SPEED FEARS PCSO Keith Bartlett has issued a warning to drivers who have been breaking the speed limit on Hoole Lane. He says that police will have the speed gun out over the next few weeks after complaints that speeding drivers were potentially putting lives at risk.

Hoole History Corner Hoole History and Heritage Society examine the growth of Hoole Road The Earl of Shrewsbury was Lord of the Manor of Hoole from 1510 and the earliest Estate Plan (extract shown) outlines his lands here in 1789. The ancient bridge crossing Flookers Brook can be seen on its western edge as can The Ermine, the isolated building to the north. The schedule with the Plan states that there were houses here and the tenant of Plots 1 & 2 was William Hale, a butcher. Hoole’s Tithe Map, some 50 years later, provides 1 more detail. Close to the bridge was the aptly named Bridge Cottage leased to Thomas Bowers, a druggist whose warehouse fire in 1828 threatened to destroy the heart of Chester; he sub-let the Cottage to William Darlington, a smith and wheelwright in Canal Street; unfortunately it was in the path of the railway line into Chester Station and was demolished. The next property to the east was Brook Lodge and its Tithe Map tenant, John Broster, a printer and publisher described it in the Chester Guide 1828 as follows: “Brook Lodge in the village of Flookersbrook is an object well worthy of notice for the quantity of ancient carved work it contains. The portrait of Sir Walter Raleigh and his Lady with the family arms are inserted in the front door.” When the railway companies acquired land on the western border of Hoole & Newton, they diverted and culverted Flookersbrook in order to build the General Railway Station, Brook Lodge was included in their purchase and they continued to lease it, their occupant in 1841 being George Pickering, who was the drawing master
of Chester; he held painting classes here and is remembered for his pictures of Lady Broughton’s garden at Hoole House. In 1851 Edward C. Walker was the tenant. Then aged 25, occupation lead merchant, he went on to run the Lead Works. The railway companies then used Brook Lodge for their employees; in 1861 it was the home of Robert Lewis Jones, the Station’s General Manager, and in the 1870’s and 80’s, William Comber, their Goods Manager lived there. It was eventually converted into offices. The Hoole Entrance to the Station described previously was built on its land in 1893. Brook Lodge was the original No.1 Hoole Road and next door Flookersbrook House was No.3. This was re-named The Grange and still stands today, re-numbered as No.1. Early maps show the properties side by side with large ornamental gardens. In 1851 John Maddock, a tallow chandler, was in residence followed by John Tatlock, a solicitor and Coroner for the City of Chester. Henry Taylor, a coal merchant lived there in 1864 and the Du Paget family were residents during the 1870’s. By 1881, Richard Grandidge, a wealthy timber merchant and sometime Chairman of Hoole

2 Urban District Council acquired the property; he re-named it The Grange and added the entrance porch, spire and weather vane dated 1897 which we can see today. During the 20th Century, The Grange had a number of different tenants. In 1926 a newsagents, tobacconists and confectioners shop was built in its grounds adjacent to the Hoole Station Entrance, run until the 1960’s by Hardcastles and then by the Eatons. The Grange Café was also there. At the same time the potential of its gardens on the corner of Lightfoot Street as a retail site was recognised and the shops we see today were built. Over the years their traders changed frequently. Trades included a butcher, boots & shoe repairer, mantle supplier, fruiterers and florists, gramophones and cycle shops. For many years the corner shop was run by Austins the drapers;
the authors first suit (for a family wedding) was purchased from there some 65 years ago on hire purchase for half a crown (12.5 pence) a week. l At our next meeting on Wednesday 24th May, at 7.30pm. at the Community Centre, the life of Thomas Brassey, builder of Chester’s General Railway Station will be explored by Douglas Haynes O.B.E. 1: Earl of Shrewsbury’s Estate Plan in 1789 with permission of the Cheshire Record Office. 2: Hoole Entrance to the Station, Newsagents, The Grange and the roof of Brook Lodge. 3: The garden of The Grange on the corner of Lightfoot Street”

