Torment for pets at Guy Fawkes I was incredibly moved by your correspondent Geoff Smith’s account of his experience of this nightmare. It must surely be of great concern for all animal lovers. I well remember my lovely boy, trembling under the bed, totally inconsolable, as the fireworks went off. He’s been gone nearly a year now, I miss him terribly; but I’m so glad we don’t have to go through the torment again! Lesley Barrett Pukekohe

No need for ‘nanny state’ fireworks ban The fireworks banning argument could go on to kingdom come. Let’s not follow Australia in every single little thing and become a ‘nanny’ state. Yes, there needs to be tougher measures put in place as to ‘who’ they are sold to. I think the 18 age is wrong. It should be at least 21 because let’s face it, what percentage of 18 year olds are ‘mature’? The absolute worst thing that the New Zealand Government did was to ban

Last week Auckland Council announced it had completed a major review of its street trading activities to introduce what it calls a ‘fairer’ system. It also makes the ludicrous claim that costs ‘recovered’ from this scheme go toward keeping the streets clean and covering the costs associated with licencing. A Franklin cafe with 10 square metres of footpath dining will pay $500 more this year. So where is that $500 going? Street cleaning? The street outside most of our cafes is cleaner than that outside takeaways and dairies, probably because the cafe owners provide tables. Businesses already pay a targeted rate toward town centre development as well. So the $500 must be toward licencing? These businesses already pay for regular health inspections, so how long would it take that inspector to tick the box for relicencing of outdoor dining? If there are 10 cafes in the main street of Pukekohe that’s suggesting it will cost $5000 to check and licence them annually? Rubbish. Even if there is a need for regulation of outdoor dining in Franklin, (and it seems to have operated quite well without it), the level of fees charged are ludicrous. Suggesting charges are set based on nearby ground rentals means simply that council have decided the footpaths are a new means for revenue. Make no mistake, this is a Council which is under pressure to find new sources of funding to hide the fact that under Mayor Len Brown spending is completely out of control. New licencing, new regulations, new charges all disguise the actual cost to ratepayers of this council’s policies. To mangle an age-old analogy; this Emperor not only has no clothes, he’s now looking for money for a walk-in wardrobe.

them at beaches and parks. What happens now as a result of that? It results in people being restricted to lighting them in their suburban backyards. What does that in return result in? It results in distressed neighbours and pets. They should NEVER have banned them from ‘safe’ public places. It just results in more complaints and noise. We need to 1: restrict the sale age further, 2: restrict who they are sold to, 3: limit the days that they can be lit, 4: limit the times of the day that they can be lit (or not after 9.30pm), 5: bring back the ability to light them in

safe public areas. Any deviation from this and yes, fines, straight up. I’m all for it. This way pets are safe, neighbours are happy, people still get to have some fun (before another little joy of what we have left it taken away) and everyone is happy. Notice the fire service call outs last night? Well you will see that none of them resulted in injury. The fires that were caused seem to be mostly from stupidity, people having rubbish around the house. Really? What do you expect will happen from the fallout. Food for thought... AWARD The Post has been approached by a local gentleman who wishes to congratulate one of the staff of the Kentish Hotel. He is partially blind but was still able to enjoy the day and have a flutter on the horses with help from staff member Kristyn who he described as ‘extremely helpful and attentive’. Former Pukekohe student designs ultralight stove

Respected kaumatua passes

Former Pukekohe High School and now University of Waikato engineering student Luke Sinclair has designed an ultralight woodfired stove that can boil a litre of water in less than 10 minutes. The tramping enthusiast came up with the idea earlier this year when he and class mate Kendall Bristow completed a 100-day, 3000km trek from Cape Reinga to Bluff. “People have always looked to the wilderness for an escape from the chaos of everyday life, yet we often bring with us shoulder destroying packs full of wasteful gas canisters. “While initially convenient, these canisters become less convenient when they run out and leave you in the middle of a mountain range eatingGarden cold beans,” says Above: University of Waikato engineering student Luke Sinclair with Iron Luke, speaking from experi- his ‘Trail Blazer’ prototype at the recent Carter Holt Harvey Pulp & Shed ence. National role for Dianne

Franklin resident Dianne Glenn was recently elected as one of two Vice Presidents of the National Council of Women of NZ (NCWNZ). Currently Dianne is President of the Papakura/Franklin Branch representing Business and Professional Women Franklin, of which she is a Life and Founding member and a Past President. She is also a Past President of BPW NZ. Dianne, a Counties Manukau District Health Board Member and District Licensing Committee Member for Auckland Council, was also selected as a Finalist in the Social Enterprise Category of the Fairfax Media / Westpac Women of Influence Awards 2014. National Council of Women is New Zealand’s umbrella women’s organi-

sation, representing and promoting women through research, discussion and action. It represents 288 organisations nationally and at branch level as well as 260 individual members, all who contribute to programmes to advance the equality of opportunities for women. This includes submitting to Government Select Committees that review legislation and address white papers that are open for public discussion. Dianne reports that for her it was a very successful conference, held at Waipuna Lodge, in October, to which she had submitted five policy remits – three on behalf of her NCW Branch and two on behalf of BPW NZ, all of which were successfully adopted into policy. At the Conference NCWNZ

also launched its major project for the next year – the Gender Equality Strategy – 50/50 by 20/20 – an ambitious strategy to raise awareness and gain greater understanding of gender equality and what needs to happen to achieve it.

Charity walkers on Franklin’s roads Hundreds of brightly-coloured walkers were on Franklin’s roads on Saturday for the 2014 Hubbards Head2Head Walk. The charity event, which raised funds for groups including Awhitu School, saw teams of five walk 25km each to complete a walk around the Manukau Harbour. Kicking off in Orua Bay and ending up some 125kms and 24h ours later at Huia in the Waitakere Ranges, the event saw 50 teams of five individuals each walk a relayed 25km section over the course of a day. Pictured left on the outskirts of Waiuku, walking toward the next stage at Spookers in Kingseat, were theatre nurses from the Middlemore Hospital team, Daniela Ciura and Bev McClelland.

