1. 序論

2014 年時点で 54%、2050 年には 66% にまで昇り、世界的に著しい人口過密と都市化が進むと予 測されている。それに伴い、住宅やインフラ、就業など様々な都市問題に直面することが容易に想 定できる。しかしながら、従来の都市計画家によるトップダウン型の解決策では実現に時間がかかり すぎる上に莫大な資本を必要とする。さらには、複雑に絡み合う社会技術的な問題を全域的に制御 することはほとんど不可能に近くなっている。そこで、一般市民自体が主体的に行うローコストで敏 速な都市改善運動が希求されているのである。 また、人口集中化のみならず、日本で市民主体型の年改善活動が注目されるに至ったきっかけは 東日本大震災にある。大きな災害が起きた際、行政の手は細部にまで及ばず意思決定のスピード や資金も十分とは言えない。緊急事態を経験したことで市民の主体的な行動が促され、ボトムアッ プ型都市計画を求める潮流が生まれたといえる。 ボトムアップ型都市計画の今 市民による実践の例として、アメリカ西海岸を中心に勃興したタクティカル・アーバニズムが挙 げられる。この活動は短期的な実験の積み重ねで戦術的に都市へ介入し、長期的な視点での都 市の変革をもたらすことを目指している。2014 年 MoMA で開催された「Uneven Growth: Tactical

Urbanisms for Expanding MegaCities」展や、2015 年マイク・ライドンとアンソニー・ガルシアに よる「Tactial Urbanism: Short-term Action for Long-term Change」の出版を起点として、これま でに行われていた小さな実践が社会的な流れとして認知されるようになった。 また、コミュニティデザインやソーシャルデザインを行う組織が目立ちはじめ、デザインリサーチャー としての都市への介入も増加傾向にある。住民を巻き込んだ地域活性を実施したイギリスの建築家 集団 assemble が、建築家として初めて権威ある現代美術の賞「ターナー賞」を受賞したことは、 社会のコミュニティデザインへの関心の高まりを表す興味深い例である。 このように一般市民が扱いえる小さな単位から始まるボトムアップ型都市計画が、都市環境を今日 よりもよくする方法として期待されている。 日本における公共空間の利用 他方、日本でも公共空間を使用した市民レベルでの実践が広がりつつある。宮口明子、笠置秀 紀によるユニット mi-ri merter は、タクティカル・アーバニズムという言葉が使われる以前から都市 空間における人々の過ごし方に目を向けていた。例えば 1999 年の「MADRIX」という、間取りが印 刷されたレジャーシートを渋谷の道に広げて佇むプロジェクトがある。地べたに座る人を見て感じた 公共空間での違和感から彼らの都市での実践が始まっている。また、2017 年には「URBANING_U」 というワークショップを通じて、都市への介入方法を参加者と共有した上で考えている。 mi-ri merter がミクロな視点で都市空間や公共空間に介入する一方で、 2015 年に設立された「ソ トノバ」はパブリックスペース特化型ウェブマガジンとしてマクロな視点で、日本における公共空間 利用の活発化を目指している。ボトムアップ型の実践は小規模で一般市民によるものであるため、 情報の共有が重要になる。日本での実践を目論んだ研究を行う「ソトノバ・ラボ」や、リアルな場 で情報の交換を行う座談会「ソトノバ TABLE」の開催、 外を豊かに使った事例を表彰する「ソトノバ・ アワード」を創設しており、ウェブマガジンの枠を超えてソトを豊かにするためのプラットホームを構 築している。また、ソトノバから派生した組織「Tactical Urbanism Japan」ではタクティカル・アー バニズムの理解を深め、普及させるための活動を行なっている。2017 年には都市計画家協会と共 催で「タクティカル・アーバニズム・スタジオ」が開催され、参加者は 3 ヶ月間のプログラムの中で 講義と実践の両方からタクティカル・アーバニズムについて学んだ。 都市教育の必要性 しかしながら、日本においては都市への介入はごく一部の人々の間でのみ展開されているのが現

状である。 「URBANING_U」や「タクティカル・アーバニズム・スタジオ」のような教育活動も行わ れてはいるが、あくまでも都市建築領域に属した人々を対象としたものであり、真の意味での「一 般市民」による都市への戦術的介入を促してはいない。 そこで、本論ではタクティカル・アーバニズムのような活動を普及・定着するための Urban Pedagogy （都市教育学） に関する理解を深めることが、 まず重要であると考える。 Urban Pedagogy は、 都市を政治・社会的空間として認識する概念であり、1997 年にアメリカ東海岸のニューヨークで Center for Urban Pedagogy（都市教育学センター、以下 CUP）が設立されたことによって初めて 理論と実践が架橋された。CUP は多様な属性が暮らすニューヨークで、よりよい都市生活を支援す るために、一般市民とデザイナー、そして政策立案者が協働で都市の社会システムを解明すること で、一般市民の都市へのリテラシー（読み書き能力）を引き上げようとしている NPO である。本論は、 日本においてもより多くの一般市民が都市を政治的／社会・技術的／生産的空間として使いこなす ために、日本の文化や制度に適合した Urban Pedagogy が要請されるのではないか、と仮説づける。 本論の目的 以上を前提に、本論は近年希求されているボトムアップ型都市改善計画の日本での活発化を見据 えて、その前段階として都市に暮らす人々の都市リテラシー向上を目的として、都市教育学や参加型 デザインについて整理し、日本での実践について展望を記す。 本論の構成は、まず第 2 章において Urban Pedagogy の概念を整理したうえで、アメリカ・ニュー ヨークで住民と政策立案者を結びつける役割を担う CUP の活動について解説する。その上で、第 3 章においてスカンジナビア半島における労働運動に端を発した参加型デザインの歴史を解説しつ つ、具体的な参加型デザインにおける手法（生成的ツールキット）について明らかにする。さらに 第 4 章では、ケーススタディとして日本における移民問題を取り上げ、不法移民が日本で暮らすこと を支援する研究会学部生の活動について述べる。第 5 章では結論として、日本でボトムアップ型都 市計画の活況を呈する前提として、一般市民に対して都市への眼差しの教育を行う必要性と今後都 市をどのように取り扱うべきか、その課題と展望を明らかにする。

2. 都市教育学及び CUP とはなにか？ 都市教育学 本章では、Urban Pedagogy の概念を都市建築的／教育的側面から明らかにすることを試みる。 従来、都市空間は地理学／政治学／美学／建築学的側面から研究がなされることが通例となってい たが、都市での経験に焦点をあて、その経験に根ざした教育的実践と省察に対する学術的蓄積は 未だ十全とはいえない。 Dobson は、 「都市的文脈で暮らし学ぶことは、都市の経験を認識し理解することを促す」[Dobson 2006: 101] と述べているが、Urban Pedagogy は都市を社会生態学的視点から解明を試み、都市生 活者の「教育」に応用しようとする態度である。シカゴ学派の都市社会学者であるルイス・ワース は『Urbanism as a Way of Life（生活様式としてのアーバニズム） 』において、 「人間の生態系は、 人間とその人の居住地との関係性には関心がなく、人間とその居住地のあらゆる要素に影響された 人間との関係性の方に関心がある」[Wirth 1964: 180] と述べ、都市を多様な属性の人間が暮らし、 それぞれが異なる社会技術的な問題にさらされている複雑系の生態として捉えている。その姿勢を引 き継ぎつつも Urban Pedagogy の最も重要な特徴は、 「やりながらまなぶ（Learning by doing） 」精 神を経験することを通して、 都市経験の理解を深めつつ、 自己形成（bildung）過程を体験する所謂「経 験の教育学（erfaringspedagogikk） 」的側面である [Dobson 2006: 102-103] といえるだろう。 都市経験を深めるためには 3 つの段階があり、 （1）都市の遊歩者（フラヌール）となること （2）五感を鍛えること （3）コード／記号／商品文化へのリテラシーを高めること とある。[Dobson 2006] 最も自然なふるまいとしての歩行も、近代以降の都市においてはもはや教育学的・政治的、ある いは軍隊的な目標でさえもあった。それらは、都市計画家や建築家のみならず資本保持者にとって、 創造的な空間の再認識と再経験にさえもなりえる。他方、私たちが個々に所持している都市のイメー ジは、有意識／無意識問わずして、私たちがどのように都市を経験しているかに関わっているため、 ボードレールやベンヤミンが指摘した「フラヌール」や、ド・セルトーの「戦術」 、あるいは状況主 義者の「漂流」などの概念を自在に操ることで、都市空間の経験を身体的に創造的な仕方で高め ることができるとされる。そうして感覚器官を通して知覚した都市での経験を、政治的／社会技術的 表象として読み取り、自分自身や自分の親類などと都市と関連づけて学ぶことで、自己を（再）形