School goes green to help red squirrels A green-fingered group from St Martin’s Academy’s popular Gardening Club presented plans for the school’s entry to the Royal Horticultural Society’s (RHS) School Gardeners of the Year 2017 competition at an event held at Tatton Park. Imogen, Bibi, Freya and Amelia brought along a colourful display and spoke confidently about how the whole school worked together to research and develop the design of their Squirrel Garden, paying particular attention to the natural habitat of the red squirrel. Year groups have enjoyed trips to Formby, a famous stomping ground for the beloved woodland creature, and recently welcomed a ‘squirrel ranger’ to school. Pupils used all of this new knowledge and their imaginations to finalise their entry to the national competition, the finals of which will be held in July. The Hoole pupils are looking forward to seeing their plans come to life when the Squirrel Garden is built this summer. The competition hopes to ignite a love of gardening and the outdoors in youngsters and all of our pupils have gained so much from the project already – fingers-crossed the local red squirrels will agree the design is a winner! Chester Family History Group Our next meeting on Thursday 25th May features a talk entitled ‘The History of Nursing’ by Anne Naylor. Members and non-members very welcome - the meeting starts at 7.30pm and there will be a small charge at the door. How To Prepare Your Home For Sale By Richard Wheeler Cert.REA Many people have asked us how to show off their home at its best in this busy market period so we have put together some handy hints and tips on how to prepare your home for sale.
First Impressions
It is vital to create the right first impression and a tidy looking house will attract more viewings, giving you more choices and hopefully a higher price. The first thing a buyer sees is the outside of your home. If looks untidy they will automatically assume that the inside is the same. Take some time to tidy the garden, trim the borders, sweep the drive, add some flower pots or hanging baskets and, if it needs it, even paint the front door.
De-clutter
De-clutter! It’s the phrase most sellers dread, but it doesn’t have to be painful! A large proportion of buyers are moving to gain more ‘space’, so show it off to them, don’t hide it! Make sure smaller or narrower areas such as the hallway, stairs and landing are free from clutter, especially at floor and eye level. A tidy room presents much better than an untidy one so clear away the kids’ toys, put the dog basket in the garage, take down the birthday cards (temporarily) and put the dishes away.
Kitchen
A kitchen is often the engine room of a home where walls and tiles are subject to a greater amount of wear and tear. Before you go ripping it all out, try painting the walls, re-grouting the tiles, deep-cleaning cupboard fronts and surfaces, you may be surprised what an effect this has (and it could save you thousands of pounds!). If you are considering replacing the kitchen before you sell, please talk to us first so that we can help you assess the viability, cost and benefit.
Decoration
The standard of decoration is always a consideration so walk through your property with a critical eye. Over time paint work becomes marked especially around light switches and on stairs with no wall rail. Check that all lights have working bulbs, the windows are clean both inside and out, there’s no dripping tap or broken fencing and that the curtains are put up properly.
Bathroom
The bathroom is another key area. It should be clean and fresh, with no water marks or lime scale encrusted taps. Replacing a window blind or shower head & hose can have a huge impact. The suite should be well sealed and the tiles clean and grouted. Clear away the toiletries, fold the towels and put the loo seat down!
Outside space
Another important factor for many purchasers is the outside space your home has to offer. Patios and decking should be moss free and clean, the lawn well cut and the borders weeded. If you have a garage, try and keep it in order (although we know this is not always easy!) In autumn months you may need to sweep up leaves and cut back summer growth.

