PRESIDENT’SMESSAGE

The term Fiduciary is one that homeowners may hear often when referring to the duties and function of the Board. But it is often overused or incorrectly used as a basis for all kinds of comments, opinions, and determinations. The dictionary defines it like this: Fiduciary – A fiduciary is a person or organization that acts on behalf of another person or persons, putting their clients' interests ahead of their own, with a duty to preserve good faith and trust. Being a fiduciary thus requires being bound both legally and ethically to act in the other's best interests.

Per Nevada Statute (NRS 116.3103), “In the performance of their duties, the officers and members of the executive board are fiduciaries and shall act on an informed basis, in good faith and in the honest belief that their actions are in the best interest of the association.”

Our own CC&Rs (Article V, Section 2) state that the Board shall take such actions so as to maintain “the operation and management of the association land and facilities thereon as a first class multi-use development”.

Additionally, the Community Associations Governance Guidelines state: FULFILL FIDUCIARY DUTY. Act within the board’s authority, exercise due care, act in good faith, and act with ordinary care in the best interests of the association.

In an article from the CAI’s Common Ground™ magazine, Steve Spanier wrote: GUIDING LIGHT - Board members should constantly follow their North Star: What is best for the community? The answer requires thoughtful problem-solving, persistence, creativity, and leadership.

Individuals frequently act in their own self-interest. A fiduciary is not supposed to do that. If board members consistently act as fiduciaries after taking the time to learn about the issues, they will more consistently make decisions that further the best interests of the community. That’s why I believe what is best for the community is a more appropriate goal than what is best for the individuals who live there. By law, board members are the only community members who have the authority and fiduciary responsibility to ensure the community’s long-term relevance and help protect association property values.

So, a key for Board members is acting in the best interest of the entire association and not just individual owners. While we do listen to various opinions and comments from our homeowners, in the end we must act in a manner best for the entire community. We give overall policy and direction to our staff. Then we task them with performing their jobs and going about their daily duties.

Please continue to let us know your questions, concerns, and thoughts about our community.

“Ain’t Gettin’Cooler Yet . . .!”

The month is now August, and it’s hot, no surprise; we check out the weather bringing tears to our eyes. It’s mostly three-3 digits, wondering if we’ll survive –plants die and we’re wilting – summer sure has arrived! We crank up the "air”, but it’s still not enough –the fridge is now empty; we drank ALL the cold stuff! Too hot to go out and retrieve any mail –our gait is as fast as a slug or a snail. It’s too hot to cook, barely able to eat –at night, the moon even generates heat! The steering wheel’s hot, and the concrete is worse –we should not be surprised -it’s Las Vegas, of course! Oh yes, we complain, because that’s what we do –but it ain’t a surprise – it could be worse, that is true... But we’re not buying snow tires, winter coats don’t exist; our pipes don’t freeze up - so you now get the gist. There’s no salt in the garage – and we don’t slip on ice makes going out for the mail a little safer and nice. We don’t ‘slush’ up our pants when we go out to walk, and we’re not leaving early to defrost our car locks. If it snows, we go out and take pictures to send of the phenomenon outside to our family and friends. We don’t own snow shovels, or scrape our windshield –and no one ‘skids through’ when the sign says to ‘yield’. Not sure why you’re here – but we are just the same. And we suffer the heat – it’s just part of the game –so we play the cards dealt us and suffer in summer, and live with the heat, even though it’s a ‘bummer’. But when watching the news in the winter, just think –winter weather back East proves just how much snow stinks. It is nice to go visit where you COULD find some snow –then come back to Las Vegas, which is where we all know we don’t suffer from frost bite so remember this when we’re checking the temp and it’s 110°!!

Someone Should Have Told Me!

I’m having another birthday pretty soon… I have noticed that in recent years, the birthdays come faster and faster. Someone once told me that “Life is like a roll of toilet paper… the closer to the end you get the faster it moves.” Well, my roll really seems to be spinning these days!! -- You know I found out that the amount of toilet paper used on average by a person each year is approximately 57 sheets per day of toilet paper, with 8.6 sheets being used per trip to the bathroom. Most people use about 20,000 sheets of toilet paper per year (or about 100 rolls). Each person uses roughly 50 pounds of toilet paper a year! That is a LOT of toilet paper usage! OMG… I have really digressed!!! I really am getting old!!! -- Still, I was just feeling that it takes less time

between birthdays nowadays. So here are some things I wish I had been taught long ago…

