A new scheme providing young people leaving care with a safe home and support to live independently has been launched by West Sussex County Council. The first West Sussex House Project will bring together groups of young people up to the age of 25 who are moving out of care and into adulthood. A dedicated hub has been created in Crawley where professionals will teach them a range of life skills, from cooking to money management, to creative projects such as how to make furniture and renovate a house. Members of the West Sussex County Council’s Youth Cabinet heard about the work the council is doing to support those in financial hardship, including:

• Providing supermarket food vouchers during school holidays for all West Sussex children who receive free school meals

• Offering free study spaces for young people to use in libraries

• The continued support provided by the County Council’s Community Hub

• Additional work to explore support for period poverty, the re-distribution of food through food hubs and exploring ways for school uniforms to be recycled.

Photo ID to vote on 4th May

The government has brought in new legislation which means you now need to show photo ID when voting at polling stations. If you do not have correct ID you can apply for a Voter Authority Certificate online, or by filling out a paper application form to be submitted to your council.

A27 minor improvements instead of bypass?

National Highways has earmarked £20 million to make improvements to the A27 between Worthing and Lancing. These are smaller changes rather than the larger bypass schemes which have been previously discussed since 1992. There are three options which were put to public consultation in February and March:

• Widen access to Offington Corner and Grove Lodge roundabouts and new traffic lights being installed. Vehicles currently using Goodwood Road would have to access the A27 using Offington Lane instead.

• Widening of the A27 at Lyons Way with a new westbound lane for those turning into Sompting Road, which would be converted into a one -way northbound road to the north of the A27. Access to the A27 from Hadley Avenue would stop, while Upper Brighton Road through Sompting village would be converted into a one-way eastbound road.

• The third option also includes widening the A27 eastbound at Busticle Lane with three

lanes in both directions. Access onto the A27 from Hillbarn Parade would be closed. However, Adur District Council and Worthing Borough Council have told National Highways none of the options will solve the issues. Adur leader Cllr Neil Parkin and Worthing leader Cllr Dr Beccy Cooper have urged National Highways to rethink its plans, call them “a drop in the ocean”; plus asking them to consider viable alternatives to car journeys. National Highways say the improvement work could begin in 2025 and be complete by 2027. Housebuilder donates to car scheme

Arun Community Transport (ACT), has welcomed a £1,500 donation from David Wilson Homes. The housebuilder, which is building its Ryebank Gate development in Yapton, will see its donation help cover the costs of vital updates to the charity’s IT systems and equipment.

Formed in 2018, ACT provides an affordable and reliable transport alternative for residents living across the Yapton, Littlehampton and the wider

Bognor Regis area. The charity helps to ensure residents can attend health appointments, go shopping and visit family, and within its cost includes the first hour wait and return. The donation has enabled the purchase of a new Dell computer, and funded the installation of Microsoft 365 software. Foil-baked bass fillets

With Fennel, Ginger & Chilli, a delicious simple healthy dish

Ingredients - Serves 4

• 4 tablespoons of olive oil

• 3 fennel bulbs, trimmed & sliced

• 3 garlic cloves, finely sliced

• 2 tsp finely grated ginger

• 2 red chillies, deseeded and sliced

• 3 handfuls of freshly picked wild garlic

• 4 large sea bass fillets

• Soy Sauce

• Salt & Pepper

Method

1. Heat half the oil in a pan and add the fennel, chilli and garlic. Cook gently until the fennel starts to soften.

2. Take four pieces of kitchen foil, approximately 25cm square, and brush with the remaining oil

3. Divide the wild garlic and fennel mix equally between each piece, making sure the ingredients are in the middle of the foil.

4. Season the sea bass fillets, and then curl one around the fennel mix in each of the parcels. Sprinkle with a little soy sauce

gether, to make a well sealed parcel. Place on a baking tray and bake for 20 mins at 190 °C

6. Open the parcels and serve, not forgetting to use the delicious juices from the bottom of each one.

We serve this with sautéed Jersey Royals, and a simple watercress salad.

