philatelic news Calla lilies : Canada Post

Canada Post brings a touch of class to its well-loved flower series with its March release of a two-stamp issue depicting the elegant calla. Native to southern Africa, callas (Zantedeschia) were used medicinally before becoming prized around the world for their beauty and longevity. Sometimes mistakenly referred to as calla lilies,

the flower is not a true lily but part of the unusual arum family (Araceae), which also includes skunk cabbage, jack-in-the-pulpit and peace lily. Callas are a common sight at weddings, as well as other celebrations and remembrances. Introduced in 2005, the annual flower stamp issue is a bestseller and is often used on wedding stationery, including invitations. This year’s two stamps were designed by Paprika with illustrations by Fanny Roy. The stamps are sold in a booklet of 10 – five of both designs – and in a convenient coil of 50, offering 25 of each design. A souvenir sheet is available for collectors, along with strips of four and 10 stamps from the coil. The Official First Day Cover of the combo is cancelled in Brampton, Ontario (known as the “Flower City” of Canada). The booklet, souvenir sheet and Official First Day Cover were printed by Colour Innovations and the coil by Lowe-Martin. Iconic Australian filmmakers honoured in this year’s Australia Post Legends Award Five of Australia’s most talented film directors are being honoured in the 26th annual Australia Post Legends Awards, celebrating their powerful contributions to Australian culture and the global film industry. Film Directors – Baz Luhrmann, George Miller AO, Gillian Armstrong AM, Peter Weir AM, and Warwick Thornton – will each have their portrait featured on new postage stamps as part of the 2022 Australian Legends of Filmmaking stamp issue. Australia Post Group Philatelic Manager, Michael Zsolt said each of the directors had been recognised not only for their vision, talent and acclaim, but for their diverse and impactful storytelling on a national and international scale. “Each year since 1997, we’ve celebrated living Australians who have made a unique contribution to the Australian way of life,” Mr Zsolt said. “The films created by our 2022 Legends all tell powerful stories that connect strongly with Australian audiences and help to shape our perception of not only ourselves but historical events and important socio-cultural themes.” Gillian Armstrong AM, who amongst many accolades, received six AACTA awards and a Palme d’Or nomination for her very first film My Brilliant Career in 1979, said it was an honour to be a recipient of the 2022 Australia Post Legends Award alongside such a totally brilliant group of film

directors. “It’s wonderful that our film directors are being recognised for the powerfully unique and heartfelt Australian stories that we make - and it is a thrill to be named a Legend of an industry and artform that I’m so passionate about,” Ms Armstrong said. “I used to collect stamps as a child, I liked those little pictures. So, it feels particularly full circle to be recognised for my big pictures!” The annual Australia Post Legends Awards celebrate living Australians who have made a unique contribution to the nation through their field of endeavour, inspiring the community, and influencing the way Australians think about themselves. Past recipients include those who have excelled across a range of fields, including sport, the arts, entertainment, medical science and philanthropy, with Academy Award winners Cate Blanchett, Russell Crowe, Nicole Kidman AC and Geoffrey Rush AC named as Legends in 2009. The 2022 Australian Legends of Filmmaking stamp issue comprises five $1.10 stamps, a first day cover, stamp pack, maxicard set, minisheet, five booklets of ten $1.10 stamps, and a booklet collection pack. Editor's Mailbag Dear Editor, My daughter handed me this envelope for my collection and related to me the attached story behind the return. I found the circumstances interesting and concerning and thought that the circumstances should be recorded I also thought after writing the story that it might be of some interest to you and your readers re returned mail. I am sure that many readers would find it interesting, and concerning when sending overseas mail at the moment. The costs are very high with no compensations available if something does go wrong. Once again hope that the story may be of some interest to those concerned with the postal system at the present time. My daughter posted this parcel from Adamstown LPO NSW 2289 on 30.11.21 to an address in London U.K. The contents were intended as Christmas and birthday Gifts. A Custom declaration was correctly prepared and attached to the article. Total value of gifts was declared as $A100.00. It was sent as an air mail International Post article in a Post Office large padded satchel. The postal charges were $57.35 plus cost of satchel. It was sent Express International at additional costs to ensure that it arrived before the Christmas break in the UK. Advice was given that ordinary air mail parcel post could take between 4 -6 weeks. The parcel arrived in London’s North West Depot No.24 on 12.12.21 when it was referred to the Customs section, where it

was inspected and a Customs charge was raised. A letter was forwarded to the addressee on 13.12.21 advising the charges which were due before parcel could be released and delivered. Unfortunately, due to heavy Christmas mails in London at the time, Covid, bad weather and the public holidays between Christmas and new year the letter was delivered in late December 2021. The Customs branch had closed and did not re-open until Tuesday 4th January 2022. The Addressee contacted the Customs branch on the same day (pm) to arrange for the fees raised to be paid and arrange for delivery details as parcel required to be signed for, only to be told that the charges had been cancelled that morning and the parcel returned to the country of origin on 04.01.22 and could not be recovered from the mail system. On further enquiries by addressee the customs advised that no compensation would be paid by either country. Naturally my daughter was very disappointed with the outcome, given that she had paid in excess of $60.00c to send the parcel in the first instance. Yours faithfully Russell Goddard