Students fed up with no-answer Mayor WIN

Waiuku College students who have been trying to arrange a follow-up meeting with Mayor Len Brown are learning a hard lesson of politics - talk is cheap. The Mayor last year attended a meeting of the Waiuku Youth Voice, formerly the Waiuku Student Advisory Board, to discuss transport options and other issues of interest to youth. At the time, he congratulated the students on their initiative and interest. The meeting at that time provided some positive press for the Mayor at a time when national and regional media were pressing him on issues surrounding his affair and the subsequent enquiry into his spending. Now, however, it seems his interest in the student group has waned. An invitation to return to meet the group was sent in August, and despite several follow-up calls and assurances from Mayor Brown’s staff that the invitation had been passed on and a response was to be forthcoming, there has been no reply. Waiuku Town Centre Manager Sharlene Druyven has been trying to follow up on behalf of the students, but again with no luck. On August 22, she followed up again, and received an email from council staff stating: “Indeed the letter from the Waiuku College students was passed to the Mayor and

Last week, as the students were readying for the end of the school year, they sent yet another letter to the Mayor’s office noting that their multiple requests for a meeting appeared to have fallen on deaf ears. The students said they “would like to send a reminder on behalf of the Waiuku community that while we appreciate the efforts

of Auckland Transport with the public consultation, that these meeting requests and the general issue of public transport, a sports park (or lack thereof) amongst other things in Waiuku cannot be ignored or postponed any longer for whatever bureaucratic reason Auckland Council has thought of this week. “We strongly request a meeting with the mayor as soon as possible to discuss all the issues we put to you when you visited last. We are looking for definitive answers without the political gobbledygook.”

THE POST NEWSPAPER, november 11, 2014

Emmaus Road

In this Article we will look at two disciples who

were despondently heading home after the chaos of Passover/Calvary Weekend {Luke 24:1336}. It was Sunday morning, they had recently received the news of an empty tomb, but this was even more confusing to their minds. They had a dead Messiah, who was now actually missing from the now opened grave, his whole mission appeared to be a complete failure, the Disciples now felt totally unsure of what to do next or where to even go next, or what was really happening, what were they to do, Jesus was not with them to lead or to advise. Peter later announced that he was going fishing, who wanted to come and do some work and earn some income, and he landed up with a full crew ready to get back to work. Jesus reminded them all at “Breakfast on the Beach,” that they were actually catching the wrong fish; they needed to catch men for the Kingdom.

Back to the road. These two despondent disciples were so deep in confusion that they were unable to join the dots or to put these strange disjointed happenings into a clear perspective, to their minds, nothing fitted at all. Jesus falls into step beside them, gently chastises them, and then from Moses and the Prophets (Bible), Luke 24:27 “And beginning at Moses and all the prophets, he expounded unto them in all the scriptures the things concerning himself.” As Jesus gently leads them from Scripture to Scripture, through all the things prophesied and predicted ages before, the Redemptive Framework spreads out to their understanding. They had seen the fulfilment, or had heard first hand reports from those who had witnessed these events actually happening. It was all true, it actually had happened just as the Prophets had written. Now they saw so clearly the pattern from Scripture, now they could easily overlay the actual events of the weekend, and there was a perfect match in all points, one of those “Eureka Moments.” It made perfectly clear and logical sense; there was a reason for all these events that had just transpired in the exact way they had been predicted.

To top it all off, at the meal table, they recognized the unique way Jesus blessed the food and then exactly how he broke it. It is obvious by their statements that nobody ever did it that way, well, all except for Jesus, then the “Penny Dropped” as was once said. They knew beyond all doubts, that they had spent a few hours in a deep prophetic “Bible Study,” Jesus was actually alive, they had talked with him. Standard protocols and customs would have had one of them or a servant actually wash Jesus’ feet before the meal after the dusty road; I bet that servant had a big surprise to realize whose feet he had actually been washing. “After the crucifixion of our Lord, two of his disciples were travelling towards Emmaus, and as they walked together, they noticed a man toiling along the road with them; but they had

no thought that it was their risen Lord. Jesus drew near, and joined himself to them, and asked, “What manner of communications are these that ye have one to another, as ye walk, and are sad?” And they answered: “Art thou only a stranger in Jerusalem, and has not known the things which are come to pass there in these days? And he said unto them, What things?

And they said unto him, Concerning Jesus of Nazareth, which was a prophet mighty in deed and word before God and all the people; and how the chief priests and our rulers delivered him to be condemned to death, and have crucified him. But we trusted that it had been he which should have redeemed Israel; and beside all this, today is the third day since these things were done. Yea, and certain women also of our company made us astonished, which were early at the sepulcher; and when they found not his body, they came, saying, that they had also seen a vision of angels, which said that he was alive. And certain of them which were with us went to the sepulcher, and found it even so as the women had said; but him they saw not. Then he said unto them, O fools, and slow of heart to believe all that the prophets have spoken; ought not Christ to have suffered these things, and to enter into his glory?

The first of two free seminars to help the residents of Franklin prepare for retirement and to better man-

age their money in retirement will be held this week on Wednesday November 12th at the Anglican Church

Eftpos launched at Op Shop

Ahead of what is expected to be a busy approach to the Christmas season, the St Andrew’s Opportunity Shop in Waiuku last week installed Eftpos facilities for the first time. Volunteers at the shop, like Patricia Glenny above, say people have been pleased to find they can use their cards at the store.

hall, Queen St, Pukekohe at 1.00pm and will run to 3.00pm. “We know that everyone can benefit from choosing how they want to live when they retire” says Budgeting Team Leader Olive Matheson-Croudis. “If we set goals we start the journey to a satisfying retirement and the team at Franklin Family Support wants to help Franklin residents to achieve this”. The first seminar will focus on setting priorities, understanding how much money you need to retire to meet your lifestyle goals and how to plan to achieve this. The second seminar will be at the Anglican Church hall on Wednesday 26th November at 1.00pm and will look at ways of managing your money in retirement to ensure you can make lifestyle choices. There will be a lot of tips and advice to make your dollars stretch further. All Franklin residents are invited to these events. “The earlier you start planning for retirement the more likely you are to live well in your later years” says Olive Matheson-Croudis. If you are interested you can register your interest by phoning FFSS on 2386233 or you are welcome to turn up at the Anglican church hall on the day.

