OFFUTT COMMANDER'S MESSAGE

A supportive community Welcome to the BellevueOffutt Community, home of the “Fightin’ Fifty-Fifth!” The 55th Wing’s mission is to provide global information and electronic warfare dominance — any time, any place. Offutt Air Force Base is home to this critical warfighting mission. It is also the largest wing in Air Combat Command and host to 51 associate units, including Headquarters U.S. Strategic Command, 557th Weather Wing, 595th Command and Control Group and the Heartland of America Band. Together, Team Offutt works on behalf of the American people to ensure we meet the expectations of America’s senior leaders. For well over a century, Offutt has shared a proud heritage with the City of Bellevue. This is apparent in its beginnings as the base’s namesake, 1st Lieutenant Jarvis J. Offutt, was a local native. He was Omaha’s first air casualty of World War I. He died of injuries sustained when his aircraft crashed near Valheureux, France. In 1924, Fort Crook officially designated the airfield as Offutt Field. After World War II, the base was realigned under the Air Force, and renamed Offutt Air Force Base. Offutt has had many missions throughout the years; from reconnaissance balloons, to manufacturing bombers for World War II, strategic national defense, and to intelligence,

surveillance, reconnaissance, and electronic warfare. Through it all, the base has enjoyed the partnership of a great city such as Bellevue, and the camaraderie of its wonderful people. Today, Offutt AFB is highly active in the support of our National Defense as we conduct operations throughout the world. This past Christmas marked the 10,000th consecutive day of support to the United States Central Command. Additionally, our Airmen are actively engaged in a variety of other operations throughout the world. The local community is vital to our continued success, whether it is through the men and women who work on base, the local businesses that support our Airmen, or the local government which provides support to the base’s priorities. As I reflect on my first six months as commander, I am energized by the relationship our base has with the local community. Many consider this base to be one of the Air Force’s best-kept secrets, but I think the secret is getting out. The support from this military-centric community is second to none. Bellevue is located in Sarpy County, just south of Omaha in east-central Nebraska. Bellevue is bounded by the Missouri River on the east, Omaha on the north and Offutt Air Force Base on the south. Major Midwest cities are within a day’s drive or less: Kansas City, Mo., is 174 miles south on Interstate 29; Denver is 538 miles west on Treynor Interstate 80 and Chicago is 470 miles east on Interstate 80.

BELLEVUE HISTORY

Explore Nebraska’s birthplace 1822, Origins. About as early as Bellevue can concretely trace its origins as the oldest permanent settlement in Nebraska. A fur trading post operated by Joshua Pilcher was little more than a dot on the sparse landscape. Other fur traders soon followed. There was Lucien Fontenelle and his son Logan, the namesake of Fontenelle Forest. However, the most notable was Peter Sarpy. Sarpy was a jack-of-all-trades, fur trader, trading post proprietor, ferry operator, businessman, and county namesake. Fur could be sold for a variety of uses at great profit in thriving cities like St. Louis, Chicago, and throughout the eastern seaboard. 1855, Incorporation of Bellevue. Spurred by the premise of Manifest Destiny as well as greater historic events including the California Gold rush and the Mormon exodus, Americans migrated westward at a rapid rate in the 1840s and 1850s. Many of these travelers would pass through Bellevue, utilizing the ferry service of Peter Sarpy to provide them safe passage across the Missouri River. In an effort to encourage pioneers to stay in their fledgling community, Peter Sarpy aided in establishing the Bellevue Town Company, incorporating in 1855. 1857, Sarpy County established. In February 1857, Sarpy County of the Nebraska Territory was carved out of Douglas County. Bellevue residents felt that the politicians based in Omaha were not properly hearing their interests and they successfully petitioned to secede from the north. The first county courthouse was located in Bellevue and was utilized for county governance from 1857 until 1875. The building, which survived a tornado in 1908, is open to the public through scheduled tours. 1869, Bellevue Public School Beginnings. Known today as Mission Middle School, the site and aspects of the building originate in 1869. The school has had a number of names through the years: Bellevue School District #1, Main School Bellevue Junior/ Senior High and Bellevue Junior High following the opening of Bellevue’s new high school in 1962. Mission Middle School’s name honors Bellevue’s Native American heritage.

