ix. Philatelic Publishers & Publications Vindin’s Stamp Trade Journal Dawson A Vindin had left Sydney in October, 1893, intent upon furthering his Philatelic career in London. In February 1894, he launched Vindin’s Stamp Trade Journal, which was to last just four numbers. The first and last (May 1894) are shown on the two
pages which follow. In that final edition, Vindin ruefully commented: “I have come to the conclusion that the publishing of a philatelic paper is about the poorest business undertaking a man could possibly enter upon”.

The May 15 1894 final edition of his journal, four days later by date, would see the word “Finis” penned by Vindin.

Smyth & Co following dissolution of that partnership.
Publication ceased August 1905 when ,Hagen bought out Smyth. The Australian Stamp Journal was established by Smyth in November 1910, following Smyth’s departure from Fred Hagen Ltd. It was to last until 1951.

Mobile signal-tracking devices will be installed on Australia Post vehicles to help measure how strong or weak mobile reception is as they make deliveries across the country. “This will provide a clear and accurate evidence base to target mobile black spots,” Minister for Communications said. “Consumers know that the predictive coverage maps which are issued by the carriers, are not always accurate on the ground.” The lack of reliable mobile and internet coverage has been an issue for those living in regional and remote Australia for years. The federal government’s Mobile Black Spot Program was started in 2015 and aimed to improve mobile coverage and competition across Australia. The bane of a black spot is all-too-real for farmers such as James Walsh, who runs a property and an agriculture tech business in northern Tasmania. Mr Walsh said reliable internet coverage was also becoming “critical” for farmers, who rely on remote monitoring and control devices to run irrigators, survey their properties, make management decisions and muster help if needed. How will the posties help? Many details are still being worked out, such as how much data is needed, which areas specifically of

the country will be targeted and how long it’ll take. Video monitoring might seem like a luxury only possible in places with NBN or mobile phone coverage, but this system has been set up using off-theshelf products, solar power, and bush ingenuity. The project is estimated to cost $20 million and the funding has been committed as part of the 202223 federal budget. Data collected is to include information about mobile coverage, capacity issues and gaps in service. This audit will also look at the locations of previously built phone towers and assess if they’re in the correct location. The Minister said a similar study was being conducted in the United States. “But this one in Australia is quite unique, it’s novel … we see this as an important way of getting value for money, leveraging off a national asset, that being the Australia Post fleet,” she said.

Incensed MPs, watchdogs, customers and even post office owners have backed calls for a ban on old postage stamps to be delayed. Non-commemorative stamps that don’t feature a new barcode will not work after January 31 – a move that few people are aware of. It is thought as many as 100 million old stamps are tucked away in drawers and wallets. To make matters worse, people cannot take them to a post office to swap them for new ones, as they can do when coins and notes are no longer legal tender. Instead, they must fill in a complicated form – which cannot be picked up from post offices and must be downloaded – and send it off. They then get new barcode stamps sent to them. The vice-chairman of Westminster’s all-party philately group, said: ‘This headlong

rush to ban traditional stamps is both ridiculous and unjustified’ ‘Royal Mail should be making it as easy as possible for customers to exchange stamps in a reasonable period of time.’ ‘It should be delayed for a year and more sensible arrangements put in place. ‘The convoluted system whereby people cannot exchange old stamps at the post office but have to download a form and post it off is clearly designed to put people off from bothering. ‘That is inexcusable when many, many people will have traditional stamps that they paid for but suddenly couldn’t use.’ Part of the confusion has come about because many people consider the Royal Mail and Post Office the same thing. They split in 2001. A local Post office owner said: ‘The scheme is ridiculously unfriendly to the elderly and anyone with difficulty accessing the internet. Every day we are asked at least 20 times to swap stamps.’ ‘A cynic might think that the way the swap is being rushed is a way of bolstering Royal Mail’s profits by rendering a lot of stamps in circulation valueless. ‘A sensible system where post offices were used to swap stamps and remunerated for providing the service by Royal Mail would be supported by most of us.’ The move by Royal Mail, which last year made £758 million, comes as staff have 16 days of strikes planned in the run-up to Christmas – threatening
deliveries. Under the Stamp Swap Out scheme, there are two different types of application form – one for stamps whose total value is less than £200, and another for those whose value is more. For the smaller amount, the form has to be downloaded, printed and filled with details. Postage is free. If you don’t have access to a printer, you can request a form to be posted to you by completing an online form – or they are available from Royal Mail delivery offices. It is more complicated for amounts valued at more than £200. The Royal Mail requests exact details of the returning stock – with 148 tick-box options. Stamps must be batched in clear plastic bags, sorted by both value and colour, and have to be attached to their original backing or paper.

