reviews Australian Airmails Across the Pacific Ocean, 1937 – 1951, by Laurence Kimpton Published May 2021. 140 pages, over 220 illustrations (almost all in colour), A4, laminated card cover. Price: UK£20.00. Order from Laurence Kimpton l.j.kimpton@ blueyonder.co.uk, 20, Greytree Crescent, Dorridge, Solihull. B93 8SL, United Kingdom Postage within UK: £3.50 (first class). Postage to outside UK (below cost): Europe £6.50, Australia & New Zealand £12.00, USA £11.00, Rest of World £10.00. Payment by bank transfer, £ Sterling cheque or by Paypal (outside UK only). Over the past 35 years or so there has been increased interest in the airmails of the Second World War, encouraged by the research of various aerophilatelists and postal historians. About 20 years ago Bill Legg, member of The British Society of Australian Philately (BSAP) and the British Air Mail Society, acquired copies of various Tables of Air Mail Charges, Air Mail Schedules and Air Mail Notices of the Australian Post Office dating from 1939 to 1945. It then became possible to work out air mail rates on covers flown across the Pacific and Atlantic Oceans, often with high frankings. This led the author to write articles for the BSAP’s Bulletin (in 2006) and the British Air Mail Society’s journal Air Mail News (in 2016 and 2017) on Australian airmails across the Pacific Ocean to North America and Europe between 1937 and 1945. This book is a revised and considerably expanded version of the articles in Air Mail News, with much additional information and many more illustrations. Much more consideration is given to incoming mail and mail in transit through Australia. Content also includes mail which was sent across the Pacific to USA or Canada by ship and then forwarded by air to Europe. Also, the subject has been extended to consider mail carried on survey and other special flights, American forces mail and the restoration and development of trans-Pacific services from Australia in the immediate post war period. Besides the Australian Post Office’s tables and notices, 10 - Stamp News

ken sanford for mail to and from the United Kingdom, the GPO’s Overseas Mail Branch’s Weekly Reports and the Air Ministry’s Civil Aviation Intelligence Reports Summaries (compiled by Peter Wingent) were very useful sources. Research on New Zealand airmails, particularly by Robin Startup (author of Airmails of New Zealand, Volume 3, International Airmails 1940-1970) and by Robert Clark (compiler of the website www.nzstamps.org.uk) has also provided much information relevant to Australian airmails. A variety of aerophilatelic and aviation history books have also been of help in producing this book, especially in providing details of survey and other special flights. The covers are in full color and are very good quality. There are a number of maps, charts and airline timetables, which are very useful. There are also seldom seen photos of some of the aircraft involved. The various chapters in the book are as follows: Chapter 1 Airmail via PAA’s North Pacific Service (FAM 14) from Hong Kong to San Francisco, 1937-1941 Chapter 2 Airmail via PAA’s South Pacific Service (FAM 19) from Auckland to San Francisco, 1938-1941 Chapter 3 Mail by Sea across the Pacific with Onward Air Transport, 1942-1945 Chapter 4 Survey Flights, Special Flights and Mail via Trans-Pacific Military Services, 1939-1945 Chapter 5. Restoration and Development of Trans-Pacific Services, 1945-1951

Appendix 1 Australian Trans-Pacific / Trans-Atlantic Air Mail Rates Appendix 2 Locations of United States Army and Navy Post Offices in Australia Appendix 3 The Flying Boats of Pan American Airways Appendix 4 The Airliners of British Commonwealth Pacific Airlines Appendix 4 British Commonwealth Pacific Airlines Timetables The book is very well written and will be essential for collectors of trans-Pacific airmails for the period covered.

Stamps in the News - Globally! Australia Post misses Warning Reported at https://www.dailymail.co.uk

The release of a stunning new Australian stamp series has been marred by an error in one of the stamps. Australia Post’s new series depicting ‘Australia’s volcanic past’ includes four stamps each with an image of a different ancient volcano - except the stamp labelled Wollumbin Mount Warning shows a different NSW peak. That stamp has the nearby Mount Doughboy in the foreground, with Mount Warning just visible at the very top right hand corner, under the $1.10 value. Both peaks are part of the huge extinct Tweed volcano, which was more than 100km in diameter and last erupted 23 million years ago. Australia Post said the choice was deliberate and maintained the stamp was ‘accurate’. ‘All the features represented on the stamp are features of the Tweed Volcano, which is often called Mt Warning volcano in literature,’ it said. ‘Wollumbin is the central plug of the volcano, and the “Doughboy” is a lump of more resistant lava from the volcano. ‘While we can understand that locals might have expected that Wollumbin Mt Warning would be featured in the foreground, the decision was made to caption the stamps with the common geographic names.’ The Tweed Shire Mayor described the mistake as

‘unfortunate’ and has invited Australia Post representatives to come to the Tweed and ‘enjoy the majesty of Wollumbin and its iconic presence’.

