Renting vs. buying home comes down to job, finances By Paul Owers Sun Sentinel

FORT LAUDERDALE — Renters often hear jeers that they’re paying somebody else’s mortgage. They feel pressure to escape rent increases and take advantage of low home prices last seen a decade ago. But a home still may be

a stretch financially. And prices may decline further, embittering new owners who see their prized asset lose value. For most, the decision boils down to whether their jobs are stable, how much savings they would have after buying, and how long they intend to stay in the area. “No one thinks of hous-

ing as a risk-free investment anymore,” said Jed Kolko, chief economist for real estate website Trulia. com. “If you’re going to buy, you need to be in a financial position where you’re able to deal with the risks of prices going down.” Housing industry experts weighed in on the rent vs. buy debate in three hypothetical case studies:

A new homeowner still should have at least two to four months’ of cash in savings after buying, Flood said. Assuming he has the appropriate savings and his job is safe, the officer is a good candidate to own, Flood said. If he put down 3.5 percent on a $150,000 home and had an interest rate of about 4 percent, his total monthly payment (principal, interest, taxes and insurance) would be roughly $1,100 — a savings of $400 from what he pays in rent. Bottom line: Easy call. Buy. n SC E NA R IO T WO : Recent college graduate, living with her parents, monthly payments of $ 3 0 0 for a c a r a nd $400 for student loans, has minimal savings and a $40,000-a-year job, but is willing to relocate for another. The car and student loan debts are the biggest obstacles to buying, Flood said. She’d have to buy a small home or condominium, but she’s likely better off staying a renter. “If it was my daughter, I’d tell her to pay off the car or student loans and save more money for a rainy day,” Flood said. Randy Bianchi, co-owner of Paradise Properties of Florida in West Palm Beach, agrees, adding that the uncertainty over how long she’ll be in the area is another concern. Plan to live in a home you buy for at least five years, experts

say. “Homes are cheap right now, but owning will tie you down,” Bianchi said. Kolko offers another consideration: If she’s still living with her parents, she’d be a first-time homeowner with little or no experience in maintaining a house by herself. She’d have to cut the grass and deal with the occasional broken dishwasher. “That’s a lot of firsts all at once,” Kalko said. Bottom line: Stay with parents or rent cheaply. n SCENARIO THREE: Retired couple in their mid-60s, small pension, just sold their house for a $15,000 profit, looking to stay in the area and downsize. The major factor here is the modest profit on the home sale. It’s not enough to buy another home or condo outright or to significantly pay down a mortgage on a new place, said Michael Citron, a real estate agent in Broward County, Fla. The couple likely would spend $1,200 to $1,500 a month on a mortgage and association dues, but probably only about half that amount if they moved into a 55-and-over rental community, Citron said. “That’s much more manageable for them,” he said. “The lawn is taken care of and they can call maintenance if anything needs to be fixed. They just don’t have enough money to buy a home.” Bottom line: Rent.

Easy home spruce-ups take about half an hour Akron Beacon Journal

Got a half-hour to kill? Use it to spruce up your house. Some fairly effortless undertakings can make a big difference in the appearance of your home. Here are a few you can check off your to-do list this weekend. n Take a tour. It’s easy to get too used to the little flaws in your home and stop noticing them. So it’s a good idea to periodically walk through your house with a note pad, looking critically at each room and jotting down the little fix-ups that need to be done there. Are the light bulbs burned out? The registers rusty? The floorboards scratched? Don’t let the task overwhelm you. You don’t need to address everything at once. But by keeping your list handy, you can pick off a chore or two to tackle as you have time. n Revive your woodwork. Window frames, door casings, baseboards and other wood surfaces can become scarred over time, but hiding those little scratches and dings is easy. I recently used Restor-AFinish from Howard Products Co. to freshen my woodwork. You just rub it on with fine steel wool, and it softens the old finish just enough to let the stain seep in to hide all those little blemishes. You can also disguise scratches in wood with a wax touchup stick, a crayon or even a nut meat, but I like the way the Restor-A-Finish leaves a protective coating over the repaired areas. Best of all, it’s a fast process. I had all the door casings and window frames on my first floor done in probably 15 minutes. n Touch up the paint. Walls, like woodwork, can take a beating. Little chips and scars appear over time,