成し、都市での経験がより深いものとなる。 よって Urban Pegogy の実践者は、都市経験の形成と省察を繰り返すことを求められる。そして、 その省察は、多領域横断で実施されることが望ましく、異なる領域の知見から都市での経験が解釈 されるべきとされる。都市の歴史構成や文化記号の再表象、住環境、一般市民の健康と安全など、 都市問題を興味関心に基づき選定し、それらを意識下に置きながら都市を遊歩し、五感で知覚し、 都市を政治的／社会技術的空間として再解釈することを通して、自己の再形成化を図るのが都市教 育学であると定義づけられるだろう。 CUP とはなにか？ 都市を政治的／社会的空間として認識する Urban Pedaogogy という概念を前提としながら、実践 活動を展開しているのが CUP である。CUP はデザイナー・都市計画家のデイモン・リック（Damon Rich）を中心として、都市が一体どのように機能しているのかという関心のもとに、デザイナーや建 築家、アーティスト、映像作家らが集結し結成された。彼らはアートとデザインの力を援用することで、 意義のある一般市民の社会参画を実現しようと試みており、CUP のプロジェクトは多様な利害関係 者と協働で複雑な都市政策を紐解き、都市における問題発見／解決を参加型で実施することで、一 般市民の都市へのリテラシーを高めることが目的とされる。 CUP は 一 般 市 民 の 社 会 参 加 へ の 手 段として、 青 少 年 教 育 プ ログラム（Youth Education Program）と地域教育プログラム（Community Education Program）の二つのアプローチを採用し ている。地域教育プログラムでは、支援団体や政策専門家、デザイナーが協働でワークショップ運 営や出版物制作、ツールキット作成を目的としており、特定の場所における特定の団体と共に、彼 らが本当に知る必要がある重要な政策システムを解明することが狙いである。一方、青少年教育プ ログラムでは、主に高等教育機関のカリキュラムと連動し、学生がニューヨーク市内をフィールドワー クやインタビューを通して、街の基本的なシステムがどのように機能しているのかについて調査してい る。 CUP の代表的なプロジェクトを紹介するのならば、ヴェンダー・パワー（Vendor Power）が挙げ られる。ヴェンダー・パワーは、ニューヨークの街角でホットドッグ等の軽食を販売する行商人のた めのプロジェクトであり、街路で商売を行う際の規則や法制度をわかりやすく伝えることが目的であ る。どのような手順を踏めば街の道路で商売をはじめることができるのか、どれくらいの幅のテーブ ルなら街路に設置することができるのかなど、シンプルで理解しやすいグラフィックポスターに、行 商人たちが必要な情報が 5 ヶ国語で記載されている。このポスターを使用すれば、理解しづらい規

則や法律文書を解読することなしに、低所得者層が自らの手でビジネスを開始することができるし、 不必要な罰金を警察に搾取されることも避けることができる。 以上の例に明らかなように、 CUP のプロジェクトは都市生活者の中の特定の属性をターゲットにし、 彼らが抱えている諸問題を政策立案者と共に調査し、それらを法律的／社会的／技術的視点から紐 解いた上で、デザイナーと協働でポスターとして編集・公開することで、一般市民の都市への解像 度を引き上げる支援をしている。この意味において CUP は古典的な参加型デザインの手法を採用し 一般市民包摂型のプロジェクトを展開しているともいえるだろう。 また、CUP の多様な活動の共通点として、以下の五要素が挙げることができる： １）ユニークで予想外なコラボレーションを実現すること ２）視覚伝達コミュニケーションに依拠すること ３）現実世界で有用なプロジェクトへ昇華させること ４）社会的正義へスポットを当てること ５）楽しんで、愉しませること （Center for Urban Pedagogy 公式ウェブサイトから抜粋） これら 5 つの要素を共通要素としつつ活動を展開することで、CUP は都市教育という複雑で難解 なテーマを明快に、ときにユーモラスを含みながら市民に伝えることができているのだろう。本章で は、Urban Pedagogy という概念を紐解きながら CUP の活動について概観したが、次章では CUP が手法として採用している参加型デザインの歴史とその有用性について明らかにすることにする。

3. 参加型デザイン 現在、ユーザー参加や市民主体という言葉は広く使われるようになっているが、Participatory Design（以下 PD）とはユーザーがデザインプロセスに初期段階から関わること、また、PD の 歴史を紐解けば、ユーザー側の権利の主張から始まり、多様なステークホルダーを巻き込み合 意形成を取る手法であることが分かる。PD は都市計画や建築の分野だけでなく、HCI や CACM （Communications of the ACM）、CSCW（Computer-supported cooperative work） などの 幅 広 い分野で応用されているが、本章では PD の発端でもあるスカンジナビア半島における労働運動か らその歴史をたどり PD の解説をすることと、PD における生成的リサーチ手法について以下に解説 する。

参加型デザインの歴史 産業革命以降、発展し続けたテクノロジーは労働環境にも影響を及ぼし、工場にコンピュータシ ステムを導入し、労働者に労働条件の変更を余儀なくした。それに対して最も影響を受けるであろう 労働者たちが、労働力を支配されることや自らの労働力の削減を恐れ労働者自身の権利を主張した。 このような主張を労働者自身が行うことによりヨーロッパの多くの国々で、法律や契約を技術導入に おける影響に関して経営者と労働者間の共同を義務付け、労働者は技術介入の過程に影響を与える 幾つかの方法に気づくことができた。これらの思想は労働者により力を与え、 労働者の声を聞き取り、 労働条件を改善するというマルクス主義の考えに触発されている。 その後も、労働者と経営者間の関係において PD は発展した。新しい技術の設計と導入によって 経営者の利益だけが提供されていると懸念していた研究者は、労働組合との関係を確立し、交渉の 場での労働者の地位を強化し、工場担任との技術的および組織的能力を築くことができた。労働者 と経営者の相互の関係性を多様化させるような戦略は、ノルウェーで初めて実験された NJMF（The Norwegian Iron and Metal Workers Union）プロジェクト [Nygaard 1979] である。従来は労働組 合がコンピュータ技術について十分な情報が得られず、選択肢は少なかったが、これにより彼ら自 身の仕事に対してどのような方法を得るべきなのか、どの技術を実施しようとしているのかという経営 者の判断を受け入れることができるようになった。 これを受けてヨーロッパでは、スウェーデンの DEMOS（DEMOkratiske Styringssystemer）プロ ジェクト [Ehn and Sanberg 1979] やデンマークの DUE（Demokrati, Udvikling og Edb）プロジェク ト [Kyng and Mathiassen 1982] などが広まった。その結果、より良い情報提供や共同契約および 新規技術に関する経営者側の情報を知る権利を主張できる国の法律の整備により、より労働者側の 交渉力は高まった。それにも関わらず、労働者は引き続き困難を感じていた。なぜなら、管理シス テムの目標と戦略は新しいシステムに組み込まれ、組織の権力配分によって強化され、労働者のニー ズや関心に合わせて技術を変更することが困難になるといった状況を生み出していたからである。 そこで、作業環境とその質をの向上を目指すなかで、労働者の立場をより引き上げるためのコン ピュータツールと環境を施策し設計することを狙い、アイディアが探求されたのが UTOPIA プロジェ クト（1981-1984）である。UTOPIA プロジェクトで開発されたプロトタイプは実現には至らなかった が、労働者参加のための新しいツールと技術が得られた [Ehn 1989]。このような Nygaard から始ま り拡張したヨーロッパでの PD の活動を、Bjerknes は『Computers and Democracy』[Bjerknes 1987: 4] において「Collective Resource Approach」としてまとめている。 「Collective Resource Approach」とはコンピュータのシステム開発における設計プロセスにおいて、労働組合やエンドユー