Quoth the raven forever more… Reported at www.alaskapublic.org

Eighteen million US ‘forever’ postage stamps featuring an Alaska Native raven design were issued this month. A ceremony in Juneau celebrated the first stamp ever designed by a Lingít artist and the importance of the design and its story to the people who live in Lingít Aaní today. The stamp is called the Raven Story, designed by Rico Lanáat’ Worl. Worl is the co-owner of Trickster Company, known for selling artifacts with formline designs. It was one of his items at a gift shop at a museum which caught the eye of an art director at the U.S. Postal Service. The USPS gets tens of thousands of art submissions for stamps every year. Only 30-40 of them will make the cut. This is a huge feat for Worl as an artist. But for the Lingít people, it’s bigger than that. “Worl has the goal to tell the story of Indigenous people today,” said a local spokesman. “The story that we are all still here. We have been here for at least ten thousand years and we’ll be here ten thousand more. That brings a whole new meaning to the term “forever,” which is featured next to the letters USA right on the stamp. Native Northwest Coast art is well-known for telling stories through large forms like totem poles and clan houses. The stamp has a formline drawing of a raven with a gold ball in its mouth surrounded by stars. It’s a depiction of the dramatic conclusion of the story of how raven gave light to the world — by stealing it from a box. In the stamp he’s in a mess of stars with the sun in his mouth, on his escape through a smokehole in a longhouse. Author, Frank Henry Kaash Katasse, told the story of Raven and the

box of daylight at the ceremony. And of course, the ravens themselves had to have their say, too, punctuating the entire program with their caws.

The Magenta makes a comeback Reported at www.theguardian.com

The world’s rarest stamp is returning to Britain permanently for the first time in 143 years. The British Guiana 1c Magenta, which has been described as “the Mona Lisa of the stamp world”, was bought for $US8.3m by iconic UK stamp house, Stanley Gibbons, at auction last month. For nearly a century and a half, the stamp has been held in collections abroad, but it will now go on display at the Stanley Gibbons flagship store in central London. Security surrounding the stamp is tight. It will be flown into Heathrow and met by an armoured truck, before being driven to the showroom, where it will be stored in a vault before going on display in a specially commissioned, zero-oxygen frame. The octagonal stamp, printed in black on ma-

genta paper and measuring 29 x 26 mm, features a three-masted sailing ship, as well as the motto “Damus Petimus Que Vicissim” which translates to “we give and expect in return”. Gibbons said it is drawing up plans to make the stamp available to collectors through a shared-ownership scheme, suggesting shares in major paintings can sell for as little as £20. CEO of Stanley Gibbons, said: “The British Guiana 1c Magenta really is the holy grail of philately. “It’s truly one of a kind, and we’re delighted to be welcoming it back on to British soil where we hope it will remain. The stamp was previously on display at the Smithsonian National Stamp Museum in Washington DC, on loan from its former owner, the American shoe designer Stuart Weitzman. Its previous 12 owners include the French government and the philanthropist John du Pont. The stamp is the only survivor of a small batch printed on the former British colony British Guiana in 1856 after a ship from England that was thought to be delivering 50,000 stamps arrived carrying only 5,000.

In 2018 the Ministry of Information and Communications issued the first set of stamps on national treasures entitled “Vietnam National Treasure: Bronze items”. These stamps were designed by artist Tran The Vinh, including four stamps featuring a brass belt buckle, Hop Minh bronze jar, the short sword found at Nua Mount and the bronze lamp in

the shape of a kneeling man. The bronze and gold artifacts featured are all on display at various museums in Vietnam. The title national treasure is recognized by a decision from the Vietnamese Prime Minister after obtaining evaluations from the National Council for Cultural Heritages. As originally planned, the second stamp set on Vietnam’s national treasures would feature ceramic items and be released on March 5, 2020. However, the Ministry of Information and Communications already released a set of stamps on “Oc Eo Culture” in 2020, which featured similar ceramic items, so the decision was made to change from ceramic to gold items.

