tion. Apparently, the healthy flow of Parade visitors was a sign of things to come. “I have 12 houses in various stages of construction right now and I have four more in permitting,” Chason said of his SouthWood activity. His

company, Foundation Homes Inc., is one of the local builders benefitting from a steady increase in construction demand as buyers pick their homesites and sign contracts. Chason estimates that his company’s construction volume is up 30 percent from a year ago.

He and other builders and Realtors say the 8,700-acre planned community developed by the St. Joe Company has the mix of housing options and a long list of amenities that are attracting consumers. Chason also builds in other parts of Leon County, namely in the

SouthWood, however, commands attention because of what it has become. “It’s unique to this area,” Chason said, noting the trails, the 123-acre Central Park, the golf course, pools, tennis and planned events for residents. “I think that makes a big difference.” Realtor Jeff Doxsee, an agent for Premier Development & Construction, agreed. Premier’s limited inventory of spec homes are all but gone and more are planned to keep up with buyer demand. Premier also has other developments locally, but maintains a healthy presence in SouthWood because of the market there. “People out here love it,” Doxsee said. “It’s really quiet here and it’s a community unto itself.” Premier’s Parade entry at 3192 Nathaniel Trace, which was recently sold, is a three-bedroom, two-bath layout of 2,007 square feet. Doxsee points out the solid red oak flooring, architectural ceiling treatments with hidden lighting, and granite countertops as the features that appeal to new home buyers. Today, they are more knowledgeable about their housing options and what they expect to get for their money, he added. SouthWood’s market profile also shows up in the statistics from the Multiple Listing Service. In the past12 months Leon County had 1,754 sales of detached single-family homes. A total of 79 of them, 4.5 percent, were in SouthWood. In just the southeastern quadrant of Leon County, SouthWood accounted for 30 percent of the homes sold in that time frame. As for new construc-

tion since January, the MLS shows SouthWood accounted for 26 of the127 total new homes built, or 20 percent. Appraiser Greg Lane of Timberlane Appraisal Associates says the pace of activity is being driven by the amenities residents have. He referred to it as “place-making,” the tendency for buyers to find the sense of community there that many seek. “That is something that you just can’t take away,” Lane said.

The result is that mental illness is grossly misunderstood. Fear overtakes reason. The Fair Housing Act The Fair Housing Act protects individuals with mental illness, so they don’t fall prey to the fears and misperceptions of landlords and property managers. A mentally ill person cannot be evicted just because of the manifestations of his disease. Examples: 1. A tenant diagnosed with clinical depression attempts suicide on the premises by taking an overdose of pills. This impacts no other tenant, even though the resulting ambulance and police cruiser awakes everyone. This is not a lease violation. 2. A household includes a brain-damaged child, who sits on the patio of the unit almost daily. He yells loudly at each passer-by in a jovial manner even though one cannot understand what he is saying. Other tenants complain, saying the child makes them “uncomfortable”. They claim to worry they “don’t know what he will do next”. This is not a lease violation. 3. A tenant calls on the first of every month, saying she will be paying her rent even though she knows the management

staff is conspiring against her. Management suspects she may suffer from a mental illness. The phone calls are tedious and time-consuming. Often, the tenant is rude. This is not a lease violation. 4. A tenant goes to the mail box area each day and watches the letter carrier put the mail in the boxes for 30- minutes. This makes the mail carrier extremely uncomfortable and the mail carrier wants you to “do something”. This is not a lease violation. 5. A tenant wears a nightgown and walks around the property all day long mumbling and carrying on a conversation with himself. This is not a lease violation. All of the above examples, and there are many more where they came from, show the observable effects of some mental illnesses. As annoying as some behaviors may be, they do not rise to the level of a lease violation unless the conduct poses a direct threat to the health or safety of other tenants or causes substantial physical damage to the property of others. Even then, the landlord must determine whether a reasonable accommodation can alleviate the situation. Don’t rely on fear, speculation, or stereotype when dealing with mentally ill individuals. They are entitled to fair treatment based on facts. A wrong move on your part could result in an expensive lawsuit against you and your company. Not sure about how to deal with a situation? Water is good for trees, shrubs and many other plant forms. It’s not, however, always good for your house, especially when your property stays wet and does not drain properly. “Water is the No. 1 cause of damage to the homes we live in,” says Jamison Brown with AmeriSpec Home Inspection Service. “Excessive water around and under the footprint of the home can produce a host of unwanted consequences — fungal growth and structural damage.” To protect your home, the soil around the home should slope away from the foundation on all sides. Typically, the recommended slope is 1 inch per foot for at least 6 feet away from the home. This is not always possible for hard surfaces like drives and walks. However, with these impervious surfaces, water can keep moving away from the home even if the slope is less. Homeowners should annually review the ground around the home to ensure that gardening activities, installation of mulch or raised beds have not resulted in a low spot or a slope toward the home. If the lot slopes toward a home, a swale, or a shallow ditch, should be installed to prevent surface water from flowing against the foundation. A swale should carry surface water around the home and away on the surface of the soil or to a catch basin.

QUESTION: I was solicited by a company that said it could reduce my mortgage, and I’d have 20-percent equity in the home when all is said and done. The firm proposed a complex legal plan that begins when I deed my home to a trust and pay a $2,500 fee. Is this legitimate? — Chris ANSWER: No. The land trust sues your lender with a special type of lawsuit that is normally used to clear up legitimate ownership or title issues. The hope is that your lender will not notice that it is being sued, allowing the land trust to get a court order saying that the mortgage lien is gone. This may even happen. If it does, you will be asked to buy your

property back from the land trust. What the scammer is not telling you is that you still owe all of that money to the bank. And once the bank catches wind of what happened, it will go back to court and correct the matter. Further, because the closing companies are onto the scam, no title company will be able to issue a title insurance policy for you to sell or refinance your home. The net effect of all this is that you get to give the scammer all sorts of money you can’t afford to lose and end up losing your house anyway. It’s sad to say, but with the real estate market starting to pick up, mortgage scams are on the rise. Keep all this in mind: » Never sign anything that you don’t fully understand. Ever. A mortgage loan is still attainable in today’s market. Many programs are available, and lenders are willing to lend. Here are a few tips to prepare for the mortgage process: 1. Pull your own credit and know exactly what is out there. You are entitled to one free credit bureau pull per year from each of the three repositories. Go to www.annualcreditreport. com. Pull Equifax today, and leave the other two for future credit pulls within the next 12 months. Review the information for accuracy. If there are inaccuracies, contact the creditors and ask them to correct the errors or document the entries. Pay any judgements, tax liens, or nonmedical collections. Keep a copy of everything you pay off along with the instrument you use to do so (check, cashier’s check, money order). Your lender will likely need copies of these items and may request further documentation regarding the source of the funds used to pay the creditor. 2. Next, gather your documents. You will need your most recent two years of income tax returns complete with ALL schedules (if self-employed, include the two years of business tax returns as well). Include any W-2s/1099s/K-1s that correspond to these tax returns; most recent year-to-date paystub; all retirement and social security awards letters; and your most recent two months of bank statements (with all pages) showing sufficient funds for closing. If you will be getting a gift from a relative, then you will need a copy of the gift check and the donor will need to provide a copy of their bank statement showing where the funds are coming from. Your lender will prepare the Gift Letter. If you have not been employed for two years due to school enrollment, provide your transcripts. 3. Lastly, have patience as you are embarking on a large financial transaction and your lender may ask for additional documents (updated paystub and bank statement) a few days prior to closing.
