He is irreplaceable. There is no one else on the planet who will teach his daughter how special she is, and that she deserves to be treated as such, and make her believe it. There is no one else who will teach his son to stand up to a bully, his role as a man and its vital importance, and how to treat every girl (even his sister) like a lady. He is the voice of assurance his daughter hears, when someone else plants the seed of doubt. He is the quiet strength a young boy feels as he faces his first challenge as a man. He is the influence on the way his children will treat others and allow themselves to be treated. Brain Training: Not Just for ADD/ADHD “I’M FEELING BETTER! This is helping me.” Those rewarding words resonate throughout the country and touch the hearts of many neurofeedback technicians. Matt, a 35- year-old client with an anoxic brain injury, described feeling better halfway through his neurofeedback training sessions. Over the course of Matt’s sessions, the areas of improvement noted were: a reduction in anxiety, a happier attitude, and improved short term memory. Although results will vary, it is hopeful that Matt’s outcome will progress to improve and enhance his quality of life as his sessions continue.
Over time the brain learns to retrain itself, and reopen the pathways that were closed or disconnected due to trauma or general imbalances. Neurofeedback is a safe, non-invasive technique that retrains the brain by utilizing a learning process. Training with neurofeedback has been shown to improve cognitive function, attention, mood, anxiety, sleep and behavior. Over time the brain learns to retrain itself, and reopen the pathways that were closed or disconnected due to trauma or general imbalances. Neurofeedback, although initially utilized to alleviate the symptoms associated with Attention Deficit Hyperactivity Disorder (ADHD), has been showing promise with other disorders as well, including autism, Asperger’s, and brain injury.

Dental X-ray Concerns
2/3 Junior Page Bleed—6.1295” x 11”
EVERYONE IS CONCERNED about X-ray exposure. Dental X-ray examinations and radiographs provide valuable information that helps your dentist evaluate your oral health. Radiographs allow your dentist to see hidden abnormalities, like tooth decay, infections and signs of gum disease. Frequency for dental X-rays depends on your present oral health, age, risk for disease, and any symptoms of oral disease. Children may require X-rays more often than adults simply because their teeth and jaws are still developing. Their teeth are more likely to be affected by tooth decay than adults. Your dentist will review your history, examine your mouth and then determine your need for radiographs. For new patients a set of X-rays may be needed to help detect any new cavities, determine the status of your gum health, or evaluate the growth and development of your teeth as well as determine the present status of your oral health and to help identify changes that may occur later. An X-ray examination can help reveal small areas of decay between the teeth or below existing restorations; infections in the bone; periodontal (gum) disease; abscesses or cysts; developmental abnormalities; and some types of tumors. Early detection and treatment can save time, money and unnecessary discomfort. For expectant mothers, radiograph may be needed for dental treatment that can’t wait until after the baby is born. Because untreated dental infections can pose a risk to the fetus, treatment may be necessary to maintain the health of the mother and child. The amount of radiation that we are exposed to from dental X-rays is small compared to our daily exposure like cosmic radiation and naturally-occurring radioactive elements. New digital technology, can reduce exposure by up to 90% of traditional film X-rays.

LIKE LIFE ITSELF, matters that involve family law are rarely confined to workday hours. Attorneys Frank Tranchina and Mark Mansfield, of Tranchina & Mansfield, LLC will tell you that such matters often arise on a Saturday morning. That is why it is vital to have a team of legal professionals who understand the needs of such a case. Both Frank and Mark are board-certified in family law with Mark being one of the youngest family law specialists in the state. “We are a full-service firm,” Frank says. “We are there for our clients, whether it is myself, Mark, or a member of our close-knit, highly competent staff. We conduct every case as though we are advocating for members of our own families.” Tranchina & Mansfield, LLC deals with all matters of family law. “This is what we do exclusively,” Mark says. “We have worked on cases that run the gamut in this field involving everything from grandparent visitation, to adoption, to support and custody situations.” As a family man with two grown children, Frank has experienced many phases of life, including his most recent role as a grandfather. His greatest pleasures come from his wife, grandchild and two children—one a lawyer in California and the other a restaurateur in Covington. In addition to his three-plus decades of experience as a litigator, his innate ability to balance the legal with the emotional sides of each case, and his provident approach to family law, Frank has acted as a Special Master for various family law judges. He currently sits on a committee formed by the Louisiana Supreme Court comprised of judges, court personnel and family lawyers across the state whose goal is to devise uniform family court rules for the entire state. “As an agent of the court, I am continually challenged by multifarious cases which come before it,” he notes. “In my role as a Special Master, it is my duty to unfold