1. Arguing with a fool proves there are two.

2. The easiest way to wait for something is to forget it exists.

3. Leave, when a promise turns into a sorry.

4. The worst type of loneliness is the loneliness you feel when you are with people.

5. There are no rules of attraction when it comes to meeting your match.

6. You don't need to compromise on your standards, the right person will come to you.

7. The best way to find yourself is to lose yourself in the service of others.

8. A toxic person only changes their victims, never themselves.

9. A conversation about how you feel is not supposed to end in an argument.

10. Someone's effort is a reflection of their interest in you.

11. You can be the whole package at the wrong address.

12. Facts over feelings. Don't let your emotions play with your intelligence.

Alex Ferman (CA 2013)

You know, I’ll bet you have some “teachings” you have picked up along the way… maybe you could share them? If we are lucky, we have been blessed with “teachers”, “guides”, “mentors”, and “coaches” to help us along the way. Perhaps, YOU have been one of those who have blessed the lives of others with YOUR wisdom, knowledge, and insights. Sharing yourself is a blessing… giving unsolicited advice is being judgmental. Sharing yourself comes from your heart… the more you share yourself, the bigger your heart.

So… got some gems of wisdom you can share? Send them along to me at scsspirit@gmail.com and maybe I can pass them along. Remember, we are all in this life together… but only ONCE.

Amazing Aging: Self Love

As we age, our bodies slow down and transform. Your mind is your greatest tool to staying mobile, alert and energized. As you embrace your wisdom, quit people pleasing, and celebrate who you are, you give your body the very best chance to become as vibrant and as whole as possible.

This can be easier said than done! Most of us were raised to believe that our needs come last, and that self-love is selfish. Nothing could be further from the truth. As we nurture ourselves, we give from a place of abundance, live longer, and inspire those around us to celebrate themselves too. It’s something the captain of the plane knows; we’re told to put our own oxygen masks on first, rather than running around the plane, trying to help everyone else, and collapsing in row 34. We thrive when we’re able to be our true selves and are accepted just as we are.

Our upcoming ‘Amazing Aging’ class will gently guide you through the process of living a life of abundance, whilst overcoming the ‘life stuff’ that weighs the body down. It’s time to shed the load, celebrate who you are, and step into renewed energy and joy!

Interested in the new “Amazing Aging” class in Sun City? To reserve your spot email Skye Baloo at skyeis@live.com with “Amazing Aging” in the subject line.

Before we gear up for September and the hectic rest of the year, let us celebrate National Simplify Your Life Week. Yes, it’s an actual holiday week that falls on August 7th and runs through the 13th. We could all use more simplicity in our lives. This month is the perfect time to acquire some good habits to make life simpler. I researched suggestions from experts to help us do just that. Our focus is drawn away from the things we want to do that bring us joy, and towards the things that we feel we have to do. Please look at these suggestions that may surprise you!

1. Do something you love. Reading a book, seeing a movie or simply taking 15 or 20 minutes to relax, meditate or think about nothing can be very productive. Research shows that instead of pushing through so many of life’s tasks, taking a break for yourself will actually make you more productive.

2. Declutter. Now is the time to declutter. It’s been said that a clean, uncluttered space creates a clear mind, not to mention a sense of peace in organizing things to your liking. Trying to declutter the whole house is overwhelming, but if you take a drawer at a time each day by the end of the month you will be all set to gear up for the holidays.

I especially can vouch for this because I recently moved and had picture albums that went back over 40 years. With patience (which is a virtue), I cleaned out, threw out, gave away or digitalized the whole collection. All these years I’ve lugged these albums from home to home thinking one day I’ll sort them out. The immense relief and pride in a job completed gave me such a

sense of lightness and well-being!

3. Disconnect from social media. In today’s world most of us spend too much time on social media, our cell phones and TV. Like Pavlov’s classic experience with dogs and conditioning, many of us find it hard to not check social media or our cells if we hear or see a notification. It is unrealistic to think that we can totally disregard all of those distractions. Perhaps establishing increments of time throughout the day for abstaining from screens or deciding to set a timer for when you will tune in is all one needs to do. This might be the time to take a walk to enjoy nature or just sit quietly and daydream.

4. Cut out toxic people. This sometimes is easier said than done – but if you truly feel that someone drains you with their negative energy, choosing to spend less time with them is healthier. Life is short.