Less than a week after Russia invaded Ukraine on Feb. 24, the country’s post office, Ukrposhta, is planning to issue a stamp to illustrate “Ukrainians’ determination to defend their land,” and is asking the public to send in their designs. “On March 1, on the 30th anniversary of the modern Ukrainian stamp, Ukrposhta announced the All-Ukrainian People’s Competition for the development of a sketch of the postage stamp ‘Russian military ship, go to #uy!.’ Ukrposhta will publish a sketch that will win the popular vote in a special edition in the near future.” Ukrposhta encouraged both professional illustrators and amateurs to participate, drawing their sketches “and thus relieve the psychological stress of war.” “Ukrainians will submit their sketches by email, and they will be displayed on Ukrposhta’s Facebook

page for the public to vote on, with the design receiving the most votes to be published by Ukrposhta in mass circulation on the first Ukrainian postage stamp under martial law,” the press release said. The stamp is to be valid for international mail. Designs to date include one appeared to be a warship shaped like the Kremlin sinking into a pool of blood. Another showed sunflowers, the national flower of Ukraine, which could also symbolize an encounter between a lady who was captured on video confronting Russian troops last week while offering them sunflower seeds. Ukraine declared its independence from the Soviet Union in 1991, approved by a public referendum and issued its first stamps March 1, 1992. Those two 15-kopeck stamps commemorated the 500th anniversary of Cossacks in Ukraine and the 100th anniversary (in 1991) of Ukrainian emigration to Canada. World postal response to the war in Ukraine Latvia

Latvijas Pasts (Latvia Post) has suspended money transfers to and from Russia and Belarus. The postal company is not shipping parcels to Russia and Belarus. Also, all Russian and Belarus goods have been pulled from the shelves. Parcels and money transfers to Ukraine are accepted. In cooperation with Polish postal company, shipments are delivered by road. Still, Latvijas Pasts notes that because of the warfare in Ukraine’s territory, parcels may travel longer or may not reach the destination in the warfare territories.

Gibraltar

Royal Gibraltar Post Office has announced it will waive postage charges for mail addressed to Ukraine. Additional to letters and registered mail, the Royal Gibraltar Post Office is also offering free postage for humanitarian aid parcels under 5kgs.

Malta

All postal services to Russia have been suspended until further notice, Maltapost said this week. It said in a statement this is a result of the Russia-Ukraine crisis and the increasing number of European countries banning Russian airlines from their skies. It said all postal items destined to Ukraine will now be diverted through Poland. The Polish mail operator will handle the exchange of these postal items at their offices located close to the Ukrainian borders – both imports and exports.

Cyprus

The Cyprus Post announced on Monday that acceptance of postal items to Russia and Belarus is suspended for all services. This excludes the courier service Quickpost, it announced. Meanwhile the Quickpost courier service to Ukraine has also been suspended. However, traditional services such as letter mail, parcels and Ems/Datapost continue to forwarded to Ukraine through a third country.

Estonia

According to Estonia’s post office, Eesti Post has suspended services to Russia. “Due to the lack of air services, it is temporarily not possible to send shipments to Russia,” the postal services company said in a in a press release. Estonia has prohibited the use of its airspace by all aircraft owned or operated by Russian citizens or airlines. In response, Russia closed its airspace to Estonian, Latvian, Lithuanian and Slovenian airlines.

South Africa

The SA Post Office has suspended its service to Russia, Ukraine and Belarus. This has happened at a time that international postal services have just started to resume after a long hiatus due to Covid.

Ireland

An Post has put a truck and drivers at the disposal of the Irish Red Cross in order to aid the organisation’s Ukraine appeal. The postal service is also making arrangements to provide any displaced Ukrainian citizens who come to Ireland with an An Post Current Account to enable everyday banking, as well as access to its Address Point service which provides a personal address to people who are homeless or living in temporary accommodation.

Romania

The Romanian national postal services company Posta Romana announced that it organized its own network of collection centres for aid aimed at those affected by the crisis in Ukraine. At the same time, the company made available its accommodation facilities to local authorities to host refugees from Ukraine. Posta Romana will transport the aid to the four border crossing points with Ukraine, from where they will be taken over and distributed by the Ukrainian Post.

The situation is rapidly evolving – this information is current to 3rd March. On Thursday, Ukraine closed its entire airspace to all commercial carriers with neighbouring Moldova also halting commercial flights. In addition, the European Union Aviation Safety Agency issued a warning to commercial airlines to avoid Ukraine skies and airspace in Russia and Belarus within 100 nautical miles of Ukraine’s borders. In response, several major European airlines stopped services to the region, but other European countries added further restrictions. Subsequently, the European Union shut down its airspace for Russian-owned, Russian registered or Russian-controlled aircraft. They won’t be able to land in, take off or overfly the territory of the EU. Last week, the FAA banned US airlines and US pilots from overflying Ukraine, parts of Russia, and other areas in Eastern Europe. US passenger airlines have not been flying into the region, but this restriction will impact US-operated cargo airlines which could affect mail and air cargo operations. USPS, FedEx and UPS have already issued alerts regarding Ukraine and Russia:

Ukraine Post have advised that due to the conflict in the region international postal transit through Ukrainian territory has been suspended until further notice. Post offices will remain closed beginning February 24 and postal deliveries are suspended until further notice. As soon as the situation allows, the post will resume delivery of all international postal items. USPS has not issued a service suspension to Ukraine yet, but if this crisis continues, that is a very good possibility. FedEx issued a service alert that it has suspended service to and from Ukraine. UPS issued an alert stating, it has suspended service to and from Ukraine and shipments to Russia. But the carrier said export services from Russia and domestic services in Russia are still operating. DHL suspended operations to Ukraine and Russia and closed its offices and operations in Ukraine. eBay Global Shipping Program announced on Friday it has suspended shipments to Ukraine and Russia. Since most mail services are transported by commercial airlines, flight suspensions and restrictions are going to impact shipments to the affected region.