1896, First troops arrive at Fort Crook. Bellevue had struggled to survive as a community in the later decades of the 19th century but the commissioning of a new army installation on the outskirts of the village marked the start of a special relationship Bellevue maintains with the military. Named after veteran Civil War General George Crook, Fort Crook would play an important role in a number of conflicts including the Spanish American War and World War I. 1941, Ground broken for Martin Bomber Plant. Fort Crook was selected as a site for the Martin Bomber Plant during the onset of World War II. Ground was broken in March 1941. More than 2,000 bombers were produced at the plant, including the Enola Gay and Bockscar, which were used to drop atomic bombs near the end of World War II. At its height, the plant had a workforce of more than 10,000 employees, 40 percent were women. 1948, Re-designation of Offutt Air Force Base. In 1948, Fort Crook was re-designated Offutt Air Force Base after local fallen World War I pilot Jarvis Offutt. The installation took on a new set of challenges, contesting Cold War threats and serving as the headquarters of Strategic Air Command from 1948 to 1992. 1966, Bellevue University Established. Marine aviator and World War II veteran Bill Brooks saw the value of education but also realized the struggle to balance work and school. With these factors in mind, he helped to create a higher educational opportunity in Bellevue geared toward the non-traditional student. Young airmen at Offutt and working men and women who sought to advance their education were part of the first graduating class of 37. Brooks also was part of the first graduating class. Out of a military surplus metal Quonset hut Bellevue College, later Bellevue University, has grown to become a non-profit, fully accredited university with more than 50,000 graduates worldwide. — Ben Justman, executive director, Sarpy County Museum

Historical points of interest Historic First Presbyterian Church 2002 Franklin St. Built in 1856, the church is the oldest in Nebraska. The church was regularly used for 100 years from 1858 until 1958 when the congregation outgrew the building. It featured beautiful stained glass windows, 19th century locally crafted oak pews and an elevated pulpit. Fontenelle Bank 212 Main St. Built originally as a bank in 1856, Fontenelle Bank soon became the first Sarpy County Courthouse for the new county in 1857. It later served as Bellevue City Hall from 1875 through 1959. It has been restored to resemble its earliest historical days, complete with oak teller cages, walk in-vault, and period era items. Log Cabin 1805 Hancock St. The cabin, built in the mid-1830s is one of the oldest buildings in the state. The structure was home to a Native American Chief, an early Sarpy County judge, and a Civil War veteran and his wife. Older than nearly all similar log cabins and structures, the historic log cabin is on the National Register of Historic Landmarks. Train Caboose 2402 Clay St. The restored Union Pacific train caboose was relocated to the museum from nearby Springfield, Nebraska, and helps to honor the rich railroad history of Sarpy County. Train Depot 2402 Clay St. The oldest still standing train depot in Nebraska is adjacent to the museum. It was built in 1869 and relocated to its present location in 1987. It was built by the Omaha Southwestern Railroad and later served as the Burlington Railroad depot.

Cindy Dropinski and partner Jeff Pickett live in the Loess Hills in Iowa, far away from neighbors. So, she loves being involved with people in Bellevue where she works and spends most of her days. The community manager for the Pavilion at Twin Creek Apartments is the president of the Bellevue Chamber Ambassadors. Dropinksi was named “Ambassador of the Year” by the Bellevue Chamber of Commerce for her work last year as vice president. She’s a first-time recipient. Dropinski attended every event she could last year, which in the summer usually involved two outings per week. Things like ribbon cuttings, ground breakings and other outreach events. For some, attending lots of events might be a chore. But not for Dropinski, who has three adult children. She became involved as a way to meet people for her business and get to know people in the community. “Honestly, I loved it,’’ she said. “I’ve truly gained not just business contacts and relationships but lifelong friends.’’

