The concept of twinning communities in Britain with places in Europe was introduced after WW2 to foster understanding/friendship between cultures and former foes. Friends of Chartres is an organisation appealing to anyone with an interest in French language/culture. There’s an annual exchange with Chartres, not all members take part but there are monthly conversation groups and regular events to bring together local people who love France. Events include talks, visits, annual dinner and Christmas soiree in Bishop’s Palace. Members receive a newsletter 3 times a year. Regular Zoom contact is made with Amis de Chichester. Sussex Snippets Community news from across the counties Two Velocity road patching machines are being deployed across West Sussex to proactively seek and fill potholes before the regular inspections by Highways teams. In the first four weeks of the 2022/23 financial year the machines completed just over 1,100 repairs. Over 60 disadvantaged children and families will receive help and support, thanks to a grant of £30,000 from Sussex Freemasons to the charity Family Support Work (FSW). FSW supports disadvantaged families and their children who live in isolated rural areas or deprived seaside towns in Sussex. www.sussexmasons.org.uk. Sussex homeless charity Turning Tides are hosting their biggest SleepOut yet on Saturday 18th June to raise vital funds to support the life-saving services they provide. The West Sussex children’s hospice Chestnut Tree House, has launched a new challenge event – Wild Wood Swim – and is looking for participants to take on a 1km, 3km or 5km open water swim to raise vital funds. Wild Wood Swim is taking place on bank holiday, Monday 29th August, at the picturesque Weir Wood Reservoir in the Ashdown Forest. www.chestnut.org.uk. On 29th April, the charity Carers Support West Sussex, West Sussex County Council, local NHS, and partners welcomed more than 150 West Sussex unpaid family and friend carers, and health professionals, to the One Big Day event at Fontwell Park. The event was developed by carers, for carers and focussed on them being seen, heard, included, and supported in a world where finances are a challenge and systems, and services are stretched to the limit. Activities which carers enjoyed included reiki, satin hand moisturising, reflexology and mini-gel manicure, and an introduction to mindfulness, mini terracotta plant pot painting. There’s no set structure, so you can take part in a way that suits you. Anyone can take part, and on signing up you will receive a free pack in the post, plus lots of inspiration for activities. Charity & Community News Charity nursing home seeks volunteers & Animal centre reopens Petworth Cottage Nursing Home (PCNH) Needs Your Help The first patient was admitted to Petworth Cottage Hospital in 1867. PCNH exists today as a care home with space for 32 residents offering shortterm, long-term, respite and palliative care of the highest standard. It functions as a non-profit Charity. The Friends of PCNH are a body of local volunteers who provide additional funds through events and collections. These funds contribute towards the cost of essential equipment and non -medical items to improve the comfort of the patients. Volunteers have only recently been allowed back in to help support the regular staff and PCNH are particularly keen to welcome new volunteers. New RSPCA Mount Noddy Animal Centre opens The animal rescue and rehoming centre near Aldingbourne has been completely redeveloped. The centre has a brand new cattery and kennels, plus a hydrotherapy suite and vet clinic. There is also a secure exercise area which will be available to rent to the public and their dogs for safe off-lead walks. Young sailors, Festival of Chichester & Council improvement work Bursaries Available for Young Sailors Josie Kelly and Finn Geri, both 15 and from Felpham, are keen racing sailors and each received a cash award to help their progression. The awards were presented by Roger Belton (RYA Area Representative for West Sussex) at the recent annual prizegiving at Felpham SC. The Youth Training Fund is a charity supporting youth sailing. Big Church Day Out A big deal at the Wiston Estate by editor Kris Thomas

35-40,000 visitors Many events are making a welcome come back this summer and Big Church Day Out (BCDO) is one of them. Ticket holders who were unable to come in 2020 due to Covid-19 have rolled over their tickets and these, combined with new ticket sales, mean that the 2022 event is on track to host 35-40,000 visitors this month. History

