Zubiri: Senate employees to receive one-time inflationary aid

MANILA – Senate President Juan Miguel Zubiri on Monday announced the increase of the Senate regular employees' inflationary adjustment from PHP12,000 to PHP50,000 this August.

The funds, according to Zubiri, will come from the Senate savings, adding they will also increase the medical assistance from PHP30,000 to PHP50,000, which they will receive in September.

“Ginamit po namin ang savings, kapag nagkakasavings kami sa Senado dinaragdagan namin ang incentives para sa mga empleyado namin (We’ll use

our savings, in the Senate we tend to give more incentives to employees if we have enough savings),” he said during Monday’s flag raising ceremony.

He said the inflationary adjustment assistance will help with the daily expenses of some 3,000 Senate rankand-file employees as he also urged them to spend less so they can receive more.

PNP probes alleged involvement of cops in N. Vizcaya ambush

MANILA – The Philippine National Police (PNP) on Monday said it is now looking into the alleged involvement of police officers in Sunday's ambush in Nueva Vizcaya that killed a town vice mayor in Cagayan and five others.

"The assailants were reportedly clad in police uniform so we are looking at the possibility that either there are police officers involved or they just used police uniforms," PNP chief Gen. Rodolfo Azurin Jr. told reporters at the sidelines of the signing of the memorandum of agreement (MOA) between the police force and the Quezon City government on the Revitalized PNP “Kasimbayanan” (Kapulisan, Simbahan, at Pamayanan) at the Quezon City Hall.

Caved in Covid: Health is Wealth Beyond Covid’s Belt

Trapped in homes and limited in reach, humans have evolved into cavemen for over 3 pained years under this cave called Covid-19. For years we were narrowed to the thinking that our remaining strength is solely for battling against this unseen enemy that we forget there are other diseases that we must be careful of, mobilizing ‘health is wealth’ among many aspects.

As the government has started lifting restrictions, we have been constantly lowering our guards. We were trapped into the idea that we are finally free, however, even the slightest cold can still lead to a bigger problem. Even eating unhealthy foods can damage your health.

Leave the Cave

The capabilities of Covid-19 narrowing and suffocating our health, safety and freedom is never an excuse for decreasing our alarm from other factors.

Although figures have continuously rose as of February 15, 2023 with 637 million cases

in count and 6.85 million confirmed deaths since the start of the outbreak based on the World Health Organization’s report, government officials and frontliners are continuous in gearing up against it.

The pandemic is an unstable virus that changes rapidly and limits our ability to predict what will become of it next which leaves us to not give up or neglect precautions at this crucial juncture.

Not only should we be alert of Covid but also become wary in the outside world of the cave. Beyond the pandemic, there are other threats which are continuously lurking. Sustaining resiliency and measures against health threats in general can be a guarantee for us to beat these unseen enemies hand-in-hand.

PNP reveals persons of interest on Lanao Sur Governor Adiong’s ambush

NBI to hear fraud and large scale estafa complaints against actor Luis Manzano

MANILA, Philippines

- The National Bureau of Investigation (NBI) is set to hear allegations of fraud and large scale estafa filed by the complainants against Flex Fuel Petroleum Corporation and actor-TV host Luis Manzano on February 20, 2023.

The initial hearing, it was learned, was aimed at hearing Manzano's side on the allegations of large scale estafa and fraud filed by over 50 complainants against the actor and Flex Fuel Corporation, owned and founded by his friend Ildefonso "Bong" Medel.

Earlier last week, the actor was summoned by the NBI but the actor's lawyers asked for extension of the

said invitation asking him to personally visit the NBI office and air his side of the issue.

The complainants tagged the actor as Flex Fuel company's chairman of the board and the one who convinced them to invest during a zoom conference.

Manzano, however claimed, he resigned from the company on December 21, 2022, according to his affidavit he submitted to the NBI.

Manzano said he even made a letter dated November 8, 2022, and which was addressed to the NBI, to investigate ICM group including Flex Fuel Corporation.

