With crime comes the use of City resources to protect residents. In an effort to use resources more efficiently, a technological revolution is taking place within Law Enforcement circles. The City’s Police Department has embarked on an ambitious journey to tackle a pressing issue that has been taxing their resources and hampering their ability to Ensure Public Safety –False Alarm Calls. In 2022 alone, the City’s Officers were dispatched over 10,000 times to respond to alarms that turned out to be nothing more than False Alarms. However, with the implementation of the Hallandale Beach False Alarm Reduction Program, the City is setting a new course to minimize these unnecessary responses.

Advanced Driver Assistance Systems (ADAS) are the eyes and ears of your car. They use sensors and cameras to detect Potential Hazards, warn drivers, and can take corrective action automatically. These Safety Systems are common on new vehicles, and have the potential to save lives by preventing crashes – but how many?
New research by the AAA Foundation for Traffic Safety estimates that available ADAS Technologies could prevent approximately 37 million crashes, 14 million injuries, and nearly 250,000 deaths over the next 30 years. This would represent 16% of crashes and injuries and 22% of deaths that would otherwise occur on U.S. roads without these technologies. Click to view the report summary.
“The findings from this latest study on the AAA Foundation’s work in emerging technologies suggest that ADAS have the potential to transform Road Safety,” said Dr. David Yang, President and Executive Director of the AAA Foundation. “However, the full Safety Benefits of ADAS will not be realized unless they are fully understood by the consumer, used properly, and widely adopted.”
The future Safety Benefits of ADAS could be larger or smaller, depending on many factors, including the rates of consumer uptake, use, and the future development of these Technologies, as well as many other factors. But Technology limitations still exist, and while ADAS may save 250,000 lives over the next 30 years, nearly 900,000 lives will be lost on our roads if current trends continue.
So how do these systems work?
Here are a few of the most common ADAS features:
Forward Collision Warning: Detects a Potential Collision with a vehicle ahead and alerts the driver. Some systems also provide alerts for pedestrians or other objects.
Adaptive Cruise Control: Cruise Control that also assists with acceleration and braking to maintain a driver-selected gap to the vehicle in front. Some systems can come to a stop and continue, while others cannot.
Automatic Emergency Braking: Detects Potential Collisions with a vehicle ahead, provides forward Collision warning, and automatically brakes to avoid a Collision or lessen the severity of impact. Some systems also detect pedestrians or other objects.
Lane Departure Warning: Monitors vehicle’s position within the driving lane and alerts the driver as the vehicle approaches or crosses lane markers.
Lane Keeping Assistance: Provides steering support to assist the driver in keeping the vehicle in the lane. The system reacts only when the vehicle approaches or crosses a lane line or road edge.

How The Government Weaponizes Surveillance To Silence Its Critics

Ever since Martin Luther King Jr. delivered his groundbreaking “I Have A Dream” Speech during the March on Washington for Jobs and Freedom on August 28th, 1963, the Deep State has been hard at work turning King’s dream into a living nightmare.
The end result of the government’s efforts over the past 60 years is a country where nothing ever really changes, and everyone lives in fear.
Race wars are still being stoked by both the Right and the Left; the militaryindustrial complex is still waging profit-driven wars at taxpayer expense; the oligarchy is still call ing the shots in the seats of gov ernment power; and the govern ment is still weaponizing surveil lance in order to muzzle antigovernment sentiment, harass activists, and terrorize Americans into compliance.
This last point is particularly disturbing.
Starting in the 1950’s, the gov ernment relied on COINTELPRO, its domestic intelligence program, to neutralize domestic political dissidents. Those targeted by the FBI under COINTELPRO for its intimidation, surveillance and smear campaigns included: Martin Luther King Jr., Malcom X, the Black Panther Party, John Lennon, Billie Holiday, Emma Goldman, Aretha Franklin, Charlie Chaplin, Ernest Hemingway, Felix Frankfurter, and hundreds more.
In more recent decades, the powers-that-be have expanded their reach to target anyone who opposes the Police State, regard less of their political leanings.
Advances in technology have enabled the government to deploy a veritable arsenal of surveillance weapons in order to “expose, disrupt, misdirect, discredit, or otherwise neutralize” perceived threats to the government’s power.
What this adds up to is a world in which, on any given day, the average person is now monitored, surveilled, spied on and tracked in more than 20 different ways by both government and corporate eyes and ears.
Consider just a small sampling of the ways in which the government is weaponizing its 360 degree surveillance technologies to flag you as a threat to national security, whether or not you’ve done anything wrong.
Flagging you as a danger based on your feelings. Customs and Border
Protection is reportedly using an artificial intelligence surveillance program that can detect “sentiment and emotion” in social media posts in order to identify travelers who may be “a threat to public safety, national security, or lawful trade and travel.”
Flagging you as a danger based on your phone and movements. Cell phones have become de facto snitches, offering up a steady stream of digital location data on users’ movements and travels.
Flagging you as a danger based on your DNA. By accessing your DNA, the

