Normally you will find Celeste Marcussen Hart of Creating U overseeing the makeup, hair and fashion for her students’ photo sessions, but on this cover shoot day, the tables were turned. Celeste took a break from running her acting, modeling and filmmaking studio to prepare for her cover photo shoot and had real “girl time” with her Creating U makeup artist, Christine Lombardo. Christine made Celeste’s makeup perfect, adjusting as the photo shoot moved from interior to exterior photos. APRIL IS SUCH a wonderful time to live in Louisiana—the weather is great, crawfish are back in season and we can pack away our winter clothes. The longer days allow us to enjoy our evenings going from ball field to ball field, walking along the lake or just sitting on the back porch enjoying time with friends and family. It allows us to really appreciate all the great things that living on the Northshore has to offer. Having lived in Hollywood for many years and being involved in the movie business, it has been amazing for me to see over the last ten years how Louisiana has become “Hollywood South.” So many movies have been filmed here and in the surrounding parishes. The people and culture have embraced the industry and it has become an important part of the economy of Louisiana. I was really excited to meet this month’s Enterprising Woman, Celeste Marcussen Hart, who has launched an acting and modeling school, Creating U. Also, included in this issue is our Northshore’s Best insert! DAVID D. TRAN, MD is a 15-year resident of the Northshore and an internist who is known for his warm and friendly manner. He believes that listening to patients and understanding their history is what allows him to make an accurate diagnosis, treat his patients and continue with ongoing, preventative care. Above all, his number one goal is to spend “quality time with each patient, and address all of their concerns.” Dr. Tran’s practice specializes in outpatient and inpatient care, including management of minor ailments, such as upper respiratory infection to critical ailments such as stroke, myocardial infarction and complications from diabetes. He practices Monday through Thursday and on Saturday mornings. BACK PAIN IS A very complex issue. So many structures come into play. Even if there is a well-documented finding of disc injury, it is common that other structures (joints, ligaments, nerves and muscles) are also causing pain. Within two weeks of a lower back injury, most people start to develop weakness in the lower back and core muscles, which can cause additional problems. The muscles that surround the spine provide approximately 80 percent of the stability to the spine. Therefore, if they become weak, then the other structures have to bear a lot more weight. This causes further inflammation, damage and pain. It is essential that for every low back injury, the muscles and core strength be assessed. We now have computerized equipment that allows us to measure one’s lower back strength and compare to a normal, healthy back of that person’s age, weight and gender. If someone is 20 percent below normal in back strength, that 20 percent is being carried by structures that were not designed for it. We have also designed specific tests of the core muscles to identify exactly what part of the core is weak. The core is made up of seven muscle groups. We are now able to focus only on which of those seven need to be strengthened. Between our computerized strengthening equipment and our specialized core testing procedures, we have our spinal rehab process down to an exact science. EXCEPTIONALLY GOOD Friends: Building Relationships with Autism by Melissa K. Burkhardt is two stories written in a unique flipbook design. One side tells the story of Clay, a young boy with Autism and his perception of a typical school day in an early elementary inclusion classroom. The second side of the book tells the story from Ruthie’s (a sociable girl who befriends Clay) point of view. Together, they learn about each other and become friends. Either story can be read first. I read Clay’s, and even though I work with students with Autism, like Clay, I felt a little overwhelmed and confused. Once I read Ruthie’s version, I had a more lucid picture of what was actually happening. I felt that reading the book this way helped me to relate and have compassion for Clay. The center of the book is a set of valuable resources for those looking to understand more about Autism Spectrum Disorder (ASD) or to help a child with Autism. The author explains approaches and accommodations that are used in the story and offers websites and books that readers can use for further information. Melissa K. “Crop Dusting” Your Skin With PDT ALL DERMATOLOGISTS SEE many babyboomers with precancerous and cancerous lesions growing in their skin like weeds among a farmer’s crop. When we treat these growths with liquid nitrogen spray, it is as if we are walking through fields with a bottle of Roundup. Worse yet, if the “weeds” have overgrown into full-fledged skin cancers, these lesions require shovels or hoes (a.k.a. scalpels and curettes) for removal. Because sun-damaged skin continually produces more and more weeds over time, this process can become frustrating, expensive, time-consuming and scarring. Fortunately, there are ways to crop dust the skin regularly to catch the growths at their earliest and tiniest phase. These treatments are called, interestingly enough, “field treatments.” They involve applying a cream or lotion which selectively attacks only those growths in the skin, even if not yet visible to the naked eye, which induce inflammation and destruction. There are several such substances available—some work by simply poisoning the harmful cells, and others induce the body’s immune system to attack. Both methods can cause inconvenient reactions such as redness and soreness, which may last longer than a week. The most novel treatment, however, is tolerable and yet just as effective. It is called photodynamic therapy, or PDT. This ingenious method utilizes natural compounds called porphyrins, which are activated by different wavelengths of visible light. After the porphyrin cream is applied to the skin, it binds selectively to precancerous cells. An intense blue or red light then activates the cells to self-destruct. The result is mass elimination over large areas simultaneously.

