The correct date appears on the Ballot Voting Instructions Checklist that is part of the Ballot. Following is the correct information for returning your ballot. The correct date the ballot must be received by SCSCAI is on or before 5:00 p.m. on September 4, 2024.

What the Heck is N.O.R.A.?

You may or may not have heard about the amendment we are supposed to vote on called N.O.R.A. I had no clue what it was about, although I was living here as a resident when the first N.O.R.A. was passed in 2005. I didn’t remember what it is.

Town Halls have been presented by the Board of Directors, and I decided to go to one to figure out how this N.O.R.A. affected me as a homeowner and to also be able to vote in a responsible and educated way. Here is what I learned for your information and consideration, and hopefully to help you also make a voting decision you are comfortable with:

What is N.O.R.A. anyway? It stands for New Owners Reserve Assessment – N.O.R.A.

In 2005, the first N.O.R.A. was voted upon and approved here in Sun City Summerlin. It was designed to shore up funds in our Reserve (or savings account if you will) to cover extra improvements, emergencies, and other expenditures not covered otherwise.

N.O.R.A. didn’t affect the current homeowners, just new people buying homes in Sun City Summerlin. So, if you bought your house before 2005, N.O.R.A. didn’t affect you, and if you bought after 2005 you paid the fee and probably don’t remember doing so. It was believed at that time that the amount of money asked for from new homeowners would be enough to shore up our Reserve. Unfortunately, steep inflation over the years has risen 12 to 14%, and no one could foresee such an increase. A 5-ton air-conditioner in 2019 was $6,500 installed and now a 5-ton air conditioner installed is $18,000.

In addition, during the two-year COVID period assessments did not change, yet Operating Expenses and Reserve spending still existed and added to the problem. The most recent Reserve study done in March 2024, showed our Reserves are in a deficit that needs to be made up. All HOAs across the country are facing this dilemma, not just our Association; in fact, our deficit is less than most.

I found out that our Sun City Summerlin community is so desirable for many who want to retire that we are actually rated the No. 3 choice of where to retire in the United States, and it’s all our amenities that helped us to become one of the best retirement places to live. In order to keep our property values rising (which they are) and the appearance and upkeep of our desirable amenities inviting,

the N.O.R.A. fee must be raised to $5,000 for new people buying homes here. Most agree that in today’s world of higher housing prices, the $5,000 will be simply the price of living in one of the most valued retirement places that offer the most for the investment.

In fact, the Board of Directors reached out to other highend retirement facilities that offered what we offer; the closest retirement HOA that has similar amenities is in Arizona – and that community already has a $5,000 fee for new homeowners, and has had it in place for some time with no detriment to their sales of homes.

An alarming fact for me was that according to our CC&R’s, we must have 2/3rds of all homeowners (one vote per home) voting yes for this new N.O.R.A. fee to pass. And even more alarming is that only twice in our 30-year history have we had 2/3rd of the homeowners vote on changes to the CC&R’s. One was for the first N.O.R.A. and the other change was to vote for having the fire station in Sun City Summerlin.

By law it is the responsibility of the Board of Directors to take care of this deficit in our Reserves. I wondered what would happen if we don’t get 2/3rds of the residents to vote yes for N.O.R.A.? Turns out, WE, the present homeowners, will have to, as the expression goes, foot the bill. WE could have special assessments each year on top of our HOA dues so that the current deficit is corrected and the Reserve is restored to the proper amount of what we should have.

Yikes! I raised my hand and asked what I thought was “the bottom-line questions:” Do I have it right to say that if we don’t vote yes on N.O.R.A. to have new owners just coming into our community pay the fee, we will have to pay it? “Yes!” was the reply. And if we don’t get 2/3rd of the residents to vote yes it won’t go through and we’ll have to pay the assessments ourselves instead of new owners because enough people didn’t vote? “Yes!”

For me, then, this is simple: Either the new owners pay the new fee so that we don’t have to, or, if enough people don’t vote we’ll all pay.