making your painted surfaces look dowdy. Whenever I finish a paint job, I like to save a cup or so of the leftover paint in a plastic deli container, just for touch-ups. The paint stays fresher than it would in a can, and it’s easier to store, too. Make sure to choose a container with a tight-fitting lid, so you can shake the paint to mix it before you start to work. Then just take a small artist’s paintbrush and brush on a little paint to hide the spots that have become scarred. n Clean smudges. Look closely, and you’ll probably notice lots of smudges on your walls and doors, particularly around light switches, doorknobs and door edges. A Mr. Clean Magic Eraser takes those off in a snap. So does Scrubbing Bubbles

spray cleaner, which does a great job of removing all kinds of dirt from hard surfaces. Come to think of it, I don’t think I’ve ever once used it to clean a bathroom, but I use it all the time on my walls. n Clean light fixtures and fans. Have you looked at your dining room chandelier lately? Chances are you haven’t, because we rarely look up. Chandeliers are particularly prone to collecting dirt, because they have so many surfaces. Giving yours a good dusting, including the light bulbs, will let your light shine brighter. n Vacuum crevices. Did you ever look at the spot where your carpet meets the baseboard? The vacuum cleaner doesn’t reach it well, so it’s a place where lint, dust and other dirt collects.

Appraisals a sticking point in some home sales By Alan J. Heavens The Philadelphia Inquirer

PHILADELPHIA — Ask builders, real estate agents, or mortgage brokers why the housing market continues to occupy a basement apartment, and the word “appraisals” comes up a lot. As in appraisals done by people unfamiliar with the neighborhood in which a house is located. And increased use by lenders of appraisals generated by computer rather than by licensed professionals. Those were just two “common” problems raised by a panel discussing appraisal issues at a November gath-

ering of the National Association of Realtors in Anaheim, Calif. Foreclosures and short sales, in which lenders agree to accept less than is owed on properties, now are the predominant form of transactions in many markets and also are throwing off appraisals. Such homes often sell for about 20 percent less than others in the same area, which can make accurate valuations more difficult, members of the discussion panel said. The Realtors’ group noted that a survey of members late last year found that 18 percent had sales contracts canceled because of apprais-

als that did not come up to snuff with lenders. Do not shoot the messenger, responds the group representing appraisers nationally: Low home values are not appraisers’ fault, the group says. “The fact is that appraisers are undertaking the same thorough research and thoughtful analysis that they always have in order to continue producing reliable, credible opinions of value,” said Sara W. Stephens, president of the Chicago-based Appraisal Institute, which has 23,000 members in 60 countries. Stephens called the finger-pointing at appraisers

by real estate agents and builders “nonsense.” “Appraisers don’t set the real estate market; they reflect what’s happening in the market,” she said. “Obviously, the market is depressed — home prices have fallen far below the values of a few years ago. Many homes simply aren’t worth what their owners think they are.” Mark Zandi, Moody’s Analytics Inc.’s chief economist, said that while low appraisals have impeded home sales and a housing recovery, this is “steadily less so.” “House prices are more stable in most parts of the

country, and distress sales have leveled off, making it easier for appraisers to get a better fix on market prices,” Zandi said. Most appraisers “do a good job and are knowledgeable in the areas they work,” said broker Jerome Scarpello of Leo Mortgage in Ambler, Pa. Changes in federal law were made in the aftermath of the financial meltdown, and the resulting mandate that a lender not be in direct contact with an appraiser — designed to prevent any potential influence on establishing values — has made everyone’s job more difficult, Scarpello said.

