PREFACE Something important has happened in the last year or so. The term “smart city” for first time has brought the discourse on our cities and urbanization into mainstream and common man has started talking about our cities. This is indeed a significant achievement, because very little attention has been paid in the last 68 years since independence….It reminds me of Lao Tze’s proverb that a journey of thousand miles begins with first step.... Great length of articles are written and public debates are happening on smart cities. We said, for a change, why don’t we envision and draw up an actual smart city with smart communities and neighborhoods, transportation systems, open spaces etc. In fact we said, lets go a step further, and take a live example of our own city and see how it can transform into world class smart city. Since I am based in Pune, it was obvious to select Pune and its context and visualize the city the way it could be over next twenty five years. This is how “Envision 2040” was born. “Envision Pune 2040” is a project, and I would even call it a provocation, which looks at one of the many possibilities of how an important city such as Pune can grow. Pune is expected to grow from its current 50 lakh population to about 90 lakhs in a span of 15 years. Much of Pune’s growth and urbanization is organic without a long term vision plan. This study tries to address fundamental questions such as protection of environment and natural resources, metro line to effectively interconnect the city, creating a network of parks and open spaces, exploring opportunity sites for affordable housing and slum rehabilitation and where and how should future growth of Pune occur within the expanded municipal limits of Pune. The “Envision Pune 2040” Vision Plan looks at approximately 15,000 acre opportunity sites which include an internal ring road, a riverfront development, a new downtown/CBD, Smart townships centered on transit stations, redevelopment of public lands such as Railway stations and Cantonment areas as a land monetization mechanism for revenue generation. These opportunity sites are expected to house a resident population of about 10 lakhs with roughly 2 lakhs jobs, 1200 acres or parks and open spaces. Drawing from my own experience of working with public agencies in USA and Abu Dhabi, this study tries to address explicitly key themes related to livability, landuses, housing, connectivity, open space network, natural environment, public transit which are identified and represented graphically with universal set of Smart Urban Planning/ Traditional Neighborhoods Design (TND) principles “in illustrative format such as individual masterplans/ area plans for individual themes”. The document is a radical departure from “text oriented policy planning reports” to “graphically depicted Illustrative Plans backed by broad policy statements and easy to grasp visual simulations” to make the topic more accessible for a lay person. My firm has been working on this diligently, for last ten long months and have done this pro bono study which I am delighted to share with you all. It is one of the 100 ways on how our cities could grow and look in the future. Hopefully it will provoke and inspire us all to envision greater possibilities for our cities in the years ahead.