Advent boxes to be opened in Waiuku And beginning at Moses and all the prophets, he expounded unto them in all the Scriptures the things concerning himself. And they drew nigh unto the village, whither they went; and he made as though he would have gone further. But they constrained him, saying, Abide with us; for it is toward evening, and the day is far spent. And he went in to tarry with them. And it came to pass, as he sat at meat with them, he took bread, and blessed it, and break, and gave to them. And their eyes were opened, and they knew him; and he vanished out of their sight. And they said one to another; did not our heart burn within us, while he talked with us by the way, and while he opened to us the Scriptures? . . . Then opened he their understanding, that they might understand the Scriptures.” {ST, July 25, 1892} Question: How is it with us today, are our minds so full of popular theories that sound so nice and convincing, that we are actually missing or misunderstanding all the events that are unfolding before our very eyes, as clearly laid out in Scripture, which are telling us that this world is about finished and Jesus is due back so very soon as “King of Kings and Lord of Lords.” The Five Foolish Bridesmaids found out way too late that they were on the wrong path. Our two disciples on the Emmaus Road woke up to the fact that they had basically misunderstood the whole Passover Weekend. They needed to get back on track, and Jesus had laid out the path from Scripture for them. Let us resolve to be “People of the Book,” and read and study it in more depth.

This year, St Andrews Outreach Committee has tried to ‘put a bit of Christmas’ back in to Christmas, so have planned an Advent Calendar in Waiuku. Locals and visitors will see big Christmas boxes with big red bows around them in the windows of a number of participating shops in the township, with the time and date of opening printed on the box. Each Opening Day at 1pm, one box will be opened to reveal a symbol of Christmas. Organisers say a town crier will call to signal the time and place, and there will be a Christmas carol or song, and some small giveaways. The shop windows will be: 12th December: Office Products (Made by the Mainly Music children and mums). 13th December: No box to be opened due to Christmas Parade. 14th December: Gary Pyes 100%. 15th December: Sunset Surf & Turf. 16th December: Va-

nilla. 17th December: Flight Centre. 18th December: Rise Accountants. 19th December: Bakers Shoes and More. 20th December: St Andrews Centre. “We all know these symbols, but do you know where they come from? Why do we have a Christmas tree? Why do we have candy canes and stockings? Come and find out some of these things. Much time and thought has gone in to the planning and we hope you will support and enjoy this Community Advent Calendar,”a spokesperson said. “Once the boxes are opened, they will remain opened until Christmas. “We do hope you will come and enjoy the opening of the boxes, and be able to feel the peace and love of Christmas.” The project is an initiative of the Waiuku & Districts Combined Churches Outreach Committee.

Commemoration at St Bride’s

On Friday 7th November St Bride’s Anglican Church Mauku LSM (Local Shared Ministry), held a service to commemorate those who have died and are buried in St Bride’s cemetery and the public cemetery beside it. The service was well attended; and was a simple and meaningful service with the names of the dead read out to the congregation. At a point in the service those gathered were invited to take a lit candle and a flower to place on their particular grave and so to spend time in prayer and reflection. A convivial supper was held afterwards for all in the Ivy Hogwood Centre.

Port Waikato Challenge ready to run Above: ready for the Port Waikato Challenge, a dune course for walkers or runners next weekend, are Volunteer Fire Brigade members Dave Binnie, Alan Binnie and Leah Fry. A training workout with a twist or some down time to take it easy with nature; the Port Waikato Challenge on Sunday November 16 offers something for everyone. “Each year our Port Waikato Challenge 8km & 16km race and fun event gets bigger and better with more participants coming along each year, dragging their mates along to enjoy the fun too,” says Jacqui Church, one of the people behind the event. “We have designed the course to suit a family day out as well as a really good work out for the intrepid weekend warriors out there, with many more business and team entries coming along each year. Our youngest participant has been four years old (with a lot of carrying by mum and dad over the 8km sand course), and the oldest was 77 years old from our local Pukekohe race club.” Starting at Maraetai Bay at 10am,

the course is plotted through the dunes and birdlife areas of Port Waikato, then down onto Sunset Beach heading north to the mouth of the Waikato River for a drink stop. As the Challenge runners and walkers head towards the Waikato River mouth they will pass the Dotterel nesting sanctuary before heading back along the spectacular river bank past fishermen and the whitebaiters. The event is a fund raising opportunity for the local volunteer fire brigade, but even as a fund raising event, entry fees have been kept very reasonable at $20 pre registration at portwaikatochallenge@gmail.com or $25 on the day, (cash payments only), with a family group discount for up to two adults and four children at $50 pre registration and $60 on the day. For any enquiries or more information call or text to Jacqui Church on 021 86 9976.

‘Flockfinder’ for your next ram Beef + Lamb New Zealand (B+LNZ) Genetics has developed a smartphone app that allows easy access to information on leading New Zealand ram breeders. Called “FlockFinder”, users can search for ram breeders who are recording animal performance and conducting genetic evaluations using the powerful SIL genetic engine. Search can be on the basis of breed, geographical location, flock name, owner name or on traits being recorded. B+LNZ Genetics general manager Graham Alder says the handy app will be helpful to both farmers and rural professionals supporting New Zealand’s sheep farming sector.

Serena’s new venture: it’s the perfect

Romantic Escape! Local adventurer Serena Shine has packed more into her 23 years than some people fit into a lifetime; now she is embarking on her next venture, as she launches luxury glam camping in Franklin. Serena grew up on the outskirts of Waiuku and went to Aka Aka School and Waiuku College before joining the NZ Army at 17. After a couple of years as a combat engineer soldier she moved to Western Australia, where she worked in underground gold mining, running a crew of servicemen as well as charging, which is installing explosives into rock faces then detonating. Staying in the mining industry, Serena switched from underground gold to surface iron ore mining, working as a medic and emergency service officer. She enjoyed the challenges of the rugged mining industry, where she could be called upon to treat injuries and attend emergency callouts at the mine, as well as major incidents such as when an engine blow-out caused a major ship fire aboard one of the ore carriers. But she was looking to get into her own business, and after exploring options in Perth, she became intrigued by the newly-developed glam camping experiences being trialled at Castaways Resort by her father Gavin Shine. “We talked by email about the glam camping and I saw it as an opportunity to get into my own business, but also be able to work outdoors. It’s the ideal job for me,” Serena says. Castaways Resort opened the first of its glam camping sites late in 2013, and the response to that from customers has seen Serena now build the business into four sites, three at coastal locations near Castaways Resort, and the latest site at a ‘secret’ location around an hour’s bike ride from the resort. It is this latest site which has added even more to the experience that is glam camping with Castaways Resort, and Serena says there has been amazing interest in it from throughout the country. The new site, named Totara Tree Tent, takes glam camping to another level - literally - as the ‘tent’ is raised in the

