College of Veteri apologizes to South Asian vets, won’t pursue judicial review Human Rights Tribunal decision
THE Council of the College of Veterinarians of British Columbia has announced on its website that it “will not pursue judicial review of the October 2015 decision of the Human Rights Tribunal” the case involving discrimination against South Asian veterinarians and that the “college is addressing the various remedial orders made in the HRT decision.”

BC Veterinary Medical Association and others, the College accepts the findings of discrimination against Indo-Canadian veterinarians and apologizes to all of the complainants for the loss of dignity, pain and suffering caused by the College’s conduct, including Dr. Hakam Bhullar and his family who suffered professional and personal distress by the College’s removal of his license in December 2009. The College acknowledges its past mistakes in the standards, inspection and discipline arenas. The College is now working to improve its processes and foster positive, constructive and forward-looking relationships with the complainants and all registrants.”
“engaged in systemic discrimination” against a group of South Asian vets and “tolerated and facilitated the discussion of wide-ranging and race-based allegations.” Tribunal member Judy Parrack had ordered the association to end the discrimination
and to pay 13 vets born and trained in India $2,000 to $35,000 each as well as interest for “injury to dignity, feelings and self-respect” besides more than $45,000 in total for various claims of lost wages and expenses. The College’s governing body was ordered to review certain disciplinary complaint files, and post an anti-discrimination policy on its website. It has also been ordered to hold a one-day training program for staff, contractors and others to deal with racial discrimination.

inarians Bhullar, owner of Atlas Vet Clinic in Vancouver, who was in the forefront of this long struggle, was awarded $30,000. The summary of the decision reproduced here told the whole story: * Race-based stereotypes played a role in BCVMA’s dealings with the Complainants, including negative generalized views about the credibility and ethics of Indo-Canadians in relation to their veterinary practices. Persons of influence in the BCVMA held such views, and the BCVMA knew this or ought reasonably to have known this, but largely ignored and condoned the expression of such views. A poisoned relationship developed between the BCVMA and the Complainants, which the BCVMA blamed entirely on those individuals claiming they were “playing the race card”. * There was a substantial interrelationship of the events in the relevant time frame. This included negative commentary, including negative qualities attributed to the Complainants, circulating within the BCVMA. The BCVMA tolerated and facilitated the discussion of wideranging and race-based allegations about Indo-Canadian veterinarians. * While the BCVMA is obligated to consider allegations of substandard practice, there was little basis to conclude the allegations were based on direct knowledge and the BCVMA took no independent steps to determine if the allegations had any basis in fact. The rumours adversely affected the BCVMA’s views of the Complainants. * At the relevant times and, during the hearing of the Complaint, the BCVMA was focused on the conduct of some of the Complainants, including Drs. [Hakam] Bhullar and [Bhupinder] Johar. Some of that conduct was unacceptable and is not to be condoned. It was not aimed, however, at an attempt to remove the Complainants

from the regulatory oversight of the BCVMA. Rather, it was largely in reaction to reasonably held views of discriminatory oversight that were not being addressed. The BCVMA was closed to the possibility that racial stereotyping (conscious or not) was at play. The inappropriate actions of Dr. Bhullar and others do not fully explain the BCVMA’s views of him and the other Complainants. * The BCVMA is entitled to ensure a reasonable level of English proficiency. However, in this case, the English Language Standard was discriminatory. The evidence did not demonstrate credible concerns about the English proficiency of Indo-Canadian veterinarians. The BCVMA selected a score largely unattainable by the target group. The score was higher than that selected by other professional associations, though the BCVMA incorrectly and repeatedly asserted otherwise, despite being advised of the error. The implementation of the Standard placed Indo-Canadian applicants at a disadvantage. The BCVMA ignored the Complainants’ concerns about the Standard, based on its stereotypical views of the Complainants, further damaging the relationship between the Complainants and their governing body. * Recordings were made of persons of influence in the BCVMA reflecting negative race-based views of Indo-Canadians. Of particular importance was the BCVMA’s response, which was to assume that Dr. Bhullar and others had lied and/or manipulated the recording. In one instance, the BCVMA eventually responded in a limited way when compelled to do so by the Complainants when they pursued the matter in court. It had refused to accept the recording may be accurate or concerning and simply refused to investigate, because of its negative views of the credibility of IndoCanadian veterinarians and the minimization of their concerns as “playing the race card”.

