he Southwest Indiana-Evansville region is on a roll. When you read the 2018 Keep It Local Member Business Directory, I bet that one article or another was a pleasant surprise. The plans for the new YMCA, the beautiful and useful renovations at our airport, the details on the opening of our new medical school, the Stone Family Center for Health Sciences, and the many other Regional Cities projects that are transforming our region can’t help but excite. These great additions to our A message from community and the opportunities they present TARA BARNEY don’t just happen; they are the result of committed President & CEO people and organizations working together. As important as opening these great projects is making sure our community has a plan to operate and sustain these great assets. The Southwest Indiana Chamber has had a hand in launching each of these initiatives, and as your business partner we are committed to ensuring their part in a bright future for all. Here’s an example: The SWIN Chamber Downtown Alliance worked for years to build enthusiasm around revitalizing downtown Evansville. As important as generating the many new amenities in downtown Evansville is having an entity responsible for marketing, programming and advancing the downtown neighborhood so these new amenities and the long-standing anchors of downtown Evansville can deliver on their potential. This past year the work of the alliance and many partners resulted in the creation of the Downtown Evansville EID, which exists specifically to advance the downtown Evansville district it serves. The EID, now named “DOWNTOWN EVANSVILLE – the Economic Improvement District” is off to a great start, and the organization is well-resourced and staffed. If you haven’t enjoyed one of the many downtown Evansville events recently, look at the lineup for the next two months. The holiday season in downtown E’ville will be a great one. And what’s next for the SWIN Chamber? Certainly we will continue our support of downtown Evansville. We also just opened an office on the main square of downtown Mt. Vernon where we plan to support their development plans in the same manner. Stay tuned, I predict that the downtown Mt. Vernon riverfront and the beautiful commercial center that surrounds the Posey County Courthouse has a very bright future. The Board of the SWIN Chamber is committed to a thriving regional business and civic climate. We recently unveiled a new alliance focused on our Quality of Place. Why? Because we must leverage our region’s low cost of living and the great progress we have made in downtown Evansville and in the cities and towns that make up our great region, to ensure a bright future for our businesses and citizens. We need to grow our population, so we will have the pipeline of talent that secures the future of our businesses and the citizens they employ. This new alliance will convene to consider how we best leverage our special assets to create the “Quality of Place” that we all aspire to. “When a region plots their course together, more opportunities come about for catalytic and transformative change.” Join us in plotting our future — together we thrive.

Economic Improvement District

E

vansville’s recently formed Economic Improvement District (EID) is an example of how one area of the city has discovered a way to keep things local, and the Southwest Indiana Chamber is proud to have spent a number of years directly supporting its formation. The district, commonly known as an EID, was created as a means of funding projects within the district through an extra assessment on property located inside the district. Joshua Armstrong, director of the DOWNTOWN EVANSVILLE – the Economic Improvement District, noted that others refer to EIDs as “self-help for downtowns,” as businesses and residents within the district decide to take matters into their own hands. “These districts are formed when a majority of property owners raise their voices and say, ‘We want services and benefits beyond those the city provides, and we are willing to pay for them ourselves,’” Armstrong said. The EID, located in Downtown’s Central Business District, was formed in November 2017 by a unanimously passed ordinance of the Evansville City Council. That vote followed a petition process in which a majority of property owners within the EID – which represented a majority of the property value in the district – indicated their support for formation. Evansville’s EID includes over 450 separate parcels and 300 property owners. Each parcel of property is charged an annual rate based on assessed valuation, what type of property it is, and its location within the district.