air and attached to a Totara in a lush native bush setting. It provides a very special option for couples as a package deal with the coastal sites, and the combination offers an ideal romantic break with a difference. So what is glam camping at Castaways Resort? Essentially it’s a chance to enjoy secluded locations, experience some of New Zealand’s outstanding scenery, while being pampered with luxury dining and comfortable accommodation. Each Glam Camping site features an ensuite, kitchen, carpeted floor, king bed, central heating, outdoor bath, hammocks and a stunning setting. The package includes a gourmet dinner and breakfast complete with cooking instructions and barbeque as well as a bottle of wine and other beverages plus chocolate and fruit treats. After accessing the coastal sites by golf buggy, those who take the Totara Package will have the chance to travel 20km by electric bike following a map through quiet picturesque country roads to the Totara Tree Glam Camp set in seven acres of pristine native bush. “The electric bikes are great - it doesn’t matter what level of fitness you have, you can pedal as hard as you like or just let the bike take you there and enjoy the scenery on the way,” Serena says. All of the glam camping sites feature an outdoor bath for a relaxing soak under the stars, but the Totara Tree site has yet another special feature - the bath is suspended in the air from chains for a truly unique experience! Castaways Resort Glam Camping is an ideal business for Serena, but it’s also an ideal escape for couples looking for something unique as a weekend break or to celebrate an anniversary. For further information, to check availability, or to purchase a Christmas gift voucher, visit the Castaways Resort website: www.castaways.co.nz

Waiuku Scouts on target A strong contingent of locals from the Waiuku Scout Group joined over 120 Scouts, leaders and supporters from as far afield as Coatesville, Browns Bay and West Auckland who travelled to the Waiuku Gun Club’s range on Sunday to participate in the Scout Shooting competition. The group was divided into four age groupings; Junior, Intermediate, Senior and Open with each of the 13 Scout Groups allocated times to attend and use two ranges, each range capable of taking up to six shooters at one time. The Scouts were given a safety briefing by Steven Lowther, the event Scout manager and Leader of Pa-

pakura Sea Scouts and a target provided to each competitor. Each competitor initially shot at one of two targets with fifteen rounds which they then checked for positioning and then a further ten rounds for the actual competition. The Club’s facilities were very busy with other shooting activities by Club members on other ranges at the premises and the atmosphere was great with favourable comments about the Scouts’ discipline and general approach to the job in hand. The competition started in 1984 as an Interyouth event between six uniformed youth organisations by a Waiuku resident involved with two of these

This new value will be the measure on which the Council will charge for rates, for each individual property, for the three years commencing 1st July 2015 and lobby group No More Rates says it is every ratepayer’s interest to consider objecting to that value. “The valuation is made purely for the purpose of charging and collecting rates. It has nothing to do with selling or buying a home – which value can only be decided when the property is actually bought or sold,” the group says. “There are thousands of examples of properties being sold at levels of 30% or more above ‘CV’. – and higher. CV is Capital Value – but the valuations by Council should be called by their more correct name RV – Rateable Value. If ratepayers believe their property is too high in relation to similar properties they should object – otherwise they could end up paying higher council rates over the next three years.” The group says these new valuations are largely calcu-

lated on actual sales recorded around 1st July this year and cover about 525,000 properties with the boundaries of Auckland Council. “This is a desk-top method for arriving at values for different classes of property but cannot possibly be an accurate valuation for each individual property. “Ratepayers already know that rates in Auckland are due to rise by 3.5% next year – although how this will be impact on individual ratepayers will not be known

until the budget is approved in June next year. “A higher percentage increase in the following two years is also possible if the Council decides to start construction of the Central Rail Link without Government funding in place, or if some urgent infrastructure costs arise. “Ratepayers have until 19th December to lodge objections – and they should look around and ask questions to help them make a decision to object, or not.”

Council website not coping As new revaluation information was posted on the Auckland Council website, technical issues arose which resulted in many people being unable to access the information. Yesterday afternoon the Council issued a statement: The Auckland Council website is still experiencing technical issues which mean that some people may be unable to access their property revaluations online. We are working to resolve this as quickly as possible.

Auckland Council apologises for any inconvenience caused. Property owners will also be receiving a revaluation notice in the mail soon. The new values won’t be used to help set rates until 1 July 2015. Increases in property valuations have no impact on the amount of rates money the council collects. If property values go up, no additional income flows to council. Property values simply help to determine how rates are shared across ratepayers.

Banks can take rates payments from accounts Why banks can take money from customer bank accounts to pay their council rates arrears is explained in a new Banking Ombudsman Scheme quick guide on payment of overdue rates. “We receive complaints every year from property owners with a mortgage complaining their bank paid off their rates arrears to the local council and then took the amount from their account,” said Banking Ombudsman Deborah Battell. Legislation permits local authorities to demand a bank pay its customer’s

rates debt. Under the customer’s contract with the bank, the bank is able to deduct the amount from the customer’s account. It is standard for this provision to be covered in banks’ lending documentation. “It affects a relatively small number of people but ratepayers sometimes contact us because they are already under considerable financial pressure. Seeing their account debited for rates arrears can be a shock,” said Ms Battell. Complaints to the scheme usually stem from bank customers saying: • they haven’t authorised the debit

• the bank failed to notify them • non-payment of rates is part of wider dispute with their local authority. “Our investigations into these complaints consider whether bank communication and information is adequate. “It is usual bank practice to inform customers about the debit. “We are not generally able to overturn payments but if we find the bank has done something wrong we will consider whether compensation for distress or inconvenience is warranted,” Ms Battell said.