“I was in total disbelief that I was picked for this award,” said Roger Cox, community relations officer for the Bellevue Police Department. “There were so many amazing people worthy of this award. I feel humbled and blessed to be recognized.” Cox has been an active Chamber member for about five years and appreciates the work it does for the community. Among his many duties in his civilian role for the police department, Cox is responsible for community outreach. That role puts him at many events in which the Chamber has an impact as well. Even when he isn’t on the job, Cox enjoys being an advocate for the police department and the overall Bellevue community.. “I love helping the community,” he said. “We try to stay connected,” Cox said of the police department. “And, if we see a need, we try to find a way to fill that need.”

Marathon Ventures Inc. has gotten such wonderful support from the City of Bellevue that the food processing and packaging company is determined to return the favor. “We’re very appreciative and take very seriously our responsibility to be a good corporate citizen and community partner,’’ said President John Larsen. Marathon Ventures supports the fund-raising activities of several local organizations, donating gift baskets and hosting such events as the Salvation Army Kettle Kickoff. The organization is active in Bellevue Chamber of Commerce events and Larsen is on the board. The company, which last year earned a Small Business award, also has made a significant effort to improve its landscaping to promote the look and feel of Fort Crook Road. The corporate headquarters moved there in 2013 and the production facility followed the year after. Larsen said the landscaping work will continue as Marathon redevelops the former No Frills Supermarkets property next door. “It’s just a fundamental need to give back,’’ Larsen said. “We’re trying to be a good partner.’’

He is a member of the Bellevue Community Foundation, benefiting the diverse needs of Bellevue by providing financial support, involvement and service. He recently made it possible for Bellevue East and West High School youth to be safer and have better protection while playing football. Hansen opened his first DJ's Dugout in 1993 in Bellevue. Today he is operating a chain with six locations. Hansen enjoys helping to move the community forward.

Farm to Market Home started with a personal collection of antiques. Proprietor Courtney Kline, who also owns Hands of Heartland, was trying to shrink her collection when the idea for the store was born. Kline also wanted the community to know what clients of the nonprofit are capable of handling. “They can do anything,” she said. Clients of Hands of Heartland get career training at the store, which sells home décor and more. There is also a garden center that operates in spring and summer. “We do on-the-job training here and then help them find a job in the community,” Kline said. One facet of training is self-empowerment. “The goal is to teach them how to be in business for themselves,” Kline said. The store has been open for two years, and Kline was surprised by the award. “It made me very proud of what we’ve accomplished so far,” Kline said.

When natural disasters strike, it’s hard to know who to trust for roof repairs. Family-owned White Castle Roofing wants to be that company. “We try very hard to let the community know we’re a local company, we’ve been around a long time, and we are here to stay,’’ said Charissa Hansen, community relations coordinator. Her father-in-law, Mike, helped start the company in Lincoln in 1985. She and husband, Jake, work out of the southwest Omaha facility that serves Bellevue. It opened in 2013. The company is proud of its community involvement. White Castle has participated in Habitat for Humanity builds and fundraising. With its roof rescue, it provides free roofs for three needy homeowners each year. It also includes homeowners in the charitable contributions it makes monthly.

BELLEVUE LIVING Because of the presence and influence of the base, Bellevue has a good supply of affordable housing, which is mostly attributable to the post World War II home construction and steady supply of military personnel at various pay grade levels. The market has catered to this type of buyer for decades, which led to a good range of home prices. Bellevue is literally 10 minutes from downtown Omaha and is a viable option for those not wanting to drive 20 to 40 minutes to work each way every day. BELLEVUE HEALTH CARE opened in October 2016. After a re-licensing and renovation process, Pospisil said, inpatient beds on the hospital's fourth floor were available in July 2017. The total number of beds on the third and fourth floors is 72. “That's been a great expansion,” he said. As far as services go, Pospisil said, two main areas have really developed – cardiovascular and breast cancer care. A new multidisciplinary breast clinic offers comprehensive care for breast cancer patients. Nebraska Medicine operates other similar clinics in the metropolitan area, but Pospisil said there was a need for this program in Bellevue. A team of experts – oncologists, plastic and reconstructive surgeons

