Stamps in the News - Globally! A letter taken to the grave
Reported at https://www.pressandjournal.co.uk A postal worker on the Isle of Mull went the extra mile to find the relatives of a woman who died almost a quarter of a century ago. After being “unsure” where to deliver a letter to Mrs Peggy Stewart , staff from Tobermory Post Office took it to a gravestone on the Isle of Mull. In a post on social media, the card was laid at the side of the grave with a note, hoping that the family of Mrs Stewart would see that it had been delivered. The card was addressed to Peggy Stewart nee MacLean, who died in February 2000. Staff carefully laid the letter by her graveside and called on anyone who knew her to pass on that the letter was there. A post on Facebook from Tobermory Post Office read: “This card arrived in the post yesterday but the posties were unsure where to deliver it. “After a wee bit of detective work and a walk round both cemeteries, the card has now been delivered to the right place. “I hope this message reaches Peggy’s grandchild/ ren.” Many locals posted their appreciation for the post

Four new stamps and a special postmark are being issued to mark the coronation of King Charles and Queen Camilla, with the stamps embracing causes close to the king’s heart. Presented in a miniature sheet, it is only the third occasion in history that Royal Mail has issued coronation stamps, the previous two being for George VI and Queen Elizabeth II. The four stamps depict: the coronation, diversity and community, the Commonwealth, and sustainability. The coronation stamp depicts the moment when the St Edward’s crown is lowered on to the king’s head as he sits in the Coronation Chair. The scene is set in front of Westminster Abbey, with fireworks above, and a gun salute in the background, while celebrating crowds attend a street party and watch the ceremony on a giant screen. The diversity and community stamp, reflecting the multi-faith community and cultural diversity of Britain, features figures representing the Jewish, Islamic, Christian, Sikh, Hindu and Buddhist religions. The background shows aspects of rural and urban Britain including many places of worship. The Commonwealth stamp reflects the themes of global trade, cooperation, democracy and peace. Images include an imagined Commonwealth meeting, Commonwealth Games, some flags of Commonwealth nations and a Commonwealth War Graves cemetery. The sustainability and biodiversity stamp depicts natural landscapes alongside sustainable farming methods and features renewable sources of energy. Images of diverse forests, wildflower meadows and pollinating insects highlight conservation, while traditional crafts such as hedge-laying and beekeeping also feature. featuring a newly commissioned wood engraving by Davidson, depicts intermingling foliage, symbolic of the four countries of the UK: the rose, thistle, daffodil, and shamrock. Not everyone has been a fan of the new minisheet. Various comments in the British press include: “They’re like a GCSE art project showing miserable people at a funeral.” “Sir Roland Hill must be turning in his grave.” “Yokels with sickles and crowds watching the circus whilst the main characters chat together elsewhere.” “The design/artwork could be depicting Tractor Factory 3784 in Tobolsk, USSR.” “Why are Charles and the Archbishop of Canterbury black? Skaife, Dick Johnson and Allan Moffat. “It is an enormous privilege to be recognised for my contribution on and off track,” said Lowndes. “The Australia Post Australian Legends Award stamp series is a renowned, so to be included in this prestigious group is very humbling.” Lowndes’ stamp shows his 2015 Red Bull Racing Holden Commodore VF as it appeared at the 2015 Supercheap Auto Bathurst 1000. Lowndes was inducted into the Supercars Hall of Fame at the end of 2022 and the Australian Motor Sport Hall of Fame in 2019, and was awarded an Order of Australia Medal (OAM) in 2012. The Australia Post Australian Legends Award has been awarded since 1997, when Sir Donald Bradman became the first living Australian to be honoured on an Australian stamp. Allan Moffat’s stamp will portray the four-time Bathurst winner’s most famous victory, leading a crushing one-two at Bathurst 1977 in the XC Falcon Hardtop. “Supercars racing is the top category of Australian motorsport and unique to this country,” said Australia Post Philatelic Manager, Michael Zsolt. “This year’s Australia Post Australian Legends are also being recognised for their achievements off the track, including their continued involvement in the industry and in advocacy, education and charity work,” he said.

To celebrate Finnair’s centenary, the airline has partnered with the Finnish postal service to create a special stamp. The stamps can only be used for post within Finland and, like all domestic Finnish stamps, don’t have currency values printed on them. Featuring a classic blue and white colour scheme and emblazoned with a design to evoke flying and the Finnair logo, the stamps will be available to collectors around the world. The special centenary stamps are the third time

the airline has partnered with the Finnish post office, having earlier done so to celebrate its 50th and 70th anniversaries in 1973 and 1993, respectively. Finnair CEO, said: “Since our first flight in 1924, Finnair has had a close relationship with the Finnish postal service. “We have come a long way since that first commercial flight from Helsinki to Tallinn in Estonia and gone on to deliver exceptional service to our passengers and to companies looking to fly mail and cargo around the world.” The Posti partnership also highlights the significant role played by the Finnish postal service which provided mail for Finnair to carry on its first commercial flight, from Helsinki to Tallinn in Estonia in 1924.