* The selection of Indo-Canadian facilities for unscheduled inspections, some of which were carried out, was done based on unsubstantiated rumours and anecdotal complaints about their practices. On the evidence, only one other facility, owned by a Caucasian veterinarian, was listed to be subject to an unscheduled inspection. The timing of the implementation of the Disclosure Policy and Rules had the effect of targeting Indo-Canadian veterinarians, who made up nine of the ten veterinarians identified on the website at the time. The CRC simply denied applications for anonymization without a full consideration, including the nature of the charges. The BCVMA also targeted the Complainants’ advertising because of the unfounded, negative and generalized view of the low-cost services being provided by them. * The BCVMA’s processing of disciplinary complaints gave rise to patterns of race-based adverse treatment, including instances of the BCVMA failing to notify the Complainants of a complaint until the inves-

tigation was underway or finished; alleging in numerous cases that the Complainants falsified their medical records; assuming the Complainants’ information was less credible than others; failing to follow-up with the Complainants; in many instances, expanding on the issues raised in the complaint; referring matters to Inquiry that did not engage a risk to the public; increasing the scrutiny of individuals close to Dr. Bhullar; and appointing investigators who had already formed the view that Dr. Bhullar and others were dishonest and possibly ungovernable. * The BCVMA engaged in systemic discrimination and, within this context, I have concluded that there were specific instances of discrimination against individual Complainants. Those are identified and individual remedial orders are made. The BCVMA is ordered to cease the discrimination and to refrain from committing the same or a similar contravention, and to take specified steps to address the effects of the discriminatory practices.

he then quickly hid her assignment inside the back pockets of her binder.
After a few attempts of trying to brush her dreams off, Shaniya found the courage to speak with her teacher about the assignment. She requested her teacher to carefully walk her through the assignment, to Shaniya’s surprise, the teacher agreed to her request. This was Shaniya’s moment to shine, but it didn’t work out like that for her. While redoing the assignment, “Light and Optical System,” which consists of using microscopes to look at reflection of light and spectrums, Shaniya’s teacher realized that she understood all the concepts correctly; however, Shaniya made errors in recognizing the colours. Shaniya would call a yellow a green, a red a blue, and so on. Her teacher was puzzled when she realized that Shaniya’s main issue was her inability to recognize colours. So, she encouraged Shaniya to get an eye examination.

Shaniya also regained her confidence in Sciences and started to excelin her other assignments. However, Shaniya’s color blindness started causing problems with her growing interest in photography.

Shaniya’s inability to differentiate colours and shades led to many mental blocks. There were many days when her colorblindness led to self-doubt. Priyanka Chopra kicks off shooting for her second hollywood film

fter a week-long workation in Prague, Priyanka Chopra is back in New York and has kicked off her second Hollywood film, A Kid Like Jake, based on the celebrated Lincoln Centre play of the same name by Daniel Pearle. The transgender drama, being directed by Silas Howard, follows Alex and Greg, a Brooklyn couple trying to get their four year-old son Jake, who prefers dressing up as a princess instead of a GI Joe, into a top private school in New York. PeeCee who plays Amal, a close friend of the couple and a single-mom trying to navigate the school system while balancing her love life, looked radiant in orange while shooting with Big Bang Theory-star Jim Parsons and Emmy-winning actress Claire Dane in a small park in Brooklyn. She is expected to be filming for the next 40 days and has moved out of her Upper East Side apartment where she was staying until March and moved into another place closer to set. Her new residence faces the Brooklyn lake and camping grounds and her roomie is her pet pooch, Diana Chopra, who’s turned into a social media celebrity over the weekend with16,000 Instagram followers. PeeCee, who kicks off Quantico’s Season 3 in August, looks happy to be back in action in the US.

