France early collection 1849 to 1922 on original old 100 year old ‘MAURY - PARIS’ album pages, Mint and used. Many of the mint are fine **MUH** original gum - even the high cat items. Reported at www.mylondon.news The King doesn’t appear to share his ancestors love of the hobby of stamp collecting. Philately has proved to be a therapeutic hobby for many royals across the years. While the late Queen and many of her predecessors stretching back to Queen Victoria’s reign all shared an interest in the hobby, the same cannot be said for King Charles who prefers to spend any of his free time gardening or painting. The late Queen was the fifth royal to add to the world famous Royal Philatelic Collection, following on from its inauguration by Queen Victoria’s son, Prince Alfred in 1864. The prince sold his collection to his brother, the future King Edward VII, who in turn gave it to his son, King George V and it subsequently passed down to King George VI and then to the Queen. Stamps first came into circulation on May 6, 1840 during the early reign of Queen Victoria. Of all the
royal custodians, King George V was very dedicated to maintaining and growing the collection. When he was still the Duke of York, the Prince was made the honorary Vice President of what would become the Royal Philatelic Society of London in 1893. He also received a book containing 1,500 stamps on the occasion of his wedding day to Princess Mary of Teck from his fellow society members. King George V’s dedication to his hobby knew no bounds, and he even set the record for the highest price ever paid for a stamp. In 1904, a courtier asked the Prince if he had seen “that some damned fool had paid as much as £1,450 for a single stamp”. George replied: “Yes, I am that damned fool.” The enjoyment of stamp collecting passed from grandfather to granddaughter. Queen Elizabeth inherited his 328 albums of stamps. A palace insider said: “The Queen loved showing her stamp collection to visitors who stayed at Buckingham Palace. It was one of her pride and joys, not only because she owned some of the world’s most valuable stamps, but also because she had built on a family treasure.” While the late Queen added several impressive additions to the collection, the passion has not been shared by King Charles who famously prefers to spend his free time gardening or painting. At the start of 2022, King Charles saw 79 of his watercolours exhibited in Chelsea. The-then Prince of Wales spoke of his hobby and said that painting “refreshes the soul”. “In fact, in my case, I find it transports me into another dimension which, quite literally, refreshes parts of the soul which other activities can’t reach. “

The cypher is the Sovereign’s monogram, with his title, initials and a representation of the Crown. An Isle of Man Post Office spokesman said: “Nothing represents the Isle of Man more than its symbol. “How befitting therefore that His Majesty King Charles III, Lord of Mann, should grant his approval to issue the triskelion collection as our first set of Isle of Man stamps to feature his cypher.” The British monarch is also the Isle of Man’s head of state, a role held by Queen Elizabeth II for 70 years before her death in September. The release coincides with the 50th anniversary year
King Charles will not feature on Australia’s $5 banknote following a decision by the Reserve Bank of Australia, prompting outrage from the opposition. The portrait of Queen Elizabeth II first appeared on the $5 polymer note in July 1992 when the Queen celebrated the 40th anniversary of her accession. Following the Queen’s death, the RBA reviewed the design and on Thursday announced via a statement that the note would change, following consultation with the federal government. “The Reserve Bank has decided to update the $5 banknote to feature a new design that honours the culture and history of the First Australians,” the statement said.

Stamps in the News - Globally! “This new design will replace the portrait of Her Majesty Queen Elizabeth II. “The other side of the $5 banknote will continue to feature the Australian Parliament.” The RBA said it would consult with First Australians on the new design. “The new banknote will take a number of years to be designed and printed,” the statement said. “In the meantime, the current $5 banknote will continue to be issued. Opposition Leader Peter Dutton has labelled the move as “another attack on our systems, our society and institutions.” Treasurer Jim Chalmers welcomed the decision … “to ensure that the new $5 note recognises and celebrates the culture and history and heritage of Indigenous Australians.” “It is an opportunity to strike a good balance here. The monarch will still be on the coins but the $5 note will say more about our history and our heritage and our country.” The Queen was previously on the $1 paper banknote that was first issued in 1966 and the 1 pound banknote that was first released in 1953. There have been Indigenous designs on different notes throughout the decades, including the first $1 banknote in 1966.

Standing behind her post office counter with bricks of cash, a calculator and a flashlight, Lyudmila Gulovskaya distributes Ukrainian state pensions to a line of eager onlookers in this front-line village near Kherson. For these pensioners, it is the first money they have received from Kyiv in six months, after their villages in surrounding areas were occupied by Russian soldiers. 8 - Stamp News
For Ms. Gulovskaya, it is the most tangible proof yet that their government has returned. “We’re back in business,” she said, with the sound of artillery in the distance. “People are poor here; they wouldn’t survive here without the post office.” After Kyiv’s forces take back a front-line village or town and continue onward, the job of reintegrating it back into the map of Ukraine begins. In a country where the post office is responsible for distributing pensions to the elderly and letters haven’t been entirely replaced by email, that delicate task largely falls to Ukraine’s postal service, or Ukrposhta. “When Ukraine takes back territory, first the military goes in, then the de-miners go in, then we go in,” said the chief executive of the postal service. “We’re the first symbols of Ukraine they see.” Not only is Ukrposhta responsible for the first injection of cash meant to jumpstart the local economy after months of erratic price rises on products brought in from Russia, Ukrposhta has also distributed food supplies, generators and communication systems to branch offices around the country to turn them into shelters, offering heat, electricity and internet in areas where fighting has crushed critical infrastructure. “For people who have lost everything, trust is