The idea for a Christian orientated music festival was conceived in 2009 after a meeting between Tim Jupp and the Goring family of Wiston estate. Tim Jupp was a founding member of contemporary English Christian band Delirious? (the question mark is part of the name). Originating from Littlehampton, the band had a successful career between 1992 and 2009 playing in over forty countries and in the UK at venues such as Wembley Stadium, Hyde Park and the o2 Arena, as well as on the main stage at Glastonbury in 1999. Tim’s idea with BCDO was to hold an event to serve the churches in the area but to also welcome non-religious people who were looking to experience a friendly and safe

local music festival. Big Church Day Out was the first ever event to be held on the Wiston estate and 13,000 people attended the first one. Tim explained that all did not run smoothly that first year! “It was incredibly hot and we had some serious traffic problems. Food vans didn’t turn up, there wasn’t enough drinking water nor enough team members...The bravest thing we did was to carry on and do the 2nd year.”

Since that challenging first year, the team have developed the infrastructure including building tracks to make the estate suitable for other large-scale events such as the popular Steam Rally and the many other events that Wiston now hosts. The festival was extended from one day to three days in 2010 and the number of attendees went up to 25,000. What’s it all about? Primarily it’s a summer music festival - not quite on the scale of Glastonbury but it’s grown year on year. Tim elaborates; “There are 6 music stages and it’s all sorts of music - opera, classical, rock and roll, hip hop - all genres. This year there will be 70 different artists over the weekend, the larger names are American as the Christian music industry in America is huge. There will be around 70 food vans and lots of

children’s activities - fairground rides, and such. Many are free. We have a team of 20 working for the event all year, but more than 3,000 team will be on site during the event who are responsible for looking after up to 40,000 people including approximately 700 caravans and 8,000 cars. It’s exciting and challenging and takes a full month to set up. We thought, go large or go home! Every Christian denomination is welcome as are the non-religious. The name reflects the fact that it’s inclusive - a space for all churches to come together and gather for a weekend”. About half of the attendees (over 15,000 people) will be camping at Wiston which is at an additional cost to the festival itself. The 2022 event spans 4 days from Thursday 2nd to Sunday 5th June. Campers can arrive from Thursday and stay through to Sunday morning. The acts take place on the Friday and Saturday. This year the event is on the same weekend as the Queen's Platinum Jubilee. Tim; “There will royal fancy dress, jubilee songs and we will be streaming live TV events plus there will be a service for the queen in the Wiston chapel. Jubilee beacons will be lit across the South Downs and one will

be at Chanctonbury Ring - campers can walk up to the ring from the Wiston estate.” Coming back after Covid “Coming back after the pandemic has been a challenge,” explained Tim, “Big Church has survived due to people’s generosity and because 2020 ticket holders were happy to carry their tickets forward. The event industry is recovering and everything costs more now. When we went on sale with the ‘22 tickets, there were still Covid restrictions in place - it felt risky and it’s a big relief that things are back to normal now. There is always space and it’s all outdoors so

Rain is a bigger problem!” Costs / Fundraising BCDO 2020 was cancelled just eight weeks before the event was due to take place and many of the costs were unrecoverable. BCDO doesn’t make a profit and in fact will need donations to make up the shortfall from this year’s event. 120 different charities are involved and sponsor the various activities, raising their own profiles at the same time. BCDO itself is an independent charity with an annual budget in excess of £2.5 million. They raise around 90% of this through their main activities - sponsorship, ticket sales etc but have to fundraise for the remaining 10%, around £250,000. An important part of the festival weekend is fundraising on behalf of the BCDO partner charity, Tearfund. Tearfund is a Christian charity that works with churches in more than 50 of the world’s poorest countries.