The quiz for the selection of prospective awardees was held across the state on Saturday, October 29. Chief Postmaster General said, “The scholarship award is Rs 6,000 per year. It is aimed at covering students from Class VI to IX to promote aptitude and research in stamps.” “The focus is on students as stamp collection has multiple educational benefits, as it teaches a lot about the socio-economic and political reality of the period in which the stamp was issued or the theme on which it is based,” he said. “Stamp collection can reinforce and supplement the academic curriculum, in addition to providing a hobby that can help them relax and de-stress. Illustrator, Đức Lương’s archive commemorates the golden era of Vietnamese postage stamps Building an archive of Vietnamese stamps and letters was not simply a whimsical idea. He felt compelled to document the rich visual history of Vietnam through these small prints, resulting in his Bưu Hoa Việt Nam archival project. Đức describes how an encounter with his uncle sparked his interest in collecting. His uncle had been stockpiling “CD covers since wartime, Vietnamese letter-making guidebooks, handcrafted wedding invitations, labels, postcards” and a treasure trove of other cultural memorabilia. Đức points out that “those stamps have come a long way since my uncle’s youth, dating back to the days when he usually went to the post office to ask for used postal envelopes,” a “simple pleasure when living in the countryside during the days of war-zone evacuation”. It was this personal collection that formed the Activities in new economic zones — Evening classes in mountainous areas, designed by Luong Tran, 1962 14 - Stamp News
foundation of what would become Bưu Hoa. The name is a Sino-Vietnamese word that was widely used to refer to postage stamps prior to 1975 – a year before Vietnam adopted a unified postal service. Đức developed an interest in the contextual function of stamps: how historically they were used to “convey or propagate information to people during the Vietnam War time.” The collection is largely made up of inventories stored by the Vietnam Stamp Company, which were eventually sold to dealers. Đức admits that the process is difficult. He says the scarcity of collectibles is a consequence of Vietnamese golden era stamp books being burned or discarded when Vietnam declared peace in 1975.

f… yourself.” That defiance was immortalised on an official Ukraine postage stamp depicting a soldier facing the warship, proffering a one-finger salute. Ukrainians queued to buy sheets of the morale-boosting stamp, immediately raising more than $200,000 for the war effort. A few weeks later, there was an update: Ukraine had sunk the Moskva. Half of the new, six-stamp sheet showed the previous image. The other three: same bird-flipping soldier … no ship visible. And a new word: “DONE”. The stamps became a hit for international buyers, with prices for first-day releases soaring to $US1000 (about $1550) a sheet. “It’s such an unusual thing for a country to release. People tend to go a bit crazy for things like that,” says Melbourne dealer Fred Diamond of Max Stern & Co, who quickly sold the one copy of each edition he received from a supplier in Lithuania. Another opportunity to stick it to Russia came earlier this month. Just hours after Putin’s 70th birthday, explosions damaged his trophy, 19-kilometre Kerch Bridge linking Russia with Crimea. A new stamp, to be released next month, parallels the false belief of RMS Titanic’s unsinkability with “the myth that the Crimean Bridge is a symbol of the eternal connection between Ukrainian Crimea and Russia”. Ukraine president Volodymyr Zelensky says the stamps help his nation believe in its victory, “that we will win this war and the occupier will go to the bottom … I am convinced that we will have many more such symbols of victory.”
Bloomsday in Brasília
Reported at https://blog.correios.com.br/filatelia In one of the more improbably international joint stamp collaborations, Brazilian Correios has joined with the Irish Embassy in Brasilia to issue a stamp marking the 100th anniversary of the first publication
of James Joyce’s Ulysses, which narrates the events lived by the protagonist Leopold Bloom during 19 hours on the 16th of June 1904. Ulysses is now celebrated around the world as Bloomsday on 16 June, and is believed to be the only international feast-day dedicated to a work of art. In Ireland on Bloomsday people dress up in Edwardian fashion, there are dramatic readings and re-enactments of the text, people eat Joycean dishes such as liver and pork kidneys, and walk through Dublin following the steps of the novel. Bloomsday celebrations have also spread throughout Brazil, with the first event taking place in São Paolo in 1967. Today, events take place annually in over 14 cities in Brazil, including celebrations in Brasília, São Paolo, Rio de Janeiro, Salvador and Florianopolis. Brazil has also been home to many eminent Joycean scholars, and thus far three Portuguese translations of Ulysses have been published. The centenary of the publication of Ulysses also coincides with the birth of the independent Irish state, two weeks before the publication of Ulysses. This year also sees Brazil celebrating the bicentenary of its independence. For both Ireland and Brazil, the legacies of our shared colonial histories have shaped our journeys as independent states, and we continue to examine the ideas of statehood and national identity that Joyce explored in Ulysses. There are many historical links between Ireland and Brazil that are relevant in this year of independence commemorations, such as the marriage between Irishwoman Narcisa Emília O’Leary and José Bonafácio de Andrada, one of the founding fathers of Brazilian independence; the visit of Dom Pedro II to Ireland in 1877; the work of Irishman Roger Casement who campaigned for the rights of indigenous communities in the Amazon region; and the dedication of decades of Irish missionaries who continue to serve and support communities across Brazil. Surely one of the most beautiful stamps issued this year features the Namibia Sandhof lily, Crinum paludosum. The seasonal lily fields at Sandhof in southern Namibia have become famous. When sufficient rain falls at the right time, these lilies grow in astounding profusion on shallow ephemeral pans, creating a stunningly beautiful sight. They also attract scores of red-spotted lily weevils, which feed on the plants. These stamps and many others issued by Nambia were designed by Helge Denker (born 1969 in Nambia). Denker studied art and graphic design in Australia. He returned to Namibia when the country gained independence working as an artist, writer and naturalist. His work features in numerous books, calendars, posters, postcards, and advertising material. He has designed over 300 stamps for Namibia and received two ‘Most beautiful stamp in the World’ awards.

