What an exciting time to be in Tampa’s Downtown. We are entering a new era of development and growth, which, through dynamic vision and thoughtful implementation, will improve the quality of life for everyone who lives, works, plays, and visits Downtown. Great change also brings great challenges. This is our chance as a collective community to work together to develop new strategies that effectively address the issues impacting our neighborhoods. As leaders, we must ensure they produce meaningful, thoughtful, and relevant transformations. By facing these issues headon with leadership, advocacy, and communication we will be successful. It is our responsibility to build the vision, set the goals, and lead aggressive action that brings the cultural, environmental, and business amenities to our city that will support attainable, sustainable, and resilient development. As Chairman of the Tampa Downtown Partnership, I am privileged to work with an amazing staff, Board, Executive Committee, and a group of dedicated partners who focus every day on a single mission of making our city the best it can be for everyone. We must dare to be the leaders who promote disruptive innovation, inclusive participation, and meaningful action to do what makes a city great. We are the ambassadors of enthusiasm that will set a new attitude of pride and engagement that will achieve this goal. Dear Friends of Downtown, It is an honor to serve as the Tampa Downtown Partnership’s Acting President and CEO. With a talented team from diverse backgrounds and experiences, our organization has made great strides in being a strong voice and advocate for Tampa’s Downtown. I am exceedingly proud of the progress we’ve made and the momentum we’ve sustained throughout our 32nd year. Just last year, the Partnership staff, Executive Committee, and Board of Directors announced our commitment to four strategic initiatives. These initiatives serve as guiding principles in our day-to-day work, influencing our decisions in all circumstances. These four initiatives, which were laid out during our 31st Annual Meeting and Luncheon, include: 1. Respond to City Center Growth; 2. Transportation and Circulation in Downtown; 3. Maximize Public Space Experience; and 4. Positive Placement and Continued Relevancy. We are achieving significant advancements within each of the identified goals and I invite you to read more about some of those projects, which are highlighted in our Year In Review. Our success wouldn’t be possible without the collaborative support of our 234 members and we are grateful for their commitment in making Tampa’s Downtown a vibrant and diverse place to live, work, play, and learn. With a full staff wholeheartedly dedicated to our mission, I am confident that our passion will continue to gain in the coming year. VISION Tampa Downtown Partnership is the leader in fostering a vibrant, diverse 24-hour downtown neighborhood in which to learn, live, work, and play.
MISSION The strategic mission of the Tampa Downtown Partnership is to be the steward of Downtown Tampa, while cultivating effective public/private partnerships to facilitate catalytic physical and economic development.

ABOUT THE
SPECIAL SERVICES DISTRICT (SSD) The Tampa Downtown Partnership administers the Special Services District program through an annual contract with the City of Tampa. Through the Special Services District (SSD) program, The Partnership works to promote the downtown experience through a multitude of initiatives such as marketing, economic development, transportation, planning, and beautification, as well as maintenance and safety with Tampa’s Downtown Guides and Clean Team. The Partnership also works with numerous agencies to identify opportunities and facilitate additions to the Special Services District program.
The Special Services District is the longest operating Business Improvement District in the State of Florida. It encompasses 760 acres and 220 blocks. Since its inception in 1994, the SSD has provided services above and beyond the standard services provided by the City of Tampa. Funding for the SSD comes from a non-ad valorem special assessment placed on property owners. This assessment is $1.10 per $1,000 in assessed value from the Hillsborough County Property Appraiser’s office. In FY2018, the SSD budget was $2,468,856.

Every two years the Tampa Downtown Partnership staff, Board, and Executive Committee work to identify strategic initiatives for the betterment of the organization and Tampa’s Downtown community. Doing this exercise biennially ensures the strategic initiatives are timely and relevant with the current needs of our growing city and region. The vision and mission of the Partnership helped lead the conversation when identifying our goals for the future – it is imperative we stay true to our core purpose of fostering a vibrant, diverse 24-hour downtown neighborhood in which to learn, live, work, and play.
In 2016, we began the process and in 2017 we proudly announced the launch of a new two-year strategic plan. This plan focuses on four key issues that build upon our past successes and support the transformative value and impact of the Tampa Downtown Partnership. These outline the focus for the coming years by responding to city center growth and expansion, circulation in Downtown, maximizing the public space experience, and addressing our own brand relevance. These initiatives serve as our guiding principles in all situations.

