Christmas tree has a spot in the living room. I touched up a window frame here, a wall there, and plan to give the exterior of the house a fresh coat of paint in the spring – May is always a good month, although late September to early November is ideal.

I’ve been using paints without volatile organic compounds exclusively for three years now, and they appear to do the trick. While choosing paint should involve thought and investigation, too many of us just run to the home center, pick a color, and start slapping it on.

Even the familiar is not necessarily a good choice. “When choosing paint, don’t assume a leading brand you swore by last time will do just as well this time around,” said Bob Markovich, home and yard editor for Consumer Reports. “Our tests found paints can vary year to

year – and a bigger name does not always equal a better product,” he said. In Consumer Reports’ tests of interior paints, Clark+Kensington, available only at Ace, was tops in satin and semigloss finishes. While new formulas have improved some paints, others performed worse than they did just a year ago in Consumer Reports’ tests. Compared with earlier versions, the Behr Premium Plus Satin Enamel wasn’t quite as good at hiding and became dull when cleaned. Some paints, such as Olympic One Flat Enamel, improved at hiding. Better hiding also helped move Valspar Signature matte and semigloss up in Consumer Reports’ ratings, joining Behr in besting Benjamin Moore, which costs roughly twice as much, among flat and semigloss paints. You can check out the complete test results in the March issue. Before we leave Consumer Reports, here are some tips for choosing paint. Since colors often look different in different lights, Consumer Reports suggests buying a sample, painting a patch and living with it for a day or two before buying more. Here are three more things to consider: 1. Go online before hitting the store. Manufacturer and retailer websites and Facebook pages offer a wealth of tips on choosing colors, including photo galleries of finished rooms and calculators to help consumers figure out how much paint they need. 2. Find the perfect color. Certain hues are specific to a brand, but retailers can often match colors. Paint-color formula books and colormatching computer technology mean consumers don’t have to rely solely

on the skills of a salesclerk, though one with a good eye and mixing equipment with clean nozzles may be able to match colors, too. 3. Match sheen to surface. The best lowluster satin and eggshell paints offer easy hiding and durability, making them ideal for most surfaces. Flat paints hide flaws better but are less resistant to stains and smudges, so use them in low-traffic areas. Semigloss works well for trim and other surfaces that don’t need to be wiped frequently, because repeated cleaning will dull most finishes. Question: We have a white, fiberglass laundry tub into which the water from our air conditioner drains. This summer, for the first time, orange stains developed wherever the water dripped into the tub. What can I use to remove these unsightly stains? I really have no idea what to use that will not harm the tub. Answer: It’s probably rust. I’ve heard that RustAid Bathroom Spray Gel does the job and does no harm. Check the Internet for a source.

Stenciling has gotten sassy. No longer is the craft limited to fusty designs and Colonial borders. Today’s stenciling is bigger, bolder and fashionably fresh. “It’s become more of a decorator statement,” said Jane Gauss, a nationally recognized stenciling expert who has written multiple books on the subject. She said simple, graphic motifs are especially popular, often used to create overall patterns on walls, floors and other surfaces.

Subdued metallics are big in stenciling, too, and so are raised designs created with plaster or similar materials. Gauss, a former Hudson, Ohio, resident, used both looks in her current home in North Port, Fla. — a damask pattern done in metallic glazes on the master bathroom walls, and three-dimensional accents on her formerly plain kitchen cabinets. Stenciling has made a comeback as handcrafting has gained new appreciation, said Gauss and Melanie Royals, founder of stencil maker Royal Design Studio in Chula Vista, Calif. the bragging rights,” Royals said. All-over patterns in designs such as chevrons,

