MESSAGE FROM THE BOARD PRESIDENT Dear Members, Welcome to Summer in Tahoe Donner! Although this summer is certainly a unique one already, we hope coming back to Tahoe Donner feels like home. Tahoe Donner staff have worked diligently to create a safe amenity experience for all members and guests. We are adapting to protect the membership and staff, and we appreciate everyone’s patience and understanding as we analyze all elements of our operations to be as safe and efficient with resources as possible. This issue of Tahoe Donner News is chockfull of amenity operation details. Please remember that services and policies are subject to change based on evolving situations and regulations, so please always be sure to check the website for the most current information.

2020 BOARD ELECTION As most of you know, we wrapped June up with our annual board of directors election. Although this magazine had to go to press prior to results being determined on June 28, I want to sincerely thank each candidate for stepping up to serve the association. I would also like to sincerely thank Jennifer Jennings and Jeff Connors for volunteering their service to the association and helping to enhance our community over the last three years. As their term comes to an end, I recognize their dedication, professionalism and service towards the association and membership.

It has been an honor to serve the community as the president of the board for the last year. I have learned a tremendous amount from the membership and have gotten to know so many of my neighbors in a way not possible prior to this position. I can tell you that our community is full of so many talented and generous people who volunteer their time and knowledge to make Tahoe Donner a better place. Thank you to all of our committee members and volunteer leaders. Immediately following the announcement of the 2020 election results, the board, including the two newly elected directors, meet to determine officer positions, schedule of meetings, liaison roles and more.

WELCOME DAVID MICKAELIAN Later this month we will welcome David Mickaelian as Tahoe Donner’s new general manager. David joins us as the former city manager of Healdsburg, California. David stood out amongst a strong pool of applicants with a rich background in recreation management, governance and leadership. We look forward to him joining the team and helping to lead us through COVID-19 and beyond.

FIRE BAN NOW IN EFFECT As many of you know, Truckee Fire Protection District has implemented a fire ban for all of Truckee for the remainder of fire season (traditionally through mid-November). This ban is incredibly important to our community, and we ask you to educate your family and guests to keep Tahoe Donner safe this summer. RECREATION FEES

The Recreation Fee grants unlimited access for all active members on your property at all private Tahoe Donner amenities. The 2020/21 Rec Fee is $350 and is valid May 1, 2020, through April 30, 2021. Each property comes with four members, and up to four additional members can be added for $145 each. In an effort to minimize faceto-face contact, please call Member Services at (530) 587-9400 to purchase or purchase at the amenity.

ACCESS FEES

Tahoe Donner’s private amenities are open exclusively to members and their guests, who must pay an Access Fee and present a member ID or transferable guest card for entry. The Access Fee is waived for members who have paid the Recreation Fee (see above). Please note that, due to limitations of our reservation system, we are temporarily suspending the Daily Access Fee in place of a per-service area fee (unless a Rec Fee has been paid). This temporary adjustment is for COVID-19 only and is due to technology limitations related to the reservation system. Guests are those accompanying members or using a transferable guest card. Each property may have up to two transferable guest cards, each admitting up to four guests. The Access Fee for guests ages 7 and older is $11 with a member present or $16 with a transferable guest card (otherwise known as an unaccompanied guest). Safety precautions have been evaluated and implemented to ensure that you can focus on fun: • Marina access is available via an online reservation system. Reservation system details on page 9. Learn more at tahoedonner.com/marina. • Lake-only access will be permitted without a reservation – normal access fees apply. • Face masks are required when entering and exiting the facility and when interacting with staff. • Groups of five or more are limited to families and people who reside within the same household; access is open to members, guests and unaccompanied guests with guest card. • Beach chairs and tables are appropriately spaced apart – please do not move them. • When paying for your time at the lake, debit cards, credit cards and Tahoe Donner stored value can be used. No cash transactions are currently allowed. • Rental boats and food and beverages are available. Your safety is Tahoe Donner’s number one priority. To ensure your safety with adequate social distancing and to maximize your opportunity to enjoy Beach Club Marina during this unprecedented time of COVID-19, access to this facility will TEMPORARILY require reservations and be limited in both volume and duration. Policy subject to change. Check the web for updates.

RESERVATIONS

• 7AM-10:30AM: First-come, first-served; no reservation required – members and guests may be turned away if maximum beach capacity is met; all visitors must exit beach at 10:30AM • 11AM-CLOSING: Reservations required – no walk-ins after 10:30AM unless space is available • Reservations are required for anyone over 2 years old • Reservation duration: 1 hour and 30 minutes Cool off at the Marina Grill this summer with fast and easy walk-up window service. Located at Beach Club Marina, enjoy burgers, salads, wraps, sweets and an assortment of other tasty snacks. Beer, wine, tropical cocktails and a limited spirits menu are also available.

