We’ll begin today’s exercise with advice from Bill Saunders of Whately, Mass. A recent reader raised a question about an unexplained sewer odor in his bathroom. I had the same problem and came up with all
kinds of theories — dry drain trap, leaks. After a very long time, I stumbled over the answer. There is a lever mechanism in the drain just below the sink, and hair in the drain water gets caught on this lever and accumulates into a thick, sticky wad. If left long enough, it rots and stinks to high heaven. It is easy to remove by using a
purchased, thinking it might be a moisture problem. He found no moisture but said he sees it a lot in these older houses, usually caused by using latex paint directly over the old lead paint. His recommendation was to get all the loose or cracked areas off, then use an oil-based primer before repainting. I don’t

Watching the opening ceremonies of the 2012 Summer Olympic Games, I can sense my inner patriot coming alive over the next few weeks. Most of my daylight hours in the summer are spent outside looking at homes or in the office analyzing the real estate market and local trends. But I will at least find a few hours to catch some track and field, a butterfly relay, and my favorite, gymnastics. Whether it’s the iron cross or the hammer throw that gets you pumped up, there’s something about that patriotic feeling we get during the Olympics. The only thing better to get the hair standing up on your neck is a Blue Angels fly-over on the Fourth of July in Pensacola. I get a similar feeling when I pull up to a home with an American flag swaying on an inviting covered porch. I cannot prove on paper that a flag will sell your home, but how could it not be a positive addition to your home or yard? In fact, the highest sale in my neighborhood since 2011 just happens to have a large covered porch and a flag that might as well read “Welcome to Americana.” That home sold in one day, and has always been the one that turns heads and seems to have “Norman Rockwell” written all over it. A flag might mean something different to everyone, but it is recognizable by all Americans. For many, it symbolizes our military, our fight for a free country, and those who struggled before us. Others see a flag and visualize baseball, apple pie, and some Mellencamp ballads that so define our culture. For all of us, a flag should symbolize and instill pride. So having one on your home can do nothing but enhance its curb appeal and marketability. With so many homes available for sale, time-crunched buyers do judge a book by its cover and move on to the next house on the list. Maybe your home needs some new black shutters or a greener lawn, but don’t forget the red, white, and blue. Among the many freedoms we enjoy in this country, I will always take pride in our American flag and I will never take for granted the freedom of home ownership. know if this is the problem you were contacted about, but it sounds similar. I am still repairing and repainting room by room, but the cracks have not returned in the first rooms I redid. »»» Q: We own a GE sideby-side refrigerator that is about 6 years old, with the water and ice dispenser in the freezer door. Several months ago, the water dispenser stopped working, although the ice dispenser and ice cube maker work fine. I called the serviceman, who diagnosed a frozen water line in the door. His solutions were to replace the door, at a cost of about $600, or to turn off the fridge and let it thaw out. This is not practical, as we don’t have another refrigerator to put the food in. Also, what’s to prevent the line from refreezing? I got a second opinion from a different guy, and it was basically the same solution, except he said what probably happened was that over time, the insulation in the door had absorbed moisture, causing it to freeze. I would be interested to get your opinion as to what can be done, if anything. QUESTION: My mother is currently “underwater” on her mortgage. Due to other circumstances, the house is in poor condition. She is considering just letting the bank foreclose and walking away. Before she decides, though, what are the potential ramifications and legal fallout of her doing this? —Bill ANSWER: The answer to this question depends
on your mother’s financial circumstance. When you decide to walk away from a mortgaged home, you still actually own the home until the bank, or someone else, becomes the new owner. If your mother chooses to just up and leave the property, she would be legally and morally responsible for everything that happens there until there is a new owner. Any homeowner’s association dues and any mortgage deficiency af-
ter the foreclosure could be turned into judgments that could then be collected against any of her savings or other assets. But a lot of people do not have any savings or own anything else. These people are commonly referred to as “judgmentproof” because they don’t have anything for the bank or association to take. The Competitive Edge In any competition it’s good to have an edge – something that makes you stand out from the rest of the landlords. Often, that edge takes the shape of a special move-in deal or a concession. Be sure that it does not take the shape of a fair housing violation. Targeted Move-in Specials Move-in specials can violate the fair housing laws if they are targeted to limited groups. Such targeting indicates a preference for one group over another. Thus, what you think is a “deal” for one group can act as a discouragement to another. Specials for Seniors A move-in special that offers the first month free to senior citizens has the effect of discouraging families with children. That violates the federal and state Fair Housing Act’s prohibitions against familial status discrimination. TD-0000211034