Moroccan motifs, oversized florals and typography are a hot trend, creating the look of wallpaper without the commitment. Especially popular is a subtle tone-on-tone look, created by stenciling the design in a slightly lighter or darker hue of the background color. “It’s really very livable,” Royals said. Often stenciling is used on feature walls, such as a fireplace wall or the wall behind a headboard, she said. Ceilings, hard-surface floors and floor coverings such as sisal or short-napped rugs are sometimes decorated with stencils, as are

materials such as glass, tile and fabric. And of course, stenciling fits right in with the current painted-furniture craze. Hudson artisan Sandra Camp used a reverse stenciling technique to dress up a few secondhand furniture pieces she repainted for a recent Homegirl barn sale organized by her neighbor, Gina Bishop (www.homegirlshop.com). Camp used stenciling paper with a low-tack adhesive to create floral and aquatic designs, which she adhered to the furniture before painting the pieces. When she removed the stencils, the original wood grain showed through the designs. At Funky Junk Boutique in Seville, Ohio, owner Michele Venus sometimes uses stencils to adorn her repurposed furniture. She might use an overall pattern to add interest to a desk top or dress up drawer fronts, she said. Sometimes she uses a traditional stenciling brush to apply the paint, and sometimes she uses a paint roller. Royals still prefers the traditional technique of applying paint with a nearly dry stencil brush in a pouncing or swirling motion, but many people like to use foam rollers instead, she said. Latex wall paint or acrylic craft paint are fine for stenciling, she said, or you can use oil paints for a sheer look or specially made stencil creams. If you use latex wall paint, she recommended buying samplesize quantities of a goodquality paint. And buy good-quality brushes or stencil rollers, she advised. “You just want to get it done and enjoy it and not have to do any touch up,” she said.


Wannabe home buyers outpace sellers By Julie Schmit USA Today

There are no “For Sale” signs on Moraga Boulevard, a street of 116 homes in the San Francisco Bay area. Nationwide, the supply of existing homes for sale has fallen for seven straight months, hitting an almost eight-year low in January, the National Association of Realtors says. Competing offers for the same homes are rising in more markets, especially in the West. Much of the country is now a seller’s market, the Realtors group says, just one year into a potential housing recovery following the worst downturn since the Great Depression. The shortage of sellers, a force behind higher prices, is expected to ease as prices rise, economists say. But a return to healthy inventory levels could take years. Rising prices spurred expectations that more sellers would appear. But listing data for 2013 show no such turnaround. In January, homes listed for sale were down almost 17 percent yearover-year in 146 major markets, data from Realtor.com show. Two dozen markets saw drops in excess of 25 percent, including many in California but also Seattle, Atlanta, Minneapolis and Washington, D.C. All have a smaller supply of homes for sale than the national average of 4.2 months. That number, from the Realtors association, means that if no more homes came on the market, they would all sell in 4.2 months at the current sales pace. Many homeowners are still equity-poor. Nationwide, almost 28 percent of homeowners

with home loans owe more on their loans than their homes are worth, data from market watcher Zillow show. That’s 13.8 million homeowners. They’d likely have to write a check to sell, especially if they have to pay a Realtor. An even bigger chunk of mortgaged homeowners — 45 percent — have less than 20 percent equity. That much is generally needed to sell, pay a Realtor commission and have a hefty enough down payment to get the best loan terms to buy again. Others are waiting for prices to go even higher. With prices rising, “There’s no rush to sell,” says Realtor Michele Schuler, with Coldwell Banker Bain near Seattle. “At the same time, there’s a lot of fear. If they sell, will they find another place to live?” Tighter mortgage loan standards also make buying and selling harder to pull off. Lenders often used to extend lines of credit against existing homes so move-up buyers could raise down payments to buy. They’re far less likely to do that now, says Karen Mayfield, national mortgage sales manager for the Bank of the West. Income qualifications are also tougher. In 23 markets tracked by online brokerage Redfin, including 12 in the West, 46 percent fewer bank-owned listings were added in the first six weeks of this year vs. the same time last year. The supply of existing homes for sale peaked in July 2010, with a 12.1month supply, the National Association of Realtors says. Moraga Boulevard offers other clues as to the dearth of home sellers. The street is popular because of its proximity to downtown and local schools. It’s favored by young families, who often

move up and out as families and budgets expand, and by downsizers leaving bigger homes. More than half of the boulevard’s homeowners have more than 20 percent equity in their homes or own them outright, according to ForeclosureRadar, which tracks real estate markets in five Western states.

