New Zealand but has been approved for use in Fiji with the text on the reverse ‘Approved by the Permanent Secretary for Posts and Telecommunications for posting in Fiji to overseas or inland addresses’. Furthermore, it has a printed return address for Government House, Funafuti, Tuvalu on the reverse and inside the aerogramme which also is printed with the coat of arms. The aerogramme was used from the Library in Funafuti, Tuvalu to the United Kingdom in 1981. Figure 18 shows a Fiji 8c aerogramme used to Iceland. The message appears to be a move in a postal chess match indicating that the usage was commercial. The New South Wales Postal Stationery Handbook: Embossed Letter Sheets The issue of the New South Wales 1838 embossed 24 - Stamp News

The letter sheets were not only the first postal stationery items but arguably embossed with the world’s first postage stamp. Their introduction was announced in the Government Gazette of 1 November 1838 and the earliest recorded example postmarked 29 November 1839. The London Philatelist of May 2019 (v.128, no. 1465, PP.154-170) published a major comprehensive and authoritative article by Brian Peace entitled The First Postage Stamp: The New South Wales Embossed Letter Sheet. With the kind permission of the author this account, together with a census of known covers, is now reproduced in the New South Wales Postal Stationery Handbook and available on the web site (https://postalstationeryaustralia.com/postal-stationery-of-new-south-wales-handbook/ ). The section on Embossed Letter Sheets also includes the most recent


Ian McMahon census of known examples of the letter sheets, (originally published as Peace, Brian and Browne, Stephen “Census of Used Lettersheets and Envelopes Bearing the Embossed Stamp” Sydney Views 144 August 2019) together with a priced catalogue listing which includes the reprints. The authors, Dingle Smith, Peter Kowald & Michael Blinman, would welcome corrections, additions and comments to the material provided on the web site. The Postal Card Section will be the next addition to the Handbook hopefully to be added later in 2021. Overprinted British Postal Orders, a Directory by Dr John M Gledhill Overprinted British Postal Orders, a Directory is a directory of British Overprinted Postal Orders (Figure 19) which were used in many countries of the British Commonwealth including New Zealand and Fiji. It is the outcome of many years of research to document all of the known existing copies of these postal notes. This has been achieved as, like banknotes, the postal orders have a unique serial number and in addition for most of the postal notes only a very small number of copies are known. All overprint types and postal order types for each country have been listed. The book is in two volumes with over 2,300 entries spread over 570 pages and more than 650 illustrations, as well as informative appendices on usage of overprinted postal order types, overprint types, denomination quantities, etc. All types of overprinted postal orders are illustrated in colour (apart from some old images only available in black and white). The full study covers 73 countries which used overprinted British postal orders. An historical introduction by Richard Solly covering

Cinderella Corner Introduction Welcome to the March edition of Cinderella Corner. The centenary of white settlement in Australia was met with much celebration over the 1934-1935 period. This time was of paramount philatelic importance as many different cinderellas were issued to commemorate this occurrence, not only in Melbourne, but Australia-wide. Of these, over 30 labels with different designs were produced by companies and organisations throughout Melbourne that featured their buildings of trade, along with several colour variations across each design. The previous two Cinderella Corner articles examined some of these labels, and this exploration concludes with this March piece. Feedback on these cinderellas is, of course, welcome.

Temple Court

The Palazzo styled building, Temple Court, located at 422 Collins Street, Melbourne, is a fourteen-storey building built in 1924. It currently houses several apartments, with an additional two levels added in 2001. It was once the former FIA Insurance Building. The brown and cream cinderella illustrated in Figure 1 measures 30mm x 38mm and is perforated 11.5 on three sides. It features the text: MELBOURNE CENTENARY 1934 1935 / TEMPLE COURT The building was constructed on the remains of the original Temple Court (sometimes referred to as Old Temple Court), which was built in 1859 and

Figure 3 demolished in 1923. The building was named after one of London’s Inns of Court. A similar label with slightly smaller measurements (28mm x 38mm), coloured green and cream, is illustrated in Figure 2. The cinderella also illustrates Temple Court (with the omission of the text TEMPLE COURT and 1934 1935). It also features the additional faded illustrations of adjacent buildings.

