Overall grid performance better under NGCP

NGCP continues to improve the performance of the power grid since taking over as the country’s transmission service provider in 2009.

NGCP’s overall performance in operating the grid from 2009 to 2022 was significantly better as indicated by improved performance indicators compared to

when the grid was run by the government from 2000 to 2008.

Among the key indicators is the Frequency of Tripping (FOT) which mea-

Ex-President Digong tells Davao police over rape-slay incident: ‘Hang yourselves in shame’

DAVAO CITY —Former President Rodrigo R. Duterte told the police in Davao City to “hang yourselves in shame” if they cannot resolve the recent rape-slay incident involving 28-year-old architect Vlanche Marie L. Bragas.

During his program “Gikan sa Masa, Para sa Masa” streamed live over the YouTube channel of SMNI News on Wednesday, Duterte said law enforcers should instead resign and give their positions to other “competent” individuals who are looking for jobs if they cannot properly carry out their duty of protecting the public.

He said the people deserved nothing less from the police, whose salaries increased by twofold during his time as President.

“Anong trabaho mo? Sweldo matataas dinoble ko sa panahon ko. I doubled your salary, ganito lang ibigay ninyo sa amin? (What is your job? I doubled your salaries during my time, and yet this is all you could give us?),” he said.

If they cannot address the incident, Duterte said that he himself would pay police stations a visit to “kick your ass in public.”

“Pag maulit pa yan puntahan ko kayo pagsisipain ko kayo.

Really. Dalhin ko yung media, tadyakan ko kayong lahat. (If that happens again, I will go to you and kick you. Really. I would bring the media with me, and

kick all of you) Why? For being idiots in the office. That’s the last thing you would want to do—to pay an idiot to stay there, and do nothing,” he said.

The former President said the police should look for the suspects who raped and killed Bragas.

In Luzon, the average FOT has gone down from 6.4732

DOTr, Sumitomo extend contracts for MRT-3 rehab

MANILA – The Department of Transportation (DOTr) and Sumitomo Corp. signed Tuesday the extended contracts for the rehabilitation and maintenance of the Metro Rail Transit Line 3 (MRT-3) until July 2025.

Sumitomo – the original designer, builder, and initial maintenance provider of MRT-3 – will continue to be the maintenance and rehabilitation provider of the rail line that runs along EDSA, together with their technical partner, the Mitsubishi Heavy Industries.

During the signing ceremony for the rehabilitation project extension contracts worth PHP7.38 billion, Transportation Secretary Jaime Bautista said the extension "manifests our determination to keep our public transport safe, efficient, and convenient".

"I am confident Sumitomo will be able to do its job well. We also expect Sumitomo to enhance MRT3’s operational efficiency by using four-car train sets from the existing three-car sets. This will allow more passengers to traverse the

The rehabilitation works, which were not initially identified during the original rehabilitation project’s rapid scoping, are also covered in the contracts.

In addition, a 30-month extension of the Rehabilitation and Maintenance Supervision Consultant

PNP probes killing of Oriental Mindoro broadcaster

MANILA – The Philippine National Police (PNP) vowed to bring to justice the masterminds and killers of a 50-yearold broadcaster in Oriental Mindoro.

PNP public information office chief Brig. Gen. Redrico Maranan identified the victim as Cresenciano Aldovino Bunduquin, a commentator of DWXR 101.7 Kalahi FM MUX Online Radio, who was shot in front of a store along C5 Road, Barangay Sta. Isabel in Calapan City at around 4:20 a.m. Wednesday.

A report from the Police Regional Office 4B (Mimaropa) said two motorcycle riding gunmen pulled up to the store and one of them approached and shot the victim.

The victim was immediately rushed to the nearest hospital but was declared dead on arrival.

“PNP chief Gen. Benjamin C Acorda Jr. has directed Police Regional Office 4B (Mimaropa), and Calapan City Police Station to hasten the investigation and the identification of the

perpetrators. The PNP will establish a Special Investigation Task Group to handle the investigation,” Maranan said in a statement.

Maranan said this will allow for a deeper investigation to speed up the gathering of pieces of evidence and testimonies that could shed light to Bunduquin’s killing.

“We are maximizing our efforts to get more pieces of evidence and testimonies in order to shed light on this incident and facilitate the immediate arrest of the perpetrators,” he added.

Maranan also said they are now coordinating with the family and his work colleagues for more relevant information.