Reported at www.posta.fo/ This year’s Christmas stamps depict the Advent wreath (19KR) and the Christmas tree (29KR), respectively, both with lit candles. The artist, Heiðrik av Heygum, explains his inspiration for the motifs: “I received a request to design two Christmas stamps inspired by the story of the Faroese Advent wreath and the Christmas tree. The Christmas tree and the Advent wreath are relatively recent traditions in the Faroe Islands, almost as fresh to us as the Faroese visual arts. The Faroese embraced these beautiful Christmas traditions - the Advent wreath around the 1940’s and the Christmas tree in the early 1900’s. The first candle in the Advent wreath is lit on the first Sunday in Advent. On the second Sunday of Advent, two candles are lit - three on the third - and finally, on the fourth Sunday of Advent, all four candles have been lit. This is a beautiful and relevant tradition, where the number of candles increase in step with the growing darkness of winter, culminating around winter solstice and Christmas. The Advent wreath tradition is attributed to the German theologian Johann Hinrich Wichern (1808-1881), who performed social work among the poor and vulnerable in urban environments in Germany. When the children in the Mission School in Hamburg, persistently asked how many days
there were left to Christmas, Wichern put four large white candles on an old wagon wheel covered in spruce twigs and placed 20 smaller red candles in between. The large candles symbolized the four Advent Sundays before Christmas - and the small ones the weekdays in between. The Advent wreath became common in Denmark during World War II and from there the custom probably arrived in the Faroe Islands. One of the most iconic Christmas traditions is the decorated Christmas tree - most often the evergreen spruce, which is placed in the living room and embellished with the family’s Christmas decorations crowned by the Star of Bethlehem. Just like the Advent wreath, the tradition of the Christmas tree in its present form originates in Germany. Artisans’ guilds in Germany began arranging Christmas parties for children in the 16th century. The centrepiece of the party was a decorated spruce tree with gifts for the children. The Christmas tree spread its branches beyond Germany’s borders. In the Faroe Islands, the first Christmas tree found its way to the Sandagerð Rectory in Tórshavn, just before the turn of the 20th century. Here, too, the custom slowly spread among the clergy and the

wealthy, perhaps especially among Danish officials in Tórshavn. Only after the war in the 50’s, the Christmas tree tradition became popular among the general population.

In this year’s scene, illustrated by Imogen Joy, the Christmas Island airport features as Santa’s arrival point on the island. Santa’s mode of transport is not his familiar sleigh, but a festive plane captained by his trusty reindeer. The island’s plentiful Red Crabs act as Santa’s little helpers, handing out gifts to some of the island’s unique and diverse wildlife, seen gathering excitedly on the minisheet. They include the Common Noddy, Red-footed Booby, Emerald Dove, Abbott’s Booby, Sacred Kingfisher, Christmas Island Hawk-Owl, Christmas Island WhiteEye, Christmas Island Thrush, Lister’s Gecko, Blue-tail Skink, Hawkesbill Turtle and the Scalloped Grass-Yellow Butterfly.

State postal service Omniva has issued this year’s Christmas stamps, on the thirtieth anniversary of the first festive stamps to have been issued in Estonia following the restoration of independence. Omniva board chair said: “The first Christmas stamp was issued in Estonia in 1992 and depicted a stylised Christmas tree. These stamps were also significant in another sense – namely that they were the first postage stamps printed in Estonia after the restoration of independence.” “Over the years, many Estonian artists have created Christmas stamps with very different designs. This year’s Christmas stamps also delight us with their beautiful message and design.,” he added. Artist Made Balbat, who created this year’s festive designs, says she was inspired by the image of the guardian angel when designing the Christmas stamps and cards. She said: “I chose a guardian angel primarily because we are living in very difficult and challenging times at the moment. The guardian angel protects us, watches over us, and guides
In 1981, the U.S. Postal Service issued a stamp reading simply: “Alcoholism: You can beat it!” The stamp’s release was accompanied by a large ad campaign to help tackle the scourge of alcohol abuse. The post office didn’t register a problem until they printed almost 100 million of the stamps. They didn’t sell and most ended up being pulped. As a USPS spokesperson said in 1985, “We had a stamp that said ‘Alcoholism: You Can Beat It,’ and it didn’t sell. Apparently, people felt that putting that stamp on a letter was suggesting to the person receiving it that he has a drinking problem. You have to be careful what you put on stamps.”