Hmmm. I think I would rather have the new people moving in pay, and I’ll tell all my neighbors what I learned. It’s kind of a no-brainer for all our sakes.

Sun City Summerlin Patrol is a volunteer organization made up of residents of the SCS community. We are the eyes and ears of the community, providing 24-hour patrol of the Association’s roads. Thirst is a Good Thing

So, now we are in the midst of Summer HEAT! Desert dwellers for centuries understood that they needed to have a lot of salt in their diet to make them thirsty and thus take in a lot of water. Their THIRST was necessary to encourage them to drink the necessary and life-saving amounts of water.

I recently was approached by a very dear person I have always admired and appreciated. Judy came over and said “You know me, I always have some good questions for you. Here’s one for you....” She certainly does... she always looks at things and asks “why” ... she has the ability and interest to know more than the “what” ... Judy always wants to know the “how” and “when”, the “back story” and the history of things. She is always thinking and makes those around her think also. Judy is one of the “youngest” people I know, albeit it not in years. Judy is ALWAYS THIRSTY... to know more and to do more and

new version of Microsoft Windows... I want to upgrade to it... can I do that now?” Really? So, Marty is THIRSTY... he is aways ready to try something new, take a reasonable chance, or go on a new adventure. He thirsts to go, do, try... to be the best he can. What a dear, exciting, and valuable friend.

I know people who do not join SCS clubs or go to one of our fitness centers or even attend any of our entertainment shows, yet they complain of being lonely and having little purpose in their lives. The couch is more compelling than the THIRST to be truly alive.

My father came to this country as a 14-year-old immigrant, by himself, and he spoke no English. He had a sponsor here who gave him a place to live and a job, but it was his THIRST to be an American, that drove him to get a second-hand set of business books and learn English by looking up every word he wanted to know (and the one before and after that word also). When he passed at age 87, he still did now know how to capitalize or punctuate properly, but he continued to be driven to learn more each day of his life. I learned so much from my dad, and this was one of his most valuable lessons of all. ALWAYS BE THIRSTY.

So, back to Las Vegas heat! For survival, we all have learned to cope with the heat, and we are constantly reminded to “drink a lot of water” and “watch it, you are not drinking enough water and you know that is bad for you”! Maybe we could benefit from being reminded that being THIRSTY for

I know a man who is 72 and confidently tells me “I do not do computers or smart phones or internet... I just am not technical and could never do that stuff”! I also have a good friend, Marty, who is 92 and has the latest iPhone, an iWatch, a car with all the bells and whistles, and internet cameras and doorbells, etc. He often calls me to ask, “Say, I just heard there is a

knowledge, new adventures, new ways of doing things, and CHANGE is a good thing... life-enriching, enjoyable, and rewarding. THAT thirst makes us interesting and alive... it can give us reasons to live and help us cope with the challenges in our lives.

We are never too old to learn and try something new. We can ALWAYS BE THIRSTY... I think I will put down this refreshing iced tea now and go to that class at UNLV on futuristic scientific advancement. See you there??

Ageism is a stubborn prejudice. People of all ages show bias against older adults, though the way they express it changes over the life span.

Either way, the attitudes that underlie age bias are often rooted in falsehoods. While it is true that the risk of some chronic diseases and dementia increases with age, most older adults maintain quite good health and cognitive functioning. “Aging is a very diverse process, and there are great differences between individuals,” said Manfred Diehl, PhD, a Professor of Human Development and Family Studies at Colorado State University who studies healthy aging. “Things usually aren’t as bleak as most people expect.”

Becca Levy, PhD, a Professor of Epidemiology at Yale School of Public Health and of Psychology at Yale University, works to chip away at age stereotypes with a fact-checking approach for public awareness. In her recent book, Breaking the Age Code: How Your Beliefs About Aging Determine How Long and Well You Live, she took aim at more than a dozen beliefs about getting older. “In every case, I found information that not only contradicted the negative stereotype but also highlighted a strength that comes with aging,” she said.