Gold, gold, gold for the UN

Reported at www.business-standard.com Many countries have issued stamps this year to commemorate their athletes and their achievements at the 2020 Tokyo Olympics. Meanwhile, the United Nations Postal Administration has in partnership with the IOC created a series of stamps to commemorate the Tokyo Olympics and to highlight sport’s contribution to peace around

the world The six stamp sheets feature the Olympic sports of sailing, baseball, judo, diving, equestrian and golf, the IOC informed in a report on its official website. The souvenir sheets feature the Olympic rings and a dove of peace with the slogan “Sport for peace” in English, French and German, with the following text: “The United Nations and the International Olympic Committee share the universal values of respect, solidarity and peace and work through sport to build a more peaceful and better world. Together, they promote the Olympic Truce, in a spirit of global peace, tolerance and understanding during the Olympic and Paralympic Games.” The stamps were released on July 23 to celebrate the start of the Olympic Games, and can be obtained via the official unstamps.org website. The United Nations Postal Administration was set up in 1951 after an agreement with the United States postal authorities was reached in 1951.

Overcoming fear, fatigue and discomfort, these everyday heroes go about their work with dignity, bringing hope and strength to fellow Singaporeans.” The stamp set also includes a miniature sheet, featuring a montage of these frontline workers. The cover of the presentation pack will showcase more groups of frontline workers, including immigration officers, construction workers and hospitality staff. Gabriella was born two minutes ahead of her brother; however, Prince Jacques is the heir to the throne because Monaco abides by male-preference cognatic primogeniture.

Friday night, July 23, and Saturday, July 24 — is Tu b’Av, the minor Jewish holiday of love that occurs on the 15th day of the Hebrew month of Av. The holiday’s origins lie in a talmudic passage that recalls life before the destruction of the Temple: “There were no better days for the people of Israel than the Fifteenth of Av and Yom Kippur, since on these days the daughters of Israel go out dressed in white and dance in the vineyards. What were they saying? Young man, consider whom you choose” For most of the nearly 2,000 years since the destruction, dancing on the Fifteenth of Av has been abandoned. But in recent decades, Israelis have revived the holiday as a Jewish answer to the Western Valentines Day. And now, the holiday has its own stamps. In an apt reflection of the high cost of living while female, the stamp featuring a man bicycling to a romantic date will cost you 3 shekels; the one that shows a woman in white dancing with a tambourine sells for 7 shekels.

the designs were based was Frederick “Freddie” Carabott (1924-2011), a Greek-British painter and graphic designer whose life was the stuff of novels and whose legacy is a priceless collection of artwork. Carabott passed away in 2011 at the age of 87, leaving behind a booklet sketching out his entire WWII experience. “Fifty years after the end of the war, all these stories were put down in watercolors and three years later a visual autobiography was completed. This, I think, was his life’s greatest work,” says his niece, journalist Eleni Carabott. The artist filled 48 canvases to create something resembling a storyboard for a Hollywood screenplay. In what appears very much like a forerunner of the graphic novel, the artist began his narrative with a swarm of Hawker Hurricanes flying over Athens and

the Acropolis. Carabott, a master of symbolism, depicted himself as a blank form with no facial or other characteristics, speaking thus of his innocence before the great brutality of the Nazis, represented as faceless metal cylinders. Thanks to a combination of luck and courage, the teenager managed to survive a war that, for him, started with the Battle of Crete, depicted in 10 iconic images. One of them shows the essence of the battle: “May 20, 1941. Iraklio, Crete. We have found refuge inside a hotel in Agios Minas. The first German paratroopers have already landed when the door opens and a young Cretan girl, fully armed, calls for all men above the age of 17 to come out and fight.” The Hellenic Literary and Historical Society in 2001 published a book on his experience during the war: “1941-45: A Teenager’s War,” which is in Greek, English and German.

Postal Stationery to the edge of the lettercard. As mentioned, the selection of STO envelopes in the sale was the largest ever offering of this area. Unlike other Australian states, Queensland never issued regular stamped envelopes. Envelopes were included from most of the known users of these envelopes including major users such as Mt Morgan Gold Mining Co, and New Zealand Insurance Company (Figure 10) as well as lesser-known users such as the New Zealand Accident Insurance Company and Cummins and Campbell (Townsville). Also included was a 1d (numeral in four corners) STO postal card for Alfred Shaw & Co which sold for $120 and a copy of the 1d Queen Victoria (numeral in four corners) STO wrapper for Burns Philip (the only STO wrapper known from Queensland) which sold for $550 (Figure 11). Mint and CTO copies of the 1912 3d King Edward VII registered envelope were included along with used copies of the 1884 formular registered envelopes. Parcel and Express Post Postal Stationery for NAIDOC Week Richard Peck has reported that Australia Post on 5 July 2021 issued prepaid parcel and express post envelopes and satchels that include a dedicated space for the inclusion of traditional Aboriginal place names (Figure 12) as part of National Aborigines and Islanders Day Observance Committee (NAIDOC) Week 2021, which runs from 4-11 July 2021 and is for customers who wish to recognise traditional country on their mail. Australia Post states that “Including the traditional place name as part of the mailing address is a simple but meaningful way to promote and celebrate our indigenous communities”. The new parcel post and express post envelopes and satchels, which also include an acknowledgment of country (Figure 13), have a nominated line below the