Britons are ignoring estate planning tools that could help them to pass on more of their estate to the next generation. Over recent years, property inflation and rising asset values have combined to push a higher proportion of estates over the nil-rate band for Inheritance Tax (IHT)(1). The new residence nil-rate band, introduced in April, will help to a degree, but with the IHT threshold frozen at £325,000 per individual until at least 2021, and government receipts growing by a fifth in the last year (1), there’s evidence to suggest that IHT is not a tax just for the rich – or even moderately wealthy. Despite the fact that more estates are paying ‘death duties’, relatively few people understand the rules around IHT and even those who do often forget or ignore ways to prevent their families paying over the odds. For example, the exemption which allows anyone to give away £3,000 worth of gifts each tax year (6 April to 5 April) without them being added to the value of their estate, is being overlooked by the vast majority of people with sufficient assets to trigger an IHT liability when they pass away.(2) According to a recent survey by Canada Life, only a fifth of respondents aged 45 or over with assets worth more than £325,000 said they had gifted money, and almost a third said they had no intention of doing so, which could result in their families paying more IHT than they need to.(2) Another way to minimise the impact of IHT is to take out a ‘whole of life’ insurance policy. This pays a lump sum on death, and when the policy is written in trust, the pay-out can help offset or eliminate an IHT bill. Yet almost half of those with a potential IHT liability said they would never take out life insurance and nearly three quarters said they didn’t see a need to use it, indicating an acute lack of understanding.(2) *Trusts are not regulated by the Financial Conduct Authority. The rise of the cookery show is a modern phenomenon and it seems no matter what time you put the TV on there is a celebrity chef talking about food and how you should best cook it!! Recently we have just has the Chester Food, Drink and Lifestyle Festival, the title in itself, reflects how important we view food and drink in the 21st century! It has been suggested that the tremendous excess of food in the West has raised our awareness of food and led a new and obsessive food culture. The Book of Common Prayer glories in the metaphorical power of this experience: “Grant us therefore, gracious Lord, so to eat the flesh of thy dear Son Jesus Christ, and to drink his blood, that we may evermore dwell in him, and he in us.” I’m sure we have all experienced one of those delightful evening when we have gathered with good friends or family over a wonderfully cooked meal and we have a great conversation with laughter and discussion, these evenings leave us with a great memories, we feel nourished not just physically but emotionally and socially too!! Food is great way to help lower barriers and provide a context to meet people, here at HBC in our different Community groups we usually include some aspect of eating and drinking together. Jesus himself knew the importance of food and how it would feature in his ministry, on two occasions he feeds over 4,000 people, via a miracle, with small portions of bread and fish, he goes to so many parties that the religious leaders started to criticise him saying he was a drunk and glutton and the last time he spent time with all his disciples before he was executed was over a meal we call the Last Supper. So where is all this leading me, firstly, let me remind you that with all this talk of food and the ease of accessibility to a full range of food don’t forget to give thanks for all that we can eat and enjoy, I make my practice whenever I eat a meal to take a moment to give thanks for my daily bread; Secondly exercise some self discipline, it is so easy to over indulge and to see our weight and waistline increase, 60% of adults and 31% of children in the UK are over weight, this is not good. Healthy eating has to be the way ahead and keeping away from fast food! Thirdly, remember those less fortunate than ourselves, buying extra food and giving it to the local Foodbank is a very practical way to help those who through no fault of their own are struggling to afford to buy enough food for themselves and their family. Finally, it’s interesting to me to see the rise of good places to eat in here in Hoole – according to the awards given at the Chester Food, Drink and Lifestyle Festival we have some of the best places in Chester!! For me food and hospitality should always go together so I hope and pray that Hoole will be known for its hospitality and friendly welcome to all who eat, work and play here!