Active Aging Week

Active Aging Week is an annual weeklong campaign aimed at celebrating and highlighting the positive aspects of aging and was first launched by the International Council on Active Aging® in 2003. The overarching goal of Active Aging Week is to challenge society’s negative perceptions of aging by demonstrating that individuals over 50 can thrive in all aspects of life, including physical, social, spiritual, emotional, intellectual, vocational, and environmental domains, regardless of age or health status. The campaign seeks to provide older adults with opportunities to

engage in wellness activities and exercise in a safe, supportive environment, promoting the benefits of healthy, active lifestyles throughout the lifespan. Save the date for these opportunities to participate in Active Aging Week here at Sun City Summerlin on Monday, September 30 through Friday, October 4. Daria Clarke – A Las Vegas native, Daria Clarke has been “Training with Integrity” as a fitness trainer and aerobic exercise instructor since 1978. A graduate of the University of Nevada, Las Vegas (UNLV), Daria has been certified by the American Council of Exercise since 1990. In Bozeman, Montana, she was also a managing director and chief instructor for the region’s largest health club, For Ladies Only. Training Services offered by Daria include Custom Weight Loss Program, Strength Training, Balance Training, Core Conditioning, Cardiovascular Programming, Endurance Conditioning, Golf Conditioning, coordination and program design with your doctor or physical therapist. Cassandra McCarty – Cassandra brings over 23 years of experience in the fitness industry as a manager, studio owner and operator, personal trainer, and group fitness instructor. “Perhaps, Get A New Attitude?”

In 1988, Ronald Reagan, proclaimed August 21st National Senior Citizens Day. Living in Sun City Summerlin, we celebrate that every day. Growing up, we had our impactful days, our ‘moments’, for every reason from getting straight A’s to getting our driver’ license, to having a date for the prom. Remember that first date - young men showed up perhaps drenched in ‘English Leather’ while girls daintily spritzed themselves in the latest Avon scent. We had numerous memorable occasions throughout the years, at least in our limited, young world; we celebrated our little, perhaps less than life altering, occasions.

Getting to our age wasn’t easy. The firsts...many of us can remember the first time we qualified for a mortgage (really, 30 years!?), that first new car smell, our first wedding sometimes, sadly, followed by our first divorce settlement. We got through those years - our first teenage love letter followed later in life by the notice we were now eligible for an AARP card. Did we always listen to our elders? ... Many times, NOT because we thought we knew more than our parents. Funny how the older we got, the smarter they got. Being a Senior Citizen is more than a Social Security check – it comes with the knowledge founded in experience, some good, some not so much.

The victories we achieve today pale in comparison to those of yesteryear. No one is giving us a ‘gold star’ for learning how to use that new cell phone. That driver’s license does not guarantee we’ll remember where we parked our car at the supermarket. While in our younger days, we stood in line at a Disco

Club; now we stand in line at the movies for Senior Day. Growing up, we would check the mailbox for that birthday card from Gramma and the $5 inside; today we get the mail immediately followed by looking for our glasses – the cologne is now replaced with the lingering odor of Ben-Gay.

We need to learn to give ourselves a little ‘fist bump’ or mental ‘high-five’ for the smaller things in life that go our way. Finding a parking space at Costco, having a day when you did not lose the remote, remembering why you just got up and went in the other room, changing that fitted sheet without throwing out your back, having last year’s shorts still fit this summer, knowing that “Final Jeopardy” answer, or getting a “hole-in-one” at golf (I threw that in there because I’ve got one! – yea for me!).

Being Seniors, our accomplishments are perhaps not as monumental as in days gone by, but we should celebrate them, nonetheless. The “fist bumps’’ are fewer and farther in between which makes those little triumphs in life today worth celebrating. We worked hard to get here; we paid our dues, perhaps scrimped and saved, so we deserve Senior Tuesdays at Walgreen’s, and we can take a nap when we want...