everything,” he said. For years, Russia has dismissed the strength of Ukraine’s state institutions but in the face of Moscow’s invasion, employees at all levels in Ukraine’s state companies have kept the economy running and become the engines of reintegrating Ukraine’s once-occupied lands. When Russian troops first arrived in the Kherson region their first task was to convince residents that Ukraine had abandoned them and that Russia was there to stay. They took down Ukrainian state symbols and flags and put up billboards celebrating Russian culture. For Ukrainians, the post office is an essential and familiar part of life, and Russians’ attempt to take it over laid the groundwork to legitimize Moscow’s own claim to the region. The Russians let the post office continue to run, distributing cash to keep residents happy until midsummer, when they tried to replace Ukraine currency with the Russian ruble. But by June, it had become too hard, and Ukrposhta said it was stopping operations in the Kherson region. When postal employees gathered on June 30 in the top regional office to hear about the future of Ukrposhta there, Russian soldiers burst in and local collaborators said they were taking over the offices. Employees who refused to work with the Russian authorities sent through resignation notifications,
though some stayed behind. Meanwhile Russia was slowly trying to integrate the small postal offices into its federal system. While Ukraine has had a Ministry of Reintegration since Russian-backed forces set up statelets in the country’s east in 2014, its offices have been more focused on distributing humanitarian aid. That has left the process of reconciliation between those who supported the opposing sides of Moscow and Kyiv to people on the ground. The reopening of Ukrposhta branches in some of Ukraine’s farthest-flung regions that were under Russian occupation has presented the problem of finding new employees who can be trusted. Those who worked under Russian authorities have been banned. New hires have a monthlong probation period, during which Ukraine’s domestic intelligence agency investigates their history during the occupation. In the centre of Kyiv, the Ukrainian postal service’s cavernous warehouse holds the bulk of packages waiting to be delivered to Ukraine under Russian occupation. Every time Kyiv’s forces take back a new village or city, a few more dozen packages are shipped out and delivered. Still, around 300 packages are waiting to be delivered to occupied areas of Ukraine, including Mariupol. About $300 million is also waiting to be dispensed to pensioners in those areas. Earlier this month, Yelena Ryabchenko, 63, was standing in line in the central Kherson post office to dispatch the first package she has been able to send to her son in central Ukraine since the occupation began. She said it contained bread and fruit, but not a letter. Letters aren’t allowed, she said. “We’re part of Ukraine again,” she said, her voice Stamp News - 9

In the village of Daryivka, inside the makeshift postal offices, Olha Yaroshchenko, 65, stepped aside from the counter where she had just received 16,800 hryvnia from Ms. Gulovskaya. “All I need to buy right now is firewood and coal,” she said. “It’s been six months without my pension and it’s cold outside.”

Every few minutes the ground shakes as blasts echo through the battered streets of Siversk, in eastern Ukraine’s Donetsk region. An elderly woman shuffles up the street. Another explosion rings out. She flinches, her eyes open wide, but she doesn’t miss a step. She joins a crowd of several dozen, mostly elderly residents bundled up against the cold. The roads are covered with mud and rubble thrown up by countless incoming rounds. The few vehicles must swerve around water-filled craters where bombs fell. The upper floors of some apartment blocks have been reduced to rubble and barely a window on the street is intact. Telephone

and electrical wires snake along the ground, long dead. On the edge of the crowd, standing alone, is 72-year-old Lubov Bilenko. “Of course, we were very scared before,” she says in a low voice. “Now we’re used to it,” she says of the shelling. “We don’t even pay attention anymore.” Bilenko tells CNN she has ventured out of her apartment to the main road to collect her monthly pension, brought to town by a mobile unit of Ukrposhta, the Ukrainian Postal Service. Bilenko’s pension is just short of $80 a month. It’s just enough to buy a bit of food from one of the few shops still open. The little yellow-and-white Ukrposhta van comes to Siversk once a month. Anna Fesenko heads the mobile unit. She and her colleagues check documents against a list of recipients and hand out cash. Fesenko says she has been with Ukrposhta for 15 years. Those years of predictable, methodical postal work didn’t prepare her for what she does now. “I could never have imagined such a nightmare.” She understands her job is not just to hand out pensions: It’s to remind the people in Siversk they haven’t been forgotten. “I think we’re the only one connection between them and the rest of the world,”

she says. Overseeing the operation is the head of the Siversk military administration. He’s nervous that so many people have gathered out in the open. Russian forces are just across a wide valley about 10 kilometres to the north. He urges people to move back, to spread out “for your own safety.” They ignore him. “We are trying to choose the right time and place,” he says of the pension handout. That means every time the mobile unit comes, it’s a different place and time to avoid being targeted by the Russians. We left Siversk around noon. The distribution was only halfway done. An hour later a Russian artillery round slammed into the ground just a block away, Fesenko, the postal official, told us by phone. No one was injured, she said, but she and her colleagues dispensed with formalities. They quickly handed out the cash they could to those still waiting, she said, and left.
Not a happy bunny
Reported at www.scmp.com A heated discussion over the relative aesthetic merits of Lunar New Year postage stamps issued by mainland China and the Hong Kong and Macau Special Administrative Regions has erupted. A Weibo blogger posted a photo comparison of
three designs from the mainland, Hong Kong and Macau which has attracted hundreds of comments and reposts. Hong Kong’s creation has been described as “decent and cute”. Macau’s – described as “elegant and beautiful” is in the style of a traditional Chinese ink painting. The overwhelming view of online observers was summed up by one who said of the Hong Kong and Macau philatelic creations: “These stamps are all better looking than the ones on the Mainland.” However, it is a different story for mainland China’s blue rabbit – which has been described by online posters as “horrific”, “evil”, “very odd” and “scary” due to its prominent teeth and red semicircular eyes outlined with black and stark whiskers. “This blue rabbit is designed to be horrific, like a demon possessed,” said one poster.“It’s not cute at all. It’s even a bit scary.” Two stamps have been issued by China Post, one of them is a blue bunny denoting “wisdom” and good wishes for the new year. They were designed by famous Chinese painter and designer, Huang Yongyu. Born in 1924, Huang was a professor at the Central Academy of Fine Arts and the pioneer of Chinese zodiac stamps. In 2017, a 1980 Year of the Monkey stamp created by Huang was sold at auction for a record price of 2.01 million yuan (almost US$300,000). According to mainland media reports, this Year of the Rabbit stamp will be the 99-year-old artist’s last. Despite the controversy, the stamp became an instant hit as soon as it went on sale, selling out online and in some cases, fetching three times its face value.