ザーのあり方、複数の専門家の立場の観点や関心、葛藤および参加の重要性を示したものである。 また、このような産業の民主化を経てオブジェクト思考プログラミングにとって重要なコンピュータ言 語 SIMULA（1965）の発明につながるなど、コンピュータシステム開発の分野での発展にも影響し ていった。 1990 年、Partipatory Design に関する国際会議（Participatory Design Conference、以下 PDC とする）が開かれた。ここでは、スカンジナビア半島における労働運動の一つであるノルウェーに おける「Computers and Democracy」が具体例に扱われ、HCI や CACM、CSCW の専門家が多く 参加し、労働環境をも変えうる社会とはなにか、情報プロセスの必要性などが議論された。PDC は 2017 年現在まで 2 年毎に行われており、2018 年にはベルギーで開催されるが、PDC が扱う範囲は コンピューターシステム開発はもちろん、プロダクトデザインやサービスの設計、建築や空間設計、 情報通信技術、人類学、社会学、メディア研究、芸術など非常に多様な領域に広がっている。 例 え ば、1971 年 に マ ン チェスタ ー で 行 わ れ た デ ザインリ サ ー チ 学 会 主 催 の「Design Participation」カンファレンスが挙げられる。本会議においては経済・デザイン・建築・プランニン グ・デザインリサーチ・機械工学の分野の発表がされたが、その成果をふまえデザイン学研究者で あるクロスは『Design Participation』（1972）において「私たちは、決定する際に参加するだけで なく、 アイディア生成の際にも参加することが可能になった」 [Cross 1972: 122] と述べている。つまり、 ユーザーは設計プロセスにおける初期段階（アイディア生成）から参加することが重要である、とい う指摘がなされたのである。また、クロスは生成から関わる参加の有り様が 1970 年すぐに起こるこ とではないとしながらも、来世紀（21 世紀）には参加のあり方が革新的に変わる時代がやがてくる とも指摘している。事実、共同デザイン (co-operative design) からコ・デザイン、あるいはユーザ・ イノベーションといった言葉が多く使われるようになったのは 21 世紀に入ってからのことであった。 アクションリサーチに基づいた生成的リサーチキット PD におけるユーザーの位置づけは依然として様々な議論があるが、PD の体系化がユーザーを巻 き込んだデザイン方法（プロトタイピング、フューチャーワークショップ、デザインゲームなど）の研 究や開発、実践に寄与し、多様な生成的リサーチ (generative research) の手法が進展したことは 事実である。生成的リサーチにおける手法は、 「共有」 「試作」 「実演」という三つのプロセスに大 別可能だが [Eva 2012]、 「共有」「試作」「実演」のプロセスは不可分であり、反復的なユーザ参 加のプロセスを要請する。そのため全てのテクニックとツールは独立して考えることは不可能である ものの、柔軟なツールとテクニックとしてそれぞれのプロセスにおいて代表的な手法を挙げる：

物語を「共有」する

「共有」段階では、観察やストーリーテリングのような民俗学的な手法を参照することで、参加型 の枠組みへと引き込むことを目的とする。参加者に日々の行動を省察させるための民族学的なツー ルと手法は数多くあり、著者によって推薦する手法は様々である。例えば、リンデ（Linde）とジョ ンソン（Johansson）は、物語りを促すためにゲームを紹介している [Johansson 2005]。そのよう な診断的物語は、デザイナーが他領域の利害関係者とのコミュニケーションを円滑にする役割を担っ ている。 そこで、単に参加者の現状を調査するだけでなく、新しい視点からの調査手法へと転換していく 始まりとなったのが未来志向型ワークショップを行なったユンク（Jungk）とミュラー（Müllert ）[Jungk 1987]、異化メタファーを用いた手法を紹介したケンジング（Kensing）とマドセン（Madsen）[Kensing 1991]、「プロボタイプ」 （刺激するプロトタイプ）の導入を提案するモーエンセン（Mogensen） [Mogensen 1992]、ゲイバー、ダンと（Pacenti）[Gaver 1999] などの作者である。具体的には、ユー トピア的視点を応用させることで、一般市民を社会変革のプロセスに包摂する「未来志向型ワーク ショップ」や、参加者の慣れ親しんだ場所を、あえて異なる視点からの比喩を用いることで描写する 「異化メタファー法」、デザイナーとユーザの対話を促進し、状況主義者のように未来と現在のイメー ジを歪めることで探求する「プロボタイプ法」がある。これらの手法は、最終的には参加者の労働 環境に対する調査や学び、深い理解を手助けする「もしも ... なら」という疑問を提起することが利 点である。 プロトタイプを「試作」する 「つくる」の段階は、 プロトタイピング、 探査、 共創のための生成的ツールの使用によって実現される。 はじめに、参加型プロトタイピングの手法は、模型と紙などによる簡易的なプロトタイプを含む。 これらのツールは、他領域感での共通言語となり、ワークショップにおける意思疎通を容易にする。 例えば「ユートピア・プロジェクト（The UTOPIA project） 」は、新聞の生産現場において熟達した 労働者とデザイナーの間をうまく結ぶために、大掛かりなキットゲームを採用したことで有名である。 この手法は、Bødker と Grønbæk による恊働型プロトタイプの一例として見ることができるだろう。 比較的新しい手法としては、ヘンリー・サノフ（Henry Sanoff）が提唱したペーパー・プロトタイプ であり [Sanoff 2010]、この手法では、人間を取り巻く住環境を調査／設計するために、柱や木材 などの物理的な要素を紙で簡易的にプロトタイプすることで、参加者のデザイン行為を援助している。

一方、ミュラー（Muller）によるピクティブ（The PICTIVE）は、新型ソフトウェアがどのように機能 しうるかをユーザに思考させるためにプラスチックアイコンを提案した [Muller 1993]。 参加型調査であるカルチュラル・プローブは、ユーザをリサーチャーとして参加させることで、ユー ザの情動的な反応を採集する手法であり、リサーチ主導からデザイン主導へと調査設計がなされて いることがわかるだろう。質問付きカードや日記帳、使い捨てカメラを探査キットとして紹介したゲイ バーがいる一方で、 ダンとレイビーは全く異なる仕方で情動的なリサーチ結果を収集した。彼らは『デ ザイン・ノアール（Design Noir） 』で、彼らがデザインした家具を参加者に貸し出すことで。家具と 参加者の相互関係をリサーチとして暴き出したのだ。[Dunne 2001] 最後に、共創のための生成的ツールは、デザイナーではない人々に彼ら自身の思考を表出させ、 未来を推論する手助けをする。一般的には、生成的ツールと手法は、没入作業帳や日記、とある１ 日の記録（A Day In The Life）、イメージ・コラージュ、認知地図、ファスナーモデリングなどで構 成されるだろう。 ありうる未来を「実演」する

「実演する」段階は、観劇からのアイデア創出やシナリオの策定、小道具や模型、プロトタイプを 使用したステージ上での実演で構成される。 この段階では人々がありうる未来を想像し、行動することが求められる。主に人々は実際に身体 を動かしながら、アイデアを思考し表現する。例えば、フォーラムシアター [Boal 1974] のように演 劇に影響を受けた手法では、聴衆に役者や監督などの役柄を与え、彼らに即興的に役に徹すること を愉しんでもらう。「もしこうだったら」[Stanislavskij1940] や「役割演技」[Burns 1997] などの手 法も参照しつつも、この種の実演／再現手法は、参加者のアイデア創出を促し、提案に対する変化 を恐れない姿勢をも生み出すことが目的とされる。 実演することは、人間と人間の行動に基づく物語やシナリオに依拠している。シナリオは、提案 自体を模擬的に再現してみることであり、それによって参加者に、未来における彼らの経験や行動 はどのように変容しているかを推論させる。実演されたシナリオは、ビデオ録音で記録されるか、解 説文と共にスナップショットで記録される。 ステージ上での実演は、この段階において重要なステップである。Bødker と Buur [Bødker 2002] は、人々が舞台上でどのように有形となった小道具や模型、プロトタイプと相互作用するかを 観察する重大さを訴えた。実際に物を手にしてフィジカルな体験をすることによって、参加者は未来 におけるより現実的な使用背景を想像しやすくなる。同時に、デザイナーは「ボディーストーム」と