I asked Tim if he had plans to launch another Big Church Day Out somewhere else. “No, we don’t have any expansion plans. We did take it up north for a couple of years but the southern one has become so well known and there’s still room to grow at Wiston. Our aim is to support the local area, it brings in business to shops, hotels, pubs. Bringing height in to your garden Introducing new trees into a garden can fill people with trepidation. The wrong tree can outgrow its space, cast shade, or it can drop unwanted leaves. Its roots can undermine houses or it fails to survive due to soil or wind conditions. This article will help you choose the right tree for the right place. Given that most of our gardens are on the small to medium size I will concentrate on trees from 2 to 5 metres in height Photinia Trees must be chosen carefully. A well positioned tree with a delicate and spacious leaf and branch character can create a canopy that will give your garden a sense of height, enclosure, intimacy and privacy without dominating the garden. Proportion Choosing more than one new tree in your garden can give your garden a more glade like effect. They can soften the effect of neighbour’s houses and overlooking windows and actually make the garden feel bigger as a canopy immediately stimulates our memories of the countryside and different landscapes we have visited. If your garden is quite bare, planting trees normally means selecting more than one so that the ‘weight’ and ‘volume’ of them will balance each other. However if you have a large tree next door, you can factor this in as your own, and therefore all you need to do is balance this neighbour’s tree with one or two of your own. Evergreen Trees Small evergreen trees The more robust the evergreen presence you want, say for privacy, the more dense the leaf canopy needs to be. This can have the advantage of being perfect for screening but they will still cast shade and if you grown them near a fence careful that over time they won’t also block out your neighbours view or light. Also they

will want to protrude outwards as well as grow upwards so this has to be factored in. For a denser canopy of leaves, these are some of my favourites: Arbutus Uendo, Magnolia Little Gem, Ligustrum excelcium, Loquat and Photinia. Photinia is a common tree, normally kept as a hedge, but still a high performer with its electric red leaves. If you have acid soils you can go for the Rhododendrons and Camellias. More delicate evergreens are Olives, Pittisporum ‘Silver Queen’ and Viburnum tinus whilst Ceanothus can form an ‘umbrella’ like shape over a bed or path. Delicate small trees that lose their leaves Don’t forget you relax in your garden mainly in the warmer months so think hard before you buy an evergreen. They are less generous to wildlife normally, and will you really be needing their shade, privacy or dense green backdrop over the Winter months? For a more open canopy that lets dappled light through, you could think of Amelenchier lamarki, Weeping Birch, Weeping Cherry, Malus Red Sentinal, Sorbus Pink Pagoda (or the smaller Sorbus pseudovilmorinii), Cercis Forest Pansey (or the smaller green leaved Cercis Avondale). Albezia is a heavenly tree though it needs a lot of sun and a sheltered position.

There is also Prunus amanogawa, Hamamelis and the perfectly formed, classic of all small trees, the Japanese Acers. The only trouble with these is they like to be the centre of attention and need a lot of neutral space around them. Laburnum Golden Showers, is a tree that has gone out of fashion but after the yellow display of flowers in Spring has a very interesting branch structure. Prunus Hally Jolvette is worth considering as it has a well behaved rounded canopy and only gets to 5 metres in height. Also think about Acer griseum (The Paperbark Tree), Salix exiguta and the two small Magnolias, ‘India Magic’ and ‘ Laura’. For wildlife try the Hawthorn ‘Prunifolia’. The Salix is a great bad haircut looking tree and suits filling up a space in the very back of a garden or next to a large pond. All of these trees will give your garden a lovely sense of breadth and depth without a tree surgeon being called in every year. Also the vertical fruit trees like Malus ‘Adirondack’ and Malus Ballerina can be tucked away in a bed and nicely contrast any weeping trees you might have. Unusual Trees For more unusual trees you could try Rhus lacinata (though it will sucker with its roots over

the years) You could also think of Euonymous Red Cascade, Liquidamber ‘Gum Ball’ or the majestic, if slow growing, Cornus cousa ‘Miss Satori’. The ‘Gum Ball’ only gets to 2.5m and as you can imagine the autumn colours alone make it worth growing. Acacia pravissima is another interesting tree with an open canopy, especially if you are considering a Mediterranean style garden.

Classic Coronation Chicken Salad A quick, easy and healthy meal

The original recipe was created by Constance Spry for Queen Elizabeth’s Coronation in 1953. It was a very quick and easy way of turning a cooked chicken into an interesting salad but sadly was often adulterated and had many odd ingredients added. Here is a light and simple version more like the original. Ingredients - Serves 4 Prep time: 30-40mins • 1 poached or slow roasted 1.5kg chicken • 1tbsp mild curry paste or powder • 4tbsp good mayonnaise • 1tsp lemon juice • 6 very ripe apricots, or apricots canned in fruit juice • 1/2 pint whipping cream • Salt and black pepper • Fresh salad leaves – rocket, watercress and spinach Method 1. Remove the flesh from the cold chicken in large pieces and place in a large mixing bowl.