Vietnam (Paris Peace Accords) is set to be released on January 27, fifty years after the document was signed. The stamp features the image of the four parties involved around a giant table as part of their roundtable discussion at the Kléber international convention centre in France. Designed by artist Nguyen Du from Vietnam Post, the image has the brown-yellow-black tone, instead of its original black and white colour, to reflect the tense atmosphere of the event. The Paris Peace Accords was signed on January 27, 1973 by the Democratic Republic of Vietnam, the National Front for the Liberation of South Vietnam, the Republic of Vietnam, and the US, after 201 open sessions, 45 high-level private talks, 24 secret meetings, 500 press conferences, 1,000 interviews and hundreds of get-togethers in support of Vietnam. The agreement put an end to the longest and most difficult struggle in the history of Vietnam’s diplomacy.

India celebrates its diaspora
Reported at www.thenationalnews.com Prime Minister Narendra Modi has released a commemorative postal stamp to honour the hordes of Indian migrant workers around the world. The postal stamp “Surkakshit Jaayen, Prashikshit Jaayen” means “go safely, go trained.” The stamp underlines the importance of safe, legal, orderly and skilled migration, the Prime Minister’s office said. “Pravasi Bhartiyas (non-resident Indians) echo the voice of a powerful and capable India,” Mr Modi said. “It is India’s commitment today that wherever you are, the country is for your interests and expectations.” Indians comprise the world’s largest overseas diaspora. There are 32 million non-resident Indians and people with overseas citizenship, according to government figures.

The early Art Nouveau designers in Brussels created not only art and architecture but also furniture, glassware, carpets, and even clothing and other decoration to match.

Many people count on postal workers to arrive on time and deliver the mail. Now doctors are saying they might be able to do much more, by making scheduled stops to check in on senior citizens along their routes. A new report by the National Institute of Ageing, titled Special Delivery, points to similar programs that have found success in Japan, France, and the Isle of Jersey. “They’re very popular with a lot of older people,

including the children of older people who are worried about their parents” said the paper’s author Dr. Samir Sinha. He added that such a service could become an additional source of revenue for Canada Post. Postal workers who take part in Jersey’s Call & Check program have a short conversation with people who have been signed up for the service, asking them a list of five questions as part of their mail delivery routes. Or, the postal workers might ask their elderly clients if they have any concerns they might want to pass onto the local community leaders or family members. Jersey’s Ministry of Health subsidizes two visits per week for anyone signed up for the program, but participants can pay for additional visits that cost $11.10 each. Other programs, such as those in France and Japan, are paid subscription services. “It’s ... not necessarily keeping tabs on your parents, but certainly making sure that they
are getting service, help that they need, and supplementing their support that they would be giving or receiving from other sources in the community,” he said. “Eventually, it becomes something that they are looking forward to in the week. It’s another ... social interaction for people who may be lacking social interaction.” Some versions of the service already exist in parts of Canada. Postal workers in Prince Edward County, Ont., may take part in the Letter Carrier Alert program, checking in on seniors and other vulnerable populations. The program, which has been around since the 1980s, is an unpaid volunteer service. In a statement, the Canadian Union of Postal Workers (CUPW) was supportive of the National Institute of Ageing’s proposal. According to Statistics Canada, Canada’s population aged 85 and older has doubled since 2001, and may reach 2.7 million people by 2050. Canada Post, however, has yet to comment on the proposal.

reviews SG Commonwealth & British Empire Stamps 1840-1970 2023 edition Hardback, 704 A4 pages, 125th edition RRP A $159.95 This catalogue, together with the six volume Stamps of the World, are widely regarded as SG’s ‘Flagship’ volumes. This catalogue has been very familiar to me for the past 50 or so years, ever since I started work describing stamps at the auction house of P.J.Downie in my teens. As such, it’s hard for me to imagine anyone being unfamiliar with it. But of course there are sure to be at least some collectors who don’t know it, so allow me to give you a quick run down. Over those 50 years it has changed it’s name, size, scope & even it’s colour! Lets take a moment to consider some of the names it has: apart from naming it in full, the most common names are ‘The red book’ (hardly used anymore, and probably confusing since it’s no longer red!), ‘SG Commonwealth’ and probably the most familiar, the ‘Part one’. So what’s in it? Well, in it’s current iteration it includes all stamps issued by the British Commonwealth/Empire from 1840 to 1970 with listings of different watermarks, perforations, shades, papers, many errors & plate varieties. The recent addition (over a number of years) of Official Telegraph stamps used for Postal purposes adds another dimension for British Commonwealth collectors to ponder, and, of course, collect! Other features include information about forgeries (and forged postmarks) and guides for valuing stamps on commercial covers up to 1945, and much more. So now to the 2023 edition. Every year a page or so is taken up advising readers of a wide range of topics such as price changes (up & down), new listings and changes to existing ones, the general, and sometimes more specific state of the market and much more. Britain used abroad listings with a number of new additions. The early issues of Ceylon have been reviewed following the publication of Ceylon, The Pence Issues by the Royal Philatelic Society London. There is a new listing of India and Pakistan stamps used in Dubai, and a little closer to home we have new notes on counter coil pairs in New Zealand. Speaking of ‘notes’, these are prolific throughout the catalogue, and a must to read. Other new notes this year include Burma, New Guinea and Cook Islands. Pricing is always of interest, and for the 2023 edition the publishers tell us ‘Prices have once again been revised from cover to cover. The market for fine Commonwealth stamps remains strong, with increases in most sections, some of them quite substantial. Areas of particular strength are to be found in Great Britain used abroad, India and states, Malaya and South Af-
rica, while in New Zealand there are significant increases, right through from the Chalon Heads to the Second Pictorials’ One caveat about the catalogue prices shown is condition. This is critical when it comes to understanding the catalogue values shown, and there is a six page article included to underscore this fact! So yes, you guessed it, Read it! The introduction is another must to read, particularly if this is your first ‘Part One’ or you haven’t had a new one for a while. Included here for the first time are illustrated notes on line and comb perforators which I’m sure many readers will find useful. There is much, much more in this catalogue than I could write about here, and as they say, ‘the proof of the pudding is in the eating’. On a personal note, this is the only catalogue that I

