Initially, local contributions had been very few, and the journal had depended upon reprinting of articles from a number of American journals. The American dealer, L. Durbin, had visited Australia in 1888, and his The Philatelic Monthly became a major source for Vindin. Durbin’s The Philatelic Monthly was a source of articles for Vindin’s Philatelic Monthly. That was all about to change, however, in 1891, with the absorption of The Federal Australian Philatelist [refer page 115].

COMMERCIAL PHILATELY IN AUS ix. Philatelic Publishers & Publications The Federal Australian Philatelist Arthur Francis Basset-Hull (1862-1945) of Hobart established the journal in January 1890. Philatelists at that time did not appear to appreciate the somewhat advanced quality subject matter, and it ceased publication at the conclusion of the second volume, October 1891.

The journal was absorbed in October 1891 by Vindin’s Philatelic Monthly, and Basset-Hull subsequently relocated to Sydney in late 1891, where he subsequently assumed editorial control of the successor journal. Stamps in the News - Globally! Kapa Haka debacle replayed in New Zealand? Reported at https://collectables.nzpost.co.nz

Sixteen years after New Zealand Post withdrew the controversial Kapa Haka issue, intended to highlight Māori Performing Arts, a new drama has emerged with NZ Post issuing a withdrawal notice for the forthcoming Māori Language Petition issue. The withdrawal notice states: The stamp issue titled ‘Māori Language Petition’ was not issued on 3 August 2022 as previously announced. This decision was made following additional feedback from key stakeholders that was received after products were printed. While extensive consultation took place in the development of the designs, some expectations were not met and as a result the stamps could not be issued as they were or on the planned date. We sincerely apologise for any inconvenience or disappointment caused by this decision. The 50th anniversary of the presentation of the Māori Language Petition is an important commemoration for New Zealand, and we hope to acknowledge it at a future date. If you pre-ordered or have a standing order for any products in this issue, you will not be charged

and no further action is required. An image from a July 10 New Zealand Post email to philatelic customers that shows the four Māori Language Petition 50th Anniversary stamps, a souvenir sheet and first-day covers of both. In announcing the stamp issue in July, New Zealand post explained the subject: “For most of the 20th century, New Zealand’s governments discouraged and banned people from speaking openly in the Māori language (te reo Māori). Then 50 years ago, te reo champions calling for it to be taught in schools presented a Māori language petition to Parliament.” This is the second Māori stamp issue in the past 20 years that New Zealand has removed from sale before issuance. In June 2006, a Traditional Maori Performing Arts set of five stamps was prepared but not issued. Examples of those stamps did get into collector hands, though there is no solid evidence that they were sold over post office counters. At the time, Chief Executive of NZ Post stated the issue was being withdrawn because: “(we) have now concluded that the stamps would cause offence to some people and we have therefore decided not to issue them. Our intention is that our postage stamps carry images that celebrate aspects of New Zealand life and culture, and that can be proudly sent around the world”.

Comic stamps Chinese-style Reported at https://www.shine.cn

A special set of stamps with the design based on the famous Chinese cartoon “Mr. Black” was released this month to celebrate the 70th anniversary of East China University of Political Science and Law. The stamps also pay tribute to police and judicial personnel. The collection of 5 stamps was launched by the University, China Post and the Shanghai Public Security Bureau. “Mr Black” is China’s first animated television series for science education and was produced by the Shanghai Animation Film Studio in 1984. Telling detective stories while promoting science knowledge, it has influenced generations of Chinese children in upholding the law. The pictures on the stamps are titled “Subduing the Robbers,” “Capturing the Eagle,” “Protecting Home,” “Fighting Shoulder by Shoulder” and “An Outright Victory.” They are representative scenes in the animations that depict the wise and resolute detective in the image of a black cat.

The U.S. Postal Service will release 10 stamps that feature “Peanuts” characters to commemorate the centennial of creator Charles M. Schulz’s birth. The USPS will issue a pane of 20 stamps with Charlie Brown, Lucy, Franklin, Sally, Pigpen, Linus, Snoopy and Woodstock, Schroeder, Peppermint Patty and Marcie in an event on Sept. 30 at the Charles M. Schulz Museum in California. “The centennial of the birth of cartoonist Charles M. Schulz brings new stamps celebrating his wit and wisdom through his unforgettable Peanuts characters,” the USPS said in a statement. “The ground-breaking comic became history’s most popular and successful strip.” Schulz addressed social issues indirectly and in matter-of-fact ways, integrating gender equality and pushing boundaries with Franklin, one of the earliest non-stereotypical African-American characters to appear in newspaper Stamp News - 13

Schulz did receive push back, especially from Southern newspaper editors and even from some of his own editors at United Feature Syndicate. His response? “Either you print it just the way I draw it or I quit. How’s that?” Schulz died in Feb. 12, 2000. He was born on Nov. 26, 1922, and would have turned 100 years old this year. The Peanuts comic strip debuted in 1950 and garnered hundreds of millions of readers worldwide and in the 1960s spawned television specials, books and a Broadway show. Schulz drew, inked and lettered all of the nearly 18,000 Peanuts comic strips, with the last one published the day he died, earning various awards that included a posthumous Congressional Gold Medal.

