ELDON, Iowa — Beth Howard sits at her kitchen table on a Sunday morning and pulls back the curtain to peer at a group of rosycheeked youths taking pictures on her front lawn. They pair off to stand side by side in the pose familiar

to millions — the dour farmer with a pitchfork, the unsmiling woman beside him in front of the white house. No one notices the woman in flannel pajamas sitting inside. “People seldom know that people live here,” says Howard, who rents the house made famous in

Grant Wood’s painting “American Gothic.” Living in a tourist destination means shrugging when some of the 13,000 annual visitors catch her moisturizing in the nude or sitting on the toilet. The interior of the house is offlimits to visitors, but Howard’s lease with the owner, the state historical soci-

ety, includes a clause stating that she has to be nice to interlopers. Those who peek inside see hardwood floors decorated with throw rugs, brightly colored couches and a collage depicting the Gothic house above the kitchen sink. The house, which has appeared in countless par-

odies, including those featuring Klingons and Miss Piggy, has captivated Howard. She misses it when she’s away and said that when she went to see Wood’s painting at the Art Institute of Chicago, she wanted to jump into the painting and go home (a security guard had to ask her to step away from the artwork). “You can smell the history,” she said of her adopted home. “It’s very soothing — I feel connected to my ancestors.” The 700-square-foot house was built in1881and sold to Charles and Catherine Dibble, who lost it after failing to pay taxes. It is now creaky and old. Square nails poke out of the wooden floorboards, the paint is peeling and the stairway is so small it’s a better fit for a child than an adult. It was the big gothic window on the second story that struck Wood in 1930, when he was driving through Eldon with a friend. The intricate window, ordered from a Sears catalog, looked out of place in the modest house on the prairie. Wood immediately wanted to paint the plain house and its fancy frill. Although some Iowans suspected Wood was mocking them, the artist said it was just the opposite. “I had to go to France to appreciate Iowa,” he famously said. He soon became a leader in Regionalism, a school of American art that spurned cities as subjects and embraced realistic rural scenes. For Howard, 49, embracing the Midwest has been a bit more of a challenge. Living in a centuryold house miles from the nearest city is a new experience for Howard, who spent her 20s and 30s in the faster-paced world of the West Coast. draped itself over the doorknob. Tourists sometimes tramp into the house, ignoring the sign that says “Private residence. Please do not disturb.” At night, they’ll train their headlights on the house and pose for pictures. Then again, the rent is just $250 a month. “We’ve always looked for the right renter because of the historic nature,” says Jerome Thompson of the Historical Society. “Someone who can stand a little bit of being in the public spotlight.”

were advancing were not new, but were expressions of concerns shared with others in the housing industry. Realtors, builders and others have continually decried what they consid-

Our Government Affairs Committee, chaired by Larry Wayne Strickland of Capital City Builders, constantly monitors the local regulatory environment, identifying obstacles to sensible growth and affordable housing. In turn, I and our TBA Senior Officers consistently bring those issues before our City Council members and County Commissioners. At the same time, we work closely with our local building officials, including Leon County’s Division Director of Building Review and Inspection Ed Jarriel and the City of Tallahassee’s Manager of the Building Inspection Division Dale Baker. Mr. Jarriel spoke at a recent TBA meeting on the changes to the Florida Building Code and Mr. Baker addressed us about the steps his department has taken to use new technology to expedite the building permit process. When asked, we jump at the opportunity to serve on government advisory committees and currently TBA members are providing input on code enforcement, downtown redevelopment, and future transportation needs. Along with our advocacy efforts, TBA has a Political Action Committee chaired by Karen Koelemij of Orange State Construction. Our PAC leaders will be joining our friends at the Tallahassee Board of Realtors® in interviewing candidates for local offices then independently making TBA endorsement decisions prior to the fall elections. At TBA, we’ve learned that government doesn’t have to be the bad guy. We’re all in this together. And when private enterprise and government share the same goal of improving the lives of our citizens, good things will happen in the community we all love. TD-0000210160

er “overtightening” of credit in the aftermath of the 2008 financial meltdown, saying it pushed creditworthy borrowers into the ranks of those for whom mortgages are out of the question. In addition, builders say, they have found the credit needed to finance even modest residentialconstruction efforts impossible to secure.

Among other worries » Mortgage-interest tax deductions. Although no formal challenge has been crafted, “many lawmakers have expressed a willingness to eliminate or curtail the mortgage-interest deduction,” the National Association of Home Builders says. In an April speech in Florida, Mitt Romney, the presumptive Republican presidential candidate, said he would eliminate or limit for high earners the mortgage-interest deduction for second homes if he is nominated and elected. » Appraisal standards. Both the National Associations of Realtors and Home Builders accuse appraisers of using distressed housing, as NAHB put it, to measure the value of “well-kept existing or brand-new homes without accounting for major differences in condition or quality.” The Appraisal Institute denies the accusation. Sara W. Stephens, president of the Chicagobased organization, has called the finger-pointing by real estate agents and builders “nonsense.” “Appraisers don’t set the real estate market; they reflect what’s happening in the market,”

she said. “Obviously, the market is depressed — home prices have fallen far below the values of a few years ago. Many homes simply aren’t worth what their owners think they are.” Another sticking point for the housing industry is something called the “qualified residential mortgage.” The Dodd-Frank financial-reform act mandates establishment of a rule that would require lenders to assume some of the risk of loans packaged for the secondary market. The rule, proposed by the Consumer Financial Protection Bureau, generally would require sponsors of asset-backed securities to retain at least 5 percent of the credit risk of the assets underlying the securities. Sponsors would not be allowed to transfer or hedge that risk, according to federal regulators. The proposal would define qualified residential mortgages as a class of loans that would be exempt from the riskretention requirement. Criteria for those loans would include borrowers’ credit histories, payment terms and loan-to-value ratios “designed to ensure they are of very high credit quality.” Housing and consumer groups, however, contend that the rule would require most buyers to put down a minimum of 20 percent to have their loans considered. That, of course, would reduce the number of buyers substantially. And that, housingindustry officials say, would put the final nail in the coffin of the American Dream of Homeownership.