25th Anniversary of The Reintroduction Registered Postal Stationery in Australia 2021 marks the 25th anniversary of the reintroduction of registered envelopes following the withdrawal of the embossed registered envelopes in 1968. The November 1968 Post Office Circular (Victoria: No 467), announced the withdrawal from sale of the 25c embossed registered envelopes (Figure 14): ‘As announced in the August 1968 POCV registration envelopes will be withdrawn from sale following exhaustion of stocks. In the meantime, staff were advised of the need to add a 5c stamp to [the 25c] envelope which now had a selling price of 31c A further 25c was needed if posted under the Listed Registrations service.’ In the June 1969 Post Office Circular (Victoria: No 474), the Post Office advised its staff that: As you know the printing of registered envelopes was discontinued some time ago. The Note Printing Branch has advised that all its stock of registered envelopes has now been exhausted. Soon registration envelopes will disappear as a sales item at Post Offices. When this point is reached customers requiring registered envelopes should be advised that the item has been discontinued because of the very small demand for it. If any client so desires the current 5c embossed envelope may be used for registration with the addition of the extra postage stamps needed for ordinary or listed registration. Postal Stationery ia Post reintroduced registered envelopes in conjunction with a new registered post service which replaced ‘security post’ and certified mail services. The new registered service provided a service more akin to certified mail than security mail with the disappearance of the security areas in mail centres once used for registered mail. Issue no 7 of the Postal Stationery Collector noted at the time that “Two prepaid envelopes were issued for the internal service and two for international service: small (130 x 240 mm) $2.20, large (240 x 353 mm) $3.20, international small $8, international large $14. Cost includes postage and registration fee. Additional services such as person to person, insurance and delivery confirmation are available at extra cost. Twenty-five years later the registered envelopes are still being issued in the same general format although there have been many changes in the envelopes along the way. This article illustrates some of the major changes in the small internal envelopes during this period but does not include all of the minor variations that have occurred. Readers are asked to examine their holdings of the envelopes and provide scans of any varieties not listed. Figure 15 and 16 show the first issue from 1996 with a one-line Australia Post logo on reverse with a white ‘P’ in a red circle and a made in Australia symbol. The red colour of the panel including the text ‘Registered Post’ varies considerably. Figure 17 shows an envelope with the ‘made in Australia’ symbol removed. In 1997 envelopes appeared with the Australia Post logo on the reverse in two-lines (Figure 18). The self-adhesive gum on the flap can be found either covering the full length of the flap or in spots. In 1998 envelopes appeared with the Australia Post logo in a red box (Figure 19). In about 2009, a new version of the envelope appeared with weight and thickness limits in boxes on the front of the envelope. In addition, the printed registration number and ‘R’ and barcode on the front of the envelopes were replaced by a printed ‘AP Article ID’ and barcode printed on the front (Figure 20). Two versions exist with the Australia Post logo at bottom right in a red ‘tab’ (Figure 21) and with the logo moved to under ‘Registered Post’ (Figure 22). The printed barcodes were replaced by barcode labels in 2012 (Figure 23) and later by labels with QR codes (Figure 24). Cinderella Corner Space Covers – Part II

Welcome to the September edition of Cinderella Corner. This issue serves as an extension to last September’s article that explored some of the cinderella labels that adorn Australian space-themed covers. These items, along with last year’s investigated pieces, serve to highlight only a fraction of the rich tapestry of space covers that exist not only in Australia, but worldwide. I once again direct the reader to cover collector from Victoria, Simon Cronk, who has established and maintains an excellent online resource that documents many Australian space covers: https://www.simoncronk.com/space-australia/. He categorises this interesting thematic area into sections, including rockets and missions. Nine covers with different space-themed cinderella labels are now explored, and most of these are drawn, with the approval and gratitude, from Simon Cronk’s collections.

NASA – AWA

The scarce label illustrated in Figure 1 dates to 1965 and is a variant of the label illustrated in Figure 3 of last September’s article. It too is large, measuring 82.5mm x 51.5mm, and is imperforate on all four

Figure 2 sides. Coloured white, blue and red, it features the text: NASA / AWA / Carnarvon Tracking Station / Station Director. The AWA refers to the Amalgamated Wireless Australasia, an Australian contractor designated to the operating and maintaining of the Tracking Station at Carnarvon. The Station Director at the time, Lewis F. Wainwright, held several positions in the space industry over his career, and his signature is prominently placed on the label. I extend my thanks to Simon Cronk for providing the scan and dimensions of this wonderful label and cover. The cover is postmarked at Carnarvon, Western Australia, on 3 June 1965 and also features an Air Mail vignette affixed to its front. Other signatures are also featured on the cover, and these are all space-related.