Winning hearts and minds in Ukraine Reported at https://www.news.com.au

Ukraine’s postal authority, Ukrposhta, issued a set of postage stamps featuring Patron the demining dog last week. Patron, a Jack Russell terrier, became famous shortly after Russia’s invasion of Ukraine for his demining abilities. The stamps are sold both inside Ukraine and abroad, and the proceeds will go towards purchasing demining equipment and aiding animal shelters. Meanwhile, national postal agencies from at least 30 countries have stepped forward to assist embattled Ukraine as that war-torn country attempts to maintain and restore its postal services. Two funds operated through the Universal Postal Union are providing additional financial support. 14 - Stamp News

International support has included financial contributions, aid for Ukrainian refugees, the issuance of commemorative stamps, and the waiving of postal fees, especially for humanitarian shipments into the country. About 20 percent of Ukraine’s territory was cut off from postal services as of the spring, with about 500 post offices ruined or damaged and 450 facilities inaccessible because of occupation by Russian forces. In addition, 20 percent of Ukrposhta’s employees are working in occupied territory with transportation of mail impeded by damaged roads, bridges and railroads. Since the beginning of the conflict in late February, Ukrposhta has opened 372 mobile post offices and 14 fixed post offices, along with temporary locations in schools and government buildings. Thus far, the postal agencies in Austria, Canada, Croatia, Estonia, France, Latvia, Lithuania, Moldova, Poland, Spain and others have issued either commemorative stamps or semipostal stamps to raise funds in support of Ukraine.

Reported at https://www.aljazeera.com Igor Smelyansky, the CEO of Ukrposhta, Ukraine’s postal service, sat in his office overlooking Kyiv’s Independence Square. The company’s headquarters is situated in a sprawling, grand Stalinist-era building. Today it lies empty. Employees first left to work from home when the COVID-19 pandemic unfolded. Then, just as staff prepared to return, the Russian invasion began on February 24, forcing 20 percent of Ukrposhta employees to move. Some fled Ukraine, others relocated to the relatively safer western areas of the country as Russian forces approached – hoping to seize the capital. But Smelyansky has remained at his desk nonetheless. Despite the unpredictable, ever-changing logistics of war, the Ukrainian postal service has remained operational. The state agency even serviced occupied territories until the beginning of August, when Ukrposhta ended transactions in Russian-controlled regions citing the increased risks to employees. With at least 15 staff having already been killed, Ukrposhta has not been spared tragedy. Roughly 500 post offices have also been destroyed or damaged by Russia’s operation, but the service has established mobile offices to meet customer needs while branches are rebuilt. “We’re still conducting operations in areas with active hostilities. We speak with the military to determine damaged or blocked routes and what roads are too dangerous because [for example] Russian forces are nearby.” Ukrposhta’s functional success stems largely from improvising and adapting maintaining an essential lifeline during the crisis, delivering mail and humanitarian aid. Where banks have closed, post offices serve as the only financial service provider, and roughly three million Ukrainians rely on Ukrposhta to deliver their pensions. The agency partnered with Ukrzaliznytsia, the

Ukrainian Railway, to transport post across the country while leaning on European partners for support with mail deliveries abroad. Ukrposhta had not used Ukraine’s railway in 21 years for post deliveries but ingenuity kicked in as a shortage of trucks, impassable roads, and a nationwide curfew became the norm. The renewed bond also established a system for refugees to receive emergency funding. “It’s like a military operation. Once passengers get aboard, usually in Luhansk or the Donetsk region, a Ukrainian railway steward collects names, phone numbers and then transfers the information to us in real-time. We prepare the emergency funds, ensuring financial support awaits when people disembark,” said Smelyansky. So far, more than 700 million Ukrainian hryvnia ($19m) of financial aid has been distributed to more than 74,000 internally displaced people. Fuel shortages are a major problem as is the difficulty of maintaining up-to-date customer information since entire cities and villages have been destroyed and abandoned. Ukrposhta has also increasingly faced cyber-attacks after releasing a series of now famous war stamps, commemorating the sinking of a Russian warship. Proceeds from the limited-edition stamps have raised funds for infrastructure restoration projects, humanitarian aid deliveries, and education. “The postal service doesn’t stop, and war is no excuse. If anything, it’s an opportunity to be better and to adjust. My job will be easy once we win the war.” Stamp News - 15

Reported at https://www.trailermag.com.au Australia has initiated a Pacific Postal Development Partnership intended to strengthen postal services in the Pacific which involves a joint declaration with the Universal Postal Union (UPU) and Asian-Pacific Postal Union (APPU). The partnership is expected to improve the efficiency and security of postal services between Australia and Pacific island countries, benefiting consumers and businesses, including the estimated 200,000 people living in Australia with Pacific Island heritage. The signing of this landmark joint declaration brings Australia closer together with key multilateral institutions in the postal sector. The declaration will enable a coordinated approach to regional postal development, supporting Pacific island countries to continue to modernise their postal services, capture emerging opportunities and new markets, and showcase the value of the region’s postal sector globally. Postal services in the Pacific are some of the most under-developed as measured by the UPU’s Postal Development Index. This impacts businesses and consumers through slower average delivery times, disruption and delays. The Government and Australia Post will work with Pacific postal operators and governments to identify specific activities to be delivered to meet their individual needs. The first activities are expected to commence by the end of 2022. This partnership builds on Australia Post’s annual contribution of over $1.3 million to the Universal Postal Union. “Australia is committed to multilateral cooperation to uphold the international rules based order and address global challenges – and the postal sector is no exception,” a government spokesperson said. 16 - Stamp News