So, when you celebrate Senior Citizens Day, enjoy and celebrate where we are, who we are, and as Barry Manilow sang, “Looks Like We Made It”. Let’s re-define those Senior Moments and accentuate a positive. Mark those the times you get that little victory throughout the day - you remembered to close the garage door, you know where your glasses are, you didn’t “butt dial” anyone today, or you got the cap off that child-proof bottle! Turn the meaning of a ‘Senior Moment’ into a celebration of maybe one little victory today, and then give yourself a “High-Five”.

Community Conversations: The Pros and Cons of HOA Living

According to Community Associations Institute, about 29% of Americans live in a community Association. Some homeowners came to Sun City Summerlin with experience living in an HOA. But for many, this may be a first-time experience. And, in many cases, a new buyer may not even fully realize what it means to purchase a home in a managed community. Often the Covenants, Conditions, and Restrictions (CC&Rs) are just buried in a pile of documents at closing and never read. While some people may welcome the chance to be part of this organized living arrangement, others might not like the aspect of having restrictions on how they can manage their property.

Here in Sun City Summerlin, we have our own CC&Rs, along with Development Standards, Rules and Regulations, Age Restrictions, and the Clubs and Community Organizations Manual. All are part of the governing documents that all residents must adhere to.

Pros.

There are several advantages of living in an HOA community. You live in a well-groomed neighborhood and emphasis is placed on maintaining property values and consistent appearance. It creates a sense of community with common goals and

shared activities. They may offer a wealth of amenities such as golf courses, pools, restaurants, fitness centers, picnic areas, sport courts and fields, and more. Sun City Summerlin also has 79 clubs that offer a wide range of activities including card playing, music, table games, crafts, arts, and social activities.

Cons.

While HOA communities have their benefits, they may not be for everyone. Although HOA rules exist to protect the community’s integrity, improve the quality of life, and keep residents safe, some people may find them to be restrictive. Regular fees and assessments are part of living in an HOA. However, some residents may feel that their money isn’t being used wisely, especially if the Board fails to communicate budgeting goals and successes. Homeowners should understand their financial responsibilities, the assessment process, and fines to avoid surprises. When you live in an HOA-governed community, you must abide by its rules and regulations, even if you do not agree with them. While you can petition the HOA to get a rule changed, they are not usually altered unless a majority of residents support it. You don’t always get what you want, and if you lose, you must live with the rule.

For some people, living in an HOA community is the right place for them. Others may prefer the freedom and independence of living in a property free of oversight. Those who are less active and unable to fully utilize all the amenities may decide it is no longer advantageous to pay for them. Everyone has to determine the best place for them to live, based on their own criteria.

A Community Resource For Sun City Summerlin Residents Living Alone

Do you live alone? Or know someone who lives alone? If so, you should consider signing up for free daily reassurance and reminder calls from a non-profit organization called House Calls. If you sign up for their Telephone Reassurance Program, you will receive a daily call to check on your welfare. This program is customizable based on your needs – once a day, twice a day, every other day, etc.

In addition to the reassurance program, House Calls also has a Telephone Reminder Program. A call is made to you to remind you of a daily task such as taking medication, checking your blood sugar, etc. There is no limit to the number of reminder calls that can be made.

House Calls was founded in 1996 by Shelley Egbert – as a manager of low-income senior apartments, she realized that many of her residents did not have family to check in on them. She started House Calls to give seniors the ability to live independently with the reassurance that someone was there to check on them. Her daughter Bailey is now managing the

organization and she says “It may seem like a simple service we offer but it is huge in the lives of many of our seniors.”

What makes House Calls special are the little things they do for their clients such as hand-made birthday cards and holiday cards. When funds are available (House Calls is dependent upon grants and donations to run their program), they will send a small gift to clients on their birthday and a gift basket during the holidays. While most of the calls made to clients are done by a computer, the staff reach out several times a year with a personal phone call. If they identify that their client has a need for additional services, they will refer him/her to agencies who can assist them.