Canada Post issued a full suspension for shipments going to Ukraine and said it would not accept any mail or parcels going to Ukraine. No other countries in the region were added to its advisory. Royal Mail issued the same warning as USPS for Ukraine but also included Moldova. The postal service said it was still accepting mail to both countries but they are subject to unpredictable delays. For Russia, Royal Mail said on Monday that its service was still operating. Australia Post has not issued an advisory for Ukraine or other countries in the region. There is an existing restriction to Russia due to customs issues that have nothing to do with the conflict. New Zealand Post issued a service alert for Ukraine. Similar to UK’s Royal Mail, it will continue to accept mail and parcels, but shippers should expect delays. In addition, NZ Post said that shipments to military and security forces in Russia of any kind will not be accepted to comply with newly enacted New Zealand government sanctions. $5m of stamps and notes lost in NSW flood Reported at www.theguardian.com Mark Bailey from The Penny Man in Lismore says $5m worth of collectibles in his shop have been ruined in the NSW floods A harsh sun shines down across the still partially flooded Lismore, spreading the smell of mud and sewage, as Mark Bailey holds an album of vintage East German stamps that is dripping brown. “Everything in there’s wrecked,” he says, as he hurls it onto a pile of ruined goods and furniture in front of his store, just like many other shop owners along Molesworth Street in the centre of town. While each pile looks a similar shade of brown, the muddied faces of Queen Elizabeth, Karl Marx, Michael Jordan and Edward Hargraves on loose stamps, faded banknotes and sports cards are visible up close. Bailey believes the collectibles in his pile are worth about $5m, at least they were, before flood waters rose above the ceiling of The Penny Man earlier this week. UK honours a Gentleman Reported at www.theguardian.com

A new set of UK stamps is being launched to pay tribute to David Gentleman, the designer credited with changing the face of the British stamp. Gentleman, who has been hailed as the most prolific and influential British stamp designer, designed more than 100 stamps for Royal Mail between 1962 and 2000, and provided many more designs that were not used. Royal Mail collaborated with him to choose a selection of some of his most famous and influential images. The tribute to Gentleman is notable as it is the first time Royal Mail has dedicated an entire issue to a designer of its commemorative stamps. “For over half a century, he has made an enduring contribution to British stamp design. The first designs of Gentleman’s that were successful were for National Productivity Year in 1962, and used symbolic arrows. Three years later he wrote to the new postmaster general, Tony Benn, in response to a general invitation for ideas about stamps, recommending more interesting subjects than had been featured previously. He also proposed a new size of stamp and introduced a small cameo of the Queen, based on her profile as depicted by Mary Gillick on coins from 1953. His most recent issued stamp designs were for the millennium timekeeper miniature sheet, depicting the stylised hands of a clock and globe. Gentleman said: “Stamps were fun to design, though squeezing a lot into a small space wasn’t easy. At first it was difficult to fit in the Queen’s head until I turned it into the simple profile which is still used today.

Also released were two so-called Packsets, so flatpack parcel boxes. These had Bowie designs all round and were also limited, to 5000. Release for those was 07.01.22. The boxes were in sizes Small and Medium. The Small box had the motif Bowie in Berlin, where he lived from 1976 to 1978. He recorded his famous hit “Heroes” while he was there. They also rapidly sold out. Finally, socalled Ersttagskarten were released with a limited release of only 1500. These could only be ordered online and sold out within minutes. The stamps are now selling for around 4 times face on Ebay, the Erstagskarten for an unbelievably low 40 Euros. The boxes also for around 20 Euros. The Bowie stamp was the initiative of Olaf Scholz, then a Minister, now Chancellor of Germany. 75 designs were entered for the stamp and one finally chosen. It was then reviewed with further input from the Bowie family to achieve the final design. Stamp News - 17

Malaysia Post takes on wildlife smugglers Reported at www.traffic.org

Wildlife smuggling through parcels took centre stage at Malaysia’s main international gateway for mail with the rollout of training for frontliners tasked with detecting such parcels at the Pos Malaysia International Hub. It is estimated that 3,100 wildlife, parts and products were seized in trafficking incidents via post and courier implicating Malaysia as a source, transit or final destination between 2008 and August 2021. An additional 624kg pangolin scales were also seized during the same period. As part of efforts to address the problem, some 40 Pos Malaysia staff involved in the daily screening of parcels and mail for dangerous and prohibited goods attended courses that provided them with knowledge on commonly traded wildlife, methods used by traffickers to ship and conceal these, and ways such mail and parcels can be detected. The training and exhibition will be followed by the rollout of a suite of awareness materials targeted at those working at the PMIH. Staff manning scanners have also received a guidebook featuring x-ray images of commonly trafficked wildlife parts which provides a guide on what to look out for during checks. The project is focused on the postal operations based at the Kuala Lumpur International Airport that handled 1,825 tonnes of outbound shipment (international mail and parcel) in 2020.