Postal Stationery Welcome to the postal stationery column for December 2022. This month’s column looks at new issues of postal stationery from Australia and New Zealand and new literature on postal stationery. The Lord of the Rings: The Two Towers 20th Anniversary Prepaid Postcards New Zealand Post issued a set of six postal cards on 7 September 2022 for the 20th anniversary of the movie the Lord of the Rings: The Two Towers. The indicium has a face value of $3 and features Gollum, a character from the film, at the ‘forbidden pool’ (Figure 1). The reverse of the cards features artworks related to the movie: The White Wizard, Attack of the Warg Riders, The Forbidden Pool, The Battle of Helm’s Deep, The Last March of the Ents, and The Tales that Really Mattered. The set of postal cards sold for $19.76 and were designed by Donna McKenna. Wallal Solar Eclipse 1922 Prestamped Envelope A prestamped envelope (Figure 2) was issued on 8 September 2022 to mark 100 years since he Wallal Solar Eclipse experiments were held near Wallal, Western Australia in 1922. In 1915, Albert Einstein proposed his General Theory of Relativity, which suggested that gravity is not a “force” but a bend in the space-time continuum. In 1919, Sir Arthur Eddington confirmed Einstein’s theory by photographing a solar eclipse to show a shift in the position of stars due to the Sun’s gravity. Australian scientific expeditions were set up with the largest contingent at Wallal 300 kms south of Broome. William Campbell from the Lick Observatory, California used a 40-foot coronal camera to prove beyond doubt that Einstein’s theory was correct. The indicium features a picture of the solar eclipse taken by the Lick Observatory coronagraph in 1922 while the envelope also features a photograph of team members adjusting the camera. The PSE was designed by Sharon Rodziewicz, Australia Post and sold for $1.35. A “prestamped envelope” with a $1.10 indicium depicting Albert Einstein was also produced by Australia Post. This envelope was produced as a Philatelic Numismatic Cover and was not issued mint. It was sold for $24.95. 75th Anniversary of Lions Clubs Prestamped Envelope A prestamped envelope (Figure 3) was issued on 6 September 2022 to celebrate the 75th anniversary of Lions Clubs of Australia and features the Lions International logo in the indicium. The first club was formed in Lismore, New South Wales, in 1947 with Lions Australia growing to be Australia’s largest service club organisation, with more than 1,200 clubs and 25,000 members. The envelope sold for $1.35. July-October Prepaid Postcards Two prepaid postcards were issued on 19 July 2022 ($3.70 per set) for the Centenary of the Men’s National Football [Soccer] Team: National Football Team 1922 and Socceroos Centenary. Cicadas featured on three prepaid postcards which sold as a set for $5.55 and were issued on 2 August 2022. The three cicadas featured were: Masked Devil, Golden Emperor and Sandgrinder. The 75th anniversary of Australia’s Antarctic Program were commemorated by the issue of four postal cards on 9 August 2022. The cards depicted expeditions on Heard Island in 1947 and 1948, ice-core processing at Aurora Basin