With the cost of food rising, and shortages of imported fruit and vegetables, you can think about increasing your own productivity. The food will taste better, have no air miles and you can join a horticultural society to swap surplus food. Now is the best time for sowing your seeds directly into your veg beds. If you haven ’t already done so you can dig in some well-rotted manure into your beds, making sure you’ve dug it nice and deep, and sprinkle some fertilizer and potash onto the soil and then gentle rake it in. Not too much or your little seeds may burn when they are first put in.

You can put in leeks and parsnips, spinach, peas and brassicas directly outdoor. If you don’t have a lot of greenhouse or indoor space, you can wait till May and June and buy plug plants that have already been grown on from seed. If you have a greenhouse, you can start your tomatoes, chillies, aubergines and peppers. This gives them enough time to grow before you consider planting them outdoors.

Before you begin you can think about the structure of your area. At Glorious Gardens we will always put most of our design energy into creating clean, often formal shapes of raised beds and paths before we think of what vegetables we will plant or what combinations to use.

Fruit trees are considered a structural plant as they take up particular spaces and offer a relatively unchanging shape.

Fruit

April is your last chance for planting new, barerooted apple and pear trees, blueberries, raspberries, blackberries, and hybrid berries, as well as gooseberry and currant bushes. By May it will be too late for any but container-grown plants. You can also consider buying small espalier fruit trees to create borders.

Nuts

A walnut will get big so it is a beautiful tree for the back of large gardens, but you can buy small hazelnut trees that only get to three metres so you can make your own Nutella, no excuse.

Believe it or not there is also a dwarf sweet chestnut that only gets to 3-6 metres in height.

Strawberries

Plant out ready-bought, cold-stored runners, as soon as they become available; they will crop in their first year. If you can grow them in pots or hanging baskets that will reduce slug damage. If you have them from last year, you can plant the little runners separately.

Herbs

Towards the end of this month, sow seeds of herbs such as chives, coriander, dill, fennel, oregano, and parsley that can tolerate low temperatures, but cover with fleece at night if frost is forecast. Curly parsley in particular is an amazing plant and these days, with warmer winters, can be grown as a lovely front of border evergreen. In addition, begin planting out any young, ready-to-plant specimens of hardy herbs you’ve bought from your local garden centre or nurseries – mint, rosemary, and thyme. Keep your fast spreading mint in a pot if you ever want to sell your home.

Salads

You can sow lettuce seed either indoors or outdoors, under cover if necessary. Sow outdoors spring onions, radishes, salad mixes, rocket, summer purslane, and Oriental leaves under cloches or in cold frames. As well as mixed salad seed combination you can consider rocket, which will last all year and into the next as well as the mustard family of edible greens.

Mustards are easy plants to grow, and young leaves sown now will be ready to harvest as a cut-and-come-again salad crop in about four to five weeks’ time. If you have enough room, you can sow a couple of rows now, and then new rows every two weeks so that by the time May comes around you have a continuous drop for the rest of the Summer.

Onions

It’s still possible to sow onion seeds and shallots outdoors, but both are better grown from commercially produced sets. Shallot sets can be planted in March or April, onion sets in April or May. You can buy the ready to go bulbs on line or from you garden centre. If you sow leeks now, they will be ready by early Autumn.

Peas and broad beans

Sow both pea and broad bean seeds outdoors, protecting them with cloches if the weather is still cold. If it is your first time growing beans, try runner beans as they are pretty indestructible as long as they have plenty of light and water.

Crystal Ponds

Asparagus

It’s possible to grow asparagus from seed but easier to buy ready-to-plant rootstocks known as “crowns”. Plant them in pre-prepared trenches this month or the next. They will come back each year so it is also a good idea to make sure that they are not taking up room for anything that you would consider more important.

Broccoli, cabbages, and other brassicas

This month sow Brussel sprouts indoors, and sow sprouting broccoli and summer, autumn or red cabbages either indoors or out if it’s not too cold. In West Sussex the temperatures are milder than the north so you will probably be ok. Early summer cauliflowers raised from seed indoors can probably be planted out but may still need protection under cloches

Potatoes

If you started chitting a batch of first early potatoes at the start of the year, and if the ground is not still frozen, you should be able to plant them now. Dig a shallow drill about 15cm (6in) deep and lay your seed potatoes in it at intervals of 30cm (12in). Make sure the “chits” or shoots are pointing upwards. You can always buy them pre chitted from your garden centre.

