Hoole History Corner
Hoole History and Heritage Society’s Ralph Earlam tells the story of this iconic gatew If you stand at the bottom of the steps of Hoole Bridge in the entrance to the Railway Station Car Park and look north east you will see the trees of Flookersbrook that line Hoole Road. Step forward a few paces and you will be standing on the site of the ancient bridge which crossed the stream called Flookersbrook at this point. When the Railway Station was built in 1848 the stream was diverted and culverted to run closer and parallel to what are now Lightfoot Street and West Street, but because the stream marked the boundary between Chester and Hoole and Newton its original bed is shown on the 1898 and 1911 O.S. Maps. The railway lines and the Station were actually built in the flood plain of Flookersbrook and there are early records of the Station being affected by flood water. Turn around and you are looking up the original part of Brook Street; stage coaches heading for Manchester came down Frodsham Street (derivation of name obvious) and Brook Street, over Flookersbrook Bridge where you are standing and along the turnpiked Hoole Road towards Warrington. Maps of the route refer to John Oliver at Hoole Hall and Robert Brittain at Hoole Bank House. Flookersbrook Bridge could date back to Roman times, as the Roman Road into Chester from Wilderspool and Frodsham, through Bridge Trafford, Hoole Bank and Newton Hollows would have crossed Flookersbrook at this point. Prior to the Civil War of 1645 earthworks, known as Flookersbrook Flankers, were built to protect the
Bridge and Flookersbrook Hall. (See John Ebo’s and Monty Mercer’s earlier Roundabout articles.) In 1840 the railways arrived; a line from Birkenhead terminated on the north side of the Bridge and a separate one from Crewe ended on the south side. Both lines were near the premises of Joseph Newall, whose wheelwright workshops were specified in the Act of Parliament which allowed the railways’ construction. Each line had its own station and offices on either side of Brook Street. Plans for other lines, from Shrewsbury, Holyhead, Warrington and Mold, were being put forward by the Railway Companies and by 1847 proposals for a General Railway Station at Chester were approved, with a bridge that had to span seven railway track widths. Thomas Brassey was awarded the tender to build the Station and Goods Yards; the tender for the Bridge was won by E.L. Betts, railways contractors. In January 1890 a new steel bridge replaced the old one but the original basic structure remains today. Although renewal works have been carried out since, the crossing is the same as it was 170 years ago (see map). In those days the west end of the bridge terminated in a circus of streets (no roundabout!) Going clockwise are Lower Brook Street, Francis Street, Egerton Street, Brook Street, and, leading to St. Anne’s Street, finally the wonderfully named Black Diamond Street, from whose offices and yards the coal delivered to the sidings from the Welsh collieries was sold. All of this changed when Hoole Way was built. The area below the bridge was to be used for railway purposes, joiners’ and plumbers’ workshops, and even the arches were used for paint and carriage spares stores and a mess room. Messrs. apparatus, so important to the goods business, also had their premises here. Across the road was the Station Master’s House – this was originally Brook Cottage, which is where Thomas Brassey lived when he built the Station. It is now the offices of Avis Car Hire. There were a number of public houses here and a brewery owned by the Drury family, who built the off licence Drury House at the end of Westminster Road. On the other side under the shadow of the Bridge was the stonemason’s Henry Clegg established 1878 (pictured) – they constructed Hoole’s War Memorial. Fitted into the narrow triangle of land at the end was the Railway Cocoa Rooms built, for a total of £909, in 1880 by John Roberts from a design by John Douglas, Cheshire’s noted architect. Cocoa
Houses were built in various parts of the city as temperance alternatives to the pub in an attempt to combat drunkenness and the misery it brought. You can still see the two original signs on the facade of what is now the Kash Bar. Over the years there have been a number of attempts to improve the narrow, dangerous roadway the Bridge carries. In the 1870s the Hoole Local Board complained about its state and how the railway’s vehicles queuing at its weighbridge impeded the flow of traffic. In 1902 a conference at Chester Town Hall called for it to be widened - “On cattle market days it was impossible for pedestrians”. A scheme was proposed for a carriageway at least 30 feet wide plus pavements10 feet wide. However, this was ruled out and in 1905 an amended scheme costing £15,500 was agreed, the costs to be shared between Chester, the County Council, Hoole Urban District and Chester Rural District Councils. This photograph is a reminder that Hoole Bank House, now The Hammond School, was an auxiliary hospital during World War I. It has also been a Hostel for the Blind, an outpost of Western Command in World War 2, and a YMCA. End of Tax Year - Spruce Up Get your personal finances into shape by making the most of all the allowances and exemptions available before the end of the tax year. Tax allowances and exemptions usually come with a deadline attached, and all the more so when squeezed government finances are creating pressure for policy shifts. As the end of the tax year on 5 April approaches, now would be a good moment to review your finances. Perhaps the most useful allowance is the Individual Savings Account (ISA), which allows investments to build up without any further tax to pay on income and capital gains. Everyone has their own allowance – £15,240 in the current tax year – which means that couples can shelter £30,480 between them. There is also a Junior ISA annual allowance of £4,080 for children under the age of 18. Anyone – family or friend – can contribute to the fund, which cannot be accessed until the child reaches 18, when they will get full control over the money. The ISA allowance will rise to £20,000 from April, but any unused allowance from this tax year will be lost. The value of an investment with St. James’s Place will be directly linked to the performance of the funds you select and the value can therefore go up or down. You may get back less than you invested. The favourable tax treatment of ISAs may not be maintained in the future and is subject to changes in legislation.