Unlike full automation, which is not yet commercially available, ADAS works to form a vehicle’s “safety net.” The study found that the Safety Benefits of ADAS will vary depending on the type of system and how it is used. Last year, AAA Engineers examined Automatic Emergency Braking Systems, which effectively prevent rear-end crashes but also when encountering bicyclists or vehicles crossing paths.
“While these systems can be helpful for drivers, they are not perfect. So it’s important that drivers be aware of their vehicle’s limitations and remain fully engaged while behind the wheel,” said Mark Jenkins, Spokesman for AAA – The Auto Club Group.

Private corporations in conjunction with police agencies throughout the country have created a web of surveillance that encompasses all major cities in order to monitor large groups of people seamlessly, as in the case of protests and rallies.

The Foundation’s research reinforces the importance of the Safe System Approach (SSA). It’s a strategic way of leveraging the engineering and behavioral countermeasures proven effective at preventing Traffic crashes and the injuries that can result from them.
“The future for ADAS is bright, but it’s not a cure-all,” said Jake Nelson, AAA’s Director of Traffic Safety Advocacy. “While these Technologies offer substantial Safety Benefits, we cannot engineer our way out of traffic injuries and deaths on U.S. roads. Investments in a diversity of proven Traffic Safety measures, including but not limited to vehicle Technology, is in order.”

License plate readers are mass surveillance tools that can photograph over 1,800 license tag numbers per minute, take a picture of every passing license tag number and store the tag number and the date, time, and location of the picture in a searchable database, then share the data with law enforcement, fusion centers and private companies to track the movements of persons in their cars.
Flagging you as a danger based on your political views. The Church Committee, the Senate task force charged with investigating COINTELPRO abuses in 1975, concluded that the government had carried out “secret surveillance of citizens on the basis of their political beliefs, even when those beliefs posed no threat of violence or illegal acts on behalf of a hostile foreign power.” The report continued: “Groups and individuals have been harassed and disrupted because of their political views and their lifestyles… Intelligence agencies have served the political and personal objectives of presidents and other high officials.” Nothing has changed since then.
Now the government wants us to believe that we have nothing to fear from these mass spying programs as long as we’ve done nothing wrong.
Don’t believe it.
The government’s definition of a “bad” guy is extraordinarily broad, and it results in the warrantless surveillance of innocent, law-abiding Americans on a staggering scale.
Moreover, there is a repressive, suppressive effect to surveillance that not only acts as a potentially small deterrent on crime but serves to monitor and chill lawful First Amendment activity, and that is the whole point.

Flagging you as a danger based on your face. Facial recognition software aims to create a society in which every individual who steps out into public is tracked and recorded as they go about their daily business.
Flagging you as a danger based on your behavior. Rapid advances in behavioral surveillance are not only making it possible for individuals to be monitored and tracked based on their patterns of movement or behavior, including gait recognition (the way one walks), but have
your social media activities. As The Intercept reported, the FBI, CIA, NSA and other government agencies are increasingly investing in and relying on corporate surveillance technologies that can mine constitutionally protected speech on social media platforms such as Facebook, Twitter and Instagram in order to identify potential extremists and predict who might engage in future acts of antigovernment behavior.
Flagging you as a danger based on your social network. Not content to merely spy on individuals through their online activity, government agencies are now using surveillance technology to track one’s social network, the people you might connect with by phone, text message, email or through social message, in

Feeding South Florida – the Leading Hunger-Relief Organization in South Florida – is hosting a series of cooking classes in its one-of-a-kind Community Kitchen this September during Hunger Action Month.

