NARROW BRIDGE BACK in 1903 it was agreed that a new footbridge was needed because the existing Hoole Bridge was too narrow. Well over 100 years later, and little has changed. So a petition has been started to convince the authorities that a footbridge is required. Linda Webb, a member of Hoole History and Heritage Society, explains how the allot On 16th July this year, on its Open Day, Hoole Allotments & Gardeners Association is celebrating the centenary of the allotment colony. The first ‘four acres plus two roods or thereabouts’ of this land, called Allotments No.1, was leased by the Council from Mr. S. Smith in February 1906. Plot rents were 17 shillings per year, which is about £90 at today’s values. In the Council, waiting lists, tenancy agreements, rent arrears, weed control, notices to quit, and compensation became part of the business of meetings. By 1909, the Surveyor was responsible for allotments, and managing waiting and lettings lists. Hoole Council had an interest in the land, which had been part of Hoole House Estate, and which had been used for the Royal Agricultural Show in 1893. To achieve its plans, the Council negotiated directly with the owners and leaseholders of the land which is now

Hoole Allotments. Canadian Avenue was completed from Hoole Lane to Hoole Road. Hoole Public Park was extended, renamed Alexandra Park, and completed in 1913. The agent for land which remained in the Vivian Estate held twenty and a half acres, off Hoole Lane, which he would not break up into smaller parcels. Mrs. Kennedy owned the land bordering Hoole Lane, to its south, which she would not lease or sell. Four additional acres of land were leased from C.P. Smith, heir to S. Smith on the same terms as the land for No.1. Allotment, and were called No.2. Allotment. In January 1913, an approach road, four feet wide was laid from the junction at ‘the top of Bater Avenue’ with Canadian Avenue to give access for the users of the land: cricketers, tennis players, smallholders, and allotment holders. There was disappointment all round because the entrance was supposed to be 10 feet wide. Seasonal arable farming and grazing continued on the land around. Then, on the eve of the First World War, William

The formation of Hoole Allotment Colony
allotments came into being. Williams, builder, agreed to grant a lease on three more acres of land adjoining that of C. P. Smith, for the same rate, to be ‘pegged out’ as No.3. Allotment. After the completion of Alexandra Park, Hoole’s Annual Horticultural Show was held there, organised by the Parks and Allotments Committee of the Council. However, in 1916, Lloyd George was swept to power as head of a coalition government. The country was in the midst of an emerging food crisis, caused by the impact of the German blockades on supplies. Emergency measures had to be introduced to combat severe food shortages and price rises. In 1916 a Cultivation of Lands Act was passed, so, from January 1917, Hoole Council was preparing to acquire more land for the cultivation of food and use as allotments. Conscription had been introduced in 1916. The smooth running of local government was affected by the absence of the enlisted men, and the extra demands of the war effort and food crisis. Hoole Council was permitted to raise the salaries and pay of its workforce. The situation in Hoole in 1917 was exacerbated by the fact that the allotment land already being used to grow potatoes was withdrawn from use in November by an inspector from the Board of Agriculture and Fisheries, due to infection by Potato Wart Disease. Local Authorities became responsible for implementing Food Control Orders. Employees undertook additional duties to help the local population provide and grow their own food, to control rations, and create emergency stocks of essential supplies, like coal. Sugar distribution and waste paper collection fell to Hoole Council. In March 1917, the