Manzano's claims were also confirmed by NBI

The PNP is now considering a few persons of interest in the ambush of Lanao Sur Governor Mamintal “Bombit” Adiong, Jr., last week.

Governor Adiong and his staff Ali Macapado Tabao were wounded but not critical. But four of the governor’s police escorts all died on the spot in their convoy pick up vehicle.

Police authorities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) identified those slain soldiers as Police Staff Sergeant Mohammad Jurai Mipanga Adiong, 40; Police Corporal Johanie Lawi Sumandar, 39; Police Corporal Jalil Ampuan Cosain, 40, and a driver identified only as Kobi.

“May mga tinututukan na na mga persons of interest ‘yung Police Regional Office [Bangsamoro Autonomous Region in Muslim Mindanao] diyan,” the PNP spokesperson PCol Jean Fajardo told a national TV station. She did not elaborate.

It is impossible for our country to be liberated from poverty, gross inequities and social injustices unless we know the many faces of social injustices in the life of the workers, farmers, indigenous peoples, fiherfolk, so-called electric cooperatives and the common “tao” in a country that declares in the Fundamental Law (Art. II, Sec.10) that, “The State shall promote social justice in all phases of national development.” Wily politicians who are financed by the oligarchs will never stand to rectify such social wrongs, Never are these social painful realities within the parameters of the mainstream media with its never-ending outpourings of lies and misinformation which is only successful in promoting the interest of these oligarchs in cohort with power-that-be. When one intrepid broadcaster narrated these painful realities without fear or favor, he or she will be shot to death as what happened to a courageous broadcasterjournalist named Ka Percy Lapid. In fact, our country has the biggest number of journalists killed in the world with some 187 of

these brave journalists leaping to the Great Beyond for telling the truth in the last five years. Thus, the biblical pronouncement of “VERITAS LIBERABIT VOS” (the truth shall set us free) is just an empty rhetoric in a country whose people are victims of the fallacies of life and religions

Let us pause for a while and contemplate on these painful socio-economic, political and ecological realities. Unless we know the problem, no way can we solve the problem. .

The workers are producers of the wealth of the nation, yet, they live in dire poverty. In fact, they are leaving in droves, as if jumping from a “sinking ship,” to find jobs in foreign lands, leaving their love ones behind at so much social cost.

Food comes from their farms but the dining tables of the farmers fall short of it, tilling lands not their own and if they do, tiedup to costly seeds and technologies that adhere to conventional agriculture which is beyond their control. They sell their products under the mercy of “compradors,” following

an oppressive marketing system that makes their farming non-viable. Aptly described as the “unsung heroes” and the “backbone” of the country, yet, they wallow inside the vicious cycle of poverty. What makes it more painful is that there are agricultural programs designed to somehow alleviate their economic difficulties to increase their productivity (i.e. financial assistance for farm inputs and post harvest facilities), yet, could not reach them as these are trapped in the pockets of those who cannot moderate their greed.

“HIS disciples asked him in private, ‘Why could we not drive the spirit out?’ He said to them, ‘This kind can only come out through prayer.’” (Mk 9,28-29)

This is the concluding part of that gospel episode where Christ was approached by the father of a boy possessed by a mute spirit. (cfr. Mk 9,14-29) According to the father, “wherever the mute spirit seized the boy, it threw him down; he foamed at the mouth, ground his teeth, and became rigid.” It must have been a terrible sight!

But the father complained that when he asked Christ’s disciples to drive it out, they were unable to do so. That’s when Christ retorted, “O faithless generation, how long will I be with you? How long will I endure you?”

Somehow Christ was highlighting the need for faith for the disciples to be able to drive the spirit out. “Everything is possible to one who has faith,” he said. And then he asked the father of the boy if he too had faith that the spirit can be driven out.

That’s when the father said the famous words: “I do believe, help my unbelief!” He somehow captured the usual condition we have in relation to our faith. We like

to profess that we have faith, but we also know that our faith is oftentimes wavering.