Art in Ireland

Reported at https://www.meathchronicle.ie The works of prominent Irish street artists which adorn walls in Dublin, New Ross and Waterford are captured on four new ‘Urban Art’ themed stamps. The four striking ‘N’ (national rate) stamps are in booklet format (€5) and cover standard postage anywhere in Ireland. An Post Stamps manager said: “Visual art creations in public locations are growing in popularity in Irish cities and towns. People are more aware of their immediate neighbourhoods these days and they appreciate urban space as a canvas for powerful artistic work.” The subject matter addressed by the artists featured on the four stamps is varied, and on a very large scale – often two to four storeys high. For instance, Joe Caslin’s ‘Therapy’ creation at Dublin’s Montague Lane, aims to normalise therapy for young men. Featuring a therapist and a young male, it was commissioned by the Irish Association of Counsellors and Psychotherapists (IACP). One of Ireland’s favourite heroes, the late Jack Charlton, national football coach, is honoured in a Waterford mural created by Caoilfhionn Hanton and Niall O’Lochlainn. A significant era in medieval Irish history is captured by artist Holly Pereira in a large-scale mural in South Street, New Ross. Her creation, The Norman

Airforce in Belgium

Belgian postal service Bpost has issued a series of commemorative stamps paying homage to the Belgian Air Force. The stamps are a collaboration between the Air Component of the Belgian military and Belgian military aviation enthusiasts “Mirage BD 09 team.” The stamps pay tribute to Belgian military aircraft used during humanitarian missions. Each sheet of the commemorative stamps is made up of five stamps, each representing an Air Force plane or helicopter which played a role in the humanitarian missions. Albert in Monaco

Reported at https://www.monaco-tribune.com The centenary of Prince Albert I’s death is commemorated in a new series of stamps. These vignettes take us on a journey to Portugal, following the Prince’s maritime expeditions. “Albert I and the Azores” transports us to the Portuguese archipelago through a painting by Louis Tinayre. The second stamp evokes the island of Madeira and in particular the “Descents in Carros de Cesto [wicker sleds]”. The third shows the Prince Explorer and his friend King Dom Carlos of Portugal. The last stamp celebrates the 120th anniversary of the Monaco Museum of Prehistoric Anthropology founded by the Prince Explorer, following the discoveries made in the Grimaldi cave.

The homes of Algerians feature pottery which is a symbol of authenticity and history, where it is considered one of the traditional industries. NFT in Bhutan

Reported at https://www.thenewsmarket.com In August 2022, after several months of negotiations, the national postal operator of the Kingdom of Bhutan, the Bhutan Post, signed a multi-year exclusive cooperation agreement with an EU-based Estonian NFT company Stampsdaq Estonia. In the second half of September 2022, Bhutan Post will issue its 1st NFT Stamp Limited Edition collection featuring the famous 2014 historic stamps set “The 12 Deeds of Lord Buddha”. Each stamp of the set will have 5 NFT design variations ranging from Common to Unique. More details will be announced closer to the release date. Bhutan Post targets to tokenize into NFT its entire historic philatelic collection of postage stamps as well as to release new NFT Stamps in the years to come. “For many years, Bhutan Post has recognized philately for its core values and principles of communicating our county’s cultural, social and general human values to the world,” said the CEO of Bhutan Post.

Meds in South Africa

The service is aimed at patients who live or work closer to one of these post offices than a Government clinic. Postal Stationery Welcome to the postal stationery column for October 2022. This month’s column looks at QANTAS stamped-to-order (STO) express post envelopes, an unusual New Zealand postal card, new literature on postal stationery and South African postal cards issued to support the Cape Town 2022 international stamp exhibition.