Troedel & Cooper Pty. Ltd.

German-born Johannes Theodor Charles Troedel was born in 1836 and died in Melbourne in 1906. A few years after arriving in Australia, Johannes opened a small lithographic shop on Collins Street, Melbourne, in 1863. Nearly three decades later, in 1891, he partnered in Sydney with Edward Cooper and this developed into the firm’s name Troedel & Cooper Pty. Ltd. in 1910, a few years after Troedel’s death. In 1968, the company donated its archive, which included 1,000s of lithographs, to the Library Council of Victoria. The cinderella illustrated in Figure 3 measures 38mm x 28mm and is perforated 11 on all four sides. It features the text: Figure 2 MELBOURNE CENTENARY /


Vito Milana either side of this pair suggests that the labels were printed in small sheets of two columns. It is also likely that the sheet presented a 2 x 4 arrangement like the Troedel & Cooper Pty. Ltd. sheetlet of 1937 Coronation Year cinderellas illustrated in Figure 5.

Victorian Cricket Association

Figure 15 shows the Victorian Cricket Association (VCA) House in the Melbourne CBD. It is also explored, among other Australian cricket cinderellas, in the November 2016 Cinderella Corner. The logo of the VCA is seen at the top right. The building was built by the VCA in 1924 and served as its head office for over 60 years until 1988. Two sizes of the cinderella have been identified (both illustrated in Figure 6): 33mm x 42mm and 33mm x 46mm. Both of the labels are perforated 12. The labels feature the text: VCA / VICTORIAN CRICKET ASSOCIATION / MELBOURNE CENTENARY 1934 – 35.

The Victoria Insurance Company Ltd.

The Victoria Insurance Company Ltd. had a long history and association in Australia, with its establishment dating to more than 170 years ago, in 1849. The two cinderellas illustrated in Figure 7 (blue and white; brown and white) each measure 38mm x

central organisational base in Geneva once classified it, in part, as a group of youth hostels and hotels that generated income for a range of charitable activities. The Australian branches formed in 1876. In Victoria, it is known as a community association offering various services and activities, including youth clubs, education and welfare. The 1934 cinderella illustrated in Figure 9 measures 28mm x 38mm and is perforated 11 on all four sides. It features the text: MELBOURNE CENTENARY / STAY AT Y.M.C.A. The building on this label was located on the Corner of Sturt Street and City Road, South Melbourne. It was designed in the 1920s and housed a number of rooms where individuals could stay, as well as others used to host various exhibitions, conferences and competitions. It was demolished in 1988.

Woolcott & Mackie (later known as Woolcott, Mackie, & Co.) were paper merchants located on LaTrobe Street, Melbourne. The cinderella illustrated in Figure 8 measures 50mm x 38mm and is perforated 11 on all four sides. It features the text: MELBOURNE CENTENARY 1934 – 1935 / WOOLCOTT & MACKIE PTY. LTD. / MELBOURNE

Figure 10 The Federal Hotel and Coffee Place was a grand Empire style hotel located on Collins Street. From its opening in 1888, it was an alcohol-free establishment. Then, in 1923, it became licensed and was renamed The Federal Hotel. The unaddressed envelope featured in Figure 10 dates to 1934 and features a printed outline of a Federal Hotel cinderella. Coloured red-pink and cream, the printed label is perforated and measures 26mm x 36mm. It features the text: MELBOURNE CENTENARY with HOTEL FEDERAL printed above it. The building featured on the cinderella was demolished in 1973. It is likely that the Hotel Federal image located in the corner of the envelope also exists as a cinderella label, and I am keen to hear from any reader who can confirm this.