Therefore, attorneys entrusted with such delicate matters must possess legal dexterousness as well as a level of compassion for the parties involved. “Sometimes, clients need to know that someone will be their sounding board,” says associate Tracy Gold. Her prosecutorial background and background in psychology, coupled with the fact that she is a wife and mother herself, make Tracy an invaluable resource. “For me, it is about doing everything in my power to resolve the issues of every case so that families can move into a new chapter in their lives, and the children involved can have peace.” In an effort to offer an additional avenue of resolution to every client, Frank and Mark plan to obtain mediation certifications this summer. “Many clients feel that mediation is the best answer, while some may see it as the first step in reaching their desired result. No matter the reason, we feel that it will be yet another way we continue to offer our clients what they need in a family law practice,” Frank notes. From paralegal, Klea Davis, who holds a bachelor’s degree in the area of Paralegal
Studies, to seasoned legal secretary, Meghan Bedair, every member of the firm’s staff is in the know about the essentials of each case. “Clients get an immediate response to any need that may arise,” Mark says. “Our staff does not miss a beat, because we meet regularly to update everyone on the status of every case.” With over six decades of combined experience, the attorneys at Tranchina & Mansfield, LLC offer a formula for family law success built around a team of professionals dedicated to the most successful, succinct outcome possible. “We are just the right size for a personal team approach. We complement each other so well, that we can actually anticipate the needs of one another,” Frank says. “We all have families of our own, and because we are so much like a family, we work extremely well together. Our approach begins and ends with the ultimate well-being of each family we serve. We would not have it any other way.” Tranchina & Mansfield, LLC is located at 321 East Kirkland Street, in Covington. each aspect of these cases, and ultimately present a concise summation to the court. I have seen variances of just about every scenario, and this ‘extracurricular’ duty only serves to enhance my legal field of vision, which benefits my clients as well.” As a husband and father himself, Mark understands the outside influences and pressures everyday life can place on families. “When you have children, it really changes your perspective. So much can go wrong and you have to protect them from so many situations.” He considers his roles as father and husband as definite advantages, especially as it relates to his professional life. “These responsibilities have only enhanced my evolution when it comes to the way I practice law. I know what families have at stake. No matter what turmoil they are in, my role is to guide them through this arduous time thoughtfully, with the best legal counsel, and the ultimate goal of keeping a family intact—at least emotionally.” He currently serves as Vice President of the Covington Bar Association, but will advance to the rank of President in 2013. It is safe to say that all matters of family

is rarely caused by only one structure being at fault. Proof #1
As physical therapists, when we meet someone with back pain, we are happiest when the patient has come to us at the beginning of its onset. This is because we know that the sooner we start to work on the back pain problem, the more superior the results can be. Folks who come to us months or years after the onset of pain are much harder to heal. This is because back pain is rarely caused by only one structure being at fault. What starts as a muscle strain, if not treated correctly, can quickly become a disc irritation or disc injury, maybe a facet joint irritation, or possibly chronic back pain. We know that if we can get involved early, promote fast healing, and correct abnormal biomechanics quickly, backs usually heal well. A study in the April issue of the medical journal Spine, confirmed this. In this study, the authors followed 634 back pain patients. They found that when patients received physical therapy (PT) in the first four weeks of pain, they were two-thirds less likely to end up having surgery than patients who went to PT after three months from onset. These patients were about half as likely to require injection and about half as likely to require frequent physician visits. The numbers don’t lie. See your physical therapist in the first four weeks of back pain and you are stacking the odds in your favor for a superior result.

Patty, showing my arms and too much of my legs is a problem for me in the summer. Outdoor parties though, are my favorite events. How do I stay cool at the next outdoor affair, but still feel comfortable in the outfit I choose? A: First, remember, garments that fit loosely and are made from
natural fabrics allow for more air flow and will ultimately keep you cooler. Here are some stylish alternatives to bare arms and short shorts. Bonne soirée!

