Behind the Scenes This month’s Enterprising Woman, Tracie Grubb, was joined by her mother Cyndi and daughter Ainsley as they began their day at Paris Parker Salon in Mandeville. Tracie and Cyndi enjoyed hair styling and expert makeup application by the design team of Audra Malnar Brown, E. Lee and Sunni Sigrist while the third generation of the ladies had a fabulous morning getting her nails done. Tracie’s fashion expertise shined throughout the photo shoot. She even collaborated in the design of her cover dress with Debbie Settinieri to finish the design.

Hypertension HYPERTENSION (HTN) afflicts 29-31 percent of adults in the U.S. and is increasing in incidence as our population ages beyond 65. Approximately 46-51 percent of patients with HTN have blood pressure (BP) under control, i.e. less than 140/90. BP includes two numbers—the top number called Systolic Blood Pressure (SBP) and bottom number Diastolic Blood Pressure (DBP). Simple definition of high BP is when SBP is greater than 140 or DBP is greater than 90. SBP is a greater predictor of risk for patients older than 50 than DBP, whereas the latter is a better predictor of mortality for age less than 50. Risk factors for developing primary HTN include: HTN in both parents; excess sodium intake; excess alcohol intake; obesity and weight gain; physical inactivity; dyslipidemia independent of obesity; certain personality traits such as hostile attitude, impatience and depression; and vitamin D deficiency. HTN can be caused by kidney disease; oral contraceptives; drugs such as non-steroidal anti-inflammatory and antidepressants; renovascular disease and obstructive sleep apnea. Complications of HTN include development of premature cardiovascular disease, heart failure, arrhythmia and sudden cardiac death, ischemic stroke, intracerbral hemorrhage, and chronic kidney disease. Treatment: Non-pharmacological lifestyle modifications include weight loss in obese patients; DASH diet; low sodium and low alcohol intake and increased activity. When lifestyle modifications fail to lower BP, then anti-hypertension medications should begin if SBP is over 140 in patients younger than 60 and over 150 mmHg in patients older than 60 and/or DBP over 90 mmHg. A FEW lingering showers did not dampen the spirits of the crowd attending this year’s 30th Annual Chef Soirée. Partygoers put on their most fashionable rain boots and made their way to the festivities in Bogue Falaya Park. Patrons enjoyed a magical evening under the stars catered by over 75 area restaurants and drink specialties from local distributors. Guests mingled around food tasting, foot tapping and dancing. The 610 Stompers were on hand to open the event with their captivating and unique dance routines. Meanwhile the musical sounds of The Meanies, Boogie Men, Soul Revivial and The

Wagners entertained the crowd from various stages around the park. Always a crowd pleaser and a huge success, this year’s Chef Soirée was sponsored by Capital One Bank with proceeds benefiting the Youth Service Bureau. This year’s benefit was dedicated to the late local TV personality, Frank Davis. Sophisticated Woman Magazine’s photographer Tom Ballantine was on hand to document the evening’s festivities. GROWING UP in New Orleans, it was Tracie Grubb’s passion to hunt for great fashion finds. Every shopping spree was an adventure, a treasure hunt for unique items or signature pieces. “My best friend and I were always repurposing things we took from our own homes or thrift stores and inviting friends over to shop,” says Tracie. While Tracie realized the benefits of recycling one’s style at a young age, she had no idea that her hobby would become her career. Today Tracie and her husband Brian, along with her mother Cyndi Seruntine and her husband Earl, are co-owners of Style Encore®, a resale boutique in the heart of Mandeville. The latest concept from Winmark®, Style Encore joins sister store Once Upon A Child® in providing gently used merchandise to the public at 50–70 percent off regular retail prices. Style Encore specializes in buying and selling women’s casual and business apparel and accessories. “Because we cater to women in their late 20s to mid 50s, there is a little something for everyone. I love that we can help people find great pieces that fit their lifestyle and budget,” says Tracie.