in 2013 and a Globemaster landing in the Antarctic (Figure 6). The 150th anniversary of the Overland Telegraph was commemorated by a prepaid postcard which sold for $2.40 and was issued on 23 August 2022. Australian landscapes (Figure 7) were featured on four prepaid postcards issued on 23 August 2022 which sold for $17.10. The landscapes featured were: Cradle Mountain, Kakadu, Bungle Bungle Range and the Great Barrier Reef. Four prepaid postcards were issued on 13 September 2022 depicting Australian-bred Roses (Figure 8) in the lead-up to the World Rose Convention 2022, which was held in Adelaide between 27 October and 3 November. The roses depicted were: Lorraine Lee, Lady of Australia, Governor Marie Bashir and Dusky Moon. The cards were sold as a set for $7.40. Two prepaid postcards (Figure 9) were issued on 20 September 2022 depicting Rock Art of the Kimberley in Western Australia, one of the world’s richest rock art sites, a dynamic cultural landscape situated within steep mountain ranges, sandstone and limestone gorges, waterfalls, pristine rivers and a rugged coastline that gives way to islands and coral reefs. guage and cultural groups of the Wanjina Wunggurr community depicting Crocodiles and Gwion Gwion figures. The cards were sold as a set for $3.70. The commemoration of 50 years since Peter Brock first won the Bathurst car racing event was marked by five prepaid postcards issued on 3 October at the cost of $9.25 a set. The 150th anniversary of free, secular and compulsory education in Victoria was commemorated by a postal card depicting the Portarlington State School that was issued on 11 October 2022 and sold for $1.35. On 25 October 2022, four postal cards were issued depicting Australian Rivers ($7.40 a set): River Murray, Diamantina River, Gordon River and Murrumbidgee River. Indonesian Postage stamp Catalogue 2023 For some countries, listings of postal stationery can be found in one-country stamp catalogue, often published annually. This is the case for the Indonesian Postage Stamp Catalogue 2023 which lists the postal stationery of Indonesia from 1945 including the provisional issues on Netherland Indies postal stationery. The listing is priced in Indonesia Rupiah and are in colour. Also included are the issues of Netherland East Indies from1874-1945 as well as the issues of UNTEA (United Nations Temporary Executive Authority in Netherlands New Guinea). 1988 Kowhai envelope 40c with missing red Figure 11, shows a 40c New Zealand Kowhai prestamped envelope with missing red which results in a very yellow flower. The envelope has been cancelled on the first day of issue at New Plymouth on 13 July 1988. Figure 12 shows a normal for comparison. Incorrectly used USA International Reply Postal Card International reply postal cards comprise a message portion which is intended to be posted from the country of origin with a reply portion which is intended for the addressee to send a reply. Under UPU regulations the reply postcard can be sent without any additional postage. This means that the reply postcard will normally be postmarked by a foreign post office. Canada Post advised on 18 July 2022 that it would end the service on 1 September 2022 saying that “While relatively unique when it was introduced in 2000, numerous options are now available online for users to create customised [postcards].” Figure 15 shows the front of a postal card ordered in August 2022 and Figure 16 shows the reverse which shows myself on the left and a well-known Canadian collector of postal stationery on the right. The indicium on the card shows a maple leaf design. Australia had a similar personalised postcard program which was terminated earlier this year. Postal Stationery Collector November 2022 The November issue of the Postal Stationery Collector includes articles on the 18c embossed envelopes of Australia, Victoria 1895 1d Lettercard with ‘price two pence’ added, Postal Stationery Wrappers of Canada and Newfoundland: Some Challenges, and as well as the usual columns on new issues and discoveries. Australia Post Training School “CANCELLED” Postal Stationery In a collection recently acquired by a collector, there came a quantity of items cancelled during an Australia Post Training School, most likely in Adelaide. Included were three stationery items bearing a “CANCELLED” handstamp of 57mm x 5.5mm. The 27c pictorial postal card (Figure 17), 36c pre-stamped envelope and 45c aerogramme all date from the early 1980s.

As a result, the sender has in replying posted the message portion in Australia. The card has been accepted and postmarked in Brisbane in 1953 even though it is the reply portion of the postal card that should have been returned. Canada Post Personalised Postcard Program Ends Canada Post introduced personalised postal cards in 2000 which enabled customers to upload a picture for the reverse of the card as well as address details, the