No more waiting ‘DON’ is back

hah Rukh Khan and Priyanka Chopra-starrer ‘Don’ (2006) and its second installment ‘Don 2’ (2011) will return with a third outing. Co-producer Ritesh Sidhwani says, “We are thinking about [making] Don 3. We have found the right idea and it’s being written now. We will make an official announcement soon,” Sidhwani however stated that cinephiles will have to “wait for the announcement” to know if Khan and Chopra will headline the cast, and if director-producer Farhan
Akhtar will return for the third installment. Akhtar and Sidhwani’s production company, Excel Entertainment, had bought the rights of the Amitabh Bachchan-starrer 1978 film. Speculations about the third part had been rife ever since ‘Don 2’ hit screens in 2011. Meanwhile, Sidhwani is happy with the string of films being created under his banner. The producer said, “We will start shooting
for Reema Kagti’s ‘Gold’ by the end of the month, while ‘Fukrey 2’ is ready, and set for a December 8 release. The trailer will be out soon. Then, we have a web show that Zoya Akhtar and Reema are doing. It’s called ‘Made In Heaven’, and is about weddings in Delhi.” Sidhwani’s team is also working on the adaptation of the novel, ‘Taj: A Story Of Mughal India’. “We have acquired the rights of Timeri N Muraris’s novel. ctor Nicole Kidman said she felt out of place after she split from actor and former husband Tom Cruise. Recalling the time when the 50-year-old star won the best actress Oscar for her portrayal of Virginia Woolf in 2003 film The Hours, Kidman said she had no one to celebrate with her, reported The Daily Telegraph. “I still don’t have a life, what is wrong with me? Who do I jump on the bed with, and order pancakes with?” recounted the Lion actor. The Academy Award-winning actress was married to Cruise for 11 years and the former couple parted ways in 2001. rjun Rampal, whose film Daddy is based on the life of Arun Gawli, says the movie is not an attempt to glorify the life of the gangster-turned- politician. The 44-year-old actor insists that it should be left to the audience to form an opinion about Gawli after watching the biopic, directed by Ashim Ahluwalia of Miss Lovely fame. “He has so many layers in life and they are so intriguing. It’s not that we are making a propaganda film about him... The audience needs to make an opinion about him,” said Arjun. The actor says he is not glorifying Gawli on screen and is presenting his life story the way it is. “Ashim Ahluwalia wanted to say something strong and poignant through ‘Daddy’. It is not siding with anybody, it is not about glamourising someone but showing the realism of that world and bringing it out to people.”
The actor does not believe that he has taken a risk by making a biopic on a gangster rather than opting for an achiever’s life as is the norm in Bollywood. “Any film is a gamble or risk. You don’t know what film is what. Like Neerja is a a biopic on an air hostess. Who would have thought that it will work? Every film is a risk as the idea or story might sound interesting but it can either go right or wrong,” he says. Arjun recently released the trailer of Daddy and he is happy that Gawli and his family have liked the movie. “When he (Arun Gawli) was out on parole he saw the film and he really liked it. It’s a hard-hitting film so he was like ‘zyada hogaya’ (too much). He is happy and even the family is happy. They have seen the reaction to the trailer and they have more faith in the project,” Arjun says. The crime drama is set to release on July 21.

Contd. from previous issue (Part 12) All of us went downstairs. Nobody talked about me in the presence of Meenu and Sunny. Meenu kept the atmosphere charged with cheerfulness. Seeing Meenu, I was feeling I had really lost my childhood somewhere in the last one week. All had tea and after some general conversations, Raj, Jassi and their mothers left. After meeting all of them, I felt I was not alone in the struggle for survival. Almost every girl was passing through a similar sort of situation. The next day, Sam and his mom brought about twenty guests. We were not prepared for so many of them. I heard my mom saying to my dad that there wasn’t enough food for all, and they should order some more from a restaurant. She was also complaining that Sam’s mom was very cunning and trying to show us in the poor light by putting sudden too much burden
on us. My dad agreed and ordered more food from a restaurant. After having lunch and evening tea, they took me to their home. I realized that Muklawa custom in our society was probably made especially to let a married daughter share her immediate problems with her parents, if any. My parents-in-laws, sam’s elder brother (my Jeth) and his wife (my Jethani) had their tickets booked for the next week for Canada. We went to the Amritsar airport to see them off. Sam was to go back after two weeks. I always thought about Meenu’s and Sunny’s future. If I helped Meenu and Sunny to make their life better, my life’s aim would be fulfilled. That’s why I asked Sam many things about Canada. I loved to listen about Canada’s beauty, but it seemed weird when he told about the life of most Canadian people. He showed me his coarse hands. He told me that it was not easy to earn dollars. Many such things told by Sam were beyond my comprehension. Despite my repeated requests, Sam didn’t desist from drinking. I was tolerating him for my siblings and parents. We had arguments several times when he got drunk. I became very upset then. I wanted Sam to quit drinking forever. But he didn’t listen to me. Sam and I toured various places. He bought me many things of my choice like suits, shoes, bracelets, jackets etc.