Europa Rocket 1967

Figure 1 40 - Stamp News

The European Launcher Development Organisation (ELDO) was a former European space research organisation responsible for a three-stage rocket named ‘Europa’. Under ELDO’s funding, a total of 10 launches occurred, and the label illustrated on the Arthur Bergen cover shown in Figure 2 celebrates the third rocket launch, over 50 years ago, in 1967. The green and white label is imperforate on all sides and measures

Vito Milana Australian Capital Territory. Pioneer 11 was the first spacecraft to study Saturn up close. The 1 September 1979 postmark signifies the official Saturn flyby date, which occurred more than six years after its launch. In total, Pioneer 11 experienced a mission elapse time of more than 22 years. Many thanks, once again, to Simon Cronk for providing scans of this label and cover.

Tidbinbilla Deep Space Communication Complex

The Tidbinbilla Deep Space Communication Complex (TDSCC), later known as the Canberra Deep Space Communication Complex (CDSCC), was opened in 1965. It is located southwest of Canberra and originally served as a Deep Space Tracking Station. The label illustrated in Figure 3 is a fifth type in the tdscc series, with four others discussed in last September’s article. The navy and white cinderella measures 87mm x 81mm and is imperforate on all four sides. It features the text: tdscc / Tidbinbilla / DEEP SPACE COMMUNICATION COMPLEX / CANBERRA, AUSTRALIA. Underneath this text, a red handstamp with additional text is featured: PIONEER 11 SATURN ENCOUNTER. The cover is postmarked 1 September 1979 at Tharwa,

The uncommon Apollo 12 Journey to the Moon cover illustrated in Figure 4 offers a small black and white label, measuring 52mm x 17mm. It features the text: APOLLO 12 / Charles Conrad – Richard Gordon / Alan Bean Apollo 12, which operated from 12 to 24 November, 1969, was the sixth crewed flight in the USA Apollo program; it was also the second to land on the moon. The 21 November 1969 postmark to the immediate right of the cinderella label coincides with the orbital departure date. The three individuals mentioned on the label present with the following basic details: Charles Conrad: was an American NASA astronaut and aeronautical engineer who commanded the Apollo 12 space mission

Cinderella Corner Richard Gordon: was an American naval officer and NASA astronaut who served as the command module pilot for Apollo 12. Alan Bean: was also an American naval officer and NASA astronaut. He was also the last living crew member of Apollo 12.

NASA Communications (Canberra)

The large label illustrated in Figure 5 is one of the more colourful of the space-themed Australian cinderellas. Multicoloured and measuring 66mm x 68mm, the imperforate label features the text: N.A.S.A Communications / CANBERRA – AUSTRALIA The label effectively celebrates Canberra’s association with NASA in the 1980s, including the CDSCC, which was part of NASA’s Deep Space Network. The label features several space motifs, including an ascending spaceship, and another orbiting the earth.

years. Within the valley existed Tidbinbilla Tracking Station, which later shifted names to the previously mentioned CDSCC. The large cream and grey label illustrated in Figure 6 recognises the Helios Project associated with Tidbinbilla where, in 1974 and 1976, the Helios spacecraft was launched and successfully circled the sun. The postmarked 15 January 1976 date on the cover illustrated in Figure 6 suggests that the cover and label recognises the efforts of Helios-B, which was launched five days earlier on 10 January 1976. The label is imperforate, measures 58mm x 90mm, and features the text: TIDBINBIL-

Vito Milana Voyager

The cinderella illustrated in Figure 8 is a second one directly linked to Tidbinbilla. Imperforate on all four sides and measuring 40mm x 50mm, the label is multicoloured and features the text: TIDBINBILLA AUG. 1989 / Voyager / NEPTUNE The label celebrates the spacecraft Voyager 2’s closest approach to Neptune on 25 August 1989. Interestingly, Voyager 2 is still on an extended mission to study space and, as of July 2021, after more than 43 years since its launch, has reached a distance of more than 19 billion km from

The Parkes Radio Telescope is a part of the Australian Telescope National Facility. It commenced operation in 1961 and has an impressive diameter of 64 metres. As recent as 2012, it played a supporting role in tracking NASA’s Curiosity rover. The cinderella illustrated in Figure 7 is identical to the one featured in last September’s article, except for its colour. It measures 46mm x 69mm and is imperforate on all four sides. Coloured green and black, it features the central image of the Parkes Radio Telescope, along with the text: CSIRO / CSIRO VISITORS’ CENTRE / P.O. BOX 276, PARKES, N.S.W. 2870. / PARKES RADIO TELESCOPE / SCIENCE FOR AUSTRALIA. The label is affixed to a 26 April 1990 Parkes postmarked cover.

earth.