呼ばれる、ユーザと全く同じ状況でプロトタイプを体験する手法を実践すべきである。実際の文脈で シナリオを再現することは、よりよりアイデアを実現する参加者たちとより親しくなることでもあるの だから。 本節では、参加型デザインにおいて、どのような手法とツールが使用されているのかをまとめ、参 加型デザインにおける生成的リサーチツールの有用性と重要性を明らかにした。本節での解説を通 して、参加型デザインは「共有」 「試作」 「実演」の 3 段階に分節され、それぞれに有効なツールと 手法が様々な実践者によって研究／実践されていることが理解できた。次節では、日本の都市にお ける諸問題を定義づけ、その問題に一般市民参加型の手法を用いてアプローチすることで、都市教 育学を日本で展開する過程を紹介する。

4. ケーススタディ : 移民制度 問題背景 現在、中国や東南アジア、南米から日本へ渡ってきた不法移民の数は推定 22 万人であり、彼ら のような不法移民の仕事は低賃金で不安定、ときには危険が伴うものすらある。彼らのほとんどは、 入国管理局から懲戒処分を受けることを恐れて、ひそかに暮らすことを強いられてしまう。そのよう な社会的弱者である移民たちに対して、日本社会はほとんど手を差し伸べることすらなく、彼らは搾 取や濫用、人権侵害の被害者であるとも言える。日本女性 1 人に対する出生率は 1.29 人であり人 口置換水準を下回っているため、今後より多くの移民が雇用機会や難民保護、よりより生活を求め て日本を訪れることは想像に難くない。しかしながら、 日本の厳格な移民政策は極めて申請が難しく、 しばしば法的手段による達成が不可能でさえあることもある。 日本国籍は、日本で出生するか、帰化することで授けられる。帰化の条件としては、最低でも 5 年間は日本で暮らしている必要があり、通常帰化申請は 8-10 ヶ月程度に時間を要する。しかしなが ら、国籍法第 5 条で規定されている基準は極めて徹底したものである。少なくとも 5 年間に渡る日 本生活の経験に加えて、志願者は 20 歳以上でなければならず、品行方正で、過去の非行歴がなく、 自立した生活を送るにあたった十分な資金と能力を持ち、現在の市民権を放棄しなければならない。 審査過程は非常に厳格であり、日本で暮らす手段を探すために多くの他の申請を誘発しうる。 さらには、点数準拠型システムのため、高い技術を保持した専門家には優先的な移民待遇が用 意されているが、不法移民は、法務省から特別な許可が降りた場合のみ日本に在留することができ

る。技術をあまり持たない外国人労働者は、 「技術研修インターン」ビザを取得し 2 年間のみ日本 に住むことができるが、必ず帰国することが条件づけられている。多くの移民は、エスコート役やダ ンサー、AV 女優として「観光ビザ」を使用して来日するが、彼らの多くは超過滞在をする傾向にあり、 名前を変更したり、偽造の身分証明を作製していると予想される。 証明写真と在留状態を示した在留カードは、すべての移民に対して日本の法務省から発行される。 在留資格を変更したり、在留可能期間を延長したり場合は、外国人移住者は最寄りの地方移民管 理局に申請書を提出しなければならない。もしこの申請プロセスに不備があると、在留状態は不法 移民カテゴリーとして割り当てられてしまう。彼ら自身に責任がないのにも関わらず不法在留だと認 識されてしまう危険性のある移民たちが、今回実施したケーススタディの対象者である。 仮説 / デザイン実践 本ケーススタディは、不法在留であると認識されうる危険性のある移民を対象者に、彼らが合法 的に日本で生活を送ることができるように移民制度の諸問題を明らかにすると同時に、簡潔で理解し

やすいガイドを制作し、必要な情報を正確に伝えることである。移民たちは、彼らの移民状態を確 認するために必要な手順や、彼らの権利について認識していないことが多いと考えられる。そこで、 本実践では、法務省や不法移民支援団体、不法状態で日本で生活を送っている移民や彼らの権利 を保護する団体など、外部の公的機関と協働で行うことを前提にガイドを政策する。制作したガイド を地方自治体や地方移民管理局などにも設置することで、問題に直面している移民だけではなくて、 興味のある人が問題を知り、学ぶ機会としても提供したい。なお、ガイドで示されるシナリオは、全 ての興味を抱いてくれた人や問題に直面した人には適用することができない可能性がある。法務省 が不法移民に対して認可を受けるかもしれないが、この認可は状況依存であり、かつ政治的なニュ アンスを含むためだ。[1] いずれにしても、公的機関にはできる限り多くの人が理解できるサービスを提供する社会的責務が ある一方、サービス提供者の負担軽減も考慮にいれなければならない。そこで移民局職員の仕事 を容易にするためにも、どのようにすれば最善な形で移民政策について伝達できるのか、人々が政 策のどの部分に注意すべきか、といった問題をコミュニケーション可能にすることが求められる。そ こでケーススタディは、参加型デザインの文脈において移民局職員と不法移民とのワークショップに むけたプロトタイプを制作することを計画している。 プロトタイプ イントロダクションとダイアグラム、ガイド、ケーススタディをコンテンツとして、A2 判型のポスター を制作する。前述のガイドは、A5 判型まで折り畳み可能なブックレットである。 制作したプロトタイプのバージョン 5 が現在の最終版であり、フィールドリサーチでも使用したも のである。 本章の結論と今後の展望 どのような参加型デザインであれ、重要であるのは参加者を等価に扱い、初期の段階から彼らを 包摂することである。本プロジェクトは全体を下記のように分節し、すべての段階で移民問題を抱え る一般市民を参画させるものとする。 １）問題発見 ２）問題解決 ３）デザイン

Barriers to Legal Immigration The points-based system provides highly skilled foreign professionals with preferential immigration treatment. An illegal immigrant may be able to stay in Japan legally only if he or she obtains special permission from the Minister of Justice.

４）プロトタイピング ５）評価 以上の 5 段階を踏むごとに、本プロジェクトの目標を達成するためには、どのように進行させればよ いのかというヒントや着想を毎回得ることができた。振り返ってみると、そもそもの仮説と実際の結 果は大きく異なっており、予想していたよりも遥かに多くの困難があったことも事実である。段階ごと に小さな修正を繰り返すことによって、現在の形に収束したと言える。 私は、さまざまに異なる移民状態にある移民に協力を依頼することにした。日本での在留期間の 延長を計画している人や、日本市民として帰化しようとしている人などに研究への手助けをいただい た。3 つのラピッド・プロトタイピングを急いで制作したが、より多くの移民の方々への協力を仰げ ばよかったかもしれない。 私がインタビューを実施した相模原在住のフィリピン人ダンサーであるレオニドス・アルポン （Leonides Arpon）は、エンターテイメントビザの延長を希望していた。彼はごくわずかな日本語し か話せないため、移民制度に関する情報を詳細に集めることには強い困難を味わったという。制度 への申請過程は通常よりも長い 6 ヶ月の期間を要し、それは単に彼が居住証明書を紛失していたこ