buy every year, and I see it as being indispensable! It’s not the cheapest catalogue at A$160, but for what you get it is fantastic value. If you collect British Commonwealth, this catalogue is essential. SG Collect British Stamps 2023 Edition Paperback, 337 pages, 74th edition RRP A $ TBA Apart from another 12 months of new issues, not a lot has changed since the 2022 edition. The new issues are very up to date with the Tutankhamun issue, released on Nov 24 last year being the most recent listing, and as usual, the publishers tell us that ‘Prices have been carefully reviewed throughout’. The publishers describe this as a ‘simplified’ catalogue, and for a simplified catalogue it goes into quite a bit of detail. For example, it lists most watermark & perf changes, and most visible plate numbers on the QV line engraved & surface printed issues, the two main variations of the KGV ‘Seahorse’ issues and the QE II Wilding design graphite line & phosphor changes are also there. While it doesn’t go into the level of detail that the ‘Comprehensive’ catalogue does, calling it simplified is probably selling it a bit short! There is much more here too, including Regionals (or Country Stamps as they are now known), Officials, Postage Dues, Royal Mail Postage Labels and Post & Go stamps, and simplified listings of Prestige & Sponsored booklets and PNC’s/Philatelic/Medallic covers. There is much useful information in the preface such as a list of date changes for the effective face value of 1st & 2nd ‘NVI’ stamps from 1988 to 2022, and a similar list for the ‘Large’ 1st & 2nd Class stamps introduced in 2006. Oddly, in what is obviously a minor boo boo that has slipped through, the preface is headed ‘The 2022 ediStamp News - 17

Two more interesting articles are found after the preface entitled ‘Collecting Stamps – The Basics’, and ‘Stanley Gibbons Numbers’, these are followed by the ‘Great Britain Stamp Collector’s Glossary’. I find that even though I’ve been involved with stamps for 50+ years, these introductory articles are still usually well worth reading. This is a great catalogue, and quite suitable for most collectors of GB, at least until your collection advances to the point where the yearly SG Comprehensive, or even the SG Specialised catalogues are needed! SG Germany 2022 Edition Paperback, 429 pages, 13th edition RRP A $79.95 The 13th edition of this catalogue brings us up to date with Germany’s new issues – well up to May 2022 anyway. The SG Germany catalogue really does include pretty much all aspects of German stamp collecting, from the earliest German States issues, through the Empire & 3rd Reich period, then East Germany, West Berlin and so much more along the way. And all in English, and all in one volume! Some of that ‘much more’ includes: German Occupation Issues, 1914-1918, Allenstein, Danzig, Marienwerder, Memel, Saar, Schleswig, Upper Silesia, German Occupation Issues, 1939-1945, German Occupation of the Channel Islands & Allied Occupation of Germany & all of the German Colonies. Booklets etc are also included. As usual, there have been a number of changes, and one of the more interesting from recent times is the updating of the popular 2005-2020 Flower definitive listing (for this issue, SG has a ‘Y’ prefix to the catalogue numbers which as of this edition run from SG Y3306 to SG Y3374c). and another interesting aspect of this catalogue is that contact details are provided for two societies with an interest in Germany on page vii, and on the same page can be found short lists of ‘Numbers added’ and ‘Numbers altered’ Finally (although it’s actually located on page xxiv at the front of the catalogue!) we have an informative six page article entitled ‘Berlin Airlift 1948-1949’ where the author, John Roe covers various philatelic aspects of the Airlift, including illustrations of many contemporary & commemorative Airlift related covers which I found most interesting. Another great catalogue, and a must for any collector of any aspect of German stamps. All three of the catalogues reviewed here are available as Digital versions, check the SG website under ‘Stamp catalogues’ for full details.