U.C.C.C. Space Unit

The final space-themed Australian cinderella explored in this article is rectangular, small, and measures 52mm x 18mm. As illustrated in Figure 9, the address label is imperforate and features the text: SPACE UNIT / U.C.C.C. / Box 133, Glenelg / 5045, Australia The U.C.C.C. was run by famed philatelist and cinderella producer Jack Koch and is an abbreviation for the ‘Universal Cover Collectors Club’. The Space Unit, as illustrated on the label, still exists today.

Introducing the Australian Philatelic Federation What Are Revenues Revenue stamps, also known as tax stamps, duty stamps or fiscal stamps, are adhesive labels issued by a wide range of countries around the world. Typically, businesses purchase the stamps from the government and attach them to individual products (such as cigarettes or whisky) or to documents (such as mortgages land sales) to signify that a tax has been paid or prepaid. Revenues are often very similar in appearance to postage stamps and are popular with collectors. The regulations for the FIP Revenue Class can be found on the APF website at https://apf.org.au/classes. This lists seventeen “types” of revenues without much explanation. These can be organised into three broad categories, namely, they (1) pay a tax or show that someFigure 4: Mauritius insurance Figure 1: 1918 USA revenue thing is exempt from tax, (2) they show revenue issued in 1879 for playing cards. that one has a credit with the government, or (3) they show that one has paid for a government service. The irony of the last category is that is exactly how 1. Revenues that pay a tax or show that something is postage stamps function. Products such as tobacco, alcohol, firearms, playing cards, even marijuana, as well as many other proprietary articles are taxed using excise stamps. For instance, the producer may buy stamps from the government which are then affixed to each bottle of alcohol or packet of cigarettes to show that tax has been paid. Often the stamp will be fixed across a seal so that on opening the pack or bottle the stamp is destroyed. It has a combination cancel and surcharge (the company actually paid 7 cents for the stamp and wanted the consumer to know that). Transfers of ownership of moveables or immovables: Stamps or imprints attached to documents to show a tax has been paid for the transfer of ownership or title to property from one individual or entity to another. This is usually for land, buildings, fixtures, plant, equipment, goodwill and copyright. Documentary: The tax on documents is one of the oldest uses of revenue stamps. Revenue stamps are affixed to a document that is usually subject to a tax, such as legal documents, mortgages or shares, to show that a tax has been paid. Figure 2 shows a documentary revenue on a certification of authenticity document from 1899. Bills: These are stamps or imprints that show that tax has been paid on promissory notes and bills of exchange. Which means there has been a transfer of funds. The amount of this tax is based on the amount of the transfer.

Duty Stamps: A revenue stamp affixed to an item as proof that a government tax has been paid. Stamp duty is a tax levied documents including cheques, receipts, military commissions, marriage licences and land transactions. The physical revenue stamp had to be attached to or impressed on the document to show that stamp duty had been paid before it was legally effective. Figure 3 shows a cheque written in 1867 that has a duty stamp issued in the US in the 1860s. Funds: Stamps or imprints attached to a document to show a tax has been paid for a funds transfer or foreign exchange Assurances and policies: Stamps or imprints attached to an assurance or policy document to show a tax has been paid. Often the liability for stamp duty on insurance rests with the insurer, however, there is nothing to prevent an insurer on-charging their stamp duty liability to a policyholder. When the card was full, one could trade them in to the post office for a government savings bond such as War Savings, Treasury Savings. Stamp News - 45

Introducing the Australian Philatelic Federation The postal savings system in the U.S. was initiated in 1911 and was eliminated in 1966. In the 1940s, people rarely had enough funds to buy war bonds. In response, the US Post Office created war savings stamps that could be collected in a war bond stamp book. Once the book was completed, they could be exchanged for a larger war bond. Figure 5 shows a block of four of the $1 US war savings stamp from 1942. 3. Revenues that show that one has paid for a government service Registration of Deeds or Documents: These are stamps or imprints on legal documents such as contracts, tenancy agreements wills and deeds as evidence of payment of the appropriate transfer taxes. Governments enforce the payment of the tax by making unstamped documents unenforceable in court Court, Judicial or Law: Stamps or imprints on payment of fees associated with judicial proceedings. The funds collected through court fee stamps were intended to support the court system. Various types of fees can be found on documents such as petitions, bills, court costs, bankruptcy and judicial fees. Figure 6 shows the 1903 £1 lilac swan internal revenue stamp overprint with SUPREME COURT ONE SHILLING and was used by the West Australian Supreme Court on its documents. Receipts: Stamps or imprints to show payment has been received for good or service. The stamp itself can be given in lieu of a separate document stating that the tax/fee has been paid. Examples are fees for registering with the police, residence permits and refugee identity cards. Public Service: Stamps or imprints to show various

