Working for Bellevue Welcome to the Bellevue-Offutt community and the greater metropolitan area of Sarpy and Douglas counties — one of the best places in Nebraska to live, work and to raise a family. The Bellevue-Offutt community is an eclectic mix of retail business, military, defense industry, banking, health care, education and food service with a sprinkling of entrepreneurial diversity thrown in for good measure — all working together for the common good. The Bellevue Chamber of Commerce understands that in order to have a strong economic environment, you must have a strong community that supports and encourages growth and innovative thinking. We are truly blessed in Bellevue to have leaders, business owners, educators and a wealth of private citizens who recognize that we all share in the responsibility of creating economic success and stability as well as a healthy community environment for our children and future generations. For the past 52 years, the Bellevue Chamber of Commerce has diligently worked to fulfill the mission to create, enhance and promote the economic environment, employment opportunities and the quality of life in our community, and to advocate and create solutions for business and community issues. The chamber is involved in numerous projects throughout the year that benefit our community. A prime example is RiverFest, an annual summer affair that brings our community together for a regional barbecue competition, family fun and festivities throughout the day, and the area's leading musical festival in the evening. The chamber sponsors Bellevue First — Bellevue Now, showcasing local businesses and restaurants. In addition, we co-sponsor a one-of-a-kind Runway Run where a 7K course includes Offutt AFB

and its runway for all participants. The chamber works with other local civic and private groups to encourage new business development, to create awareness of problems facing our community, to develop potential solutions, to be a source of information and support for business owners, and to maintain and enhance the good that is Bellevue-Offutt community. An unwavering community Welcome to the Bellevue-Offutt Community, home of the “Fightin’ Fifty-Fifth!” The 55th Wing provides dominant intelligence, surveillance, reconnaissance; electronic attack; command and control; and precision awareness to national leadership and warfighters across the spectrum of conflict any time, any place. Offutt Air Force Base is home to the largest wing in Air Combat Command and hosts more than 50 associate units, including Headquarters U.S. Strategic Command and the Air Force Weather Agency. Since the base was first founded in 1890, Offutt has enjoyed a positive relationship with the local community. Although our military demands have changed in an ever-evolving world, the support we receive from the community has been unwavering. From settling the western United States to promoting freedom and democracy throughout the globe, we have risen to every challenge and together we will continue to do so in the future. This is our fourth assignment to Offutt AFB and our family has embraced this wonderful community as our home. The local area has the reputation of being one of the nation’s best military communities, and I see evidence of this

BELLEVUE AT A GLANCE Major Roadways Navigating the city is easy. The Kennedy Freeway is the primary north-south route through town. Omaha and Interstate 80 are at the northern edge; Offutt Air Force Base is at the southern edge. Fort Crook Road is an important north-south thoroughfare that runs the length of the city. Location Bellevue is located in Sarpy County, just south of Omaha in east-central Nebraska. Bellevue is bounded by the Missouri River on the east, Omaha on the north and Offutt Air Force Base on the south. Major Midwest cities are within a day’s drive or less: Kansas City, Mo., is 174 miles south on Interstate 29; Denver is 538 miles west on Interstate 80 and Chicago is 470 miles east on Interstate 80. Population During the 1990s, Bellevue’s population grew nearly 48 percent. Today it is Nebraska’s third-largest city, with more than 54,000 residents, according to the latest census figures. Climate Bellevue enjoys four seasons, each with ample opportunity for outdoor recreation. Biking, hiking, boating, swimming and fishing are popular warm-weather pastimes. At 985 feet above sea level, temperatures average from 29 degrees in January to 85 degrees in July. You can expect an average 28.5 inches of rainfall annually and just more than 32 inches of snowfall. Government The city’s municipal form of government is led by the Office of the Mayor. If you're thinking of starting a business or want to strengthen your bottom line, the chamber has it covered, from tips on managing finances or putting a new business owner in contact with experts to help them connect the dots. “We can help you from start to finish,” said Jim Ristow, president and CEO of the Bellevue Chamber of Commerce. Through marketing opportunities such as website exposure, member connection programs, business referral service and more; and business-to-business opportunities such as luncheons, morning and afternoon networking gatherings, Bellevue Young Professionals group and more, the chamber works to help increase exposure of local businesses. The chamber also acts as a resource center and offers personal assistance to benefit local businesses. “We help them find the resources they may or may not know that are out there,” Ristow said. Another area of help the chamber offers is business education. The chamber offers professional development training, leadership training and membership orientation. The chamber can act as a liaison for a business with the city, help with business plan modeling, or point entrepreneurs to experts in financing, either through incentives, loans or the Small Business Adminstration. The staff at the chamber also is available to mentor, if that is something that is needed. “No idea is too far-reaching for us to help launch or keep a business running,” Ristow said. The chamber also is involved with military and government affairs. It acts as both an advocate for chamber members and