Crab Stew 1/2 dz boiled crabs 4 tsps oil 2 large onions finely chopped 4 cloves minced garlic 2 celery ribs finely chopped 1 finely chopped bell pepper 4 tsps flour 3 cups beef stock
1 lb crabmeat 2 pinches dried thyme 3 bay leaves 1/4 tsp chili powder 1 tbsp minced parsley 1/2 cup finely chopped green onions 1 tbsp Worcestershire sauce Salt and pepper to taste 1/2 cup white wine Open crabs, discard the shells and remove the apron, claws and gills. Break or cut each crab in half. Heat the oil over low fire and add onions, garlic, celery and bell pepper and let fry slowly until brown. Add flour and brown. Slowly add the wine and stock and bring to simmer. Add the chili powder and after simmering for about 30 minutes, add the parsley, green onions, Worcestershire sauce, crabs, crabmeat and salt and pepper. Stir well and cook slowly for about 5 minutes more, then remove from heat. Let stand for about 15 minutes before serving. Serve the stew over fluffy rice with crusty bread for soaking up gravy. Awesome.

WE ALL UTTERED A SIGH OF RELIEF on January 2, 2013, when the estate tax applicable exclusion amount (AEA) was finally made permanent! This AEA remained at the $5 million mark (from 2010), and is indexed to inflation. That means for this year (2013) a deceased person may leave up to $5,250,000 of assets to whomever they choose free from any federal estate tax and Louisiana inheritance tax. Since this figure is per deceased person, a married couple can leave up to $10,500,000 free from estate tax. This means that only the very wealthy now have to worry about complex estate planning to save their children from paying estate tax. What was also a major part of this package was preserving something called the portability of the “deceased spousal unused exclusion amount” (DSUEA). Prior to DSUEA, if a married couple had assets of double the AEA (for example, $10 million), and the first spouse died with only $3 million of assets on “their side of the fence” there was no way to “park” the unused $2 million back on the side of the surviving spouse. Under prior law, if the second spouse died with the remaining $7 million of assets on their side, and the AEA was $5 million, the children would still have had to pay considerable estate tax on the “extra” $2 million of assets that were over the $5 million. (This estate tax could have been over $1 million!) Now under the new permanent law of “portability,” the deceased spouse’s estate can “port”
that extra unused $2 million back onto the side of the surviving spouse. The surviving spouse may now capture the exclusion of their own $5 million, as well as the deceased spouse’s “unused” $2 million, leaving a full $7 million to the children free of any estate tax. Using the previous example, the children just saved a whopping $1 million in estate tax! As simple as this sounds, it is not automatic. A timely filing must be made with the IRS at the death of the first spouse to capture this DSUEA. Another feature of this Act was to continue to allow persons to gift (to anyone they choose) their full amount of their AEA during their lifetimes. This means that you can gift up to $5,250,000 to anyone you choose and not have to pay any gift tax on that amount. But beware, whatever amount you gift during your life is subtracted from the AEA at your death. This means that if you gift $2 million during your lifetime, then at your death only $3.25 million of your AEA for 2013 will remain. As much as we would like it, there is no such thing as “double-dipping.” However, there are still many reasons to establish a well-drafted estate plan…even if your estate is under $10.5 million. Your minor children need guardians, your spendthrift or young children need trusts. You need Powers of Attorney to address your disability and you may not like the “Will” that the State of Louisiana has already drafted for you if you die intestate.

