AS A MOM, or Mum as I prefer to be called, I find it inspiring to meet other moms that work full time while raising a family. Sherrí Hansen, owner of Culinary Kids in Mandeville, is certainly one such mom. When I first met her, she was pregnant and she joined me on the radio a few weeks later in the stages of pre-labor. I am pretty sure it gave our talented host Charles Dowdy some anxiety, as I do not think he would have been prepared to deliver a baby while on the air. Luckily, for him, Sherrí’s fourth son was born a few days later. Therefore, it was with great pleasure that I presented Sherrí with our 2012 Enterprising Woman of the Year Award at our Annual Hats Off Luncheon. The event was a sold out success and I would like to personally thank our clients and readers who supported this affair with their donations and attendance. Proceeds raised are going to help St. Tammany Outreach for the Prevention of Suicide (STOPS). This month we also meet another mom, Tiffani Robin. Tiffani is a realtor and has introduced many new technologies to the Northshore’s housing market. IT WOULD BE an understatement to say that South Paws Veterinary Surgical Specialists burst on to the scene three years ago. Since that time the facility, under the direction of Robert “Dr. Bob” Hancock, DVM, MS, DACVS, has expanded two times, added a physical therapy clinic and tripled its staff. Most recently, they added an internal medicine practice to enhance their service offerings and improve the quality of care available on the Northshore. An internal medicine specialist, Dr. Susan Eddlestone completed the rigorous requirements for certification to treat diseases and conditions like renal failure, diabetes and heart disease. She can also perform ultrasounds and endoscopy procedures of the gastrointestinal tract, nose and airways. Dr. Bob explains that the growth is the result of South Paws integrated approach to veterinary medicine. “We designed our practice to be an extension of regular veterinary practices. Just as we work with referring vets to handle surgical cases, we will work with them to handle internal medicine diagnosis and treatment.” If surgery is required, the doctors provide a seamless transition into pre-operative care. All of the doctors work together to develop the surgical protocol and to monitor recovery, enabling them to handle better the longterm care of the patient. “The addition of internal medicine is the result of our efforts to provide well-rounded, comprehensive care for our patients,” he said. SKIN

MOSQUITOES, SCABIES, HEAD LICE and bedbugs are pesky critters that can cause big problems. The days of accepting mosquito bites as a small price to pay for a fishing or camping trip are gone thanks to such viruses as West Nile and encephalitis. Scabies and head lice are prevalent and are becoming resistant to standard treatments. Bedbugs are unwelcome houseguests that hitch rides on luggage and furniture. Since bugs are serious business, here is a quick treatment summary regarding each. Mosquito repellant products containing DEET and/or picaridin and permethrintreated clothes are commonly available and effective. Once bitten, antihistamines, such as topical or oral Benadryl or corticosteroids, mitigate symptoms and speed healing. Scabies, a contagious skin infection caused by mites, spreads easily by casual contact and presents with tiny clusters of itchy bumps on the hands, wrists and body folds. Topical permethrin is the preferred treatment and eliminates most infestations, but it is important to treat every member of the household as well as other close contacts to prevent “ping-ponging” the mites back and forth. Head lice, the nightmare of parents and teachers, are evidenced by nits (louse’s eggs) attached to the hair shafts. Treatment involves a pesticide lotion or cream rinse, often repeatedly, plus careful removal of nits. Bedbugs are deceptive invaders, which are frequently misdiagnosed as other skin conditions. However, these tiny vampires do not reside in or on skin. They attack at night as the victim slumbers, leaving behind tiny spots of blood and droppings on sheets. The treatment is straightforward—a professional exterminator.

SOPHISTICATED WOMAN MAGAZINE hosted our annual “Hats Off Enterprising Woman of the Year” luncheon on April 5 at the Tchefuncta Country Club in Covington. Guests enjoyed the stunning table arrangements, mingled among the silent auction items generously donated by local businesses and were captivated by the inspiring story of Fleurty Girl entrepreneur, Lauren Thom. Sophisticated Woman Magazine’s Associate Publisher Sarah Cottrell engaged the crowd with her wit and charm throughout the ceremony, honoring each of the 2012 Enterprising Women and Men that graced our covers and happily announced the Enterprising Woman of the Year, Sherrí Hansen of Culinary Kids Northshore. A yearly tradition, guests wore an array of fashionable and creative hats along with a