“While his work as a media representative involves discussion of critical issues, we cannot fully conclude as of this time that the motive is work-related, but we are exploring all possible angles as of this time. We assure our media colleagues that the PNP prioritizes the security of those working in the media industry. The PNP Media Vanguards will directly oversee the course of investigation of this incident,” he noted. (PNA)

Increased public, private sector efforts to mitigate quake damage

MANILA – The Office of Civil Defense (OCD) underscored the need for further cooperation between the private and public sectors to mitigate the possible damage that could be caused by a massive earthquake.

OCD administrator Undersecretary Ariel Nepomuceno made the call as he urged the public to participate in the second quarter National Simultaneous Earthquake Drill (NSED) scheduled on June 8.

“We want to emphasize once more the importance of the whole-of-nation ap -

proach in disaster risk reduction and management (DRRM). In this earthquake preparedness activity, we advocate for a united effort between the government, the private sector, and the public,” he said.

Nepomuceno, who is also National Disaster Risk Reduction and Management Council (NDRRMC) executive director, said the NSED aims to “continuously strengthen” the country’s earthquake preparedness.

“We are inviting everyone to join the drill and do the Duck-Cover-Hold technique at the sounding of the siren as part of our

continuing effort to build community preparedness for earthquake emergencies,” he added.

The Mandaluyong City government will host the ceremonial pressing of the button and the full-scale exercise focusing on a 7.2 magnitude earthquake scenario.

The activity will be held in Greenfield District, Mandaluyong City.

The exercise will test Mandaluyong City’s earthquake emergency plans, through a demonstration of response capabilities, command and control, and interoperability of rescue

Betty to trigger strong winds across parts of PH

MANILA – Typhoon Betty

(international name Mawar) is forecast to bring strong winds across parts of Northern Luzon and other areas in the country due to the enhanced southwest monsoon, the weather bureau said Wednesday.

In its latest tropical cyclone bulletin issued at 5 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said minor to moderate impacts caused by gale-force winds may be experienced in Batanes, where Tropical Cyclone Wind Signal (TCWS) No. 2 remains hoisted.

Track and intensity forecast of Typhoon Betty (PAGASA image)

Betty has further weakened as it moves slowly over the sea east of Batanes.

Strong winds will prevail

as TCWS No. 1 is still hoisted over Cagayan (including Babuyan Islands), the northern and eastern portions of Isabela

(Santo Tomas, Santa Maria, Quezon, San Mariano, Dinapigue, Delfin Albano, San Pablo, Ilagan City, Benito Soliven, Tumauini, Cabagan, Palanan, Quirino, Divilacan, Gamu, Maconacon, Naguilian, and Mallig), the eastern portion of Ilocos Norte (Piddig, Bangui, Vintar, Marcos, Pagudpud, Banna, Adams, Carasi, Dingras, Solsona, Dumalneg, and Nueva Era), Apayao, the northern portion of Kalinga (City of Tabuk, Balbalan, Pinukpuk, and Rizal), and the northeastern portion of Abra (Tineg, Lacub, and Malibcong).

PAGASA said the enhanced southwest monsoon will bring occasional to frequent wind

gusts over the Bicol region, Western Visayas, Aurora, Quezon, the northern portion of mainland Palawan (including Calamian and Cuyo Islands), the Mindoro provinces, Romblon, and the remaining areas of the Ilocos and Cordillera regions that are not under any TCWS.

The southwest monsoon enhanced by Betty will also cause rough to high seas over the seaboards of Northern Luzon, and the eastern seaboard of Central Luzon.

Mariners are advised to remain in port or take shelter in port until winds and waves subside as this sea condition is risky for all types of sea

vessels.

Rough to very rough seas will prevail over the seaboards of Southern Luzon and the eastern seaboard of the Visayas.

PAGASA cautioned fishing boats and other small sea vessels against venturing into the sea, and larger sea vessels are alerted against big waves.

Meanwhile, Betty has weakened, now packing maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph.

It was last tracked 320 km. east of Itbayat, Batanes, and is forecast to exit the Philippine Area of Responsibility either late Thursday or early Friday. (PNA)

Have my say

QUESTIONABLE TIMES

If you say that something is questionable, you mean that it is not completely honest, reasonable, or acceptable. This has been a challenging time for us all. Compare. thought-provoking... . No, I am not talking about political matters. Most of my fellow columnists are doing it already. More than enough. I'm talking about times of darkness. Times, where the whole world seems to be against you and me. No, I am not talking about corruption. That's already too much. That's what many people, who believe and trust in a new beginning, are talking about.