Stamps featuring puffins that arrive in the Channel Islands in spring have been released by Guernsey Post. The stamps have been designed by Guernsey-based artist James Colmer. A Guernsey Post spokesperson, said about 100 pairs of Atlantic puffins “reunite on a rocky island called Burhou” every spring. She said the stamp designs “capture the beauty of these striking creatures” as they gather on Burhou, 1.4 miles (2.2km) northeast of Alderney. In Spring, the puffins’ grey bodies brighten to a costume of striking black and white and their beaks begin to glow with red, yellow and black stripes. Each pair is incredibly loyal to each other and will often return to the same home every year where they will raise a single baby puffin, known as a puffling, until it fledges. Guernsey Post said pollution, dwindling fish stocks and extreme weather variation all posed a threat to the Atlantic puffin and between 2012 and 2017 the island’s population declined. The RSPB said the puffin was included on the Red List of UK Birds

On April 18, Canada Post issued two extraordinary animal stamp designs created with embroidery and beadwork techniques. “Issued in the lead-up to Earth Day and Mother’s Day, two new stamps celebrating the bond between
sea otter and red-necked grebe mothers and their babies showcase beautiful First Nations embroidery and beadwork techniques — and help raise awareness of the importance of protecting our wild species,” a spokesperson for Canada Post, said. Mother sea otters are highly devoted to their pups, a trait captured on the first stamp. The second stamp image shows two baby rednecked grebes riding on their mother’s back. The two species face many threats, including fishing gear entanglements, boat strikes, oil spills, pollution and other human disturbances.

The US Supreme Court has been wrestling with the case of a Christian mail carrier who refused to work on Sundays when he was required to deliver Amazon packages. While the court seemed in broad agreement that businesses like the Postal Service can’t cite minor costs or hardships to reject such requests to accommodate religious practices, it was less clear what they might do about the particular worker’s case. The case before the court involves Gerald Groff, a mail carrier in rural Pennsylvania. He was told

that as part of his job he’d need to start delivering Amazon packages on Sundays. He declined, saying his Sundays are for church and family. U.S. Postal Service officials initially tried to get substitutes for the man’s shifts, but they couldn’t always accommodate him. When he didn’t show, that meant more work for others. Ultimately, the man quit and sued for religious discrimination. A federal law, Title VII of the Civil Rights Act of 1964, requires employers to accommodate employees’ religious practices unless doing so would be an “undue hardship” for the business. But a Supreme Court case from 1977, Trans World Airlines v. Hardison, says in part that employers can deny religious accommodations to employees when they impose “more than a de minimis cost” on the business. Three current justices have said the court should reconsider the Hardison case. And on Tuesday other justices also suggested the “more than de minimis cost language” was problematic. The case is continuing with no determination to date. Groff v. DeJoy, 22-174.
Israeli Post under attack
Reported at https://www.timesofisrael.com A hacker group attacked the websites of Israel’s national mail service and major banks Friday, briefly bringing them down in an assault seemingly timed to coincide with a day of Iranian-promoted anti-Israel events. The attack was quickly squelched, authorities said, with apparently no significant harm or data leaks, though the websites of two telecoms and more banks later went down, indicating that the cyber assault was not over. The attack was claimed by a group of hackers that goes by “Anonymous Sudan,” in a telegram message
posted by the shadowy collective. The National Cyber Directorate said the site for Israel’s national mail service was back up and running after a few minutes. The directorate noted that the hackers did not gain access to internal documents or files, but merely the customer-facing interface. In recent months, Anonymous Sudan has claimed several short-lasting attacks on government services, healthcare and other operations in European countries. Some experts have speculated they may be linked to Russia’s Killnet hacking group rather than Sudan.

The Dutch Parliament has recently drawn attention to the vast quantities of drugs being disseminated through its postal system. There have been calls for improved detection and reporting of “unusual shipments” and for postal companies to annually disclose the quantity of drugs seized with employees to be better equipped to handle such situations. In 2009 the Dutch postal sector was deregulated which allowed multiple postal companies to enter the market. Dutch Customs officers found drugs in nearly

Stamps in the News - Globally! 27,000 pieces of outgoing mail last year, significantly more than the 15,500 mailed drugs intercepted in 2021. The majority of the seizures consisted of ecstasy or MDMA (the raw material for ecstasy) smuggled from the Netherlands to countries like the United States and Australia. Customs officials attributed the rise in intercepted drug mail partly to their enhanced monitoring efforts. Moreover, smugglers are increasingly using letter mail over package mail as it allowed them to remain anonymous.

The Pretoria High Court has placed the South African Post Office under provisional liquidation, signalling the end of the state-owned entity. A recent court case revealed SAPO had total liabilities exceeding assets by R4-billion making the once-proud institution technically insolvent. A final liquidation order, however, hasn’t been issued just yet. Management, workers, and creditors have until 1 June 2023 to argue their case against such a fate. If they fail the Post Office would fall under a liquidator’s control, with workers losing their jobs and over 7 million citizens who rely on the service for monthly grant collections left in the lurch. The provisional appointed liquidators are tasked with managing the Post Office’s assets, verifying creditors’ claims, and determining the nature of those claims, all while collecting outstanding debts. The South African Post Office’s inability to adapt
has created a vacuum, quickly filled by private companies offering speedier, more reliable postal services. And as the clock ticks toward 1 June, the state-owned enterprise clings to the hope of a government bailout and a chance to restructure.
Liberia on the up and up
Reported at https://frontpageafricaonline.com Liberia has launched its first National Digital and Postal Address System which is expected to have a wide impact on service delivery. It is planned that after the project’s implementation, the technology will become the foundation for the development of other digital solutions to solve specific challenges within the country. “A computer science student can develop an eCommerce application on top of the NDPAS; a fashion student will be able to easily set up an online business delivering orders to customers on time and to their doorstep; and a Dumboy seller will be enabled to advertise their street stall to a larger market online,” a spokeman said. A local postal worker explained –“before the system we would often have to spend hours searching for addresses, which has resulted in many missed deliveries and unhappy customers.” With its improved addressing system, healthcare providers will be able to easily locate and reach patients in remote areas and slums, for example, a resident of West Point slum, Monrovia, who has fallen critically ill will be able to simply give their 6-digit address code to a helpline operator and receive first aid medication right at their front door.