multitude of fabulous fascinators. Patty Beal, Sophisticated Woman Magazine’s fashion editor, selected Jody Tharp and Billie Comeaux as the winners of the hat competition. MOTHERS ARE USUALLY the first people in our lives who teach us about life experiences through shared wisdom, humor and lessons. In honor of all moms, I will share a few amusing stories shared by my mom and other mothers. About death: Driving home from a mutual friend’s funeral, my mother’s friend said, “I sure hate losing her, but I am glad that she didn’t have to be kept alive by all that artificial insemination.” My mother nearly drove off the road roaring with laughter, all the while her Horizontal friend exclaiming,1/6 “What is wrong with you! 5.05” x 2.12” Why is that so funny?” About health: A co-worker from the country told me that her mother was having trouble with her “zygotic” nerve and was taking antibiotics for an “explanation” in her leg. She thinks she may have been “smitten” by a mosquito. About parenting: I was at Richard’s Restaurant in New Orleans when a server offered her child a biscuit but he insisted on a donut. Two patrons added their two-cents— Patron I said, “Spare the rod and spoil the child.” Patron II, responded with, “Where’d you hear that?” Patron I, “I read it in the Blue Book 1/6 Horizontal of Alcoholics Unanimous!” 5.05” x 2.12” About directions: When I was six, I wanted to start a fire in the yard, so I asked my mom. Almost asleep in her lawn chair, she responded, “Mmmhmm.” Not sure, I asked, “Mom, what does Mmmhmm mean?” She groggily replied, “It means yes.” I then proceeded to start a fire. My mother smelled the smoke, woke up and spanked me, while I kept repeating, “But you said, Mmmhmm.” Happy Mother’s Day!

Non-Probate Assets

WHAT ARE NON-PROBATE ASSETS? Basically, these are assets that do not get “frozen” when you die. This means that they do not need to go through your probate or succession upon your death and your family does not need the assistance of a lawyer to access them. This would include assets that are driven by contractual arrangements such as beneficiary designations or payable on death accounts. All retirement accounts (IRAs, 401ks, 403b, etc.), life insurances and annuities have true “beneficiary designations.” Also, most local banks offer “payable on death (POD)” designations for their checking, savings and certificates of deposit. This is not the same as “transfer on death (TOD)” designations, which you will see many brokerage firms offer. Louisiana still does not recognize TOD designations. Be careful of assets owned by more than one person. Unless the asset’s title clearly shows an “or” between the names (and that will only be on banks and/or credit union accounts) it is usually presumed to be an “and” and will most likely be frozen upon the death of any one of the owners. This holds true for vehicles, real estate, stocks, bonds, business interests, brokerage accounts,

etcetera. Many people have the misconception that upon the death of one spouse the other spouse “automatically” acquires ownership of the asset. In Louisiana, this simply isn’t true, as we do not recognize JTWROS accounts (joint tenants with the right of survivorship). Many people are extremely surprised to learn that the succession of a deceased person must be opened to access assets in a couple’s “joint” account (assuming no “or” on the account) or to sell an asset. This is why it is so important to be sure that all of your beneficiary-driven assets have up-to-date beneficiaries named, both primary and contingent, in the event the primary beneficiary has predeceased (or died with) the account holder. Also be sure to look for the words “per stirpes” (or add them) on your beneficiary forms if you would like a deceased person’s share to go to their children as opposed to the other named beneficiaries..

Contraception—The Risks and Benefits DID YOU KNOW that approximately half of all pregnancies in the U.S. are unplanned? That number seems mind-boggling 40 years after the introduction of “The Pill.” With all the forms of contraception available, it can be difficult to choose the one that is best for you. There are three groups of contraception: non-hormonal, hormonal and permanent. Non-hormonal includes abstinence, barrier and timed intercourse. Abstinence is the most effective way to prevent pregnancy. The rhythm method has been used for almost 100 years with varying success. Condoms are an easy and accessible method that also reduces the risk of sexual infections. Finally, a hormone-free intrauterine device can be left in place for up to ten years. Hormonal contraception includes pills, patches, rings, injectables and intrauterine devices. There are over 40 different pills and with proper usage, the risk of pregnancy is less than 1 percent. The patch is worn for one week and provides the same level of protection. The ring is inserted like a tampon and left in place for three weeks. Injectable contraception provides three months of protection at a time. Permanent contraception can be achieved in two methods. The laparoscopic tubal ligation is an outpatient surgery in which the Fallopian tubes are tied or clipped. Another method is done in the office without incisions. With the incision-free option, the tubes are closed with small coils introduced through the cervix. Both methods are highly effective and minimally invasive. Regardless of which you choose, be sure to understand the risks and benefits of your medication. Have your doctor review your medications to check for cross-reactions. If you must stop your medication, contact your doctor to discuss the alternatives.