Car 1 proceeds to give Dispatch the address information. Dispatch then accesses Member Look Up for that address and calls the number on file.

“That number is no longer in service.”

Dispatch now calls the Emergency Contact number and does not get an answer. Car 1 is informed and goes around the house, checks the mailbox, gets no answer and then goes to the nextdoor neighbors who do not know anything.

Patrol is out of options to help at this point. We do leave a Blue Emergency Contact Form by the door, and hopefully the resident will come home, update the form and return it to Patrol.

Patrol will be starting a campaign to make sure scenarios like this do not happen. In September, Patrol will be very visible at all community and club events. Officers will have blue sheets in hand ready to hand out to those who may need their Emergency Contact information updated for a variety of reasons:

Ÿ Many of you may not have a landline telephone anymore and have not given Administration your new number.

Ÿ Your friend who was your Emergency Contact has moved away.

Ÿ You have given your key to a new friend from the gym but have not updated your records to show that.

Desert Vista Community Center Handicap Parking

In researching the request for handicap spaces near the entrance to the Desert Vista Community Center, I wanted to share the following information with the residents. The reason we cannot have handicap parking near the entrance is due to the slope in that area, which has a 3% grade. According to the Las Vegas Nevada Unified Development Code 19.08.110 for Commercial and Industrial Parking Design Standards, handicap parking spaces must have a grade of no more than 1.5% in all four directions. This specific requirement is in place to ensure that the parking surface is level enough to accommodate the needs of individuals with disabilities, allowing for safer and easier access to and from their vehicles.

The 1.5% grade limit is designed to prevent wheelchairs and mobility aids from rolling uncontrollably, which can happen on steeper slopes. Additionally, a more level surface makes it easier for individuals with limited mobility to navigate. Unfortunately, the current slope near the entrance exceeds this limit, making it unsuitable for handicap parking. This means that any vehicles parked there would not meet the necessary safety and usability standards required by law.

Aquacize

Summertime!! What could be more fun than an outdoor Aquacize work out. There is now a 7 a.m. class at DV outdoor pool. It's low impact to joints. Club Members can choose from several different classes. The next General Meeting is August 22nd and includes a Pizza party 3 p.m. at Desert Vista. At our last meeting, dues were increased to $15. Art

Artists of all levels from beginner to advanced, and those who just love art, are welcome to join the Art Club. Dues are $15 per year. We hold general meetings the third Monday of each month in DV, Room 1, during which we discuss Club business and offer guest presentations or demonstrations. As we are dark for the summer months, our next Club meeting will be held on September 16, at 1 p.m. In the meantime, we do offer certain classes throughout the summer. Generally, we hold classes/sessions in beginning, intermediate, and advanced watercolor, acrylic and oil painting, drawing, acrylic pouring, colored pencil, and mixed media. We also provide updates on local art events, information about our instructors and Club activities, including our annual Fine Art Show. Arthritis

Do those painful joints keep you from exercising? We have a solution. Slip into your swimsuit and join us in the pool for soothing exercises that get those joints limbered up. These exercises safely move every part of the body. Stretching, range of motion, flexibility and balance improve health and wellness. This low-impact

Basketball

Please join us and help make basketball a community exercise option for everyone. Currently, our basket is at Desert Vista on a pickleball court. The court's hard surface, availability, and dimensions are extremely challenging. We’ve asked for the basket to be relocated to a knee-friendly surface at the end of a tennis court or a new court built over an existing underutilized outside area. The court is reserved for shooting on Sundays from 11 a.m. to 1 pm and Tuesdays & Thursdays evenings from 5-8 p.m. We currently play halfcourt games twice a week at a local gym. Beading and Jewelry

We are enjoying making unusual jewelry and hope you will come and join us. No experience is necessary! The first Tuesday of each month, we meet at Desert Vista for our business meetings. Bicycle