Tracie and Cyndi have over five years of experience with Winmark, owning the local Once Upon A Child since 2009. “It was always my dream to open a resale store,” Tracie says. There was tremendous interest in providing a similar retail experience specifically for women in the community. “Moms loved the value we provided for their children in clothes and merchandise and wanted the same values and opportunities in their own wardrobes. When Winmark decided to launch the women’s brand, I couldn’t have been happier to partner with such a dynamic company that we’ve already had so much success with.” Style Encore customers will find a wide selection of the latest styles at great prices in a pleasant environment organized for ease of shopping. “We have hundreds of brands in the store and the inventory is changing daily,” Tracie said. “We look at style trends and buy accordingly, just as any retail merchandiser does.” Their most popular brands include Banana Republic, Ann Taylor Loft, J. There are currently seven stores open throughout the United States and Winmark has over 30 slated to open in 2014. While neither mother nor daughter saw herself in the fashion merchandising industry, both are certain they have found their calling. Their stores are truly a family business. Tracie’s sisters, Tammie and Tricia, also live on the Northshore and their children are frequent visitors. Cyndi joked that, “the older ones pitch in when needed, and the younger ones think they run the stores.” “Our employees have also become our family,” says Tracie, “Between both our stores we employ over 20 people and know how important it is to support the community and stimulate the economy.”

IF YOU HAVE LIVED in Louisiana long enough, you surely have heard of the word “usufruct”. It comes from two words of latin origin—usus, meaning the “use” and enjoyment of the asset, and fructus, meaning the “fruits” (like rent, income, or interest) of the asset. When you put those two words together, you have usufruct. The most common usufruct occurs when someone dies intestate (without a Will). If Bill and Mary have been married for many years and all of their assets are of the marriage (community property), and Bill dies intestate, Bill’s assets will go equally to all of his children and Mary will enjoy a usufruct over all of those assets. This usufruct will last for Mary’s lifetime or until she remarries, whichever first occurs. Bill’s children will inherit the naked ownership (legally called the abusus) until Mary’s usufruct terminates, at which point they will be the full and complete owners of those assets. Notice that the usufructuary (the person enjoying the usufruct) does not have the power to sell the assets. If the usufruct is over the family home (of which Mary still owns her community half) and Mary wishes to sell, she must obtain the permission of all of Bill’s children (not a majority).

All of the above assumes Bill died without a Will. With a properly drafted Will, Bill could grant to Mary, as usufructuary, the power to sell the assets without needing the children’s permission. This “power to dispose of the non-consumables” may apply to real estate, stocks and any other type of asset. Bill could also guarantee that Mary’s usufruct would last for her lifetime, regardless of remarriage, and state that Mary would not need to post a bond as the usufructuary. In most cases, Bill wants Mary to have full use and control of his assets during her lifetime, yet when Mary dies, those assets will revert back to Bill’s children. If Mary has spent Bill’s assets, then Mary’s estate (if solvent) would owe the value of those assets back to Bill’s children upon her death. Using the unique Louisiana concept of usufruct in estate planning is very convenient and easy, as long as you are not planning to move to another state.

Because the pace of Italian life has accelerated, Italian cooks have begun looking for ways to present traditional flavors more quickly and easily. This doesn’t mean fast foods, but rather recipes that use ingredients that are familiar, comfortable and welcome. Italians are essentially cooking as they always have, simply and healthfully, but they are eating in new ways. Try this recipe for proof. Ciao. Buon Appetito!

Spaghetti con La Mollica e Aglio (Spaghetti with Breadcrumbs and Garlic) Ingredients: 1 lb spaghetti 1/3 cup extra virgin olive oil 1 1/3 cups fine dried bread crumbs 3 cloves garlic, chopped 1/4 cup melted butter 1/4 cup grated Parmesan cheese Salt and pepper to taste Directions: Cook spaghetti in usual manner until al dente. Meanwhile, in a saucepan over medium heat warm the olive oil and add breadcrumbs and garlic, stirring frequently until breadcrumbs are golden brown, about three minutes. Drain the pasta and transfer to warm bowl. Add the butter, cheese and bread crumbs and season to taste. Stir well. Serve immediately. Chef’s note—anchovies and/or mushrooms may be added to recipe with breadcrumbs and garlic when cooking. This dish, served with a green salad and a good Rosato wine make for a delicious meal!