New Pap Smear Recommendations FOR THE PAST few years, several health groups have been reviewing the appropriate intervals between Pap smears. Since its inception in the 1950s, the Pap smear has become a routine, yearly ritual for women across the country. In its defense, regular Pap smears have reduced the incidence of cervical cancer in the developed world and saved countless lives. Nonetheless, many women dread the “scraping” as they so call it. After reviewing the current guidelines and data regarding the prevalence of cervical disease, the American Congress of Obstetricians and Gynecologists now recommend the following screening intervals: for your first Pap, the recommended age is 21 regardless of sexual activity; from ages 21 to 30, women should have a Pap smear done at least every three years; from ages 30 to 64, women should have a Pap smear at least every five years; and if your Pap tests are normal and you are over 65, you should stop receiving Pap smears. If you have a history of abnormal Pap smears or certain other medical conditions, these rules may be modified to meet your individual needs. These new guidelines not only benefit you individually because of fewer unnecessary tests and procedures, but also reduce healthcare costs by over 1 billion dollars annually. Now, for those of you who are ready to throw away your gynecologist’s phone number, not so fast. The Pap smear is only part of routine health maintenance. You should still see your gynecologist for an annual well-woman exam and contraceptive management. At your next visit, ask your doctor if the new guidelines can apply to you.

LOUISIANA HAS QUICKLY earned the reputation as the “Hollywood of the South.” With the Louisiana Motion Picture Tax incentive, more production companies are setting up camp here in Louisiana, and more importantly, are searching for local actors to be in their films. More than $2 billion has been spent in Louisiana on film production over the past several years. Consequently, this has spurred a growing need on the Northshore for advanced professional training and networking. Creating U, with its professional New York/California-style acting and modeling training, is in a league of its own. Whether you want to work in film as an extra, book lead roles or model in commercial print or walk the runway, Creating U is where you will learn the skills necessary to succeed. Besides being an excellent academy that offers this level of professional training, it is a place where students become close friends and like family. Celeste Marcussen Hart, owner of Creating U has incorporated everything she learned in her ten years of work as an actor and model into designing Creating U, “I always wanted to open my own school and put everything into it,” says Celeste —Creating U is everything she knows and loves. Celeste is a St. Tammany Parish native who earned a second degree Black Belt in Taekwondo at the age of nine and was an avid sports player, yet still lacked confidence. At age 14, she joined the Northshore Fashion Club and began participating in runway shows. At 18, she enrolled in an acting and modeling school where her confidence grew and upon graduating, she signed with a local agency. With many runway, promotional modeling and acting jobs, she was able to use the money earned to pay for college, buy a car and to pay her bills. She worked her way through the University of New Orleans, earning a degree in Drama and Communications. What kind of difference will you see in your child if they attend classes? “Parents are amazed at the remarkable changes in their children of all ages since attending Creating U classes,” says Celeste. Some of these children change from “timid and shy” to “proud and confident” she says and that parents are constantly sending her texts and emails telling her “what a difference” the classes have on their children. They quickly begin to see the results of their child enjoying what they do and feeling like they belong to a group. Former head-casting director for MGM for the past 16 years, Mr. Weber casts regular celebrities such as Reese Witherspoon and Dakota Fanning. Brent Caballero, a top Louisiana casting director who casts for major films that come to Louisiana, also comes to Creating U to meet with the students. Acting coach, Mike Kimmel, is an accomplished film, television and commercial actor and is the former sidekick for the Jay Leno show of 15 years. He lived in California for over 20 years building his experience in major films, commercial work and as a program host. Instructor Christine Lombardo is a gifted makeup artist who travels around the world working on film sets and with celebrities. Both modeling and acting students take the Posing Print course that teaches them how to “properly pose” for the camera with both body and face to capture their “best angles and features.” In runway class, the students learn how to walk with confidence, poise and correct posture. Creating U holds regular runway shows at Belk and other various venues. They also do print work for some local stores using the modeling students in Posing Print. This gives the students a chance to perform what they have learned in class.
“The other amazing part of runway and print events,” says Celeste, “is that it makes the students feel confident and beautiful while building good friendships along the way.” Another favorite class for parents and students alike is Life Skills and Etiquette. Students learn the aspects of positive presentation and the importance of greetings, handshakes, direct eye contact, conversation, social media navigation, dining etiquette and dealing with peer pressure. All of these classes work conjunctively together to educate students on how to stand out from the crowd, to gain confidence and over-all self-image. Creating U was voted the 2012 Northshore’s Best Acting Academy. It operates year-round along with a four-week summer camp for ages 7–14 and covers a little bit of each course from the curriculum. As parents, we want to help our children go after the things that they are passionate about. Creating U is the Northshore’s ticket to doing just that and puts their dreams on the map toward the lights, camera and action of Louisiana.