• Before each reservation period, the beach will be cleared and sanitized • Reservations can be made up to two days in advance • MEMBERS: Reservation window opens at 8AM two days prior • GUESTS: Reservation window opens at 12PM two days prior • Limitations: • Members can book reservations for up to eight members on their property, plus up to four guests • Guests can book reservations for up to four people • One reservation time per day. No back-to-back or multiple reservations at the marina per day • All reservation sales are final – no refunds; please check the weather forecast before you make a reservation • Reservation no-shows may result in the association restricting your ability to make reservations in the future • Lake-only access will be permitted without a reservation – normal service area access fees apply

BOAT LAUNCH POLICIES All motorized/trailered vessels launching on Donner Lake must first pass an invasive species inspection. Additionally, in 2020, all boat owners are required to self-inspect their watercraft prior to launching. A self-inspection must be completed prior to receiving a Donner Lake 2020 sticker. Once the form is complete, owners will bring their completed form to the Police Department to be signed. Upon completion, a sticker will be issued. Vessels launched at Beach Club Marina must be registered with Tahoe Donner. Vessel registration, proof of insurance and a release of liability waiver are required. For more information, visit tahoedonner.com/marina. You must have a minimum of two people to launch a vessel with one observing the ramp and launch zone for pedestrians and other hazards. Everyone on board your vessel is subject to the Marina Access Fee.

RESERVATION ARRIVAL PROCESS

• Arrive for your reservation no earlier than five minutes ahead of time • Members with reservations MUST present a valid member photo-ID card or mobile pass for each member reservation; one card per person, except children ages 6 and under • Member accompanied guests MUST be accompanied by a member at the gate • Unaccompanied guests MUST present one valid transferable guest card per four unaccompanied guests at the gate • Any incorrect access products purchased will be corrected at the gate after all other patrons are permitted access. At that point, the staff person will assist you in updating your reservation and/or collecting appropriate fees. IF NO REMEDY CAN BE MADE, THE STAFF PERSON MAY ALSO DENY ACCESS. • Face masks are required when entering and exiting the facility and when interacting with staff. Our rental fleet is stocked with a variety of Giant and Liv brand bikes for the entire family, including road bikes, full-suspension mountain bikes, hardtails, comfort bikes, BMX bikes, kids’ bikes and trailers or trail-a-bikes for young children. Fat bikes from Surly and Framed are also available year-round.

• The center is open to members, guests and unaccompanied guests with guest card. • No player under the age of 18 is allowed without a parent or guardian. • Singles play from two different households is permitted, but groups of three or more are limited to families and people who reside within the same household, at the time of press. • All names and contact information of each participant are needed in case contact tracing is required. • Reservations are required to play at the tennis center. Court reservations will be accepted beginning at 7AM for members and 12PM for guests one day prior to the desired court time by calling (530) 587-9474 and choosing Option Two to make your reservation request. • The maximum length of time a court can be reserved is 1 hour and 30 minutes to allow for courts to be sanitized. Starting times will be staged every 15 minutes. • Each singles player must bring their own tennis or pickleball balls. Each player, when serving, will only use their own playing balls. • While rental rackets are available, a new racket grip will be used each time to reduce the spread of germs. • Water fountains, showers and hand towels will not be available for use. The reusable water bottle filling station is available, and restrooms will still be available if necessary. • If using the bathroom or touching any object that may be unsanitary, wash your hands as soon as possible and use the provided hand sanitizer. • Face masks are required when entering and exiting the facility and when interacting with staff. Face masks do not need to be worn when on the court. • Show up no more than 10 minutes prior to your assigned start time and leave promptly at the completion of play and/or your assigned 90-minute finish time. • If renting a ball machine, a sanitized hopper will be given to the player/group. This will be the only item used to pick up tennis balls and place them back into the machine. No touching of the tennis balls is allowed at any time.

PICKLEBALL Combining elements of tennis, badminton and table tennis, pickleball is a fun sport for all ages and abilities. To enter the tennis center, go through the gate on the west side of Court 1 to the right of the intersection rock and proceed up the ADA access ramp. The entrance to the tennis center will be on the pathway between Northwoods Clubhouse and Pool. Here, line up six feet apart in front of the outside check-in window to scan your member card, pay for access and receive your assigned court. Head down the right side of all walkways and access paths. The exit for the tennis center will be on the west side of the facility between the Pro Shop and the upper two courts (10 and 11) and continue to the right of the intersection rock into the west side of the parking lot past the little wooden bridge. POOLS Trout Creek Recreation Center is home to multiple pools that can fit the needs of you and your family. The 80-degree Lap Pool is a great way to enjoy a meditative, cardio workout year-round. The Recreation Pool is one of Tahoe Donner‘s most popular summer amenities, featuring poolside food and drinks, a kiddie pool and certified lifeguards.

BUZZ: CLUBS WOMEN’S GOLF CLUB Sixteen members of the Women’s Golf Club kicked off the 2020 golf season on June 16 at Wolf Run. We enjoyed the day and the companionship. After a second Reno play day at Lake Ridge, we decided to schedule future games closer to home. We worked with Old Greenwood and Gray’s Crossing to schedule seven Tuesday play days between June 30 and September 15. The Women’s Golf Club always welcomes new members; join us by emailing tdwgclub@gmail.com.