“Well I Didn’t Know I Couldn’t Do That . . .” and Other Famous Last Fair Housing Words. by Douglas D. Chasick, CPM®, CAPS, CAS, Adv. RAM, CLP The Apartment Doctor™ / NOI News™ Most multifamily professionals agree that the onsite staff having the most contact with our Residents is our Service Team, yet Service Team members are rarely in attendance at the fair housing Seminars presented at most industry conferences. The room is typically filled with Supervisors, Managers and Leasing Professionals, yet Service Employees are just as likely to commit a fair housing faux pas during the course of typical day! When thinking about fair housing complaints and lawsuits, the office team comes to mind as the source of the problem, right? The fact of the matter is that approximately 30% of complaints and lawsuits result from situations OUTSIDE the Leasing Center? Believe it or not, there are still plenty of six and seven-figure awards being made in fair housing complaints and lawsuits, and many of these are service team related. The math should be pretty easy: The maximum fine for a first time occurrence of a discriminatory action is $11,000 and the cost of a fair housing seminar is anywhere from $49.00 - $99.00. And it doesn’t stop with the fine (and the punitive damages – that’s where all the zeros come from in those six and seven-figure awards!) What about all that publicity when a complaint is filed, and all the time and money that must be spent to defend against the complaint – typically thousands of dollars that could have been avoided if all of our Employees received ongoing fair housing Training. Beyond the math is pretty easy, too: practicing fair housing is the RIGHT thing to do! So, in no particular order, here are the most common situations that Service Team members should be aware of to make certain they are fair housing compliant: Just Say “Know”: As in, “I don’t know, let’s go over to the office and find out . . .” This should be the standard response to ANY inquiry about availability, rental rates, renewal terms, specials, concessions, and anything else having to do with the rental or renewal of an apartment. It’s also a great answer to the “What kind of people live here” question, however an even better answer to that question is, “Anyone who meets our qualifying standards lives here”! There is no such thing as “Oops” in Fair Housing: Just because someone didn’t mean to discriminate doesn’t mean they are automatically off the hook, because the discriminatory act does not need to be intentional. Many fair housing complaints are the result of someone trying to “be nice” or be helpful. While “being nice” is standard operating procedure for most companies, the key to compliance is treating everyone equally and consistently. Some examples of what NOT to do are not suggesting which building someone would like because “there are/are not lots of kids in that building”, or because “there are/are not lots of THOSE people in that building”, and NOT talking about other Residents or Employees.

FIFO = First In, First Out: While this term is from the retail industry, it also applies to the apartment business, meaning service requests should be completed in the order they are received, unless it is an emergency. (Speaking of emergencies, is there a written list of exactly what constitutes an emergency, and does each Resident have a copy of that list?) While it may be tempting to do certain service requests first, because the Resident is polite, pleasant, pays their rent early and tips well, it is also an invitation to a complaint based on different. (“You did their work order before mine, even though I called mine in first, because I am a “Protected Class”). Attitude Is Everything: Since most Service Team members don’t get much (any?) Customer Service training, let’s talk about attitude for a moment. The old cliché holds true here: “Reality is perception and perception is reality”. When a person perceives being treated differently, they will usually make up their own reason for why they are being treated differently – and that reason could be “Because I’m a member of a “Protected Class”. That different treatment includes attitude, body language and overall demeanor; if the Service Technician seems to be friendly and outgoing to everyone EXCEPT Mrs. Smith, then in the absence of an explanation to the contrary, Mrs. Smith may think it’s because she is a member of a protected class. Do As I Say AND As I Do: The Service Team Manager has a special responsibility as the Supervisor to comply with all fair housing laws and ensure that each of the Team members complies. That means everyone looks to the Manager for guidance, and people will automatically assume that if the Manager says or does something, then THEY can say or do it too. This includes being proactive by not tolerating off-color or racially insensitive jokes, sexual harassment in ANY form, being aware of what the team is looking at if they have Internet access (jokes sent by email, inappropriate web sites), EVERYTHING. Remember, not leading by example regarding fair housing can have very expensive consequences. Remember That Vendors and Contractors Need Fair Housing Training: Yes, that’s right – vendors and contractors can get us into just as much trouble as one of our Employees. Make certain that all vendor contracts and service agreements contain a paragraph putting the vendor on notice that you expect any of the people they send to your property have fair housing training. Finally, it’s important for each employee to remember that every person living in the United States is a member of at least four of the federally protected classes (race, color, sex and national origin), so compliance with fair housing laws should be easy! Just treat everyone equally, with respect and professionalism, and apply and enforce all policies and procedures with consistency. So, what can be done about making certain your Service Team is playing fair? There are plenty of quality classroom, computer-based and web-based training programs available that are designed specifically for Service Employees. Isn’t it about time we get EVERYONE at our properties trained (or, is it time for a refresher class?). Remember, play nice and PLAY FAIR!