Root and stem vegetables

Carrots and turnips can be sown outdoors. Celery, celeriac, Kohl Rabi, and Florence fennel are not so hardy, and if you sow seeds now you should keep them indoors or in a heated greenhouse. Jerusalem artichokes can be planted as corms and are one of the few vegetables that don’t mind dappled shade, although they won’t get as tall. These also come back yearly so plant them in an otherwise unused part of your space.

White walls are a classic look, but are they still fashionable? Over the past few years designers have turned to darker shades, jewel tones and eye-popping neon, but if you love your home’s pale palette, there are plenty of ways to keep this cool colour very contemporary.

Sterile vs Subtle

Using a stark white can create a sterile environment, the shade you choose is important. There are numerous ‘hint of a tint’ whites to choose from, try one with warmer reddish or yellow undertones. Good lighting is essential, otherwise any blue tones will make your room feel cold and drab. The paint finish is also important. Softer matt emulsion is more forgiving, allowing any minor imperfections to be covered easily.

Texture & decorative elements

Deliberate use of texture adds a little definition.

Use patterned wallpaper to create interest. Crown mouldings around the edge of a room will add depth and create more interest with shadow and light. Sussex entrepreneur running to raise funds

Helping disadvantged young people succeed through sport

Entrepreneur, keen runner and Firle resident Simon Dent loves a challenge and this year he is facing possibly the ultimate runner’s challenge, racing in the 37th edition of the Marathon Des Sables - ‘The toughest foot race on earth.’ This April, Simon is running to raise funds for two charities close to his heart - Dallaglio Rugby Works and Greenhouse Sports, with sponsorship from Bol, Veloforte and Tracksmith. Both charities provide sports coaching and opportunities to children who otherwise wouldn’t have such access. ”These are two charities who I connect deeply with as they use the power of sport to support some of the UK's most disadvantaged young people and give them the life skills to equip them to succeed in society. “Both charities give young people an opportunity to participate in sports, receive mentoring and improve physical wellbeing.” Simon hopes to raise £20,000, “We are presently at £7k [Feb 2023], which is incredible but I hope that the word is starting to spread.”

Pivoting from Lawyer to Nightclub Promoter to Talent Management

Simon began his professional life as a lawyer, but after around five years of what he describes as, ”Trying to enjoy his legal career,” he realised that the law wasn’t for him. “I gave up and fell into promoting nightclubs in London; a random pivot but one that worked out very well.” It was in the VIP rooms of London clubs that Simon started to meet a lot of high profile professional rugby players and footballers. “After a year or so I became close to a number and even shared flats with a few. It wasn’t long before I was being asked to provide legal advice for them and the rest is history.” This was, he says, a time twenty years ago when agents weren’t that common, the timing couldn’t have been more perfect.

Over the past twenty years, Simon built his own management business that was acquired by Inter Talent Group, with whom Simon worked for around three years, before founding a creative agency called Dark Horses, also operating in the sports area. “Dark Horses had some phenomenal growth between 2016-2020 so I really only had

time to manage Chris Kamara.” He stepped down as the agency’s MD in 2020, to launch his present agency HERO, although he remains a shareholder of Dark Horses. Over the years his clients have included Jimmy Bullard, Vinnie Jones, Martin Offiah, John Barnes and Chris Kamara, to name just a few.

Clients who are big on giving back and have regular charity commitments

When Simon describes a day at HERO, it’s easy to see why the life of a lawyer wasn’t the life for him. “At HERO my days really vary. One day I can be negotiating a Masked Singer contract for Chris Kamara, the next I could be in Cardiff with Warren Gatland, the Head Coach of Wales rugby. At the moment I would say 50 percent of my clients work is in broadcast, 25 percent in brand work and 25 percent in events. I love the variety and being a sports nut, it never really feels like work!”