While these assessments are collected along with the biannual property tax collections, they are not technically taxes since they are not managed by a governmental agency. The assessments were first included on the 2018 property tax bills, and the district’s first funds were received in late June. A board of directors made up of business and residential property owners within the EID decides where those monies go, not the City of Evansville. Armstrong said the board’s working budget is $625,000, of which $540,000 is from those first collected assessments. He said the other funds came from sponsorships, donations, event revenue and contractual services. He said although the EID’s first funding didn’t come until June, the board has been active since December 2017 making plans on which projects to use the money. Armstrong said the first-year focuses are on establishing a reserve of funds, beginning some landscape work and enhancements, creating a logo, installing holiday décor and lighting in Downtown, developing a website and marketing program, and continuing efforts to attract developers and businesses to the district. The EID lasts for 10 years. Armstrong said another petition process is required for renewal. “We have 10 years of guaranteed resources to help Downtown Evansville grow,” he said. Armstrong said that Evansville’s EID has the capabilities to do much for the growth of Downtown specifically, and the region more generally. “Across America, the downtowns that consumers, visitors, businesses, investors and residents find compelling are overwhelmingly downtowns with an improvement district in place very similar to Evansville’s,” he said. “The sustainability over those 10 years is key.” The EID concept, Armstrong points out, was not formulated locally. Over 1,500 such districts have been developed across North America since the first one was created in Toronto in 1969. The first American district was formed in New Orleans in 1976. Downtown Evansville formed the fifth EID in Indiana, but is the largest in terms of size and amount of assessments.

Former Indianapolis Power and Light Co. president and CEO Rafael Sanchez will join Evansville-based Old National Bank on November 26 as President of Private Banking. Sanchez, who will be based in Indianapolis, will lead a team that focuses on the unique needs of Private Banking clients throughout Old National’s fivestate footprint. Sanchez began his professional career in 1999 as a retail banker with National City Bank in Fort Wayne. Most recently, he was president and CEO of IPL. As CEO of IPL, he was responsible for stakeholder management, community relations, customer experience, legislative and government affairs, energy-efficiency initiatives and strategic accounts. Additionally, he implemented a strategic community engagement plan that focused on diversity and inclusion. Prior to his time at IPL, Sanchez was Vice President of Business Development & Legal Affairs for Fineline Printing Group. He had been a business attorney at the law firm of Bingham Greenebaum Doll LLP in Indianapolis, where he was recognized as Indianapolis’s “Best & Brightest” attorney in 2013. A native of Puerto Rico, Sanchez earned a Bachelor of Arts degree in Social Sciences and Political Science from the University of Puerto Rico, and his law degree from the Indiana University Maurer School of Law. He serves as Co-Chair for the Indianapolis 2021 NBA All-Star Game, Co-Chair for the Governor’s Annual Boy Scouts Luncheon, and Secretary for the Indy Championship Fund. He also serves as an Executive Committee member for United Way of Central Indiana and Vice-Chair of the Indiana Latino Institute. In 2017, he received the Sagamore of the Wabash award from Governor Eric Holcomb.

BILL SCHIRMER

Bill Schirmer, president and CEO of Evansville Teachers Federal Credit Union, was honored by the Indiana Credit Union League as its Professional Achievement Award winner for 2018. Schirmer is the first recipient from an Evansville-based credit union in the award’s 29-year history. Criteria for the ICUL Professional Achievement Award includes understanding and personifying the credit union philosophy of “people helping people”, promoting the credit union ideal, exhibiting leadership and management ability, possessing an ability to coordinate and work with volunteers and staff, maintaining a record of success in improving the financial fitness of the credit union, being dedicated to the importance of continuing education and training, and successfully developing and expanding services to credit union members. Schirmer joined ETFCU in April of 2012 after serving as Vice President and CFO of Lake Michigan Credit Union in Grand Rapids. His nomination noted that, since he joined ETFCU, the organization has grown from 68,000 members to more than 202,000 and now operates 15 branches in Indiana, Kentucky and Tennessee, with another five expected to open in those states by mid-2019. At the ICUL meetings, ETFCU also received notice for the Dora Maxwell Award for community service for its support of Hangers, the EVSC Clothing Resource Bank. Schirmer serves as president of the Hangers board and raises funds for the organization during its annual Celebrity Scoop Night, where he again this year was the top fundraiser.

Michael McCarter joined the Evansville Courier & Press as its new executive editor. A 1994 graduate of the University of Southern Mississippi, McCarter began his journalism career as a photo intern at the Pensacola (Florida) News Journal. He started full-time as a photographer at The Shreveport (Louisiana) Times, then served as photo editor of the Atlanta JournalConstitution. He joined the Cincinnati Enquirer in 2007 as director of photography, and he was the Enquirer’s senior news director when Gannett tapped him for the top editor’s position in Evansville.