とと、申請書への判子の押し方を誤っていたことに起因する。彼は私がデザインしたパンフレットか ら大まかな基本的な情報はすべて理解できたと言っていたが、依然どこか彼特有のケースに即した 詳細情報が欠けている気がしたと述べた。 次に私がインタビューしたのは、オーストラリア市民で、日本国籍は所持していなかったが、移民 としてビザ申請をしていたイヴァン・ショート（Evan Short）である。彼は現在 2 年間の技術訓練ビ ザで日本に滞在しており、より長く在留して働きたい意思を持っている。彼は帰化することもビザの 延長も望んでいないが、パンフレットに掲載されている情報には、彼の将来に役立ちそうなものが多 いという。彼は、この情報をインターネットにアップロードし、日本にいながら何らかの理由でこの 情報を欲しているすべての人が参照できるようにした方がいいと述べた。また、主題を拡大し、同時 に個別のビザのための説明をより詳細なものにした方がいいことも助言してくれた。 最後にインタビューを行ったのは、インドから来た東京工業大学大学院の学生、パーソジット · チャ クラボーティ（Parthojit Chakraborty）である。彼は修士号を取得したあとも 、永久的に日本に移住することを望んでいる。多くの場合、彼は出身国とその大使館から追加資料 を取得し、その取得は 3 ヶ月間の期間を要するという。三段階のプロセスの分割は、より詳細に行 う必要があるように感じられた。 改善余地のある第一の点としては、情報の整理である。私は、ユーザに理解してもらうために、よ り簡単に理解可能な図版を用いることで情報を編集した。バージョン 1 では、目標のゴールに達す るためには 2 つの道が存在するという誤解を招きやすかったが、ユーザにジグザグに視線を動かせ ているのが原因だと判明した。 二つ目の点としては、フォントの変更やレイアウト変更に至るまで、小さな点でいくつかの修正点 があった。しかしながら、インターネットの簡素なシンプルファイルを眺めるのと何ら変わりはなく、 現在のようなダイアグラムも全く存在していなかった。 三つ目としては、イラストレーションを加え、より目立つメディアにしようとメインカラーの設定を変 更した。 四つ目としては、折りたたむことを考慮したときに、より理解しやすいようにページの順序を変更 した。同時に整列のルールも統一した。 最後の段階としては、私が目指していたデザイン要素をある程度は満たしたものになったように思 う。しかしながら、フィールドリサーチで得た結果を踏まえつつ、よりよいデザインへと昇華させるこ とが可能であると感じている。依然改善の余地は多く残されているし、 よりインタラクティブなインター フェースとして設計したり、詳細情報も掲載したウェブサイトとして開設することも考えている。帰化 や在留延長のために人々が物理的な情報を求めて無駄な時間を過ごさないためにも、容易に入手

可能な形態として本プロジェクトの成果を発信したい。

5. 結論と今後の展望 本論は Urban Pedagogy や参加型デザインに関する歴史の整理を通して、日本における Urban Pedagogy を展開 するためのを基 礎 的な文 脈の位置づけを試 みた。さらに、日本型の Urban Pedagogy を検討するにあたり、日本独自の問題の一つを象徴する「移民受け入れ」をとりあげ、 日本に居住している不法移民が直面している複雑な移民制度に関する情報のアクセシビリティを高め る試みを行った。引き続き、都市を多様な属性の人間が暮らす社会生態学的な視点で切り取り、多 様な都市生活者に関する理解の向上について引き続き検討していくことができればと考える。今後、 日本においてさらに多様な都市生活者を包摂するのであれば、より複眼的に都市を捉える必要があ るだろう。

1. Introduction This thesis surveys the world trend of urban planning by citizen, and defines en urban practice that desire in the todayĘźs urbanism. Then we describe the way to promote literacy that need to live in urban.

Background Bottom-up urban planning is drawing attention, which means not only urban planners and architects, but also citizens living in the city intervene in public spaces. Citizens or private companies independently try to improve their city inexpensively and quickly on a small scale.

Against the backdrop of such bottom-up intervention in the city, there is a rapid change in the city environment due to rapid increase in urban population. According to the report of "2014 Revision of World Urbanization Prospects" by the United Nations, the percentage of the population of urban area is 54% of the world population in 2014, and will be 66% in 2050. It is predicted that overpopulation and urbanization will proceed drastically worldwide. Following that, one can easily imagine that one will face various urban problems such as housing, infrastructure and employment. However, conventional top-down solutions by city planners take too much time and need huge capital. Moreover, it seems to be impossible to control the complex problem of the social technology. Therefore, quick and low-cost city improvements by active citizens are required.

Bottom-up Urban Planning Tactical Urbanism started spontaneously in cities in the West Coast of United States. It was first mentioned in "Uneven Growth: Tactical Urbanisms for Expanding MegaCities" at MoMA in 2014 and "Tactical Urbanism: Short-term Action for Long-term Change" written by Mike Lydon and Anthony Gracia in 2015. Started from those, small scale actions were recognized as a social movement.

Today, organizations working on community design or social design have been getting more recognition, and interventions into urban area as a design researcher are increasing. A

British group of architects named “Assemble” involved residents to revitalize local communities and won the Turner Prize, a prestigious modern art prize for architects. This however, is just the beginning in the rise in popularity of Tactical Urbanism as a field in itself. As explained before, small scaled bottom-up city planning is expected to make better urban environments that are more livable, resilient and evolving. This trend has also recently garnered attention in Japan.

Today, organizations working on community design or social design have been getting more recognition, and interventions into urban area as a design researcher are increasing. A British group of architects named “Assemble” involved residents to revitalize local communities and won the Turner Prize, a prestigious modern art prize for architects. This however, is just the beginning in the rise in popularity of Tactical Urbanism as a field in itself. As explained before, small scaled bottom-up city planning is expected to make better urban environments that are more livable, resilient and evolving. This trend has also recently garnered attention in Japan.

Japanese case study n Japan, also the use of public space by citizens are spreding. Akiko Miyaguchi and Hidenori Kasagi formed a group of “mi-ri meter” and had started looking at the behavior in the public space before the word "Tactical Urbanism" was used. In 1999, under the project named "MADRIX", they spread a plastic seat on which a room layout was printed on the street in Shibuya. “mi-ri meter” have been accumulating implementation in urban public space. In 2017, they hold "URBANING_U" and led participants to use public space as their own space. Mi-ri meter work in such the micro-perspective.

In the meantime, “sotonoba”, a web magazine specializing in public space, revitalized the use of the outdoors through its many publications. Bottom-up action is small scale and is done by citizens, so it is important to share information between participants efficiently macroperspective. In addition to their web magazine, they organize a laboratory, often hold events to enhance understanding about public spaces, and create award. “Sotonoba” creates platforms to make Japanese outdoor life rich.

Tactical Urbanism Japan focuses on tactical urbanism which is one of the ways of

using urban public space, and they try to make Tactical Urbanism become popular in Japan. In 2017, they held a workshop in which they learned about Tactical Urbanism and did some pilot programs in Marunouchi, Tokyo.

Just like the world trend, communication design and social design are being watched in Japan too. One of the reasons for this trend is the Great East Japan Earthquake. When disaster strikes, the government cannot take care of details, as it takes time for decisionmaking and there are often not enough funds. Citizen's independent actions are promoted in such emergency situations. Even so, this is not enough in Japanese society, and citizens need to improve their ability to understand and evaluate Tactical Urbanism and Urban Pedagogy.

Necssity of Urban Pedagogy However, who intervenes in urban spaces is only limited to specific people such as studying architecture or urban planning.

We suggest Urban pedagogy as a way to increase the use of public space by ordinary citizens. Urban pedagogy is a concept that creates urban awareness in a shared political and social space. In 1997, Center for Urban Pedagogy(CUP) was established at NY to connect this theory with real life practice. CUP supports urban well-being and bringing about a deeper understanding of the city among citizens.

We think Japanese need Urban Pedagogy as a stage before citizens take an action.

Aim Accordingly, this treatise aims at the improvement of urban literacy of Japanese people, summarizes Urban Pedagogy and participatory design and makes its Japanese context clear.

We first, describe the background and significance of participatory design. Next, we focus on the Center for Urban Pedagogy as an action that connect citizens with city, and explains what Urban Pedagogy is with respect to the Center for Urban Pedagogy. Finally, we introduce our action that support illegal immigrants to live in Japan. In conclusion, we would like to propose an urban pedagogy for citizens to improve urban literacy in Japan.

