Bellevue

Take a hike at Fontenelle Forest on its many trails.

A

s the “Birthplace of Nebraska,” Bellevue offers a wealth of history to be explored in self-guided tours that take you to the state’s first bank and oldest church, an early cemetery and more. Bellevue began as a fur-trading post in 1822 only to see slow growth for the next 120 years. The opening of the Martin Bomber Plant at Offutt Air Force Base brought the city’s first population explosion in the 1940s and 1950s. Then as now, Offutt plays an integral role in Bellevue’s development, first as home to the Strategic Air Command and now the U.S. Strategic Command. The base welcomes thousands of people to its Defenders of Freedom Open House and Air Show, with the Air Force Thunderbirds or the Navy Blue Angels flight demonstration teams usually the featured attraction. Proud to be on the Lewis and Clark Trail, Bellevue commemorates the expedition with a Lewis and Clark Children’s Interpretive Art Wall on permanent exhibition at Haworth Park. Eight feet tall and 65 feet wide, the wall features expedition-themed artwork by more than 700 elementary school children from Illinois to Washington. The Missouri River explored by Meriwether Lewis and William Clark continues to play an integral role in Bellevue’s growth and development. The city currently is turning American Heroes Park along the riverfront into a first-class, 70-acre regional attraction that will eventually include a fishing lake, trails, a 300-seat amphitheater, a community center, a museum and a 6

restaurant. Haworth Park is home to the annual RiverFest celebration, a summertime festival of food, music and family fun that has developed into one of the metro area’s major events. Bellevue had added two splash pads to its long list of family-friendly recreation options. The city’s extensive park system includes soccer, football and baseball fields, walking and biking trails, and plenty of facilities for cookouts and picnics. For nature lovers, there is Fontenelle Forest Nature Center with more than 1,400 acres of woods and wetlands and 17 miles of walking trails. The Katherine and Fred Buffett Forest Learning Center is a must-see for its architecture and yearround exhibitions and special programs for members and nonmembers alike. Plus, the Raptor Recover program that rescues and rehabilitates birds of prey has some birds on display at the center. Nationally acclaimed Bellevue University continues to expand. Its main campus has gained several major buildings in the last five years, plus a new Bruin Boulevard. Bellevue is home to the Eastern Nebraska Veterans Home, a state-of-the-art facility catering to the men and women who have served our country. Nebraska Medicine Bellevue, the city’s first full-service public hospital, opened in 2010. New shopping venues, a combined hotel and conference center, and first-rate recreational opportunities all help make Bellevue a gem of a city in eastern Nebraska.

Offutt Air Force Base

Offutt Air Force Base is home to many units, including the 55th Wing and U.S. Strategic Command.

O

ffutt Air Force Base has long played a major role in Sarpy County history and in American military history overall, beginning with the construction of Fort Crook in the same area that is now home to Offutt. The base is named for 1st Lt. Jarvis J. Offutt, who was an Omaha native. He was Omaha’s first air casualty of World War I when his aircraft crashed near Valheureux, France. In 1924, the airfield was officially named Offutt Field. After World War II, the base was put under the Air Force, and renamed Offutt Air Force Base. At one time, the base was home to the Glenn Martin-Nebraska Bomber Plant, where a number of Boeing B-29 Superfortress bombers, including the Enola Gay and Bock’s Car, which dropped atomic bombs on Japan in World War II, were built. Home to a number of units, Offutt Suburban Newspapers Inc.

is most notably called home by the 55th Wing, as well as U.S. Strategic Command, the 557th Weather Wing, 595th Command and Control Group and the USAF Heartland of America Band. The base is a hub for about 5,400 military members, about 5,000 civilian workers and about 9,000 military family members, a total of about 19,400. Additionally, there are more than 43,000 military retirees within 150 miles of the base. Offutt’s economic impact on the community is estimated at $1.7 billion (2016). More than 50 defense companies do business in the Bellevue-Offutt community and employ more than 2,700 people. It’s because of the city’s high-tech labor pool, dependable utilities, extensive telecommunications system and urbanized infrastructure that Offutt AFB and the Bellevue-Offutt community have stayed strong.

BASE INFORMATION Office of Public Affairs 402-294-3663 Michael H. Manion Colonel, USAF Commander, 55th Wing

The base is seeing big projects. The Pentagon has sunk about $1.3 billion into the construction of a massive new headquarters for the U.S. Strategic Command. And a runway improvement project is expected to cost between $50 million and $100 million.

Gretna

Peterson Park plays host to several events during Gretna Days, including the Sunday picnic and water balloon slingshot game.