2. Blend together the curry paste, mayonnaise and lemon juice. Sieve three of the apricots and blend the fruit puree into the mayonnaise, then fold in the whipped cream and season to taste. 3. Coat the chicken lightly in the sauce and arrange in a serving dish with the rest of the apricots sliced and some of the fresh leaves. Sprinkle with a little curry powder and chill. Gaining & losing the same weight? By Heather Smith Are you in a cycle of losing and regaining the same pound or two for months at a time?

Over five days, that’s a 2500 calorie deficit. Which will also result in weight loss.

Do you find yourself sticking to your food plan and creating a calorie deficit during the week, and taking a more ‘flexible’ approach at the weekend? Have you ever thought about how easy it is to cancel out your hard-gained calorie deficit – and perhaps even end up in a calorie surplus?

But, if at the weekend you eat more than your body needs to maintain weight, then you’re literally eating (or drinking) away the calorie deficit you’ve created.

The weekend makes up 29% of your week. 48% if you include Friday too. When you look at the numbers like this, it becomes easy to see how much of an impact the more relaxed approach at the weekend can have. Whether you’re counting your intake, or taking the more simple (and for most people, likely just as effective – at least at first) approach of simply making better choices for most meals, then you should be achieving at most a 500 calorie deficit each day. Over seven days, that’s a 3500 calorie deficit. Which will result in weight loss.

The calories add up annoyingly quickly. You could happily eat back a 2500 calorie deficit with a takeaway and a bottle of wine. So, choose when you’re going to eat or drink into your calorie deficit carefully, and in full knowledge. But also remember that no food is ‘good’ or ‘bad’. Nothing should be banned or off limits. We value different foods for different reasons at different times. Kingsham By local historian Andrew Berriman

Kingsham Farmhouse (painting, c1920)

Not that Kingsham is really a village, more an area. Fortunately, Kingsham Farm used to stretch south of the current Chichester Bypass, which was built through its fields in 1939, so Kingsham is valid. The rest of Kingsham’s farmland, now north of the A27, are now the sports fields of Chichester High School, where I was Head of Sixth Form for thirty years. Kingsham Farmhouse is no more but one of its outbuildings now houses the splendid Planetarium. The farm’s walled garden was large, stretching right down to the A27 bypass. The garden has an intriguing arched gateway, and the remains of a large ice-house. Perishable goods would be stored underground in it, and ice packed around them. In 1804 one of the earliest historians of Chichester, Alexander Hay, claimed that there had been discovered, within the confines of the Kingsham walled garden and orchard, the remains of a Roman cold plunge bath on a raised terrace, paved with small Roman bricks. Not all that Hay wrote has stood the test of time, but it cannot be denied that when the Canal Basin was being dug out between 1819 and 1821 there were plentiful finds of Roman pottery, and a horde of 700 denarii coins in an urn. Much later, in the 1950s Plan of Kingsham Farm when Lancastrian 1821 School pupils had

their Rural Studies lessons in the walled garden, they often dug up Roman coins. That’s not conclusive proof, but could this be the site of a Roman villa? As you know, after the Romans came the Saxons. And I would like to suggest to you that, just maybe, a Saxon ‘leader’ lived here at Kingsham. Pause, and consider what it says on the tin, as the Ronseal advertising slogan memorably tells us to do. Kingsham or King’s ham is Saxon – cyninges ham – for a king’s homestead. The question is, what sort of ‘king’, what sort of ‘homestead’? Can I convince you of a Saxon origin for Kingsham? In the late 7th century AD there was a King of the South Saxons called Aethelwalche. He was converted from paganism to Christianity by his wife. He endowed a large slab of royal land in the Manhood to a community of priests under the leadership of St Wilfrid. Was one of his dwellings at nearby Kingsham? Until the gable end of the Great Barn at Kingsham fell down in the Great Storm of 1987 there used to be, high up, a large stone with eight ribs set into it. Was this the South Saxon Coronation Stone, the sign of a king’s dwelling? Kingsham is actually mentioned in a document dated 5th April 930AD. Athelstan, King of England (925-39) granted some meadows to Bishop Beornheah of Selsey. The meadow’s boundary was ‘firstly at the hedge, south along the stanestrete to Kingsham’. This ‘stanestrete’, or paved way made of stone, would have been the road which ran south, ending at Street End just north of Sidlesham. The first section of this ‘strete’ was later called Kingsham Lane and ran directly from ‘Eastgate Square’ to Kingsham Farm. So was the farm once a Saxon king’s dwelling? It’s quite possible. Author’s Note. This ‘Alphabetical Village’ article on Kingsham is the 10th in the series, and yet the letter K is the eleventh in the alphabet. The simple reason for this is that no village starting with J, and south of the A27 in the Manhood peninsula, sprang to mind. Nor am I very hopeful for Q, U, V, X and Z. Any suggestions?