5. Say no sometimes. It’s recommended that one should look at time as spending money – prudently. We need to be choosy about what we give our time to – and how important it really is to us.

Living a more positive, relaxed life may bring real joy!

“When you recover or discover something that nourishes your soul and brings joy, care enough about yourself to make room for it in your life.” Jean

and international author).

David

Goldhecht: Proud Army Veteran and Sun City Summerlin Resident

David has lived in Las Vegas for the past 12 years and 8 years here in Sun City Summerlin.

His parents were Holocaust survivors. After being liberated from an Eastern European concentration camp, they moved to Germany (where David’s sister was born). In 1948, his parents moved to Israel. David was born in Israel in 1951. His Dad worked as a contractor for the State of Israel (Israel became a nation in 1948). He was hired to build homes in what is now Gaza and in Tel Aviv. A few years later, the family moved to New York to live near his Dad’s brother.

David met his wife Joy in 1973. They married in 1975 and will soon celebrate their 50th wedding anniversary. David and Joy are the proud parents of three daughters and three grandkids (two are in the 20s and the youngest is about to turn 1). David and Joy go back to Israel every year for two weeks. They love “going home.” David and Joy were recently in Israel for six weeks for the birth of their third grandchild.

After graduating from high school, David enlisted in the U.S. Army in 1970. He trained in Fort Dix, NJ. David served in the U.S. Army a total of 22 years! He was a U.S. Army Specialist. During a six-month tour in Vietnam, David was on Special Assignment for the U.S. Army. The details remain highly confidential.

Fast forward to 1980, David joined the New York State National Guard. His unit was called in to assist for a three-week period when the World Trade Center was taken down on September 11, 2001. His specialty: fixing and operating generators.

In between his military service, David worked in sales for Hostess Brands delivering merchandise in Spanish Harlem on the east side of town.

David returned to military service in 2004, spending one year in Iraq. He traveled throughout Iraq with an artillery unit in a convoy, assisting with the deployment of equipment.

Currently, David is a member of the Military and Friends Club. He loves to repair and build things for their home. He keeps himself busy while enjoying his retirement.

David is a proud soldier, a true patriot. In his heart, his Nation comes first. Dave proudly states: “If I am ever called again to serve the Nation, I will be the first guy out!” Thank you, David, for your service to our Nation.

Guide Dogs for the Blind: Helping Others Has Its Rewards

Did you know that one of our residents, Jo Ann Markowski, has been a volunteer with the local chapter of Guide Dogs for the Blind for six years? Jo Ann became interested when she and her husband retired to Las Vegas. They missed having a dog and agreed that over the years their beloved pets exited this world too soon. Jo Ann looked at her husband and said: “Let’s get a perpetual puppy.” Her husband knew exactly what she meant; to be a Puppy Raiser for Guide Dogs for the Blind.

Jo Ann is inspired by the work of the volunteers who help train guide dogs for the visually impaired community. Volunteering gives purpose to the lives of the puppy raisers. “We are starting these puppies on their mission to becoming a seeing eye dog for someone,” says Jo Ann.

Jo Ann is the local Las Vegas Puppy Raiser Club Leader. She organizes the outings, onboards new volunteers, and acclimates them to the program. In Las Vegas there are presently 30 puppy raisers, ranging in age from high school up to age 80! They are not all retirees. Some people work and they take their puppy with them (if allowed). Members attend puppy club meetings to share training challenges and go on local outings as a group.

Established in 1942, Guide Dogs for the Blind is the largest non-profit, tax-exempt charitable organization in the country supported exclusively by private donations. The Group breeds Labrador Retrievers, Golden Retrievers and Lab/Golden dogs. These breeds are known for their keen intelligence, great temperament, and good health.

Volunteers are known as Puppy Raisers. At eight weeks of age, a puppy is taken in and lives with its Raiser for a period of about 14 months. The Raiser will teach the puppy basic obedience commands and how to behave both at home and out in public. The puppy will be exposed to many different public venues, including: a variety of retail stores, pharmacies, casinos, and restaurants.

At the age of 16 to 18 months, puppies begin their six-month training at one of two training facilities in California or in Oregon. Puppies learn the necessary skills to act as the eyes for those who are blind or visually impaired. The personalized training program matches individuals with a Guide Dog based on temperament and compatibility. There is no fee whatsoever.