Revenge of the turkeys
Reported at https://www.nbcboston.com Two turkeys attacked a U.S. Postal Service mail carrier in Massachusetts, last month, according to the man, who had to have his hip replaced, and neighbours who helped shoo the birds away. The mail carrier is recovering, but he says the aggressive behavior is becoming a big problem. “I was horrified when they came flying in my face,” Eddie Mitchell, who’s carried the mail for roughly 20 years. “They started to gobble gobble,” Mitchell said. “I was like, let me get back to my truck. Montevideo Maru Wreck discovered after 80 years! The wreck of the Montevideo Maru has been discovered after 80 years! The remains of Lark Force Australian personnel were on board. The shipwreck of Australia’s largest loss of life at sea was found on 18 April 2023, more than 80 years after it sunk. An estimated 979 Australians died, along with 33 Norwegian sailors and 20 Japanese guards and crew. The Japanese merchant vessel the SS Montevideo Maru was sunk on 1 July 1942 off the coast of the Philippines after setting sail from the former Australian territory of New Guinea. The ship was carrying approximately 1,060 prisoners from around 16 countries, including 850 Australian service members from Rabaul. The ship was not marked as a Prisoners of War transport. The number and identity of those on board the Montevideo Maru was not fully revealed until after the war, but the location of the shipwreck has remained a mystery. Now, 81 years after its final voyage, the resting place of the Montevideo Maru has been discovered. The search was led by notfor-profit Silentworld Foundation, deep-sea survey specialists Fugro, and supported by the Department of Defence. At over 4000m depth, the wreck is deeper than the RMS Titanic, and it’s hoped the discovery will bring relief to the 14 - Stamp News

The history
Lark Force was an Australian Army formation established in March 1941 during World War II for service in New Britain and New Ireland. Under the command of Lieutenant Colonel John Scanlan, it was raised in Australia and deployed to Rabaul and Kavieng, aboard SS Katoomba, MV Neptuna and HMAT Zealandia, to defend strategically important harbours and airfields The objective of the force, was to maintain a forward air observation line as long as possible and to make the enemy fight for this line rather than abandon it at the first threat as the force was considered too small to withstand any invasion. Most of Lark Force was captured by the Imperial Japanese Army after Rabaul and Kavieng were captured in January 1942. The officers of Lark Force were taken to Japan, but while the NCOs and men were being transported to the Chinese island of Hainan aboard the Montevideo Maru, the ship was Stamp News - 15

Only a handful of the Japanese crew were rescued but none of the 1,050 or so prisoners survived, because they were still locked below deck. The units involved were: • 2/22nd Battalion Australian Infantry Battalion • 17th Antitank Battery • A detachment of Royal Australian Artillery • A company of Royal Australian Engineers • An anti-aircraft battery • Supply, signals and medical detachments • 80 militiamen of the New Guinea Volunteer Rifles • 1st Independent Company (Kavieng, New Ireland) • 2/10th Field Ambulance, Australian Army Medical Corps Little correspondence is known to have survived from Lark Force, however I have been able to locate a few covers from this period and ascertained the sender, and their war record in some cases. Others I do not believe were aboard the ill fated ship and may not have survived by the date that it sailed. There may still be relatives of these men, maybe children or grandchildren, so if any readers are aware of any or may even be related I would be very interested to hear from you. A.I.F. 2/22 Battalion, Regimental Band
Nearly every member of the 2/22 Battalion Regimental Band was originally a Salvation Army Bandsman. All enlisted together as non-combatants and served as stretcher bearers and medical orderlies. Brunswick Victoria Salvation Army Corps alone lost 7 members, including their Bandmaster, who was a noted composer for brass bands. Of the twenty-four who enlisted, only one survived their deployment to New Britain in 1941. Jack Stebbings was killed on the 23 January 1942 while riding. William Haines and Ronald Cook died at Tol Plantation on 4 February 1942. A. Creed lost his life on one of the mountain tracks of New Britain. Frederick Meyer died on 27 April 1942 of illness at a mission station and Stanley French died on 15 February 1942. Bandmaster William Gullidge and bandsmen Wilfred Trigg, Raymond Cairns, Kenneth Drew, Albert Fry, T.Henderson, Harry Harvey, Mervyn McPherson, Francis Meddings, B. Morgan, Stanley Parker, Harold Pannell, John Robertson, N. Smith, M. Thomas and Reginald Watkins were listed as being on board the Stamp News - 17

