We will monitor the addresses and send you an email alert if a new offender registers an address within the specified radius of any address you register.

SW: What did you eat for breakfast this morning? TZ: I ripped the end off a loaf of Leidenheimer and ate it in my car with a Diet Coke. JK: Oatmeal. SW: What does your ideal day-off consist of ? TZ: Being at home with no plans and cooking a big pot of something while watching football. JK: Getting some sun by working out in the yard. SW: Of what accomplishment are you most proud? TZ: I’m proud of my three children and the ability to help clients through a very difficult time in their lives. JK: Winning Northshore’s Best Attorney for 2014 and joining Spell & Spell.

GROWING UP IN ENGLAND,

I remember September’s Indian summers where we treasured those last days of warm weather. Here in Louisiana we know we will still have lots of hot weather, our children have been back in school for weeks, we have learned to negotiate the school traffic and adjusted our evenings to make time for homework and extracurricular activities. September in Louisiana also brings another fun extracurricular activity —football. I know we are all ready to watch our high school, college and professional teams back in action this fall. In this issue we meet some Northshore Attorneys including our Enterprising Women Jessica Karr and Tara Zeller. Bringing Order to the Court WRITTEN BY JILL WILLIE

NELSON RIVERS has always considered himself a problem solver. It is what led him into the field of law. It is also what has led him to vie for the position of the St. Tammany Parish Clerk of Court. Explaining that the St. Tammany Clerk of Court’s office has consistently lost money over the last several years, Nelson is entering the political arena for the first time to bring order and effectiveness to the office. “Reports from the Legislative Auditor show that the St. Tammany Clerk’s net financial position has decreased by $3 million over the last seven years. The office finances have been broken for some time now, and need to be fixed.” The Clerk of Court’s office is designed to be a self-sustaining component of the court, using income it collects from fees and court costs to provide services to the public. “The office should be run like a business, where expenditures cannot exceed income,” Nelson said. “My main focus will be to first identify and cut waste in order to be more fiscally responsible. I will also implement programs and procedures that will allow the work of the court to be done in a more efficient manner. There will be no increase in court costs until all expense reduction options are considered.” Noting that the federal court system has been operating via web portals that allow for online filing and credit card payments, Nelson said it is imperative that the St. Tammany Clerk’s Office move into the modern era. With an improved website and access to electronic filing, research and payment processing and integration of land records with the Assessor’s office, attorneys and residents from every part of the parish will save both time and money.

Nelson plans to reinstitute the scanning of real estate records into the clerk’s computer system to allow residents to research records without physically having to be at courthouse. “For many people, coming to the courthouse in Covington can be a tremendous hardship—not only with travel time and expenses, but also with time off of work. Once online systems are in place, constituents would be able to access records in the comfort of their own homes at any time, day or night,” he said. “We need to make more of an effort to be responsive to the needs of the people we serve,” he continued. “Presently the office does not even use email. We are not talking about brand new technology. We are talking about the most common form of communication.” Since declaring his candidacy last November, Nelson has consulted with other Clerks of Court and high ranking officers in other Clerk’s offices to learn administrative best practices, technology improvements and ways to become more accountable to the public. With an increasing demand for transparency and accountability in public service, Nelson said he is not interested in becoming a career politician. “I believe that I can make a difference in the Clerk’s office— instituting change and setting a solid foundation for efficiency and economic viability. I will not seek more than two terms to get the job done,” he said. Nelson has solid roots in the Northshore, having lived in St. Tamany since 1992. His wife Adina was born and raised in the area. Three of their four children have also chosen to call St. Tammany home. He has been involved in both the Covington and Mandeville Rotary Clubs and taught business law at