One consequence of this firewall: Appraisers are randomly selected, regardless of how far they are from the subject property, he said. Philadelphia mortgage broker Fred Glick, a board member of the National Association of Independent Housing Professionals, said that before the changes, “I was able to order an appraisal from a company that I had faith that they understood the area and could provide great service at a fair price.” The problem now, Glick and others say, is the thirdparty appraisal-management companies from whom lenders order property valuations. Although the cost of appraisals has risen 40 percent, appraisers get 50 percent less than they once did, he said. The Appraisal Institute’s Stephens agreed the process causes trouble for everyone. Because the management companies’ business models are based “on keeping as much of the appraisal fee as possible and paying as little as possible to the appraiser, this can lead to the least qualified, least competent appraisers being hired,” including those from cities and often states far from the property being valued, she said. Zandi said he was certain that “the appraisal process is due for a thorough revamp, given its ignominious performance in the housing boom and bust.” In the meantime, said Ruth Feldman, of Weichert Realtors-McCarthy Associates in Philadelphia, the job for real estate agents “is to talk to the appraiser, get a feel for whether or not they know/work in the immediate area, and always ask if I can send them comparable sales.” In her experience, “the appraiser always says yes,” she said. “Why wouldn’t they want to at least see what I come up with?”

Housing slump freezes homeowners in place By Bonnie Miller Rubin Chicago Tribune

CHICAGO — When Tracey and Todd Fine were engaged, they purchased a two-bedroom condo in Chicago’s East Ukrainian Village. The price was high, but given the white-hot market in the adjacent Wicker Park neighborhood, they thought it was a strategic investment. Today, their newlywed nest is a 1,200-square-foot obstacle course of toys and books. The couch stands a mere two feet from the dining room table, where their almost 3-year-old twins wave spoons of ice cream. Meanwhile, kindergarten — something that wasn’t even on the radar when they bought in 2006 — looms. “We are stuck ... and we can’t go anywhere,” said Tracey Fine, 34. She estimates they would lose more than $100,000 if their condo sold tomorrow. At a very different place in the life cycle is Suzanne Allison, an empty-nester with four bedrooms and a spacious yard. Despite slashing her $360,000 price tag to $269,000, a “for sale” sign has hung on her Flossmoor, Ill., home for 900plus days. “I can’t pursue anything,” said the divorced mom of three. “It’s impossible to plan what’s next.” The continuing economic doldrums and housing slump has significantly reshaped the mobility of Americans, who are accustomed to pulling up stakes for better jobs, schools or climate. With just 11.6 percent of U.S. residents moving during 2010, migration has slowed to its lowest point since World War II, according to William Frey, a senior demographer at the Brookings Institution. “We are still stuck in the mud,” said Frey, who attributes it to a confluence of falling home values and tighter credit policies.

