Brain Training: Not Just for ADD/ADHD “I’M FEELING BETTER! This is helping me.” Those rewarding words resonate throughout the country and touch the hearts of many neurofeedback technicians. Matt, a 35- year-old client with an anoxic brain injury, described feeling better halfway through his neurofeedback training sessions. Over the course of Matt’s sessions, the areas of improvement noted were: a reduction in anxiety, a happier attitude, and improved short term memory. Although results will vary, it is hopeful that Matt’s outcome will progress to improve and enhance his quality of life as his sessions continue.

EVERYONE IS CONCERNED about X-ray exposure. Dental X-ray examinations and radiographs provide valuable information that helps your dentist evaluate your oral health. Radiographs allow your dentist to see hidden abnormalities, like tooth decay, infections and signs of gum disease. Frequency for dental X-rays depends on your present oral health, age, risk for disease, and any symptoms of oral disease. Children may require X-rays more often than adults simply because their teeth and jaws are still developing. Their teeth are more likely to be affected by tooth decay than adults. Your dentist will review your history, examine your mouth and then determine your need for radiographs. For new patients a set of X-rays may be needed to help detect any new cavities, determine the status of your gum health, or evaluate the growth and development of your teeth as well as determine the present status of your oral health and to help identify changes that may occur later. An X-ray examination can help reveal small areas of decay between the teeth or below existing restorations; infections in the bone; periodontal (gum) disease; abscesses or cysts; developmental abnormalities; and some types of tumors. Early detection and treatment can save time, money and unnecessary discomfort. For expectant mothers, radiograph may be needed for dental treatment that can’t wait until after the baby is born. Because untreated dental infections can pose a risk to the fetus, treatment may be necessary to maintain the health of the mother and child. The amount of radiation that we are exposed to from dental X-rays is small compared to our daily exposure like cosmic radiation and naturally-occurring radioactive elements. As physical therapists, when we meet someone with back pain, we are happiest when the patient has come to us at the beginning of its onset. This is because we know that the sooner we start to work on the back pain problem, the more superior the results can be. Folks who come to us months or years after the onset of pain are much harder to heal. This is because back pain is rarely caused by only one structure being at fault. What starts as a muscle strain, if not treated correctly, can quickly become a disc irritation or disc injury, maybe a facet joint irritation, or possibly chronic back pain. We know that if we can get involved early, promote fast healing, and correct abnormal biomechanics quickly, backs usually heal well. A study in the April issue of the medical journal Spine, confirmed this. In this study, the authors followed 634 back pain patients. They found that when patients received physical therapy (PT) in the first four weeks of pain, they were two-thirds less likely to end up having surgery than patients who went to PT after three months from onset. These patients were about half as likely to require injection and about half as likely to require frequent physician visits. The numbers don’t lie. See your physical therapist in the first four weeks of back pain and you are stacking the odds in your favor for a superior result.

What is Usufruct?

All of the above assumes Bill died without a Will. With a properly drafted Will, Bill could grant to Mary, as usufructuary, the power to sell the assets without needing the children’s permission. This “power to dispose of the non-consumables” may apply to real estate, stocks, and any other type of asset. Bill could also guarantee that Mary’s usufruct would last for her lifetime, regardless of remarriage, and state that Mary would not need to post a bond as the usufructuary. In most cases, Bill wants Mary to have full use and control of his assets during her lifetime, yet when Mary dies, those assets will revert back to Bill’s children. If Mary has spent Bill’s assets, then Mary’s estate (if solvent) would owe the value of those assets back to Bill’s children upon her death. Using the unique Louisiana concept of usufruct in estate planning is very convenient and easy, as long as you are not planning to move to another state. Ronda M. IF YOU HAVE lived in Louisiana long enough, you surely have heard of the word “usufruct”. It comes from two words of latin origin—usus, meaning the “use” and enjoyment of the asset, and , meaning the “fruits” (like rent, income, or interest) of the asset. When you put those two words together, you have usufruct. The most common usufruct occurs when someone dies intestate (without a Will). If Bill and Mary have been married for many years and all of their assets are of the marriage (community property), and Bill dies intestate, Bill’s assets will go equally to all of his children and Mary will enjoy a usufruct over all of those assets. This usufruct will last for Mary’s lifetime or until she remarries, whichever first occurs. Bill’s children will inherit the naked ownership (legally called the abusus) until Mary’s usufruct terminates, at which point they will be the full and complete owners of those assets. Notice that the usufructuary (the person enjoying the usufruct) does not have the power to sell the assets. If the usufruct is over the family home (of which Mary still owns her community half) and Mary wishes to sell, she must obtain the permission of all of Bill’s children (not a majority).