Variations In Headings Across The Labels

While each of the 1934 – 1935 labels featured in the three Cinderella Corner articles of this year feature similar text focusing of the centenary, six variations have been noted:

1) MELBOURNE CENTENARY (capitalised) followed by 1934 – 1935 2) MELBOURNE CENTENARY (capitalised) followed by 1934 – 35 (i.e., the ‘19’ in ‘1935’ is absent 3) MELBOURNE CENTENARY (capitalised) followed by 1934 1935 (i.e., the hyphen between the years is absent 4) MELBOURNE CENTENARY (capitalised) followed by 1934 – 5 (i.e., the ‘193’ in ‘1935’ is absent 5) MELBOURNE CENTENARY (capitalised) with no years listed 6) Melbourne Centenary (upper and lower cases) with no years listed

Conclusion

There is considerable breadth to the labels issued as part of Melbourne’s 1934 – 1935 celebrations, with those highlighting various buildings and organisations rich and diverse. One of the scarcest mint sets from post-war Europe, and the absolute KEY to any “EUROPA” Omnibus collection. Rare Tasmania cds “COMSTOCK” - COMPLETE strike just $A500:

Tasmania cds town cancels on Pictorial Stamps have a mega cult following. Always have had. Single cancels fetch up to $3,620 - lots of them are into 4 figures each - witness here - TinyURL.com/Glen01-19 To get top dollar the strikes must be COMPLETE. And we have that right here - a 100% full strike on piece. Half a cancel is not good, even if it has town name - the DATE is essential to be present. Here we have “COMSTOCK - FE 21 - 02 - TASMANIA” Comstock was a tiny speck of a Mining office on the map, near Western Coast Zeehan, that mined Silver and Lead. The PO was opened 23 September 1901, and closed March 1903, so clearly few strikes were made, much less survived. High rated “RRRR” scarcity rating. Top end Tassie cds on Pictorials are absolutely Blue Chip. Bought well, so not $3,620, or even $2,000 - but just $A500! (Stock 495KQ)

Introducing the Australian Philatelic Federation A Gift from Australia This month, we look at mid-20th century postal history. Specifically, the use of Parcel Post labels, stamped-to-order (STO) postal stationery labels and related ephemera, as part of the ‘Food for Britain’ campaign in Australia, in the period 1945 to 1950. An example in Figure 1 is a small label that was affixed to some of the Myer gift food parcels. This article evolved from an entry of the same name in AusVipex 2020. That entry, in turn, started as a club competition entry. Quantities of parcels Between 1945 and 1950, 14.5 million food parcels were posted from Australia to Britain, representing more than 75% of all kinds of parcels sent from Australia to all overseas destinations. The peak period was 1947-48 when 3.5 million food parcels were sent. The decline in parcel numbers was brought about by stores such as The Myer Emporium, switching to shipping the food as bulk freight to Britain and then making up the individual gift parcels for lodgement into the local postal system. Individuals continued to send their prepared parcels by mail from Australia. Conditions applicable Initially, in Britain, strict conditions applied to the receipt of food parcels. It was an offence for a British resident to solicit for parcels and receipt was limited to one food parcel a month from the same sender. The maximum weight from Australia was initially 5lbs, then from about December 1945, 7lbs and no single item of food could weigh more than 3lbs (initially 2lbs), except for a cake (up to 5lbs).

In 1946, the one parcel per sender limit was removed and the overall limit of a parcel increased to 22 lbs, although in Australia, the maximum weight the post office would accept for a parcel to any destination was 11lbs. Parcels that did not comply with the regulations were forfeited and given to charity for distribution to the needy. Postage rates During the relevant period (and up to 9 July 1951) the postage on parcels from Australia to Britain was • up to 3lbs – 1s 11d • more than 3lbs and up to 8lbs – 3s 7d • more than 8 lbs and up to 11 lbs – 5s 10d. The 1s 11d rate was often used to send soap which was a precious gift at the time (see figure 4). Prior to the Food for Britain Campaign, was a now lesser-known campaign - ‘Bundles for Britain’ (see figure 5). It started in New York in December 1940, as a response to the need for warm clothing in London because of the Blitz. According to The Sydney Morning Herald, the first shipment from Australia was received on 11 October 1941. The clothing was newly manufactured and used, pressed into wool bales and shipped to Britain in bulk. This may explain the unfamiliar-