Postal Stationery Welcome to the postal stationery column for March 2023. This month’s column looks at the postal stationery of the Netherlands New Guinea for the brief period when it was a separate stamp issuing authority as well as Australia Post new issues and postal stationery news. Netherlands New Guinea Postal Stationery Netherlands New Guinea (Dutch New Guinea) was the western half of the island of New Guinea. It was administered as a part of the Dutch East Indies until 1949 but was established as an overseas territory of the Netherlands from 1949 to 1962. Before 1949, it used the postal stationery of the Dutch East Indies. During its brief period as Netherlands New Guinea, it issued its own postal stationery including postal cards, aerogrammes and a change of address postal card. The first postal card was issued in 1950. The card (Figure 1) was a 5c card with the indicium being a numeral design inscribed ‘NIEUW GUINEA’. The card headings and instructions were in both Dutch and Indonesian. A 7c postal card with the indicium depicting Queen Juliana of the Netherlands was issued in 1954. A card used from Sorong Doom in 1955 is shown in Figure 2. In 1951 a 3c numeral postal card (Figure 3) was issued to be used to advise correspondents of a change of their address. Ian McMahon (Figure 4) is printed with a form with space for the sender’s old and new addresses. Instructions were in both Dutch and Indonesian. The issue of change-of-address postal cards was common in the Netherlands and Belgium. (Some countries including Australia, New Zealand and Canada have provided post free cards for this purpose.) An airmail lettersheet (Figure 5) was issued in 1950 for domestic airmail use with a 10c indicium in a numeral design. A 15c Queen Juliana aerogramme (Figure 6) was issued in 1954. The aerogramme was inscribed on the front in Dutch and French with the instructions on the back also in Dutch and French. The aerogramme was reissued with minor variations in 1957 and with Dutch only inscriptions in 1962, indicating that the form was intended for internal use. A 35c Queen Juliana aerogramme (Figure 7) which covered the aerogramme rate to the Netherlands was also issued in 1955. A United Nations Temporary Executive Authority (UNTEA) was established in 1962 in Netherlands New Guinea with the territory becoming part of Indonesia in May 1963 as the province of Irian Jaya, now the Papua region of Indonesia including the provinces of Central Papua, Highland Papua, Papua, South Papua, and West Papua. Postal Stationery for use during this period. The 15c and 35c aerogrammes as well as the 7c postal cards (Figure 8) were overprinted. The length of the overprint on the aerogrammes varies from 14 to 19 mm. From 1963, Indonesian postal stationery has been used. Canada Private Formular Aerogramme Unlike Australia, private formular aerogrammes were not commonly used in Canada. The form has been authorised for mailing in Canada with the inscription on the reverse reading: Authorized by the Post Office for Mailing in Canada/ Dépot ou Canada authorizé par les postes Canadienes. The aerogramme was used in 1974 with postage of 20c added. Prepaid Postcards Four prepaid postcards were issued on 19 December 2022 depicting native animals: Platypus, Eastern Quoll (Figure 9), Quokka, Mountain Pygmy Possum. They were in the small format and sold as a set for $11.40. They were followed by an issue of ten postcards designed for special occasions on 3 January 2023: Teddy, Floral Heart, Paper Bouquet, Happy Birthday, Let’s Celebrate, Champagne Flutes, Waratah, Australia, Rings, and Tulips. Ian McMahon I was surprised on a recent visit to GPO Brisbane to find on sale a wide variety of prepaid postcards originally sold in packs being sold individually. The postcards were from issues going back to about 2021. The price of prepaid postcards (other than those sold as ’maximum cards’) increased to $2.55 on 3 January 2023. Stamped envelope prices were also increased to: $1.45 (DL), $3.05 (C5), $5.20 (C4), and $3.40 (B4). International DL Registered Envelopes A new style international DL registered envelope (Figure 11) has been reported. The new envelope has no product barcode on reverse but does have the ‘acknowledgement of land logo’. The counter clerk at the post office concerned refused to sell me the envelope due to the lack of a product barcode although the product code is printed on the reverse of the envelope: ‘International Post Registered 250g DL Envelope 44640’. New Zealand 1945 Greetings Airmail Lettercard Proof Figure 15 shows an essay of the New Zealand 1945 Greetings Airmail Lettercard with Mitre Peak & Southern Alps designs on side flaps, issued in 1945 & withdrawn on 31 May 1946. The form also incorporates the Tiki design in the background. The essay designed by N S Smith, was printed in blue & grey, was discovered in England with the issued brown flaps glued to the sides to show the contrast.