I

t’s no wonder Gretna is one of the fastest-growing cities in Nebraska. Located midway between Lincoln and Omaha along the I-80 corridor, Gretna balances a small-town atmosphere with a variety of amenities. The city’s historic downtown along McKenna Avenue boasts red brick streets and is home to City Hall, the Gretna Public Library, several churches and many local businesses. Nearby Peterson Park is one of several city-owned recreation areas. Leo Royal Park got new playground equipment in 2017. The city also has soccer fields at the Fields at Gretna complex, where more development is planned. North Park offers other recreational opportunities for residents. The Gretna Public Library provides a wide variety of services at its main location and an additional branch especially for children. The city has purchased about eight acres of land at the intersection of Angus and 204th Streets for future use. The city has completed a study for a new library and community center on the site. Further research is being done on structural options Suburban Newspapers Inc.

and cost targets. Gretna Public Schools reported record enrollment, and is projecting there will be more than 5,300 students in the district’s schools for the 2018-19 school year. The district continues to be top-ranked and maintains a tradition of excellence at its eight schools. Two new buildings, a second middle school and a fifth elementary school, opened at the start of the 2017-18 school year. Each summer Gretna Days showcases the best of the community. The three-day festival began more than 50 years ago as a way for local businesses to thank the community for its support. This year’s festival will be July 26 to 29. Carnival rides once again will join perennial favorites that include a fireworks show, parade, car show and community picnic. Visitors will find many attractions in the Gretna area. Vala’s Pumpkin Patch attracts 200,000 people each autumn to its 400acre family friendly fun zone. Aksarben Aquarium and Schramm State Park along the Platte River offer outdoors activities, and the Holy Family Shrine is known for its breathtaking architecture and setting.

CITY INFORMATION www.papillion.org POLICE, FIRE EMERGENCY...911 SumTur Amphitheater hosts performances under the stars.

L

ocated in the heart of Sarpy County, Papillion is thriving not only as a growing residential area, but also as a booming commercial business destination. The city was listed as the top suburb in Nebraska to live in by Niche.com, and Livability.com ranked it as one of the most attractive cities in Nebraska to live in. The Shoppes at Market Pointe, Settlers Creek and Shadow Lake Towne Center have brought Papillion more amenities while the downtown area continues to thrive with a variety of businesses. Midlands Place, near 84th Street and Nebraska Highway 370, offers additional shopping, restaurants and a Fairfield Inn & Suites Hotel. Shoppers also can visit historic downtown Papillion and the specialty shops there. In addition to shopping, Papillion offers many outdoor recreational opportunities. During the hot summer months, children can enjoy splash pads at Eagle Ridge Park and Schwer Park. Adults can enjoy city-operated 18-hole golf courses in Tara Hills and Eagle Hills. The Papio Trail system winds its way through parts of Papillion, a perfect spot for a stroll, rollerblading or biking. Suburban Newspapers Inc.

The SumTur Amphitheater at Walnut Creek Recreation Area opened in 2007 and is home to numerous musical and theatrical performances and other family entertainment. City council members unanimously approved Papillion Landing as the new name for the Papillion community center and field house that is under construction. Papillion Landing was selected from more than 70 Papillion resident submissions. The $48 million project on West Lincoln Street is expected to be fully completed in fall 2019. The field house portion will be finished in fall 2018, with the community center building completed a year later. Walnut Creek Recreation Area stretches across acres of land featuring thousands of trees to enhance the tall grass landscape surrounding the lake, which is accessible from Nebraska Highway 370 and 96th Street. The park offers fishing, hiking, bicycling, picnicking and RV camping. Werner Park is the home of the Omaha Storm Chasers, the Triple A franchise of the Kansas City Royals baseball team. La Vista

The La Vista Sports Complex has softball, baseball, soccer and football fields.

L

a Vista, Nebraska’s youngest city, has a reputation for progress. In the past decade, new residential and commercial properties have grown by leaps and bounds while the city’s population has soared to more than 17,000. The city gets its name from its early residents who enjoyed the panoramic view of the Big Papio Creek Basin. La Vista is Spanish for “the view.” Alamo Drafthouse, the city’s first and only movie theater, is located in Southport West. It features an eight-screen movie theater, a bar and a restaurant. The bar places a heavy focus on craft beers while the restaurant features a from-scratch menu. The location also has an outdoor patio with room for more than 200 people. Many businesses look to La Vista for its economic growth. The city is home to many familiar names, including Cabela’s, Yahoo!, PayPal, Oriental Trading Company, Black Hills Energy, Costco, Embassy Suites and scores of smaller established businesses. Cabela’s, in the Southport area just south of I-80 on Giles Road, spans three football fields with merchandise for campers, hunters, hikers, anglers, birdwatchers and outdoor enthusiasts. 14