2. What is Urban Pedagogy and CUP? Urban Pedagogy In this chapter, we tried to elucidate a notion of Urban Pedagogy in terms of Urban Studies and Education Studies. Although urban space has been studied from the perspective of geography, politics, aesthetics, and architectural studies, there is still space to explore it based on urban experience and its educational aspect.

In his paper, Stephen Dobson claims ʻLiving and learning to live in an urban context entails an awareness and understanding of urban experienceʼ[Dobson 2006: 101], and he defined Urban Pedagogy as a notion of trying to demystify the city from the socio-ecological view and to apply it to educational field. Louis Wirth, a scholar belongs to Chicago School, stated ʻHuman Ecology [is] less concerned with the relationship between man and his habitat than with the relationship between man and man as affected, among other factors, by his habitatʼ.ʼ In his book « Urbanism as a Way of Life»[Wirth 1964: 180]. He regarded the city as the place where various types of people are living together, are interacting each other, and having complex socio-technical ecology. Accordingly, one of the most important charactaristics of Urban Pedagogy is to deepen understanding of urban experience and to have « pedagogy of experience (erfaringspedagogikk)« through ʻlearning by doingʼ sprit. [Dobson 2006: 102-103] We have three ways of practicing urban experience: 1) The flaneur 2) Educating senses 3) Signifiers, codes and commodity culture [Dobson 2006] Political and Pedagogical walking as our common everyday activism could be re-recognition and re-experience for urban planners, architects, and ordinary people. Otherwise, the image of city depends on how we experience urban space both consciously and unconsciously, if we use the power of notions of creative style of walking like The Flaneur, De Certauʼs tactics, and situationistʼs derive, it would be possible to enhance urban experience. By decoding those sensuous urban experience in sensuous ways into political and socio-technical representation and by connecting them to him/her-self, we could archive self-formation.

Therefore, practitioners of urban pedagogy have to compose their urban experience and

its reflection. Then, its reflection and understanding of the urban should be conducted from the perspective of trans-disciplinary knowledge. In order to be a practitioner of urban pedagogy, first you select each problem based on your interest, and secondly you walk in the city like the flaneur. Finally, we found out that urban pedagogy is defined as re-self-formation through interpreting the city as political and socio-technical spaces.

What is CUP? Considering that Urban Pedagogy focuses on the understanding of the city as a political/ social space in urban context, the Center for Urban Pedagogy (CUP), founded in 1997, in New York, uses practical activities to turn towards the potential civic engagement changes. Initially, CUP was created by artist-architect Damon Rich who was in collaboration with a range of actors including a designer, an architect, an artist, a media activist and a filmmaker. Together they researched how the city works and envisioned to empower the engagement of all citizens to ctachange the context of their surroundings, and all that through the power of art and design.

Nowadays, CUP projects mingle various stakeholders from designers, artists, policy-makers to citizen groups and gather input on urban policiesĘź issues. Their final goals are to empower individuals through literacy on the city where they live.

CUP applied two approaches as a way of citizen participations: Youth Education Project and Community Education Project. In Community Education Program, they work with community group, policy makers, and designers together. The aim is to demystify how important systems in the city work having workshops, publications, and toolkits providing them what they really need to know. In Youth Education Program, cup is mainly connected with high schoolĘźs curriculum and conduct fieldwork and interveiws with students in New York City for researching on how the city works.

One of the most famous project in CUP would be Vendor Power. Vendor Power lets less-paid workers know rules and systems that could be important when you start your own business on the street of NYC. For example, how big furniture you can install on the street, those kind of rules that are needed to know if you sell people hotdog or something like that on the street. CUP finally made posters that have a simple and understandable graphic information in five languages. This poster enables you to understand rules of street vendor without reading

difficult law documents and to start your own business in efficient ways.

Focusing on specific urban dwellers and their unique problems, CUPʼs project conduct research project with policy makers and then demystify their problems from the perspective of Legal, social, and technical views. In the end, CUP try to enhance literacy of ordinary people who are living in the city using the power of art and design. In this way, we can say that CUP applied participatory design to problem-solving in the urban area. n addition, all of the CUPʼs project is based on five elements below: １）Unique and unexpected collaborations ２）Visual communiation ３）Products that are useful in the real world ４）A focus on social justice ５）Fun and funny (This is refered to the official website of Center for Urban Pedagogy.)

CUPʼs projects break down the notion of Urban Pedagogy and conduct actual research project. In this chapter, we found out the role of CUP and the notion of Urban Pedagogy, and we will try to focus on Participatory Design as the method that CUP alway refers to and how tools and methods of Participatory Design work in the context of Urban Pedagogy.

3. Participatory Design Nowadays words such as user participation and citizen leaders are being used more and more in academia, especially in the field of design research. Participatory design (PD) is unique in that the user is involved in the design process from the very start. In Japan, when one talks about participatory design, it is often associated with a fun cooperative activity during later stages of the design process. However, if you look at the history of participatory design, you can see that it arose from a necessity for users to fight for their rights. Most projects started out as economic endeavors but have since moved on to a larger and more diverse set of stakeholders.

Participatory design is applicable, not only in the fields of town planning, urbanism and architecture but also Human Centered Innovation (HCI) and Association for Computer Machinery Communication (CACM), Computer Supported Cooperative Work (CSCW). In this paper, we trace the history of participatory design back to the Scandinavian labor movement,

analyze it and apply it to real field projects that we have conducted in the past few months.

History of Participation Design When talking about participatory design, it goes without saying that it all started with the Scandinavian labor movement that occurred in the 1960s. Since the Industrial Revolution, technology continued to advance at a rapid pace, putting many people out of work. When computer systems were introduced into factories, workers had to change their work habits and attitudes. While this may seem to have made life easier for workers, it made it even more difficult with the increasing supply in labor but low demand. Low level work could easily and efficiently done by computers and machinery. Scandinavian workers saw this as a problem and mandated that there be better cooperation between workers and managers. They introduced legal contract systems through labor unions. Doing so helped many workers curb the effects on labor by the introduction of technology. These ideas were inspired by Marxist ideas of giving power to workers, listening to workerĘźs opinions and making honest efforts in improving work conditions.

Consequentally, participatory design took over as a popular movement in Scandinavia by developing a strong relationship between workers and management. Researchers were concerned that management had vested interests in making the most out of emerging technologies looked towards the success of trade unions. By establishing steady relationships with trade unions, workers were able to strengthen their position in their companies. Workers negotiated their positions and salary with their managers, and settled on a mutual decision depending on their own technical and organisational abilities. The Norwegian Iron and Metal Workers Union (NMJF) project (Nygaard, 1979) was one of the first strategies that diversified and explored the mutual relationship between workers and managers. In the past, labor unions did not have enough information on computer technology and had very few options for themselves, so it became difficult for the to know what to do or how to use complex technical equipment. A shift in management relationships made it possible for workers to tackle this problem easily.

In response to this, Sweden's DEMOS (DEMOkratiske Styringssystemer) project (Ehn and Sanberg, 1979) and Denmark's DUE (Demokrati, Udvikling og Edb) project (Kyng and

Mathiassen, 1982) spread in Europe. The labor side 's bargaining power increased more thanks to the establishment of a steady legal system that claimed the right to be able to obtain better information. Contract and information from the management side concerning new technology made this transparent and dependable. However, despite all this workers continued to feel difficulties. This is because the goals and strategies of the management system were incorporated deeply into the new system, and it was difficult to change technological capabilities according to the needs and interests of the workers. Therefore, with the aim of improving the quality of the working environment, companies sought out to change the planning and designing of computer tools to fit the needs of workers. The UTOPIA project (1981-1984) ultimately developed a prototype for such an effort. Although it did not become a commercial product, the UTOPIA project introduced new tools and techniques for worker participation (Ehn, 1989).

Bjerknes summarises participatory design activities in Europe, while Nygaard describes a "Collective Resource Approach" in "Computers and Democracy" (1987: 4). "Collective Resource Approach" showed the importance of diverse viewpoints, interests, conflicts and participation of multiple experts in the design process of computer system development. The whole process was carried out with close participation and interaction between labor unions, managers, workers and end users, along with multiple experts in the field. Such industrial democratization has also influenced the development in the field of computer system development, leading to the invention of the computer language, SIMULA (1965), which is an important kind of object oriented programming.