What is Usufruct?
WRITTEN BY RONDA M. GABB
All of the above assumes Bill died without a Will. With a properly drafted Will, Bill could grant to Mary, as usufructuary, the power to sell the assets without needing the children’s permission. This “power to dispose of the non-consumables” may apply to real estate, stocks, and any other type of asset. Bill could also guarantee that Mary’s usufruct would last for her lifetime, regardless of remarriage, and state that Mary would not need to post a bond as the usufructuary. In most cases, Bill wants Mary to have full use and control of his assets during her lifetime, yet when Mary dies, those assets will revert back to Bill’s children. If Mary has spent Bill’s assets, then Mary’s estate (if solvent) would owe the value of those assets back to Bill’s children upon her death. Using the unique Louisiana concept of usufruct in estate planning is very convenient and easy, as long as you are not planning to move to another state. Ronda M. Gabb & Associates LLC, “A Louisiana Estate Planning & Elder Law Practice.” She is a member of the American Academy of Estate Planning Attorneys, the National Academy of Elder Law Attorneys and is a Board Certified Estate Planning and Administration Specialist Certified by the Louisiana Board of Legal Specialization. Her office is located at 40 Louis Prima Drive in Covington. Call 985-892-0942 or visit her on the web at www.RondaMGabb.com.
Sophisticated Woman | June 2012
IF YOU HAVE lived in Louisiana long enough, you surely have heard of the word “usufruct”. It comes from two words of latin origin—usus, meaning the “use” and enjoyment of the asset, and , meaning the “fruits” (like rent, income, or interest) of the asset. When you put those two words together, you have usufruct. The most common usufruct occurs when someone dies intestate (without a Will). If Bill and Mary have been married for many years and all of their assets are of the marriage (community property), and Bill dies intestate, Bill’s assets will go equally to all of his children and Mary will enjoy a usufruct over all of those assets. This usufruct will last for Mary’s lifetime or until she remarries, whichever first occurs. Bill’s children will inherit the naked ownership (legally called the abusus) until Mary’s usufruct terminates, at which point they will be the full and complete owners of those assets. Notice that the usufructuary (the person enjoying the usufruct) does not have the power to sell the assets. If the usufruct is over the family home (of which Mary still owns her community half) and Mary wishes to sell, she must obtain the permission of all of Bill’s children (not a majority).

SLIDELL’S HISTORIC OLDE TOWNE area has gained national attention as one of the state’s most celebrated Cultural and Main Street districts. But it also boasts a spectacular outdoor mural gallery featuring artwork created by many of the area’s best artists. The mural project began in 2008 with the creation of a nostalgic scene titled Olde Towne by renowned artist Phil Galatas, a lifelong Slidell resident. Galatas used historic photos as a reference for the scene which leaves viewers feeling like they’re stepping back into Olde Towne at the turn of the century. In 2009, the mural was joined by two more beautiful creations. Carol Hallock’s popular icon, Geraldine the egret, graces the wall of an antique store located at the heavily traveled Front Street at Fremaux Avenue intersection, directly across from the historic train depot. A few blocks away, artist Lori Gomez captured the essence of Mardi Gras with a double-decked parade float featuring the familiar faces of many of the area’s residents. The mural was funded through donations by the citizens who wished to be depicted as the krewe members riding the float. The gallery grew with the addition of three murals in 2010. Slidell’s reputation for being the “Camellia City” was captured on a mosaic mural wall welcoming visitors to Olde Towne. The colorful mosaic was created by artist Barbara Shaw. Husband and wife team Mickey Asche and Milo Stephens collaborated on their mural, Winged Cadence, in which the couple depicted egrets in flight over a Louisiana swamp, in a very contemporary merging of the two artists’ individual styles.
The last of the 2010 murals was created by young artist Blake Kenworthey. As it turned out, this beautiful marina scene with a kaleidoscopic Louisiana sunset would be one of the artist’s last creations. He was tragically killed in an automobile accident when returning to his college dorm the weekend he finished the mural. The work stands as a testimony to the life of a gifted artist who left this earth far too soon. The most recent additions to the outdoor mural gallery were created by Bruce Hume and Adam Sambola. The Olde Towne street known as “Antique Row” is home to Hume’s A Step in Time, which features a trompe l’oeil nostalgic farmers’ market scene, blending beautifully into the surrounding shops. On the largest of all of the murals, Sambola has captured many of Louisiana’s underwater creatures, which runs the full length of the building at 126 Fremaux Avenue. The work, which features the artist’s iconic crustacean, is titled Dockside with RedBean the Crawfish. The ongoing mural project was made possible through funding from the Louisiana Division of the Arts and was also supported by and administered in part by funds from the St. Tammany Commission on Cultural Affairs/Department of Cultural and Governmental Affairs, St. Tammany Parish. Additional funding was secured through private fundraising efforts. A printable guide to the murals is available on the city’s website, www.slidell.la.us. For more information, call the Department of Cultural & Public Affairs at 985-646-4375.