It has been reported that the Israel Postal Company is on the brink of collapse and requires an aggressive recovery package after it has accumulated losses of NIS 800 million (over $US244 million), over the past two years, and is mired in a cash flow deficit. A new chairman and the board of directors has approved an emergency plan that includes reducing the executive, and merging computerized systems. Estimates are that a much broader streamlining plan will have to be introduced that will see 1,000 employees leave. The Postal Co. has 5,000 employees. The state, which owns the Israel Postal Co. will need to finance a substantial part of the plan. . The emergency plan should bring immediate savings and will not require approvals of the workers committee because most people being laid off are employed on outsourcing contracts. Israel Postal Co. is due to be privatized, with 40% of its equity sold on the Tel Aviv Stock Exchange (TASE) and the remainder sold to private investors. But the privatisation cannot take place until the recovery program is implemented.

Postal Stationery Welcome to the postal stationery column for April 2022. This month’s column looks at the New Zealand pictorial postal cards up to about 1997 as well as a new book which covers New Zealand postal stationery from 1987 to 1998. New Zealand Pictorial Postcards The first pictorial postal cards issued by the New Zealand Post Office were two cards issued in 1897 (Figure 1). These cards had a multicoloured view (Figure 2) showing Waikite Geyser, Mt Cook, Mt Egmont and the Otira Gorge and was lithographed by Waterlow and Sons, London. The imprinted stamp was printed by the New Zealand Government Printer. The 1d cards were for use to addresses in New Zealand and the other Australasian colonies and the 1½d cards for use to UPU countries. In 1899 1d postcards (Figure 3) were released with a picture printed in green at the lower left and typographed by the Government Printing Office. The postal cards were intended for ‘Inland and Australia’ use only. They were printed in sheets of 16 with six views occurring twice. ½d (Figure 6) and 1d cards were issued in 1913 for the Auckland Exhibition which was a world’s fair held in Auckland Domain, Auckland in 1913 and 1914. The reverse side of the cards had one of 20 different views of Auckland (Figure 7). The views are mostly commonly found in black on the ½d postcard and purple-brown on the 1d. However, they are also known in greenish blue on both vales and in black on the 1d and purplish brown on ½d cards. A number of pictorial postcards have been issued which have been STO for New Zealand philatelic exhibitions. The first was a card for Panpex 77 with a 7c impressed Queen Elizabeth II stamp. Stampex ‘83 had a promotional card stamped with a 24c blue stamp (Figure 8) while Stampex ‘85 had two sets of 24c cards showing 8 views of Christchurch and 8 Antarctic views. The Christchurch views were also issued as 25c cards while all sets were issued singly and in booklets of 8 cards. Stampex ‘87 had a set of four 40c cards illustrated with birds on the address side as well as sets of 40c cards with views of the Dunedin Railway Station and New Zealand Trams. In 1994, New Zealand Post began issuing pre-paid postcards with selected adhesive stamp issues (Figures 9, 10 and 11). The first of these was issued on 16 August l994 and depicted wild animals. The first three issues of these cards were issued both as postcards and as maximum cards (ie with an adhesive stamp placed. and cancelled on the picture side of the card). The most recent postal cards associated with adhesive stamp issues have been those associated with the Lord of Rings adhesive stamp issues. An unusual postal card was issued by New Zealand to promote the Nuclear-Free campaign on 1 September 1995 (Figure 12). and trials were carried out. This book of 348 pages comprises 70 chapters and over 300 illustrations. It details a full range of services both national and international. Many little-known services are also covered. Four appendices are included, the first listing a brief chronology of the dates when a service, postage rate or product was first introduced.

The other three appendices give a detailed listing of all the postage rates that applied during this period. The book includes in the description of each service the various labels, forms and post office stationery used for the service. For postal stationery collectors, it also covers the postal stationery issued during this period. Chapters are included on the aerogrammes (pre-paid and formular), registered envelopes (Figure 16), lettersheets and prepaid courier envelopes and satchels. Postal cards are included in the coverage but are separated into different chapters, with almost a chapter for each issue including separate chapters on Christmas, computer-generated, Friendship, scenic, datestamp service and general postal cards as well as postal cards sold as maximum cards. Formular postcards issued by New Zealand Post have also been included. Stamped envelopes are also covered in a number of chapters based on the service including chapter on Boxlink, business, Fastpost, general (internal and international) and Easipost stamped envelopes. Parcel Post satchels are also covered. While the postal history arrangement of the book provides a challenge for the postal stationery collector, the book provides a comprehensive account of the postal stationery of this period, a time of considerable innovation paralleling similar developments in Australia and other countries. The postal stationery from the period after 1998 to the present is similarly varied and is yet to be properly documented. Australian Philatelic Exhibitions: 1958 To 1966

Last June’s Cinderella Corner explored Australian Philatelic Exhibition labels issued from 1932 to 1958, inclusive. The article served as the fourth in a series exploring these items. This current edition concludes this narrative, exploring labels issued to help celebrate Australian Philatelic Exhibitions from 1958 to 1966, inclusive.