Sarpy County Resource Directory 2018

After a day of fun in La Vista, spend a night at one of the city’s hotels in the Southport area — Hampton Inn, Embassy Suites and Courtyard by Marriott. When planning an event in the area, consider the impressive Embassy Suites La Vista Conference Center, which offers 45,000 square feet of meeting space with state-of-the-art audio/visual technology. After checking out a number of local shopping destinations, grab lunch or dinner at a growing number of dining establishments. Or pop into the city library at the Metropolitan Community College Sarpy Center. Recreational opportunities abound, starting with more than a dozen neighborhood parks. Looking ahead, the City of La Vista will see big changes. A $235 million project, City Centre, will have a new City Center Park, shops and housing. New buildings have begun to rise. The Nebraska Multisport Complex is another enhancement for the city. Near 120th Street and Giles Road, the $125 million facility will have an indoor aquatic center, a dozen outdoor fields for a variety of sports and courts for tennis and squash.

Springfield

Several new homes are being built in a new subdivision, Springfield Pines.

T

he green rolling hills, springs and peaceful valleys that attracted Capt. J.D. Spearman to Springfield in 1871 continue to draw others to the area. But today, there is much more. The scenic MoPac bike trail and parallel equestrian trail, an international awardwinning winery, an artistically landscaped sculpture garden and the popular Sarpy County Fair show that there’s a lot more to Springfield than a pastoral setting and peaceful valleys. Main Street in Springfield continues to add new businesses, bringing additional interest to the area. It now includes a bar, several boutiques and a Thai eatery. Main Street is also the home of Springfield Drug, which has one of the area’s last oldfashioned soda fountains. One of the most popular events in Springfield is the annual Sarpy County Fair, which draws thousands of visitors from across the Midwest to events that range from show animals to tractor pulls every summer. In addition to the county fair, the community also hosts the annual Springfield Suburban Newspapers Inc.

Days celebration in June. Soaring Wings Winery and Vineyard opened a few years ago just south of town, and produces award-winning wines in international competitions. Soaring Wings hosts numerous special events — including concerts — that draw folks from across the metro area. The winery features a party room complete with a multimedia center, ideal for business meetings and end-of-the year parties. Children can play at the splash pad at Buffalo Park, one of summertime’s top attractions. Students in the area attend one of the four Springfield Platteview Community Schools: Springfield or Westmont Elementary Schools, Platteview Central Junior High and Platteview High School. There’s also plenty of opportunity for growth in Springfield, especially with the addition of Springfield Pines, a new housing development that will add 270 homes and a retail center to the area in the coming years.

The Plattsmouth Community Center offers fitness classes and other activities.

L

ocated at the confluence of the Platte and Missouri Rivers, Plattsmouth began as an important trading station in 1854. In recent years, those same natural attributes have made it a popular recreation destination, with many lakes and scenic areas, such as Schilling Wildlife Refuge, attracting nature enthusiasts and boaters alike. Plattsmouth, the county seat of Cass County, has a population of about 7,000 residents. Many festivals and events take place during the year, including the longstanding Plattsmouth Harvest Festival in September, which features four days of carnival events, parades, food and a coronation of the Harvest Festival King and Queen. In October, classic car fanatics come to town to check out Cruizin’ Main, which annually features more than 500 vintage cars displayed on Main Street. The history of Plattsmouth can be felt in its downtown area, where many stately homes are listed on the National Historic Register. People can further explore the area’s past by visiting the Cass County Historical Society Museum, which traces the county from the pioneer days to the present. The city is served by the Plattsmouth Community School District, which fea16

tures a public high school, middle school and elementary school, as well as an early childhood center. Additionally, there are two private schools in the city – the K-12 First Baptist School and the K-8 St. John the Baptist Catholic grade school. Since 2001, when Plattsmouth received the coveted Main Street Community designation, its mission has been to revitalize the downtown business district by strengthening the economic base, promoting its unique historic resources and bolstering local pride by encouraging citizen involvement. The city boasts a senior and community center that includes a pool, gym, weightlifting equipment, fitness room and an indoor track. Some activities and classes offered at the center include preschool PE, self-defense classes, basketball, sand volleyball league, healthy cooking classes, ballroom dancing, movie nights and swim lessons. On hot summer days, Twin Rivers Water Park is an excellent place for area residents to cool off and slide down waterslides. Besides historic homes, Plattsmouth has a wide range of housing options, including building sites in the city and in nearby lake communities, such as Beaver Lake, Buccaneer Bay and Copper Dollar Cove.