Similarly, HERO has a broad range of clients, who are, Simon says, now mostly retired from professional sport. “As soon as players retire, we help manage the transition into retirement. This is very often hard for players, we aim to make the journey easier and the next chapter an exciting one. We’ll also look at brand endorsement opportunities, broadcast, podcasts and where applicable events and speaking engagements.”

When I ask if there is a common characteristic amongst his client group, Simon is in no doubt, “ I want to work with people who understand the responsibilities that they hold in having such big platforms. All of my clients are big on giving back and have regular charity commitments. The name HERO was born out of this ideology.”

Marathon Des Sables – 250 kilometres through the Moroccan Sahara over seven days

Simon tells me that he started running in 2013, “I’m not really sure why but it definitely helped with my mental health.” At that time he was running once a week on a Sunday evening, but gradually running took hold and in 2014 he ran his first marathon, in London, and raised for funds for the Chickenshed theatre company. Since then, he has run eight marathons, ten ultra marathons and numerous halves and 10ks.

year as a runner as I finally conquered a sub 3 marathon and completed my first 100 miler. ‘The toughest foot race on earth’ felt like the next step. “I’ve been training for six months now … As I said earlier, I love the discipline and process so it’s not a problem.” Fortunately, Simon explains, “ I’ve got a wonderful, understanding wife who lets me train whenever I want. Without her support it just wouldn’t be possible.”

Despite feeling confident about the race, Simons admits that it is difficult to know what to expect under the Saharan sun. “it’s very difficult to train in conditions that replicate the Sahara. Essentially, we will be running six marathons in six days and carrying all of our kit. I’ve been training with a weighted back pack but I’m running on mud and roads not Saharan sand!”

Blessed to live and train on the South Downs way Simon and his family moved down to Sussex from London, two years ago and his training routes now “Either involve a loop via Alfriston, Seaford and Southease, which is around 23 miles, or the more regular route to Wilmington and back … My running has improved significantly by having such beauty on my doorstep. I’m regularly blown away by the nature and scenery.”

“The Marathon des Sables is a huge challenge but being able to compete is also a privilege. People around the world are faced with tougher tests on a daily basis which really helps me put it into perspective. Ultimately, I’m just keen to raise as much money for these two wonderful charities and the remarkable work that they do and hopefully, in the process of doing so – help myself become a better human being.”

As Prince of Wales, Charles has been preparing for this moment for most of his life, under the tutelage and guidance of his late mother, Elizabeth II. He will be recorded in history as the longest ever heir apparent, and the oldest to ever accede to the British throne at the age of 73. Charles Philip Arthur George was born on 14th November 1948, during the reign of his grandfather King George VI. After the death of the King in 1952, his mother Elizabeth became Queen and Charles became heir to the throne at just three years old.

Charles was educated at Cheam and Gordonstoun schools, in the footsteps of his father Philip. He was the first heir apparent to attend school rather than receive private tuition. His time at Gordonstoun was hard, he referred to it as “Colditz in kilts” but later reflected, “it taught me to accept challenges and take the initiative.” He left in 1967 with six O levels and two A levels in French and History.

Charles went on to read Archaeology and Anthropology, then switched to History at Trinity College, Cambridge. He gained a 2:2 Bachelor of Arts in 1970. As Prince of Wales, he also spent a term at the University College in Aberystwyth, in

The Duchy of Cornwall Estate was established by Edward III in 1337 for the heir to the throne. As Duke of Cornwall, the 53,000 hectare estate provided Charles with a private income to fund public, charitable and private activities, making him financially independent. The estate passed to Prince William when he became heir apparent.

Coronation plans for King Charles III

On 8th Sept 2022, Queen Elizabeth passed away peacefully and King Charles III became the new monarch. Coronation plans have been laid out for many years, under the codename ‘Operation Golden Orb’. It’s thought that the service will be smaller than the last coronation in 1953, and include different faiths and communities to reflect the change in British society. The Church of England ceremony will be broadcast internationally, and requires an oath and anointment, delivery of the orb and enthronement. Celebrating World Book Day

At the start of March, Amberley children celebrated the wonderful World Book Day with the theme of ‘Celebrating Uniqueness!’ The book ‘Out of the Blue’, a celebration of being yourself and living in all the colours of the rainbow, from author Robert Tregoning and illustrator Stef Murphy, was used as our central text and we celebrated diversity and being unique!