ban on Sunday working on land and allotments under Clause 9 of Allotment Tenancy Agreements had been lifted. A Sub-Committee of five members of the Council, in addition to the Parks and Allotments Committee, was appointed to manage the additional work resulting from Food Control Orders. In September 1917, soft fruit growers were asked to apply for surplus sugar for making jams and preserves held at the Beehive Hotel. The Council closely monitored each application for bogus requests and ordered the return of any unused sugar: one ‘grower’ was reported to the Council because he did not have any fruit bushes. From 1917, Alexandra Park and its Park Keeper (using its greenhouse) distributed the plants, prepared for growing on, to local residents. Cabbage, broccoli and Brussels sprouts were made available at 100 plants per
shilling (1s). When two girls were caught picking flowers from the beds in the Park and some boys were caught using bad language and breaking a pane of glass in the greenhouse by throwing stones, their parents were summoned to appear before the Council. Local head teachers were issued with copies of the Council by-laws and were ordered to hold assemblies on the subject in the schools in Hoole District. Any damage was to be paid for by parents. During the crisis of 1917, the Council gained greater powers to acquire more land, in the same area as existing allotments, under the Cultivation of Lands Order. It compiled a list of those requiring allotments, then the Smallholders’ Society was asked to release all available and suitable land to the Council for use as allotments. The Cheshire Smallholders’ Society Ltd was operating on the land owned by Mrs Kennedy, and some of the land owned by C.P. Smith. From 1917, due to the urgent need to respond to the food crisis and war conditions, the amount of land used as allotments expanded. The land acquired to form Hoole Allotments as we know it today was retained for allotments and compulsorily purchased from the landowners after the war. At the end of the war, in 1919, the Land Settlement Facilities Act was passed. The renting of allotments was to be open to all, without the requirement for training, and returning service men joined the existing waiting lists for allotments. Narrow pavements ‘put lives at risk’ on Hoole Bridge The pavements on Hoole Bridge are too narrow and could potentially put lives at risk. That’s the view of campaigners : Steve Howe, Mark Williams and Adam Dandy who have started a petition calling upon the council to build a new footbridge. According to the petition, if two parents pushing prams meet at any point along the bridge, one of the parents is forced to put their child / children, into the flow of oncoming traffic. It is also claimed that cyclists are taking their lives in their own hands because they can’t use the pavements either. Because the road is narrow many drivers become impatient as cyclists slow while going uphill and often try to squeeze past. This isn’t a new story! Back in 1902, a conference at Chester Town Hall called for it to be widened because it was impossible for pedestrians to cross on cattle days! In 1905 plans were put forward for a footbridge to run alongside the road bridge – but 112 years later we are still waiting! Hoole bridge now carries over 21,000 vehicles a day, 87% of which are cars. A typical day could see 300 cyclists and 3,000 pedestrians crossing. The petitioners say: “Ultimately we would like the Cheshire West and Chester Council (CWaC) to agree to build two separate footbridges on either side of the existing structure and turn the current pavements on the bridge itself, into a safe cycleway. This is nothing less than the people of Chester, specifically the residents of Hoole, Newtown, Upton and those living and working in the city centre itself should be afforded, for the safety of themselves and for the protection of their friends and family.”