Roo 1915 SECOND Watermark 2½d fresh Interpanneau Block 4 - 2 x MUH: The rather uncommon Bluish Indigo shade, on this Emergency WWI Printing on the KGV heads watermark paper. MVLH on top two stamps, and lower 2 are superb flat, super fresh *MUH*. ACSC 10b cat. $1,800 as 4 singles. Blocks of this Watermark are RARE. Nicely centred, with full perfs, and most attractive as you can see. Interpanneau pieces are highly sought and VERY scarce. Bought very well, so UNDER half Cat for 4 singles, at just $US620 as I type, at $A899 (Stock 782KQ)
1913 9d Violet First Watermark Roo with BRISBANE QUEENSLAND CTO cancel AND Plate Variety: Only 1 sheet 120 of these was ever cancelled, and was used to make up some VIP sets etc in Melbourne, and not all sets were distributed. The distinctive “BRISBANE QUEENSLAND” CTO cancel is rare, and as ACSC shows us on page 34, it confirms only 1 sheet of each value was thus cancelled, and of those sheets, PO Archives still have many examples still on file of most values. This one has the sheet watermark line horizontally along base, which proves it is from lowest row of sheet. Plate Variety 24(2)r only occurs from that lower row of course. Arthur Gray’s NO variety 9d was invoiced for $845 on estimate $300 when ACSC values were much lower. Mine essentially, has the tell-tale start of ‘3.15 PM time date slug that all these BRISBANE stamps have if genuine. Specialists seek that. Also this one has the ACSC variety ‘Break In Coast Of Gulf Of Carpentaria’ - ACSC 24(2)r. That is ACSC cat 5 times a normal stamp, so on BRISBANE CTO will be $3,000, and of course is 100% UNIQUE, as only one sheet of each was done. Public auction results for these BRISBANE CTO’s are gobsmacking recently. Phoenix invoiced a worse centred, lesser perfed example of this in August 2022 for $870 with NO plate variety! A very ugly, and humble 1913 ½d green Roo, no variety, ACSC #1wd, was invoiced way above estimate at $3,125 in the Phoenix Melbourne, August 18, 2022 Auction. An equally humble 1d Red single, with no date on the cds, was invoiced for $A7,500 in the same sale. Prices on this cancel have soared in recent years, now it is finally listed in ACSC. These prices are FIFTEEN times full cat, as Editor now has insanely low figures on them all. Whoever buys this gains from that slackness! Clean and flat and bright and fresh, no hinge remains, aging or faults, ACSC 24wd, $600 for any condition BRISBANE cto. With the constant plate variety ACSC 24(2)r, it is Cat $3,000. Introducing the Australian Philatelic Federation The coming new year will see Australia having two National Exhibitions. Firstly, in May, the National One Frame Exhibition in Hobart, Tasmania. The second will occur later in November over in Perth, Western Australia. That event will be a full national, with all classes represented. There will be more information on the Perth exhibition later in the year. With this in view for this month we now have some information on the Hobart exhibition. point for new exhibitors as not too much material is needed to make a 16-page exhibit. However, getting the narrow scope right can be tricky. The FIP rules were most recently amended at the FIP Congress, Jakarta, 8 Aug 2022. These guidelines also apply to all Australian National classes. The FIP guidelines state that exhibits which are not suitable as One Frame exhibits will suffer the loss of points or may not be judged. Suitability for a One Frame exhibit is Stamp News - 41
Introducing the Australian Philatelic Federation defined as exhibit with a very narrow scope that fits in one frame. At Australian National Exhibitions, One Frame exhibits scoring 75 points or more will lose up to, but not necessarily 5 points if the exhibit scope requires more than one frame for proper treatment. In all cases where a One-frame Exhibit could be shown in more than one frame, the exhibitor should be advised in feedback this is the case. Kangaroos: a guide to these iconic issues Part Three Kevin Morgan Collecting Mint Kangaroos. Firstly let me state that the price differences in the ACSC between mint and mint unhinged Kangaroos can be as much as 550% or more! A couple of cases in point: 9d Violet 1st watermark $200 for hinged, $1000 for unhinged and 6d Ultramarine 2nd watermark $400 mint, but $2250 for unhinged. Clearly if price is no object, by all means go for the unhinged, as prices for these have really taken off over the last decade or so and may well continue to do so. For those of us less well heeled, a fresh looking well centred example should suffice. Be careful to, as with used, check for short perfs. Especially on the 1st watermark issues. Lightly toned gum should not be an issue, as long as it’s not visible from the front. For well centred stamps, expect to pay a premium

up to near catalogue price. See fig.1 (below) for some nice examples of well centred and fresh stamps. Not all kangaroos are exactly the same size, as in the 5/- in this picture, this one being from the top row of the sheet. You may be able to see the watermark line just below “Australia” at the top. You do need to be aware however of re-perforated stamps, especially on the higher values. Here are a few easy tips to identify these: First check that the perforations line up exactly top to bottom and side to side, then look to see if the perfs. look as though they may have been re-cut of cleaned up in any way. Thirdly check to see that the “wells” of the perfs. are of an even depth. Those three check points will usually detect whether the stamp has been re-perfed.
sure tell-tale signs. Also 1st watermark stamps ought to curl vertically when sitting in the palm of a warm hand, if they curl horizontally it is likely that it is re-gummed; (or you have misidentified the watermark) All other watermarks will curl horizontally. What will a nice collection of mint kangaroos cost? Well, a set of all watermarks including the two 6d OS overprints (see fig. 2) would likely set you back the best part of $50,000 today, 3 or 4 times that for unhinged. If you have a budget of $200 a week this could be achieved in around 5 years. The thrill of hunting for a nice stamp at a good price to help complete your collection is amazing (in my experience).
Re-gumming is not usually a problem with hinged stamps from older collections, but sometimes a lightly hinged stamp can have had the gum re-distributed to make it appear unhinged. Any unevenness of the gum can usually be detected by looking at the stamp diagonally in daylight. Sometimes a stamp which is unused (i.e. without gum) has had new gum applied. Look out for unusually shiny gum and specks of gum in the perforation wells, they are
Specimen Overprints The high value stamps 10/- to £2 in all watermarks have been overprinted “Specimen”. There are 4 types of specimen overprints, the 1st watermark issued being hand stamped with the letters apart from the S in lower case. This is known as “Type A “. Type B was employed for all 4 high values