The Bicycle Club does group rides starting at the lower Desert Vista parking lot on Tuesday and Thursday and Sun Shadows on Saturday. Golf, Men’s Niners

Golfers of all levels are welcome at our weekly tournaments, which include nine holes of straight individual play, scrambles, and best ball events, played on each of our three Sun City courses. Club play is held Thursday mornings, with teeoff times ranging from 7 to 8 a.m., depending on the time of year. Once or twice a year we hold out-of-town tournaments, the next one being a three-day venture to Laughlin in early October. We also host spring and fall cookouts at the DV picnic grounds. On August 20, we will be holding a special 18hole event at Palm Valley Golf Club, teeing off at 7 a.m. Finally, at least a few times each year, we hold tournaments at local off campus courses throughout the Valley. Whether you are new to firearms, considering purchasing your first weapon, or are an old hand in shooting arts, the gun club is looking for you. Meetings are indoors and outdoors. March, May, September, and December Mondays, we meet for a fee of $5, at the Clark County Shooting Complex. Our Club membership includes residents that are retired instructors, armorers, range safety officer, and military. Hiking

Club meetings are on hiatus for August. Meetings will resume in September 2024. Coordinated hikes are posted to the group

Investment Club members will be analyzing their financial portfolio over July and August when our club is on vacation for those months. Tai Chi Club

The Tai Chi Club: Balance, Flexibility, Calm

Are you looking to improve your balance, maintain your flexibility, and reduce stress? Then the Tai Chi Club classes are for you.

We offer member-led classes in both Qigong and Tai Chi. Both Qigong and Tai Chi utilize energy to help manage and strengthen one's health, physical and emotional, through disciplined movement and awareness.

Qigong is a number of separate exercises emphasizing controlled breathing, action, and posture, cultivating energy and meditation. Different instructors do different exercises. Being separate exercises, someone new to Qigong can attend any class.

Tai Chi form is a classical series of slow movements that work on balance and stretching in a flowing sequence, promoting health, balance, flexibility, and wellbeing. The different names are different forms (sequences) of movements. We have introductory classes for those new to Tai Chi and more advanced classes for those familiar with Tai Chi. Best to start Tai Chi with Introduction to Tai Chi, offered Tuesday and Friday at 1 p.m.

Many of our members go to both Qigong and Tai Chi classes. Membership dues are $5 for the calendar year. Membership means you can attend as many classes as you want to attend! Good deal, right?

All classes are led by a club member experienced in the form. Class leaders encourage but don’t push. Each class is about 50 minutes long. All are held in Desert Vista (DV) in the Multi-Purpose Room opposite the fitness center and pool.

Participating in The Tai Chi Club is a great way to get gentle exercise, meet mellow people, and increase your overall sense of wellbeing. Extra added attraction: membership includes great pizza parties! What could be better?

Sunshine Service

Sun City Sunshine Club’s Warehouse NEW hours for August are as follows: Monday thru Saturday morning 9-11 a.m. Monday thru Friday afternoon 1-3 p.m. Closed Saturday afternoon. Call the Warehouse at 341-9741 to verify hours. We loan medical and children’s equipment to Sun City Residents. We are next to the SCS Patrol Office at DV. We collect aluminum tabs, Campbell Soup labels, and food donations for charity and accept donations of usable medical and children’s equipment. We particularly need transport chairs of all sizes for adults. Please bring them to the Warehouse. All Sun City Summerlin residents are welcome to play with us for two visits as guests before joining the club. Annual membership dues are $10. Playing Table Tennis has many great health benefits such as improved coordination, balance and reflexes. It’s a great way to get in shape and make new friends. The Travel Club meets the 2nd Wednesday of every month at 3 p.m. in Room 5 of Desert Vista. WateRobics classes are held at Sun Shadows, Monday-Friday at 9-9:45 a.m., and Monday, Wednesday, and Friday at 12-12:45 p.m. Sessions are led by certified instructors who offer modifications to meet various physical limitations. We are taking July and August off to "enjoy" the long, hot summer!