The six female members of Old National’s Executive Leadership Group were named one of American Banker magazine’s 2018 “Most Powerful” banking teams. The October issue of American Banker featured the magazine’s annual “Women in Banking and Finance” awards. Old National joined JPMorgan Chase, BMO Financial, TD Bank and Zions Bancorp as winners in the Most Powerful Team category. Lyndsey Lomelino is an Event Coordinator with more than five years of experience in the events coordination and client services field. Most recently, she worked at the Peoria, Illinois, Civic Center as the Event Supervisor, overseeing event planning, outreach, hiring of support staff and overall execution for their largest annual event, Winterfest. Lomelino graduated from Illinois State University Summa Cum Laude with a degree in Recreation and Parks Administration. Kasia McMullen-Koontz is Catering Sales Manager. McMullen-Koontz joins the team with 15 years of experience in all aspects of catering and event planning. She hails from St. Louis, MO and started her career with Wolfgang Puck Catering, advancing from Staff Coordinator to Catering Sales Manager in under five years. McMullen-Koontz also directed catering operations at Mango Peruvian Cuisine in St. Louis’ trendy Downtown Loft area. Most recently, she served as Catering Captain at the University of Evansville. McKenzie May also is an Event Coordinator. She comes to Evansville from Mount Vernon, Illinois. A graduate of Southern Illinois University at Carbondale with an M.S. in Sports Studies and a B.S. in Sports Administration, she served as the Facilities and Events Operations Intern for Saluki Athletics and was later promoted to Game Staff Supervisor. Ivy Tech Community College has promoted Kyla Krieg to its Workforce Alignment team, serving the Princeton and Tell City, Indiana, communities. Krieg joined Ivy Tech in 2009 as an adjunct instructor before becoming Site Director at Princeton, and Director of Outreach and Engagement for Princeton and Tell City. She previously taught at Princeton Community High School, Vincennes University and Harrison College. She holds a bachelor’s degree from Butler University and a master’s degree from Oakland City University.

Kimberly Matuszak is the most recent addition to the ID+A Evansville team. With a degree in Environmental Design from Purdue University, and 25plus years’ experience, Matuszak uses her knowledge, creativity and experience to design user-focused environments which help her customers reach and sustain business goals. As the Account Executive for Evansville, she is responsible for serving her customer’s business, healing and learning needs.

Tyler Lemar joined the Evansville Vanderburgh Public Library in October in the position of Experience Manager I at EVPL McCollough. The IUPUI graduate previously worked at Alexandrian Public Library in Mount Vernon, Indiana, and the University of Southern Indiana’s David L. Rice Library.

She graduated from Signature School and attended DePauw University where she was a Management Fellow and earned her Bachelor of Arts in Economics & Management in 2008.

Blake was employed previously by WFIE-TV as a media consultant, serving advertising customers in the Tri-State for nearly 12 years. Blake is active in the community, volunteering with numerous organizations including the EVSC Hall of Fame, Muscular Dystrophy Association, Junior Achievement, Tomorrow’s Work Force, the Reitz Memorial High School Athletic Hall of Fame committee, and he emcees the Holy Rosary Gala. Torian Insurance is an independent agency founded in 1923 by Garnett Torian.

In your opinion, what are three ingredients for success? I would say that you must have passion for what you a doing, a sound plan on how to do it and surround yourself with great people. Even having all these ingredients correct, there is no guarantee of success. You must wake up every day and do your best to serve your guests by bringing them style, selection and value. What has been one of the toughest challenges? The biggest challenge for us has been finding the right locations. We always like to have a location with great visibility in the heart of the retail district. The location we were able to secure in Evansville is fantastic! We couldn’t have found a better location and the store has turned out to be beautiful. What is your favorite thing about your work? I really enjoy building a team to run our store. As an owner, I can only do so many things in a large store like Art Van. As I mentioned before, finding the right people to fill out our team and training them well is what I really enjoy. Seeing the team come together and achieve success is just a great feeling. What do you like most about the community in which you live? Although I am from Louisville, I have really been impressed with Evansville and the surrounding area. One of the strengths I see for Evansville and the Tri-State is that because it is somewhat isolated, it has most everything you would want from a mid-size city. The quality of life is outstanding, and I can see why Evansville and the Tri-State are growing so well. Is there anything else you would like to share? Life is short, and every day is a gift.