Melbourne’s Moomba Festival

The Moomba Festival, commonly known as Moomba, is an annual Melbourne Festival first established in 1954. It is Australia’s largest free community event. Earlier Moomba Festivals, especially in the 1950s, staged Philatelic Exhibitions; while the Moomba cinderella illustrated in Figure 1 is not a direct reference to an Australian Philatelic Exhibition, it is an important constituent of its landscape. As illustrated in in the block of 36 cinderellas illustrated in Figure 1, the Moomba label was issued in 1958 when Moomba was still in its infancy. Coloured pink and perforated 11½ on all four sides, each 26mm x 39mm label features the text: MELBOURNE’S MOOMBA FESTIVAL / MARCH 7 – 16, 1958. During this year, the Victorian Philatelic Association (VPA) offered various stamp displays. While philatelic endeavours also occurred at other Moomba Festivals, no other Moomba cinderella was issued up to, and including, 1966. The labels illustrated in Figure 1 also show the word MOOMBA encased in a boomerang, and placed under the visage of the smiling clown. Designer of the Moomba emblem, Melbourne-based artist Ronald Kirk, decided to incorporate one of the most recognisable Indigenous symbols, thereby helping to preserve and recognise the Aboriginal origin of the festival’s name.

Two different printings of the label have been identified, with notable colour differences, as illustrated in Figure 2. The label was printed in sheets of 15 (3x5), as illustrated in Figure 3. In the border underneath the bottom right-hand corner cinderella (R3C3), the text JOHN SANDS PTY. LTD is presented. John Sands is an Australian printing company, originally formed in 1851, and later acquired in 1995 by American Greetings as part of a global expansion.

VPA Congress

Rectangular black and orange labels were issued as part of 1963’s VPA Congress. Measuring 20mm x 26mm and perforated 11 on two sides, the label features the text: V.P.A. CONGRESS 1963 OCTOBER 5th / New Burwood Reception Rooms Hawthorn 40 - Stamp News

The labels were issued in sheets of four (2x2) as illustrated in Figure 4.

The Stamp Show

To commemorate 1964’s The Stamp Show, reproductions of the original two 1894 Coolgardie Cycle Express stamps were issued, as the year also marked the 70th anniversary of the Coolgardie Express Service. These cinderellas were joined and issued on advertising cards, as illustrated in Figure 5. Each label measures 20mm x 26mm and is perforated 11 on all four sides. The labels also feature two COOLGARDIE CYCLE EXPRESS 1894 1864 70th ANNIVERSARY cancels. The left label features the text: COOLGARDIE CYCLE EXPRESS COMPANY / CYCLE MESSAGES 1/The right label features identical text except for the 1/denomination which is replaced with 2/6: COOLGARDIE CYCLE EXPRESS COMPANY / CYCLE MESSAGES 2/6 Each label also features a small 1964 red overprint.

Eesti Päevad

The Australian Estonia Festival has been held in Australia since 1954. This Eesti Päevad was first held Sydney, and the annual festival consists of several events including the showcasing of popular Estonia music and folk dancing. Some of the Eesti Päevads also featured key philatelic exhibitions and events, and the name has been used synonymously with the Estonia Philatelic Exhibition. One such year was for the festival’s 10th Anniversary, in 1964. The rouletted label featured in Figure 6 was issued to help celebrate this event. Measuring 29mm x 30mm and coloured blue, black and white, it features the text: EESTI PÄEVAD AUSTRALIAS / MELBOURNE 1964.

WAPEX II

The second Western Australia Philatelic Exhibition (WAPEX II) was staged in the Perth Town Hall, in Western Australia, from 24 to 29 October 1966. The event was held to help commemorate the 350th Anniversary of Dirk Hartog’s landing on Australia’s West Coast. A cinderella

label was issued to help celebrate the event. Measuring 44m x 50mm and rouletted 9 on all sides, each label is coloured cream and black and features the text: WEST. AUSTRALIAN EXHIBITION – PERTH / WAPEX / OCTOBER 1966 / PERTH TOWN HALL, MON. 24th to SAT. 29th The labels were printed in sheets of 20 (two panes of 10 tête-bêche to each other), as illustrated in Figure 7. The centre selvedge of the sheet features the additional text: HELD TO COMMEMORATE THE 350th ANNIVERSARY OF DIRK HARTOG’S LANDING ON W.A. COAST. POLPHIL 1966

The 7th Polish Philatelic Society of Australia Annual Philatelic Exhibition, Polphil 1966, was held in Melbourne to commemorate the 1,000th anniversary of Christianity in Poland. The exhibition was staged by the Polish Philatelic Society of Australia and was documented as a successful event. A number of minisheets and covers were issued to help commemorate the event. The folder also provides information about, and examples of, three of the issued labels: the blue and carmine cinderella on chalky pa-

per (as per the example illustrated in Figure 17), the background 2nd colour carmine or pink cinderella (as per the block of examples illustrated in Figure 12), and the 1st colour blue (as per the block of examples illustrated in Figure 10). The three labels are all indicated in the folder as Specimens, with the original 1860 Polish stamp engraved by Henry Mayer. Only 300 copies of the folder were printed by the Polish Philatelic Society of Australia, with an issue cost of $2.00 each.