The children were encouraged to come in to school dressed either as a character from their favourite book or wearing all one colour reflecting the book ‘Out of the Blue’ which culminates in a rainbow celebration showing how everyone is different and unique.

The day was spent taking part in a range

of activities such as redesigning the front cover of ‘Out of the Blue’, writing poetry and creating a ‘Rainbow of Reading’ where the children produced a handprint in paint of different colours and shared their favourite book in the palm of the hand. Of course, there was also lots of reading; a fantastic book swap took place followed by the children sharing books and reading together.

It was a joy to see the children taking pleasure in being able to express themselves in different outfits and to see them enjoy the beautifully simple pleasure of reading together. Reading is not only a vital skill for life; it also opens up the minds and hearts of our children and we love to celebrate it!

Creative arts & science week

During creative Arts and Science week, children were very lucky to have the opportunity to work with Mrs Byrne, Science teacher and Ms Langley, Art teacher, from St Oscar Romero Catholic School in Goring.

During Mrs Byrne’s lessons, the children learnt all about what DNA is and how to extract it from a kiwi fruit. The children used mashed up kiwi, washing up liquid, water, ethanol and ice to carry out their experiment. The children thoroughly enjoyed this because they had to wear safety goggles and had hands-on experience of scientific apparatus in action.

During Ms Langley’s, amazing art lessons, the children created stencils from maple,

silver birch, oak and horse chestnut leaves. They used Autumnal colours to create a colour gradient. Every piece of work was unique; the children loved using the acrylic paints to create the effects and were able to evaluate the skills that they had used.

It was a great opportunity and we are very grateful to Oscar Romero Catholics Secondary School in Goring and their teachers Ms Langley and Mrs Byrne for their time.

In Year 6, we have been working in the style of Rob Kesseller, who is a visual artist and Professor of Arts, Design and Science. For the past twenty years he has worked with botanical scientists and molecular biologists around the world to explore the living world at a microscopic level.

‘Minimum effective dose’ can sound like a bad thing, but I think it might be the only correct answer when it comes to nutrition and exercise. Two ways to approach losing a few pounds

First, imagine you reduce your caloric intake by the least amount necessary to see the weight start to shift. You’re on the right path! When the scales stop moving you can adapt and move forward again. Likewise, with your exercise plan. Imagine you think things through and realise you can manage two short workouts each week. By following this, your workouts are likely to happen, your fitness will steadily improve and you’ll reach your goal of a regular exercise routine.

It is human to think that some is good and therefore more is better. Instead, understand there is no extra benefit in working harder than needed, and working harder likely means a harder time.

WWII - The 56 heavy regiment in Arundel

The 9.2” Howitzer guns were located in the park and the wagon lines just inside the park entrance off London Road. The guns, which were designed to fire on the nearby beach in the event of a German invasion, were built into the existing landscape and anchored by 20 tons of earth in a front box to reduce the terrific recoil.

They could fire a 290pound shell up to ten miles and their concussion was so great, there were fears that it could damage the fabric of the castle.

It was February 1941, when Jack Jennings, Ted Carter and Neville Jackson of 18 Battery, 56th Heavy Regiment Royal Artillery (Incidentally, the same regiment that the late Spike Milligan was in), first arrived in Arundel along with 120 other gunners. During the 1990s, Jack, Ted and Neville returned to Arundel to visit the area where they had spent 18 months during their time in the Army and recalled their shared memories of those days.

The Norfolk Arms hotel in the High Street was used as the officers' mess; other ranks were ‘discouraged’. During their visit the three friends took their first opportunity to enter the building and took coffee there before moving on to the St Mary Gate Inn, a popular hangout during the war.

They recalled the other pubs that were popular with the soldiers such as the Victory, the Old Ship (both long closed down) along with the Red Lion and the Black Rabbit.