DEATH OF GORDON SMITH
Ex-Lord Mayor and Hoole councillor will be ‘sorely missed’ TRIBUTES have been paid to well-known former Hoole councillor and ex-Lord Mayor of Chester Gordon Smith who has died at the age of 75. Mr Smith was a prominent figure on Chester City Council, representing Hoole for the Liberal Democrats for over 20 years. Born in Lancashire, Mr Smith was a devoted supporter of Bury Football Club, but lived in Chester for most of his life with his wife Barbara, in Canadian Avenue, bringing up their children Jenny and Duncan. He served as Sheriff of Chester in 1986-87 and later had the honour of being Lord Mayor from 1994-95. In between those ceremonial roles, he stood as the Lib Dem parliamentary candidate in the 1992 general election, trailing in third when Gyles Brandreth was elected MP. Former Hoole councillor Bob Thompson said: “Gordon played a pivotal role in the growth of Liberalism and Liberal Democracy in his adopted city of Chester. He represented Hoole on the city council for over two decades and represented the city as Sheriff and later Lord Mayor. “He was a hard working local councillor and many residents of Hoole have stopped me to express their sadness at this time and to share memories of the many causes and personal support he gave to individuals and the community of Hoole. He will be sadly missed. “It is right at this time to grieve his passing but I think too we should celebrate the man. There is a photograph of Gordon in the town hall, taken in his prime, dressed in the Lord Mayor’s regalia. CRIME UPDATE with Police Community Support Officer Keith Bartlett
Hoole Lane speeders are endangering lives DRIVERS could be putting children’s lives at risk by speeding down Hoole Lane, writes PCSO Keith Bartlett. We carried out speed checks recently on the top end of Hoole Lane, near the by-pass, and found that the 30mph speed limit was being broken regularly. We decided to look at Hoole Lane after being alerted by local people living that drivers were speeding down it. One man complained that he was often tailgated despite driving at 30mph. In just one hour, nine drivers were caught breaking the limit, with some doing 39mph. They will be issued with fines or allowed to go on speed awareness courses. The checks were carried out in the morning when parents and children were walking to school along Hoole Lane. There are two schools in the area and it doesn’t take much for a child to run out onto the road and drivers won’t have time to react if they’re going too fast. It’s a built-up area and is 30mph for a reason. We’ll be doing more speed checks in future months. l I would also like to take the opportunity to encourage residents to sign up to Cheshire Police Alerts. This is an opportunity for residents to keep updated via email about the household crime and things of note in their local area, such as road closures and updates from the fire service. I regularly send out alerts and believe they are a great tool to communicate with residents. To sign up type in Cheshire Police Alert into google and fill in the registration form.

MARVELLOUS MONTH OF MAY In my garden in a north facing area and in full sun There are many shrubs and trees that give spring colour and this month I recommend some colourful additions to the garden. Starting with Crab Apple or Malus trees. These can be bought on dwarfing rootstocks and will be suitable for small gardens. The varieties Malus Royalty or Profusion have deep pink flowers and dark purple foliage as shown in the photo although the crab apples are tiny. Easy to grow in sun or part shade on loamy to heavy soils. For those with lighter soils and sheltered positions then maybe think about a Ceanothus with rich blue or sometimes white and pink flowers. They can be small or tree sized so check how large it will grow. They often have evergreen foliage but be warned, they have a limited lifespan so after 10 years yours may lose branches, die back and look scraggly. Acid soils will favour Azaleas and Rhododendrons which generally flower in May. So many types to choose from with small Azaleas suitable for pots to huge tree like Rhododendrons. Best in slightly shady spot and acidic, moisture retentive well drained soil. Love it in semi shade under mature trees.

Perennials out in May include the very delicate Dicentra formosa with grey green feathery foliage and little dangling white, pink or red flowers. Very good for woodland as the foliage lasts a long time. Aquilegias or Grannies Bonnet flower in May and will self seed easily if you leave the flower heads to dry out. Jobs to do in the garden in May include planting out your hardened off courgette, tomatoes, and bean seedlings. I also plant seeds of Early Purple Sprouting Broccoli in May for succulent stems of broccoli the next year. Prune back any shrubs that have finished flowering such as Ribes, Pieris and Forsythia. If you would like to visit gardens for ideas, I suggest you look out for gardens open under the National Gardens Scheme where all proceeds go to charities including Marie Cure Cancer Care and Macmillan Cancer Support. Tirley Garth, Willington near Tarporley is open on 7th, 14th and 21st May with over 3000 Rhododenrons and Azaleas in the garden. All Fours Farm Aston by Budworth near Nothwich is open on 1st and 28th May if you like traditional country gardens with flowering plants, vegetable garden and pond.

Solicitors host charity coffee morning Chester and Hoole law firm Bartletts Solicitors is holding a coffee morning in aid of two charities - Parkinson’s UK and Macmillan Cancer on Tuesday 30th May 10am-12noon at the Hoole Community Centre. It is £5 to attend and there will be tea, coffee and cake on offer, as well as a raffle with lots of prizes donated by local shops and organisations and all proceeds from the event will go to Parkinson’s UK and Macmillan Cancer.