as a source of information for government and community issues that directly impact local businesses. “We are active, too, in recruiting business,” Ristow said. The chamber looks for companies that would be a good fit for Bellevue and that would fill an underserved need. The chamber also acts as a welcome mat to the community by helping those who are new to Bellevue get introduced to the community. “Networking has a more far-reaching benefit than people realize,” Ristow said. And for even more networking and community involvement, the chamber plays host to several community events throughout the year, including the Nebraska'a Official Veteran's Parade, Runway Run, RiverFest, golf outings and more. — Tom Knox

Carey is a fourth-generation car dealership owner. And together, the couple have been in the business for more than 30 years. Her father, along with General Motors, helped them get started in the business when they bought their first dealership in Grand Island in 1981. They eventually sold the Grand Island location, but still have dealerships in Kearney and Bellevue. They split their time between Grand Island — where they still have a home — Kearney and Bellevue. However, they find themselves in Bellevue more often to be with their grandchildren. “I love to babysit the grandkids,” said Carey. Brian graduated from Bellevue Public Schools, so they have strong ties to the area. But wherever they are, they find themselves getting involved with community events and nonprofit organizations. They also work to be active with the Bellevue Chamber of Commerce. The staff at the chamber are “forward-thinking and ambitious. They play an important part in Bellevue’s growth,” Carey said.

Leadership Bellevue — Partners In Excellence Leadership Bellevue’s mission is to identify, educate and inspire leaders to serve the Bellevue-Offutt community. The program began almost 30 years ago and has close to 400 successful graduate leaders. Leadership Bellevue is designed to sharpen leadership skills by helping participants sense what Bellevue needs. The program exposes future leaders to the past, present and future of the community by combining presentations by current leaders, tours, panel discussions and dialogue between participants and community decision-makers. The goal is to bring participants face to face with the challenges Bellevue is meeting and to

inspire them to accept responsibility for providing necessary leadership. Each session during the 10-month program is a full day. Social opportunities encourage participants to become better acquainted and foster mutual interests in working together to address challenges facing this progressive, growing community. Leadership Bellevue is a springboard into community awareness and leadership. Leadership Bellevue is coordinated by the Bellevue Economic Enhancement Foundation in partnership with the Bellevue Chamber of Commerce.

As a representative for Ward 1, Houghtaling is a strong advocate for Olde Towne and the

Houghtaling also works nationally in the battle against diabetes and was a leader in Bellevue as president of the city council. He enjoys traveling and attending sporting events around the country. He attended public schools in Bellevue, and Bellevue University. Elias’ passion is computers, and he got started in the field about 20 years ago. He had a desire to share his knowledge with others, so he created a website where he wrote instructional articles about computer repair. Finding he was getting a good response to his website, Elias said he thought, “what if I took all this knowledge and took it to brick and mortar?” That vision came to life on Feb. 14, 2011, when Elias opened his computer repair shop in Bellevue. “There’s nothing we’ll shy away from,” he said about troubled computers. Elias said he likes the small-town feel of Bellevue, while still having access to anything needed. “I’ve got five kids to raise, and this is a great place to raise them,” he said. With his strong attachment to Bellevue, Elias has cemented that bond even further by belonging to the Bellevue Chamber of Commerce. “They’re awesome at what they do,” he said.

NEBRASKA’S OFFICIAL VETERANS PARADE

Each November, patriotism invades Mission Avenue in Olde Towne Bellevue for Nebraska’s Official Veterans Parade. Celebrating its 12th year, the tribute honors representatives of most military branches, along with veterans from recent wars and conflicts. An Air Force flyover marks the start of the parade and sets the tone for a morning of patriotic pride unparalleled in the region. The parade typically draws more than 100 entries, including impressive participation from Offutt Air Force Base. This year’s parade is November 9.