Montevideo Maru when it was sunk on 1 July 1942. The only survivor was Fred Kollmorgen. In “One Bloke’s Story” page 27, Rob Mitchell writes: The Battalion band, continued to add colour to army life while at Bonegilla. Occasionally the band would march around the camp in the early 18 - Stamp News
morning playing bright and happy tunes. On a few of those occasions the drummer, a short, rotund man with a big bass drum balanced out in front of him, would march along wearing only a towel. What a sight! The band, most being Salvationists, naturally took part in the life of the local Salvation Army Corps. Some opposition arose from the military hierarchy regarding their playing at the Salvation Army open air meetings. Eventually the order came through that no Army personnel were to stand at street meetings. After that they marched around in big circles during the street meetings until they were finished!

SG Poland 2023 Edition Paperback, 210 pages, 2nd edition RRP A $44.75 Nearly eight years have passed since the publication of the first edition of this catalogue arrived back in 2015, so it’s no surprise that we find 36 of the 210 pages in this volume are taken up with new issues, which are covered up to the Lost Architectural Treasures issue that was released at the end of June 2022. The publishers advise that there have been 100’s of price increases. Apart from the issues of Poland we also find listings for German Occupation of Poland 1915-1918, Polish Military Post, Polish Occupation – Central Lithuania, Polish Post Offices Abroad (Constantinople and Odessa), Allenstein, Danzig, Polish Post Office in Danzig, Marienwerder & Upper Silesia. On page iii we find a listing of 20+ altered catalogue numbers and a couple of added stamp listings. Also on this page is a listing of two Polish Specialist societies, one in the UK, the other in the US. Poland itself has now issued more than 5000 stamps so it’s odd that, unlike most SG catalogues, this one doesn’t have a design index. Ah well, maybe it will be there for the next edition. What is included is an excellent 6 page article by Adrian Keppel entitled ‘Engraving is a matter of light and shadow’ which tells the story of the life & work of master stamp engraver Czeslaw Slania. This is a fascinating read, even if you aren’t one of the legion of collectors who already collect the stamps created by Slania (there are more than a 1000 of them from many countries!) If Poland holds any philatelic interest for you, this volume is a must have.

Also included are listings for China Expeditionary Force, Indian Expeditionary Force, Indian Custodian Forces in Korea, Indian U.N. Force in Congo, Indian UN. Force in Gaza (Palestine), International Commission in Indo-China, Indian National Army with detailed notes & Japanese Occupation of the Andaman and Nicobar Islands. New for this edition are the India used abroad listings for Dubai and Kuwait and there is an abbreviated listing of Indian stamps known used in the sub-offices of Aden. The listings of the 1971 Refugee Relief Fund overprints have been extensively revised, with a number of new overprints and varieties listed for the first time and extended notes on their use. Also several new plate, watermark and other varieties have been added throughout the catalogue. Unlike the Poland catalogue, the new India edition does include a 7 page design index for issues from 1947. The 7 page article at the front of this catalogue is entitled ‘The King-Emperor’s Head: Mackennal’s other sculpture of George V’ by Douglas N. Muir RDP and deals with the design, production & issue of India’s first KGV stamps. Given the great philatelic popularity of this area I can imagine this catalogue may well sell out, so don’t take the chance of that happening and grab one as soon as you can! Postal Stationery Welcome to the postal stationery column for June 2023. This month’s column looks at Australia Post new issues, an enigmatic Queensland postal card, literature and forthcoming exhibitions. Queensland 1909 1d Official Postal Card – A Masterpiece in frugality and improvisation An unusual official postal card was issued for use in Queensland in about 1909. This postal card (Figure 1) on first appearance appears similar to the 1888 1d sideface postal card with a colonial era British coat of arms and a scroll heading on poor quality paper but with a 1d Queen Victoria numerals in four corners indicium. Closer inspection however shows that the scroll differs in having no ornament above ‘POSTCARD’ and is similar to the scroll used for the 1891 UPU postcards and the Queensland Intelligence and Tourist Bureau (QITB) unstamped cards. OS as was the practice for adhesive stamps used by Queensland Government Departments from 1906. The card is also known perforated OS with one pin missing (Figure 2). The reverse of the cards is printed with a form used by the Department of Public Lands. This card is very scarce with four known copies, all used. Known used cards are used on: 7 Dec 1909, 15 Dec 1910 (OS complete), 3 Aug 1910, 13 Mar 1911 (missing pin). A true masterpiece in the printer’s art of frugality and improvisation.