Conclusion

There were many Philatelic Exhibitions hosted across Australia in the predecimal period and 1966. This Cinderella Corner concludes the exploration of this landscape. If other cinderellas are identified, please let me know and they will feature in a forthcoming article. It is also anticipated that some of the many labels issued to help commemorate Australian Philatelic Exhibitions from 1967 onwards will be explored in future Cinderella Corner articles, too.

Stamp clubs provide their members with the opportunity to meet with like-minded people and to share information about their hobby. They are also a great source of stamps for your collection. Many collectors hesitate before visiting a stamp club because they may regard themselves as ‘only beginners’ or for other reasons. Don’t think this way. We were all beginners once. Join a club today and you will never look back. Stamp clubs are full of people from all walks of life who, just like you, enjoy collecting stamps. All members of stamp clubs were beginners at one time and most are more than willing to share their knowledge and experience with you. This knowledge will more than compensate for the cost of being a member. The members of stamp clubs cover the full spectrum of stamp collectors, from those who collect new issues from Australia Post to those who have only very limited stamp budgets through to those who exhibit at national exhibitions. What can a Stamp Club provide? Most stamp clubs offer: • an opportunity to obtain stamps at reasonable prices through their exchange books • stamp fairs and exhibitions • displays or visiting speakers • newsletters or magazines • purchasing schemes for books and accessories • access to catalogues and books on stamps But above all, stamp clubs offer the friendship, knowledge and experience of their members who help you with advice on all aspects of collecting including: • identifying stamps • where to get stamps • storing and housing your collection • ideas on new collecting areas • assistance with exhibiting. Exchange Books Most clubs have exchange books which contain stamps which members of the club are seeking to sell. Many collectors join stamp clubs primarily for access to the exchange books which enable them to sell their duplicate stamps as well as to buy stamps at reasonable prices. Best of all, many clubs allow you to look at these exchange books in the comfort and convenience of your own home. Stamp Markets, Stamp Fairs and Exhibitions Many clubs run stamp markets, stamp days or open days. Whatever they are called they provide the opportunity for you to look for items to add to your collection. There are always a number of stamp dealers present, and local clubs will usually have a table offering memberships, help and information. They may also have their exchange books at the fair and sometimes those of other clubs as well. For details of local stamp markets please contact your local club or your state philatelic council. Stamp markets may also be advertised in stamp magazines or the local press. Stamp Fairs are held regularly in many parts of Australia and are usually organised by stamp

Stamp Exhibitions are organised by clubs or by state philatelic councils and include competitive displays of stamps and other philatelic material. In addition they usually include a good range of dealers. For details of exhibitions in your state please contact your state philatelic council. National and International Stamp Exhibitions are held much less frequently, but are well worth attending when you see them advertised. They usually have a great range of world class exhibits and many national and international stamp dealers attend. These are without a doubt your best source of material, and your local stamp club is usually the first place to find out about the next big exhibition. Information on stamps Many clubs have a library which may consist only of a few catalogues and some magazines, or it may have a large and extensive collection of early books on stamps as well as magazines up to 100 years old or more! If your local club can’t help you with a difficult query, someone in the club will know where to seek help. The state councils can also help point you towards a good philatelic library. The APF also runs a research service with contacts in each State. Please contact your state philatelic council or the APF for details, www.apf.org. au/research. Displaying your stamps Stamp clubs also provide you with a chance to share your pleasure in your collection with others. This can range from an informal talk at your local club to showing off your “gems” through local, State, National and International Competitive Exhibitions. If you are interest in exhibiting, your state philatelic council or the APF can provide you with a free booklet to assist you.

Junior Clubs Many stamp clubs exist specifically for younger collectors. In addition, many stamp clubs welcome younger collectors or provide special activities for them. For details please contact your local club or your state philatelic council. Stamp collecting can be a great hobby for the whole family. Specialised Clubs In addition to local stamp clubs there are many specialised groups which can help you enjoy your new collecting interests. These include clubs for collectors of postal history, postal stationery, thematics, aerophilately, first day covers, polar philately and cinderellas as well as clubs for collectors of particular countries. For information on such clubs please contact your state council or try some of the web addresses listed below. Costs of being a member One of the great benefits of being a member of a stamp club is that it costs so little. Even the most expensive club or society cost less than a $1 a week, with most costing considerably less. The savings you will make on stamps, books and accessories will more than repay the cost of joining a stamp club. Other Benefits The pleasures and friendships that you will get from joining a stamp club will last a lifetime and are quite simply – priceless. Philately on the Web The Internet is a wonderful source of information and contacts for stamp collectors. Many stamp clubs, dealers, post offices and individual collectors have web sites. Beginners please!