And initially, the food was sent in individual food parcels from Australia. Figure 6 shows a Post Customs label with printer’s code Sch. C.4709.-5/1945 -5498L used on a food parcel from Brisbane at the 3/7d rate due to the then 5lb limit. Commercial senders of food parcels Special labels were soon developed for use in the Food for Britain Campaign by some senders, most notably the Myer Emporium Ltd (see figures 7 and 8). Figure 7 shows a use of Myer Emporium Ltd label at the 5s 10d rate (up to 11 lbs), from Melbourne. A notation on the reverse of this label states it was received on 6 May 1946, (after the 5lb restriction had been lifted). Myer led the way following chairman Norman Myer’s address to shareholders a few months after his return from a visit to Britain in May 1945. A gift scheme was organised allowing Myer customers to choose from seven parcels prepared in its Food Section at prices from 9s 3d to £1, including packaging and postage. Parcels from many of the larger stores were not required to use a customs declaration form due to the standard nature of the contents. Other retailers followed suit using special labels or normal customs labels. These include Barry &

followed the existing designs for the other embossed postage values. Over the period the labels were embossed, from 1946 to 1949, 107,539 3s 7d labels and 273,772 5s 10d labels were embossed for all users. The total of 381,311 labels embossed represents less than 3% of the 14.5 million food parcels sent from Australia to Britain during 1946 to 1950. There are two other Myer types of embossed labels. The type 2 label has no address lines and no code at the bottom right corner. The type 3 embossed label has no address lines but has code MO/77 at the bottom right corner. The type 3 label was subsequently used with meter impressions instead of embossing (see figure 10). Postage meters were also used by other large retailers, like Grace Bros as in figure 11. The use of meters by retailers was limited immediately postwar, due to their lack of availability in Australia. The embossing of labels was not confined to Myer and included the Department of Agriculture Victoria (DAV) (5s 10d), Anthony Hordern & Sons Ltd, Sydney (5s 10d) and Fitzgerald’s Department Store, Hobart (3s 7d and 5s 10d). The DAV had during WW2, organised dispatches by post of 5lb parcels of foodstuffs to civilians at 9s 6d and 7s for service members. After the War ended, the DAV organised annual food parcels. The arrangements followed the war pattern. Donors forwarded their orders to the DAV with a remittance and the names and addresses of the recipients. In

A highlight of the exhibit is the ‘reunited pair’ of Myer 1st type 3s 7d and 5s 10d embossed labels shown in figure 9. Only one of each 1st type label is believed to exist unused. These were previously owned by WL (Bill) Russell and then by his son-inlaw the Rev Keith Ditterich and were sold separately in 1990. The Myer Emporium (and possibly Bill Russell himself, who was Myer’s Marketing Manager at the time) suggested the idea of the label to the PMG’s Department in June 1946, stating they expected to submit about 5,000 labels a week for embossing. Myer only paid the postage value plus the embossing fee (then 3/2d per 1,000) and the Department paid for the cost of the manufacture of the dies. Britain allowed the introduction of bulk despatches of products which were then made up in Britain for direct distribution through the British mail system. From this time, the large users of direct mailings from Australia switched over to the new method. These included Myer, Department of Agriculture Victoria and many Food for Britain Organisations. The new system resulted in a noticeable falling off in the numbers of parcels being sent from Australia. In the six months to June 1950, 580,966 food parcels were sent to Britain. This was 242,542 less than the comparable period in 1949. The new method also allowed for new Myer parcels, first up to 15lbs in April 1949, then to 22lbs in September 1949, to delivered within Britain from a ‘sender’ in Australia. All around the planet we need to wear face masks more and more these days. We flew to Adelaide this week, and needed by law to wear them in the Taxi both ways, into both airports at all times, in all areas, and on the plane - 4 hours of face masks. And then get COVID tested on arrival, and self-quarantined. Those dinky little blue ones I do not like, as they are small and fall off, and as I wear glasses, they fog up with those types, so I was keen to find something more robust and larger, and that also created a talking point now and again. The question was - WHAT design was it best to use for that? For a stamp dealer there is of course only one obvious choice. THE PENNY BLACK! Stampboards Member Greg Allen is a graphics whizz, and kindly created the artwork for them, offering me many options. The most favoured was creating repeated images of Queen Victoria - each alternating one wearing a blue COVID mask! These looked pretty good I thought, as did