When Christ finally drove out the spirit from the boy, the disciples asked why they could not do it. That’s when Christ made it clear that “this kind can only come out through prayer.”

Somehow from this episode we can make the following conclusion: for us to share in the very power of God, especially when we are faced with extraordinary challenges and problems, we need to have a strong faith. And for that faith to be a working faith, it has to be sustained always through prayer.

In other words, to live our life with God and share in everything that he has as we are meant to be, we need pray to keep our faith going. Prayer should be a constant activity for us. It should be like the very beating of our heart.

We have to realize more deeply that it is a basic need of ours to pray. If we understand our life to be a life always with God, as our Christian faith tells us, then we need to pray always.

Prayer is actually more important and necessary than the air we breathe, the food we eat or the water we drink. We should do

everything to learn to pray always. On this, St. Paul clearly said, “Pray without ceasing.” (1 Thes 5,17)

In fact, in that Pauline passage, what went before and after it are very interesting. St. Paul says that we have to rejoice always and be thankful in all circumstances because that is the will of God for us. (cfr 1 Thes 5,16.18)

We have to find ways of how to conform ourselves to this clear indication of St. Paul. We have to learn how to pray always, converting everything in our life, including those that we consider as negative or bad elements, into an occasion, a means, a reason for praying.

We need to go beyond that common understanding of prayer that pegs it only to the recitation of some vocal prayers or to spending time in some special places to do meditation or contemplation. While these forms of prayer are important and, in fact, are indispensable, they do not have the exclusive ownership, so to speak, of the ways of praying.

Adiong said one of the show's episodes portrayed "Muslim characters" allegedly depicted as "harboring and condoning theft, under the pretext of using stolen goods to help others."

He claimed that the characters not only own guns but also have a notorious reputation among law enforcers.

"These are discriminatory, harmful, and derogatory portrayals of an entire community. As a district representative of Lanao del Sur and a Bangsamoro Muslim, I am deeply saddened by this discriminating portrayal," he said.

Facing Fatalities: Rise of Shadowed Seasonal Diseases Behind Covid-19

Consistent in raising tolls of active cases and deaths globally, Covid-19 has captured the public’s attention. Safety measures, health protocols and flocks of frontliners were set to focus on the pandemic and removed their gazes from other existing diseases sending danger from flood waters in this rainy weather.

Thinking through the analogy of war in a rainy season, not only are we battling against a physical enemy to survive, but also the endurance of health from the cold weather, the strong currents of flood and most especially, death in water-borne diseases.

According to Health Secretary Francisco T. Duque, beneath the surface level of seasonal diseases, amidst continuous rainfall withstanding the impact of Covid-19, diarrhea, leptospirosis and dengue’s invisibility lurked in the waters.

DIARRHEA

“Diarrhea is an increase in the frequency of loose or liquid bowel movement usually caused by a variety of bacterial, viral and parasite organisms,” said by the Department of Health (DOH). The disease shows vitality in current times where showers of rainwaters and high temperatures are frequently abnormal.

Upon being considered as level one in intensity among the three, diarrhea has been counted as a dangerous water-born disease accounting 147 cases and one death from an outbreak in Davao

City last July 2022 as stated by City Government of Davao.

The culprit of the diarrhea outbreak in Davao was due to food contamination, a probable transmission of infected water was traced, too, said XHO acting chief Dr. Ashley Lopez.

LEPTOSPIROSIS

“Leptospirosis, a bacterial infection that swims in flood waters transmitted by many animals, such as rodents and other vernim. Waste materials such as urine and feces of an infected animal, especially rats, contaminate the soil, water and vegetation, especially during floods,” Duque added.

Highlighting the disease’s strengths in flood waters and the hazard it sends back to humanity, the infection is capable of penetrating through open wounds of individuals exposed to contaminated waters. Leptospirosis is rampant, especially to areas in Misamis Occidental who have been victimized by the recent flashfloods from shearline and consecutive low-pressure areas.