The indicium features an illustration by Boychenko Alexey entitled Bush Sunset and features a range of Australian animals including a kangaroo, a cockatoo, a koala, and numbat as well as a range of flowers. Prepaid Postcards Three prepaid postcards were issued on 7 March 2023 depicting The Golden Age of Travel Posters: Mildura (Figure 4), Western Australia and the Beaches are Calling! Sold in the small format as a set for $5.85. Four postal cards were issued on 14 March 2023 illustrating Sidney Nolan’s Antarctica paintings: Volcanic Ridge, Bird, Antarctica and Explorers. Sold in the small format as a set for $10.20. A postal card was issued for the Centenary of Legacy on 21 March 2023 and was sold for $2.55. Four postal cards were issued entitled ‘Sidney Nolan’s Antarctica’ on 14 March 2023 (Figure 5). animals (Figures 6 and 7) and city views (Figures 8 and 9) in a curved border were issued about 14 March 2023 and sold for $2.55 paying postage anywhere in the world. The topics were Koala in Branch, Kangaroo and Baby, Kookaburra on Branch, Platypus on Log, Emu and Chicks, Tasmanian Devil, Darwin, Bungle Bungles and Perth City. Total Solar Eclipse Postal Cards Four postal cards were issued on 11 April 2023 on the theme of Solar Eclipses. One card (Total Solar Eclipse) was issued in a large format and sold singly for $2.55 (Figure 10) while three cards were issued in a small format and sold as a set for $5.85 depicting Annular Solar Eclipse, Total Solar Eclipse 22 - Stamp News
and Partial Solar Eclipse. This issue was released in the lead-up to a hybrid eclipse (a rare annular–total eclipse), which occurred on 20 April 2023, viewable at 11.29am over a small part of the west coast of Western Australia, the Exmouth peninsula. New Zealand 40th anniversary of Hairy Maclary from Donaldson’s Dairy Postal Cards Five $3 postal cards (Figures 11 and 12) have been issued by New Zealand to mark the 40th anniversary of Hairy Maclary from Donaldson’s Dairy written and illustrated by Dame Lynley Dodd. The postal cards depict the canine characters and story from the series. Related adhesive stamps were issued on 1 March 2023 with the postal cards likely issued later.

The four cards featured the native forest birds kōkako, tīeke, kākāriki and tūī representing Kāpiti Island; the tautuku gecko, Gollum galaxias fish, giant southern rātā flowers, and pekapeka long-tailed bat representing the Catlins; the tāiko black petrel, kauri, tohorā southern right whale, werewere-kōkako blue mushrooms, neinei (spider wood) and Cook’s petrels representing New Zealand’s seabirds; and a forest ringlet butterfly is pictured with an Avatar moth, a giant land snail, pygmy pine, windswept mānuka and eyebright flowers representing the Buller Plateau. The indicium on each card depicts the; the tautuku gecko, Gollum galaxias fish, giant southern rātā flowers, and pekapeka longtailed bat. Sold as a set for $13.73.

Papua New Guinea Christmas Stamped Envelopes Steve Zirinsky has sent images of the 2022 Christmas stamped envelopes from Papua New Guinea are illustrated in Figures 14 and 15. The envelopes are primarily used by the Philatelic Bureau and both domestic and international envelopes are produced. Postal Stationery of India CutOuts Used as Adhesives by Madhukar & Savita Jhingan (Figure 16), 40 A4 color pages, Limited Edition of 100 individually numbered copies. 40 pages, colour, softbound. Covers and illustrates the use of cut-outs from Indian postal stationery from 1856 when postal stationery was first issued, through 1869 when they were first prohibited, through their acceptance in 1905 and their prohibition in 1907. The use of cut-outs of postal stationery stamps is an interesting sideline of postal stationery collecting. The study of the use Stamp News - 23
Postal Stationery of cut-outs and their acceptance to pay postage requires a detailed knowledge of the postal regulations for each country studied. As this work demonstrates the regulations for each country vary over time with cut-outs allowed for a period and then prohibited. In addition, in some countries, envelope stamps may be accepted for postage while postcard stamps are not. In British India after 1907, envelopes could be used as wrappers for newspapers etc. Often cut-outs will appear to have been accepted even when prohibited by the regulations. This work covers the regulations of British India during this period. Many examples are illustrated of cut-outs legally and illegally used including examples where the cut-outs have not been accepted and the cover taxed. Introducing the Australian Philatelic Federation Following from the last couple of months looking at where to begin with stamp collecting, and just what areas or subjects you might like to focus on, this month we look at how you might display if you choose to exhibit at your Club or an Exhibition: Exhibiting – Display Sheets The APF is often asked for advice on the best display sheet to use for exhibits. Display sheets come in different sizes, weights and colours. Each sheet is put into a lightweight transparent protector, with only one side open. The protector should not exceed the display sheet by more than 1 cm all round. Sheets without protectors will not be accepted into any exhibition. Display Sheet Weight Standard paper is about 80 gsm and is too flimsy for exhibiting. By the time you affix a cover to the page it will need the additional support that a heavier grade paper gives. Try affixing any cover/ postcard to the top of a sheet of standard A4 paper and leave about 1cm of clear space above it. Now try standing it upright (as if it were in a frame). Then turn the page upside down – so that the cover is at the base of the sheet. Although the sheet of paper with the cover at the base is more stable the overall appearance aspect of an exhibit would look odd if covers were only at the bottom of each sheet. It will cost a bit more, but it is worth acquiring a heavier weight paper. A heavier grade paper page will be better able to support the cover in the upper position. Up to 140 gsm can still fit into a computer printer. Display Sheet Size Some time ago it was only possible to exhibit on 40 - Stamp News
sheets that were 230 x 290 mm in size. Since the mid-90s, with the introduction of personal computers and various types of printers, exhibitors were given more freedom to decide how to prepare, organize and print their exhibits. This included the use of other sheet sizes. Exhibitors can now choose from the three sets of FIP approved exhibit sheet sizes. It should be
noted that these approved sizes include the protector that surround the sheet. See sheet dimension diagrams below. • A4 – 210 x 297 mm or 230 x 290 mm • A3 – 420 x 297 mm or 460 x 290 mm • Square – 310 x 290 mm Even though the FIP has approved page heights of 29.7cm there are many exhibitions where the frames do not allow this height. We recommend that you should not use standard A4 (210 x 297) or A3 (420 x 297) as they are usually about 1 cm too tall to fit into frames. We recommend using sheets that do not exceed 283cm in height including the protectors. It is important that the height of exhibit does not exceed the frame height, or you may receive your pages back damaged. The first option uses the smallest sheet. There will be 16 pages in one frame (4 rows of 4 pages). The second option is the largest format, where there are 8 pages in one frame (or 4 rows of 2 pages). The third option is the so-called square or “Damian Läge” format (because he was the first to use the format). This uses 12 almost square pages per frame (or 4 rows of 3 pages). layout options. Which sheet size should I use? Looking at exhibits in current exhibitions, I have noted that more than half of the exhibitors use the smaller size pages. If they choose to use larger
pages, it is more common for them to use the largest size and not the square sheets. Exhibition frames can take pages that are wider than standard A4 or A3. However, exhibitors often use the narrower pages. Presumably the choice is made because their existing home printer will easily print these pages. There are advantages to the exhibitor in using the widest of the small sheets, 230 x 283 mm. If you intend to exhibit often it is worthwhile reviewing the cost of a new printer to give yourself more flexibility. It might be best for new exhibitors to start with option 1, the smaller size pages. Unless you are an experienced exhibitor you will find the smaller sheets simpler to design and the text will flow naturally from left to right, top to bottom. They are also easier to manage when there is a need to modify or rework. However, there are at least two occasions when new exhibitors need to consider using larger pages: when displaying very large material and when they want to show several items on a single sheet that simply do not fit onto the
smaller page. An exhibitor should never cut, shorten or fold covers. Mounting long covers at an angle or vertically should be avoided. It is relatively easy to place them upright or diagonally so that they fit

