Members of the Tallahassee Board of Realtors will join their counterparts across the country April 28 and 29 to present Nationwide Open House Weekend. The event is expected to include more than 100

local homes, townhouses and condominiums that buyers may peruse, says Steven Louchheim, the TBR’s executive director. “This is the third year we have done it. I think it gets a lot of traffic,” Louchheim said of the interest among prospective buyers. “We think it’s a great

way for the Realtors to showcase the available properties that are out here in Tallahassee,” he added. With plentiful inventory and housing affordability factors at record levels, the National Association of Realtors expects this year’s spring home buying season to be a

busy one. The National Open House Weekend is a means for Realtors to kick off the season and promote the offerings in their communities. The weekend serves an additional purpose to help inform buyers about the purchase process, home financing procedures, applying for a loan and

Nationwide Open House Weekend April 28 - 29 To help potential home buyers realize their dream of owning a home, members of the Tallahassee Board of REALTORS® (TBR) are participating in REALTOR® Nationwide Open House Weekend next weekend, April 28 - 29. During that weekend REALTORS® across the country will hold open houses from coast to coast, focusing attention on the benefits of home ownership to families, communities, and the economy. Blue balloons featuring the REALTOR® “R” logo in white will denote those homes that are part of the event. “Homeownership benefits individuals and families, strengthens our communities, and is integral to our nation’s economy,” said Debbie Kirkland, TBR President. The REALTOR® Nationwide Open House Weekend will give REALTORS® the opportunity to bring buyers and sellers together, and help them connect with local residents about the housing issues that matter most to the people in our community. A strong majority of renters surveyed in a recent Pew Research Center study—81 percent—said they would prefer one day to buy a home. In addition, respondents rated being able to own a home as the top long-term financial goal followed by being able to live comfortably in retirement, pay for a child’s college education, and leave inheritance for children. “Given today’s low interest rates and historic affordability, it makes sense for people to consider owning a home over renting,” said Kirkland. After all, a fixed-rate mortgage might last 15 to 30 years; renting is forever. Additionally, owning a home is one of the best ways to build long-term wealth, providing both equity accumulation and tax benefits over time. REALTORS® will hold open houses in various local neighborhoods throughout the region next weekend to provide guidance and insights into the social and financial benefits of home ownership. preparing for closing. Financing conditions continue to favor buyers. The average rate on the 30-year fixed mortgage remains near its lowest level on record, keeping home-buying and refinancing affordable. Mortgage buyer Freddie Mac said this past week that the rate on the 30-year loan rose to 3.90 percent from 3.88 percent. The rate touched 3.87 percent in February, which was the lowest since long-term mortgages began in the 1950s. The 15-year mortgage, which is popular with those refinancing, rose to 3.13 percent from 3.11 percent, an all-time low. And median prices in the Tallahassee market are beginning to tick upward. “You don’t know what is going to happen in the future, but that’s the right kind of trending,” Louchheim said. A notable fact in buy-

ers’ favor is the median income required to qualify for basic home financing here is higher than the median home price by 72 percent — another positive indicator, Louchheim said. Similarly, the National Association of Realtors reported earlier this year that the housing affordability conditions reached their highest level since recordkeeping began in 1970. The housing affordability index is based on the relationship between the median home price, median family income and the average mortgage interest rate. The index reached 206.1 in January, the first time the index broke the 200 mark, the NAR said. The higher the index, the greater the household purchasing power. This means the typical family has roughly double the income needed to purchase a median-priced home. space in retirement. This is not what the baby boomers want in a retirement community. They want big kitchens with granite countertops and stainless-steel appliances, walk-in closets, showers instead of tubs (unless they are Jacuzzis), wall space for flat-screen TVs and wireless Internet

access. And this is why Lutheran Haven in Oviedo is part of a national trend that finds retirement communities reinventing themselves for the next generation of retirees, the “silver tsunami” of Americans now entering their 60s. “The baby boomers want fitness, dining and

fellowship,” said Kovac, executive director of Lutheran Haven. “We have no fitness equipment. We have a horseshoe pit nobody uses and a shuffleboard court. I don’t think the boomers are going to want a shuffleboard court.” Elsewhere, retirement communities are linking