Council votes to keep UAGC at $385 Auckland Council’s Budget Committee last week voted to keep the fixed portion of rates (known as the Uniform Annual General Charge UAGC) to its current proportion of 13.4 per cent of rates. Adjusted for the 3.5 per cent rate increase (as decided yesterday) the UAGC is proposed to be at $385. This is the amount every ratepayer pays to council regardless of the value of their property. The level at which the UAGC is set affects the amount of rates raised from high value properties and low value properties. For example, if the UAGC is increased to $500 per year, then rates will rise for lower

value properties and drop for higher value properties. If the UAGC is lowered to $250, rates will rise for higher value properties, and drop for lower value properties. Mayor Len Brown says: “Differences to the UAGC have an impact on how rates are distributed across our communities and are always hotly debated. “Today we agreed to keep the UAGC at its current level which reduces the rates impact of high revaluations on middle and low income households.” The Budget Committee also agreed to set the business sector contribution at 32.8 per cent of total rates revenue for 2015/16,

New regulations for building over $30K New consumer protection regulations for building work costing $30,000 and over are expected to take effect in a new standard from January 1, 2015. Acting Chief Executive of Standards New Zealand, Michelle Wessing, said the New Zealand standard 3902 Housing, alterations and small buildings contract will help meet the new regulations and makes the building process smoother and easier for homeowner and builder. He says the standard has been improved and now contains an electronic Microsoft Word form that can be filled in by all parties to

the contract. The Building Amendment Act 2013 introduced changes to further protect consumer rights and remedies for residential building work, including mandatory requirements for residential building contracts for work above $30,000 to be in writing and to contain certain information. Michelle Wessing said NZS 3902 provides a standard form of building contract agreement suitable for owners who are making their own building arrangements, whether it be building a new home, carrying out renovations, or altering an existing home.

down from 33.3 per cent in 2014/15. This delivers an average benefit to business ratepayers of $260. The

business sector differential is now set to reach a proportion of 25.8 per cent by 2025/26.

Key decisions by Council’s Budget Committee: • Uniform Annual General Charge confirmed at $385. • Proposals for Maori: Confirmed funding for priorities for the Maori transformational shift, which include a signature Maori event, Marae development and Papakainga development. • Agreed to continue the City Centre Targeted Rate for the duration of the LTP. While the targeted rate will largely fund capital projects, operating costs and depreciation of those projects will now be funded from the general rate. • Business Improvement Districts: Agreed a resolution for staff to carry out work with the Business Improvement District (BIDs) and relevant local boards on the nature and costs of council support services provided for BIDs to ensure value for money. • Agreed to standardise the rent on council’s social housing units to be based on 30 per cent of tenants’ gross income. Agreed changes to annual rents be capped at $780 per unit (equivalent to $15 cap on weekly rents). • Agreed to standardise from the diverse policies of the legacy councils the fees and charges for street trading, cemeteries and other services, with the exception Hauraki Gulf islands, which will be discussed further later. The decisions made are a starting point to include in the draft budget. The plan is likely to change following consultation with residents early next year.

Building Control team improves hugely Auditors from International Accreditation New Zealand (IANZ) have been impressed by the ‘huge steps’ Auckland Council’s Building Control team has taken over the past two years to improving its service. accredited as a registered Building Consent Authority (BCA) without any corrective action requests being raised. This is an uncommon result for a BCA let alone one that operates full services out of more than one office. The auditors noted much improved processes, systems and record keeping. Ian McCormick, Auckland Council’s Manager of Building Control was pleased with the IANZ comments. “One of the significant

challenges the team faced was upskilling many technical staff to match new ministry requirements for tertiary level technical qualifications,” he said. In recent years, the department has managed a 13 per cent increase in residential building consent applications, as well as providing support to the Christchurch recovery effort. The council first achieved accreditation upon amalgamation in 2010.

Affordability flattens

Reno rocketing

Home loan affordability was flat across most of New Zealand in September after the national median house price and interest rates were unchanged. The Roost Home Loan Affordability Reports showed an improvement in a bare majority of regions, including the North Shore of Auckland, South Auckland, Wellington and Whangarei, but not in central Auckland, Christchurch and Hamilton, where prices rose. The national median house price was unchanged in September at NZ$420,000 and the average two year fixed mortgage rate was also unchanged at 6.13%, although they have dropped since the end of October to under 6%.

Established just four years ago, Refresh Renovations has ranked 28th in Deloitte’s Fast 50, announced at the awards on November 6. Refresh Renovations has established 35 franchises nationwide within the first four years at 292.35% growth and has annual revenues heading toward $20 million. Refresh Renovations was established by Traffic, a New Zealand business strategy and marketing firm, in 2010, offering a design and build renovation service with a key focus on efficient delivery through project management, designing to the budget and building to the budget.

Fundraiser a great success

SOLO POLE to the

A year after his life was thrown into turmoil when depression left him unable to function normally, Waiuku’s John Dennis is taking on a massive challenge. Next year, he plans to be the first New Zealander to ski solo to the South Pole. In this, the first of a series of articles for the Post Newspaper, he details his plans in the leadup to the event.

The ‘Reach Out for Adam’ charity fundraiser at Pukekohe bar Saloon Saloon last Thursday evening was a resounding success. The event was created to raise funds for the family of Adam Benefield, who was attacked and suffered serious injuries in Pukekohe earlier this year. Police announced recently they had made one arrest so far but are looking for others believed to have been

involved. The fund raiser was a way to provide enough money to provide a treat for Adam’s daughters, who have been through a difficult time since the attack. Organiser Tim Gregory said great fun was had by all who attended, with features including trivia, raffles and a bull riding segment. The total raised was over $1700 on the night. The winning team was ‘Give it a Hoon.’ Adam’s partner Rachel

said “Adam and I would like to thank the organisers and everybody who donated from the bottom of our hearts. We can now move on to the next chapter of our lives in a positive light.” Pictured above at the event at Saloon Saloon were Noel and Val Benefield (Adam’s parents) Rachel Thompson, Tim Gregory, Ben King, Matthew Pickstock. Michele looks to raise $2.9 million to create Franklin animal sanctuary When founder Michele Harrod first spoke to people about her plan to ‘save’ the old Franklin Zoo site and create The Animal Connection, it was often a fellow adult who would immediately come up with a list of reasons it wouldn’t work. She is trying to raise $2.9 million to create a new facility at the former zoo, and says sup-

Aspiring actors offered chance in new rock musical Auditions for RENT, the iconic Rock Musical will be held on Saturday 13th December 2014 at the Off Broadway Theatre in Papakura, with callbacks to be held on Sunday 14th December. RENT is Jonathan Larson’s cuttingedge pop rock musical, based on Puccini’s La Boheme, and has electrified a whole generation of theatre-goers. RENT tells the story of a group of friends in a 1990’s New York City ravaged by the AIDS epidemic, as they come to terms with their place in an increasingly uncertain world. To register for an audition slot, PTC is asking people to email auditions@ptc. org.nz, stating which character(s) they would like to audition for, and if possible, to include a CV or showreel. They are also inviting people to join a workshop of the show on Thursday 11th December, also at the Off Broadway Theatre. The workshop will be a chance to see what the show is all about, meet the creative team, see the space that will be transformed into New York’s East Village, and get a chance to belt out a few of the iconic tunes. PTC will also be documenting the entire creative process on their blog at www.making-rent.com.

