Brite, then wash off and rinse to make way for a latex corrosion-inhibitive primer. In the second scenario, apply a quality exterior alkyd — “oilbased” — primer recommended for aluminum siding by the manufacturer. One consumer asked the institute experts whether he should wipe the siding with mineral spirits before priming, having had to use a sander to remove road salt from the surface that was now badly pitted. The answer is no – unless you have some oily contaminant such as road tar on the siding. The road salt removed was probably white aluminum corrosion (aluminum oxide). If you do prime everything, you will get a more uniform appearance from the paint, compared with if you only prime some parts. Here's a great resource: Bookmark the institute at www.paintquality.com. A familiar topic: Chicago reader Sam Portero wrote to weigh in on discussions concerning how to get rid of lingering cat-urine odors in the basement. He said the house he and his partner owned before they bought their current condo had the same cat-urine issue. Locating the affected area was difficult, but they found it was concentrated in one area, Portero said. “After trying all kinds of solutions, we finally went to a pet store and bought a product for removing urine odor that was an enzyme-eating solution,” he said. “Two gallons at full strength, applied slowly, and in liberal doses to allow it to seep into the affected area without running off eventually

Don’t let anger guide your actions. If you learn that your tenant has filed a fair housing complaint of discrimination, take a deep breath, and get legal advice. Do not act out of anger. Any retaliatory act may mean that the landlord will be liable for damages, attorney fees, and court costs.

Examples of retaliation are refusing to make repairs or not making them in a timely manner because the tenant was involved in a discrimination complaint, or evicting a tenant because he was a witness in a discrimination investigation. The way a person asserts his or her fair housing rights can be as informal as a verbal complaint to the manager, or as formal as a complaint filed with a local fair housing enforcement agency.

Acts of Retaliation

Suppose the complaint has no merit?

Everyone (hopefully) knows the federal Fair Housing Act prohibits discrimination based on race, color, religion, sex, familial status, national origin, and handicap. Perhaps fewer people know that it also prohibits acts of retaliation.

It is illegal to retaliate against someone who has raised an issue of discrimination, even if the original allegation of discrimination has no merit. Make sure the actions you take are not a result of the allegation itself, but rather that the actions would have happened regardless of the allegation.

The law makes it unlawful to “coerce, intimidate, threaten, or interfere with any person” who is exercising his rights under the Fair Housing Act or who is helping another person exercise rights under the Fair Housing Act. Such conduct is retaliation and can subject the landlord to a lawsuit, even if he is not otherwise engaging in discrimination.

If a tenant alleges discrimination, you are not required to stop enforcing the lease or to stop serving notices for nonpayment or other lease violations. Stay consistent with what you do, and you should be able to support any legitimate actions you take after a tenant makes an allegation. Unsure of what to do? Call your attorney!

Recycling homes gives materials a second life By Kathleen Lynn The Record (MCT)

HACKENSACK, N.J. —

Builder Jeremy Teicher bought a century-old house in Englewood, N.J., intending to replace it with a new home. But instead of just demolishing the old house, he had it dismantled so the pine floors, beadboard ceiling, solid oak doors and other features could be reused or recycled. “It’s good for the environment, and we believe it’s the right thing to do,” said Teicher, a principal with the Englewood construction company Build Within Reach. Like Teicher, a growing number of builders, architects and homeowners are looking for ways to recycle building materials, even though it’s generally easier and faster to just haul everything to a landfill. The environmental benefits are obvious — the U.S. Green Building Council estimates that 10 million tons of construction and demolition debris was dumped in 2003. But saving these old building elements can also make economic sense, because they can be resold, donated or reused to save the cost of buying new items. To dismantle the old

Englewood house, Teicher hired a crew from a Baltimore non-profit, Humanim. Chris Posko, an operations manager for Humanim, said that 80 to 85 percent of a home can typically be saved. “There’s value in everything,” Posko said. “To be able to get over 1,000 square feet of heart pine flooring (from the Englewood house) is beautiful.” Part of Humanim’s mission is to hire and train the unemployed to do the deconstruction and build their own work record. Posko said demolishing a typical house costs $15,000 to $20,000, while deconstructing the same house takes more time, and might run $25,000 to $30,000. But the materials are donated, providing a charitable deduction. That deduction covered the extra cost in the Englewood job, Teicher said. Humanim donates building materials to Habitat for Humanity, the home-building charity, which sells used furniture, building materials, carpets, appliances and more in its ReStores. The ReStores have three missions: to raise money for Habitat, provide affordable items for the community, and

reduce the amount of waste dumped in landfills. The ReStore in Wayne, N.J., raises money for Paterson, N.J., Habitat. It contains a wide assortment of products, including kitchen cabinets, appliances, furniture, carpet remnants, lamps, hardware, piles of tiles — every-

thing, including the kitchen sink. All are at least 50 percent off retail price. The donations come from businesses, estate sales, downsizing homeowners and people renovating kitchens or baths, according to ReStore Director Lucia Fitzgerald. “If they take the cab-

Fair lending is the consistent, objective, unbiased treatment of all consumers without regard to any basis prohibited by law. April 2013 marks the 45th anniversary of the Fair Housing Act of 1968 (Title VIII of the Civil Rights Act). This act prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status, or disability. Specifically, lenders should: • Make credit and lending products available to qualified applicants without regard to any basis prohibited by law; • Market products to consumers in a manner that ensures compliance with fair and responsible lending laws and regulations; • Encourage customers to complete and submit an application for credit, without regard to any prohibited basis; • Offer assistance and service customers in a fair and consistent manner throughout the lending process; • Provide customers with the information necessary to understand product terms and conditions to make informed decisions; • Price credit products and services consistent with factors that take into consideration the risk and cost of making loans, competition, marketplace strategy, and safety and soundness; • Promptly respond to any consumer complaints alleging fair or responsible lending concerns; and • Prohibit any unfair, deceptive, misleading or abusive lending practices.