Neville, who had been a signaller/specialist said that the dining mess was at the castle stables and the signallers’ stores was in the saddlery room. At Christmas they decorated the room with holly and evergreen branches to create a seasonal atmosphere.

As it happened, they were only fired for their initial calibration and a few times in practice, when locals were warned to open their windows to avoid concussion damage. The battery was later issued with lighter and more modern guns, far more suitable for a mobile war.

Local residents watched with fascination in the spring of 1942 when these 18-ton guns were split into three pieces and winched down the steep High Street on iron-wheeled wagons, on their way to the railway station and replaced with 7.2” Howitzers.

“Arundel was a very quiet, rustic place and everyone seemed to work for the castle estate. Our great friends were the WVS (Now the Women’s Royal Voluntary Service) ladies who served tea and snacks in a canteen down the road at the Priory. Some of them even done our washing for us.

“We have really enjoyed coming back, seeing so many things we still recognise; even the gatepost we hit with a Scammell is still there in the yard. There are a lot more shops now, otherwise Arundel still looks very much as we remember it,” said Jack.

Yapton by-pass - proposals from 1930s

1938YaptonBy-Passproposals

While sifting through some old newspapers looking for any references of Yapton, I came across this heading, opposition to by-pass proposals - ministry inquiry, in an issue of the West Sussex Gazette dated 1st December, 1938. It piqued my interest, especially with all the current objections being lodged against the developments that are currently underway in Yapton and surrounding villages and the problems with the infrastructure.

Further research uncovered a proposition dated February 1935, made by Yapton Parish Council to the County Council, that a bridge should be built over the railway line to the west of the Yapton level crossing, to carry a Yapton by-pass. This, it was argued, would alleviate the growing traffic problems of the crossing and would create a by-pass for Yapton with the possibility of constructing a more direct route to Bognor Regis. The next reference made about a by-pass appeared in the 24th November 1938 issue of the West Sussex Gazette, where it was reported that the West Sussex County Council had submitted to the Minister of Transport, a proposal to build a bypass for Yapton. The start and end points would be from what is now Sparks Corner going north would and intersect the Yapton/Walberton road (B2132) at a point 1000 feet (305 meters) north of the Level Crossing. This would mean that the road would go north from Sparks corner alongside what is now the playing field car-park, passing to the east of the church, crossing Ford Road and spanning the railway-line with a bridge before turning westward to join up with the B2132 heading towards Walberton. The exact route was presented in the form of a map (not found).

Yapton Parish Council’s route joined the B2132 at the same point as the WSCC’s version but bridged the railway line at the Maypole Lane crossing (now just a pedestrian crossing) before heading south and crossing the A2024 Barnham Road, opposite Drove Lane. From there it would follow the line of Drove Lane, passing by Flansham and on into Felpham and Bognor Regis. Because Yapton Parish Council objected to WSCC’s version, the Minister of Transport (Edward Burgin MP) directed that a local inquiry be held in the Yapton and Ford Village Hall on the 29th November 1938, where both sides could argue their case.

A report of the meeting was carried in the West Sussex Gazette dated 1st December 1938. Representing the Parish Council was the Chairman, Mr Walter Loveys, Councillor Mr. P.A. Smith and Mr K Woolgar, Headmaster of Yapton School. The main thrust of the Parish Council’s objections to WSCC’s proposals were that their version was not a by-pass but would pass through the most densely populated area cutting the village in half with the school, church and most of the shops on the western side of the proposed road. People living in the east of the village would have to cross the busy thoroughfare, on which vehicles would be able to drive through the village at far greater speeds, to reach these amenities, school-children would have to cross it four times a day.

Putting forward the argument for WSCC was Mr. A. Robinson, Deputy Clerk of the County Council and Mr. Arthur Floyd, County Surveyor. They responded by stating that the new road would provide a by-pass to the east of the village and would provide a more direct route to Middleton, Elmer and Ancton. Bognor Regis and Felpham were already well served by existing roads. It would eliminate most of the North and south-bound traffic, which in 1936 was 1,800 per day using Bilsham Road, up 57% on the 1931 census. In comparing costs, they concluded that the Parish Council’s route would be too expensive.