WHEN A FRIEND or family member says, “Can you do me a favor?” Before I even hear the request, I say, “Yes.” I am sure that after they tell me what they need, I’ll figure out a way to get it done. THE CITY of Mandeville Planning Commission considered amendments to the city’s Comprehensive Land Use Ordinance to be high priority this year. The amendments that resulted from a review of the Short Term Work Program were adopted by the Commission and forwarded to the Council as Ordinance 14-03. The ordinance was introduced at the council meeting on February 13, 2014 and is up for adoption on March 13, at the time of this writing. This ordinance addresses substantive changes related to issues in Old Mandeville, including parking and parking lot design, signage, site development and outdoor dining. Additionally, clarification and amendments to regulations for height of structures and electronic signage are included. Other prioritized items to be addressed in the future will include citywide traffic problems, identification and protection of environmental critical and sensitive areas.

Also, H.R. 3370, the Homeowner Flood Insurance Affordability Act of 2014 which provides much needed relief from the effects of the Biggert-Waters Act of 2012 just passed the United States Senate by a vote of 72-22. It now goes to the President for his signature which he is expected to sign shortly. Many thanks to Congressman Steve Scalise and Senators Mary Landrieu and David Vitter for their work on this project. Spring is upon us and it’s a great time for home improvements. Many times residents embark on such projects and are not aware that permits are needed. Most home remodeling projects require a permit, as does tree cutting, installing decks, swimming pools and fences. You will find information on what is required on our website under Planning Department, at cityofmandeville.com.

FOR MANY, springtime in Covington calls to mind preparing to compete in the annual Louisiana Garden Club Federation’s Cleanest City Contest, a great program dedicated to promoting cleanup of cities throughout Louisiana. This year, the city, along with our Covington Garden Club and Keep Covington Beautiful (KCB) partners in the event, have chosen to pursue a fresh approach to the contest, taking a one year “sabbatical” from the 2014 formal competition, but not the cleaning. Together, we will intensely focus joint efforts on a targeted citywide cleanup agenda. While our community won’t be alerted to the customary Clean City notices, we will be announcing a variety of “Clean Covington” events and activities throughout the year. KCB, whose mission is dedicated to engaging all citizens in every aspect of keeping

Covington clean and beautiful, will begin by targeting a cleanup along our scenic waterway with the Bogue Falaya River Sweep Clean-up and Covington Clean & Green River Run Canoe, Kayak & Paddleboard Races on April 5. AS WE LEAP into Spring, what a great time to help visitors, friends or new residents become familiar with our very diverse area. Conservation is definitely the style of the Northshore and natural areas provide recreation as well as education to all who take the time to go and enjoy! Let me share some of my favorites and I am sure residents of the Northshore will all have their own favorite too. • Fairview-Riverside State Park: Walking the land along the river provides great opportunity to view indigenous plants, trees and learn how to cultivate them in your own garden area. • Pelican Park is also very interesting for hikers and walkers. The park boasts lots of athletic facilities. The park also offers many educational classes—beekeeping and composting are some to interest gardeners. Volunteers are the heart of this place—so go get actively involved! • The Tammany Trace: One can walk, bike, rollerblade or use any form of non-motorized transportation to enjoy being a part of nature here. The railroad trestles have been remodeled into scenic stops along the way to view wildlife conservation, in their natural habitat, bayous, streams and rivers. Trace

Rangers are always on patrol providing information, directions, guidance, and regular safety inspections of the trail. • The Abita Creek Flatwoods are part of The Nature Conservancy, which focuses on the preservation of nature and wildlife. This beautiful, tranquil area is a premier wetland community with pond cypress woodlands, riparian forest, and carnivorous plants. Nearly 30 rare plants have been identified on the area, including four species that are protected only here in Louisiana. • Bayou Lacombe Centre is part of the US Fish & Wildlife Service. In a growing area, this department bought land for a new refuge to preserve, protect, enhance and manage a valuable wetland ecosystem encompassing the largest undeveloped natural area along the lake’s northern shore. Sandy beaches, driftwood, shells, rocks, offshore grassy beds, marshes, hardwood hammocks and piney woods enhance the area. These places are just a few of the very interesting naturally preserved areas of our state. Take a walk in wilderness and understand the beautiful world we have been blessed with to enjoy, learn from and preserve. What better time for this than Spring!