Type C was also used for 3rd watermark, with the exception of the £1 brown and blue, plus the small multiple watermark and C of A 10/- values. Type D appears of third wmk. £1 grey plus the £2 multiple wmk. and all three values of the C of A issues. For illustrations of the 4 types see fig. 3, and figure 4 for examples of the stamps. OS Overprints. These only appear on the 6d Chestnut issues in the small multiple and C of A Watermarks Perfins. 1st wmk. Stamps exist perf. large OS in all values with the high values 10/- and above being among the scarcest of all kangaroos. The small OS is also known in all values, but the 5/- is thought not to have been officially perforated thus, and so all examples seen are assumed to be forged. In all other watermarks other than C of A, stamps perf. small OS are known in all values. The C of A watermarked stamps 46 - Stamp News
are known in values to 5/- with state perfins viz: “G NSW” (NSW), “T” Tasmania, “VG” (Victoria), WA (Western Australia). The higher values being quite scarce. A 5/- perf. T went recently on eBay for $265. The 10/value and above may exist, but have not been sighted to date by this writer. State perfins are also known on earlier watermarked stamps. It should be noted that stamps with OS perfins were often from substandard stock, and mostly appear off centre particularly for the earlier watermarks. Figure 5 (below) illustrates some of the perfins mentioned above. This is the final in this series of 3 articles. philatelic news Junkanoo - Christmas 2022 Junkanoo is the biggest celebration that takes place in the Bahamas and its standing as one of the Caribbean’s most celebrated and spirited carnivals is undisputed. With colourful costumes and exuberant dance routines the participants spend months preparing for the pageantry of this street parade with its steady beat of whistles, cowbells, horns, and goatskin drums that starts just after midnight on Boxing Day. The largest Junkanoo celebration takes place on Bay Street, in downtown Nassau, but Bahamians across the 16 islands celebrate this joyful tradition. Though the exact origin of the festival is unknown, there are plenty of theories. Many believe it was established by John Canoe, a legendary West African Prince, who outwitted the English and became a local hero. The most popular belief, however, is that it evolved from the days of slavery. Loyalists who migrated to The Bahamas in the late 18th Century brought their African slaves with them. The slaves were given three days off during the Christmas season, which they used to celebrate by singing and dancing in colourful masks, travelling from house to house, often

on stilts. Despite the uncertainty of its origins, Bahamians certainly know how to throw a celebration and one that is not replicated anywhere else in the world. The costumes of Junkanoo have evolved throughout the years. In the early days the participants would simply cover their faces in a white paste made from flour. Later, masks were made from wood, fabric and metal wire. The costumes were constructed from strips of rags and later sponges, straw, flowers, feathers, and leaves were used. Basically, whatever was available. These days the base material tends to be cardboard and styrofoam that is then decorated with papier mache, feathers and beads into the fantastic colours and costumes that are limited only by the imagination of the creators. There is no limit to what a Junkanoo costume or float can be made of. However, everything must be carried or pushed during the group’s two trips down Bay Street. No motorised vehicles are allowed. The celebrations of the Junkanoo Festival have been evolving in The Bahamas for generations, but today, it serves less as a street festival and more as a grand parade celebrating the Bahamian culture. Organised groups of up to 1,000 people spend almost the whole year preparing costumes, practising music, and choreographing dance routines. While you will see a couple of hundred people performing in each group, several hundred more have helped get everything ready for this moment. The big Junkanoo parade in Nassau takes place twice a year: Boxing Day and New Year’s Day. Although Junkanoo
starts on Boxing Day you should take note that it starts from about 2am until a couple of hours after sunrise. So you’ll need to be in downtown Nassau on Christmas evening or New Year’s Eve to see the show. This year, after cancellations due to Covid, Junkanoo is back! It has been a long time since we’ve been able to celebrate on Bay Street together. We look forward to seeing you there. Candis Marshall, who designed the stamps, is a Bahamian artist, writer, photographer, and entrepreneur living in Nassau. She creates work using photography, and discarded materials collected from around the islands. She is known for her work as a tyre artist, writer, and youth empowerment activist. Marshall uses her work to educate and inform others about the importance of environmental sustainability and to offer possible community solutions to local environmental issues. This has been her mission for more than a decade.
Åland new issues On 4 January 2023 Åland will issue a new series of self-adhesive franking labels on the theme garden berries kicks off the stamp year. Finnish artist Mari Oksanen illustrates her first postal labels showing the berry varieties black currants (Ribus nigrum), gooseberries (Ribes uva-crispa), raspberries (Rubus ideaeus) and strawberries (Fragaria x anassa). Issued on the same day are the last two stamps in the 3-year stamp series featuring Veteran tractors that first appeared in 2021. One stamp shows a 1955 Ferguson TES20, owned by Sven-Åke Jansson and kept on the premises of the veteran tractor club in Jomala. The second stamp shows a 1960 Fordson Super Major. SWEDISH LOCAL POSTS From Monday to Saturday my local newspaper is delivered to my mailbox in the early morning hours allowing me to peruse its contents before it is time for breakfast. Frequently I find a number of letters along with the paper. The newspaper distribution company is also a licenced postal operator and the mail items (mostly letters from charities or invoices from utility services) have printed information indicating that it has been handled by the company. The state postal monopoly was abolished by the Swedish parliament in 1991. This made it possible for privately operated enterprises to deliver mail on a regular basis and in competition with PostNord, the Swedish state owned national postal corporation. The only requirement was to obtain a permit as postal operator from the regulating body – The Posts and Telecommunications Authority. Many enterprising people tried their luck at operating local postal services all over Sweden. At first most offered to deliver local mail for both private individuals and local businesses and most also issued postage stamps which could be used to frank the

