THE CHALLENGE To encourage residents to use public transportation and reduce GHG emissions, the city of Ha Noi needs to improve accessibility, offer safe and quality services, and set an affordable ticket price.
The capital city of Ha Noi is developing an integrated public transportation system along the 12.5 km Ha Noi Metro Line 3 system with gender-sensitive and universal accessibility features. Ha Noi is looking to improve its public transportation system by constructing a metro system network comprising eight elevated stations and four underground stations, which will improve access to five of its districts. The project will also introduce pedestrian footbridges, park-and-ride facilities, bus stops, feeder links served by 52 buses, and a real-time digital bus and train arrival information system—all providing accessibility to the Ha Noi Metro Line 3 stations. This will become an integral part of an improved public transport system that aims to achieve increased public modal share through low-carbon transport that reduces GHG emissions. Further, the project integrated a public opinion-based communication strategy to promote the use of the metro. The research revealed that no traffic congestion, high-speed travel, and no air pollution are the three main motivators for metro use. The development of the integrated public transportation system is funded through an ADB loan with cofinancing from the Clean Technology Fund, Agence Française de Développement, Direction Générale du Trésor, and European Investment Bank.