In conclusion, Jo Ann would like for LINK readers to go to guidedogs.com and read about the organization and the important role of volunteers. Check out their Facebook page: www.facebook.com/GDBLasVegaspuppyraisers. You may also reach out to Jo Ann via e-mail: joannmarkowski@gmail.com.

Grand Haven Camping Trip

During the COVID-19 shutdown, it became apparent that we needed to keep in touch with, not only our family and friends, but also with our neighbors. Thus, the Grand Haven Neighborhood Group was formed. That first night in 2020 most of the people on Grand Haven Avenue came to the end of their driveways and waved to their neighbors. This quickly morphed into a nightly gathering in the street, with our chairs and drinks, of course, keeping the requisite 6 feet separation from each other. We eventually moved off the street into the back yards of several people.

Since then, this neighborhood group has weekly happy hours, annual street parties, and recently, a Grand Haven Camping trip! We have expanded to include friends from other streets and are constantly updating our email lists.

Our first ever camping trip was organized by Dianne and Tony Romano. We went to the Longstreet Inn-Casino-and RV Resort in the Amargosa Valley. The Romanos, Doug Kilgore, and Mary and Terry Lazarus all have RV’s and were camped in the park. This became the center for all our activities, including nightly dinners and hilarious games of Jenga. Sharon Johnson, Diana and Chuck Ford, Chris and Evelyn McKee, Kathy and Craig Kelson, and Kate and Tay Schuff all had rooms at the aforementioned Longstreet Inn.

Our first adventure was a trip to Ash Meadows National Wildlife Refuge where we learned about the endangered blue pupfish. Various boardwalk paths took us to some beautiful springs where we could see these vibrant blue little fish.

Our next adventure was in Death Valley National Park. We visited Badwater Basin, the lowest point in North America (282 feet below sea level), the Devils Golf course, the Artists Palette, and Furnace Hills.

On our last day, we visited the Amargosa Opera House where artist Marta Becket staged shows from the late 60’s until 2012.

COVID-19 was a terrible thing to happen for most of the world, but it gave us a reason to get to know our neighbors and make friendships that have enriched us all. We have surely learned that we don’t need a reason to meet our neighbors and extend a hand of friendship.

COMMUNITYSTANDARDS

What is a Sub-Association??

Sun City Summerlin is a very diverse community, with 7779 homes and about 12,000 residents. Of the 7779 homes, 5740 are single family homes and about 2039 are attached townhomes, consisting of 2, 3 or 4 units. These homes are set on 79 miles of roadways, on nearly 300 individual streets, courts, and drives, that make up the footprint of our community. From a design perspective, Sub-Association homes range in size from about 1000 square feet to upwards of 1800 square feet. Their sizes and layouts are very similar to single-family homes. The major difference is that they share a common wall. All have garages and most have a golf cart space in the garage.

While all homes are part of the Sun City Summerlin Master Association, the townhomes are spread throughout the community in 39 unique “Sub-Associations”. Those Sub-Associations range in size from 12 to 459 units and represent about 26% of all homes in Sun City Summerlin. Some are located on golf courses, while others are sprinkled throughout various neighborhoods. As with single family homes, all Sub-Association homes enjoy all the same rights and privileges of Sun City Summerlin.

Each Sub-Associations has a Board of Directors and a Management Company, although some are self-managed by their Boards. Boards are elected by the unit owners. They have unique CC&R’s and Rules and Regulations, all of which are closely patterned after the Sun City Master Association governing documents, which are bound to follow Nevada State laws that are expressly aimed at governing homeowners’ associations (HOAs). Each Sub-Association is formed as a separate corporation, is registered with the Nevada Secretary of State’s Office, and must submit status reports annually.

Sub-Associations maintain corporate budgets, Reserves, and appropriate accounting practices. They hold regular meetings and provide financial and other reports to owners, as required by Nevada State law.

Sub-Associations have some unique traits that give them a certain appeal with many residents who may not wish to think about managing exterior repairs or landscaping. In a SubAssociation, those tasks are managed for them by their Board and Management Company. Fees for those landscaping, maintenance and other services are collected separately and in addition to the Master Association’s annual fees. Fees can vary between Sub-Associations and are determined by the scope of services provided.

Any exterior changes to Sub-Association homes require prior approval from their individual Board as well as from the Architectural Review Committee. All homes are free to make any interior changes, as long as state, city and county building codes are adhered to.