mail. Privately operated local posts mushroomed all over Sweden in the 1990s. Some were run by just one person while others had a number of employees to sort and deliver the mail. In my home town of Halmstad a local post was started by the Hallandsposten newspaper in cooperation with its distribution company. The mail was delivered in the early morning hours along with the newspaper. The reach of the local post operation was limited to the city limits or advertised postal code numbers. It all started on 25 April 1997 and I remember receiving numerous letters franked with the stamp issued by the Halmstad Lokalpost. The undenominated stamp depicted Halmstad Castle and an old school sailing ship (Fig. 1). The stamp sold for 3.50 kronor which was considerably less than the 5 kronor charged by the Post Office for the same service. The local post was profitable but it was closed in 1998 for the simple reason that it might slow down the delivery of the newspaper in case of large mail

Christer Brunström volumes. Today most of the smaller local posts have vanished as they could no longer make a profit with the ever diminishing volumes of letter mail. Some survive by delivering unaddressed advertising circulars or by providing related services. Only a handful still issue postage stamps today. But Sweden has a much longer history of privately operated local posts issuing stamps. It all started way back in 1887 in Stockholm, the Swedish capital. The Stockholms Stadspost was inspired by a similar postal service in Copenhagen, Denmark. It was in operation until 1889 when new legislation forced it to close. It released 16 different stamps featuring the likeness of St. Erik, the patron saint of Stockholm (Fig. 2). The stamps were printed in Denmark and the first version had an interesting error – öre was spelt øre with a Danish ø. When the error was discovered a new and corrected printing was made but the error stamps also went on sale. In 1888, two different local post companies started operations in Gothenburg, Sweden’s second-larg-

est city located on the West Coast. In the 1920s there was a second period of local posts in Stockholm, Malmoe, Gothenburg and Helsingborg. They all issued postage stamps. The Malmoe Local Post showed a Viking Ship (Fig. 3) on one of its stamps which actually served as a paid advertisement for the Viking shoe polish brand! In more recent times many local postage stamps have carried paid advertisements for mostly local shops and businesses. After a few years all the services closed except for the one in Helsingborg which went on all the way to 1947. It even managed to release two commemorative stamps (Fig. 4) marking its 20th anniversary in 1946. At the end of World War II, the Post Office decided to more or less double its rates as the government needed to increase its revenues. Many enterprising people now saw an opportunity to once again deliver mail locally at a very competitive price. Most companies charged 8 öre for a local letter. The Post Office asked all of 15 öre for a similar letter.

SWEDISH LOCAL POSTS Local posts were started all over the country and mostly in 1945. Most of them issued stamps with denominations of 4 and 8 öre. They were only allowed to handle unsealed letters with the regular sealed letter mail being a state monopoly. Thus the local posts mostly handled invoices, printed advertising matter and notices about meetings at local clubs and societies. My home town of Halmstad had a local post which issued four stamps all depicting Europe and the Bull, a fountain statue located in the main square (Fig. 5). It is the work of Carl Milles, one of Sweden’s most well-known modern sculptors who also spent time in the United States. The post was in operation from 1945 to 1947. In 1947, it all ended when Parliament passed new legislation effectively making all kinds of letter mail a state monopoly. Some of the local mail companies

continued in business delivering parcels for which there was no monopoly. Thus Sweden has had four periods of privately operated postal services and the fourth one is still very much active. Several hundred genuinely issued local postage stamps remind us of this interesting aspect of Swedish postal history. Their designs often reflect local scenery and history. The Kalmar Local Post issued two stamps which depict the Calmare Nyckel (Fig. 6), one of the first ships to carry Swedes to North America. For Stamp News readers interesting in finding out more about Swedish local stamps the good news is that there is an excellent listing of them in the 2019 edition of the FACIT Sweden catalogue. The first three periods are listed and valued but for some obscure reasons the stamps released during the fourth period lack valuations.