Back in 2014 we marked the 20th anniversary of the FAIRTRADE Mark. In 1994, the FAIRTRADE Mark appeared on just three products: Green & Black’s Maya Gold chocolate, Cafedirect medium roast coffee, and Clipper tea. We could set the gold standard in trade policy that tackles global poverty by seizing opportunities such as: • Making it easier for farmers in developing countries to process and package their produce themselves, increasing the income they can earn from their exports • Putting in place trade rules that allow the poorest countries to import their produce into the UK tariff and quota free without us forcing them to do the same for our goods, so they can truly benefit from trading with us • Making sure our trade rules and investment deals work towards international commitments on the environment, climate change, human rights and the Sustainable Development Goals. In autumn 2016, over 50,000 supporters signed a letter to Prime Minister Theresa May, asking her to publicly commit to post-Brexit trade deals and business policies that will tackle global poverty and deliver a fair deal to farmers and workers in developing countries. On Thursday 1 December 2016 Fairtrade supporters and staff delivered a copy of the letter along with 50,057 signatures to Number 10 Downing Street. Let’s keep the pressure on Government and email Chris Matheson the MP for Chester asking him to support this time to make Trade Fair. Finally did you know that Chester is a Fairtrade City; in fact back in January 2002 Chester City Council in partnership with Cheshire Development Education Centre attained the status of Britain’s First Fair Trade City. Did your New Year’s resolution include getting fitter, getting outside more, meeting new people or trying a new, challenging and stimulating game? If so, croquet may be the game for you. The game requires some skill, but it does not require lots of strength or stamina, so it is ideal for any age and ability. Chester Croquet Club meets in Westminster Park, off Hough Green. It is a friendly and successful club with about a hundred members and is always pleased to welcome new members of all standards from absolute beginners to more experienced players. There will be a taster session held on Saturday 8th April at the club for which there is a small charge of £5.00 payable in advance. The session will run from 10am – 1pm. If participants then wish to join the club, beginners’ courses in association croquet and golf croquet will follow. Coaching is also available for people who have played before and would like to improve their skills. No previous knowledge of the game is needed and all equipment will be provided by the Club. The only requirement is that players must wear flat-soled shoes. A brief history of Chester’s climate A former school geography teacher who is now better known for his sci-fi novels has published a new book looking at Chester’s climate. Geoff Nelder’s book looks at the extremes of temperature and rain which the city has experienced over the years, including the time when the River Dee was frozen over. Chester’s Climate: past and present is a 40 page booklet which was first published in 1985 when Geoff was teaching at Queen’s Park High School. The original book sold out in the same year but the new edition has updates on temperature and air pollution trends. Currently it is sold as an ebook readable on your computers, tablets, Kindles, smartphones etc but a paper version will be out soon. In this book are answers to: Did the mid 20thCentury have the best summers? Are we due for the storm of centuries? How often has the River Dee frozen over? SPRING ARRIVES In spring, the stars are the bulbs, especially the many varieties of daffodil, early tulips and the wood anemone, Anemone nemerosa or Anemone blanda. The Anemones are low growing with daisy like flowers in white, blue or lilac. They like woodland edge conditions with crumbly moist soil and will gradually spread. They will also flower well in pots for a long time. Other early flowering plants include Lungwort or Pulmonaria varieties. I love these plants which in ideal conditions (moist, rich crumbly soil, out of full sun) will form a large plant about 60cms in diameter with lovely mottled green and silver foliage. Great for ground cover around taller plants. In spring before the leaves form fully, they send up stems of blue or pink flowers to 25cms tall. Plant with Brunnera varieities, which like similar conditions. Brunnera also have handsome foliage in green, silver or cream and have stems of blue forget me not flowers in early spring. Another welcome early flowerer are primroses or primulas that will have been flowering on and off since December. However, early spring is the best season. These hedgerow plants fill in gaps at the front of the border or grow well in pots. Some shrubs flower early too. Forsythia will come out with bright yellow flowers, Ribes or flowering currants will have pink or cream flowers depending on variety and Pieris shrubs will start to flower with tiny white or sometimes pink waxy bell like flowers. I usually plant my tomato seeds inside to germinate. Then gradually harden them off before planting out in the garden when all frosts have gone. Although the tomatoes ripen later than when in a greenhouse, I still get lots to eat from September onwards. Green tomatoes even ripen indoors well into November, if left on a warm windowsill! Make sure your roses are pruned by March. They come into bud early in the year when the weather is mild. Give them a feed with a proprietary rose fertilizer. I also feed all my plants in March with a pelleted fertilizer such as Growmore that gradually releases nutrients.