Price $449 (COCT1) 148. United States Forces in New Guinea, 1943 – 45. 15 covers & 1 front, most bear Australia 3d Brown KGVI postmarked Townsville Qld, but emanating from New Guinea. Most have boxed US Army Examiner censor marking, and with name & number of servicemen. Included are 2 x American Red Cross covers. Deployments include Milne Bay, Port Moresby, Admiralty Is., Goodenough Is., Finschhafen, Nadzab, Oro Bay, Dreyer Harbour & Dobodura. The Battle of Finschhafen was part of the Huon Peninsula campaign during World War II and was fought between Australian and Japanese forces. The fighting took place between 22 September and 24 October 1943 following the landing at Scarlet Beach, which was followed by a two-pronged advance on Finschhafen as the Australian 20th Infantry Brigade advanced on the town from the north, while the 22nd Infantry Battalion drove from the south, having advanced from the landing beaches east of Lae. After the capture of Finschhafen, the Japanese forces in the area withdrew towards Sattelberg where they sought to hold the Australians before launching a counteroffensive, which subsequently threatened the landing beach. This attack was repelled by American and Australian forces, with heavy casualties being inflicted on the Japanese. Has the very popular and constant ‘Open-Mouthed Kangaroo’ variety from Right pane, position R55. Fresh MUH original gum regummers cannot do corner or margin copies of course! At the height of The Great Depression WHO had a few days wages to spend on a new stamp?! Far better perfs and centering than usually seen on these. ACSC Cat 46B, at $1,750 as a MUH single with NO variety and NO imprint and on thin paper! Retail is over $1,000 for any bogbasic MUH single. The variety is cat over double a normal stamp = $3,750. And a John Ash Imprint block 4 is cat SIXTEEN times more than a single normal. So to extrapolate that, this is technically a $15,000 catalogued single! And to top it all off, is on a VERY thin paper as can clearly be seen on scan - unreported yet on 5/-, but does of course exist on the 6d CofA etc. Have just reported this find to Dr. Geoff Kellow. Introducing the Australian Philatelic Federation We trust you had a wonderful New Year. This month we continue with our theme on Exhibiting with the second part of the two-part series aimed at assisting first time exhibitors. A reminder that the two brochures are also available through the APF web site. May is not that far away so if you are intending to try out in the Hobart National One Frame Exhibition you need to get your Entry Form in as entries close Monday 27th February. All details are available on the Exhibition website:-(https://hobartstampshow2023.com) An Introduction to Exhibiting (Part 2) The Three Exhibit Categories Depending upon your age and/or experience, you have several exhibiting options available: Multi-frame – the most common form of exhibiting and can be from 2 to 8 frames. One frame – ideal for beginners to exhibiting and for subject matters for which there is limited material available. Youth exhibiting (under 22 years of age) – where the number of frames will vary with age. The conditions applicable to each of these categories vary, and these are explained in more detail below. The Three Exhibition Levels Exhibitions can be held at three ascending levels, State, National and International. The method of judging is the same for each level and the points allocated would be the same. The medal awarded will change with each level, with a high award being much more difficult to obtain at International level. For example, to achieve a Gold Medal requires 80 points at State level, 85 at National level, and 90 points at International level. Multi-Frame Exhibits The various medals which can be obtained for multiframe exhibits, in descending order, are:• Large Gold • Gold • Large Vermeil • Vermeil • Large Silver 40 - Stamp News
• Silver • Silver/Bronze, and • Bronze There are 5 point steps between each medal level. The minimum points required to gain a medal are 50 at State level, 55 at National and 60 at International level. The maximum point score of 100 is broken up into a number of important areas. This breakdown varies slightly for some exhibition classes, but for most is as follows – • 5 points for presentation; • 20 points for Treatment – how you tell the story; • 10 points for Importance – the significance of your topic in philately; • 35 points for Knowledge, Personal Study and Research – how you demonstrate that you have a good understanding of your topic; • 10 points for Condition – how good is the material in terms of condition; and • 20 points for Rarity – how difficult would it be to replace your material. The points breakdown is very important to understand. It becomes apparent that good material alone is not sufficient to gain a high award. To be successful in this regard the good material must be skilfully presented and interwoven into the story being told. There are two keys to scoring well, the first of which is the 35 points for knowledge, personal study and research. These aspects are demonstrated by the relevance of the items that you have included in the exhibit, your write-ups, and the references shown in the bibliography on the Title Page. The second key is the 20 points for treatment. On the Title Page you are required to indicate the aim of your exhibit. The marks awarded for Treatment are an assessment of how well you have achieved this aim. This implies a perfect concordance between the statement of your aim and the development of the exhibit. To ensure this concordance, the Title Page is generally the last sheet of your exhibit to be finalised. When you submit your application you will be required to submit a “draft” Title Page. The fact that it is a “draft” allows it to be subsequently modified prior to the final submission.

Philatelic Development Officer, APF There is a variation in the point s allocation for thematic exhibits, where the breakdown is as follows – • 15 points for Title and Plan; • 15 points for the development of the exhibit; • 5 points for innovation; • 15 points for thematic knowledge; • 15 points for philatelic knowledge; • 10 points for condition; and • 5 points for presentation. The plan should present in a logical order allowing the study of the entire exhibit without disturbing breaks between the different chapters. Ideally the beginning of each following chapter has a logical link with that preceding. This helps to create an interesting story instead of an unconnected “list of contents”. An effective plan covers the largest scope compatible with the title. In this respect, unless specifically stated in the title, the plan should not be limited by time or by geography, as far as the chosen theme allows it. The construction of an innovative plan is considered a prerequisite for an innovative development.

One Frame Exhibits One frame exhibits are generally seen as a good way of introducing new exhibitors as they can experiment with exhibiting without too much effort. One frame exhibits also have their own award allocation and marking scale. The awards which can be obtained, in descending order, are • Gold • Vermeil • Silver • Silver-Bronze, and • Bronze. There are 10 point steps between each award level. The minimum points required to gain an award are 40 at State level and 45 at National level. The points breakdown is the same as for multiframe exhibits.The rules and awards at International level vary from those applicable within Australia.