Allow me to become very personal. I remember difficult, problematic and questionable times in my life and surroundings, where I almost lost all my strength to get down to work on those problems. Life's path became narrow. Fears grow: it's enough, it's enough! I am

talking about personal matters. But, I also observe my people around me. We are all, yes, please count me in, we are all starting to become awkward and jerky. I am reluctant against the good ideas othes. I felt driven into a corner. Everything seems to have become a problem. Our voices bellow and our groans are becoming louder and louder.

Creating the life you want and dealing with uncertainty is not an overnight event. It’s in the little things. It’s having a vision. It’s making it compelling. It’s seeing it and feeling it with absolute emotion. It’s caring about other people. It’s calling to say “I love you” for no reason. It’s about taking every opportunity to connect. To be playful. To honor and cherish your loved ones.

In my personal case, I suddenly experienced how God put me into life's "reconversion plant" and freshened me up: little but

meaningful AND important cares suddenly happened. After a hot day and a refreshing thunderstorm we might be able to enjoy the following day and night. The person, who insulted us, apologized suddenly; the illness wiped out. "You prepare a banquet for me, where all my enemies can see me!" (Psalm 23:5). I am glad. I really don't know about more and new spitefulness through my next "enemy on duty" in the near future. I don't even want to know it. I learned that negativism blocks life and its plans.

Sad to say, but many people are not in the mood to follow Christ's advice...!

Kim’s Dream

Former Congressman Now CDO Mayor Klarex Uy: Liberating the Poor & Oppressed

Breaking the Vicious Cycle of Extreme Poverty

Not everyone knows that one simple act of kindness can go a long way in making life better to those who are living in extreme poverty. Perhaps, not even that generous leader has been informed how he is well appreciated by those whom he had somehow helped, humble as he is – thus, this sharing of some stories may now be in order how his kindness liberated those living in extreme poverty and those who were victims of ecological disasters. That disaster that happened on Dec. 17,2011 when Typhoon Sendong hit the cities of Cagayan de Oro and Iligan had not only caused deaths to some 3,000 people especially those in the vulnerable areas; thousands were rendered homeless. A year before that, I was called “prophet of doom” because we in Task Force Macajalar were drumbeating a warning of that impending tragedy that thousands will die after I have shown pictures taken from a helicopter of some two hundred thousand hectares of denuded areas in Kalatungan-Mt. Kitanglad Ranges which were rendered without a standing tree after some six logging companies illegally and massively logged our dipterocarp forest for six decades. Those illegal logging activities stopped in the ’90 when we in Task Force Macajalar took direct actions through human barricades.

We were told by my best friend, Dr. Rabindranath Polito, Ph.D., a physicist, that one inch of rainfall in the 200,000ha. denuded areas situated in the uplands of Cagayan de Oro would mean one meter when the water reach the 200-ha. urban center of Cagayan de Oro. Thus, 10-inch rainfall would mean 10 meters. Dr. Polito was telling me that the

flood water would even carry houses on top of the bridges. Being one of my brightest classmates in high school in Xavier University, I believed him, so, I drumbeat such warning in all meetings. But no one was listening and I was even called, a “prophet of doom” which became a headline in a local paper.

As thousands of poor families who were living in vulnerable areas were rendered homeless, the cooperatives came together to establish a 5-ha. Cooperative Village in Mambuaya with assistance from Arch. Tony Ledesma and the Rotary Club. Two hundred two-bed-room houses made of bricks loomed in that village but without roads. Without any hesitation, no less than Cong. Rolando “Klarex” Uy financed the construction of concrete roads. Now, that housing project for the poor Sendong victims loomed as one of the best housing projects in the country – Thanks to then Cong. Klarex. It was so amazing how the amazing Congressman then helped the poor family-victims. I as CDA Regional Director then was the one interviewing the victims. One of those were parents who narrated to me that after Sendong, the family just transferred to a dilapidated house which caught fire and three of their children died.

Oh my God, I told them from now on you will have a decent home. If not of the concrete road provided for by Cong. Klarex, the poor family could have not transferred to that wonderful village.

Three years, ago I visited Barangay Besigan which is just 30 kilometers away from the city but it would take me four hours to reach the hinterland barangay because there was no

road. One has to take a long route, going around passing first near Talakag before reaching Besigan. Those living in that barangay, the Higaonon, Manobo and Talaandig Tribes were living in extreme poverty. Their products were bought very cheap, no access to clinics or hospitals, no school, no market and what have you. Thus, I went to inform Cong. Klarex who again did not hesitate to help for the construction of concrete roads. As it had become very accessible, Besigan has bloomed with IP students having access to nearby school, marketing of local products, access to health center and what have you. You can now reach the once isolated barangay in just 30 minutes and with that assistance, has drawn the poor tribal communities into the mainstream of development process.