Married Couples If you have a move-in special for newly married couples, you are discouraging single people (which violates fair housing ordinances in several localities). For this same reason, you should charge each applicant the same application fee. There should be no “2-for-1” or reduced application fee for married couples. Innocent Looking Specials The situation may not seem logical. For instance, a movein special aimed at families with school-age children would seem benign. After all, it certainly does not exclude families with children. However, since it shows a preference for a protected group, it could be considered a violation of the law. In order to get your association approved for this sort of loan, you need to check to see if your condo meets the requirements. The Department of Housing and Urban Development, which oversees the FHA, will look at certain factors to determine if it will allow FHA loans to be issued in your community. Those factors include number of units and how current your neighbors are on their association dues. The FHA will give only a certain amount of loans in one community, so if too many of your neighbors already have this type of loan, you will not get one. Methods to prevent insect infestation By Kathy Van Mullekom Newport News Daily Press
No one really likes spiders, ants and other creepy crawlers invading home and yard. But, they are a natural part of our environment and there are some bestpractice ways to deal with them. “An essential aspect of landscape maintenance is insect control,” says Doug VanGundy, an entomologist with Central Life Sciences, which includes Amdro pest-control products. “Problem insects can affect the vigor of plants and landscapes, either through disease, insect feeding or other destructive activities. Insects can also invade the interior of a home in search of food, water and shelter, becoming a general nuisance.” Here are VanGundy’s tips on preventing insect infestations on your property: Choose plants wisely. Native plants are less likely to attract unwanted pests. Some, like marigolds, keep insects away. Combat insects with essential nutrients. One of the best defenses from problem pests is a strong, actively growing, wellmaintained plant. Proper fertilization is essential to maintaining landscape beauty and plant development, helping sustain opti-
mum plant growth and resistance to insects, diseases and environmental stresses. Often, the evaluation of plant symptoms can provide an effective indication of the insect type. There are three common types of problem insects: 1. Sucking insects and mites cause damage by removing a plant’s life-sustaining sap from plant tissues. Symptoms include: wilting of plant tissues; stunting, curling or distortion of new plant growth; rust coloration of the upper leaf surface; or sticky substance followed by black sooty appearance on the upper leaf surface. 2. Chewing insects consume plant tissue, such as leaves, stems and roots, or burrow into plant tissue. Symptoms include: silvering of leaf tissues; complete removal of leaf tissues; and holes in and around plant leaves, stems, branches and trunks. 3. Boring insects target the trunks, stems, bark, buds and roots of woody ornamental shrubs and trees. These insects damage plants through their tunneling activities. Symptoms include: holes in the bark; tunneling activity in leaf tissue; dead terminal growth on a plant; or the complete removal of strips of bark. Create a line of de-
fense. Use a bait formulation such as an ant barrier to create a deterrent around your home. The bait kills a range of ant species outside so they are unable to infest interior areas. Foraging ants bring the granules back to their mound, resulting in the entire colony, including the queen, being destroyed.