Hello and welcome to Part IV of my tour of British Commonwealth stamps. Keeping the focus on interesting philatelic aspects, and occasionally some trivia for further enjoyment, I hope you enjoy these few stamps. This month we start off in Fiji. This stamp (Fig 1) is from the 1938 George VI issue. This is actually an issue with a variety of stamps reprinted through to 1955. There was only one in 1955, and most were reprinted in 1946, 1948, and 1950. There are plenty of interesting stamps to look out for: flaw varieties, Die varieties and quite a few perforation differences. All of these can add a significant cost if you are looking to hold a complete issue in your collection. And, might I add some stamps are rather difficult to find. This is a lovely issue in my view. We’ll stay with Fiji and 48 - Stamp News

move onto the QEII Map issue (Fig 2). This is the same as the GVI issue but was issued in 1954 as part of the QE II definitive series using the images from the GVI issue. There is not too much to look out for in this issue, just a few colour variations. There was a second QEII issue in 1959 and this time the images were unique to QEII. The 6d value (Fig 3) for example is shown. This one shows a Fijian beating a Lali. So what is a Lali? In one word, it is a drum. Don’t you just love learning from stamps. Next time you visit Fiji you can show off and say “that is a nice lali” when you see them playing at your hotel! The next stamp is from Gibraltar. This stamp (Fig 4) from the 1938 GVI issue shows Europa Point from the Straits of Gibraltar and has a nice Field Post Office cancel. A Field Post Office (often it will just show as FPO in a cancel) is a post office set up during a time of war or when a military unit is on manoeuvres. FPOs can be on land or at sea. This makes for an interesting collecting area. This stamp, like many other GVI British Commonwealth issues from this period, provides plenty of opportunity to enjoy studying the stamps, and looking for the various perforations,


by Michael Dodd colours and watermark varieties. A mint copy of this stamp with a perf 14 has a very good catalogue value. This next stamp is from the 1953 issue (Fig 5). This issue depicts some very well presented images of the island and its attractions. Rosia Bay, which is shown on the illustrated stamp is the only natural harbour in Gibraltar. It was formerly referred to as Rosia Harbour, and is located on the southwest side of Gibraltar. Rosia Bay was the site of the Royal navy Victualling Yard complex which was constructed in the early 19th century, allowing vessels to anchor and obtain provisions, including food and water. Vice Admiral Horatio Nelson obtained supplies for his Mediterranean Fleet at Rosia Bay, and it was here that his ship HMS Victory. was towed after Nelson’s death in the 1805 battle of Trafalgar. Finally, one more from Gibraltar and a mention again about the 1949 UPU issue. Here is the Gibraltar 2d value (fig 6) which is a lovely carmine colour. The first international postal congress was convened in Berne, Switzerland on 15 September 1874 (although a conference in Paris had

been attended by the world’s major postal administrations in May 1863). On 9 October 1874 Britain and 21 other nations signed a convention, effective from 1 July the following year, which embodied the agreements reached on the reciprocal exchange and unimpeded transit of letter posts and the uniformity of tariff levels. To maintain this co-operation the congress instituted the ‘Union Generale des Postes’; at the following congress, held in Paris in 1878, the name was changed to ‘Union Postale Universelle’ or UPU (Universal Postal Union). On 16 June 1947 the head of the Polish postal administration and his country’s delegate to the congress, proposed that an identical series of three stamps be issued in all countries of the Union on its 75th anniversary, to draw attention to the principle that it constituted a single postal territory. The issue was only the second British Empire Omnibus Collection not to mark a Royal anniversary. It is also the largest Omnibus collection ever issued – featuring a total of 310 stamps from 84 different countries. The uniform (Omnibus) design is featured on most issues The responsibility and distribution of the majority of the stamps went to the Crown Agents in London. The stamps were designed in Great Britain, then approved by Buckingham Palace before being printed and then transported overseas. Some countries such as Bahrain, Eastern Arabia and Kuwait, simply overprinted the British stamps, a set of 4, whereas other countries such as Australia (1 stamp) and Ceylon and South Africa (3 stamps) issued their own designs. HUTT RIVER PROVINCE PRINCIPALITY Over the years there have many micro nations around the world and Australia has had its share of such entities. Sometimes these nations are located in existing geographical areas but quite a few are the result of someone’s lively figment of imagination. As far as Australia is concerned, the Province of Bumbunga, the State of Rainbow Creek and the Empire of Atlantium come to mind. However, the leader in this particular field was the Hutt River Province Principality in Western Australia. It all started in 1969 when farmer Leonard G. Casley protested against the wheat quotas assigned to his farm. His many protests led nowhere and on 21 April 1970 he announced that Hutt River – basically his rather large farm – had seceded from Australia and was from then on an independent state. In order to create even more attention for his cause, Mr.

Casley transformed his farm into a principality with himself as reigning prince. For Australian and worldwide philatelists the next important step came on 15 November 1973 when the principality released its first set of postage stamps. There would then be 72 different issues until the last one in 2019. The fact that Casley had created a principality aroused a lot of interest in the press at the time and hordes of visitors came on day trips to Hutt River. They of course wanted to send letters and picture post cards from the principality which necessitated a postal service and the prince was happy to oblige. At first there were some problems with Australia Post but they finally resolved the issue and letters originated in the principality received a postage paid cancel at the Northampton post office. Thus the letters

Christer Brunström did not need any Australian postage stamps. I have a few such covers mailed to my address in Sweden. Let’s take a closer look at some of the more interesting stamp issues. In 1974 Hutt River issued a single 30c stamp marking the 4th Anniversary of Secession. It featured a portrait of Prince Leonard (Fig. 1). The stamp was also released as a souvenir sheet of four. Prince Leonard (1925-2019) reigned from 1970 until he abdicated in favour of his Prince Graeme in 2017. Eight different birds were depicted in set issued in 1976. The 5c value showed a Crested Pigeon (Fig. 2). Birds were also shown on stamps issued in 1977, 1979 and 1992. Thematic collectors were well served by Hutt River. Apart from birds there were also stamps showing works of art, medals, flowers, butterflies, reptiles, coral fish, animals and sports.