SURELY, YOU HAVE SEEN and heard about it. Recently it has been in nearly every aspect of health news and in food-product marketing. We are told that it will help us feel better and lose weight if we eliminate it from our diet. Everyone is looking for that important phrase on their food packages: “Glutenfree.” However, what exactly is gluten and how does it affect our health? Gluten is a protein found in grains such as wheat, rye and barley. If you eat pizza, bread, soups or sauces, then you have eaten gluten. It is also in hair products, cosmetics and dermatological products. A gluten-free diet is science-based and is a necessity for individuals who have Celiac disease, an autoimmune reaction to gluten in the small intestine. This reaction can cause damage to the small intestine and can lead to intestinal cancers, infertility or osteoporosis. If you do not have Celiac disease but feel better after being on a gluten-free diet, you may have “non-Celiac gluten sensitivity.” Contrary to popular belief, Celiac disease and gluten sensitivity is not the same thing. Current research has proven that symptoms related to non-Celiac gluten sensitivity can be severe and may have absolutely nothing to do with the intestines. The toxic

peptides of gluten may act as a trigger in the development of the autoimmune mechanism wherein the immune system attacks our own tissues. In many cases, health professionals are not well informed on this vastly important topic. Running tests to look for markers that indicate only Celiac disease can lead to a misdiagnosis and delay proper treatment. A new, groundbreaking blood test that looks at 12 different gluten peptides can identify non-Celiac gluten sensitivity. Life Can Cause Fatigue FATIGUE IS A COMMON complaint for 6 to 7.5 percent of the U.S. population with an estimated annual cost of more than $136 billion to employers in lost production time. There are three components of clinical fatigue: a perception of generalized weakness affecting ability to initiate activity; easy fatigability reducing capacity to maintain activity; and mental fatigue affecting concentration, memory and emotional stability. There are three categories of fatigue: recent fatigue for symptoms lasting less than one month; prolonged fatigue for symptoms lasting greater than one month; and chronic fatigue when symptoms lasting greater than six months. Potential causes of fatigue include lack of quality and/or quantity of sleep; medications, either prescribed or over the counter; recreational drug use including alcohol; hormonal imbalances such as thyroid disease or menopause; hematological disorders such as anemia; poor physical and nutritional condition; lack of exercise; and obesity. Other possible causes are cardiopulmonology disease such as congestive heart failure or emphysema; neurological disorders such as multiple sclerosis or Parkinson’s disease; and psychiatric disorders such as depression, anxiety, somatoform disorder and substance abuse. Fatigue can affect every one of us at any point in our life. With increased demands on our time along with the normal stress of work and home, our rest time is decreased. Tiffani is constantly in motion— whether consulting with a new client, meeting with local builders to understand their product or working on ongoing projects. Her current project is a book on the Northshore’s new construction. A Mother’s Day Treat for Mom WRITTEN BY PEMMIE SHEASBY

PAELLA (PIE-AY-YAH) originated in Valencia in eastern Spain. Like our own jambalaya, paella always has certain basic ingredients: rice cooked in stock and seasoned with olive oil, saffron, paprika, garlic and salt, which together create a unique and tantalizing flavor. After that, ingredients vary widely according to what is available locally. Traditional Valencia paella is usually made with seasoned bomba rice (Spanish rice that absorbs liquid three times its volume), green vegetables, beans and meat (rabbit, chicken and duck) and cooked in a paella pan, but other versions omit the veggies and substitute seafood (shrimp, calamari, clams and mussels) for the meat. If a paella pan is not available, it can be cooked in a cast iron skillet. The recipe below is adapted for south Louisiana, making it a unique treat for Mother’s Day. Delicious! Paella à la Louisiane Prep time = 45 minutes Makes eight generous servings Ingredients: 2 tablespoons extra virgin olive oil 2 onions, diced 2 garlic cloves, minced 1-teaspoon paprika Pinch saffron 1½ cups bomba rice (may use white rice)