The official decision is yet to be discovered but, in the event, the road was never built.

Applications to support off-grid energy users

February may be a short month, but it is nonetheless a busy one. In particular, there have been some very positive developments for rural communities over the past four weeks. Applications have just launched for a scheme to support off-grid energy users, ensuring that those who do not already benefit from £400 in government energy help won’t be left miss out on the Government’s support package.

Planning Policy consultation

Additionally, for the many of us that marvel at the natural beauty of the South Downs and our countryside, there has been an important chance to raise concerns about unsuitable development and protection of green field land. The Government’s National Planning Policy Framework consultation closed in early March, and I have encouraged everyone to have their say. I have set out my own views that development should be very rigorously ‘brownfield first’ and that new houses should only be built in

areas which already have the right physical infrastructure and capacity in local services such as schools and dentists.

Potholes - please report them!

I understand the frustration of residents over the proliferation of potholes caused by the unusual ‘freeze-and-thaw’ weather we experienced this winter. Some are remarkably deep. Having raised this with the leader of the County Council and the Cabinet Member for Highways, I know that very substantial efforts are being undertaken to fix reported potholes. Levelling-up and Regeneration Bill - Reforms to the National Planning Policy Framework - Agreed that via WSALC Board Meeting that a planning consultant engaged by WSALC could be asked to look at questions on behalf of all parish councils and provide a template with proposed answers. Document could then be tweaked to meet the needs of Aldingbourne Parish Council. Council to email WSALC with request and agreed that it was imperative for council to engage in this consultation and any costs up to £1.5k would be acceptable. Proposed, seconded and agreed by 7 councillors. Arun District Council 5-year housing supply issue could also be addressed.

Policies & Council Documents - ANPR/CCTV Policy – Points of concern from council meeting 6th Dec 2022 resolved and agreed to formally adopt policy. There were still problems with accessing CCTV system which hopefully would be resolved shortly. Request from Processmatters2 that CCTV should be turned off so it’s not recording if this wasn’t resolved quickly agreed.

Draft National Security Centre Action Plan responses received from JNR and reviewed 14th Dec 2022. Further information was received by JNR and circulated 6th Feb 2023. Clerk advised that a survey on this and IT support was circulated to the Clerks Network Forum, Clerk mentioned that whilst the survey would be of interest to see what other parish councils were doing Aldingbourne should make its own decisions on what additional security was required. Agreed to revisit this for a final decision to be made.

Campaign updates & proposals for The Bell

Updates on Current Council Campaigns - Arundel -Ford Pathway – Andrew Griffith MP supports this pathway and believes National Highways will provide funds for this. Resident asked, ‘why is there not a path from Arundel down to Ford?’ Mayor suggested they turn this into a letter he can share with Steering Group as it states problems young people face in the absence of such a pathway.

Kings Arms Hill Bollards – The Council, Mayor and WSCC Highways Manager met with Cleghorn lighting company who make heritage lamp columns and bollards. WSCC agreed they’d replace two bollards half-way down Kings Arm Hill with items suitable for conservation area. One of two bollards removed would be sited at top of Kings Arms Hill and one retained in Town Hall for the future. WSCC had no budget to replace plastic bollards placed at the entrance to River Road though Cleghorn Lighting could make replicas of heritage cast iron bollards in town for £360 each.

Wider discussion on damaged bollards in town, particularly those on Ford Road. Proposed each Councillor should report damaged/missing bollards and other street furniture in monitoring areas, which could be collated and given to WSCC.

Proposal for the future of The Bell - The Bell magazine editor retiring after 10 years and no-one came forward to take over. Mayor proposed making The Bell an ATC Working Group with editorial independence. The Bell breaks even financially with advertising revenues paying for production and distribution and would come with own working capital. The Bell editorial committee and some new members of committee would form Working Group, which Mayor would chair, becoming editor. Mayor believes like Farmers Market paid Market Manager hourly fee for work, The Bell Working Group could recruit someone to provide additional resource acting as publishing manager. Resolved to approve proposal. Council be custodian of The Bell magazine and Mayor be chair of editorial committee. arundeltowncouncil.gov.uk

Committee resolved to support the application however they would like to draw to and make mention of the above NP Policies; ES8, ES10, ES16 and ES17.