Before prices started to tank here, four to six homes on the street turned over every year, based on data from real estate website Trulia. “More people are saying, ‘I’m perfectly content to stay,’” says Clark Thompson, a broker at local real estate firm Village Associates.

I like a bargain (an advantageous purchase, especially one acquired at less than the usual cost). I clip coupons to save on numerous items, from cereal to ink. I shop at discount stores such as Sams Club and Dollar General. Am I the only one? The real estate market today is still a bargain for those looking to purchase a home. For example, you may have heard of REO (Real Estate Owned) properties. An REO property is one that is in the possession of a lender as a result of foreclosure or forfeiture. Whether you are purchasing an REO property that is heavily discounted or buying a new home and taking advantage of the lower interest rates of today—or both—there are bargains to be had. During my tenure in real estate there have been dips and peaks in the market, some of which were easily overlooked by the general public. The crater we recently visited was noticed by all, but only taken advantage of by a few. What do I mean? When home prices hit bottom about 18 months ago (in my opinion), investors were purchasing the bulk of the REO inventory instead of owner-occupants. I understand that some could not purchase due to job loss or other factors, but there have always been some who could and did not. I heard phrases like: “Well, I am waiting to see what the market will do” or “I may get laid off due to the bad job market.” Reasonable assumptions, but this thought process does not allow anyone to move forward and take advantage of the opportunity these bargains present. The real estate market will always go up and down, through peaks and valleys. We cannot determine when or for how long with certainty, but I can clearly say that through my time in this business, someone was always selling, someone was always buying, and a bargain was there to be had. Take advantage of the bargains available in today’s market: record low interest rates and discounted home prices—whether through REO and short sales, or the traditional home sale. Everyone loves a bargain; wouldn’t you agree? THE BOTTOM LINE

Shape up finances to buy a home By Alex Veiga AP Business Writer

After years in the doldrums, the housing market appears back on track. Home sales and prices are up, and mortgage rates remain near historic lows, reinvigorating the appeal of homeownership. But qualifying for a home loan remains a hurdle for anyone without a solid personal balance sheet. “Now the requirements are much stricter,” says Erin Baehr, a certified financial planner in Stroudsburg, Penn. “You have to have the right income, you have to have the right credit score and you have to have the right down payment to get the best rates out there.” In addition, a tight supply of homes for sale in many markets means sellers often have the leverage that comes with receiving competing offers. That means buyers with the financial flexibility to raise their offer stand a better chance of winning out — another reason to bolster one’s finances before entering the homebuying fray. Here are six tips to get financially prepared to purchase a home: » Assess your financial picture and how much house you can afford. Before you get too involved in looking at listings, take some time to evaluate your finances thoroughly. If you’re a first-time buyer and haven’t been saving money or have been living paycheck to paycheck while dealing with college loans and other debt, you’ll likely have to make major lifestyle changes to get in the best position to buy a

home. Ultimately, you want to get an idea of how much of your monthly income you can reasonably afford to spend on a home. Stew Larsen, head of Bank of the West’s mortgage banking division, suggests using a rough formula that lenders use: Add up the monthly house payment – principal, interest, taxes and insurance — and subtract it from your gross monthly income. The house payment shouldn’t be more than 28 percent to 30 percent of the monthly income. Bankrate Inc. has online calculators that can help estimate how much you can afford based on your income and expenses. Here’s one: http:// apne.ws/12bNGkc. » Budget like you’re already a homeowner. You’ve figured out roughly how much money you should devote to housing. But can you actually live on that amount, especially when you consider other costs, such as repairs, utilities, which often run higher than in apartments, and if you live in a condominium, homeowner association fees? Baehr recommends renters calculate the extra monthly costs that come with homeownership and start setting aside that amount. This accomplishes two goals: Saving money for a down payment and getting them accustomed to the financial constraints of homeownership. “Start to put that money away and see if you can live without it,” Baehr says. “If you can’t do it now, you’re not going to be able to do it later.” » Shoot for 20 percent down.