The paralysis ripples out beyond real estate, affecting communities in unforeseen ways, say experts. When people aren’t moving, retailers don’t sell as many appliances, swing sets or other durable goods. Builders, landscapers and moving companies lose out, which yields less sales tax and more unemployment. “I liken it to musical chairs, but they won’t restart the music,” said Michael Hicks, an economist at Ball State University. “People are still forming families — they’re just not moving up in housing.” With young adults unable to take traditional steps, schools are among the first to feel the pinch. Take Crystal Lake School District 47, where school enrollment peaked in 20062007 with 9,200 students. Enrollment has fallen to 8,168 and is expected to shrink by another 1,000 students in the next seven to eight years, said Superintendent Donn Mendoza. “The single biggest difference is in the number of exiting eight-graders a nd i nc omi ng k i ndergartners,” Mendoza said. Despite strong test scores and bond rating, “we’re having a challenge getting younger, newer families with children into our district.” Home prices in November were at 2003 levels, according to the S&P/Case-Shiller home price index. “The situation is especially tough on younger people,” Frey said. “It’s one reason why we see so many putting off all the things that they would normally do in their 20s and 30s.” Real estate agents said savvy sellers will price their home right and make it up on the purchase end, taking advantage of bargains, low borrowing rates and little competition from prospective bidders. “Ultimately, it becomes a quality-of-life issue,” said

Jim Murphy, who owns a real estate sales office in Frankfort, Ill. “If you really want to get to the next stage, you may need to take the loss. ... Otherwise, you could be in for a very long wait.” While school officials in Crystal Lake wait for more younger families to move in, the district has been able to

avoid drastic steps such as closing a building. Instead, they’ve contained costs by trimming 70 certified and support staff positions in the past three years, mostly through retirement. The same story can be heard from Consolidated High School District 230. Its three high schools — Sandburg in Orland Park,

Andrew in Tinley Park and Stagg in Palos Hills — had a projected enrollment of 9,000 students five years ago. Now, the tally is down to 8,165 students and could slip as low as 7,240 by 2016. Said Rick Nogal, vicechairman of the school board: “There’s no question that the housing situa-

For example, Oak ParkRiver Forest High School expects a gain of more than 500 students by 2019. Cheryl Witham, chief financial officer for District 200, attributed the uptick to more multi-generational families living together and choosing public over private education due to tuition costs. The boom-and-bust has made planning difficult for even the smartest school officials, Nogal said, emphasizing that enrollment projections are just that — projections, not facts. A lot of things change. “After all, who could have predicted all this 10 years ago?” When the Fines purchased in 2006, at the peak of the bubble, they didn’t see a crisis brewing. Units in their new building were on the pricey side, going in the $380,0 0 0 $390,000 range. But with the open layout, prime location and top-of-the-line finishes, it seemed like a riskfree investment. Not that they’re complaining. Chicago’s Bucktown neighborhood, Jay and Dina Schwartz are also trying to unload a 2-bedroom condo they’ve outgrown. In the past 18 months, they’ve slashed their price eight times — from $449,000 to $334,000 — and had more than 100 showings. With a 19 -month- old daughter and two dogs, their desire to flee their third-floor unit for the suburbs is palpable. “Until we can move, we totally have to put our life on hold,” said Jay Schwartz, 40. “We can’t even decide whether or not to have another child.”

Allison, 54, also understands the limbo state — but from a different perspective. She’s at an age where she’s never been more free. Her three adult children are away at school or on their own. The nurse has considered moving everywhere from the Sun Belt to Downers Grove, where she works at Good Samaritan Hospital. But first, there’s her mint-condition split-level, purchased in 20 03. Expansive 2,600-squarefoot houses like hers were the ideal when things were going full-tilt, but now only 18 percent of buyers are

interested in homes that size or larger, according to a recent survey by Trulia, a real estate search engine. However long it takes, she’s just going to wait it out. “I’m not going to give it away. I bought it for the kids ... but I need to get what I want for me.” So does Dorothy Fields, who put off a move to a senior community for years. When the 91-yearold was finally ready, the market wasn’t. In September, she moved into Lincolnwood Place, a senior community, the only way possible — with her

children footing the bill. Meanwhile, her Chicago 2-bedroom condo sits vacant on a stretch of road with hundreds just like hers for sale — some of which have been on the block for 500 days, said her agent, Karen Renella. Still, Barry and Dany Fields, Dorothy Fields’ son and daughter-in-law, who engineered the move, say it’s hard to put a price tag on peace of mind. “We are lucky that we are able to do this,” said Dany Fields. “We’ll take what we can get because, at some point, you just have to find a way to move on.”