BN/186/22 - Wayside, Eastergate Lane, PO20 3SJ - Erect 4 4 bedroom houses on land adjacent to Wayside. Application is Departure from Development Plan, is in CIL Zone 3 and is CIL Liable as new dwellings. (resubmitted following BN/68/22/ PL withdrawal). Committee resolved to re-submit same objections as under BN/68/22.

BN/195/22 - Land North of Barnham Road and East of Fontwell Avenue - Hybrid application: 1)Full planning application to demolish existing dwelling and outbuildings, construct residential dwellings and public open space incl. recreation space, associated infrastructure and works to be constructed in 5 areas (A-E) each independent. 2)Outline application with all matters reserved other than care home access means. Application falls in Strategic Site HD5, CIL Zone 1 and 2 (Zero Rated) and may affect setting of listed buildings. Application subject to Environmental Statement. Extracts from the minutes of the 21st February General Purposes Committee meeting

The repairs to the damaged pond headwall have been put on hold by the contractors due to the higher water level. Ways to restart work sooner will be considered to ensure sufficient water can be retained for the summer period. Further representation will be made to West Sussex County Council regarding parking restrictions (double-yellow lines) in Fontwell. Planters to protect the verges from being used for parking have been selected. Management of the other verges in Fontwell is progressing and a call for volunteers to help is going out.

Arun District Council will provide a litter bin for Blacksmith’s Corner and the Parish Council will fund its emptying.

Quotes have been received for the construction of the section-106 funded path around the playing field. The potential cost of using more recycled material in the top layer will be investigated. It may be possible to apply to ADC for CIL

funding. Upcoming discussions regarding the cycle path were noted. The trees at the connection to the Avisford Grange path will be assessed as any cutting needs to be performed before nesting season. Quotes were received for the repairs to the Village Green Archway and fencing.

The contractor advised that noticeboards in Fontwell and Barrack Row will be repaired in the next two weeks. Should this not be possible a new contractor will be sought.

The play area resurfacing has been completed. Options for the rebound goal were considered. A quote has been received for a full structure but it is prohibitively expensive.

Quotes for ongoing mowing and ground works were accepted.

Issues with flooding in Barnham Lane were discussed. Options including discussion of proactive drain clearance with the authorities were considered. www.walberton-pc.gov.uk

Yapton Parish Council Coronation event and Installation of CCTV system

Edited extracts from the draft minutes of the Parish Council meeting on 16th January 2023. King Charles III Coronation – Enquired whether local event could be organised to celebrate. Council agreed to co-ordinate event on Playing Field on 7th May 2023. £1k budget proposed to provide funding for activities, which would be in line with those on Queen’s Jubilee celebration in June 2022. Agreed to seek volunteers via social media and look into possibility of sponsorship.

Installation of CCTV - Presented report on possible installation of CCTV solution covering parts of King George V Playing Field, including quotes from local providers and a CCTV Policy for Parish. Noted legislations and regulations covering control and management of CCTV cameras. Purpose of report and draft policy was to ensure Council complied with regulations if it installed CCTV. Local discussion on introducing CCTV around King George V Playing Field. Discussed matter and requested clarity on issues concerning technology proposed before deciding to instal CCTV.

CCTV Policy required. Investigated issues introducing CCTV and found many policies across UK. Draft policy covers installing, managing and monitoring complying with Legislation and Regulations. Proposals and Financial Implications: Met 3 companies for CCTV proposal details. Companies selected based on prior successful implementation. Received 3 quotes. Decided to progress proposal from Company 1 and agree quote supplied subject to reference and annual maintenance costs. Council in receipt of £19,375 in CIL Monies financial year 2022/23. Sum is unallocated and could be CCTV funding. £5k budget also unallocated in current year revenue budget for one-off projects. Draft budget indicates underspend of £5,740 in current year’s revenue budget. Recommended Council utilise revenue budgets in current year. Resolved: Supplier instal CCTV around recreational and exercise areas on King George V Playing Field for total sum.