QANTAS STO EXPRESS POST ENVELOPES

Back in the days when you needed a paper ticket to travel by air, QANTAS found the express post service a useful means of distributing flight tickets. So useful that they ordered STO envelopes, 23.1 x 12.1 cm in size (slightly larger than DL). These envelopes were first documented in the Postal Stationery Collector (PSC) in 1996 and over the years a number of different printings have been reported. All of the envelopes have a printed address for QANTAS Express Ticket Centre Locked Bag B767 Mascot NSW 2020. With the advent of etickets the envelopes became unnecessary. Some of the known printings of these envelopes are illustrated below. The first printings had the Australia Post logo in one-line on the front and reverse. They have a self-adhesive labeled with ‘QA’ and seven numbers (Figures 1 and 2). The lowest number I have seen is QA0145263. These envelopes do not have a barcode, presumably because they were not intended to be sold over the post office counter. There was also a printing with the same Australia Post logo but with the addition of a logo indicating Australia Post’s support of the 1996 Atlanta Olympics. The envelope shown in Figures 3 and 4 is numbered DLQ025636 and is postmarked 29 July 1996. This envelope has a barcode numbered 9312650905057. The next printings have an Australia Post logo with ‘Australia Post’ in two lines on both the front and reverse of the envelopes (Figures 5 and 6). The barcode is numbered 9312650905064. A fourth group of envelopes has a boxed Australia Post logo on the front and the two-line logo on the reverse (Figures 7 and 8). The barcode is again numbered 9312650905064. The colour of the envelopes vary from yellow to dark yellow with the red 20 - Stamp News

Ian McMahon printing varying from orange-red to dark red. The barcode is numbered 9312650905064. A fifth group is similar to the fourth group but with self-adhesive labels with smaller numbers (Figures 9 and 10). The lowest number I have seen on these envelopes is QA0587982 while the highest number in Group 3 is QA0506795. I have recently seen an unusual envelope (Figures 11, 12 and 13). The front is similar to a group four envelope with a boxed Australia Post logo but with the logo to the right of the envelope rather than below it. The label is numbered QA0535218. The reverse is also similar but has the message about the express post guarantee highlighted with an asterisk and in red under the heading ‘THE GUARANTEE’. Unusually it has a barcode numbered 9312650905057 which has been obliterated and a barcode numbered 9312650905064 to the right. I haven’t seen an example of this envelope with the barcode unobliterated. Generally speaking, express post envelopes are not postmarked so that the date they were used is often unknown. DL express post envelopes first appeared in July 1994. DL envelopes with two-line Australia Post logos in mid-1997 and the boxed Australia Post logo DL envelopes in late 1997. The envelopes in this article are therefore also likely to have come from the same period. No doubt there will be other variations of these envelopes and I would be very interested in hearing about any you may have or have recorded. Two other users of STO express post envelopes were BHP and Westpac. While these have been reported in PSC, other variations of these envelopes must exist. In addition, we would expect that there would be other users of STO express post envelopes.

Buried in a recent auction lot with a range of New Zealand penny universal adhesive stamps variously overprinted for the Auckland Exhibition, Samoa, Niue etc was this Auckland Exhibition 1d postcard doubly overprinted ‘SPECIMEN’ (Figure 14). The description of the item indicated that the overprint was a Bechuanaland Receiving Authority HandStamp News - 21


Postal Stationery stamp and that the view on the reverse was Victoria Street Looking West in Sepia. New Zealand when supplying postal stationery to the UPU for distribution to its members supplied mint postal stationery so that items sent to the UPU can only be identified by the presence of receiving authority handstamps or index numbers identifying that it has come from the UPU archive.

Ceylon Postal Stationery Another Look at King George V Postal Stationery Envelopes (Figure 16) by Graham Winters FRPSL: Published 2022 by The Royal Philatelic Society London. Available from RPSL for £23.00 plus postage at www.rpsl.org.uk/ home/publications. The author states that “Since embarking on this study in 2011, I have been asked a number of questions about what I’m doing and why. Put simply, the King George V postal envelopes have been a little-known area for Ceylon Postal Stationery collectors. The Registered Envelopes, printed by De La Rue, are recorded in the De La Rue Archives, but the postal envelopes, all printed in Ceylon, are recorded nowhere. In 2012, Kurt Kimmel and I carried out some philatelic research in Colombo, amongst other things, looking for any surviving details about the printing of this stationery. There are no surviving records, therefore dates of issue, numbers issued, numbers of proofs and colour trials etc, are simply unknown. Regarding varieties, I have gathered together as much information as 22 - Stamp News

A further reason for concentrating on the postal envelopes in more recent times, is that Chandra Rodrigo never completed his ‘Postal Stationery Envelopes’ catalogue… part three of his series*. Other King George V postal stationery from Ceylon is included in Chandra’s part two catalogue… “Postal Cards; Letter Cards; Letter Sheets & Wrappers”, and further study of Ceylon Wrappers has been published by Jan Kosniowski in his world-wide compendium. This monograph therefore perhaps fills something of a ‘void’. cards depicting original artworks by Mr Andre Olwage has been produced for sale to collectors. These same paintings were those used for the 2016 stamp issue. Each card is prepaid with the same kingfisher design as an indicium. These official Postal Stationery cards (Figure 18 and 19) issued by the Post Office, the fifth in the series, will be sold in a packet of 5 designs, depicting indigenous Kingfishers. Roo 1915 SECOND Watermark 2½d fresh Interpanneau Block 4 - 2 x MUH: The rather uncommon Bluish Indigo shade, on this Emergency WWI Printing on the KGV heads watermark paper. MVLH on top two stamps, and lower 2 are superb flat, super fresh *MUH*. ACSC 10b cat. $1,800 as 4 singles. Blocks of this Watermark are RARE. Nicely centred, with full perfs, and most attractive as you can see. Interpanneau pieces are highly sought and VERY scarce. Bought very well, so UNDER half Cat for 4 singles, at just $US620 as I type, at $A899 (Stock 782KQ)