many of the students, especially the teenagers, show up early for classes to visit with each other. Celeste says, “It’s so rewarding to see how much the students love coming to class…I hear all the time that it’s what they look forward to most each week.” Some students are already confident and really just have a desire to become an actor or a model. They are ready to dedicate themselves to professional training and immediately begin to learn how to succeed at bookings for acting, film or modeling jobs. Celeste says the “same applies to adults.” It is never too late to become an actor and is a great way to improve their confidence in their professional occupations. Helping others to be the “most professional they can be” is what motivates Celeste and is another reason, Creating U is an extraordinary place for both children and adults, alike. Students are already booking work such as Christine Winninger, a mother who home schools her four children began taking classes at Creating U this past year. Now, she is finding work in local commercials and recently booked a reporter role in the new HBO show “True Detectives” starring Matthew McConaughey and Woody Harrelson. Teen student, Bo Aleman and college student Ashley Bull recently booked their first regional commercials. Moreover, out of 450 models from across the South who tried out for the 2013 NOLA Fashion Week runway show, Caroline Branch and Catherine West were two of only 40 selected to participate. Creating U’s curriculum incorporates all areas of the business: acting, print, fashion, makeup, runway and film. The program includes preparing for agency interviews and performing for casting directors. Paul Weber, a well-known and respected casting director in Hollywood, teaches the Professionalism in Acting course. Students learn what to expect from casting calls, agents, how to

In late February, numerous volunteers partnered with Camp Salmen to help construct the boundless playground at the park, with playground equipment generously donated by Kids Unlimited. “We were astonished by the number of people from all walks of life who came out to help us,” says Gina Campo, 2nd Deputy Chief Administrative Officer in St. Tammany Parish. “This boundless play space, open and accessible to all children, is just one more asset to this park, which is filled with natural beauty and has so many wonderful aspects to explore. The pavilion is already a wonderful place to enjoy an outdoor concert, and it is an amenity the public can utilize, as it is available to rent.” The ribbon cutting to officially open the playground will be held Tuesday, April 2. A riverside amphitheater, designed to
be used for educational demonstrations, or perhaps an intimate riverside wedding ceremony, is near completion. It will have seating for over 100 people. Soon, Camp Salmen’s bike trail will be linked to the Tammany Trace, offering one of the longest natural recreational pathways in the entire state. Camp Salmen has consistently provided recreation and enjoyment for many past generations. There is no question the camp will continue to make history for future generations as well. WELCOME, SPRING! Now, do not go pulling out those summer sheers or flip-flops yet. Jack Frost likes to a make a surprise visit now and then. How do we make our garden a place of spring color when temperatures and weather conditions fluctuate on a daily basis? Plant in layers, and mix and match. Early spring always pops color with the rebirth of last fall’s bulbs. Daffodils, Lily of the Valley, tulips and hyacinth should all be about finished. If you missed the fall planting season, do it now and next spring you will have the color and beauty you envied this year. Keep in mind that well-drained areas are best for bulbs so they can lie dormant over the winter in a cool dry spot. Too much moisture will cause them to rot and we have had a lot of moisture through late winter this year. After planting the bulbs, try also topping the area with fresh topsoil and place blooming annuals (like pansies in the fall or impatiens in the spring) over the same spot to keep color going. Another spring beauty is the lily. Iris, daylilies and Flag lilies all send up beautiful long leaves and make a great background for smaller border plants and grasses. Flowers begin to appear as the weather continues to warm up. The great thing about lilies is that they will absorb a lot of excess water and amazingly, not wilt much even during the