SLIDELL’S HISTORIC OLDE TOWNE area has gained national attention as one of the state’s most celebrated Cultural and Main Street districts. But it also boasts a spectacular outdoor mural gallery featuring artwork created by many of the area’s best artists. The mural project began in 2008 with the creation of a nostalgic scene titled Olde Towne by renowned artist Phil Galatas, a lifelong Slidell resident. Galatas used historic photos as a reference for the scene which leaves viewers feeling like they’re stepping back into Olde Towne at the turn of the century. In 2009, the mural was joined by two more beautiful creations. Carol Hallock’s popular icon, Geraldine the egret, graces the wall of an antique store located at the heavily traveled Front Street at Fremaux Avenue intersection, directly across from the historic train depot. A few blocks away, artist Lori Gomez captured the essence of Mardi Gras with a double-decked parade float featuring the familiar faces of many of the area’s residents. The mural was funded through donations by the citizens who wished to be depicted as the krewe members riding the float. The gallery grew with the addition of three murals in 2010. Slidell’s reputation for being the “Camellia City” was captured on a mosaic mural wall welcoming visitors to Olde Towne. The colorful mosaic was created by artist Barbara Shaw. Husband and wife team Mickey Asche and Milo Stephens collaborated on their mural, Winged Cadence, in which the couple depicted egrets in flight over a Louisiana swamp, in a very contemporary merging of the two artists’ individual styles.

The last of the 2010 murals was created by young artist Blake Kenworthey. As it turned out, this beautiful marina scene with a kaleidoscopic Louisiana sunset would be one of the artist’s last creations. He was tragically killed in an automobile accident when returning to his college dorm the weekend he finished the mural. The work stands as a testimony to the life of a gifted artist who left this earth far too soon. The most recent additions to the outdoor mural gallery were created by Bruce Hume and Adam Sambola. The Olde Towne street known as “Antique Row” is home to Hume’s A Step in Time, which features a trompe l’oeil nostalgic farmers’ market scene, blending beautifully into the surrounding shops. On the largest of all of the murals, Sambola has captured many of Louisiana’s underwater creatures, which runs the full length of the building at 126 Fremaux Avenue. The work, which features the artist’s iconic crustacean, is titled Dockside with RedBean the Crawfish. The ongoing mural project was made possible through funding from the Louisiana Division of the Arts and was also supported by and administered in part by funds from the St. Tammany Commission on Cultural Affairs/Department of Cultural and Governmental Affairs, St. Tammany Parish. THE CITY OF MANDEVILLE will hold its formal inauguration ceremonies on Monday, July 2, 2012, at 10:30 a.m. at the Paul Spitzfaden Community Center across the street from City Hall. COVINGTON IS BRIMMING with exciting activities to keep families entertained during the long summer months. On June 2, bring the kids to the Covington Trailhead, 419 N. New Hampshire Street, from 10 a.m. to noon for our free children’s event, Jumpin’ Into Summer. Attendees will be treated to a live animal presentation by the Audubon Nature Institute’s Wetland Express. For another fun—not to mention educational—outing, take the family for a tour of the Covington Trailhead Museum, where they can absorb a bit of local history. The museum includes historic photos, interactive kiosks and a short film about the history of our city. On June 30, beginning at 6 p.m., the annual Old

Fashioned Family Fourth will take place at the scenic Bogue Falaya Park, located in downtown Covington on the Bogue Falaya River. When asked why, most will simply say, “It benefits my community.” But volunteerism does so much more. Volunteerism not only benefits your community, but also benefits the volunteer! By becoming a volunteer you come to understand the more intricate workings of your community. In addition, comprehending community decisions can lead to a stronger personal commitment to a chosen cause or organization. Gaining familiarity with your local leaders and organizations give you an insider’s view of government, educational and economic policies, and how those policies are created. Having a clear understanding of

the decisions made by local leadership also gives you the knowledge to intelligently share your own ideas, concerns and values with others. Most people who volunteer want to have an impact, and by gaining knowledge of your community, leaders will want to have you as an informed and involved member of their team. Of course understanding your community is only one reason to become a volunteer, but there are more. You can make new friends with similar values and ideas. You can share your skills. You can have an impact and feel pride in your accomplishments. Last but not least, it’s fun! Volunteer in your community today. Both you and your community will benefit from your involvement.

Fiscal Responsibility is Top Priority

WE HAVE RECENTLY submitted the City of Slidell’s 2012–2013 Fiscal Year Budget to be approved by the Slidell City Council. Like many families and businesses in America, these hard economic times are forcing us to do more with less money. Fiscal responsibility with taxpayer dollars is my top priority. I can assure you that we are watching every penny and looking at every possible way to save money while still having the funds necessary for the everyday operations of the City. Citizens will be happy to know that the City is finishing two street and drainage repair projects. Seventh Street has received a major overhaul. The old road has been replaced with asphalt and damaged sewer culverts have been repaired. Drainage and sewer repair work on Sgt. Alfred/Third Street is nearing completion. I know that closing down streets is an inconvenience

to our businesses and citizens, but it was critical to fix these problems, instead of waiting and possibly incurring the need for additional, more costly repairs. I would like to thank everyone for their cooperation. In April, we held the grand opening of the new Slidell Municipal Auditorium. Anyone who has been to an event at the auditorium or in Olde Towne Slidell knows that parking is always an issue. To curtail this problem, a new parking lot will soon be constructed on the corner of Third Street and Erlanger, near Griffith Park. Once the old Slidell Cultural Center building has been demolished, there will be more parking on the corner of Fourth Street and Erlanger Street. As part of the City Hall Plaza project, there are also plans to redesign the parking lot behind City Hall to allow for easier access and provide more parking in Olde Towne.

5| Dian Lusher, a professional speaker, trainer and coach, was recently appointed to the St. Tammany Parish Tourist and Convention Commission Board of Directors. Dian was sworn in at the April 24 board meeting and began her appointment immediately after. She will serve a three year term. 4