Easebourne C of E Primary School Mia Loasby raises money for dyslexia friendly library section We have been working with the children on the idea that no-one is too small to make a difference. Mia Loasby, an avid reader in our Badgers Year 4H class, has dyslexia but she has always viewed it as a gift, even if she finds some of the learning hard. She recently came across the brilliant Barrington Stoke books, which are written especially for dyslexic children, and she wanted to read more. With just a few titles available at school, Mia decided to raise funds so that we could have a designated dyslexia friendly section in the school library. Mia came up with the idea to run a colouring competition based around Easebourne class animals. Alongside Badgers Class we also have Dragonflies, Otters, Foxes, Hedghogs and others which were all included Mia’s drawing. We were overwhelmed with the number of entries that came in and some families sent in extra donations because they loved what Mia was doing and

wanted to support her initiative. It was really exciting, and Mia managed to raise just under £200. We were all so impressed with Mia’s independence and enthusiasm that we matched her fundraising amount, taking the total to be spent on dyslexia friendly books for our library to £400. Jane McCauley, School and Direct Sales Manager at Barrington Stoke, heard about Mia’s initiative and was also keen to support her fundraising. They were delighted to hear about Mia’s love of reading and her competition and they congratulated her for such a successful campaign. The company has also offered a very generous discount on any books ordered for the school from Mia’s fund in addition to giving Mia 6 free books. Mia and I have now begun the lovely job of selecting a wide range of titles and setting up a dedicated dyslexia area in our library where her books will be read and enjoyed for years to come. Midhurst C of E Primary School Netball triumph for Midhurst Primary School Previous competitions against local schools Here at Midhurst Primary School we love to compete in a variety of sports against other local schools. This year as part of our work with other Rother Valley schools we have been undertaking tournaments in a multitude of sports. These competitions are hosted by our local secondary school, Midhurst Rother College, with referees taken from their GCSE/6th form students. So far at Midhurst we have been victorious in both the football tournament and cross-country races with a highly respectable 2nd place in the indoor athletics also. Midhurst v Midhurst Netball tournament Just before the Easter holidays we took part in the latest event: Netball. Taking two teams we played against many different schools from our area. Both of our teams remained unbeaten throughout the entire tournament, only conceding two goals in total! As such both Midhurst teams had to face each other in the grand finale. In a really tense game, despite knowing we were

guaranteed 1st and 2nd, the children played to a really high standard against their friends. The 1st team won by a single goal to nil, with many of our children reporting the toughest game was against those who know each other best! Future sporting events We were incredibly proud of the determination and drive the children showed throughout the tournament and look forward to aiming for further success as we move onto rounders, cricket and a football tournament in the Summer Term. Sport plays a big role in our in-school curriculum but also as part of our extra-curricular offer. Solar Panels - are they worth it? Investing in your home for renewable energy by Helen Say Solar panels as an alternate source of energy To help hit “Net Zero by 2050”, the UK Government announced a gas boiler ban in 2019. By 2025 no new houses can have one and by 2035, the UK will phase out their installation altogether. This caused a stir in the energy industry (this was before the current turmoil of world events putting pressure on energy prices) and many are looking for alternate energy to heat their homes. One option is solar energy. Money Saving Expert says installing solar panels on an average home costs around £5K, and the impact on energy bills depends on various aspects of your home. Energy Saving Trust estimates a typical household with a 3.5 kilowattpeak system can save between £170 - £440 per year on energy bills. You can be paid for solar energy you “export” to the national energy grid with the Smart Export Guarantee (SEG) scheme.