Chef Taves owned a boutique catering company for many years before moving to ISS at Google in Austin, Texas, for almost four years, as an executive chef. Chef Taves has consulted for Sandals Resorts, and she worked closely with a doctor providing meals that adhered to strict dietary constraints. Safe Neighborhood Districts: What Are They & How They Are Being Changed

The Golden Isles Safe Neighborhood District is a special taxing district that was established in the 80’s. The neighborhood of single-family homes along the finger canals was established in 1957 by a visionary Herbert “Pappy” Layne. Mr. Layne created the neighborhood by reclaiming marshlands and establishing the Seawall System.
Unlike private planned developments we see today Golden Isles was created by selling individual green vacant lots. Parcels were sold to individual owners and homes were built or lots remained vacant as investment properties. Today our roads are still public roadways. Infrastructure was put in such as Water, Wastewater, Storm Drains and still remains City Responsibility.
Back in the 1980’s Mr. David Markowitz and a group of like-minded individuals united and started what is now called the Golden Isles Homeowners Association. This organization was focused on security. They went about encouraging people to join and donate with the hopes of building a guardhouse and adding security.
Obviously this organization was not mandatory, and some people were pay ing, and some people were not. Mr. Markowitz and the HOA wanted to main tain operations, so he united with Sonny Rosenberg a former Mayor and Commissioner to request the State Legislators develop as part of Chapter 163 the Safe Neighborhood District Rules and Regulations. This became the model for many Safe Neighborhood Districts including the Three-Island Safe Neighborhood District. These SND’s pay a Separate Tax for an added layer of security.
Over the past years before the COVID19 Pandemic both SNDs embarked on updating their Corporate Documents, District Plans and most importantly Neighborhood Improvement Plans. Golden Isles still has the Golden Isles Homeowners Association, so they worked hand in hand with the Safe Neighborhood Advisory Board to develop a plan. The District hired the engineering firm Stantec to create a blueprint for the neighborhood.
Over the past months Stantec met numerous times with the board’s residents and Staff to develop high level designs to what I call “complete streets.” Golden Isles had Infrastructure, but we never had lighting or sidewalks and other amenities that planned communities have.
During August these plans were presented to the Golden Isles Safe Neighborhood District Board of Directors. The City Commission sits as the Board for both Districts in the City. The plan was unanimously adopted by the Board. It includes reconfiguration of Layne Boulevard starting at Egret Drive to incorporate a unique design. Rather than traditional sidewalks on each side an extra wide center walking path that will go from the guard house to Holiday Drive.
The new design will provide an undated refurbishment of the guardhouses and a split entrance after the guard house for residents. One will lead to condominiums on the west side of the District and the other to single-family homes. The split road will help with safety for condominium parking which is back out. There will be an extra-large multi use path lined by trees. All owners will exit at the south end of Layne and Holiday. The design also incorporates lighting features, additional curbing, bridge lighting and upgrades.
During the meeting I suggested rather than simply focusing on Layne Boulevard
we incorporate the entire design package and move forward with the next level of design. I also discussed preserving the drainage systems and looking at making sure they were connected via flat curbing that mimics a sidewalk. There was a discussion by Stantec that every property owner needs to understand the right of way in front of properties owned by the City.
I asked for an amendment to the motion to approve to make sure it included that we look to partner with the city since the Infrastructure is not solely that of the Safe Neighborhood District. All funding mechanisms need to be on the table and the cost for these upgrades should not solely be with the District Taxpayers.
The next step will be looking to see if we need to go out for an RFP for costs and estimations since Stantec has already
been hired to do this blueprint. Staff will research what is legally needed. If we have to go out for a new RFP or Design Build RFP the process does take time. State Laws govern City projects, and this process is not something that happens overnight. To get cost estimates and go through the RFP process for them will take a minimum of six months.
On a personal note, I would like to thank all the volunteers and the residents that worked on this plan. As a resident of the neighborhood, I too have been waiting for years to see that this comes to fruition. Thankfully we have all united for the betterment of our neighborhood. The same need to share that the same process was undertaken with the Three Islands SND. Their plans were put on hold and then the pandemic struct. We look forward to working with their district on their next steps.