Bellevue: A brief historical overview There was a time when presentday Bellevue was little more than open prairie and woodland. Fewer than 20 years had gone by since the Lewis and Clark Expedition had passed and returned through the area. Native Americans, members of the Otoe and Omaha Tribes, lived near the Missouri\

River and Papillion Creek. A furtrading post operated by Joshua Pilcher was not much more than a dot on the overall landscape. The year was 1822, about as far back as Bellevue can concretely trace its origins as the oldest permanent settlement in Nebraska. As a result of its connection with the Missouri River, by the

1830s Bellevue experienced the first of many of its booms. The fur trade was flourishing and Bellevue served as a springboard for many traders and trappers headed westward. The town was the point of embarkation for goods enroute to St. Louis. Spurred by the growth, fur trader and perhaps Bellevue’s best candidate for city father, Lucien Fontenelle, built a larger trading post in 1832, selling the former location to the federal government for use as the Missouri River Indian Agency or Bellevue Agency. Following the death of Lucien in 1840, his son, Logan, returned to the territory and served as an interpreter for the U.S. Government. Logan’s mother was a daughter of Chief Big Elk of the Omaha and Logan would eventually become chief himself in 1853. Logan also worked for Peter Sarpy, a businessman and ferryboat operator. Sarpy brought scores of people across the Missouri River on their journey west, including fortune seekers during the California gold rush and Mormons headed for Utah. He also aided in establishing the Bellevue Town Company, with the town officially organizing in 1856. Success has not come without setbacks. Bellevue was passed over for capital of the Nebraska Territory and as a selection site for the Transcontinental Railroad. Bellevue also encountered hardship in the years that followed. dwindled and led to relocation of the county seat in 1875. Yet in an era where ghost towns were common, Bellevue prevailed. The resurgence of the community was the result of two major factors. Bellevue College, a fouryear university for men and women, opened in the fall of 1883. The second element was the commissioning of Fort Crook by the War Department in 1890, with construction taking place between 1894 and 1896. Named after the late Gen. George Crook, the fort played an important role during the Spanish-American War. With the coming of the Second World War, Fort Crook was selected as the site of the Martin Bomber Plant. Thousands of bombers were produced here during the war, including the Enola Gay and Bockscar, the planes used to drop atomic bombs near the end of World War II. Fort Crook was renamed Offutt Air Force Base, after Jarvis Offutt, a World War I pilot killed in France. The base took on a new set of challenges contesting Cold War threats and served as headquarters of the Strategic Air Command from 1948 to

1992. Today, Offutt Air Force Base is home to the 55th Wing, the Air Force Weather Agency and United States Strategic Command. From its beginnings as a cluster of buildings associated with a trading post to its status as third-largest city in Nebraska and a significant economic player, Bellevue has been on a remarkable journey. The city has not only a rich local history, but one that is intertwined with history on a national and even international scale. Most of all, the history is something we should be proud of.

The Bellevue Depot was moved to its present location at the Sarpy County Historical Museum in 1970.

OLDEST STANDING STRUCTURE IN BELLEVUE This log cabin, built in the 1830s, is the oldest standing structure in Bellevue. After the death of Josephine Mountain, its last resident, it was purchased by the Sarpy County Historical Society. It has been placed on the National Register of Historic Places. The property is at 1805 Hancock Street.

Avenue of Flags With American flags going up in mid-May and flying until mid-November, some of Bellevue’s main streets are transformed into Bellevue’s Avenue of Flags. Since 1999, the American flags, thanks to the generosity of donors, have been flown proudly along Mission Avenue and Franklin Street in Olde Towne and also along Galvin Road. Over the years, The Avenue of Flags has continued to expand west along Highway 370. The number of flags have fluctuated each year, directly reflecting the level of participation of business and community members of Bellevue. Organized by the Bellevue Chamber of Commerce, and pulled off by many volunteers, this yearly patriotic display is in honor of current service members and veterans of the United States military.

Play ball Bellevue is home to the Champions Village, a Girl’s Fast Pitch Softball and Boys Baseball Complex built in partnership with the city of Bellevue. The teams are housed and fed on site in team clubhouses and compete with other teams from all over North America. Teams have come to compete from as far away as Australia. Weeklong tournaments are held in June during the NCAA College World Series under the banner of Omaha Champions Village. The girls take over in July with Chicago Bandit players coming in to give instructional sessions along with the softball tournaments. The forest’s 26 miles of trails and a mile-long barrierfree boardwalk allow visitors to enjoy the beauty of the natural surroundings. Bellevue also has several other trails. The longest is the Keystone Trail, which begins in Haworth Park and stretches 16.2 miles to northwest Omaha. The Bellevue Loop veers off the Keystone and follows a levee above the Missouri River to the mouth of the Papio Creek.