In order to prepare for a new home purchase, buyers need to take a close look at their current monthly budget, address any problems with their credit score, and begin gathering documents they’ll need in applying for a loan. DAVE HODGES/HOMEFINDER.COM WEEKLY

While some loan programs allow homebuyers to make a down payment of as little as 3.5 percent of the purchase price, experts say you’ll need to save enough for at least a 20-percent down payment in order to get the lowest interest rate and avoid having to pay private mortgage insurance, or PMI. If you’re a military veteran, you can qualify for a loan program that enables veterans to obtain a mortgage without a down payment. Even if you end up getting a loan that requires private mortgage insurance, once you’ve made enough payments to build your stake in the home to 20 percent, you can apply to have PMI waived. And until then, PMI is tax-deductible. In addition to a down payment, you’ll also have to set money aside for closing costs, which can run into the hundreds or sometimes thousands of dollars. » Tackle any credit score problems early.

A person’s credit score is a critical element of how lenders determine how much money homebuyers can borrow and at what interest rate. Baehr says buyers seeking a shot at the most favorable interest rate on a home loan must generally have a FICO score of at least 720 out of 850. Loans backed by the Federal Housing Administration require a FICO score of at least 580, but you’ll pay a higher interest rate. Prospective homebuyers should check their credit report for any errors that may be weighing down their score. Disputing errors can take months, so it’s best to get this process going well before you’d like to buy a home. Baehr recommends getting started six months in advance. A major component of one’s credit score is the ratio between how much credit you have available versus how much debt you’re carrying. You can

improve your credit score by paying down debt over time, another reason to get started well before you apply for a mortgage. Consumers are entitled to a free credit report every 12 months from each of the credit bureaus: Experian, TransUnion and Equifax. You can get copies at www.annualcreditreport.com . In addition, avoid taking on new debt in the months before you set out to buy a home, as new loans or credit cards can ding your credit score temporarily. Even borrowers who like to use their credit cards often and pay down the balance every month should refrain or ease back on using credit cards for a couple of months before applying for a home loan, Baehr says. » Get financial documents in order. When it comes time to formally apply for the loan, lenders will probe deep into your financial

records. Get ahead of the requests by pulling together at least three months of bank statements, pay stubs, and at least two years of income tax filings. If you’re going to be receiving financial help from family on the down payment, the bank will want to know the source. That might mean that your benefactor may also need to show bank statements related to their financial gift to you as well, Baehr said. » Get preapproved for a loan. Before you begin your home search, ask a lender to assess how much you can borrow. Once the lender issues you a preapproval letter, it’s a solid indication of what you can spend. “It’s not like having cash in hand, but it’s almost as close,” Larsen says. One caveat: Understand the difference between a preapproval letter and being prequalified for a loan. Being prequalified for a loan doesn’t commit the lender. It’s basically an opinion drawn from a cursory assessment of your financial profile. A preapproval letter is preceded by a thorough credit and income review, though the loan won’t go through until all of the borrower’s financial information is verified.

QUESTION: We live in a community governed by a homeowners’ association. Our board is gradually ignoring more and more of our bylaws, causing the quality and appearance of the community to decline. What can I do? – Don ANSWER: Whether a

co-op, condo or a homeowners’ association, community associations all have rules that control them. They are governed both by state law and by their own internal bylaws. Community association board members are elected by the property owners living in the community. The best thing that you can do to fix your situation is to get

elected to the board of directors. This way, you will have a say in how your community is run and what services are provided. Associations do need to follow the law and can be sued by a property owner for not doing so. Of course, suing your association will involve costs and legal fees and will likely create friction

between you and some of your neighbors. Before you take this drastic step, I recommend that you attend your association meetings and politely draw attention to the problems in your community as you see them. Your board members are neighbors who are volunteering their time to benefit the neighborhood. I strongly rec-

ommend tact in how you address concerns. Talk to some of your neighbors and see if they share your concerns. If they do, get them to attend the board meetings as well and get involved. While it may become necessary to take legal action to enforce the rules, you will most likely resolve the issues by getting involved and

joining with your neighbors to help your whole community.