Portal School Return to simpler days at the Portal School, in downtown Papillion. This oneroom schoolhouse was built in 1890 in the town of Portal, just south of Papillion. Due to Portal’s frequent flooding, the town was abandoned, although the one-room schoolhouse was utilized for many years. In the 1990s the school was saved by the Papillion Area Historical Society, moved to downtown Papillion and restored. It currently serves as school-for-a-day for hundreds of Papillion students. 402-597-2000. 242 N. Jefferson St.

The Second Sarpy County Courthouse Follow the progression of the county by visiting the Second Sarpy County Courthouse. In 1875 Papillion became the Sarpy County seat, replacing Bellevue. A modest brick structure was built for county personnel. The twostory brick structure was located on the corner of what is now Second and Jefferson streets. Today it houses two businesses. 402-597-2000. 136 N. Jefferson St.

PLATTSMOUTH Joseph Cook log house Located adjacent to the Cass County Historical Society Museum in downtown Plattsmouth, the restored log house was built in 1868. 402-296-4770. 644 Main St.

Cass County Courthouse Built in 1890, the courthouse is one of only two of this type of architectural structure in the state. 402-296-4770. 346 Main St.

The Third Sarpy County Courthouse Known today as Papillion City Hall, the third Sarpy County Courthouse was built between 1922 and 1923. It consists of three stories, with a fourth-floor attic housing the old county jail. Constructed in the Classical Revival style, the building features expensive materials and much ornamentation. Since the building’s adoption in 1974 as Papillion City Hall, alterations to the exterior have been minor. 402-597-2000. 122 E. Third St. 26

day Magic that is. The city’s annual Christmas celebration will take place in the downtown area from 2 to 7 p.m. A full slate of events is planned, featuring everything from live music, food, lights and of course, a visit from Santa Claus. “We have lots of good family activities,” said Amy Roeder, president of the Ralston Area Chamber of Commerce. Many activities have become mainstays of the event, but there are a few new twists added to the 2017 version. One of those is the Sarpy Serenaders, a barbershop chorus, performing at 2 p.m. at the Baright Public Library, 5555 S. 77th St. Another new addition is members of the Ralston Community Theater, dressed as various Christmas characters, leading caroling. Several of the main events will take place at the library, a change from previous years when many events took place in the Centennial Room. The library will also feature a Carrell Towne Village display along with various children’s activities. Santa makes his customary arrival on a fire truck and will make his way through the downtown area from 3:15 to 4 p.m. He will then visit with children until 6 p.m. There will also be cookies, hot chocolate and candy canes during that time, along with carriage rides available. The event concludes with the Ralston Volunteer Fire Department’s chili feed from 5 to 7 p.m. at the station, 7629 Park Drive. Donations will be accepted for the chili feed. Roeder said downtown businesses are getting into the holiday spirit by decorating their store fronts. People will be able to vote on their favorite decorations by visiting the Ralston Area Chamber of Commerce Facebook page.

The system plays a vital role in notifying Offutt alert aircrews who must be ready to respond to worldwide threats at a moments notice. “It’s an alert system that when activated at one of the few activation points … it sets off horns or lights,” said Staff Sgt. The current system uses the base’s old telephone cabling infrastructure that has been modified and expanded many times since the first Klaxon system was installed more than 40 years ago. It is often susceptible to false alarms and is difficult to maintain.

“Right now, the only successful way to test it is to set the whole system off,” Wyman said. “It’s not an efficient testing system – there’s no monitoring, there’s no logging.” He added that it is difficult to get parts or support for it. In many cases they’ve had to be creative and cannibalize other equipment just to keep it functioning. In addition to being inefficient, the legacy system also posed a safety hazard to those who maintain the system as electrical current is used to trigger multiple devices across the base over telephone wiring. “We have overloaded what the original system See Alert: Page 2

terhead Conference. Designers spent the two days swapping ideas and working on projects that might open their own eyes, or one of the other designers, to some new ideas. “We all share a love for the same craft,” said Rick Dolphens, owner of Dolphens Signs. “It’s a great way to share how we do things.” Along with standard sign painting, there were designers working with

panels, glass and pinstripes. Most of the designers came from around the Midwest, but some came from as far as New Zealand to share and discover new ideas. “I’ve known Rick for 20 years,” said Marvin Renter, owner of MR Signs in Norfolk, Neb. “I come here every year to learn something new. You can get stagnant and coming here allows me to see other styles.”