Her Majesty would not be amused! others commenting on them. I located a FRPSL member, Kapil Gogri, who is a leading figure in organised philately in India. He runs a fabric and associated company there, and after many emails we got a plan and budget organised, to make a small supply of these Penny Black masks. These are not just a 1d Black design transferred onto a single thickness cloth, but it is printed onto a full 5 layer anti-bacterial filter, high rated SSMMS quality protective mask basis, washable, reusable, and in a good generous size - not like those tiny little blue things, that to me seem to offer little real protection. Greg custom designed the 1d Black, all with “S.B.” corner letters for StampBoards, and with Queen Victoria wearing a blue COVID mask on each alternate image. It

Not just cheap toys these masks. looks pretty cool I think, and it most certainly gets LOTS of comments when worn in public, as I have been doing. If we need to wear one by law, we may as well wear a stamp related one was my thought! They are inexpensive, especially for a 100% custom printed and hand finished design, that needed to be specially designed and printed, and hand stitched up so designs meet exactly at bridge of nose, and I only had a very small number done.

One size does NOT fit all!

These have the robust black fully adjustable securing ear bands as you can see, which are so much better than the ‘one size fits all’ (they do not!) thin white elastic band type deals, on the cheapie throw away blue masks. Mine used to fall off all the time, and my glasses continually fogged up.

I did only one run of them, as DHL Express here was a killer as carton was 5 kilos, and when these are sold they are gone forever. It was just a fun little side project this month. Unit cost is not high, and weight is minor, so grab a half dozen for your stamp club friends perhaps, or overseas correspondents? A dealer friend ordered 10 as he is very confident he will double his money offering these singly on eBay to a global market, so time will tell. For the cost of a beer apiece, he will make a guaranteed buck on them I feel sure, and with a low cost to mail anywhere globally, that is certainly a plus. You’d be amazed how many people you do not know from Adam, comment on the mask when worn on planes, in shopping centres, in airports and trains etc. Lots more folks seem interested in stamps than you’d ever imagine. Market Matters sold, each with an individual and UNIQUE matrix codes printed on them, to help stop letters getting lost in the mail, as they can be tracked, the national postal company Deutsche Post announced in January. There are many other features too - see below. Their customers in Germany will now be able to use these unique codes to track Hi-Tech stamps of the future? when their letter has arrived in the local processing centre, and when it has reached its destination region processing centre, Deutsche Post claimed last month. All for the very modest cost of a local letter. So in short, very soon, every standard letter you mail in Germany, you will be able to see the progress of, through the German mail system. You also can offer proof of where and when it was purchased, when it was mailed, and to where etc, to anyone who wants to know - i.e. eBay buyers and so on. The unique Digital Matrix codes, which are rather similar to the now familiar QR codes, just sit alongside the traditional images on the stamps in each new issue design released, in what will be “a new generation of stamps”, according to the German company. “These new stamps with matrix codes make our service even more reliable - and hence make the postage stamps more interesting,” said Tobias Meyer, head of the company’s German post and parcel division last month in a News Release. The first stamps featuring the codes went on sale in early February, with more different issues to follow later in the year. By 2022, these unique codes will be featured on all German stamps. the codes do not allow for full parcel-style tracking, and they will not tell customers whether a letter has actually been delivered.

Four *BILLION* combos possible.

All new stamp issues it is claimed, will exhibit an individual matrix code DataMatrix digital code complying with the ISO/IEC 16022 standard, in a dimension of 6.8 mm × 20.3 mm, which allows more than four billion numbers within each run. With all of them holding an imbedded unique individual identifier for each stamp. The debut issue - a very Germanic looking red, white and blue 80c issue is shown nearby. The wording on the stamp translates loosely as: “80c - Digital Change - GERMANY - Our Stamps are now going Digital” Stampboards members advise this stamp is sold as normal gummed, also self-adhesive via two printers, Berlin State Printers, and Enschedé in Holland, in different perforations, and even a postal stationery envelope, blank with the stamp imprinted on. The Matrix codes are added to each stamp at the printing stage. The code will allow basic track and trace, and details of the issue can also be called up via a mobile phone app etc. They say the code is also used internally within the PO to automatically determine whether the franking is legal and correct, or has been used before, or is FORGED etc. So in THEORY the global cottage industry of soaking off stamps that have already been through the mail, but are not cancelled, will also stop. Buy 1000 of these off some eBay spiv, sourced from Charity kiloware, and NONE of your “cheap” mint stamps will pass through the system, as it “sees” the stamp unique code has already been used up.