RANSOM RIGGS, in his debut novel Miss Peregrine’s Home for Peculiar Children, uses vernacular photographs he found at the Rose Bowl Flea Market combined with wellwritten narrative. Riggs brings us the story of 16-year-old Jacob Portman who travels to an island off the coast of Wales in search of his grandfather’s past. Jacob Portman’s grandfather is brutally murdered by a mysterious creature he, Portman, is forced to believe isn’t real; only to learn that they are from a group of peculiar children who once lived in a bombed out home run by a woman named Miss Peregrine. Many of Miss Peregrine’s charges have peculiar abilities such as being invisible and the ability to float over the ground. Riggs brings us a book written for young adults about the trials we go through when we learn the truth about others, especially family members. What would we do to find the truth about loved ones? How far would we travel to learn this truth? It’s a book that takes us into the underbelly of society, those that are different or peculiar. Riggs brings to the forefront those we marginalize and teaches us in the process how to embrace these differences. Although Ransom Riggs’ story is about a boy in search of the truth about his grandfather, a story as old as time, it is about so much more. This is a book not only for children ages nine and up but also for adults. Riggs’ writing is well developed, which makes the book a delight to read. The St. Tammany Parish Library system has several copies of Miss Peregrine’s Home for Peculiar Children in both book and audio book format.

THE FIRST Northshore day at the State Capitol was held in 2003. We led the charge together with the Southeastern Alumni Association and the Hammond Chamber. We were then joined by other chambers from Washington and Livingston parishes, and last year welcomed St. Helena into the fold. Over the years, participation from more tourist commissions, economic development organizations and smaller chambers in our neighboring parishes have grown as well. There is no question that we have achieved our original goal. We can’t hold it in our hands, but the Northshore has indeed become recognized among legislators and statewide elected officials for what we are today: one of the largest regions and voting blocks in the state.

I am very proud of the coalition that has grown since the beginning ten years ago. Over these years the faces and names of volunteers and elected officials have changed. However, the signature strawberry shortcake continues to draw senators and representatives to our corner of the rotunda where we advocate regarding our economic development, education, infrastructure and other important issues to our community. Passion for the communities and businesses that comprise our now five-parish region is stronger than ever. Plans for Northshore Focus 2014 are currently underway and planned for May 14. We encourage any citizen to come to Baton Rouge and be part of the focus on the Northshore.

Louisiana Strawberry Festival

THIS APRIL, Ponchatoula will be hosting its 43rd annual Strawberry Festival. While it takes the Festival Board a year to prepare for this annual event, the fair itself is held over a three-day period bringing 100,000 people to our berry wonderful town. Each year the festival continues to grow. While it’s certainly a celebration of the berry, berry farmers and the agricultural economy of Tangipahoa and neighboring parishes; it’s also a celebration of spring, the arts, family and community tradition. People come from near and far for the amusement park rides, live music, and of course, the food. What is a Louisiana fair without seafoodstuffed potatoes, jambalaya, pulled pork and crawfish fettuccini? Of course, strawberries abound in the form

of daiquiris, beignets, shortcake, smoothies, ice cream, wine and the pure fruit itself by the pint or the flat. All food booths on the fairgrounds support the causes of local non-profit community organizations serving those most in need in our parish. But that’s not all! There are hundreds of arts, crafts and plant booths throughout the downtown area and many shops and restaurants in Ponchatoula remain open to serve festival patrons. Attending the Ponchatoula Strawberry Festival should be on everyone’s Louisiana spring festival list. We hope to see you here and we promise you’ll pass a berry good time!