dry times. Plant these where you need help with drainage and let them lap it up. Mix and match your cutting garden with plants that will produce many blooms and lots of color. Layer the look with tall plants in the back or the center of the garden and shorter plants to the front or the perimeter of a circular bed. Check the information card in the pot when you buy plants for the growing height. When speaking of color, one plant that comes to mind is the amazing Sweet pea. It has been around for years, flowers abundantly and gives off a wonderful scent. Imagine a bouquet a day on your kitchen table—multicolored and a natural air freshener. They love to climb fences or adorn a trellis and make a great fashion statement in the vegetable garden. Plant marigolds and trim the phlox so it will keep blooming until summer turns on the oven heat. Clean up the geraniums and begonias that have hibernated over the winter and give all of the beds a fresh dusting of topsoil and mulch. Use your Easter Bonnet for sun protection and make your own fashion statement as you head out shopping for your summer garden guests— and just like in days of old, make sure your gloves match the hat. This early training allows us to anticipate good things. In time, we plan our own outcomes, we study and we save for a rainy day. We also want the independence of discovering some things for ourselves. THIS YEAR’S THEME for the Ponchatoula Strawberry Festival is “Celebration of the Berry.” It may sound simple, but for Ponchatoula, it’s so much more. Ponchatoula exists today because of two major industries— cypress logging and strawberry farming. While the logging industry initially supported the town, over time farmers became aware of the rich composted soil; and along with the invention of the refrigerated railroad car, the placement of the tracks through the center of town, and stronger varieties of berries, Ponchatoula quickly became known from here to Chicago as having the best strawberries “in the world.” The strawberry industry continued to grow and thrive for generations, and even now, it is difficult to find a native adult who has not spent time harvesting
the berry. There are festivals throughout Louisiana; we all know how to celebrate and pass a good time, but few have grown and thrived like the Strawberry Festival. This year the largest free festival in the state will be held from Friday evening, April 12 through Sunday, April 14. Friday evening is a family-friendly night with kids’ prices and no alcoholic beverages served. The annual parade will be held on Saturday morning. Of course, there will be plenty of musical entertainment all three days as well as food, rides, strawberry eating contests and the annual strawberry auction. THE CITY OF MANDEVILLE has been selected as one of ten communities to participate in the Louisiana Creative Communities Initiative, a new program offered by the State of Louisiana’s Office of Cultural Development. The ten communities will work with an appointed committee to identify the vision, values and goals of the community and receive coaching in creative place-making. We are now requesting qualifications for citizens to be appointed to the Mandeville Creative Communities Committee. THE NEWLY RENAMED Small Business Council (SBC) of the St. Tammany West Chamber of Commerce is proud to announce its new partnership with SCORE Northshore and Louisiana Small Business Development Center (LSBDC). Our organizations have worked together in the business community for the past decade to provide workshops, seminars, courses, counseling, newsletters and much more to the small business community at no charge. This cooperative will reinforce each organization’s commitment to our small businesses and add a higher value to Chamber members. We are also pursuing a similar agreement with St. Tammany Economic Development Foundation
(STEDF) to become known as “the” center for small business resources in St. Tammany West and the Northshore region. We will be promoting “Think Chamber First” more actively, as well as “Shop Local”. These efforts are critical to small business success. The SBC has also initiated a sponsorship enabling small business members with small budgets to participate as a sponsor in the Chamber Business After Hours and luncheon events. Finally, in the first week of each Chamber Weekly Update, we will start highlighting a Chamber small business. We are very excited about small businesses in 2013 and are geared up for a successful year!

ONE TOPIC FREQUENTLY addressed through the “Ask Pat” feature on the St. Tammany Parish website is about litter. Questions touch on many aspects of this Parish-wide problem. Why so much? Who is responsible for cleanup? What can I do to play my part in litter control? Have I seen the rampant problem? Just as many citizens, we here at Parish government realize the scope of the problem and we are working to address it. As the first thing visitors see when they arrive in St. Tammany Parish, litter becomes a deterrent to tourism, economic growth and quality of life. Litter is unsanitary, it smells, it harbors bacteria and it attracts rodents and insects. Litter is harmful to our natural resources and harms wildlife that often
become trapped or injured by discarded trash. Add to this, the fact that we all pay the price for litter. According to Keep Louisiana Beautiful, it is estimated that litter removal costs state and local governments approximately $40 million a year in direct costs alone. St. Tammany Parish is committed to public awareness of the problem, working closely with local beautification groups in abatement efforts, and asking you, the citizenry, to play a part as well. If you see trash—pick it up. Report litterbugs to 985-898-2535, and finally—spread the word to your children, your neighbors and your friends—in St. Tammany Parish, we show our pride, not our litter.