An example is electricity inspection stamps used on certificates verifying the supply voltage and of the meters used to measure electrical consumption. Gas (natural gas and propane) inspection stamps were used in the same way for fees for verification of gas quality and the accuracy of the meters used to measure gas consumption. Consular services: Stamps attached to passports, visas, oaths that showing that a fee has been paid for a consular service. Consular fee stamps were used abroad at embassies, consulates, missions and other offices for services such as identity and travel papers, translation of documents, verification of signatures, attestation of documents, issuance of certificates, administration of oaths, letters to foreign authorities, and administration of estates. Visa stamps in passports show the fee was paid to enter and to remain in the country for a specified period. Weights and measures inspection stamps were affixed to certificates by government inspectors as receipts for fees paid by the public for the verification of weights, measures and measuring devices used for trade purposes. Licenses: A stamp on an official document that gives you permission to do, use, or own something. Best known examples are marriage, driving, flying, maritime, forklift, hunting, fishing, dog licenses and TV licences. Hunting licence stamps are a popular collecting field in the USA, Figure 8 shows a 1939 Indiana hunting licence. Australian Revenues Australia issued revenue stamps from 1907 to 1994. There were various types for different taxes • Beer Tax (1918-1948) stamps were stuck to kegs of beer. These are scarce because most were destroyed on opening. • Customs Duty (1907-1958) stamps were used to pay the duty on printed matter, price lists and circulars coming from abroad. They were issued at departure and were inscribed with the currency of the originating country. • Departure Tax (1978-1994)

stamps were the last revenues issued by the Commonwealth. Figure 9 shows an airline ticket from 1991 with a departure tax revenue. • Entertainments Tax (c.1946-c.1949) stamps were attached to tickets and were only issued for a very short period. • Patent Office (1954-1988) • Tax Instalment (1944-1990) stamps were once used to pre-pay income tax. They were introduced in 1944 after separate issues from each state were withdrawn. In 1966 the 1944 design was reprinted in decimal currency and this continued to be used until 1990 (See figure 10). In addition to Commonwealth revenue stamp issues, the States also had their stamps. If you want to identify and value State and Commonwealth revenue stamps in your collection the easiest reference to use is Dave Elsmore’s online catalogue - Australia and New Zealand Revenue and Railway Fee Stamp Catalogue. While I was browsing through it, I found the following article from the Canadian Philatelist of March 1893. A Coming Boom in Revenues – reprinted from Canadian Philatelist 1983 It is but a matter of time ere revenue collecting becomes general. Every month sees its adherents increasing, and the demand for revenues and telegraphs becoming greater, and there is no reason, as far as I can see, why this branch of philately should not become as great or even greater than the sway exercised by the postage stamp at the present time. Now, how is it that revenue stamp collecting did not, and is not as general as the collection of postage stamps? The revenue stamp was in use centuries before the idea of the postage stamp was conceived. The leading cause

Waterfalls in our Stamp albums There is something quite special about waterfalls, large or small. During a stay in Ecuador many years ago, I travelled from the Andes highlands along a meandering road down to the jungle area in the eastern part of the country. The lush greenery on the other side of the river accompanying the road was frequently interrupted by majestic waterfalls. At one point of the journey, our bus passed right under a waterfall. It is not at all surprising that waterfalls have frequently been featured on postage stamps. In 1974, Sweden issued a 35-öre stamp showing the Great Waterfall (Fig. 1) in the Lule River in the mountainous wilderness of Lapland. It is not the world’s most impressive waterfall but it attracts numerous visitors who reach the area after a long trek on foot. We are frequently impressed by waterfalls where enormous quantities of water fall sometimes hundreds of meters creating walls of water. They often constitute tourist attractions of the highest calibre but they have often been harnessed to allow the construction of hydroelectric power plants. In Sweden, the state-owned Vattenfall Company was created in 1909. It provides large parts of Sweden with

electricity and its 50th anniversary was celebrated with a set of stamps in 1959 (Fig. 2). Rather interestingly, the company’s name is just Vattenfall or Waterfall in English. This way of producing electricity is considered to be environmentally friendly but it also reduces many previously majestic waterfalls to almost nothing. In 1956, Iceland issued a most interesting set of stamps depicting waterfalls and hydroelectric power plants. The 15-aurar value (Fig. 3) is of particular interest as it shows the Skógafoss falls located near the town of Skógar in the south of the island. The falls are 25 metres wide and about 60 metres high. A close study of the design reveals a horse rider beneath the falls which gives us an idea of how impressive it must be. When the Philippines chose to spotlight the Maria Cristina Falls on two stamps in 1959 (Fig. 4) they used a traditional way of showing them. These falls are also known as Twin Falls as there is a rock at the top dividing the falls into two which is clearly visible on the stamps. Located on the island of Mindanao in the Agus River, the falls are 98 metres high. The pair was issued to mark a tourism conference in Manila.