Respond to City Center Growth and Expansion
It is imperative that the Tampa Downtown Partnership embrace the expanding boundaries of our City Center. While our Special Assessment boundaries provide a legal limit to the provision of certain specific services and expenditures, we believe that fostering relationships and initiating collaboration

This past year included a group Bike to Work Ride and Rally during Bike Month, a plan to update wayfinding signs, the kick-off of our comprehensive parking plan, and continued success of the Downtowner ride service averaging over 500 passengers daily.
Public spaces and places, as well as urban center parks bring tremendous value to Tampa’s Downtown community. By encouraging and facilitating a wide variety of very popular activities for the public, the Partnership has been able to activate key spaces, particularly in larger events-driven parks such as Curtis Hixon Waterfront Park and the Tampa Riverwalk.
The Tampa Downtown Partnership, like most public service organizations, must regularly assess its continued relevancy, public profile, and reputation with local government, investors and peers. This strategic initiative focuses on providing an ongoing, creative process among staff and Board leadership about the value of the services we provide, and the

PROGRAM
TAMPA’S DOWNTOWN GUIDES help provide a safe and inviting Downtown environment through their role as onstreet ambassadors. They help deter suspicious activity as Downtown’s additional eyes and ears, and offer a friendly “concierge” type service. The Downtown Guides are unarmed public safety ambassadors, First Aid Certified, and work closely with the Tampa Police Department through the Downtown Security Network. They patrol the Special Services District (SSD) on foot and in a service vehicle. In an effort to streamline operations, the Downtown Guides now use 4G enabled iPads to help provide visitors with real-time information with access to maps, the Partnership website, and Downtown events calendar.
The Auto Club Group, Tampa Fire and Rescue, Tampa Police Department, Visit Tampa Bay, Patel Conservatory, and more. TAMPA’S DOWNTOWN CLEAN TEAM provides supplemental litter and debris removal, minor landscaping, and pressure washing and maintenance to the sidewalks, curbs, and other public areas located within the Downtown Special Services District. To maintain a clean and safe Downtown experience, Clean Team members also document and report code enforcement issues, trip hazards, streetlight outages, and other relevant concerns. These issues are directly reported electronically to the appropriate City of Tampa department for resolution.
On-going training is an essential element to the Guides’ performance, and they receive some of the best available from organizations like Busch Gardens Tampa Bay, AAA-

Cesar Macuare
Julio serves as the SSD Project Manager for the Downtown Guides and Clean Team. Julio joined the Partnership in 2007. His favorite part of working in Tampa’s Downtown is the interaction with the various merchants and working with vendors while keeping the city clean. Off-duty, Julio enjoys spending his free-time with his wife, dog, and family. His motto is: “Family is everything”.
Cesar joined the Clean and Safe Program in 2017. He serves as the SSD Assistant Project Manager and works directly with the Clean Team to help manage staff and develop work plans. He loves Tampa as his home and enjoys the efficiency of a short commute by working Downtown. Cesar spends his free time going to the beach with his family and playing any sport!

Kalyn joined the Partnership in 2014 as a Downtown Guide. She loves seeing Downtown constantly change and is dedicated to her role as a resource center for people who need help. In her free-time, Kalyn enjoys going to church, reading, and being a mother. In recognition of her love of service, Kalyn received the 2018 Bern Laxer Award of Excellence from Visit Tampa Bay for creating memorable experiences in Tampa’s Downtown.
Since joining the Clean Team in 2017, David works tirelessly to keep Tampa's Downtown clean. He enjoys the time spent outdoors as part of his job and takes pride in detailed maintenance and work plans. When he is offduty, David enjoys watching new television shows and listening to live music.

Tampa Downtown Partnership’s communications efforts promote Downtown, brand the experience, and engage and inform stakeholders, the community-at-large, visitors, and potential investors.

SOCIAL MEDIA ENGAGEMENT AS A BRAND STRATEGY Recognizing the impact Social Media Engagement (SME) has on brand recognition, the Tampa Downtown Partnership launched a SME strategy in January 2017. The strategy aims to improve the visibility, or reach, of the Partnership’s brand and to increase web traffic to targeted landing pages through micro campaigns. Each micro campaign focuses on Tampa’s Downtown as a desirable location to live, work, play, and stay with curated photos and content directing the user to a landing page with more information. THE RESULTS: From January 2018 to May 2018, Facebook impressions increased 100.45% compared to the previous year, while LinkedIn increased a staggering 5,652.94%. Twitter increased 97.95% and Instagram referrals picked up 207.60%

In response to the growing needs and opportunities in Downtown and its surrounding neighborhoods, the Tampa Downtown Partnership is in the process of expanding the Special Services District (SSD) boundary to include portions of Tampa Heights, with expected services to begin October 1, 2018. This expansion serves as a response to the marketdriven development in the center city of Tampa and includes the “Yellow Brick Row” portion of Franklin Street and The Heights/Armature Works projects. The Partnership held community meetings and round-table discussions with key stakeholders to address the specific and unique needs of the emerging neighborhood and

received approval from City Council on February 15, 2018 to proceed with the expansion of the SSD into Tampa Heights. Final approval will occur on August 23, 2018, when the Partnership will go before City Council for the annual renewal of the SSD, with the expanded Tampa Heights boundaries included. Upon approval, a non-ad valorem special assessment will be placed on property owners within the new boundaries, and renewed for those already in the SSD boundaries. The assessment is $1.10 per $1,000 in assessed value from the Hillsborough County Property Appraiser’s office.