3 cups seafood stock ½ pound thin sliced andouille ½ pound peeled cooked crayfish 1 pound fresh oysters, shucked and drained Eight large raw Louisiana shrimp, unpeeled ¼ cup white wine 2 tomatoes, diced Loosely chopped parsley and cilantro Directions: Sauté first five ingredients in olive oil (medium heat) in a paella pan. Mix thoroughly. After one minute, add rice and cook until it looks glassy (3-4 minutes). Add seafood stock to mixture and bring to a boil for 5 minutes. Reduce heat to simmer, add andouille and shrimp. If the mixture is too dry, add water. Cook for an additional 10 minutes before gently adding crayfish, oysters, wine and tomatoes. The rice should slightly stick to bottom of pan, forming a tasty crust. Warm an additional 15 minutes. Garnish with fresh parsley, cilantro and a few whole boiled crayfish. WHEN BUYING OLIVE OIL, it is the taste that counts. Oils described as “virgin” are those that have been obtained from olives using traditional or mechanical processes. The best quality of olive oil is described as extra virgin (EVOO) and is considered the highest quality with the most flavor and very low in acid. Acidity measures quality and freshness. The lower the acidity, the better the oil. The better the oil, the better the taste. To be recognized by the International Olive Oil Council as “extra virgin,” the oil must pass several chemical, smell and taste tests to guarantee the origin and quality of the oil.

Although the process of harvesting and crushing the olives has evolved through the years, the pure juice has remained fundamentally the same. Shopping for olive oil can be tricky. Words like “blended” or “product of” may be marketing techniques to imply a higher quality product. Often “Made in Italy” or “Made from selected olives” mean the olives or the oil were products of several countries and then blended. Organic and unfiltered oils are not indications of quality but are simply descriptions of cultivation and processing. The best taste comes from extra virgin oil, which is always cold pressed, and ideally has a very low acidity level. Once your taste buds become accustomed to EVOO, whether for salad dressings, cooking or dipping, you will never want any other kind of oil.

Tammany Trace cutting through the heart of our town, it is a great beginning or jumpingoff point whether to grab a bite at a local eatery, beers from the Abita Brew Pub or to enjoy one of our events such as The Abita Springs Opry. The Abita Springs Opry will wrap up its spring series on May 20. In its eleventh year, it is one of the premier Northshore music

This month’s performances include the Pot Luck String Band playing bluegrass; the Lucky Dogs Band offering traditional New Orleans rhythm and blues; Delta Reign with their unique brand of bluegrass; and Kim Carson who heads up one of the best honky-tonk country bands around. Activities begin with a front porch act at 5 p.m. and culminate with a jam session at the Abita Brew Pub after the show. SINCE BEING ELECTED Mayor in 2010, I have been actively involved in the Louisiana Municipal Association (LMA) and I believe it is a valuable resource to City government. In February of this year I was elected vice president of District I, which covers 39 cities, villages and towns and this past month I was appointed LMA liaison to the Municipal Police Employees Retirement System. It has been a tremendous asset to gain valuable information for my own administration as well as being able to share it with other municipalities. There are a lot of current issues we are all facing and it helps to network and join with LMA in approaching the legislature on our needs. The City has completed the Coffee Street Drainage

Project south of Monroe Street. I would like to thank our residents for their patience and I know this project will greatly benefit the area. Sunset Point is undergoing renovations and we should be announcing phase completions in the next month or so. We are also continuing to refine our plans for the upcoming hurricane season, which begins June 1. Chamber Calls for Government Transparency

FULFILLING OUR MISSION as the “Voice of Business,” our Governmental Affairs committee recommended and our board of directors recently passed a resolution calling for, among other things, the Parish Council to set a parish-wide meeting of all elected officials to discuss a better system of oversight of the spending of all tax dollars. To be considered is how sales and property taxes are spent by all parish government agencies, as well as the over 80 boards and commissions. This discussion must include the proposed Inspector General legislation and the obvious need to prevent any government functions in the Parish from trying to opt out or legislatively amend that legislation in order to exclude that entity from Inspector General oversight and jurisdiction.

We contend that part of the system of checks and balances for government spending in the Parish is broken. Our members and the entire citizenry of St. Tammany Parish deserve more accountability of how all tax dollars are spent anywhere and by any government function in the entire Parish. We are also calling on all other business and good government groups to join with us in our effort to shine light on all spending practices by all governmental officials and groups in St. Tammany Parish. This coordinated effort can only make our great Parish better and add to our wonderful assets in furthering economic development. Flying “Old Glory” This Summer?

SUMMER IS A time for lemonade, running through the sprinkler and backyard cookouts. For many, it is the beginning of flag season— Memorial Day, Flag Day and the Fourth of July. As Americans, we are proud to show our patriotism and respect for our country and the men and women who have bravely served to protect us. However, do we fly Old Glory properly? The Flag Code in the federal law establishes guidelines for properly flying an American flag. Here are some of the guidelines to help you be a respectful citizen. The flag may be flown 24 hours a day, but after sunset, it should be illuminated. If weather is inclement, you should take it down unless it is made of an

all-weather fabric. The flag should be hoisted briskly and lowered slowly. If displaying the American flag along with others, Old Glory should be at the top of the pole. If on different poles, the American flag should be flown to the far right. The flag should never touch water or the ground. Out of respect, the flag should never be used as drapery or bedding. If a flag becomes worn, it should be destroyed in a dignified way. Take it to the local Veterans of Foreign Wars hall and they will kindly do this for you. There is never a better time than May to honor your country and our military forces. Fly your flag high!