port from young people has been amazing. When approaching media personalities to support the idea and act as a spokesperson, many agreed it was an audacious, exciting plan, but they just couldn’t be involved as they don’t believe she will reach her target. That has not dampened Michele’s enthusiasm or her drive to do something very very different. The plan is to harness the power of crowdfunding, to unite people around a shared dream to put this iconic site into a trust, and then to transform it into The Animal Connection, a nurturing haven where young and old can connect with animals. When she left the corporate world four years ago and returned to University, she was fortunate enough to also get accepted in a part time role at an Auckland boarding school. She says that at the time “I had no idea just how much these children would teach me over the following four years, lessons I value just as much as those I learned in the lecture theatres at Unitec. Nor could I ever have imagined how much they would inspire me to want to make a difference.” A key learning from her studies in Animal Welfare and Biodiversity at Unitec was that the only way to change the world we have created, and the lives of all of those who live on it – both humans and animals, is to change the hearts of humans. This was the fundamental inspiration behind the plan to save Franklin Zoo and create an Animal Sanctuary, where not only could children come and see animals, but have the opportunities to learn more about them, and to understand their power in changing their future too. At the end of the day, Michele is committing everything in her power, including putting up all the cash to fund the development and execution of this campaign to create a place where they, and their families can come and relax and reconnect with nature. To date the campaign has raised just shy of NZ$218,000 since its launch at the beginning of October 2014. For more information, see the website www.theanimalconnection.org.nz

Options presented to search out extra $12 billion for Auckland

A group of key transport stakeholders, collectively the Independent Advisory Body (IAB), last week presented its findings on how Auckland can fill its $12 billion transport funding gap over the next 30 years. Commissioned by Auckland Council, the group was asked to investigate two possible pathways for raising $300 million per year ($12 billion over 30 years) to pay for the improvements needed to help fix Auckland’s transport system. “Aucklanders have told us right throughout this twoyear process that something has to be done about our transport system and just to get on with fixing it,” says IAB Chairman Stewart Milne. “Our announcement today presents two options for council to present to Aucklanders for how they could raise the funds needed to deliver on the promise of the fully-integrated Auckland Plan Transport Network.” The two funding pathways are: Rates and Fuel Tax – this pathway uses all existing funding tools and would require average annual rates

increases of around one per cent (in addition to increases signalled by the council) and annual fuel tax increases of 1.2 cents per litre (in addition to increases signalled by the government) every year or;

Rates and Fuel Tax or a Motorway User Charge as group tries to find $300 million a year Motorway User Charge – a charge on motorists each time they use the motorway network. If Aucklanders opt for this pathway they would pay an average charge of $2 when they enter Auckland’s motorway system, however this may vary by time of day or day of the week and be free at nights. This pathway has the additional benefit of influenc-

ing travel behaviour. The IAB’s report, Funding Auckland’s Transport Future, compares the two alternative funding pathways and associated transport programme outcomes with the basic level of transport investment currently available to the council. Detailed consideration of the economic, social and affordability impacts associated with each funding pathway was a critical element of the IAB’s decisionmaking and is explored in detail throughout the report and supporting documents. “The primary purpose of our work was to identify two schemes that can raise sufficient revenue. We have done this. “We were not asked to come up with a scheme that influences congestion, however a scheme that achieves both clearly has merit.” If accepted by Auckland Council, the findings of the IAB report and the accompanying transport programme report will feed into the council’s draft Longterm Plan (LTP) 2015-2025, which goes out for public consultation at the end of January 2015.

Get organised beforehand The secret to moving house without stress, or almost, can be summed up in one word: organisation. From the moment you decide to move, start making a list of everything that has to be done and stick it on the fridge door. This will help you to meet all the deadlines and get ready for the big, stressful day.

As soon as you know the date of the move • Reserve the date with a moving company. Choose a well-established business, and don’t rely solely on quotes. It’s better to pay a touch more for good service. • Book your storage unit if you require your goods to go into storage beforehand. • If you rent a truck, contact family and friends who could give you a helping hand. Be sure to call or send out an e-mail to remind them a few days before the move. • Change your mailing address. Companies to contact with your new information: electricity provider; telephone; Internet; Sky; insurance providers (take this opportunity to update your home insurance policy); financial institutions; the school your children attend; government agencies; and lawyer.

Wake up and get ready You’ve been planning for it for weeks now — and dreading it, too. Moving day is finally here, and the best way to jump into it is with a good breakfast. Sure, your kitchen stuff is all packed up, but a cup of yogurt and fruit, or a bagel and peanut butter will give you some protein for the hard day ahead. Have you arranged for someone to look after the children? If not, give them something to do; it’s a matter of channeling their stress in a positive way. Keep the box with their favourite toys close at hand. Prepare some snacks. Let them play in an empty room, far from all the hubbub. Leave your pets in a closed room with their food and water bowls, cat litter, and baskets. Put a sign on the door asking the movers not to disturb them. Ensure the animals are wearing identity tags.

If you’ve hired a moving company, here is a tip: inspect your furniture before it leaves your home and check it again when it arrives at its destination. If there is any damage, ensure that it is clearly indicated on the invoice. Request a receipt if you have to pay the movers at the end of the day. Try to give yourself short breaks throughout the day. Drink some cool water and eat healthy snacks, such as fruit, nuts, and cheese, to keep up your energy levels and your morale.

Post-move priorities The first thing to do once everything is moved into your new home is to reward all those who came out to help you. Pizza, doughnuts, and refreshments are the classic treats for amateur movers. Take the time to thank everyone individually and, if you can afford it, offer them a token of thanks, such as a gift certificate. No matter what the amount, it’s the thought that counts. Psychologists say that once the move is over, you should set up young children’s bedrooms as quickly as possible. They should go to sleep surrounded by familiar objects, even on the first night. Their toys, their stuffed animals, and their security blankets will soon reassure and comfort them. As for teenagers, they’ll be happy to be involved in setting up their new bedroom. Perhaps you had the opportunity to clean and paint before moving in. If not, clean the bathroom and the kitchen cabinets first. Before launching into painting and renovating, take the time to carefully plan the logistics, including budget, amounts of paint or other materials to buy, and colour schemes. It is better to think things over for a few days than have to

live with a mistake for months, or even years. The organisation of storage space also requires some thought before you start putting things on shelves. After all, you want your new home to be neat and tidy, right? If space is cramped, you can shop for space-saving accessories to help you organize every room in your home.