“We send our constant reminders, especially to citizens in Oroquieta City and other neighbouring areas, to avoid wading in flood waters to prevent leptospirosis infection,” DOH further stated.

DENGUE

Meanwhile, known to be the most fatal throughout decades with chains of lethal outbreaks, the third, dengue, has once again

infiltrated the country in its current state. Dengue fever is a mosquito water-borne disease that occurs in tropical and subtropical areas of the world.

“Dengue transmission is sensitive to fluctuations in rainfall and other weather conditions becauze it is transmitted by the Aedes mosquito. Recent studies have identified that extreme rainfall can result to mosquito breeding site flushing,” DOH Undersecretary Maria Rosaro Vergeire addressed. Current times, Philippines is still under the threat of LPAs and frequent rainfalls. The diseases mentioned are only some of those that awaits us in possible floods around the city. However, we must positively face these fatalities. They may be deadly but know that they are always beatable.

“It is best to arm ourselves with weapons against these diseases even before the onset of the rainy season by building a strong resistance against these illnesses and practicing personal hygiene and environmental sanitation,” Duque concluded.

Through paving ways with preventions by drinking water from safe sources to stop diarrhea while kits are being developed for the early detection of leptospirosis, clearing of environments to avoid mosquito breeding, we are yet to restore our resiliency in facing fatalities, may it be against Covid-19 or water-borne diseases.

MANILA – The Marcos administration is making the manufacturing sector innovative and sustainable in an effort to entice more foreign investors and make the Philippines a prime investment destination, a Trade official said on Saturday.

MANILA – Oil companies will adjust fuel prices on Tuesday.

In separate advisories, Caltex, Cleanfuel, Jetti, Petro Gazz, PTT, Seaoil and Shell said they will increase gasoline prices by PHP0.90 per liter and PHP1.05 per liter on diesel prices.

On the other hand, Caltex, Seaoil and Shell will roll back kerosene prices by PHP0.25 per liter.

Outlook for oil demand from China and concerns on supply continue to drive oil prices in the global market as the Organization of Petroleum Exporting Countries

and its allies (OPEC+) targets to further cut production this year.

With the price adjustments in fuel products last week, gasoline prices recorded an increase of PHP7.20 per liter since the start of the year, while diesel and kerosene prices also hiked by PHP0.85 and PHP2.05 per liter, respectively.

Data from the Department of Energy show that as of Feb. 17, gasoline prices range from PHP56 to PHP78.20 per liter, from PHP54.40 to PHP74.84 per liter for diesel, and from PHP71.50 to PHP77.95 per liter for kerosene. (PNA)

During the Saturday News Forum in Quezon City, Lanie Dormiendo, director for the International Investments Promotion Service of the Board of Investments (BOI), said manufacturing is one of the priority sectors that the administration intends to develop.

“We are really aggressively promoting innovative and sustainable manufacturing and services,” Dormiendo said, noting that the government is putting a premium on “high-value” manufacturing activities such as electric vehicle (EV) assembly, battery manufacturing and mineral processing.

“We want to attract foreign investors to do a higher value activity to do mineral processing, and then attract battery manufacturers and eventually the EV assemblers and EV manufacturers,” she added.

Dormiendo said the country has “a lot of minerals” that can be processed to form part of batteries, not only for EVs but also for battery energy storage systems.

She also said the government wants to capitalize on the country’s available resources instead of exporting them to China and Japan as raw minerals.

In terms of sustainable infrastructure and services, the Marcos administration is “actively” promoting renewable energy (RE), Dormiendo said.

The La Castilla Collection: A Photography Exhibition now open at Ayala Centrio

The La Castilla Collection: A Photography Exhibition is now open for viewing at the 3rd Floor Foyer of the Ayala Centrio Mall, Cagayan de Oro City.

The exhibit features photos of Blue & White Chinese Heirloom Porcelain from the Ching & Ming Dynasties dating back to the 13the to 17th centuries and will run from February 1 to 28, 2023.