Clement and Van den Besselar (1993), criticized PD projects in the 1970s and 1980s by reviewing the three basic requirements for participation outlined by Kensing (1983), (1) access to related information (2) independent positions (3) participation in decision-making, (4) availability of appropriate participatory development method, and (5) room for alternative technical and / or organizational arrangements.

In 1990, an international conference on Partipatory Design (Participatory Design Conference or PDC) was held. Here, the developments of 'Computers and Democracy' of systems development in Norway, a series of labor movements in Scandinavia, was highlighted as a key example in the participatory design movement. Many experts from HCI, CACM and CSCW participated and gave insightful opinions in the conference. The main purpose of

thie conference was to discuss and explore societies that can change work environments, technology and worker rights to suit changing worker needs. The PDC is every two years and will be held in Belgium in 2018 next year. Initially, the fields of HCI and CACM were central to the discussion, but now the scope that the PDC handles is broader and pertains to fields such as the designing of products and services, architecture and spatial design, information communication technology, anthropology, media research, sociology and art.

Also, PD was academically proposed as "Design Participation" in an international conference conducted by the Design Research Society in Manchester in 1971, where various labor movements were already conducted. It was used by contributors in the fields of economics, design, architecture, planning, design research, and mechanical engineering.

Also, in "Design Participation" written by Cross the following year (1972), it was mentioned as follows, "We can participate not only in making decisions but also in creating ideas (p. 122 in Cross 1972)". In other words, the user is not participating in the final stage, but in the earlier stages of (idea generation) of the process. A very interesting part of this paper is that not only is such decision-making power given to the end user but also the participation involved in production is innovation oriented. The paper even predicted that a participation design oriented society is bound to come around sometime soon.

Generative Research Tools Based on Action Research Even though PD faces some criticism, we cannot ignore the fact that since its beginning, PD has suggested several approaches to ʻdesign with usersʼ, such as prototyping, future workshops and design games, as opposed to ʻdesign for usersʼ such as the goal of the UserCentered Design process. The world moved from User-Centered Design to PD, so it settled for a new mindset and method.

The criticism against PD was due to its graduation from mainstream design and technological R&D. However, PD was always characterized not only by one approach but a proliferation of design practices of participation in many fields and thus, has developed over time various generative research techniques and tools accompanied by a participatory mindset.

Those techniques and tools are tangible and could be put together, extended or adapted subject to support participants in “making”, “telling” and “enacting”, the three essential actions in the

process of PD. “ Making”, “telling” and “enacting”, are connected, and that brings to a process of participation which is totally cooperative and iterative. Therefore, any of those techniques and tools should not be in isolation from each other when operating. They need to work together so that the participatory process would succeed.

The three actions consist of several methods using flexible tools and techniques as described below.

“Tell” activities The “Tell” phase consists of the investigation of existing practices in the area of work and the introduction of change perspectives for systems interface, workflow, teamwork and other aspects of work.

This phase draws from ethnographic methods such as observations or storytelling and brings in a participatory setting. Several authors suggested different ethnographically inspired tools and techniques to facilitate participants to reflect on everyday practices. For example, Linde and Johansson introduced the game materials to facilitate telling stories (2005). Such diagnostic narratives were thought to be instrumental in finally allowing the communities of designers to engage in dialogues with the skilled people at work.

Then, we saw a paradigm shift with authors like Jungk and Müllert (1987) who introduced the future workshop, Kensing and Madsen (1991) who introduced the method of foreign metaphors or even Mogensen (1992) then Gaver, Dunne and Pacenti (1999) who suggested to make ʻprovotypesʼ (provocative prototypes) instead of prototypes.

The future workshop based on the idea of engaging citizens in change processes by developing utopian perspective, the foreign metaphors used so that participants would employ unfamiliar words to describe their workplaces, and the use of ʻprovotypingʼ to prompt dialogues between designers and users and provoke imaginations as the art of situationists playing exploring and distorting images of present and future; all those methods finally bring to ʻwhat ifʼ questions helping participants to explore, learn, and better understand their workplaces.

“Make” things The “make” phase consists of prototyping, probing and using generative tools for codesigning.

First of all, participatory prototyping techniques include mock-ups and other low fidelity prototypes such as paper-prototyping. Those tools make shared language across disciplines possible. The UTOPIA project is famous for introducing the Organisational Kit Game to get skilled workers and designers, both involved actively in newspaper production. This approach was described as one of ʻcooperative prototypingʼ by Bødker and Grønbæk(1991). For the paperprototyping we can recently find, the paper-based representations of environmentʼs physical components made by Henri Sanoff (2010) which allow people to explore and imagine physical design options for their surroundings. Otherwise, The PICTIVE by Muller (1993) suggested plastic icons to help users to think how their new software system could work.

Then, participatory probing techniques include cultural probes that consist of collecting emotional responses from the participants and allow the transformation from research-led to design-led approaches. On the one hand we can find Gaver (1999) who introduced a probe kit containing postcards with questions, diary book and instant camera, and on the other hand Dunne and Raby who suggested a totally different way to collect emotional responses. In their Design Noir series, they designed furnitures to be placed for a while at places where the participants live.

Lastly, generative tools for co-designing techniques are used to encourage nondesigners to express their thoughts and feelings for future scenarios of use. Commonly used generative tools and techniques are: immersion workbooks, diaries, the day-in-the-life exercise, send-a-camera home, image collaging, cognitive mapping and Velcro-modelling.

“Enact” possible futures The “Enact” phase consists of inspiring by performing, imagining scenarios and staging performances with props, mock-up and/or prototypes.

This phase combines activities where people are able to imagine and act out possible futures. Mostly, people use their bodies to explore and express their ideas. For example,

techniques inspired from theatre like Forum Theatre (Boal 1974) allow audience members to become players or directors of the performance and let them improvise to keep making change.

It is possible to adopt the ʻmagic ifʼ(Stanislavski 1940) or ʻthe role-playʼ(Burns 1997) acting techniques. Thereby, that kind of acting-out techniques for enacting enable participants to get knowledges for generating ideas and making proposals for change.

Enacting is also related to scenarios which are stories about people and their activities.

Scenarios illustrate the practical application of a proposal and let the participants imagine how their experiences and activities could be different in the future. Imagined scenarios could be recorded on video or could take the form of snapshots from video recordings with explicative texts.

Staging performances is also an important step for enacting. On stage, Bødker and Buur (2002) shed light on the importance to interact with tangible props, mock-up or prototypes. By getting hand-on experiences, the participants are able to imagine the future real-use context.

Designers should also ʻbodystormʼ, a technique where they would experience the prototypes they made in the same conditions as users. Otherwise, enacting scenarios in the real-use contexts brings the experiences more familiar with participants who are going to better envision their ideas.

4. Case Study: Immigration System Problem An estimated 220,000 illegal immigrants currently reside in Japan from China, Southeast Asia, South Asia and Latin America. Jobs for such immigrants are often low paying, unstable and unsafe. Many immigrants must live in secrecy for fear of being reprimanded by immigration officials. For many of these powerless immigrants, Japanese society does little to help. They are victims of exploitation, abuse and human rights violation. With Japanʼs low birthrate 1.29 children per woman, which is now well below the replacement level, it is only natural that more such immigrants will come to Japan to seek employment, asylum or a better life. However, the nationʼs strict immigration policy makes this process very difficult and often

impossible to achieve by legal means.

Japanese nationality is only awarded to those of either Japanese blood, or through naturalization. For one to become naturalized, one has to have lived in Japan for at least 5 years. The processing of the naturalization application can take from 8 to 10 months. However, the criteria, as specified in Article 5 of the Nationality Act are quite thorough. In addition to having lived in Japan for at least five years, the applicant must be at least 20 years of age, have considerably good behavior and no past incidences of delinquency, be able to support themselves with “sufficient capital or skills”, be willing to renounce prior citizenship. The vetting process is very rigorous and can lead many applying to seek other means of living in Japan.