New Homes Offer Lower Energy, Maintenance Costs This week’s “Ask the Experts” question is: “What kind of savings in energy and maintenance costs can I expect from buying a new home as opposed to an existing home?” Great question. But before I answer it, the inquiry leads perfectly into a reminder about the Tallahassee Builders Association’s upcoming Parade of Homes™. Chaired by longtime Tallahassee builder Mark Worley, the Parade will be held over the weekends of May 12-13 and May 19-20, 2012 with 22 new homes (and two remodeled projects) on display. The Parade books will be available at the eleven Publix stores in Tallahassee and our selected charity this year is Second Harvest (www.fightinghunger.com), which will be collecting food donations during the Parade (details of the collection process will be available in next week’s message). Now, the answer to energy and maintenance savings on a new home: The American Housing Survey (AHS) classifies new construction as homes no more than four years old. AHS reports that for routine maintenance expenses, 26 percent of all homeowners spent $100 or more a month on various upkeep costs. However, only 11 percent of owners of newly-constructed homes spent that amount. In fact, 73 percent of owners of new homes spent less than $25 a month on routine maintenance costs. With respect to energy expenses, on a median per-square-foot basis, homeowners spent 78 cents per-square-foot on electricity. Owners of new homes spent 65 cents per square foot. Owners of existing homes using piped gas spent an average of 53 cents per-square-foot compared to 38 cents per-square-foot for owners of new homes. Beyond the empirical data are the intuitive reasons to “Buy New, Buy Now,” including historically low mortgageinterest rates, exciting new products and services, and a vast array of technological advances in new-home systems for entertainment, energy conservation, and security. Glen Meadows, in Glen Arm, Md., boasts of becoming the first in the nation to offer “Masterpiece Living” — a program that stresses social, physical, spiritual and intellectual fulfillment. CantaMia, a retirement community in Arizona, recently won recognition for its development specifically designed for baby boomers, including solarheated “green” homes and a 30,000-square-foot facility that offers healthy cooking classes, Zumba, an indoor lap pool and a resort-style outdoor pool. The big wave of retirees is not here yet — the first boomer turned 60 in 2006 — but they are coming, and the retirement industry is preparing for their arrival. “We need to start looking at this now,” Kovac said. “The wave is coming, and our campus is aging.” The transformation is taking place from working-class retirement communities such as Lutheran Haven to upscale facilities like The Mayflower in Winter Park. Lutheran Haven’s most expensive unit at $133,000 is about what the Mayflower charges for its entry-level apartment. Mayflower’s most expensive unit is $670,170 along with a monthly fee of $3,886. At Orlando Lutheran Towers, a midlevel retirement center in downtown Orlando that opened in 1980, the small, simple apartments that satisfied previous generations are being enlarged to fit the supersized, technologyobsessed generation. The 18-story independent-living high rise, the new assisted-living facility and the nursing home are all equipped with wireless Internet. There

are computers in the library and on every floor. IPads are available in the assisted-living facility. Every apartment is wired for the Internet. Four floors of assistedliving rooms have been replaced with 45 larger, luxury apartments that have updated kitchens, granite countertops, walkin closets and laundry rooms. They look more like upscale condos than retirement homes. Giving retirement residents choices on how they want their apartments remodeled has replaced the “one-size-fits-all” attitude of the past. Nancy Klingler said if she had to move into one of the standard villas at The Mayflower, she wouldn’t have chosen the retirement center. Instead, she was able to customize her villa to include living room builtins, two huge closets and a contemporary kitchen with an island. “With the normal ones, I wouldn’t have been happy. They were old-fashioned. They were dated,” said Klingler, 67. “I wanted hardwood floors. I wanted granite. I changed all the bathroom fixtures.” Choice also extends to food service in the evolving retirement communities. At The Mayflower, the formal dining room posts a different dinner menu every day. No longer enclaves of the old, ill and infirm, “continuum care” retirement centers are trying to appeal to a younger, more affluent retiree, said Alicia Labrecque, executive director of Orlando Senior Health Network, which operates Orlando Lutheran Towers. “We are selling the independent, urban-living lifestyle, and if you need health care you don’t have to move. We have it right here,” Labrecque said.

Whether it is reserved or “first-come, first-serve”, parking is a territorial issue which tenants loathe to let anyone change. Because of this, a property manager may have a dilemma when a tenant with a disability requests a reserved accessible parking space.

Note that not all accessible parking spaces have to be equal. Many tenants who need an accessible parking space don’t need an extra-wide space with an access aisle. They may only need a regular-size parking space nearest to their front door (or on the most accessible route to the front door). Discuss with the tenant his or her needs for parking.

Fair housing law obligates you to provide reasonable accommodations for tenants with disabilities. That means you are obligated to provide the reserved space even if your property does not assign parking spaces to specific tenants or units. You must provide a reserved parking space to a tenant with a disability if he requests it. The reserved parking space for the disabled tenant must be posted with a sign at the head of the parking space, saying the spot is reserved and enforced. It should be marked as reserved so that other people with disabilities don’t park there.

Guest parking is subject to ADA Title III rules, which require that at least 2% of all guest spaces in any lot meet access requirements and be designated with appropriate signage. Remember that the parking spot you provide to a tenant in response to an accommodation request is separate from and in addition to any general accessible spots provided for the public or tenants and their guests.