1913 9d Violet First Watermark Roo with BRISBANE QUEENSLAND CTO cancel AND Plate Variety: Only 1 sheet 120 of these was ever cancelled, and was used to make up some VIP sets etc in Melbourne, and not all sets were distributed. The distinctive “BRISBANE QUEENSLAND” CTO cancel is rare, and as ACSC shows us on page 34, it confirms only 1 sheet of each value was thus cancelled, and of those sheets, PO Archives still have many examples still on file of most values. This one has the sheet watermark line horizontally along base, which proves it is from lowest row of sheet. Plate Variety 24(2)r only occurs from that lower row of course. 

Arthur Gray’s NO variety 9d was invoiced for $845 on estimate $300 when ACSC values were much lower. Mine essentially, has the tell-tale start of ‘3.15 PM time date slug that all these BRISBANE stamps have if genuine. Specialists seek that. Also this one has the ACSC variety ‘Break In Coast Of Gulf Of Carpentaria’ - ACSC 24(2)r. That is ACSC cat 5 times a normal stamp, so on BRISBANE CTO will be $3,000, and of course is 100% UNIQUE, as only one sheet of each was done. Public auction results for these BRISBANE CTO’s are gobsmacking recently. Phoenix invoiced a worse centred, lesser perfed example of this in August 2022 for $870 with NO plate variety! 

A very ugly, and humble 1913 ½d green Roo, no variety, ACSC #1wd, was invoiced way above estimate at $3,125 in the Phoenix Melbourne, August 18, 2022 Auction. An equally humble 1d Red single, with no date on the cds, was invoiced for $A7,500 in the same sale. Prices on this cancel have soared in recent years, now it is finally listed in ACSC. These prices are FIFTEEN times full cat, as Editor now has insanely low figures on them all. Whoever buys this gains from that slackness! Clean and flat and bright and fresh, no hinge remains, aging or faults, ACSC 24wd, $600 for any condition BRISBANE cto. With the constant plate variety ACSC 24(2)r, it is Cat $3,000. in your collection? Do you want to start a new collection? Do you want help to better organise your collection? Do you want to find out what stamps are missing from your collection? To find the answer to all of these questions, you need access to a stamp catalogue. Stamp catalogues are an essential and valuable reference for beginning and specialist collectors alike. Whole world stamp catalogues come in many formats. The best known catalogues are produced by Stanley Gibbons® in the U.K., and Scott® in the U.S.A. These are used by collectors all over the globe and are updated with new editions regularly, mostly annually. Other firms producing well known catalogues are Yvert et Tellier® in France and Michel ® in Germany. Naturally these are in French and German. A number of these, including the Scott® catalogues, are also available in CD format. There are also many single country or regional catalogues. In Australia there are small and medium catalogues, which are often stocked in newsagents and stamp shops. These are in colour and list the basic issues, usually with prices for mint and used condition. More comprehensive catalogues include Stamps of Australia and Comprehensive Colour Catalogue of Australian Stamps. The multi-volume The Commonwealth Specialists’ Catalogue is one of the most outstanding catalogues available for a single country and provides much detailed information on all aspects of Australian stamps. There are numerous one country catalogues available for the serious collector. Stanley Gibbons® publish at least 40 different one country catalogues. In addition to the Gibbons cata-

Philatelic Development Officer, APF logues many countries have a local publisher which prints a catalogue of that country. These include popular countries such as China, Japan, New Zealand, Korea, Canada, Israel, and most European nations. Many collectors are interested in thematic collecting, and there are a surprising number of thematic catalogues available including the very popular topics such as birds and ships. While these tend not to be updated each year most include comprehensive listings and useful notes that will help you put together a collection on your area of interest. Stanley Gibbons® publish catalogues on Birds, Chess, Railways, ships, and Motor Vehicles for instance. The American Topical Association® has an extensive list of 70 titles covering some surprising topics. Other philatelic and collecting interests are catered for by a wide range of specialist catalogues. These include airmail catalogues such as the Australian Air Mail Catalogue which covers the airmail flights of Australia. Some people concentrate on certain eras, such as the stamps of Queen Victoria, King George V or George VI periods. Another popular starting point for a collection are the stamps of the Australian decimal period, in part because the stamps are easily obtained and not overly expensive. There are handbooks for each of these and many more. There is growing interest in revenue stamps and, yes, there are catalogues of these as well although you generally need to

seek out such catalogues from specialist dealers or stamp dealers who carry a wide range of literature. Other collecting interests catered for include space mail, telegraph stamps, Zeppelin flights, Framas, prisoner-of-war mail, different cancellations, first day covers, postal history, postage dues, postal censorship, railway parcel stamps, and so on and so on... There are catalogues for all of these! Where can I get these catalogues? At little or no cost you can access or borrow basic catalogues from your: • Local Library • Local Stamp Club • On-line