NELSON Southeastern Louisiana University for six years, as well as serving as a CASA volunteer, and a high school basketball referee for 25 years. Nelson’s experience in the community, particularly as a small business owner, is what has compelled him to step outside of his comfort zone and run for political office. His wife, Adina, served as a minute clerk in the Clerk of Court’s office for 17 years and his campaign treasurer has over a decade of experience in the office as well. “I bring a unique insight into the inner workings of the office and know I can address the challenges it is facing today,” Nelson explained. “St. Tammany is blessed with a variety of natural resources, a healthy economy and exceptional talent. I DON’T THINK that my mother ever truly believed that I went to medical school and actually became a doctor. I guess it must have something to do the fact that your child is always just a kid to you. It got to be a little aggravating at times however; I had been doing cardiac surgery at Tulane University for a couple of years and she was still phrasing questions to me like, “Now, when THEY do bypass surgery do THEY…blah, blah, blah?” Anyway, you get my point. Well, you can imagine my surprise when she recently decided to travel to Louisiana to have me correct her long-standing venous insufficiency. I was ready to say, “Golly shucks Mommy, you mean you really do think I’m all grown up and actually became a real doctor?” She did have quite a bit of disease and was having substantial symptoms from it for quite some time. She went through the procedures like a champ and thankfully everything went fine. While I was doing her procedures, I was thinking about my own legs and being reminded of how much venous disease can occur due to a purely hereditary factor. Some of the usual risk factors that we commonly think of for developing venous problems of the legs are age, female gender, pregnancy, obesity, prior leg vein clot formation and professions that require us to stand in one place for prolonged periods of time. But nothing is quite as important as genetics. I really think that the

hereditary factor has to be in place and then all of these other risk factors will have their effects in a secondary sort of fashion. What are the statistics? Well, if both of your parents had venous problems of one sort or another, then there is a 90 percent likelihood that you will also. If one parent had venous disease and you are male then your likelihood is 25 percent; and if you are female then your likelihood is 62 percent. Eighty percent of people that we see day to day in the office are reporting to us that they have a family history for venous disease. The hereditary factor is very strong and something of which we must be aware. So what should we do with that information? Well, if you have a strong family history of varicose veins and/or vein disease then there is certainly no reason why you shouldn’t have some minimal screening examination which is something that we do routinely and free of charge in the office. For me, I’ve been scrutinizing my own legs much more closely these days. Wait a minute…is that a bulging vein? Oh, thanks Mom! Dr. Randall S. Juleff is a boardcertified Phlebologist. too good to be true. Volumeenhancing and wrinkle-erasing injectable substances can take years off an aging face in minutes. But are there occasional complications which can cause serious damage? What has incited this topic is the appearance at our doors of patients who have received misplaced cosmetic injections by providers who have virtually no formal training in dermatology or cosmetic surgery, yet seek to buffer themselves from the dismantling of our healthcare system by becoming overnight experts. This knowledge, combined with specialized training and experience, can minimize, but not totally eliminate, the possibility of a “vascular event” resulting in skin ulceration and, very rarely, even blindness. in her book Animal, Vegetable, Miracle tells the story of a year in which her family made every attempt to feed themselves animals and vegetables “whose provenance they really knew”…and of how her family “was changed by a year of deliberately eating food produced from the same place where we worked, went to school, loved our neighbors, drank the water, and breathed the air.” Good food cultures are built on knowing and using local ingredients. Contact with local farmers at markets builds community and allows us to value and trust the integrity of the food and who grows it. My shopping goal is to get food from so close to home that I know the person who grew it. Many of us on the Northshore have come to know and trust Nancy and her son, John Bartlett, their signature bright bouquets of sunflowers and zinnias and organic and pesticide free seasonal vegetables. I recently visited Nancy at their five-acre family farm in Folsom to get a preview of what to anticipate for the fall market in September and October. Nancy 14 Sophisticated Woman | September 2015

and her husband purchased the property 37 years ago with no intention to ever farm other than planting a modest garden to feed their family of five. After Hurricane Katrina took down a huge swath of trees ten years ago bringing sunshine to their previously wooded property, John planted a 15’ x 90’ bed with vegetables and the rest is history. The rhythmic patterns of the recently plowed fields, carefully tended seedlings and groves of fig trees greeted and immediately calmed and transported me to a place of peace and serenity. The fields have already been directly seeded and tender green shoots of okra, kale, bok choi, arugula and edamame have raised their heads to worship the sun in preparation for fall markets. Delicate seedlings of radishes, beets, mizuna and chard are gracefully growing their way towards our market bags and kitchens. The Bartletts grow all of their crops from seed. Nancy and her son John have an unspoken agreement. Nancy naturally assumes the maternal role as the nurturer, germinating seeds in the greenhouse until stable and