Furthermore,The points-based system provides highly skilled foreign professionals with preferential immigration treatment. An illegal immigrant may be able to stay in Japan legally only if he or she obtains special permission from the Minister of Justice. Low skilled foreign workers may come to Japan on a “technical intern training” visa for upto 2 years, but have to return to the country they come from. Many immigrants come on “entertainment visas” as escorts, dancers or adult film actors. It has been observed that many of these immigrants tend to be overstayers, change their name and even assume false identities.

Residence cards with pictures and status of residence are issued to all immigrants by the Ministry of Justice in Japan. In order to change this status, or extend the allowed period of stay, the foreign resident must submit applications to the regional immigration bureau closest to their residence. If this process is not carried out, their status will fall into an illegal immigrant category. It is these immigrants who are at risk of being considered illegal, often for no fault of their own, that this case study is being carried out.

Hypothesis / Design Challenge I want to be able to identify problems in the system for immigrants on the risk of being under an illegal status to get legal means of living in Japan. Many immigrants are unaware of their rights or the necessary procedures to check their status. The goal is to create a clear and concise guide for those concerned to gain the information they need in the most accurate form possible. I would like to work with officials from the ministry of Justice, undocumented

immigrant advocacy groups, immigrants living under legal status in japan as well as those who support their rights. This guide should be made available at local immigration bureau offices, as well as online on its own standalone website. I also wish to make this available in local city centers, so that not only those at risk, but all interested may have a chance to learn from it.

Many of the situations and scenarios provided in the guide will not be applicable to those interested and at risk. However, under a legal framework, all guidelines provided can only give advice based on japanese law. An illegal immigrant may obtain legal status under permission from the minister of Justice. This permission, is situational and nuanced. Legally the only requirements are as follows: (i) He or she has obtained permission for permanent residence. (ii) He or she has had in the past a registered domicile in Japan as a Japanese national (iii) He or she resides in Japan under the control of another as a result of trafficking in persons. (iv) The Minister of Justice finds grounds for granting permission to stay other than the previous items.

The decision can depend on reason for stay, family conditions in Japan, the personʼs conduct, the personʼs current situation both at home and abroad, the need for humanitarian consideration and the impact on other illegal residents.

There are some situations when applicants may be exempt from being a registered past domicile in Japan.

The foreigner a. has had a domicile or residence in Japan for three consecutive years or more

and is the

child of a person who was a Japanese national (excluding a child by adoption); b. was born in Japan and has had a domicile or residence in Japan for three

consecutive

They may also be exempt from the 20 year old age requirement under the following: a.

has a Japanese spouse, has had a domicile or residence in Japan for three consecutive

years or more, and is presently domiciled in Japan; or b. has been married to a Japanese spouse for three years or more and has had a domicile in Japan for one consecutive year or more.

They may also be exempt from the ability to support themselves under the following: a. is a child (excluding a child by adoption) of a Japanese national and has a domicile in Japan; b.

is a child by adoption of a Japanese national and has had a domicile in Japan for one

consecutive year or more, and was a minor according to the law of his or her native country at the time of the adoption; c. has lost Japanese nationality by birth (not obtained by naturalization) and has a domicile in Japan; or d. was born in Japan and has had no nationality since the time of birth, and has had a domicile in Japan for three consecutive years or more since then.

Foreigners may be exempted from renouncing their nationality if they cannot deprive themselves of their current nationality because their current country of nationality does not allow it.

Method and Tool I wish to be able to explain where problems lie to those part of the case study by using a participatory approach. The end users and officials concerned will be equally responsible for shaping the guide in the clearest and most concise way. For example, the Immigration office should provide comments as to how to best communicate their policy to the public so as to make their job easier. They should be able to tell us what people should be cautious about and other additional things.

I plan on taking a prototype of the finished material, excluding the section with their

comments in order for them to understand the goal and outcome of the project. For this, I would need to make the guide bilingual. Using these tools, as well as some post its to identify their common issues and a questionnaire, I would like to conduct case studies in four major touch points. I would like to use the results of my field study to co-create user interface with officer to make legitimate diagram. prototypes / deliverables One A2 size paper with an introduction, diagram, guide and case study. The aforementioned guide will be a foldable booklet that will ultimately be sized down to an A5 sheet of paper. Version 5 of my prototype iteration is currently the final too kit I am using to conduct my field research.

evaluation In any form of participatory design, it is essential to view the participant as an equal in the process and involve them from the very preliminary steps. I decided to divide my project into the following, and involve immigrants at every stage of the activity: １）Problem Finding ２）Problem Solving ３）Designing ４）Protoyping ５）Evaluating Through each of these activities I was able to create some sort of basic idea of how I was progressing towards my goal. In retrospect, my hypothesis and actual outcome were quite different, and there were a lot more changes introduced than I expected. I made a total of five major iterations, with many other minor edits.

I decided to ask immigrants under various different immigration statuses for help. I asked those who are both either planning to extend their duration of stay in Japan or planning to naturalise as Japanese citizens. I was able to rapidly produce three rapid prototypes during the each of these session, however, I believe that I could strongly improve the amount of iterations by increasing the number of people I ask.

I was able to interview a professional Filipino dancer Leonides Arpon living in Sagamihara Japan who wishes to extend his entertainment visa in Japan. He told me how troublesome it was to get all the forms together especially since he spoke very little japanese and had nobody to help him. The whole process took six months longer than usual simply because he was missing two residential proof forms, and had made a mistake in the way he applied his ʻhankoʼ to the form. He was able to understand most of the basic information from the pamphlet that I designed, but still felt as though I missed out the minor details that pertained to his specific case.

Next I interviewed Evan Short, an Australian citizen who did not have Japanese citizenship and had to apply for a visa as an immigrant. He is currently on a two year technical

training visa in Japan and wishes to work for longer. Although he has no wish to naturalise or extend his visa, he felt as though a lot of the information in the pamphlet could be useful for him in the future. He suggested that this information be made available on the internet for all people to refer to, were they to need it at some point in their stay in Japan. He also suggested that I make the topic broader and deepen my explanation of the process for each kind of visa.

Finally I interviewed a graduate student at Tokyo Institute of Technology from India, Parthojit Chakraborty who wishes to move to Japan permanently after finishing his masterĘźs program. He found that in many cases, he would need to get additional documents from his home country and embassy and just getting these documents could take an additional three months. My division of the process into three stages would have to be more specific.

The first area that I found I was able to make improvements in was information arrangement. I had to be able to organise the information into an easy and understandable diagrammatic way for users to understand. In version one, the arrows were misleading, which made one think that there had to be two ways of reaching the desired goal. The design misdirected the readerĘźs eye path, creating a distracting zig zag eye movement that proved to be frustrating.

In the second iteration, there were a few minor improvements, including a font change and overall layout change, but still, there was no way to really understand from the toolkit any better than reading a plain text file on the internet. There were no diagrams present at all.

In the third iteration, I decided to add illustration and change the color scheme to something that stood out more.

In the fourth iteration, i changed the page order into one that made more sense according to when it was folded out. I also changed some of the alignment rules.

By the last iteration, I was somewhat satisfied with the design aspect of how I tackled what to do, but I still feel as though I could incorporate the suggestions from the field research better. There is a lot more room for improvement, and I agree that there has to be a more interactive interface, perhaps eventually a website to look at, with more detailed information on the process. It should also be easily accessible, so people do not actual have to travel physically

5 Conclusion In this paper, we have researched on Urban Pedagogy and Participatory Design and speculated how we could translate or localize Urban Pedagogy in Japanese Context. In addition, taking Japanese Immigrant problem, we re-designed the elements of Immigrant policy that many undocumented immigrants need to know for extending their stay in Japan and getting Japanese citizenship. Based on this result, we hope that we continue to deal with unique problems in the city where thousands of types of people are living together and having specific urban problems. Therefore, the urban should be studies as socio-ecological space, not only as political and social space. If we continuely inclusive various urban dwellers, we have to consider the urban space from trans-disciplinary perspectives.