The excerpt on the previous page is from the world stamp catalogue The illustration shows the stamp design of the stamps listed below it. The numbers in the left hand column are the numbers of the stamps listed in the same firm’s specialised catalogue For each stamp listed there is a value given, its colour, and the prices of the stamp in Mint Lightly Hinged (MLH) condition and in Fine Used (FU) condition. Note that these prices are in Sterling and not Australian currency. You need to match the illustration in the catalogue with the stamp that you have, then check its given value and colour. In specialist catalogues you will need to identify your stamp’s watermark, its perforations, and overprints (if any). That way you can accurately identify it. tify a rare variety of a stamp and this is why it is advisable to seek assistance – your local stamp club is a good starting point. Stamp Dealer Price Lists The excerpt pictured right is from a local stamp dealer’s price list and has three price columns: the left side shows the mint unhinged (MUH) price, the middle shows the mint lightly hinged (MLH) price, and the right column shows the price of Fine Used (FU).These are the costs to you if (Pic 2 here) you wished to purchase those stamps from that firm. It is important to note that these prices are for stamps in good condition. Stamps in lesser condition should cost you less. It is most important to realise that the prices shown in both of these excerpts may not be those currently prevailing

Philatelic Development Officer, APF and should not be used as any indication of current values without further investigation. How can I use a catalogue to value my stamps? What value would you put on your stamps? If a catalogue says a stamp is worth a $100 will I get a $100 for it? The simple answer is no. Most catalogues and all dealer price lists are simply offers to sell you a stamp at that price. Most stamps only sell for a percentage of the catalogue price. Remember a dealer who buys off you must make a profit when they sell a stamp otherwise they won’t stay in business. Thus the value of your stamps is always less than what the catalogue says, except in rare

cases. If you wanted to sell them, for rare or scarce stamps you could expect a high percentage of the catalogue price. For common material you could expect to receive a small fraction of catalogue value, provided that you can find a buyer! The best value lies in having complete sets or collections, and remember, having one $100 stamp is better than having a 100 $1 stamps. The latter may be very hard to sell. To maintain their value stamps must be collected and kept in optimum condition. Always use the best quality stockbooks and albums for your collection. For advice on maintaining the condition of your collection ask your local stamp club or dealer.

Kangaroos: a guide to these iconic issues Part One Kevin Morgan

History

In 1911 a Stamp Design Competition was held for a new stamp issue for the Commonwealth of Australia. Since 1901 at Federation previously issued stamps of all the Colonies, now known as States became valid for use Australia wide, and new issues after January 1st 1901 became equally valid. A large number of entries were received, many bearing the images of King Edward VII or King George V. King Edward had died in the previous year, coincidentally on May 6th, the 70th anniversary of the 1st postage stamps! Some of the essays for those issued had most likely been prepared some time prior to the competition being announced. Other essays included Australian animals, including the Wombat, Cockatoo, Lyrebird, Emu & Eagle, even sheep got a look in. Surprisingly few seem to have featured the Kangaroo. The eventual winning entry for the competition was rejected for reasons unknown by a new incoming Postmaster General. The PMG’s department was

a part of the federal government until 1975, though both Josiah Thomas and Charles Frazer were members of the Fisher Labor government. Frazer died in office from pneumonia in June 1913, but not before overseeing the issue of the 1st Commonwealth stamps, for which he commissioned Blamire Young of Victoria to design the Kangaroo issues. His designs however were not accepted exactly as he had drawn them, and the release of the proposed stamps in April 1912 carried the following statement: “The approved design is a combination of ideas, and is not the work of any one person in particular.” A range of these essays can be seen in the Kangaroos volume of The Australian Commonwealth Specialists catalogue, and a few are shown here at fig. 1. And so the iconic Kangaroo stamps of Australia were born. The first issues went on sale in early January, with the high values of 5/- to £2 not being issued until March. These were issued in the denominations ½d, 1d, 2d, 2½d, 3d, 4d, 5d, 6d, 9d, 1/-, 2/-, 5/-, 10/-, £1 &


£2. A full range of the values and colours employed is shown at fig. 2 The lower values ½d to 2/- were in monocolour whilst the high values were bi-coloured, requiring at that time for the central Kangaroo vignette to be printed separately from the outer frame. A few colour changes took place over time, as did changes of watermark. The 1st watermark paper used in 1913 was a large flat looking crown with a wide A at the base. This paper is rather soft, and not easy to separate the stamps without causing some short or missing perforations. Missing corners too are commonplace. The lay of the paper (unless re-gummed) will cause the stamp to curl vertically, even when used, if warmth is applied e.g. by lying in the palm of a hand. This is a tell tale sign of the 1st wmk. Stamps. All of the later wmk. Stamps curl horizontally. The 2nd Watermark. At the end of 1914 because of a paper shortage, caused by the onset of The Great War it was necessary to employ the single Crown over A watermark paper used for the King George V issues. Because these stamps were in a larger format than the Kangaroos it is usual for the watermark to