As noted, Sub-Associations have their own unique governing documents. However, if there is ever a conflict between those governing documents and the Master Association’s similar documents, the Master Association documents will always take precedence. The same precedence is also accorded to any state, county or city ordinance or law. Although SubAssociation Rules and Regulations follow the Master Association’s, the Sub- Association may exhibit some rules that are more stringent, depending on their individual needs.

Please feel free to contact us for any questions regarding this subject, or any that relate to our CC&R’s, the Development Standards, or projects that may need assistance.

The Sun City Summerlin Ham’s Field Day

On June 24th the Sun City Summerlin Ham Radio Subcommittee to the Neighborhood Preparedness Team (NPT), met outside of Desert Vista for Field Day, a worldwide annual radio operators’ event that has occurred on the last full weekend in June since 1933.

Over 35,000 amateur radio operators communicated with other radio operators who transmit on radio frequencies that reflect off of the ionosphere which, depending on conditions, can be received throughout the world. The goal is to make as many different worldwide contacts as possible in 24 hours.

There are three classes of ham licenses, Technician, General, and Extra. Radio operators with General and Extra licenses can transmit on shortwave frequencies that reflect (bounce) off of the ionosphere and back to a distant earthly location that could be thousands of miles away more efficiently than frequencies that technicians are licensed to use.

Four Sun City Summerlin licensed operators, from all three license classes, brought their radios and set up antennas for Field Day not only to have fun and learn from each other, but also, to practice essential skills necessary after a disaster when landline and cell phones, the internet, and other forms of 21st century communications fail.

On Field Day radios, powered by batteries and solar panels are used to mimic conditions that would occur when the electric grid is down. But the Sun City Summerlin Hams work year-round to establish and ensure that communications will be maintained during, and after, any form of catastrophe.

The main focus of the Sun City Summerlin Hams is to support NPT, and to assist in maintaining communications throughout the Sun City Summerlin Community by involving the various Neighborhood Watch blocks under the direction of the Executive Director. The goal is to collaborate with the Clark County Office of Emergency Management (OEM) after a largescale disaster occurs.

Being a newly licensed ham that holds an entry level Technician License, my privileges only allow me to transmit on frequencies in the VHF and UHF ranges. These radio waves usually pass through the ionosphere and into space. Generally, these bands are only received in areas within the line of sight of the antenna and when transmitting from Desert Vista this includes the entire Las Vegas Valley.

One of my contacts was with JC Willette, KJ7SLF, who is the Clark County ARES (Amateur Radio Emergency Services) and RACES (Radio Amateur Civil Emergency Service) Hospital Coordinator. In a widespread emergency, knowing the hospital that can care for an injured person vs. being brought to one that is swamped saves lives. Many Sun City Summerlin Hams are members of Clark County ARES. The mission of ARES and RACES is to: Support

vital communications during emergencies and Disasters ‘When all else fails’. The Sun City Summerlin Hams are developing systems that will continue to interface our community with emergency services throughout the Las Vegas Valley.

If you would like more information about the Sun City Summerlin Hams email Mark West at: thevidiot@gmail.com or Robert Ambrose at: n7get@arrl.net.

LIGHT Chicago/ Midwest

Welcome to the Chicago/Midwest Club where the “not so elite” meet to greet and eat. We were originally the Chicago Club over 20 years ago. But about ten years ago, we changed our name to reach out to more residents. Of course, you know, everyone from wherever you’re from is welcome to join. We’re strictly a social club where our agenda is fun and entertainment.

We meet on the third Sunday of every month in Desert Vista Room 5 at 6 p.m. We make every effort to present a variety of programs including singers, dancers, comedians and even drummers. We also have many different speakers including those from TV stations, newspapers, security, police, and fire departments. We are known to throw in a game night or two. Our holiday parties are always wonderful with great entertainment and lots of prizes.

Our food committee is outstanding. Where else could you find minestrone soup, matzo ball soup and split pea soup all in one evening?! We celebrate birthdays, holidays and other special occasions with appropriate decorations and food to match. All our members receive a personal phone call to remind them of our upcoming meeting. That might be the old-fashioned way of communicating, but how nice is it to hear a human voice instead of getting an e-mail?

The Chicago/Midwest Club is a great place to see old friends and make new ones.

For more information on this fun, lively group, call Myra at 702-838-3859.

Everyone had a great time!