strong enough to transfer to the fields. John, the mechanical engineer and innovative son, assumes his role on the tractor and seeds the fields directly. Mother and son work in perfect harmony with the soil and the cycles of earth’s seasons. The Bartletts have hosted local celebrity chefs at farm to table communal dinners on the grounds of their beautiful farm. They supply many restaurants in the area, participate in Community Supported Agriculture (CSA) and sell their carefully harvested vegetables and flowers at the Covington and Crescent City Thursday Farmers Market. I asked Nancy to share a couple of her favorite recipes with our Sophisticated Woman readers. She describes her cooking as not fancy and loves combining simple fresh seasonal ingredients without recipes from the Bartlett Farm garden. Two of her favorite meals that can turn a mundane dinner into a celebration are confetti rice and shrimp with fresh vegetables and pasta. Nancy likes to combine brown rice with fresh multi-colored peppers, squash, zucchini and whatever is in season for her colorful,

and her husband Scott opened Loeb Law Firm in 2009, they wanted to set themselves apart from other law firms. Instead of simply advising their clients, the pair set out to build relationships that would last a lifetime. After studying philosophy at the University of the South in Sewanee, Tennessee, as well as studying abroad in Scotland and France,

Nicole returned to her home state of Louisiana, earning her Juris Doctorate from Louisiana State University in 1998. She moved to the Northshore while practicing maritime law in downtown New Orleans and decided that she wanted her practice to change the way lawyers and clients relate to one another. Today, Loeb Law Firm is a multi-service law firm providing representation to a varied client base of corporations, insurers and individuals throughout Louisiana and the Gulf South. 1, 2015, “Pet Trusts” are now valid in Louisiana! It is no surprise that we were one of the last states to finally allow these Trusts. I am sure Leona Helmsley’s dog was glad his mom did not live here in 2007 when she left $12 million to a Pet Trust for her beloved Maltese “Trouble” (that amount was later lowered to $2 million by a Judge). In Louisiana, we now follow the basic model of Pet Trusts across the country, although our trust code actually refers to them as a “trust for the care of an animal”. The person creating the trust is known as the “Settlor”. The trust may be created as an “intervivos” trust, which comes into existence while the Settlor is still alive; or a “testamentary” trust, which is created at the Settlor’s death through their Last Will and Testament. There are five parties under a Pet Trust: 1) the “Settlor” who creates the trust; 2) the “Pet Beneficiary”; 3) the “Trustee” who is the manager of the trust’s assets; 4) the “Caregiver” who has actual custody of the pet and is responsible for their care; and 5) the “Remainder Beneficiary” who receives any remaining assets in the trust after the death of all of the Pet Beneficiaries.

The trust may only be created for the care of any animals that are actually “in being” at the time of the trust’s creation. This would include the “issue” (i.e. puppies) of any animals that were pregnant at the time of the death of the Testator. If no pets are alive at the death of the Testator then the “Remainder Beneficiary” would inherit outright any assets that were bequeathed to the Pet Trust. Pet Trusts may not hold an unlimited amount of assets, only what would be considered to be a reasonable amount to continue to care for the animal(s), and for the compensation and expenses of the Trustee and Caregiver. (This was why the New York courts reduced “Trouble’s” trust from $12 million to a paltry $2 million!) Ronda M. into the 100-year old Covington cottage, you know it is not your ordinary law office. Founders Buddy and Annie Spell of the Spell & Spell Law Firm recognized the tumult that people go through when they are in need of legal services so they created an environment that immediately puts people at ease. From cozy chairs, an eclectic array of primitive art, warm rugs and a fireplace adorned with various knick-knacks, the attorneys work in an area more akin to a living room than a conference room. This year, the firm brought in two additions that enhance its mission to provide competent counsel in a comfortable environment—attorneys Tara Zeller and Jessica Karr. Previously a staff attorney for two local judges, Tara has spent a majority of her career on the Northshore. Tara always had a lot of respect for Buddy, watching him defend his clients in the courtroom for over 11 years. She and her husband Ricky also developed a long-standing friendship with Buddy and Annie. Therefore, it was not a total surprise that when her family returned to the area last summer, Buddy immediately began talking to her about joining the practice. “I started helping with his criminal caseload in the fall. It just naturally morphed into a full time position over the following months. We formalized things in January, when I became an official member of the