appear off centre to the left or right, sometimes even with a half watermark on either side of the stamp. Complete central marks are quite scarce. Use of this wmk. was restricted to a few values, 2d, 2½d, 6d, 9d, 1/-, 2/- & 5/-. The other lower values, ½d, 1d, 4d & 5d were not issued with this watermark, since the fresh King George V stamps filled this void. The remaining stocks of the 10/-, £1 and £2 being sufficient to fulfil the requirements for quite some time. This wmk. Is narrower than the 1st, and has peaks at the top left and right of the crown, making it quite distinctive and easy to recognise. It’s use was quite short lived, with new paper supplies and with a new watermark appearing in late 1915. The 3rd Watermark. This is a narrow crown without the peaks of the previous issue, and in a smaller format. Stamps with this watermark started to appear late in 1915 as stocks of the 1st & 2nd wmk. began to run out, they had quite a long run and were not replaced by the Small Multiple Wmk. until 1929, and the £1 not until 1935 with the C of A Wmk. Denominations employed were 2d, 2½d, 3d, 6d Blue, 6d Brown from 1923, 9d, 1/-, 2/- Brown, 2/- Maroon from 1924, 5/-, 10/-, £1 Brown & Blue, £1 Grey from 1924 and £2. The Small Multiple Watermark. Stamps with this wmk. were issued in 1929. This paper had been employed for the King George V series since 1926 and did not have the same issue of the wmk. not fitting the stamp as in the case of the 2nd wmk. So from 1929 both the KGV and the Kangaroo issues shared

the same watermark. Values issued were again a short series of 6d, 9d, 1/-, 2/-, 5/-, 10/- & £2. The stocks of £1 grey 3rd wmk. lasted through to 1935 when replaced with the C of A Watermarked paper. The C of A Watermark. The Commonwealth of Australia Watermark started life in 1931 with the KGV series, first appearing towards the end of 1932 on the Kangaroos. Issued values were 6d, 9d, 1/-, 2/-, 5/-, 10/-, £1 & £2. The Kangaroo series lasted to 1949. The final printing of the 2/- was replaced by the Aboriginal Art 2/- Crocodile in 1948, and the £2 in the following year with the Arms issue. The

Hello and welcome to Part Ten of my tour of British Commonwealth stamps. I hope you enjoy looking at this month’s stamps, along with some interesting philatelic details and trivia. I looked at Johore and Kedah in my last piece so now a few more from the Malaya States starting with Kelantan. Kelantan was part of Thailand - historically known as Siam - with Siam stamps used with various Kelantan/ Kalantan cancels during the 1880s through to 1909. This first stamp (Fig 1) is from a 1905 issue of Siam and has the Kalantan cancel. From 1909 the stamps of the Federated Malay States were used. In 1911, stamps were first issued for Kelantan featuring the coat of arms of the Sultanate and by 1937

the stamps featured the Sultan Ismail, as shown in Fig 2. In 1922, stamps were overprinted to commemorate the Malaya Borneo Exhibition (Fig 3) and since 1948 issues have been similar to those of other Malay states. I thought I would show two more from Kelantan. Do you recognize this first one? Yes, we saw it in the Johore issue. Here it is again, from the 1961 Kelantan issue, this time with the portrait of the Sultan Yahya Petra. A lovely design, as I may have said before, and I think it makes for an interesting collection to get one from each State. This next Kelantan stamp you will also find various copies of. This is the orchid issue of 1965 (Fig 5). There are just seven in the issue but two others were issued in 1970 with the watermark sideways. This is a set that I have been guilty of getting the watermark wrong so do look carefully. The watermark upright, that is the 1965 issue, has a 2021 SG cat value of 25p for a good quality used copy. The 1970 issue of the stamp with watermark sideways is £10. Not the sort of error one wants to make too often. Let’s look at just one more State, this time Malacca.

Fig 5 Malacca was one of the Straits Settlements that joined the Federation of Malay in 1948. The capital is Malacca City and it is listed as a UNESCO World Heritage site. The history of the State makes for interesting reading I think. Enjoy it if you have the time. This is one place on my bucket list of places to visit one day. It’s conveniently situated between Singapore and Kuala Lumpur. This first stamp issued was in 1949 and is the Straits Settlement design of George VI inscribed Malacca instead of Straits Settlements (Fig 6) and like others in the issue with colour changes to the Straits issue. This next stamp is the same again as the Straits Settlement stamp, issued in 1955 and as you can see with the portrait of QEII (Fig 7). Notice how she is looking to the left whereas GVI was shown looking to the right. This does not happen by accident, and is in fact based on a tradition associated with the way the monarchs profile faces on coins. Since the time of Great Britain’s King Charles II, tradition has dictated that the monarch’s profile on coins alternates with each new monarch. This has been carried forward with the issue of stamps. So with GVI facing right it means, as tradition was followed, the portrait of QEII would be to the left, as generally it is. I should note there are a few exceptions on more modern GB stamps.