Preparing Together
WRITTEN BY PAT BRISTER, ST. TAMMANY PARISH PRESIDENT
HURRICANE SEASON OFFICIALLY begins June 1, and St. Tammany Parish is continuing to prepare. Our new Hurricane and Flooding Safety Information Guide and Map is available at many stores, libraries and other public buildings across St. Tammany. We have acquired more automated sandbagging machines to help provide protection for our citizens. Lateral drainage ditches and canals have been inspected by our Department of Public Works and cleared to facilitate drainage. Making a family emergency and evacuation plan is paramount for your family’s safety. Citizens may be asked or ordered to evacuate should a storm head our way. We must always consider the factors of additional traffic and necessary resources should an evacuation become necessary. Register to receive email updates concerning storm preparation, evacuation and other
issues on the homepage of www.stpgov.org. We will use every means possible to reach you with important information in the event of a storm. The St. Tammany Parish Facebook, www.stpgov.org, Access St. Tammany Channel 10 are all resources at our disposal. WWL Radio 870 AM has a broadcast site in our Emergency Operations Center. The Lake 94.7 FM will also broadcast St. Tammany information. If you do evacuate, please monitor www.stpgov.org for up to date information. Please take the time now to ensure your family has a plan and review it with them. Include provisions for the sick or medically-dependent, elderly and for pets. The time you spend now can save lives of loved ones later. Thank you for joining with us in preparing for hurricane season.
Moving Forward
WRITTEN BY DONALD VILLERE, MAYOR OF MANDEVILLE
THE CITY OF MANDEVILLE will hold its formal inauguration ceremonies on Monday, July 2, 2012, at 10:30 a.m. at the Paul Spitzfaden Community Center across the street from City Hall. Recently we held a comprehensive orientation for the council, which to my understanding was a first time event for the City. The council members were briefed by every department and questions were answered. This will give us a fresh start on the same foot as we move ahead. I am looking forward to working together, solving issues and opening doors for future ways to enhance our city, develop our culture and maintain our quality of life. Summer is beginning and The City of Mandeville Public Works Department, in cooperation with the Lake Pontchartrain Basin Foundation, is once again offering
their Water Wonders Camp. Sessions will be held June 11-15, June 18-22 and June 25-29. This one week camp will offer hands-on activities, focused on: water properties, water quality, groundwater and surface water, aquatic and wetland animals and plants, wetlands, storm water and coastal protection. Children can be registered online at our website, www.cityofmandeville.com, on the front page, under Public Works Department Updates. All counselors for the camp program are certified teachers. Transportation for field trips will be provided by Mandeville Police D.A.R.E. Officers. If you have any questions, please call Jan Mistich or Connie Marciante at 985-624-3169. Wishing all of you safe traveling and a great summer!

One Action—Many Benefits
WRITTEN BY LIZ ANDERSON PONCHATOULA CHAMBER OF COMMERCE
ONE OF THE MANY refreshing elements of Ponchatoula is its scores of citizens who actively volunteer. When asked why, most will simply say, “It benefits my community.” But volunteerism does so much more. Volunteerism not only benefits your community, but also benefits the volunteer! By becoming a volunteer you come to understand the more intricate workings of your community. In addition, comprehending community decisions can lead to a stronger personal commitment to a chosen cause or organization. Gaining familiarity with your local leaders and organizations give you an insider’s view of government, educational and economic policies, and how those policies are created. Having a clear understanding of
the decisions made by local leadership also gives you the knowledge to intelligently share your own ideas, concerns and values with others. Most people who volunteer want to have an impact, and by gaining knowledge of your community, leaders will want to have you as an informed and involved member of their team. Of course understanding your community is only one reason to become a volunteer, but there are more. You can make new friends with similar values and ideas. You can share your skills. You can have an impact and feel pride in your accomplishments. Last but not least, it’s fun! Volunteer in your community today. Both you and your community will benefit from your involvement.

Fiscal Responsibility is Top Priority
34
WRITTEN BY FREDDY DRENNAN, MAYOR OF SLIDELL
WE HAVE RECENTLY submitted the City of Slidell’s 2012–2013 Fiscal Year Budget to be approved by the Slidell City Council. Like many families and businesses in America, these hard economic times are forcing us to do more with less money. Fiscal responsibility with taxpayer dollars is my top priority. I can assure you that we are watching every penny and looking at every possible way to save money while still having the funds necessary for the everyday operations of the City. Citizens will be happy to know that the City is finishing two street and drainage repair projects. Seventh Street has received a major overhaul. The old road has been replaced with asphalt and damaged sewer culverts have been repaired. Drainage and sewer repair work on Sgt. Alfred/Third Street is nearing completion. I know that closing down streets is an inconvenience
to our businesses and citizens, but it was critical to fix these problems, instead of waiting and possibly incurring the need for additional, more costly repairs. I would like to thank everyone for their cooperation. In April, we held the grand opening of the new Slidell Municipal Auditorium. Anyone who has been to an event at the auditorium or in Olde Towne Slidell knows that parking is always an issue. To curtail this problem, a new parking lot will soon be constructed on the corner of Third Street and Erlanger, near Griffith Park. Once the old Slidell Cultural Center building has been demolished, there will be more parking on the corner of Fourth Street and Erlanger Street. As part of the City Hall Plaza project, there are also plans to redesign the parking lot behind City Hall to allow for easier access and provide more parking in Olde Towne.