Youth exhibits can be in any of the accepted exhibition classes except Literature. However, at State, National and FIP levels experimental Youth Literature classes are currently being trialled to allow young people to enter written or electronic publications on philatelic subjects including Power Point displays and internet articles. The maximum award in Youth Philately at APF State and National levels is a Gold medal. At the FIP level a Large Vermeil is the highest award at Age Classes “A” and “B” and a Gold medal is the highest medal awarded in Age Class “C”. Stamp News - 41
Introducing the Australian Philatelic Federation Title Pages and Conclusion The essence of a good exhibit is the telling of a story using stamps and/or covers. This story must have a start, a middle and a logical ending. It will be supported by a Title Page, the first sheet of the exhibit. This Title Page must detail what the exhibit is showing and explain how the exhibit has been developed. When you give a club display, you have the opportunity to talk about the topic, to explain what the display is all about, some of the background history, and any special items to look out for. In an exhibit, this “talk” is replaced by the Title Page. For security purposes, exhibits are mounted in display frames which usually hold 16 sheets of material (4 rows of 4). These sheets are usually quite different to album pages, both in size and presentation. All exhibition pages must be enclosed in a clear protector. Should you decide to go down the exhibiting path, it is strongly suggested that you first have a discussion with an experienced exhibitor or a philatelic judge who can guide you in your initial approach. Accommodation The exhibition hotel is Hadleys Orient Hotel, 34 Murray St, Hobart. Hadleys has many associations with the history of Hobart and is 5 minutes walk from the Exhibition venue. A discounted group booking for visitors to the exhibition is available at $189 per night for a hotel room and $209 per night for a superior room. A booking code to access the discount is available on the Exhibition website. The Awards Dinner and joint TPS/ RPSV meeting will both be held at Hadleys. There are many other accommodation options available in Hobart to suit all budgets, but we suggest booking early.
Venue The exhibition venue is Hobart’s Town Hall, built in 1864, opposite the GPO in Macquarie St. The Town Hall is in the centre of Hobart and within walking distance of the waterfront and Salamanca precincts. Other things to do Hobart and its surroundings offer many visitor attractions. Within walking distance of the exhibition is the Tasmanian Museum and Art Gallery with Australia’s best collection of colonial art. The Salamanca market operates every Saturday. The docks offer a pleasant stroll with much history as well as cafes and bars. MONA is 30 minutes by ferry or car. government overprint stamps issued during the reign of George VI. They were not in use for long because as we know Her Majesty Queen Elizabeth II came to the throne in 1953. I will only show a few of the early issues from her long reign as I think these are the most interesting. The first stamp showing her image was issued in 1950 when she was Princess Elizabeth. (Fig 1) This was one of a set of three to commemorate her visit. This was in fact her second visit to Malta as she was there for the first time in 1949 with Prince Philip. Her third visit to Malta and her first as Queen was in 1954 when a single stamp was issued for the occasion. As was quite common for stamps issued for Royal visits the stamp was in the

design style of the definitive stamps that were issued between in 1956 and 1958. While I am on this theme, Her Majesty visited again in 1967, on what was her second state visit when she was welcomed as Queen by a now Independent Malta. (Fig 3) There were three stamps in the 1967 Royal visit issue. One in a vertical and two in the horizontal design in this elongated format (Fig 3). All three issues are not expensive by catalogue values and while they can easily be found on various online market places they are not as common as one might think. One final comment on this issue - keep your eyes open when you see the 2d value showing the Queen and the Arms of Malta as shown in Fig 4 because there is a variety where the grey brown has been omitted. Sadly
I cannot show that one as it is not in my collection. So, to the first QEII definitive issue. A series of 17 stamps were issued between 1956 and 1958 and with a few exceptions, such as the higher values of the 10/- and £1 stamp, they are relatively easy to find and at an affordable price. The stamps show images of various historical places, statutes and events. I have chosen the three in Fig 5 to show as examples. If you have been to Malta no doubt you will have seen these places. It’s certainly a place with good memories for me. SG 268 shows the Our Lady of Victory Church which was the first church and building built in Valletta in 1566. It was built to commemorate the victory of the Knights of the Order

of St John and the Maltese over the Ottoman invaders on 8 September 1565. SG 275 shows the Vedette Watch Tower. The tower overlooks the length of the Grand Harbour and southern part of Valletta. It is decorated with carvings of eyes and ears symbolising watchfulness. SG 276 shows the Mdina Gate. This is the main gate into the fortified city of Mdina and was built in the Baroque style in 1724. One thing I think we can confidently say about stamp collecting is that it is full of interesting subjects, and Malta, like many of the British Commonwealth issuing countries, is no exception. Just a final comment on this definitive issue, and one you will have heard from me before. Do pay attention to one stamp in particular. It is probably one of the commonest you will see. The 3d value, SG 272 shown in Fig 6. Everyone has a used copy from childhood it seems to me. But, check the watermark, as a fine used copy with inverted watermark has a catalogue value in the range of £1500 Enjoy your stamps.