and more – develops a care plan based on the patient's individual needs, Pospisil said. Those doctors can treat their patients throughout the whole process. “It's a great approach to delivering amazing care to patients with breast cancer,” he said. The hospital's cardiovascular care unit is expanding, as well. Pospisil said multiple cardiovascular specialists now are doing clinic work in Bellevue versus one or two on site previously. For less serious conditions, such as a muscle sprain, fever or sore throat, more and more patients are visiting the Immediate Care Clinic on campus, Pospisil said. “It just continues to grow over time,” he said.

Physical Therapy

If you need more long-term treatment, you may need to see a physical therapist. The folks at Makovicka Physical Therapy can help. They just opened a new location in Bellevue at 555 Cornhusker Road, Suite 207. Kathy Byrnes, director of business development, said the facility is Makovicka's 10th location in nine years. “I think they really put a lot of thought into where they're going with their locations,” Byrnes said. Also expanding its services in Bellevue is OneWorld Community Health Centers. The clinic, 2207 Georgia Ave., has both full- and part-time medical and dental providers. “It's a relatively new clinic and doing quite well,” said Andrea Skolkin, OneWorld's chief executive officer. She said the organization is seeing an increase in the number of patients in Sarpy County for various healthcare needs, particularly dental care. The Bellevue clinic will soon operate five dental chairs instead of three, Skolkin said. Although local residents do visit OneWorld's headquarters in South Omaha's Livestock Exchange Building, she said, the new, smaller Bellevue facility offers “a more cozy environment” for patients.

Hoogeveen Chiropractic Wellness Center, 1301 Fort Crook Road, is another growing option in the local health-care industry. While chiropractic is the mainstay of the Hoogeveen family business, massage therapy and fitness classes are also available. Since Dr. Gregg Hoogeveen and his son, Dr. Adam Hoogeveen, opened the current HCWC in 2012, Gregg's daughter, Dr. Brooke Harre, and son-in-law, Dr. Logan Harre,

have joined the team. “The mentorship that both my husband and I get from my dad and brother has been phenomenal,” Brooke Harre said. She said her practice has grown due to her recent certification in pediatric and prenatal care from the Academy Council of Chiropractic Pediatrics. “This helped get the word out that chiropractic care is for the whole family,” she said. BELLEVUE ARTS SCENE The creative thread that weaves through the Bellevue community seems to be everlasting. For decades, artists have found enrichment in the Bellevue Little Theatre and the Bellevue Artists’ Association.

The Bellevue Little Theatre's staged "Little Shop of Horrors" during the 2017-2018 season. The theatre has been in the heart of Olde Towne since 1977.

Bellevue Little Theatre

Volunteers have made Bellevue Little Theatre, 203 W. Mission Ave., a recognized name in the greater metro community. Founded in 1968 by a volunteer board of directors, the theater is in its 49th season. For the first eight years, the community theatre staged its shows at restaurants and schools, including Bellevue University. Today, it’s a consistent winner of Theatre Arts Guild awards for quality productions. In 1977, the board purchased and renovated the 244-seat, 1940s-era Roxy movie theater building in Olde Towne. In 1992, the adjacent building was purchased for dressing rooms. The box office and a thrift shop, established 20-plus years ago, operate with an all-volunteer staff. Professional actors and musicians are hired for performances.