on the page, but they don’t look right like that (see figures 1 and 2). You do not read an addressed cover leaning heavily to one side! With larger pages you can mount larger items horizontally, so your material can be seen easily. In Revenue and Open exhibits, due to the often large or unorthodox sizes of non-philatelic materials, mounting on the larger size sheets can often be advantageous to achieve a more attractive presentation. The larger sheets enable you to show more items on each page and make it possible to show large-sized philatelic items such as parcel post, postal stationery, telegrams, original artwork. smaller sheets have four margins, but one large sheet has only two margins. With fewer margins you can use the expanded centre area of the page. There are other considerations. With the largest sheet you only have half the number of pages and you may be limited in the number subtitles that you are able to use. However, in general, a larger page allows you to be more creative when writing up the text. The largest sheet size is not easy to handle or to layout the material and text correctly. Some exhibitors use large sheets but still divide the page into two halves, sometimes even separated by a line in the middle of the page. This is not liked as it is poor treatment and difficult for the reader to follow. If you use the large sheets you need to manage to fill the whole page and take care of the fact that you should be able to read from left to right and from top to bottom. The square sheet is gaining in popularity. It has the advantages of the additional width and can accommodate almost all the oversized items. Some classes such as postal history, postal stationary aerophilately, astrophilately and maximaphily have material that are mainly envelopes or cards. The danger of using the smaller sheets is that usually only two items can be placed on any sheet and the exhibitor can fall into a repetitive “tram track” layout, each page has two covers one on top of the other, or inappropriate overlapping. The square sheet overcomes these issues as the extra width encourages offset envelopes and allows more material

per page. It is also easier to design than the larger pages and this can lead to improved treatment. It is possible to use a mixture of sheet sizes in one exhibit. You do need to consider the overall balance or appearance of a random double page in an exhibit. You also need to be careful to plan the flow of your exhibit to take the layout of the frame into account. You must make sure that a double page will fit where you want it. You can have a double page at the start or end of a row with two small pages on either side, or have one small page, one large page and one small page in
one row. When you have decided on the paper to use you should buy enough paper to see you through the life of the exhibit. It does not look good if newly mounted sheets are different to the original. Display Sheet Colour Display pages should be plain with no lines. Many exhibitors use white pages. Although white is a fairly harsh colour it is perfectly acceptable. Off-white, cream and pastel colours are not as harsh in appearance still give a good contrast to the material shown thereon. You can buy paper in any number of strong colours and fancy pages with arty surrounds and headings. This may be suitable for party invitations but not for exhibits because it detracts from the more important material on it. In effect you will more likely be penalised by judges if you use garish coloured paper because it will be difficult to focus upon what you are saying. Black pages are not allowed. Obviously, it is up to the exhibitor to choose his or her exhibition pages carefully, but please bear in mind that there are some other aspects that need to be considered before finalising one’s choice. Sheet Protectors Transparent protectors should be used for each page. Ensure they are made of the correct mateStamp News - 43

Remember if the protectors are too large, they may not fit the frames and could be damaged or your pages may not be exhibited. The word “archival” has become one of those terms used to sell products and make consumers feel safe. But with no regulations to control or define what constitutes an archival product, consumers must educate themselves. You should look for plastic that is polyester, polyethylene or polypropylene. Be wary of ‘vinyl’ or ‘polyvinyl chloride’ or ‘PVC’ as it is not safe and is highly reactive. This reaction will, over time, cause permanent damage. For better quality and protection, use Mylar sheet protectors (also called polyester).
Pages should be numbered. This is best done with a small sticky label on the back of the protector.