Carroll, Lt. Governors Support Housing Goals For an industry that’s been battered by the worst depression since World War II, we’ll take help anywhere we can get it. That’s why it was good news last week when the National Lieutenant Governors Association (NLGA) approved a resolution that underscores the importance of homeownership and calls on Washington policymakers to take ac tio n to s ho re up the nation’s housing markets to achieve a long-lasting economic recovery.
This broad support for government policies that encourage homeownership comes at a time when the American dream is under attack under several fronts in Washington. Proposals to tamper with the mortgage interest deduction, mandate 20 percent downpayments on home loans and to end federal support for affordable mortgages would prolong and aggravate the housing downturn, lead to m o r e j o b l o s s e s a n d substantially raise the cost of buying a home—particularly for younger households and first-time home buyers. The lieutenant governors also noted that home builders face a lack of credit for housing production loans and that potential home buyers are stymied because they cannot obtain mortgages, which is further hampering the housing recovery.

Prudent lending to home buyers and home builders who need credit to build viable projects in communities that want and need them would go a long way into pumping life into the tepid recovery. Recognizing the importance of the nation’s home building industry in spurring and sustaining economic growth, the lieutenant governors highlighted that constructing 100 homes creates more than 300 full-time jobs, $23.1 million in wage and business income and $8.9 million in federal, state and local tax revenue. These tax dollars are desperately needed to help local governments to provide essential services such as schools, roads, and police and firefighter protection.

Forging ahead Barton working to take homebuilding business to the next level By Paul Thompson Special to HomeFinder.com Weekly
For some home builders, winning the Best in Show Award in the 2012 Parade of Homes would represent the pinnacle of success. But to Doug Barton, the highly coveted honor is just another step on a journey that he hopes will lead Barton Construction to the next level of performance and excellence as one of Tallahassee’s elite builders of custom and semicustom homes. It’s very likely that next level will include an enclave of homes aimed at affluent baby boomers who still demand lifestyleenhancing amenities in their homes, but who value smaller, flexible floor plans in developments scaled to preserve neighborly interaction and a sense of community. If his track record is any indication, look for Barton to make it happen. He wowed Parade of Homes visitors and judges with his 3,134square-foot “Retreat” home in SouthWood that could be adapted in size from 2,500 to 3,900 square feet with from three to five bedrooms. Barton says he thinks the same approach will work on a smaller scale, with homes of 1,600 to 1,800 square feet, appealing to active adults. His knowledge of the local market is one of Barton’s keys to success. He’s Tallahassee born and bred, the son of Dennis and Colleen Barton, hardworking parents who instilled in him a deep sense of responsibility and mission. Barton was raised watching his parents operate their businesses with focus on detail and timeli-
ness while serving the desires of the client. “I was always taught to do things the right way and on time,” Barton said . “I always applied that teaching to my construction career.” Barton earned a business degree from Florida State University, then went to graduate from Auburn specializing in construction science. After graduation, he worked in commercial construction, but gravitated toward production housing for a few years then custom homes on his own. “Iappreciatetheopportunities that others gave me but you reach a point in your career where you say ‘I need to do this on my own,’” Barton says. His leap of faith came in 2002 when he had no contracts or employees, but lots of confidence in his ability to survive and thrive. Four years later, he was building 30-40 homes a year until the market and the industry hit the wall. Even at that, Barton’s company, now celebrating its 10th anniversary, has annual volume of over $2.5 million, including homes and light-commercial projects. Mark A. Tarmey, AIA, is senior architect and managing principal of 4M Design Group P.A. in Tallahassee. As a member of SouthWood’s Design Review Board and Architectural Control Committee, he reviews every house design builders propose for the residential community. He has known Barton since 2001 when the builder was doing commercial projects. “He’s fair and he’s very transparent and I think the homeowners like that,” Tarmey said. If something about the fin-

While devoted to family, Barton keeps a keen focus on his business, building the “brand” and improving his own knowledge and skills. He recently became one of three builder members of the Tallahassee Builders Association to be grandfathered into the association’s “Construction Industry Professional (CIP)” program in recognition of his experience and professionalism. He’s also working on getting his certified aging-in-place specialist designation to better prepare him to meet the housing needs of older adults.
