Dear participant, We are inviting you to take part in the grant competition organised by the Tallinn 2011 Foundation for the purpose of making the city’s environment more cultural, friendlier, brighter, homier, unexpected and lovable. We welcome all ideas and activities about how to improve the social and cultural environment around us and projects that place the phenomena we are used to into a new context. There will be an event, action, art project, charity event, etc. taking place in Tallinn every week in 2010. 1

52 Surprises and Ideas 1.4. Grant Competition Committee 1.4.1. The Grant Competition Committee consisting of the following members was formed for the organisation of the competition and the selection of winners with a directive of the director of Tallinn 2011 Foundation dated 22 October 2009: Head of the jury:

1.4.2. The head and members of the Committee have the right to vote when decisions are made. The secretary does not have the right to vote. Voting at the Committee meetings is public. 1.4.3. The Commission has a quorum and is competent to make decisions if at least twothirds of the members with voting rights are present. 1.4.4. The Committee may include experts in the assessment of plans if necessary. Experts have the right to attend Committee meetings, but their opinions are advisory for the Committee and they have no right to vote when decisions are made.

1.5. Objective and characteristics of the grant competition The objective of the competition is to make the city’s environment more cultural, friendlier, brighter, homier, unexpected and lovable. We welcome all ideas and activities about how to improve the social and cultural environment around us and projects that place the phenomena we are used to into a new context. 1.6. Terms and conditions of participation 1.6.1. All private persons may take part in the competition. 1.6.2. The head and members of the Committee, experts and persons who are in an advantageous situation due to the organisation of the competition and could influence the Committee’s decisions, or persons who already have a legal relationship with the Foundation may not take part in the competition. 1.7. Prize of the Grant Competition 1.7.1. The selected creative ideas are awarded with the creative grant of the Tallinn 2011 Foundation for the realisation of the idea. The maximum amount of the grant is 10,000 (ten thousand) kroons. 1.8. Liability 1.8.1. Grant applicants will not be compensated for any damages or expenses incurred in association with participation in the grant competition. 1.9. Language of the grant competition Grant applications must be submitted in Estonian or English. 1.10. Schedule of the grant competition 1.10.1. The grant competition starts on 2 November 2009 and ends on 30 November 2009 with the submission of the last grant applications. 1.10.2. Grant applications will be assessed on 1 December 2009. 1.10.3. Applicants will be contacted between 2 December 2009 and 31 December 2009. 1.10.4. Grants will be executed from 1 January 2010 to 31 December 2010. 2

COURSE OF THE GRANT COMPETITION

2.1 Explanations 2.1.1 Participants have the right to request justified and relevant explanations about the invitation to the grant competition and to ask specifying questions. Questions must be sent by post to: Tallinn 2011 Foundation, Pärnu mnt 8/Väike Karja 9, 10148 Tallinn. In order to speed up matters, questions may also be faxed to the number 6427001 and e-mailed to info@tallinn2011.ee. The fax number for the response must be indicated when questions are faxed. 2.2

The additional criteria of this grant competition prevail over the terms and conditions set out in the application statutes of the grant competition. 2.2.1 The activities must take place in the territory of the City of Tallinn. 2.2.2. The maximum amount of one grant is 10,000 (ten thousand) kroons. 2.2.3. The events may take place in the public city space, homes, institutions, centres of culture, sports and entertainment. 2.2.4. The event must be public, i.e. it must be possible to document and record it (film, photograph, record, etc.) by Tallinn 2011 and media publications.

2.3 Application form 2.3.1 Grant applications must be submitted on a certain application form. The application form is available on the website www.tallinn2011.ee or it can be collected from the offices of Tallinn 2011 Foundation (located at Floor 3, Pärnu mnt 8/Väike-Karja 9). 2.4 Submission of applications 2.4.1 The deadline for submission of applications is 30 November 2009. Applications must be submitted electronically or delivered to the secretary’s desk at the offices of Tallinn 2011 Foundation (located at Floor 3, Pärnu mnt 8/Väike-Karja 9), addressed to Office Manager Kirsi Ansper or the Director’s PA Janeli Jallai, or sent by recorded delivery by the application deadline. The Foundation is not liable for the postal service. 2.4.1 The participants bear the full risk of timely delivery of the application, including the possibility of Force majeure. 2.4.2 Participants will pay all the expenses associated with the preparation and submission of the application. 3 ACTIVITIES AFTER THE GRANT COMPETITION 3.1 Realisation of grants 3.2.1. The exact week in which the grant will be used will be agreed with the Foundation to ensure that all 52 weeks of the year are covered with grants. 3.2.2. Grant recipients enter into the obligation to carry out the grant and to cooperate fully with the Tallinn 2011 Foundation within the scope of said grant. 3.2.3 A contract for execution of the grant and submission of the associated reports will be entered into with grant recipients.