Corner Mounts (for attaching covers to exhibit pages) Self-adhesive clear mounting corners provide a safe, time saving method of securing covers and similar material. Choose corner mounts where the corner is clear so that they become almost invisible. The choice of size of the corner mount depends on the size of the item, large items need larger mounts. Hello and welcome to the next part in my tour of British Commonwealth stamps, although I am stretching it here as I have chosen Prince Edward Island to write about. Although different I hope it is interesting to you. Prince Edward Island is today one of the thirteen provinces and territories of Canada but going back a few hundred years it was ceded to the British as the conclusion of the French

and Indian War in 1763 becoming part of the colony of Nova Scotia and in 1769 the island became a British colony. The island is located in the Gulf of St Lawrence about 600 kilometers east of Quebec City. A little history might be of interest. In September 1864, Prince Edward Island hosted the Charlottetown Conference, which was the first meeting in the process leading to the creation of Canada some years later in 1867. Prince Edward Island found the terms of union unfavourable and balked at joining, choosing to remain a colony of the United Kingdom However, in the late 1860s, the colony examined various options, including the possibility of becoming a discrete dominion unto itself, as well as entertaining delegations from the United States, who were interested in Prince Edward Island joining the United States. In 1871, the colony began construction of the Prince Edward Island Railway and, frustrated by Great Britain’s Colonial Office, began negotiations with the United States. In 1873, John MacDonald, the Canadian Prime Minister negotiated for Prince Edward Island to join Canada and on 1st July 1873 Prince Edward Island entered the Confederation. So, for the period from 1861 through to 1872 Prince Edward Island had its own stamp issues. Philatelically speaking the stamps are not what one might expect to find in an everyday collection as the prices based on SG catalogue listing are rather expensive, in my view, ranging from around £30 to many thousands although that is catalogue pricing, actual stamps

can be found for more reasonable prices if one spends time looking. However, having said that, I think they are very interesting to see and learn about because some were printed in London while another was printed by the British North American Bank Note company in Montreal and Ottawa,
and there are two stamps which were authorised to be bisected and used for half their value. The first issue was in 1863 and while we are all, I suspect, wary of stamps that have foxing these were issued on yellowish and toned paper and printed by Charles Whiting in London. A rather famous man. He was the son of James Whiting who had set up Beaufort House Press. He was also famous for his use of the Congreve anti-forgery method of production (Whiting controlled the Patents). I wont digress any further but one paper I highly recommend reading is by the British Philatelic Bulletin – British Stamp Printers, Publication No 12. So, lets see a few of the first issue stamps and to start with SG 1 issued 1861, perf 9. (Fig 1) There were three values in the issue, this 2d value plus a 3d and 6d value, both with slightly different designs, Fig 2 shows the other two designs. I realise I am showing SG 14, but it is the same design as the SG 3 just, with a different perforation. Something to always look out for in these stamps and others of course. The next issues were from 1862 through 1869 and many with similar designs but different perforations as I mentioned above and a few with slightly different designs. Fig 3 shows two of these. You will no doubt have noticed the cen-

tering of the images is not always that well centered. This was a common feature of early printings as you may already know. I mentioned bisects earlier so perhaps it would be interesting to see one. I found the one I show in Fig 4 while researching this piece. With acknowledgements to City Stamp of Montreal. This cover shows a Prince Edward Island SG 16a Used, dated Nov 5, 1870, Tied With “13” Grid Cancel, paying 2 pence, that is half of the 4d value of the stamp, which was the internal letter rate and it comes with a certificate. At the time of writing, it was avail48 - Stamp News
able for $ 2,295 USD. You can see it is the same design as the SG 16 above. In 1870 the £ S D currency rate was replaced with the new dollar currency. This led to new issues. The first stamp and a rather interesting design was this one in Fig 5. It was printed by the British North American Bank Note Company. In 1870 the Charles Whiting printings resumed with the designs we saw in the earlier currency but with some additional values and colours. Here are two values in Fig 6. If you do come across these issues do look out for the perforation varieties as there are a few printing differences. Real & Bogus British Island Posts What can we require from a postal service? First of all we expect it to deliver our mail items promptly. We probably also expect that it provides a rate schedule for its different services. The United Kingdom of Great Britain and Northern Ireland is a rather strange country when it comes to the postal services. The Royal Mail not only issues national issues but there have also been regional issues for some of the countries making up the UK. Most collectors are familiar with the regional issues of the Channel Islands, the Isle of Man, Wales, Scotland and Northern Ireland. Also some of the larger island territories achieved postal independence in the 1960s and 1970s. Guernsey and Jersey established their independent postal services in 1969. Guernsey even has regional issues for the island of Alderney starting in 1983. The Isle of Man launched its independent postal service in 1973. But there are so many more islands making up Great Britain. Some of them have established local postal services to link the tiny island communities
with the mainland when the Royal mail has refused to provide a mail service or only offers to provide a very limited service. Most readers of this magazine have probably met with numerous stamps supposed to have been issued and used by British island local posts. Now we need to add a few more requirements before we brand them as bona fide local posts. The island needs to have a population of more than one family or to provide holiday accommodation for visitors. The local post must have a rate schedule for its services and the stamps should be available from some kind of local post office on the island. Very few of the many British local island posts meet these requirements. In fact, the vast majority only exist to sell stamps to collectors as they are printed for islands with no human population at all or for islands which already have a functioning Royal Mail postal facility. Let’s take a look at six such local posts: Lundy Island is located in the Bristol Channel between North Devon and Wales. This island has a