MAY IS THE MONTH to honor mothers and what better way to honor the “Mother” we all share than by being with “Her” in the garden. Begin by clearing away the leaves and debris from last season and put in the compost heap. Turn the soil in all your flower beds and add fireplace ashes and new topsoil. Put in your new plantings and mulch with pine straw (an excellent mulch for our area). Moist areas that get at least a half day of sun would look beautiful with the addition of hydrangeas. These plants need room to grow and will bloom continuously over the warm months. You can use in arrangements and dry the blooms to use in your fall or winter decorations. If shade predominates your garden, try hellebores (Lenten rose). This evergreen plant will flower in the spring and provide ground cover for most of the year. Indian Pinks also do well in shade and give a burst of color all summer long. Of course, here in Louisiana, you can always fill those shady areas with native ferns or hostas. Sunny spots are easier to enhance with colorful plants. Lantana and Sultana love the sun and will bloom all summer into fall. They must be trimmed regularly to stay bush-like. These come in many colors and varieties and

are perfect for attracting birds and butterflies to the garden. They will also tolerate heat and dryness. Partially shaded areas look great with caladiums. These come in bulb form and as small plants. Place them closely together for best results in well-drained soil. Usually, the darker colored caladiums will tolerate more sun. Bone meal is the perfect food for these plants. After planting, wait a few weeks and then fertilize. Because there are so many to choose from, it is best to go to the nursery and ask for advice in picking the best nutrients for your plants. Give all your existing plants a good soap bath with a biodegradable soap mixed with a little olive oil. This will destroy most of your pest population in a safe and natural way. Use one of the hose sprayers for best results. Do not forget to prune your camellias and azaleas before the heat sets in. Take care of the native wildlife that visits your garden. Use Clorox to clean and sanitize all the birdbaths and feeders. Keep them full daily and sit back with “Mother” to enjoy the color and sounds of a lovely, healthy garden. AS CITIZENS OF St. Tammany Parish, we have the basic right to know and understand the way the trustees of our taxpayer dollars, spend those dollars. Here at Parish Government, we want citizens to know the progress we have made in the previous year, as well as what goals we hope to reach within the coming year. For this reason, every year, we compile this information into one succinct document and make it available for the public. In this report you will see that the for the ninth consecutive year, the Department of Finance was awarded the Excellence in Financial Reporting Award from the Government Finance Officers Association of the United States and Canada. This is the highest form of recognition in the area of governmental accounting and financial reporting.

It has been, and will always be, my goal as Parish President to maintain transparency and openness within Parish Government. Likewise, every citizen of this Parish has the opportunity to educate themselves on the operations of their government and become an integral part of these operations through providing useful feedback, voicing their concerns, and offering meaningful input. Leadership Northshore Now Accepting Applications

LEADERSHIP NORTHSHORE IS currently accepting applications for the Class of 2013-2014—the deadline is June 15. Applications are available at www.leadershipnorthshore.org. Leadership Northshore is an innovative 9-month program designed to educate participants on local, regional and state issues, leadership, community needs and effective communication. Participants learn specific leadership skills and gain a broad exposure to the community, meet their peers in other fields and form contacts, which will benefit their volunteer and professional activities. Selection Committee Chair Wynn Williams of the Leadership Northshore board of trustees states, “The opportunities with Leadership Northshore are boundless and the relationships I was able to develop are priceless. It’s an honor to help others discover this gem.” Leadership Northshore is directed by a board of trustees of community leaders. The Opening Orientation Retreat will explore

leadership and communication skills September 13-15. The class will attend 10 all-day sessions from October through May. Each class will focus on a specific aspect of St. Tammany— art, culture and history, social services, education, local and state government, economic development, healthcare, judicial and law enforcement and environment. Sessions include lectures, simulations, group discussions, panel discussions, field trips and community research projects. Tuition of $1,000 covers fees, materials, luncheons, socials, orientation retreat, transportation and the government session in Baton Rouge. Participants pay $100 or an employer or sponsoring organization may pay the remainder. Scholarships are limited and are on an as-needed basis.