Naturally these codes also make cancelling stamps totally pointless, and that has raised its own issues. Many mail users WANT to see traditional cancels from their post office counter, or the local mail sorting centre, and to that end, all German POs and sorting centres swapped to using BLUE ink on February 4. More on that below. Stampboards members were fast to report this revolutionary new innovation, and German members there were mailing early date covers and ‘last day’ black cancel use of old stamps etc, to other members around the world. German Post advises the code on each stamp contains all this data: 1. The letters DEA, with DE for Germany and A for Deutsche Post. 2. The Customer Number. 3. If purchased from a Stamp machine, the exact machine identifier number. 4. Type of stamp, i.e. internet stamp, machine stamp, PO bought commemorative stamp etc. 5. Date first scanned in at a PO, or printed out from machine etc. 6. PO Product number of the stamp. 7. The Consignment number.

It seems that in later 2021, most if not all new issues will have the code. From 2022 ALL German issues sold will have them, the PO claims. There doesn’t seem to be much information available yet about the impact on number of new stamp issues, or how long traditional stamp issues will still be useable etc. And far more importantly, what if these new codes all auto-expire after 2 years, 5 years, 10 years or whatever, even if never used on mail, making them legally invalid for usage. That is surely The Elephant In The Room here? 200 or 500 Euros of mint stamps not able to be used on mail possibly, will not be popular. BLUE ink Cancel used in first week. still good for $2 postage today etc. In the USA and Canada, France and other places, most stamps issued 160 years back etc, are still valid. Germany not so it seems? All German Post Offices and mail centres were issued with BLUE ink bottles and pads on February 4. Why? As I know from my long background in journalism, advertising, and printing, anything written in a mid-BLUE colour cannot be “seen” by process cameras etc. All correction and grid layout and markings and notes were always done using BLUE ink or crayon, or blue pencil. This colour oddly never showed up when the artwork was copied or scanned in - no idea why. Maybe someone in printing can email me to advise why - it seems strange they scan fine for me. I can scan a mid-blue 1/4d KGV head stamp perfectly well and that works - see a nice looking block from stock nearby I just listed for sale - just one of life’s mysteries.

Three months of colour ink trials.

German PO ran many trials since November, and of course discovered that these new digital matrix codes were messed up, when any parts of the usual BLACK ink cancels got anywhere upon them. The app was reading lines and letters from the cancels as being part of the unique coding, and was obscur-

ing other sections of it. So after much experimenting, a mid-blue colour ink was found not to be “readable” by their sorting and scanning equipment, and so the entire German Post Office moved over to Blue ink for all cancelling functions on February 4. Some recent examples of this postal useage are shown nearby. Naturally, any letter bearing any OLDER stamps now also gets the blue ink cancels. An October 2020, 95¢ issue of German footballer Fritz Walter is shown nearby, that a stampboards member received in the UK, with a February COVID mail centre spray cancel in light blue - “Together Against CORONA”.

It was officially confirmed that ALL German postmarkers - handstamps, hammer devices, rollers, old machines, “new” spray device machines etc, in the BZ “Briefzentrum”, central handling, sorting, and postmarking facilities etc, uniformly switched from traditional black postmark colour to BLUE on February 4. stampboards.com members in Germany also have confirmed that all the counter service handstamp pads in actual Post Offices and shop agencies were changed over as well, on or about February 4. Naturally, some staffers and offices did not read the directions accompanying the new inking supplies. Some added the blue ink onto existing pads, that had been earlier inked with the usual BLACK ink, so a strange mixture of a darker violet colour ensued, that still “read” as black on the scanning Stamp News - 61

Your parcel is probably aboard these! equipment. So a commercial cover collection from February 2021 will be an interesting and very colourful sideline for many! Well worth looking out for! The background to the introduction of these matrix stamps was of course the vast amount of total forgeries of German mint stamp imitations of very high quality. These included full coil boxes of 500 or 1000 pieces, being sold on eBay etc as cheap postage. Made in China to very high grade standards. 62 - Stamp News