What is so amazing is on how the Indigenous Peoples (IPs) not only from the hinterlands of Cagayan de Oro but those from other areas of Mindanao were assisted by the Cong. Klarex, especially in creating the empowerment path to be liberated from poverty and oppression. With the assistance of then Cong. Klarex, a series of IP Mindanao-wide summits were held in Cagayan de Oro City early last year. The Summits focused on how to liberate the oppressed Indigenous Peoples from the quagmire of poverty and oppression, carrying the title “Agaw Lupa, Agaw Buhay,” featured in PTV-4 in three episodes anchored by Mr. Ceazar Soriano in his weekly

Protecting the children is not solely the responsibility of the parents but also of the entire community. The school is one of the communities the children interact with. Their formative years are spent in school as their second home where teachers are the second parents. PhilHelth urges Filipinos to be alert against hypertension

In observance of Hypertension Awareness Month this May, the Philippine Health Insurance Corporation (PhilHealth) enjoins all Filipinos to be informed about hypertension.

Hypertension (high blood pressure) is when the pressure of one’s blood vessels is too high or reach 140/90 mmHg or higher. Risk factors include older age, genetics, obesity, physical inactivity, high-salt diet, and excessive alcohol intake.

Based on the Philippine Heart Association’s PRESYON 3 survey, 12 million Filipinos suffer from hypertension where 65% are aware of their condition, 37% are on treatment while 13% already have reached their target blood pressure.

PhilHealth President and CEO Emmanuel R. Ledesma, Jr. stressed the importance of preventive care, encouraging Filipinos to register and avail themselves of the PhilHealth

Konsultasyong Sulit at Tama or Konsulta Package.

The PhilHealth Konsulta Package includes targeted health risk screening and assessment, initial and followup consultations, standard laboratory tests and 21 essential drugs and medicines including anti-hypertensives

listed in the Philippine National Formulary such as enalapril, metoprolol, amlodipine, hydrochlorothiazide and losartan.

“Gamitin natin ang ating mga benepisyo sa PhilHealth Konsulta upang makaiwas tayo sa mas magastos na gamutan bunga ng paglala ng kondisyon ng pasyente sa mga sakit na maaari namang maagapan gaya ng mataas ng presyon ng dugo.”, Ledesma added.

All PhilHealth members are encouraged to register and avail themselves of the Konsulta Package. Registration may be done through self-registration via the member portal at www.philhealth. gov.ph or at any PhilHealth Local Insurance Offices in their area.

PhilHealth Chief Ledesma also assures that PhilHealth is paying P9,000 for confinements due to hypertension in accredited Levels 1 to 3 hospitals.

1st District Representative Lordan G. Suan seeking to strengthen water cooperatives; and a moratorium on the conversion of protected areas for agriculture and development.

“In behalf of the Region 10 legislators…You can be assured that your congressmen from Northern Mindanao will be more than willing to legislate to help you what is needed for the output of this summit,” stressed Rep. Yevgeny Vincente “Bambi” Emano, representing the 2nd District of Misamis Oriental.

Over 400 stakeholders from various government agencies, NGOs, business chambers, water districts and local governments joined the summit held May 25-26, 2023 to address water security issues in Northern Mindanao.

The House of Representatives was well represented by Rep. Jurdin Jesus Romualdo (Camiguin), Rep. Yevgeny Vincente Emano (2nd District, Misamis Oriental),Rep. Jose Manuel Alba (1st District, Bukidnon) and Rep. Lordan Suan (1st District, Cagayan de Oro) who all actively participated in the discussions.

Other resolutions which were presented by Promote Normin Foundation Elpidio M. Paras included requesting the DENR to strengthen the newly created Water Resources Management Office (WRMO) to deal with the country’s water crisis; formulating the Integrated Water Security Plans in Provinces and Highly Urbanized Cities (HUCs); creation of the provincial and city Integrated Water Security Councils; and institutionalizing the inclusion of programs and projects for water security initiatives of the private sector through their Corporate Social Responsibility (CSR) projects.

RDC-X Vice Chair and NEDA Region 10 Director Mylah Faye Aurora B. Cariño said the final titles may be different from the ones in the summit resolutions since these still have to be processed for the approval and endorsement by the RDC-10 Infrastructure & Utilities Committee (InfraCom) chaired by Misamis Oriental Governor Peter M. Unabia when it meets on June 13, for the final approval of the RDC-10 Full Council on June 21.