Figure 3

Christer Brunström Numerous other waterfall stamps are similar in design to this Philippine issue. There are many countries which are extremely proud of their waterfalls. In 1947, the Dominican Republic issued no less than ten stamps (Fig. 5) featuring the 40-metre high Jimenoa Falls just outside the town of Jarabacoa in the central part of the country. The falls were “discovered” in the early 1900s by two British engineers working on a hydroelectric project in the Jimenoa River. The falls are located in a setting of tropical vegetation and they are the major tourist destination in the province of La Vega. The Niagara Falls on the US-Canadian border are probably the world’s most famous cataract. There are actually two falls with a combined length of 1.2 kilometres and a height of 54 metres. The falls have served as a setting for numerous films. When the United States issued a new definitive set in 1922 it was decided to feature some of the nation’s most scenic spots on the higher values and the Niagara Falls were selected for the 25c value (Fig. 6). The design is the work of Clair Aubrey Hudson who designed most US stamps during

the first decades of the last century. Very possibly El Salvador in Central America was the first country to depict a waterfall on its postage stamps. The stamp (Fig. 7) was issued in 1896 and is part of a long set of stamps featuring local views. It was issued during a time when El Salvador’s stamp output was largely aimed at the world’s stamp collectors. Once the first (legitimate) printing had been sold out large quantities of reprints were produced. The original printing plates were used making it very difficult to distinguish between originals and reprints. The reprints were usually produced on slightly thicker paper and in different shades. Sadly this is of little use for us ordinary collectors and it is my guess that most stamps from this period encountered in stamp albums are in fact reprints. The stamp depicts the Atehuasillas Falls in the Ahuachapán River in the north of the country and its height is 45 metres. British Guiana celebrated Queen Victoria’s jubilee in 1898 with a set of five pictorial stamps recess printed by De La Rue in England. The 2c and 10c values depict the Kaieteur Falls (Fig. 8) and it really is a splendid design.

waterfalls in our stamp albums Basically the same design was used for the 1931, 1934, 1938 and 1954 definitive sets which suggests that Guyana is very proud of the falls. The Kaieteur Falls are located in central Guyana and it is the country’s foremost tourist destination. The falls belong to a group of extremely high waterfalls. The total height including subsidiary falls is 251 metres. The falls were discovered by two British geologists in 1870. Today the entire area is a national park. Tasmania was an early issuer of waterfalls on stamps. In 1899, the colony released a new definitive set comprising eight denominations featuring different views of the island. Two of the stamps depicted waterfalls: Russell Falls on 4 pence and Dilston Falls on 6 pence (Fig. 9). The original 1899 issue was recess printed by De La Rue in England. Later printings were made by Victoria Government Printing Office, Melbourne, using typography or lithography. They lack the crisp sharpness of the original issue. It is obvious that the stamps were issued in a bid to attract tourists to Tasmania. One of Africa’s most popular goal for worldwide tourists are the Victoria Falls in the Zambezi River on the border between Zimbabwe and Zambia. The falls are 1.7 kms wide and 120 metres high. It was the English missionary and explorer David Livingstone who named them after Queen Victoria.

In 1905, a bridge across the river was inaugurated and the falls were visited by a delegation from the British Association. To celebrate these two important events, a most handsome set of five values showing the Victoria Falls was issued by the British South Africa Company, the concern that ruled over Rhodesia at the time. It is a superbly engraved set of stamps produced by Waterlow & Sons Ltd. in England. Shown nearby is the top 5/- value overprinted SPECIMEN (Fig. 10). Rapids and waterfalls frequently constitute considerable problems for fluvial transports on the world’s rivers. Often the boats have to be transported past the rapids using different methods. The interior of French Guyana is known as Inini and this region of jungles and rivers had its own stamp issues from 1930 until 1947. The stamp nearby (Fig. 11) issued in 1940 shows intrepid Indians navigating their canoe through the rapids of a river. We can safely assume that they were in complete control of the situation. As a consequence of the ongoing climate change, the water issue is getting increasingly important. We now regularly get news of extreme and prolonged periods of drought or enormous rainfall causing havoc in towns and villages. We can certainly expect many more stamps drawing attention to the water issue and there will undoubtedly be many more waterfalls to add to our stamp albums.