The fourteen photos feature a selection of blue and white antique jars from the Pelaez Family collection of the La Castilla Museum of Philippine Household Heirlooms and Antiques (The Rodolfo and Elsa Pelaez Family Memorabilia).

“This is one of the offsite programs of the museum where we fulfill the mandate of museums to make collections accessible to the public, while also keeping the objects safe and preserved in their cabinets,” said Kelly Ramos, Curator of the La Castilla Museum.

The La Castilla is a mid20th century lifestyle museum of Philippine household heirlooms and antiques housing the Rodolfo and Elsa Pelaez Family Memorabilia in Cagayan de Oro City, Philippines.

In his book, Rodolfo & Elsa Pelaez A 20th Century Legacy , author Nelson A. Navarro wrote:

“Elsa Pelaez managed to collect one of the biggest and most impressive collection of blue-and-white heirloom Chinese porcelain from the Ming and Ching dynasties during the 1950s ‘antiques boom’ from Muslim traders of Lanao, as well as from private collections and auctions from Cebu and Manila. These are now in the La Castilla Museum, along with later acquisitions of fine art from Europe and other parts of the world.”

“The Ming Dynasty is famous for its blue and white

porcelain (1368–1644). Of all Chinese antiques, Ming porcelain is the most well-known, arguably the most valuable, and one of the most sought-after pieces of art. They are renowned for their beauty, deft craftsmanship, and intricate detail throughout the art world,” remarked Dr Chona R Echavez , director of Xavier University’s Research Institute for Mindanao Culture (RIMCU), who was the guest speaker during the exhibit’s launching on February 13.

“Ancient Mesopotamians created the first underglaze blue and white pottery in the fertile valleys between the Tigris and Euphrates rivers, not the Chinese (modern-day Iraq, Kuwait, Turkey, and Syria). They imitated lapis lazuli using cobalt oxide, one of the few pigments that can withstand the highest firing temperatures. Later, during the Islamic Abbasid Caliphate (about 750 AD), blue and white pottery became extremely popular throughout the Middle

East,” she added. While not originating in China, blue and white porcelain, known as Qinghua (blue flowers), has become the most widespread porcelain, and China's most famous china. This underglaze ceramic, decorated with blue pigment, normally cobalt oxide, has been produced for over 1,000 years (Jiang, 2021).

The color blue gained special significance in the history of Chinese ceramics during the Tang dynasty (618-907). The distinctive

color in blue-glazed pottery and porcelain comes from cobalt ores imported from Persia, which were a scarce ingredient at the time and used in only limited quantities.

In the Yuan (1279-1368), Ming (1368-1644) and Qing (1644-1911) dynasties in particular, different types of cobalt ore and methods of application determined the distinctive feature of the shades of blue that appeared on blue-and-white porcelain ware. (Ho, 2019)

This exhibit is a project of the 18th Cultural Season of the Liceo Office of Cultural Affairs in celebration of the 68th Founding Anniversary of Liceo de Cagayan University and National Arts Month in the Philippines. It is mounted by La Castilla Museum in partnership with Liceo de Cagayan University, Ayala Malls, Ayala Centrio, Cagayan de Oro City Tourism & Cultural Affairs Office, Cagayan de Oro Historical & Cultural Commission (HISCOM), Liceo Office of Cultural Affairs, Liceo Office of Communications and Promotions, and The Liceo Press.

According to the same Study, the rural people are the most affected by protracted war and violent extremism. As farming has become non-viable anymore, 3 out of 4 farmers have already left farming, going to the urban centers to work as janitors, drivers, waiters and what have you.

How about our indigenous peoples? Well, they have become “squatters” in their own native land as the ancestral domain which their forefathers had occupied for hundreds of years are now converted into massive plantations. These are the “blessed lands” of our indigenous peoples and these are the choicest of land. According to a Study of the Development Academy of the Philippines, some 63% of Mindanao is now under the control of Trans-National Corporations (TNCs) and our IPs find themselves farming marginalized and highly steep mountainous areas.

“Gamay lang nga tulod, ang kabaw moligid na.”