Is the UK weather beneficial for solar energy? Despite the UK’s grey and gloomy reputation, it has enough sunlight to power solar panels and gets the same level of solar energy as areas in France/Spain. It's about daylight, not hours of sunshine or temperature. Solar panels use light to produce electricity, not heat. Though they obviously produce more power in a sunny day, they still produce a considerable amount of energy when it’s cloudy. Wind and snow aren’t necessarily bad. Wind can be a cooling mechanism for domestic solar panels and make them more efficient. A light flurry of snow will melt with the panel’s residue heat, although heavy snowfall will need to be brushed away as it’ll prevent the panel working to its full potential. If you’re considering switching to renewable energy, solar panels are worth further investigation. On one of our guided walks earlier this spring at RSPB Medmerry, I was asked by a passer-by what a bird was – this isn’t an uncommon question for those of us who wear RSPB blue fleeces while out on a reserve. The walker was very keen to identify a tall white and black bird she had seen on a pool. From that description alone I knew it had to be an avocet. It is, after all, a bird all RSPB staff and volunteers are familiar with – it features on the organisation’s logo. If any bird deserves to be called “iconic” it is the avocet – because, after all, it is literally the RSPB icon! With its tapered white and black body perched on thin grey legs, black-capped head and slim, upwards-pointing black beak, the avocet is an elegant and delicate-looking bird. It is also a relative newcomer – or returner – to the coast of West Sussex, and it’s still a pretty scarce breeding bird in the county. Avocets became extinct as breeding birds in Britain in the 19th century – they were over-hunted, their eggs taken for the table and their feathers for fishing flies – but they returned to breed in southern Britain in the 1940s. They benefited from the defensive wartime flooding of coastal areas in East Anglia and the simultaneous increase in undisturbed numbers across the North Sea in the Netherlands. So important was their arrival at Havergate Island and Minsmere in Suffolk – both still managed by the RSPB today – that the separate groups of conservation volunteers who watched over them day and night kept the breeding locations secret from each other. They even gave the birds the codename “zebras”, partially in tribute to their colouring, but also as a nod to Havergate Island, which was once nicknamed Zebra Island. The breeding population in the UK has grown from those initial eight or so pairs to around 2000 now. The avocet’s conservation success story

has been an important part of the RSPB’s history ever since, its image being first adopted for the logo in 1955. Avocets bred in Sussex for the first time in about 200 years in 1979, but only occasionally after then until they began to turn up in larger numbers at Rye Harbour in East Sussex. The birds finally bred at the RSPB’s then-newly created reserve at Medmerry for the first time in 2014, with eight pairs nesting. Breeding numbers have since increased to over 20 each year here, but they’re still vulnerable to predators. So, to help protect them, the RSPB has put up fencing around the “Stilt Pools” and the island where you’ll be able to see them bringing up their young chicks. Watch out for them launching their aggressive, missile-like attacks at passing gulls, crows and herons (which has earned the bird the nickname of “Exocet”!) to defend their young. And you can’t miss their sharp, piping alarm calls overhead. By the end of the month, as their chicks fledge, the birds will have begun to disperse – some to fly northeast to the Wadden Sea, by the Dutch, German and Danish coasts. More avocets will arrive later in the autumn, many passing through as they migrate south, and larger flocks, of 20 or more birds, will arrive to winter around our coastal inlets and pools. The Ferry Pool at RSPB Pagham Harbour is a great place to see them in winter. Here you’ll often find them asleep in groups, with their long bills tucked into their backs. Avocets mainly feed on invertebrates, such as shrimp and other crustaceans as well as worms, either by picking them from the surface of water or mud or by sweeping those slender bills back and forth through the murky water. This side-toside movement helps them find their food by touch in the loose sediments. You may even see them swimming in deeper water, up-ending like ducks to feed. So, the next time you visit the RSPB reserves at Pagham Harbour or Medmerry, have a look at the logo on the sign. It features the black and white head and black curving beak of this rather lovely little bird, which holds a special place in the history of bird conservation in Britain. www.rspb.org.uk/paghamharbour