Retail fuel prices fell four times during October as commodity prices fell for the fourth month in a row. Both petrol and diesel prices fell 8 cents per litre during the month, with the price of 91 octane ending the month on $2.14 per litre at most outlets, and diesel on $1.44 per litre. “The price of petrol is at the lowest it’s been all year, while diesel prices are the lowest they’ve been in eighteen months,” says AA PetrolWatch spokesperson Mark Stockdale. “While oil prices have fallen nearly 30 per cent since June to their lowest level since November 2010, the commodity price for petrol has dropped only 20 per cent in the last four months. With commodity prices making up less than 40 per cent of the retail price – and taxes 45 per cent – that would have equated to a 17 cent reduction in pump prices if the New Zealand dollar had not fallen more than 10 cents in the last few months. “If it wasn’t for the big drop in the exchange rate, Kiwi motorists would be paying closer to about $2 per litre for petrol,” Mr Stockdale said. The AA says that while fuel companies have passed on most of the reduction in the imported cost of fuel, its analysis suggested they could cut prices by a few more cents, especially on diesel. “Our monitoring of fuel company margins – the difference between retail prices and import costs and taxes – shows they are currently 3-4 cents per litre higher than the average margin for this year, and between 6-10 cents per litre higher than average margins during 2013,” Mr Stockdale added. Biometrics for booze buses The Minister of Police, Michael Woodhouse, says police have now launched the national roll-out of the Booze Bus Biometrics system. The Booze Bus Biometrics system will enable police to confirm within minutes the identities of people in the system whom they intend to charge with drink-driving offences by electronically scanning fingerprints, taking digital photographs, and comparing the data with existing police records. Mr Woodhouse says he expects the Booze Bus Biometrics system will be installed in all 21 police booze buses by the end of November.

Castaways hosts Indian launch Over the past week or two locals may have heard the roar of the ‘Indians’ passing through the streets of Waiuku. Some may have glimpsed them as they headed through town. Castaways Resort has been hosting the product launch for the latest model release of Indian Motorcycles – The Scout. The new Scout is the first of its type in seven decades so is a special release for the company and has attracted a lot of media attention. It’s noted as a contemporary yet classic interpretation of one of motorcycling’s most coveted and famous bikes, well known in New Zealand for its feats as the ‘world’s fastest Indian’ with Burt Munro at the helm. “A product launch of this type involves media participation and we have been hosting media from across the globe over the past week or two. “They have enjoyed dining and accommodation onsite along with product presentations in our function rooms and then head out for day rides as a group. “Their day trips included destinations like Kawakawa Bay and Kaiaua for some delicious Kiwi style ‘fish’n’chips’, says Kylie Hall, Castaways Resort Sales & Marketing Manager. Bikes were transported to and from the resort on a Scania truck and one of the bikes was installed in the Castaways’ presentation venue for display during the formal media presentations. “Our team have been working with the parent company Polaris who are based in America for some time in preparing this event, so it’s been fabulous to see it all unfold successfully and to hear the roar of the bikes as they head out of the resort each day. Sitting astride one of these gorgeous bikes just makes you want to head off on a getaway – they are awe-

The marquee was manned and kept secure and each day the Polaris team inspected each bike and serviced them in readiness for the next group of media riders. Hall notes, “The Polaris and Indian Motorcycle teams have been wonderful guests and it’s always fabulous to showcase our special slice of Franklin to overseas media. They are always blown away with the stunning setting we have here on the cliff tops at Karioitahi Beach and with how friendly the people of Waiuku are.” Castaways Resort hosts numerous product launches each year and are the triple award winners of the Best Nationwide Conference Venue Award and have received the TripAdvisor Certificate of Excellence Award in both 2013 and 2014.

Wharf access needed to develop Manukau Harbour - survey A survey on the use and tourism potential of the Manukau Harbour has revealed strong support for allowing public access to the Onehunga Wharf as a hub for community and visitors. The views are supported by Waiuku’s local board member Jill Naysmith, who is chair of the Manukau Harbour Forum. AUT University’s New Zealand Tourism Research Institute (NZTRI) surveyed 272 visitors to the area and 688 residents on behalf of the Manukau Harbour Restoration Society. Results show that the majority of respondents strongly agreed with the idea of developing Onehunga Wharf as a hub to provide facilities for passenger ferries, boat charters and water taxis to improve transport options and linkages across the Manukau Harbour. Visitors and residents were generally in favour of opening up Onehunga Wharf and both visitors and residents strongly disagreed with the suggestion to leave the wharf as it is. Survey responses also included suggestions on how the wharf could be developed including cafes, bars, restaurants and a fish market. “In the past the wharf served communities around the harbour. We see it playing this role again in the future, with a lively Onehunga as a hub for transportation, services and recreation, especially with the foreshore restoration underway”, says Jim Jackson, chair of the Manukau Harbour Restoration Society which commissioned the study.

Suggestions for the wharf included a location for marine-related industry, a museum, marine and harbour heritage education as well as a visitor centre. The majority of visitors completing the survey were Aucklanders from outside the Manukau Harbour area. The most frequently visited areas were the Waitakere Ranges, Waiuku and the Awhitu Peninsula and the Mangere-Otahuhu area. Visitors commented on the level of pollution around the harbour and poor infrastructure and facilities. “It is pleasing to see the

results from the survey show that visitors and residents support the vision and strategies the Manukau Harbour Forum has for the whole harbour and how important the wharf at Onehunga is to opening up the harbour to all the communities around it” says Jill Naysmith, Chair of the Manukau Harbour Forum. Results of the survey are on the Manukau Harbour Restoration Society website at www.mhrs.org.nz together with Phase 1 of the study which provided information on activities and amenities around the harbour.

The 2015 Head Students were presented to the senior school during the senior prizegiving. Deputy Head boy Logan Forrest, Deputy Head girl Kayla Jordan, Head Boy Bradley Hagan and Head Girl Nicole Scobie, Head Girl handed over

their roles to the new heads for 2015. The new Deputy Head Boy will be Aaron Lamont, Deputy Head Girl will be Shinae Warren, Head Boy will be Sam Yelchich and Head Girl will be Caitlin Browne.