Such wholesale forging of current stamps, the Chinese have been doing for years, and also here, and for UK stamps, Canadian, France, USA etc. eBay of course does nothing about it, as they make a fortune from it, as they do from stamp forgeries of older stamps, as with selling current stolen postage defrauding Governments. I wrote a long piece on this in my column last month, outlining arrests of various Australians, coast to coast by the Federal Police here. They were importing literally TONS of $20 type Express Mail and Parcel Post satchels and selling on eBay, that they were sourcing for 1c each from Alibaba in China, who openly offer them complete with all tracking codes - “500 million pieces a month capacity”. The German PO can certainly afford a few truckloads of blue ink pads etc, right now! A few plane loads in fact. The Deutsche Post AG share price has exploded in the past year, from just over 19 Euro in mid-March 2020, to about 44 Euro as I typed this. What a superb investment that has been.


Glen Stephens more and more consumers shopped online, Appel said the group was now also helping to distribute Covid-19 vaccines “all over the world” he concluded in his report. Still none arrived in Australia, but hardly his fault! A lack of airline cargo space following a near grounding of global passenger flights will continue this year, according to their CEO Frank Appel. That gives Deutsche Post an edge, as it has both an express delivery service with a fleet of more than 260 cargo planes, and is a freight forwarder, with both units benefiting from synergies between their operations. The strong results led the company to announce a new order for eight more huge Boeing 777 long range freighter planes, worth $$ several Billion. Coupled with a previous order, that means the company will take delivery of four new 777F aircraft this year, and a further four in both 2022 and 2023. The company also has an option to add a further four after that. As there have been essentially no commercial flights to Australia for a year, Australia Post needs to send parcels to Europe and beyond via these DHL Freighters, and hence parcel rates from here have skyrocketed. No mid-range options for a year - all top whack airmail or Express tables now.

As most readers know, these sheet marginal monograms from Australia, are super popular, and can literally add $150,000 on top of the value of the same stamp with NO Monogram - hence these waste of space spivs turn to faking them. Printer monograms were of course part of the original plate, and printed at the same time as the stamp. I show one nearby I added to stock today, a Large Multiple watermark KGV, with the rather unusual ‘CA’ Monogram being substituted for ‘JBC’, and seems like it is on very thin paper to boot. But I add the image here, simply as it shows the design crispness of a real Monogram, and the colour matches exactly.

Shown nearby is one of the current forgeries peddled on FakeBay. As can be seen, he has had a rather fuzzy detail metal handstamp image made of the CA monogram design, and then used a water-based ink pad, in a totally WRONG green colour, to make his total fake nonsense. Such a joke would not fool anyone experienced of course, especially when being peddled on eBay by a known stamps forger, but sadly the Bunnies out there see a perceived “BAHHRGGEEN” and 64 - Stamp News

Buying ANYTHING Australian over $100 off eBay, except off a respected high feedback seller is super dangerous - more than even generally savvy buyers realise - google the eBay seller name FIRST, and for the scammers, the first match will often be right to the stampboards Rogues Galley discussions. Common looking QE2 FDC worth $US175?

The thing I love about this hobby is that the most unremarkable looking things have great value quite often. As a dealer, knowing WHAT those pieces are is the very tricky part! One learns something new and important EVERY day in this hobby, which is why I love it.

Take a look at the 1955 Penang FDC illustrated nearby, with three QE2 low values upon it. Excuse the cruddy image - the best eBay can offer, as usual. And as you can see, there were no takers for a long time! You can buy a superb CTO 1932 5/- Sydney Harbour Bridge for $US175! That is very serious money for a nothing looking FDC. TRIESTE B : A SHORT-LIVED STAMP COUNTRY Wars and conflicts often result in interesting postal developments. Sometimes they create entirely new stamp countries; some remain while others disappear into history soon to be completely forgotten. Fortunately there are philatelists who preserve the memories and stamp issues of these “dead” countries and territories. Such an area is Trieste Zone B. This was the official name of the part of the Trieste region that was administered by Yugoslavia. There was also a Trieste A which was run jointly by the United States and the United Kingdom. Strangely, the name of Trieste is almost non-existent on the postage stamps that were released by the two territories. The city of Trieste is located at the northern end of the Adriatic Sea between Italy and the Balkan area. Despite the fact that the city had a mainly Italian-speaking population, it belonged to the Habsburg Empire from 1382 until 1919. After World War I,