NZ Post : Hairy Maclary from Donaldson’s Dairy In celebration of the 40th anniversary of Hairy Maclary from Donaldson’s Dairy written and illustrated by Dame Lynley Dodd, this stamp issue showcases the original canine characters and story from the beloved book series. Hairy Maclary literally fell out of Lynley Dodd’s scrapbook. She recalls how, when looking for a new idea, a tiny sketch of a dog, drawn years earlier on a slip of notepaper, dropped out from between the pages. The original sketch would evolve over time into the dog we have come to know, but the essential elements were all there. With just a few strokes of her pen Lynley’s extraordinary ability to convey character, expression and movement brought Hairy Maclary to life. A star was born. Falklands Is : HM Queen Elizabeth II On 8 September 2022 Her Majesty, Queen Elizabeth II, Queen of the United Kingdom and the other Commonwealth realms died peacefully at Balmoral Castle in Scotland. She will be sorely missed on both sides of the Atlantic and across the free world. Everyone knew that this day would come but still her sudden passing at the age of 96 was a shock to the British nation, and particularly heart-breaking for the millions of Britons who had spent their entire lives in the second Elizabethan Age. For many in the United Kingdom and the UK Overseas Territories, a world without the Queen is simply unimaginable. Such was her constant presence in the hearts and minds of the British people since she ascended to the throne in 1952, when Winston Churchill was prime minister. Until the age of 10, when her uncle Edward VIII abdicated and her father George VI reluctantly acceded to the throne, Princess Elizabeth had not expected to become Queen. However, she accepted her role and dedicated herself to a life of service. On her 21st birthday she was with her parents and younger sister on a tour of South Africa from where she made perhaps her most famous broadcast, welcoming the opportunity “to speak to all the peoples of the British Commonwealth and Empire, wherever they live, whatever race they come from, and whatever language they speak.” It is from this speech that the quotation that appears on the souvenir sheet has been taken. “I declare before you all that my whole life whether it be long or short shall be devoted to your service and the service of our great imperial family to which we all belong.” This was a profound personal commitment that defined her whole life. Queen Elizabeth II was the last monarch to have known the British Empire and for most, the only monarch they had ever known. At the time of her coronation in 1953 she ruled over seven independent countries, which grew to 32 nations during her 70-year reign. Over the course of those 70 years, 15 British premierships and 14 U.S. presidencies, the Queen has been a unifying force and a titan on the world stage. She will be revered as one of the greatest leaders of the modern era, and her life of selfless duty and service has left the world a better place. Her leadership over seven decades has also left the British Monarchy in great health. As we move forward with our new King, we cherish the memory of a truly great leader who lived her life for
the sake of her nation with a tremendous sense of dedication, public service, and sacrifice. The Queen will continue to inspire future generations. She will be remembered as a monarch who admirably led her nation through decades of tremendous change on many fronts, from the end of Empire in the 1950s and 1960s through to the Brexit era of the 2020s. She will be remembered for her calm dignity, her sense of both humour and duty. She brought the monarchy into the public eye with her first televised coronation, her broadcasts over the years and finally her funeral. She was a female head of state and a working mother when for many the ideal was to still be a housewife. She was always traditional, yet open to change. Her approach made her a role model to many women. In the words of King Charles III during his first address to the Nation and the Commonwealth 9 September 2022: “Queen Elizabeth’s was a life well lived; a promise with destiny kept and she is mourned most deeply in her passing. POST-WAR ALBANIA After centuries firmly in the hands of the Ottoman Empire, Albania finally achieved national independence in 1913. The idea was for Albania to become a kingdom but this was rejected by the people and the country became a republic. In 1928 the president was crowned as Albanian king but he was ousted by the Italians who occupied the country in 1939. The Albanians were far from happy with the situation and they offered stiff resistance. During World War II, German forces occupied the country in 1943 and it was finally liberated in 1945 and in 1946 Albania became a people’s republic under the leadership of the Communist Party. The party had been founded in 1941 and from the start it resisted the Italian and German occupation of the country. The founder and the leader of the party was a soldier and politician called Enver Hoxha (1908-1985) who soon became the supreme leader of the country maintaining extremely severe politics of a socialist nature. He even attempted to abolish all kinds of religious beliefs and practices in 1967. In 1951 four stamps were issued marking the tenth anniversary of the party. The stamps (Fig. 1) feature a portrait of Hoxha and the house where the party was founded.

Skanderbeg is the national hero of the Albanian people. He first appeared on his country’s stamps in 1913 where his name was misspelt Skanderberg. For years he served the Ottoman rulers but he returned to his homeland launching what was to become a very long struggle for national independence. He died in 1468. In 1951 the Albanian People’s Republic issued a set of three stamps (Fig. 2) featuring the likeness of Skanderbeg whose real name was George Kastriota. Although he lived many centuries ago, it seems today’s Albanians still remember him as the founder of the Albanian state. The new government in Tirana, the nation’s capital, immediately established strong ties with the Soviet Union and Joseph Stalin (1979-1953), the Soviet leader, whose 70th birthday was celebrated in 1949. The Albanian Post Office issued three portrait stamps (Fig. 3) marking the anniversary. For many years relations between the two countries were flourishing and the USSR was allowed to establish a naval base at Durrës. It is interesting to note that Hoxha’s régime broke relations with Moscow in 1961 and instead chose to work closely with China and the Chinese Communist

This probably had very little to do with Stalin’s ruthless politics which sent thousands of Soviet citizens to Siberian prison camps where many perished but it should rather be seen as an expression of the Albanian desire to run their own affairs without too much interference from other powers. The creation of a people’s republic in Albania carried with it numerous changes including major land reforms which were also noted on postage stamps. Work was started to build an Albanian railway network and stamps were issued to publicise the building of new railway lines. On 16 May 1947 there was a set of eight postage stamps (Fig. 4) marking the construction of the Durrës-Elbasan railway line. Durrës is Albania’s main seaport. Judging from the design it must have been very hard work with little technical equipment available. Also it seems that women were also included in the workforce. Albania was and still is one of the poorest areas in Europe and the health services in all probability were poorly developed. An interesting set of four stamps (Fig. 5) was released on the occasion of the International Children’s Day in 1951. It certainly seems to depict a very healthy baby being weighed by a nurse.
The purpose must have been to portray efficient health services available for all children. Efforts were of course made to have the country return to normality following the horrors of the German occupation during World War II. Albanians appear to be very passionate about sports and especially football. A set of seven stamps (Fig. 6) was released on 6 October 1946 marking the Balkan Games. Albania is probably not one of the more popular countries to collect. Perhaps that was the reason why I was the top bidder for a small collection of some 20 complete unmounted mint sets at a cost of just 50 cents each at on an online auction site. This purchase added considerably to my collection of Albania and rather surprisingly the lot also included several highly catalogued sets. So it seems bargains are still possible. In my previous career in teaching I often had Albanian children (almost all from Kosovo) as students and they often spoke lovingly about their homeland frequently mentioning Skanderbeg. Researching all these stamps told me a lot about this small Balkan nation with an ancient history and a language which doesn’t seem to fit in with the languages spoken in any of the neighbouring nations.

Required submission format Advertisements should be supplied in digital format (on disk or via email). Advertisements should be provided as high resolution PDF files, with all fonts embedded. All images must be scanned at 300dpi resolution and sent as separate files, and must not be compressed by jpeg below medium quality. Price lists must be provided in Excel format. Phone to discuss other formats or alternatives. Note that MS Publisher files are NOT accepted.