How to Make an Offer on a Property Once you have found the property of your dreams, the next step is to make an offer. It is important to consider a variety of factors when choosing your price level in order to achieve the right deal for you. Take a step back to logically look at all the things that matter before making your offer. First time buyers, buyers with no chain and buyers who have pre-arranged mortgages have a head start on most of the competition. If this is you, then make the agent and seller aware of this, as this can put you in a very favourable negotiating position, especially if the seller is in a chain. Be sure to check if they are in a hurry to sell or have been trying to sell for a long time. If so, they may be willing to accept a lower offer to make the sale. Sellers who are not in a hurry to move are more likely to hold out for a higher price. Knowing your budget ceiling is crucial so decide your maximum limit from the start and stand firm. If the seller refuses to budge, you need to think very carefully if the property really is worth the extra money and of course, what you will have to live without over the long term. Do your homework and check what the property is truly worth. Whilst sold house prices can help give an idea of recent sales, it’s better to see what the competition is like now. If there are few similar properties for sale in

WHO LET THE DADS OUT? BY THE REV ANDY GLOVER Things have changed a lot since I was a boy. I was born in 1966, another World Cup year, and it was during the 1960’s that there was a survey carried out looking at the greatest fears of secondary school children. This was repeated in 2010. I have listed below just a brief comparison of what were the top 4 results, these results were: 1960 2010 Being in a dark room Divorce; High places Nuclear War; Strangers Pollution; Andy Glover has lived in loud noises being mugged. Maybe what children most need today is time and attention from both their parents. In the United Kingdom today nearly three million children, staggeringly, are being brought up with just one of their parents. The honest fact is that it is the father who is most often missing from the lives of these children. Lack of good role models will cost these children emotionally and cost the country as a whole financially. Let me ask you dads of young families out there, how would you prefer to spend a Saturday morning? 1. creating another DIY disaster; 2. trudging around the shops; or 3. having fun with your toddler while eating bacon butties and chatting with other dads? If your choice would be option 3, then Who Let The Dads Out? is for you! Who Let the Dads Out? is a toddler group for fathers (and other male carers) and their pre-school children. It aims to: - be a fun way for dads and children to spend time together, and - be a place where fathers can meet other men in the same position. The group meets on the first Saturday of each month in Hoole Lighthouse Centre, from 10am to midday). In addition to a wide range of toddlers’ toys and a craft table, there are the famous bacon sandwiches, good coffee and good company. It is regularly attended by 30-45 dads and up to 60 kids. Finally, consider this; Children brought up without a constant, reliable father-figure in their lives are going to find it hard to understand the constant love of God the Father. If your natural parent isn’t there to show his love for you, how hard will it be to accept the love of God? Saint Paul wrote this: “Mostly what God does is love you. Keep company with him and learn a life of love. Observe how Christ loved us. His love was not cautious but extravagant. He didn’t love in order to get something from us but to give everything of himself to us. Love like that.”

CRIME UPDATE with Police Community Support Officer Keith Bartlett
Parks in the spotlight as police step up patrols PATROLS are being stepped up around Hoole’s two main parks, writes PCSO Keith Bartlett. Young people have been climbing up on the old changing rooms on Coronation Fields (the one with the football pitches off Hoole Road) and trhey have been causing damage to the roof. It seems like they are climbing a tree to get onto the roof, which is fairly high up, so they are risking their own safety by doing so. So we are upping our patrols around the park and anyone found up there will be passed to the AntiSocial Behaviour unit or taken home to their parents. Anyone seen damaging the premises will be arrested and could face criminal charges. We are working with various agencies to put anti-vandal paint on the building, which basically means that anyone who tries to climb it will get covered in paint which is very very difficult to remove. We’ve also had complaints about people letting their dogs loose on Alexandra Park (the one with the playground and tennis courts off Canadian Avenue). A number of parents have been in touch to say that dogs have been let off the lead and running up to young children using the play equipment. I know that most of these dogs will be harmless, but it can be upsetting and worrying for parents because they don’t know if the dog will be aggressive or not. Dogs should be on a lead in that park. If dog owners want their pets to run free, they can do on Coronation Fields. We have contacted the dog warden, who has the power to issue fines, and we will be doing more patrols to make sure dog owners respect the rules of the park.

FLORIFEROUS JUNE June is such a lovely month for flowers with the foliage still fresh and so many flowering perennials and shrubs to choose from. Tradescantia Andersoniana varieties are hardy perennials with white, deep pink or violet mauve iris like flowers in June. They have grass like leaves, about 50cm tall and will form a clump in moisture retentive soils. Osteospermum Cannington Roy and Whirligig are prostrate African Daisies which flower in early June (see photo) with pink or white flowers. In theory they like a well drained soil and full sun. However I have clients with heavier soils where the plants thrive and spread, forming a weed suppressing mat of low growing foliage. Or try and find Thalictrum aquilegiifolium or Meadow Rue, a tall growing perennial to about 1m, with fluffy heads of mauve or pink flowers for moisture retentive soil in sun or light shade. Shrubs for June flowers include the ever reliable Spireas. These lower growing shrubs have green, yellow or orange flushed foliage depending on the variety, with white or pink flowers in June. The variety pictured is Golden Princess with vivid magenta pink flowers on golden foliage. When they get too large, cut them back hard in winter and they will rejuvenate in spring. in a sunny spot but are very hardy. For those with well drained soil and sun, there are many varieties of Cistus or Rock Rose ranging from small shrubs about 75cm tall to larger ones getting to 2m tall. Generally evergreen they have large flowers in white or pink but all like sunshine. Jobs to do in June include planting out of French bean seedlings, succession sowing of salad crops like radishes or lettuces and plant out leeks individually towards the end of the month to grow on for winter. You can also take softwood cutting of shrubs such as Sambucus, Fuschias and Spireas to grow on into new shrubs. If you would like to visit gardens look out for gardens open under the National Gardens Scheme where all proceeds go to charities including Marie Cure Cancer Care and Macmillan Cancer Support. Burton Village gardens on the Wirral are open on 25th June with four gardens open Briarfield, Burton Manor Walled garden, Lynwood and new for this year, Trustwood garden.