This next stamp (Fig 8) was issued in 1957, and is perhaps just what you expected given the general consistency on the State’s design. Yes, the same design we have seen before, and with the portrait of QEII now in place of a Sultan. Fig 6 There are more States of the Federated Malay States including Negri Sembilan, Pahang, Perak, Perlis, Sabah, Sarawak, Selangor and Trengganu, but I think those I have shown in the past few issues have given a taste for what to expect if you collect this region. I do not want to repeat too many images that only have the State name changed or the Sultan image changed. So my next piece will look at Malta. Isle of Man Local Issues Catalogue Located just off the south-western coast of the Isle of Man, the Calf of Man is a tiny island of just some 2.6 km². It can be reached by boat from either Port Erin or Port St. Mary. During the summer period this bird sanctuary is popular with day visitors who cross the Calf Sound to spend a few hours on this tiny speck of land. There is also very limited hotel accommodations available. From early spring until late autumn two wardens reside on the Calf of Man. The island was sold to the National Trust in 1939 and it is currently administered by the Manx Wildlife Trust. The island’s rather curious name is actually of Norse origin. When the Vikings travelled in the area they used the word “kalfr” to indicate a small island lying next to a larger one. This writer has collected the local stamps of the Calf of Man for a great many years. To keep track of my collection I have used a small eight-page booklet listing all the stamps issued from 1962 until 1973 in a

simplified way. The local post was mainly used by day visitors and bird watchers who wanted to send picture postcards to friends and relatives back home from their stay on the island. The cards and letters were handled by one of the boatmen who handed them in at the nearest GPO office in Port Erin or Port St Mary. Such mail items needed both a local postage stamp (for the carriage across the Calf Cound) and a UK postage stamp. The local post was operated with permission from the Manx Museum which ran the island at the time. Jon Aitchison, an English philatelist and dealer, has specialised in the stamps and postal history of the many smaller islands in the British Isles. In 2019 he compiled and published a monumental catalogue featuring the stamps of Lundy Island. He has also catalogued the local stamps of Herm, Jethou and a number of other small islands in the Channel Islands. Generally speaking his catalogues can best be described as handbooks.

Christer Brunström Exactly the same description can be used about his latest catalogue Isle of Man Local Issues – An illustrated, specialised, priced catalogue and handbook which was published late last year. It is an impressive spiral bound volume of some 500 pages with illustrations in colour. The book is divided into five sections: 1. The Isle of Man before postal independence. Steps on route to a postal entity, 2. Transport, 3. Calf of Man local post issues, 4. Strike posts and 5. Revenues. By far the largest section is devoted to the local issues of the Calf of Man. Aitchison was well prepared when he embarked on the project of producing the definitive work on the various Cinderella issues of the Isle of Man. After the local post had been closed in 1973, the large remainders of Calf of Man local stamps were stored in a cellar. Unfortunately this cellar was quite damp which ruined many of the stamps. Aitchison acquired the lot which has served as the basis for his study of the stamps.

Additionally he has been able to acquire the archives relating to the local post which has given him first-hand insight into most everything relating to the running of this very genuine local post. He discusses the contracts between the Manx Museum and the people who hoped to make some money printing stamps for this local post. They include some of the most infamous names in modern British philatelic history; people who excelled in producing enormous numbers of stamps for uninhabited islands like Staffa in the Hebrides. When the Calf of Man local post ended on 31 March 1973 no less than 284 stamps and souvenir sheets had been printed. It all started in 1962 with essays being produced for the planned local post. They have values in Athols (Fig. 1), a reference to an early family with a long association with the Isle of Man. When the first stamps were issued on 27 September 1962, the currency unit had been changed to the Murrey

Isle of man local issues catalogue (Fig. 2). This was a tribute to John Murrey who minted the first coins in the Isle of Man in 1668. The Murrey was the same as ½ penny. The first definitive set featuring local birds was released on 24 May 1963. The six values had denominations ranging from 1 Murray to 12 Murrays. Shown nearby (Fig. 3) is the 1 Murray stamp depicting a pair of puffins. Most postcards mailed on the island were actually franked with stamps from this first issue of definitive stamps. In 1962 the EUROPA topic was the craze in Europe. Most British island local posts also released EUROPA stamps to take advantage in the strong interest from collectors for this new theme. The Calf of Man’s first set of four EUROPA stamps was issued in October 1962. However, I have chosen to depict a stamp from the 1964 EUROPA set as it depicts a map of Europe (Fig. 4). Looking carefully at the design, the Isle of Man can be seen in the Irish Sea between Great Britain and Ireland. In 1969 two stamps featured flowers (Fig. 5). Shown here is the 84 M value which has been described as

a Burnet Rose. The Calf of Man stamps were mostly issued both perforated and imperforate and as a small souvenir sheet. The Isle of Man is famous for its tailless cats and in 1970 the Calf of Man issued two stamps and a souvenir sheet (Fig. 6) featuring Manx cats. Picture postcards franked with stamps of the local posts of Herm or Lundy are easily located when searching through the cover boxes at British stamp fairs. I am of course referring to genuine cards having been mailed by visitors to the islands and not to philatelically inspired cards or covers which are very plentiful. When it comes to the Calf of Man it is more difficult but they do exist and they are usually priced at between AU$30 and AU$50 each. In this review I have almost exclusively mentioned the local stamps of the Calf of Man but there is so much more in Jon Aitchison’s new catalogue and handbook.