Judging from the amount of Christmas issues it certainly appears to have been the most important holiday of the year and there were also many issues with religious subjects. The 1980 Christmas set includes a depiction of Santa Claus on the 45c stamp (Fig. 3). One of my favourite Hutt River stamp sets is the 1981 one devoted to the International Year of the Disabled. The 60c value shows a Quadriplegic Painting by Mouth (Fig. 4). This set was printed in single large sheets containing all four values in panes of 25 separated by gutters. This method was used for many of Hutt River’s stamp issues. One of the scarcer Hutt River stamp sets is the Christmas issue of 1999. It features a variety of Hutt River Landscapes. Shown here is the $1.20 value (Fig. 5).

HUTT RIVER PROVINCE PRINCIPALITY Princess Shirley Joy Casley (1928-2013) passed away in 2013 and a 60c stamp was issued in celebration of her long life. The stamp shows a portrait of the Princess (Fig. 6) and it was printed as a sheet of 32 stamps (8 x 4) with commemorative border inscriptions. On 3 August 2020 Prince Graeme announced that the Principality of Hutt River had officially ceased to exist and it now belongs to the ever-increasing category of “dead” stamp countries. Hutt River was of course never recognised as an independent state by the Government of Australia. It was not a member of the Universal Postal Union and the stamps could only be used on mail (if any) within the borders of the principality and to the nearest Australian post office for onward transmission in the regular mail stream. For obvious reasons the stamps issued by Hutt River are not listed in our regular catalogues which of course poses a problem for collectors taking an interest in this curious episode in the postal history

of Western Australia. Fortunately this problem has now been eliminated by German stamp collector and researcher Bernhard Luerssen. He has specialised in the more esoteric aspects of philately and after ten years of research and collecting he has self-published a book called PRINCIPALITY OF HUTT RIVER, Illustrated Collector’s Handbook, 48 pages with colour illustrations giving detailed information about the 300 stamps issued by the principality over the years. There are also details about First Day Covers and a number of errors and other varieties. It is a most detailed catalogue. The only thing that’s missing is a pricing of the stamps but Mr. Luerssen assures me that most issues are inexpensive. What is difficult to find are First Day Covers signed despite the fact that Prince Leonard seems to have spent a lot of time on this activity. More information on the catalogue can be obtained from the publisher (tardis@gmx.li). The catalogue is also marketed on eBay.

by Michael Dodd colours and watermark varieties. A mint copy of this stamp with a perf 14 has a very good catalogue value. This next stamp is from the 1953 issue (Fig 5). This issue depicts some very well presented images of the island and its attractions. Rosia Bay, which is shown on the illustrated stamp is the only natural harbour in Gibraltar. It was formerly referred to as Rosia Harbour, and is located on the southwest side of Gibraltar. Rosia Bay was the site of the Royal navy Victualling Yard complex which was constructed in the early 19th century, allowing vessels to anchor and obtain provisions, including food and water. Vice Admiral Horatio Nelson obtained supplies for his Mediterranean Fleet at Rosia Bay, and it was here that his ship HMS Victory. was towed after Nelson’s death in the 1805 battle of Trafalgar. Finally, one more from Gibraltar and a mention again about the 1949 UPU issue. Here is the Gibraltar 2d value (fig 6) which is a lovely carmine colour. The first international postal congress was convened in Berne, Switzerland on 15 September 1874 (although a conference in Paris had

been attended by the world’s major postal administrations in May 1863). On 9 October 1874 Britain and 21 other nations signed a convention, effective from 1 July the following year, which embodied the agreements reached on the reciprocal exchange and unimpeded transit of letter posts and the uniformity of tariff levels. To maintain this co-operation the congress instituted the ‘Union Generale des Postes’; at the following congress, held in Paris in 1878, the name was changed to ‘Union Postale Universelle’ or UPU (Universal Postal Union). On 16 June 1947 the head of the Polish postal administration and his country’s delegate to the congress, proposed that an identical series of three stamps be issued in all countries of the Union on its 75th anniversary, to draw attention to the principle that it constituted a single postal territory. The issue was only the second British Empire Omnibus Collection not to mark a Royal anniversary. It is also the largest Omnibus collection ever issued – featuring a total of 310 stamps from 84 different countries. The uniform (Omnibus) design is featured on most issues The responsibility and distribution of the majority of the stamps went to the Crown Agents in London. The stamps were designed in Great Britain, then approved by Buckingham Palace before being printed and then transported overseas. Some countries such as Bahrain, Eastern Arabia and Kuwait, simply overprinted the British stamps, a set of 4, whereas other countries such as Australia (1 stamp) and Ceylon and South Africa (3 stamps) issued their own designs.