Sam wasn’t too bad, but he and I were going nowhere together. Finally it was the day for Sam to go back to Canada. Sam gave me one thousand dollars as my pocket money. Although I had no love for Sam in my heart, I was still feeling that Sam’s separation would make me miss someone my own. “How strange relation between a wife and a husband is!”, I had told Sam that I would stay at my parents’ in his absence. Sam had no objection to it. Mom, dad and I went to the Amritsar airport to see Sam off. Sam told me that he would apply to sponsor me to Canada immediately and I would reach Canada in three to six months. For experience as well as utilizing my time constructively, I joined a nearby hospital as a nurse. The other day, Jassi’s mom visited our house. She told my mom that there was a pandit (an astrologer) in the Chaura Bazaar of Ludhiana who opened every Sunday and Tuesday. He was very good at reading horoscopes and also did astrological treatments for peace at home. Jassi’s maid was telling that her husband was a big-time drunkard. He also used to smack her. The way the oils are made is important, as essential oils obtained through chemical processes are not considered true essential oils. How Do Essential Oils Work?: Essential oils are used in aromatherapy. They are either inhaled through the nose / mouth, or rubbed on the skin. One needs a doctors’ advice for that in the light of the fact that chemicals in essential oils can interact with your body in a number of ways which are detrimental. Is Orthodontic Treatment Inevitable?
Considering80% of North American teens are currently undergoing orthodontic treatment, braces and Invisalign Teen seem like a rite of passage.

very day, parents visiting our Abbotsford or Surrey orthodontic clinic ask, “Will my kid need braces?” or, “Are braces inevitable?” There are a variety of factors that determine the answer to those questions. To shed light on the subject, we’ll go over when braces are needed, the causes of malocclusion, or an improper bite, and if orthodontic treatment can be avoided with preventative measures. Will My Child Need Braces? Haven’t we all crossed paths with one those lucky people who have a fantastic smile without the help of orthodontics? Yet, they seem so few and far between. That’s because research indicates that 80% of kids and teens have some degree of malocclusion with crowding being the most common, followed by overjet, often referred to as an overbite. Whileanyone in this 80% could benefit in some way from braces or Invisalign, not all of them will be in jeopardy if they skip the teeth-straightening process, particularly those with very mild cases. The majority of the time, treatment is recommended to improve oral hygiene, for cosmetic purposes and to ensure long-term oral health. All of these are important, valid reasons for undergoing treatment. Yet, it’s estimated that around 15% of patients have a serious, handicapping malocclusion, meaning it interferes with chewing, speaking or even causes pain. In these cases, it’s absolutely necessary for your child or yourself to seek out treatment and the early you do it, the better the outcome will be. To get back to the question at hand, statistically, it’s highly likely that your child will have a degree of malocclusion. Whether or not they wear braces, unless they fall into the 15% with serious orthodontic issues, will be a personal choice. However, when weighing the pros and cons, know that the benefits of straight teeth include being able to properly clean them to avoid expensive, painful dental work, having aligned jaws, which may ward off TMJ pain, headaches and changes to facial structure, preventing future bone loss, and more. Also, considering we’re a society that really values the appearance of people’s smiles, even patients whose crooked teeth are merely a cosmetic concern, par-