Fontenelle Nature Association Founded in 1913, FNA is one of Nebraska’s oldest conservation organizations and one of the largest private nature centers in the United States. The properties encompass nearly 2,000 acres of forest, prairie, waterways and wetlands along the Missouri River in the geographically significant Loess Hills. Fontenelle Forest Nature Center is designated as a National Natural Landmark with the U.S. Department of the Interior and is listed on the National Register of Historic Sites. Notable historic sites that are located within FNA properties include more than 70 Nebraska Phase Indian lodge sites; the trading post of Manual Lisa and Lucien Fontenelle; and a portion of the Mormon Trail. There is also reference in the journals of Meriwether Lewis and William Clark to a five-day encampment along the Missouri River, which is widely held to be located in Fontenelle Forest. Bellevue Little Theatre packs big punch The Bellevue Little Theatre, 203 West Mission Avenue, has been entertaining audiences for more than four decades. The marquee changes several times each year with announcements of the latest comedy, drama or musical playing on its revolving stage. Sarpy County’s only performing arts center, the theater continues to thrive. During its first eight years, productions were held in restaurants, schools and at Bellevue University. In 1977, the board purchased and renovated the 244-seat 1940s Roxy Movie Theater building. In 1992, the adjacent building was purchased to serve as dressing rooms. The thrift shop/reservation center, which is more than 20 years old, is operated with an all-volunteer staff and is currently located in the theater building. Bellevue is very proud to be home to two LEED-certified buildings – Bellevue Medical Center and the Air Force Weather Agency at Offutt AFB. Once inside, they’re impressed by the massive atrium with its glowing light coming in, as well as the overall modern design and look of the adjoining offices. Its construction and design is truly inspirational.” A great deal of planning goes into the construction of a LEED building, including where and how to situate the building on a piece of land. Zuccarello said the AFWA building design was shifted 90 degrees during planning to maximize the light coming through the windows while reducing the effects of the afternoon summer sun. He said the outer glass has highly efficient window glazing and sunshades to keep energy usage to a minimum. Light shelves on the outside of windows help bounce the natural light farther into the facility. All lights in the building use occupancy sensors and are able to sense the amount of natural light, dimming accordingly and using less energy. During construction of the Bellevue Medical Center, the eco-conscious theme was carried throughout the facility, from the building’s design to the use of natural resources to create a soothing environment that enhances healing while promoting a general sense of health and well-being. GREEN BELLEVUE

Making the community a better place In 2009 a seedling was planted in Bellevue that in less than four years has blossomed into a lush garden aptly named Green Bellevue. Bellevue carries the unique distinction as the only city in Nebraska to have a 1,400-acre forest within its city limits and through the efforts of Green Bellevue has earned the designations as Bellevue Community Arboretum and a Tree City USA. While Green Bellevue has a clear interest in the city’s landscape and the nurturing of Bellevue’s trees, the organization has branched out in several directions to fulfill its mission of “Coming together to ensure a more beautiful and sustainable community.” About 33 percent of the average person’s trash comes from yard waste and kitchen scraps. Green Bellevue can teach you how to turn that garbage into compost. Don Preister, president of Green Bellevue, said the organization has produced films and offers demonstrations on composting and will feature even more composting ideas at the organization’s Earth Day Celebration on April 21. Though recycling and composting are a large part of Green Bellevue’s educational curriculum, the organization has identified several other initiatives. One such initiative has the goal of Bellevue becoming certified as a National Wildlife Federation Certified Community. A second initiative is Green Bellevue Trails, which is designed to connect neighborhoods through interlocking trail systems. the attention of Bellevue’s youngest citizens and set them on a path of lifelong environmentally-friendly living. The Green Schools initiative uses the talents of current and former educators. • Know Your Farmer, Know Your Food encourages the support of local farmers as well as local farmers markets. “We develop our farmers market as a family activity,” Preister said. Bellevue’s Farmers Market is held on Saturdays in Washington Park beginning in late May and runs throughout the summer. A big thank you

Since 2001, Walmart employees have been writing giant messages on fields near Offutt Air Force Base. In 2012, the field in the northwest corner of Highways 370 and 75 was the spot for the message, “THANK YOU FOR OUR FREEDOM,” which took about four days to create. Thirty workers, 2,500 pounds of flour and 500 wooden stakes were required for the letters to be plowed into the dirt. The message is so large, it takes up the area of 35 football fields. Here, Tim Malik, poured flour while Greg Cook marked the spot with a wooden stake as part of Walmart’s annual thanks to the military.