We both have a strong desire to help people through some of the most trying times in their lives.” Tara said that she is able to bring a unique perspective to her clients because of the time she’s spent behind the scenes as a judicial staff attorney. “The work I’ve done with helping judges prepare their dockets certainly helps during the pre-trial process,” she said. According to Buddy, this experience, coupled with the sheer number of trials she’s seen go through the system, makes her an asset to her clients. “While I have tried a lot of cases in my career, Tara has touched so many more. She has experience in spades.” Tara has also taken the lead in litigating plaintiff’s personal injury cases. “Again,” she says, “our clients have sustained personal injuries and financial losses. We strive to give them options for a positive resolution for the trauma they suffered.” With the criminal side of the practice in order, Spell & Spell expanded its capabilities into family law with the hire of Jessica Karr in May. Focusing on all aspects of family law, Jessica was recently named the Northshore’s Best Attorney by Sophisticated Woman readers. Rarely seen without her beloved dog Kingston by her side, Jessica said she is passionate about working with families. “Whether it is through finalizing an adoption or helping divorcing parents come to terms with a custody agreement, I try to bring hope and healing to my clients.” Jessica explained that she works to take some of the emotion out of family disputes, so that progress can be made without undue harm to the parties involved. “I try to identify options for a swift resolution. It is my job to ease the stress and tension of a painful divorce or custody dispute.” While most modern women struggle to balance career and family, both Tara and Jessica say that working at Spell & Spell has provided the perfect fit. “We are all friends here. Not only do we enjoy one another’s

This is a HUGE no-no! Bottom line is to go wherever you are comfortable! However, make sure you are dealing with a licensed professional and licensed salon. WHEN INTERIOR DESIGNERS Connie Seitz and Christine Diggs were brought in to design their client’s outdated dining area, their primary task was functionality complemented by a vision of an elegant yet approachable space for both esteemed guests and everyday meals. The bulky, rectangular dining table didn’t make the best use of the space for a family that uses their dining room on a regular basis and the colors and fixtures weren’t quite right. The design team used CAD technology to map out the room and determine the most suitable layout. They chose a large, round, mahogany, Theodore Alexander table paired with linen slip-covered chairs emblazoned with a large custom monogram that can easily sit eight to ten people. The color of the room was inspired by French aristocracy—a soft blue opposite a striking gold trim. With keen attention to detail, it took a talented faux finisher over a week to complete the gold-leaf crown molding and chair rails in the room.

Another touch of gold, the chandelier is made of gilded iron and lined with rows of crystals, anchoring the room and making a statement, rather than fading into the background. A fine dining room calls for fine china. This vintage Lenox Eternal, gold-rimmed china is paired with monogrammed antique sterling silver flatware. The silverware is monogrammed in the French style, with the initials on the back placed face down on the table.

Custom, opalescent curtains in the palest blue with ivory embroidery frame the large windows, complementing and not competing with the room. The far wall features a large, Louis Philippe mirror, Italian replica sconces and a narrow sideboard, flanked by the remaining two dining chairs and silk lumbar pillows when not in use. The space is both calming and enticing, beckoning you to enter and have a meal.

THE FIRST Wooden Boat Festival started small in 1989. Joy and Rob Curtis, wooden boat owners, gathered friends and fellow boat enthusiasts from all along the Gulf Coast to help organize a festival that celebrated their love of the boats and water. It was a fun Water Street gathering for all, so they quickly determined that they were committed to growing the festival annually. By the year 2002, the festival was hugely popular and making a significantly positive economic impact in the Madisonville community. It was also serving as a major resource for the establishment of the Lake Pontchartrain Basin Maritime Museum. The annual festivals had successfully raised and contributed $500,000 to its building. The Museum opened its doors in 2002, a few blocks from the festival grounds at 133 Mabel Drive. It was Mayor Peter Gitz, a tremendous supporter of the Museum and fan of the festival, who saw an opportunity and asked the Museum volunteers, board 38 Sophisticated Woman | September 2015