ticularly kids and teens who are vulnerable to teasing, will still want to consider braces or Invisalign. The power of self-confidence shouldn’t be underestimated! What Causes Crooked Teeth? A lot of orthodontic issues are caused by genetics. Crowding and spacing often present themselves because of an imbalance in the toothto-jaw-size relationship. With crowding, teeth can be too large for a smaller arch and spacing is sometimes thanks to teeth that are too narrow for the jaw. Overjet and underbites are typically skeletal in nature and result from a discrepancy between the jaws. Crossbites, especially a back crossbite, are also subject to the genetic lottery. Even with two parents who never wore braces, the mixture of genes passed onto the child won’t necessarily result in perfectly straight teeth. The massive number of individuals who need orthodontic treatment these days even goes beyond traits inherited from family members. In fact, overjet is actually more common in certain ethnicities including Caucasians and South Asians. A study found that humans’ transition from hunting and gathering to farming may have led to a shortening of the jaw that left less room for teeth (remember, we said crowding was the most common orthodontic problem?). This is because with the advent of farming, easier to chew, processed foods became the staples of our diet and we no longer needed such robust jaws.

You have heard of Pasta and you have heard of sandwiches, but never of a combo. Well in India the land of food innovation we have a masaledar combination of both. INGREDIENTS: 4 MULTIGRAIN BREAD 2 SLICES 4Multigrain bread 2 slices 4 Boiled pasta 4 Olive oil one teaspoon 4 One small chopped onion 4 One clove garlic 4 One small chopped capsicum 4 Salt to taste 4 Crushed black peppercorns ½ teaspoon 4 Tomato ketchup 4White/red sauce 4 Butter as required METHOD: 4 Heat olive oil in a non-sticky pan, add onion and sauté for half a minute. Add garlic and sauté or 10 more seconds 4 Add capsicum and other spices like salt according to taste, pepper. Sauté for 10 seconds again
4 Add white/red sauce as per requirement 4 Then add the boiled pasta after draining the water from the pasta bowl 4 Start preparations for sandwich by applying butter and spread prepared pasta on one slice of bread 4 Sprinkle some cheese from the top and cover it with another slice on its top 4 Place the tray in the oven. 4Heat it for 5 minutes 4Serve hot with tomato ketchup Above recipe is for all the pasta lovers and people who want to eat something light and yummy.
Sweet Potato Rabdi Sweet potato is no less than a superfood as it is loaded with fiber, Vitamin A and Vitamin C and minerals like magnesium and calcium. The milk in the recipe gives it a protein touch and saffron is a natural food colorant which is loaded with umpteen benefits. INGREDIENTS: 4150ml milk 42 Tbsp sweet potato, boiled and mashed 41/2 tsp sugar 41/2 cup warm water 41/2 tsp elaichi powder 4Few saffron strands 41 tsp mixed nuts METHOD: 4 Boil the milk well and then add the mashed sweet potato into it. Cook well till the milk thickens.

Superhero-themed 3D prosthetics help children

eing born without fingers can be tough for any child. Getting new ones -especially red and blue super hero themed digits -has made 8-year-old Kaori Misue a vibrant playground star. Flexing her wrist muscles to bend the plastic fingers, she can work with tape and stickers at an arts and crafts class. She can ride a bike, skip a rope and bake pastries with her mom. Her amazed friends have even begged to borrow the 3D printed hand, which looks a little like a cheerily colored Transformers toy strapped to her wrist. “It was magical,” her mom, Karina Misue, said. “The

They’re using it with pride.” Hundreds of Argentine kids like Kaori who were born without limbs are now able to write, play sports and make music thanks to low-cost prosthetic hands devised by Gino Tubaro, a 21-year-old inventor whose work was praised by President Barack Obama during a visit to Argentina last year. Tubaro’s “Limbs” project is part of a trend of open-source 3D printing technology initiatives around the world. Today, more than 500 people, mostly children, have received similar prostheses and 4,500 more remain on a waiting list. Basic designs are custom modified to fit the needs of each user with the help of orthopedists. The project uses volunteers around the world who own 3D printers to print the pieces and assemble and deliver the hands. They can cost as little as $15 compared to sophisticated designs that are priced up to $15,000.Some of the pieces can be interchanged to fit a specific purpose: from playing pingpong to