AGAW GUBAT, AGAW LUPA. AGAW TUBIG. AGAW BUHAY. That is now the order of the day in the life of the Indigenous Peoples in Mindanao. The hundreds of thousands of hectares of the Ancestral Domain have been landgrabbed by powerful corporations in cohort with power-that-be and when the IP leaders would stand to resist, they are killed.

In fact, in the last 7 years, more than 200 IP leaders have been murdered including a lady datu for fighting for the IP’s water rights. Fear is indeed being used as a means to control the mind and to abuse the rights of the Indigenous People. In all of those killings, no one has been arrested. Thus, the killings continue without let-up. Thus, we can aptly say that the enrichment of the wealthy and powerful means the dispossession of the and impoverishment of the Indigenous people now living in extreme poverty and oppression.

The “blessed lands” have ceased to be so because these lands, where plan -

tations have loomed, reek with poisons, having been bombarded for several decades with multifarious toxic chemicals, 8 of which are already internationally banned (based on the examined samples of water, air and soil in Davao.) Certainly, these chemicals are carcinogenic, the reason why cancer has become a common disease of the Mindanawons.

As for our fisherfolk, they are the ones catching fish, yet their children are hungry as malnutrition is highest in the coastal communities. This is so because the grandeur of the Philippine bays is now fast disappearing as they undergo progressive state of impairment and with it, the marginalization of the coastal populace. Unlike before when fish would literally jump into their “banca,” fish now can hardly be caught.Why? What are the fatal blows causing the death of the once mighty marine and fishery ecosystem? Well, the bays are treated as waste pits. First is industrial pollution. Chemical waste from industries and factories are dumped in the bays. Other silent killers are the internationally banned chemical fertilizers and insecticides which are heavily used in surrounding plantations.

These non-biodegradable, petroleum-based agricultural inputs are washed from the soil into rivers and into the sea, entering food chain and polluting the watersheds. I am very certain that these toxic chemicals are already in our water system, in the water that we drink or bath and water we use for cooking. Other countries have banned these chemicals, why are these being used by big plantations? Are we Filipinos guinea pigs? It is about time that we stop these plantations? For heavily using these toxic chemicals that have harmed the health of the people, some of these plantations are barred to operate in their own respective countries. That is the reason why they are operating (and expanding at that!) here in the Philippines particularly in Mindanao. What a tragedy! Gumising na po tayo!

The greatest social injustice committed against the Filipino people is the existence of so-called Elec-

tric Cooperatives which as penned by Justice Mariano del Castillo in the Supreme Court 2003 decision are cooperatives in name only. After six decades of existence, these so-called Electric Cooperatives have never recognized the capital share/contribution of their 13 million MCOs (memberconsumer-owners) which when computed will reach more than a trillion pesos. Each MCO should be receiving at least P3,000 monthly patronage refund with some privileges of scholarship for the poor student-children and free hospitalization as being done by the Electric Cooperatives in the United States. There were those cooperative leaders who strongly advocated to correct such horrible social wrong like in the case of the Davao del Norte Electric Cooperative (DANECO) but they were brutally killed. If you were the Chairman of the Cooperative Development Authority and follow the constitutional pronouncement that the State shall promote cooperativism as instrument of social justice and would rectify such social wrong, you will be falsely found guilty administratively for doing your job. Ganito ba ka powerful ang mga OLIGARCHS masquerading as cooperatives? As mentioned, there are now some 13 milliion MCOs through-out the country. Thus, in a family of five, there are some 65 million Filipinos who are victims of this horrible social injustice. I pray that the present dispensation should look into this.

All told, the above-cited realities are some of the horrors of social injustices that have been rammed down the throats of our oppressed but struggling people. Apparently, the victims include the ecosystems that provide the life-support systems to our ecological people in defiance of the Constitutional Principle (Art.II, Sec. 16) that, “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

Unless we rectify such, there can be no genuine development. Only maldevelopment that sacrifices the people and the environment to the altar of greed and profit!