SENIOR ALPINE SKI CLUB It appears that our local world is opening up as the health crisis in our country eases, and we hope all our local families and businesses are healthy and moving forward to a new normal. Our ski club winter activities came to an abrupt end in March, but we are moving forward with fun outdoor activities for the summer, where we can abide by the social distancing criteria but still see our friends and enjoy our beautiful Tahoe region and all it has to offer for outdoor enthusiasts. We were able to do a hike and picnic up Eagle Falls to Eagle Lake overlooking Emerald Bay in late June with awesome views of the thundering waterfalls. Our club has several activities in planning stages for this summer, including a Bocce ball tournament/pizza party and

bike ride from Squaw Valley to Sugar Pine Point in July. This August, we will do our annual Lake Tahoe kayak morning followed by a picnic lunch. Also, this July or August, we are looking forward to a twilight golf outing followed by dinner at the Brockway Course in Kings Beach. Club activities continue to be on hold due to the pandemic; however, this doesn’t mean you can’t explore the beautiful areas nearby – please go with at least two vehicles for safety, even though the roads are suitable for SUVs.

Turning west on the original Henness Pass Road (not the paved road to Jackson Meadows Reservoir), you pass over “Dean Crick” on the way to Perazzo Meadow. The road continues up a steep canyon above the Little Truckee River. An unassuming dirt parking area to the left surprises those who hike a few hundred yards west for a spectacular view of Webber Falls. From there, visit Webber Lake for a stop at the beach. All this is just a few miles from Tahoe Donner!

The Prosser Hill OHV (Off-Highway Motor Vehicle) Area, north on Highway 89, has a scenic route to Webber Lake and beyond. Follow the orange snowmobile route signs to Henness Pass Road. Along the way, you’ll cross bridges over Prosser and Sagehen Creeks, pass old

It’s great to be playing golf in the Tahoe area again! We’re making the most of the summer weather with league play every Thursday morning. While our beautiful home course is under renovation, we’re enjoying the hospitality at nearby facilities. We play nine holes at historic Old Brockway in Tahoe Vista on the first and third Thursdays of the month and at Ponderosa in Truckee on the second and fourth Thursdays. It’s time to take advantage of the singles player in all of us or hone our strokes with the ball machine. I can’t imagine where we will be by the time this submission is published in July. Keep thinking positive thoughts. I am

hoping that the current guidelines will have improved and that there will be many more opportunities for tennis as well as pickleball. Wildfire Risk Residents of Truckee, full-time or part-time, and their guests, renters and visitors all need to be aware of the risk for wildfire in this region.

While Tahoe Donner and its members perform fire hazard mitigation (defensible space) projects, there is still a likelihood, based on our location and historical records, that a wildfire will threaten the region in the future. Tahoe Donner itself had several forest fires threaten its borders in 2003 and 2007 when fires were started just off of I-80 and raced up the hillside on the south side of Tahoe Donner.

TIPS TO PREVENT WILDFIRE

BE PREPARED

• Fireworks are prohibited in Tahoe Donner and all of Truckee

Now is the time for each and every household to make a preparedness plan and practice it. Each emergency situation can be different, especially with wildfires due to wind, weather and fuels. Having a plan in place and frequently practicing drills with your family will help prepare you to approach a real emergency more confidently. Talk with your guests about your family plan, and provide your renters with emergency information if you rent your home.

• Maintain your barbecue grill and check gas connections regularly; grills using charcoal or wood are not permitted in Truckee this summer • Always have a fire extinguisher near your grill, and have a secondary source of water accessible • Leave no fire, even propane, unattended • Never dump charcoal coals and/or ash in your yard; place in a metal container away from your house and away from combustibles, such as brush, pine needles, etc. (Note: woodburning and charcoal outdoor fires are prohibited from June 15 through the end of fire season, typically mid-November)

Loud music, barking dogs and late-night partying are prohibited from 10PM-7AM.

FIRE BAN IN EFFECT

The Truckee Fire Protection District has implemented a ban of backyard type campfires and charcoal BBQs during fire season (through Nov. 2020). Violation of this ordinance is also a Tahoe Donner violation with fines associated.

STR ORDER AMENDMENT At the time of press, the Town of Truckee has rescinded the local short-term rental ban to align with the State’s recommended guidance for reopening industries safely. SPECIAL BOARD MEETING June 5, 2020 ACTION: COVID-19 Summer Operations Plan and Financial Forecast, 5-0 • The board authorized senior staff to proceed with opening of facilities at the pace staff deems appropriate in applying the criteria presented by staff, with the target of 100% marginal cost recovery. This subject will be re-addressed at the June 26 regular meeting. ACTION: Modification of Board Resolution 2019-3, 3-2 (Directors Koenes and Roth abstain) • The board passed a modification that adds an additional layer of member communication prior to any decisions that recommend an increase in fees greater than 150% of the Bay Area Consumer Price Index or any major changes to Tahoe Donner’s Amenity Access Policy. The modification requires a member notice and comment period prior to a decision being made.