Christer Brunström very long history and is home to a medieval castle. Today it is run by the Landmark Trust on behalf of the National Trust. The island has a permanent staff of some 30 people and it is a most popular visitor destination throughout the year. In the tiny village there is a shop, a pub and a church. People come to Lundy to enjoy peace and quiet and long walks. The British GPO used to have a post office on Lundy but it was closed in 1927. The owner then carried the mail for free and in 1929 he decided to charge a small fee on mail items. The first stamps went on sale in November 1929 and they had denominations in Puffin, the local currency unit which is equal to a British Penny. Lundy is believed to be an Old Norse name which is supposed to translate as Puffin Island. The local post is still going strong today. During the winter period the mail is carried by helicopter a couple of times a week and during the summer period the mail sacks travel from Lundy to Bideford (North Devon) onboards the Oldenburg, the island’s passenger and cargo vessel.
The Lundy Postal service handles both incoming and outgoing mail but it is only the latter category which requires a local stamp. The current rates are based on those of the Royal Mail + some ten Puffins. The Lundy stamp includes the Royal Mail postage which is indicated using a meter mark. I have personally visited Lundy three times and I have both used the local post and studied how it functions. The philatelic service is located in the same building as the pub (Fig. 1) but the stamps are usually sold in the island’s shop. There is a mail box in the pub. This is very much a real local post which has been working well for a great many years. Herm Island Located a short distance from Guernsey in the Channel Islands, Herm Island is a popular holiday destination (Fig. 2). After World War II, the British GPO refused to reopen its post office on the island. The tenant decided to create his own postal service linking Herm with St. Peter Port. The local post was opened in 1949 and it carried mail to and from the

Real & Bogus British Island Posts island until 1969 when the newly created Guernsey postal service opened a post office on the island. At times the stamp issues of Herm were over-produced but it certainly was a very genuine service carrying tens of thousands of letters and postcards. The local stamps had to be affixed to the back of covers and to the upper left corner of postcards. Most British postal history dealers can usually offer a small selection of absolutely genuine Herm postcards. Summer Isles The local stamps were used on Tanera Mór, the only permanently inhabited island in the Summer Isles located in the North-West Highlands of Scotland. The resident population varies from eight to as many as 20 during the holiday season when many tourists occupy the properties on the island. Tanera Mór is not served by the Royal Mail and a local post was started in 1970. It carries mail from the island to the British post office in Achiltibuie on

the mainland. The first set featured fish and a map of the area (Fig. 3). Then followed new issues on a more or less annual basis until fairly recently. It certainly was a legitimate privately operated local postal service. Pabay Pabay is a small island located off the town of Broadford on the much larger Isle of Skye in Scotland. When the first stamp was issued in 1962 (Fig. 4), the Whatley family resided on the island. During the summer holidays they offered a number of properties for visiting tourists. At times there certainly was a need for the local post as the British Post Office only offered a weekly subsidised delivery of mail and no collection. It was Mr. Whatley who operated the mail boat. There have been at least two periods when the local post was a genuine one. However, most Pabay stamps with irrelevant designs were produced by

Christer Brunström a London stamp wholesaler. They are completely bogus. Canna Many local post collectors include the Canna stamp issued in 1958. Canna is located in Argyllshire in Scotland and at the time had a British post office. The stamp shows a view of the island and two shearwaters (Fig. 5). It was never intended to serve as a local post stamp but was sold in support of the Shipwrecked Mariners’ Society. Staffa Most local stamps from a plethora of other British islands are bogus in nature (although there are a number of exceptions where a token service existed). Far more than 1000 stamps and souvenir sheets have been issued for the island of Staffa located off the west coast of Mull and to the north of Iona in the Hebrides. It is famous for the Fingal’s Cave (Fig. 6)
and its birdlife. Staffa has no population at all but is regularly visited by bird watchers and day trippers. For the 1969 tourist season there was a letterbox on the island which was emptied by the boatman who also sold the stamps issued for the carriage of mail from Staffa to mainly the post office on Iona. I remember obtaining a cover posted on Staffa at the time. Although not strictly necessary, it seems the local post was indeed functioning during the first years. I believe the first issues were the only ones which actually served a (very limited) postal purpose with the subsequent myriad of issues being completely bogus. The British private local posts serving isolated island communities constitute a most interesting collecting speciality. Unfortunately most of the stamps from islands not mentioned in this article did not serve any postal purpose but were rather printed to line the pockets of far from honest stamp dealers and a small band of enterprising stamp collectors.