PROJECT SPOTLIGHT
In alignment with Tampa Downtown Partnership’s strategic initiative three: Maximize Public Space Experience, the Partnership brought our offices from Rivergate Tower to Lykes Gaslight Square Park (at the corner of Madison Street and Franklin Street) with each staff member working a scheduled shift. During the course of this project, we had the opportunity to engage and interact Downtown workers and residents to find out their feedback on things they would like to see and concerns they have about Downtown. The goal of this project was to be more accessible to the people we serve and to collect data, opinions, and perceptions.

& PUBLIC SPACE
Tampa Downtown Partnership’s Placemaking initiatives advance our public spaces into highly programmed and attractive places. Placemaking is a multifaceted approach to the planning, design, and management of public spaces. Recurring initiatives include monthly events and weekly, free fitness classes in the park. Public activation and storefront and sidewalk grant programs are offered to ground floor Downtown business and property owners to incentivize public realm activation and physical improvements. This year, our existing programs continued to thrive reaching record breaking attendance, allowing for the creation of new programs such as Office in the Park. Furthering the work set forth by our strategic plan, the Partnership worked alongside University

We have spent the last year shaping a clear path and are excited to continue enhancing Downtown's public spaces.

WINTER VILLAGE AT CURTIS HIXON PARK During its seven-week installation, Winter Village featured 10 boutiques from local craftspeople and purveyors, as well as specialty drinks and treats to complement the 5,000 square feet real ice sink creating a unique holiday experience. The collective programming of recreation, food/beverage, and retail staged in Curtis Hixon Waterfront Park created an impressive opportunity to showcase social and economic strengths in Downtown Tampa. Tampa Downtown Partnership added two new experiences to the 2017/2018 installation through strategic partnerships with Tampa Theatre and TECO Line Streetcar. These experiences included free holiday classic movies on the Great Lawn and the Winter Village Express themed streetcar ride, complete with treats, music, and activities.

Winter Village at Curtis Hixon Park was also the site of the City of Tampa’s Tree Lighting, Santa Fest, Winter Wonder Ride presented by Onbikes, a viewing spot for the Lighted Boat Parade, and many more holiday experiences.

MAYOR'S RIVER O'GREEN
PROJECT SPOTLIGHT Our annual celebration of St. Patrick's Day, the 7th Annual Mayor’s River O’Green Fest, presented by Grow Financial, was held on March 17, 2018. In partnership with the City of Tampa, this signature event of the Tampa Downtown Partnership takes place in the Curtis Hixon Waterfront Park.

The Irish-themed party is centered around the Hillsborough River, which is transformed into a bright shade of kelly green for the occasion. The river provides a perfect backdrop to the celebration which includes live entertainment, games, kids activities, food trucks, and of course, beer!

The ability to offer a connected, available, and affordable transit system continues to be one of every great city’s challenges and the Tampa Downtown Partnership is at the forefront of this issue. We recognize the responsibility of providing effective leadership, thoughtful advocacy, and targeted communication efforts for the betterment of all modes of transportation in the City Center and work tirelessly to address difficulties and opportunities. After 17 months of service and almost 300,000 passengers served, the successful Downtowner ride service has become an integral way people move around Downtown. The Marion Transit Center continues to

be one of the top destinations, providing that last-mile connection that is often missing. The program also serves as a model of how the public and private sector can come together for funding. There is still work to be done. The 10-year-old wayfinding signage program needs updating. In addition, we have teamed up with Strategic Property Partners (SPP) for the completion of our first-ever comprehensive parking plan that will address all aspects of downtown parking. These comprehensive studies will help take the necessary steps to move transportation in Downtown to the next level of complexity and modernity.

In celebration of National Bike to Work Day on May 18, 2018, the Partnership arranged for experienced cyclists to lead groups from eight neighborhood meetup locations all ending at Lykes Gaslight Square Park. Over 60 participants came along for the ride (plus one dog!). The rally included informational displays from transportation partners, live music, and free breakfast treats to help participants start their work day!

The Hillsborough River: Downtown’s Connection Debriefing panelists
The Tampa Downtown Partnership’s Debriefing Series is a series of lectures and panels discussing topics about downtown ideas, activations, and developments. The Hillsborough River: Downtown’s Connection Debriefing was held on Tuesday, May 22, 2018. Over 120 attendees heard from three expert panelists, Shawn College with the Hillsborough County Planning Commission, Paul Dial of City of Tampa Parks & Recreation, and Roger Germann, of The Florida Aquarium. Panelists discussed the activation of the waterfront and the importance the Hillsborough River plays in the development of downtown and the surrounding region and our role as members of the community.