New skills for local students Motorsport thrills for the crowds Three Waiuku Primary Schools have recently completed a six-week programme of skills development in the sport of rugby league. The programme is delivered by South Auckland-based T3 Sports and Team, which also teaches other sports including touch and tennis. The programme is designed to bring together the

smaller schools in clusters, allowing them to be trained during lunchtimes for six weeks, concluding with a game between the participating schools. This programme was delivered to Sandspit Road School, View Road School and Waiuku Primary and last week Waiuku Primary and View Road took part in a game at the George Street

grounds. A large focus of the training surrounds healthy lifestyles as well as sports skills, so the youngsters were put through a nutrition programme before taking to the fields to put their skills to the test. Below is some of the action as the young students enjoyed the challenge of what was, for many, a new sport.

The only thing you could hear over the screaming engines at the TR Group V8 festival at Hampton Downs was the noise of breaking bread. For the first time as a stand alone event, both of New Zealand’s premier Touring Car series (NZ Supertourers and NZ V8 Touring Cars) came together to race on the same bill in what is an encouraging sign of solidarity. In a real win for motorsport fans, both categories provided their own unique brand of racing throughout the three day event. Heading the line up was the NZ Supertourers class which boasts some of the rockstars of the sport amongst its ranks - Greg Murphy, Shane Van Gisbergen and this years Bathurst 1000 winner Paul Morris amidst an impressive 24-driver role call of local and international talent. First blood over the weekend was drawn by the championship leading combination of Van Gisbergen and Simon Evans in the first of three races. Starting from pole position in the immaculately prepared Smeg Racing Holden, the pair put in a devastatingly fast drive to shut out the opposition for a flag to flag victory. Greg Murphy and Jack Perkins finished second in the Mike Pero Real Estate entry after completing a lightning pitstop and in the process leap frogging the Hydralink team of Kiwi teen sensation Andre Heimgartner and Paul Morris who had lead them on the circuit. The notable size difference between the two drivers causing headaches when it came to the compulsory driver stops. “We lose five seconds every pit stop,” Morris said. Races two and three were both the identical 60 lap endurance format that threw up a few variables along the way. In race 2 Evans and Van Gisbergen again started from pole position, and after a flawless run from Evans over the first 30 laps they looked on course to crush the opposition again until drama struck.

Tim Gregory reviews the recent TR Group V8 Festival held at Hampton Downs. A slight touch on track bumped open the passenger door early on in ‘SVG’s’ stint, a cruel way to end their charmed run as the crew had two unscheduled stops to tape up the wayward door to avoid further penalties. M3 Motorsport’s Richard Moore and Australian V8 Supercar Driver Tim Slade pounced on their misfortune to record a narrow victory over stable-mates Murphy and Perkins. Heimgartner and Morris ran into early trouble but recored their second podium finish in a row by employing the smart strategy of pitting the car first and getting clear track position during the race. The feature race saw the luck of Smeg Racing return, with Shane Van Gisbergen putting on a master class to go register the teams second victory. “That made up for this morning,” a grinning Van Gisbergen said after winning the final race. “We had to work for that one – I’m pretty excited by it”. The sister cars of Moore/ Slade and Murphy/Perkins again proving fast, reliable and consistent to round out the top three. Second place enough to claim the overall round honours for the weekend for car 10. For Tim Slade in particular, the event win was a welcome result for what has proved to be a tough year for the Supercheap Auto backed driver in the Australian V8 Supercar series. On the other side of the pit complex the NZ V8 Touring Cars were providing many

Name the surf education mascot and be in to win Surf Life Saving New Zealand, along with its principal partner State Insurance, is calling on the public to help name its new Surf Education mascot. A competition, which runs through to November 14, encourages people to offer their naming suggestions, with one lucky winner receiving some great prizes including: • 5,000 Fly Buys bonus points for themselves and a $2,000 cash donation towards a primary school of their choice; • Surf Life Saving New Zealand will provide their chosen school with a free Surf to School session. To enter the competition,

visit www.surflifesaving.org.nz. The winner will be notified and announced on Friday, November 28. Surf Life Saving New Zealand provides surf education courses to primary school children nationwide. Beach Education is a full day programme for school groups where skilled Surf Lifeguards deliver the organisation’s curriculum-based learning of beach and surf safety at the beach. Their Surf to School programme brings qualified and experienced lifeguards to schools to teach kids important water safety and survival skills.

thrills and spills to the fans on the hills and apartments of the circuit. All eyes were on the car of defending champion Nick Ross, who introduced a brand new manufacturer to the championship - the Nissan Altima. With much anticipation Ross gained Nissans first win on New Zealand on the Sunday but only after two wins from fellow TLX (newer generation car) driver Jason Bargwanna who claimed the chequered flags in his Toyota Camry. In the TL segment (older generation cars) Kiwi racing royalty Craig Baird opened his championship with two class wins for Team Kiwi Racing, shading fellow Commodore driver Kevin Williams for overall line honours. Australian based drivers Bargwanna and Baird now lead the two divisions, and another two also dined out in the NZ V8 Ute series with championship leader Kris ‘Killa’ Walton and team mate Mason Barbera, both regular Queensland karters dominating the event that was dedicated to the tragic passing of Ute competitor Peter ‘Rocketman’ Robb who was killed when the helicopter he was flying came aground earlier in the week in Whanganui. Robb was on the entry list and in a nice gesture to their lost friend kept the front row of the grid empty in his honour. Of note for locals was the ground breaking performance of Waiuku driver Cory Holmes. Holmes won the second of three races for the newly formed SsangYong Actyon racing series. With a grid of 28 Utes and a lot of young up and coming drivers, this really underscores the talent Cory possesses and he will be right in title contention throughout the summer rounds. The event also featured several other crowd pleasing classes including the Central Muscle cars, the GTR-NZ championship and the Neapolitan open-wheel category known as Formula Libre. Those categories added both nostalgia and high technology, providing the perfect blend for race fans as the sport looks to create the ultimate blue print for its ongoing rounds. The next event on the calendar is the Fuchs 500 at Pukekohe scheduled for November 29 and 30. The weekend is expected to draw a large crowd and will feature the popular truck racing series which is returning to the famed circuit for the first time in 12 years.

Glaziers install or replace glass or mirrors in commercial or residential buildings, vehicles or boats. They may also create decorative glass features.