Trieste and the surrounding area was awarded to Italy which was quite natural when considering the mainly Italian population of the city. The city became part of the province of Venezia-Giulia. After World War II, the Yugoslav Socialist Republic claimed most of the province which has a sizable amount of Slovenes. However, when the future of Trieste arrived on the negotiating table, the Italians flatly refused to let go of the city. At the end of the war, the Trieste region had a population of some 350,000 of which only some 60.000 were Slovenes. It was decided to turn Trieste into a free territory while waiting for the final solution to the problem. The Trieste area was divided into two zones in 1947 – with “Italian” and Yugoslavian administrations. The Yugoslavian zone comprised the area south of the city of Trieste which is known as Capodistria in Italian. In the ”Italian” zone – Trieste A – contemporary

Christer Brunström Italian postage stamps overprinted AMG FTT (= Allied Military Government – Free Territory of Trieste) were used. However, this article is intended to spotlight the stamp issues of Trieste B, the Yugoslavian zone. Contemporary Yugoslavian stamps overprinted STT VUJA or SST VUJNA were issued. What makes Trieste B so interesting is the fact that there were also quite a few issues with local designs. VUJA or VUJNA is the acronym of the Yugoslavian military administration. Trieste B had a very mixed population of Slovenes, Italians and Croats. Trieste Zone B issued its first stamps on 1 May 1948. The set comprises three se-tenant stamps marking May Day. The three stamps had exactly the same design but with wording in Slovene, Italian or Croatian. This first set was then followed by a few others with had the same linguistic arrangement. The next issue was released on 17 October 1948

and it publicised an Agricultural Fair in Capodistria (Fig. 1). There was a printing of just 50,000 sets of two. It is interesting to note that many Trieste B issues had even lower printings. Despite these limited printing figures, most issues are still easily affordable although there are a few exceptions. On 1 May 1949 there was a single stamp (Fig. 2) with a strong political message as it featured a handshake and the Hammer and Sickle, an obvious reference to the socialist policies of Yugoslavia. On 1 June 1949, a definitive set for Trieste B was released (Fig. 3). Like the first issue it had wording in the three different languages spoken in the zone. The stamps with text in Italian has the following wording T. L. TRIESTE – V.U.J.A. T. L. TRIESTE B : A SHORT-LIVED STAMP COUNTRY contemporary Yugoslavian definitive stamps were overprinted SST VUJA (or SST VUJNA) and this “country” name can be found on all Trieste B issues (Fig. 4). In 1949 the 75th anniversary of the Universal Postal Union was celebrated all over the world and Trieste B of course wanted to take part. The Yugoslavian UPU set was overprinted VUJA – SST (Fig. 5) and it was picked up by eager UPU collectors as this was one of the most popular themes in 1949. Rather surprisingly, Trieste B decided to celebrate the UPU anniversary once more three years later. In 1952 there were three airmail stamps with local designs and with wording in the three languages. On the value with text in Italian (Fig. 6), the lighthouse in Pirano is depicted. Exactly why this was done is something of a mystery as the 75th anniversary had already received philatelic recognition in 1949.

During the following years there was a steady stream of new Trieste B stamp issues. In most cases they were Yugoslavian issues which were overprinted as described above but in several cases they were unique to Zone B. In 1952 a single stamp and a souvenir sheet depicting a starfish marked the Capodistria Philatelic Exhibition (Fig. 7). During its brief period as a stamp-issuing entity, Trieste B also managed to issue postage due stamps (Fig. 8) and a number of postal tax stamps which were obligatory on mail during certain periods of the year. Trieste B ceased to be a stamp “country” during 1954 and the stamps lost their postal validity on 21 October 1954. By then there had been some 167 different stamps which makes this historically important area quite easy to complete. Today Capodistria is part of the Republic of Slovenia and the area is still home to a significant Italian-speaking minority.