Working Groups, Neighbourhood Plan & Speed indicator Edited extracts from draft minutes of the City Council meeting on Wednesday 20th April 2022. Planning and Conservation Working Group Council mentioned the following: - The Neighbourhood Plan was proceeding well and it was hoped that the Council would approve the spending items raised under the Finance Working Group minutes (see below). - The appeal regarding the District Council’s refusal of planning permission for the building of houses on the Daffodil Field at Raughmere had been dismissed. In response to a question about the resurfacing of the city centre precinct, Council advised that the need to undertake the work had been widely accepted and that work was currently under way to resolve the funding of the project. Finance Working Group - Council was asked to consider the following recommendations: Neighbourhood Plan – request from the Planning and Conservation Working Group to

increase the Community Infrastructure Levy (CIL) funding allocation. It was agreed to recommend to Council that the Neighbourhood Plan CIL funding allocation be increased to £100,000 from the current £70,000. This was resolved. Neighbourhood Plan – Payment of invoice for a Landscaping report commissioned from the Neighbourhood Plan Steering Group. It was agreed to recommend to Full Council that compiled invoice for a Landscaping report be paid in sum of £4,500 + VAT to be paid from the Neighbourhood Plan CIL allocation. This was resolved. Speed indicator device – Request for CIL funding to install 2 pavement sockets to enable installation of the Speed Indicator Device in St Pancras, It was agreed to recommend to Full Council that an order be placed with Crown Civil Engineering to install two pavement sockets in St Pancras at a cost of £1,080 + VAT to be paid from CIL funds. Formal event in conjunction with Midhurst Town Council on Thursday 2nd June which would involve lighting a beacon on St Ann’s Hill in Midhurst, followed by singing of specially composed song by Midhurst Community Choir, and sounding of a bugle. On Saturday 4th June, a joint free event with Midhurst Town Council & Cowdray Estate will be held at The Ruins, to include refreshments, music and entertainment. Jubilee Trees planting - agreed local organisations and businesses would be invited to make donation for trees. Confirmed £50 from resident was in ‘Carbon Corner’ fund which could be utilised for project. Petworth Town Council Public Participation, Finance and Community Hub Edited extracts of draft minutes of the Parish Council meeting held 17th March 2022. Public Participation - Presentation received from members of the Sylvia Beaufoy Centre. They updated the council on the recent improvements to the Centre building, the opportunities provided to young people who live in and around Petworth, their awards evening on 7th April, the partnership they developed with Petworth Business Association to help young people find local employment, their school holiday activities and the recruitment of an additional full time Youth Worker who would start employment at the Sylvia Beaufoy Centre in May. Finance and General Purposes Committee - Council reported that at 11 month point of the year the net income over expenditure including movement to and from general reserves was £39,885. Advised that most recent full year forecast showed that council would have surplus of £9,941 at the end of 2021/22 financial year. However it was reported this figure was likely to decrease to £5,000 after accruals was actioned. Under seconded Council proposal, it was unanimously resolved to approve following upcoming costs -

£186.60 to Anderson Rowntree to carry out conveyancing on new lease of Petworth Park Sports Ground. £3,350 to LED Screen Hire to hire a screen for the Platinum Jubilee event on Saturday 4th June 2022. £10.99 to buy 10 black arm bands from Amazon. £30 to Southern Regalia to purchase 10 black mourning rosettes. £95 to Royal Images to purchase a framed photo of Queen Elizabeth II. £50 to Petworth Ukraine Relief to assist with the costs of printer ink & paper. £200 to purchase stationery for Petworth in Bloom. £539.25 to Hampshire Flag Company for 500m of Union Jack bunting. Community Hub – Cllr Desai advised that the Petworth Ukraine Relief group had co-ordinated the collection & distribution of supplies which had been transported to help those in need as a result of the crisis in Ukraine.