Bellevue Artists Association

Organized in 1974, the Bellevue Artists Association works to keep the art scene hopping in the city. The association welcomes new artists, professional artists and those in the middle. Through classes, art shows and contests, the club works to educate and promote art in Bellevue. Monthly meetings include an Artist of the Month competition. Making Bellevue a safer place The Bellevue Public Safety Foundation, in concert with Bellevue Police and Bellevue Fire and Rescue, identifies needed programs, equipment and technology within the community and creates partnerships with local business, residents and community members to meet those needs. The foundation is dedicated to providing the Bellevue Police and Fire and Rescue Departments with supplemental resources needed to enhance the quality of life of Bellevue residents and community members. The foundation hosts several signature fundraisers each year, including a golf tournament and soup competition. Coming together to make the city beautiful Bellevue is becoming greener by the day, thanks to a volunteer initiative that was started by the City Council in 2009 and became Green Bellevue, a 501(C)(3) nonprofit organization in 2010. The focus of Green Bellevue is “to promote a more beautiful and environment-friendly community.” Educational programs are offered free to the public at monthly Green Bellevue meetings. Trees and Gardens

Designated by the Nebraska Statewide Arboretum as a Community Arboretum and by the Arbor Day Foundation as a Tree City USA, Bellevue has 2,000 acres of forest within its city limits. Since 2009, Green Bellevue has been applying for tree-planting grants and organizing spring and fall tree planting efforts, which have resulted in the addition of more than 975 trees in public areas. It also has partnered with Fontenelle Forest to educate the public on controlling invasive species. Green Bellevue recruits volunteers to maintain and plant public gardens. Its largest undertaking is the design and installation of a series of rain gardens at the Eastern Nebraska Veterans Home. The largest project of its kind in Nebraska, it captures and naturally filters and prevents more than 5 million gallons of runoff from eroding Quail Creek. Other gardens include Everett Park, Gemini Park and the butterfly garden at Bellevue Public Library.

The Sarpy County Earth Day celebration is held the last week of April at the BPS Lied Activity Center and provides community members of all ages a chance to learn about caring for the environment. Featured are youth activities, local food, an athletic event, an indoor expo with many exhibitors, outdoor activities, and a youth Fashion Trashion Show. This event highlights opportunities to get involved in our community. The April 29, 2018, event will feature a special educational session organized by the City of Bellevue and an eco-friendly auto showcase.

In 2016, the Sarpy County Landfill was closed. Today, garbage is taken to a landfill in David City, almost 60 miles away. As a direct response to the 2013 announcement of the closure and lack of local landfill infrastructure, Green Bellevue began a grassroots effort to join forces with Sarpy cities to â&#x20AC;&#x153;Lighten the Load to the Landfill.â&#x20AC;? With an intention to increase Bellevueâ&#x20AC;&#x2122;s recycling rate, in 2015 the City of Bellevue launched a successful solid waste pilot program that has achieved an increase in recycling by more than 12 percent. This program is set on increasing Bellevueâ&#x20AC;&#x2122;s landfill diversion numbers; you can find more information about this program at www.bellevuesolidwaste.net. From mid-May until mid-November, Bellevueâ&#x20AC;&#x2122;s Avenue of Flags flies proudly. Volunteer Don Stevens, Mayor Jerry Ryan and the Greater Bellevue Chamber of Commerce started the program in 1999. American flags, thanks to the generosity of donors, have lined Mission Avenue and Franklin Street in Olde Towne, Galvin Road and a stretch of Highway 370. Due to wear and tear, many flags, poles and hardware must be replaced each year. A donation of $65 helps buy a replacement flag. Make checks payable to the Bellevue Economic Enhancement Foundation. Omaha National Cemetery

A national cemetery opened near Springfield in summer 2016. The 263-acre cemetery occupies ground purchased by the National Cemetery Administration in 2012 for $6.2 million. It is located at 14250 Schram Road, which is the intersection of Highway 50 and Schram Road. The first interments took place in the fall 2016. Burials are restricted to in-ground burials for caskets and cremation urns. Services include above-ground placement for cremated remains. Veterans, their spouses, their children younger than 27, and children of any age who developed a disability before reaching the age of maturity are all eligible for burial at the cemetery. Cemetery benefits include the opening and closing of the burial plot, the plot itself, the marker, any inscription, and perpetual care.