heart attack on Nov. 11. Groesser’s wife, Deb, said the mayor was released from the hospital on Nov. 13. Groesser had spoke at the city’s Veterans Day ceremony on the day he suffered his heart attack. Groesser “He hadn’t been feeling well that morning, but he didn’t think anything of it,” Deb said. “He said he wanted to go give his speech and then see how he felt afterwards. He was feeling OK when he got home, but then he started feeling some pressure so we went to the ER. Within about 45 minutes of checking him, they determined he had suffered a mild heart attack.” A stent was inserted after it was discovered the mayor had 99 percent blockage in one artery. The Groessers had recently been out of town for a six-week trip and the mayor was scheduled to be out of town this week. “It could have been so much worse so we were thankful it happened when it did,” she said. “We were on a sixweek road trip and in some pretty remote areas, so we’re fortunate it didn’t happen then.” Deb said her husband began cardiac rehab on Friday. “He’s on lots of new medicine and a new low-sodium diet,” Deb said. “He needs to rest and recuperate and the doctor told him absolutely no stress. He’s going to be off work for at least a couple of weeks.” City Administrator Dave Forrest is handling city affairs during Groesser’s absence. “Everyone is doing a great job to make sure everything is running smoothly so Don can rest,” Deb said. “He’s a very strong, positive guy and he loves being active so he can’t wait to return.” Along with city staff, Deb said there has been plenty of support from people throughout the Ralston community. “We have had literally hundreds of messages and emails and have just been overwhelmed by the outpouring of love and support for Don,” she said. “We’re so grateful he’s going to be OK. God’s timing was amazing and we have a lot extra to be thankful for this

By Rachel George Gretna Breeze Editor Gretna High School’s stage talent kicked off a string of performances Sunday, debuting this year’s one-act play “Anything Goes.” The story focuses on the eccentric foolery aboard an ocean liner traveling from New York to England, brimming with stowaways, gangsters, lords and everyone in between. “I was looking for a comedy and this seemed to fit the kids I was working with,” said Carole Carraher, a counselor at GHS who directs the play each year. Students were set to perform at the Eastern Midlands Conference, slated for Tuesday at Elkhorn High School, after the Breeze’s publication deadline. A community performance will be held at 3 p.m. Sunday at Gretna High School. There is no cost for admission, though a free-will donation will be accepted for donation to Gretna Neighbors food pantry. Students will then compete in the district competition December 2, which will be hosted at Gretna High School. The contest begins at 10 a.m. with Gretna set to perform at 2 p.m. The public is invited to attend.

new leadership following a change of command ceremony here Nov. 4. Lt. Col. David Preisman took the group guidon from Col. Mark Hopson during the tradition rich ceremony held at the 557th Weather Wing auditorium. The 170th Group is a Nebraska Air National Guard unit consisting of 80 authorized personnel, including 35 full-time and

45 traditional, or part-time, ANG members. “Every time a new commander has taken command (of the 170th Group), the unit has gotten better and better,” said Brig. Gen. Keith M. Schell, Nebraska National Guard Assistant Adjutant General - Air, who presided over the ceremony. “Each commander continues to raise the bar … and I know Dave is going to do a great job.” Preisman is the sixth commander in the history

of the group and comes from the 238th Combat Training Squadron, where he had been commander since 2012. “To the men and women of the 170th Group, you already rock the mission every day without fail,” he said. “I will do everything I can to knock down policy barriers that get in the way of your success by simultaneously watching what you every day with admiration and pride.” Preisman was commis-

sioned through the Reserve Officer Training Corps at Virginia Tech in 1995. After serving on active duty for ten years, he accepted a full-time position in the Guard in 2005 and has served in a variety of positions. “You are the premier total force unit in the entire Air Force,” he told the members of the 170th Group in attendance. “I believe my service to you, not the other way around, matters more now than it

ever has.” Hopson will retire after nearly 25 years in the Air Force as an active duty and ANG member. He earned his commission from the United States Air Force Academy in 1991 and joined the Guard in 2002. “During Mark’s time in command of the 170th and throughout his career he showed tremendous leadership and courage, so I’d like to congratulate him on a job well done,” Schell said. “I’m humbled and

honored and it has been a privilege to be in the 55th Wing, to be in the Nebraska Air National Guard and to be the commander of the awesome 170th Group,” Hopson said. “ The 170th Group was activated June 26, 2007, under the Offutt AFB Future Total Force Initiative. Their mission is to provide initial qualification, re-qualification and upgrade training to active duty and ANG aircrew members within the 55th Wing.