community and staff to take over the planning and execution of the Wooden Boat Festival. This way it could serve as a much needed regular source of income for the fledgling non-profit while still bringing thousands of visitors to the area’s restaurants, hotels and other businesses. It was a match made in heaven— the perfect solution for the community, the museum and the Wooden Boat Festival! Typically, 30,000 visitors attend the two-day festival. With approximately one-hundred wooden and classic antique boats, their crews, and more than seventy-five food, art, nautical and amusement vendors traveling from throughout the country to participate, the festival has grown to be a premier marine event on a national level. The annual Wooden Boat Festival is celebrating its 26th anniversary in 2015. On October 10 and 11, on the banks of the Tchefuncte River, festival goers can enjoy delicious regional food favorites, fine arts and crafts, live music and the splendor of the region’s finest wooden boats lining the Tchefuncte River. The festival offers plenty of exciting activities for young children in Children’s Village, and new this year, an entire area of the festival dedicated to carnival rides and amusements. Football and beer enthusiasts can relax in the shade of the Rouse’s Beer Garden, with flat screen TV’s, seating, snacks and a variety domestic and imported beers. The Toyota Quick n’ Dirty Boat Building Contest parade, a favorite festival feature, begins on Sunday at 2 p.m., followed by an exciting and fun-filled boating contest on the water.

Festival admission also gives you access to the nighttime musical performances sponsored by Michelob Ultra, where local band favorites the Blue Meanies, Category 6, Wanted and Four Unplugged will keep the party going under the stars. At the festival, you can purchase your collectible 2015 Wooden Boat Festival Poster by watercolorist Odie Tucker and bring your children or grandchildren to the St. Tammany Wood Workers Guild Tent to build and launch their own miniature wooden boat. Gates open at 10 a.m. Festival tickets are $10 per person, $5 for seniors over 65, free for children under 12 and active-duty military personnel with ID. Your ticket grants you complimentary admission to the Museum. Tickets can be purchased at the gate. Free parking and free shuttle service is provided from the Sam’s Club parking lot, 69630 Stirling Blvd., Covington. growing shorter and every now and then, a cool breeze gives us a tingle. Preparations begin for all the excitement fall has to offer, but the most important preparations should be in your own backyard. Visitors are coming! They will come from all over the country and their visit will be short. You can make it memorable. Of course, I am speaking about our feathered friends—it is the season of migration! Now, some of our friends stay year round— cardinals, sparrows, wrens, woodpeckers, blue jays, doves and even some robins. Canadian geese have taken up residence at many of the local ponds along with mallards and muscovys. The “Backyard B&B” is really for the special friends we see just a short time in the spring and fall.

Thistle feeders are great for attracting finches and indigo buntings. Many birds enjoy berries and nuts—if these trees are not plentiful in your garden consider planting a few now. Pine siskins will love the commercial birdseed you place in your feeders. You may also see some cedar waxwings, juncos, black capped chickadees and many varieties of the titmouse. Don’t forget to clean and freshen the birdbaths as many visitors will enjoy a drink and a good wash down. If you don’t have one available, just place a large plant saucer on a stand and keep it full of fresh water. One of the most amazing visitors will be the many varieties of hummingbirds that pass through our area on their way across the Gulf of Mexico. Hummingbird feeders come in many shapes, sizes and price ranges. Some can be suction-cupped to a window. This is a great way to watch these aerial wonders up close and personally! Fill the feeders with a mixture of one-part sugar to two-parts water. Heat this to dissolve the sugar, let it cool then fill and wait to be in awe. The best way to really enjoy the “Backyard B&B” is to observe early in the morning and late in the afternoon. Get a bird book that has pictures of different species and a pair of binoculars. It would also be nice to keep a journal of different birds you have seen and what garden offerings they have enjoyed. A garden does not have to be all work! There is no greater pleasure than sharing the fruits of your everyday labor with our fellow creatures.