Earlier, RDC-10 InfraCom Vice Chair Ruben A. Vegafria urged during his opening remarks for the passage of bills to establish the formulation of the Provincial Water Security Plan for each of the Provincial Development Councils of the five provinces of Northern Mindanao as a special body; and a Regional Water Supply Sub-Committee under the auspices of the InfraCom. He likewise urged for the decentralization of the NWRB through the creation of regional offices, as well as the strengthening of water cooperatives all over the country.

“I am happy to see the presence of our distinguished legislators here today,” Vegafria, concurrently the Philippine Chamber of Commerce

and Industry (PCCI) Regional Governor for Northern Mindanao noted. “I am confident that the output of the conference workshop will pave the way in securing the region’s water future. We lodge our hope in the caring arms of our honorable congressmen by filing the pertinent bills in Congress.”

The Oro Chamber of Commerce chaired the Technical Working Group for the summit with the Region X offices of the National Economic Development Authority, Department of Science and Technology, Environmental Management Bureau, Department of Environment and Natural Resources, Board of Investments/Dept of Trade and Industry, and the Department of the Interior and Local Government.

Aside from the Oro Chamber and the Philippine Chamber of Commerce and Industry Region 10 (PCCI10), the private sector was also significantly represented by

the Promote NorMin Foundation, USAID, Development Bank of the Philippines, and Landbank of the Philippines.

Aligned with Sustainable Development Goal No. 6, the summit centers around the theme "Securing the Region's Water Future". It aimed to primarily identify water security issues, develop effective interventions, establish partnerships, and establish Provincial Integrated Water Security Committees in each province of Northern Mindanao.

the capability of the grid to mitigate the impact of power interruptions to overall grid operations, which are measured by the System Availability (SA) indicator and System Interruption Severity Index (SISI).

With NGCP at the helm, System Availability

for Luzon is at 99.3160%, Visayas at 99.6538%, and Mindanao at 99.7206%.

For the SISI, Luzon only averaged 10.7236 system minutes of interruptions in 2009-2022 compared to 13.8978 from 2000-2008; in Visayas, 47.3318 system minutes of interruption during NGCP time from an average of 176.3350 system minutes pre-privatization; and 9.124 system minutes from 10.434 in Mindanao.

“These indicators are the most tangible proof of our performance felt by end-users. Our improved numbers are attributed to the continuous upgrading and expansion projects such as wood pole replacement, substation additions, capacitor bank projects, and new transmission lines, effectively reinforcing the stability and reliability of the grid,” NGCP said.

significantly reduced, if not completely eliminated, violations on frequency and voltage limits.

The average Voltage Limit Compliance (VLC) improved across all three grids, while Frequency Limit Compliance (FLC) improved in both Luzon and Visayas, generally ensuring stability of the transmission grid.

“Since NGCP took over transmission operations in 2009, we performed over and above our targets yearon-year. This is a result of the company’s commitment to deliver on our mandate to provide quality transmission services. We assure our stakeholders that NGCP’s ongoing projects and programs seek only to further improve our services,” the company added.

NGCP’s performance indicator ratings are the basis of its incentives, as indicated in the Performance Incen -

Water distribution system rehab at Villa Ernesto phase 1

Villa Ernesto Subdivision Phase 1 (VES-1) is situated at the end part of Barangay Gusa along national highway near the Bigaan Bridge connecting Barangay Cugman. Considered to be one of the pioneering private residential subdivisions in the city, the water distribution system of VES-1 is mostly composed of aged pipes, hence the need for replacement with new pipes.

The proposed rehabilitation of VES-1 Water Distribution Supply System with a total project cost of PhP 7,132,976.77 is part of COWD’s Non-Revenue Water (NRW) Reduction Program strategies.

COWD approved the award to Apalla Construction & Development Corporation the contract for 1 Lot Rehabilitation of the Water Supply System of Villa Ernesto Subdivision Phase 1, Gusa Cagayan de Oro City with a target completion of 180 calendar days. On 3 January 2023, Apalla started the installation of uPVC Distribution Pipelines, gate valves, electromagnetic flow meters, blow-off valve assembly, pressure regulating valves, residential fire hydrants assembly and meter stub-out assembly within the VES-1 perimeter.

After the rehabilitation, the pulling-out and transferring of five hundred three (503) existing water meters of COWD consumers to the proposed forty-three (43) meter stubouts (MSO) will be undertaken by COWD as part of the rehabilitation plan. One (1) MSO holds about 20 water meters hence, 43 MSO shall accommodate about 860 service connections. When completed, this project is expected to eventually improve the water pressure in the subdivision.
