A

S we enter the third trading quarter, Somerville’s Estate Agents have issued a housing market comment on the year so far and predictions for the autumn and winter periods. Directors, Richard Wheeler and Annie Somerville report a very busy spring and summer with high levels of sales activity in key areas and districts of Chester. Annie Somerville says “The year so far has been better than we expected and we have seen many properties selling for asking price or above, particularly in the sub £250,000 price range. Hoole, Upton, Vicars Cross, Handbridge and Curzon Park have remained strong in terms of buyer demand and the villages to the east of the city have been popular particularly with families.”

QUALITY The mortgage market review in April of this year has introduced a number of changes to lending criteria with buyers now having to undergo a ‘financial stress test’ to ensure they can cope with higher monthly mortgage payments when interest rates rise and this has affected a small percentage of buyers particularly at the lower end. The time taken

to process a mortgage from application to offer has increased on average by 2-3 weeks causing some property chains to stall and many sellers to become frustrated with delays. “With higher priced properties,” Richard Wheeler says, “the speed of sale and house price growth had been a little slower but this is largely down to other factors such as Stamp Duty Tax, fewer available homes and greater susceptibility to financial changes by those with high value mortgages.” He adds “As a general rule though, the best quality properties in any price range will always do well and if sellers want to achieve high prices, it is essential that they concentrate on the presentation of their home.”

STEADY So what does the rest of the year hold? Both Annie and Richard believe that the market will remain steady for the remainder of 2014 and into early 2015. The threat of rising interest rates has cooled the market slightly and cautious lending from banks and building societies will not support sharply rising prices. Richard adds, “I hope the attempts by Mark Carney, Governor of the Bank of England and George Osborne, Chancellor of the Exchequer, to throw water on an overheated London market will not have an adverse effect on other areas of the country, but time will tell!”

EARLY autumn is one of the most spectacular seasons for colour with hot reds, orange, yellow, blue and shades of pink to brighten our gardens. Top of the list of flowers are Dahlias, if you can keep the slugs at bay. They are superb for giving flamboyant flower shapes and colours and range from tall (2m ) to small (50cm) so there is one for all situations. They need a sunny place and moist but well drained soil so heavy clay and dry soils are out with loamy soils preferred. They grow from tubers which should be lifted in late autumn and the foliage cut off then stored in a cool dry place over winter. A less well know plant for sunny positions are Caryopteris clandonensis – a small delicate shrub (1m tall)

that will thrive in sunny well drained soil. Sandy soils are ideal but avoid heavy clay. They have small grey green leaves and clusters of light blue flowers in September. Another favourite are the Asters with many daisy flowers in shades of pink and lilac. The classic Aster Frikartii Monch has the lilac flowers over a period of weeks. Well drained but moist soil and sunny place is best for these perennials. Start harvesting apples and pears. Apples are ready when you lift the apple gently and the stalk breaks off easily. If you have to tug at the apple, it is not ripe and should be left on the tree. You can sow seeds of winter lettuce, lambs lettuce, land cress, rocket and spinach in early September for harvesting in winter and spring although the winter

lettuce is not ready to eat until spring. Cover with a cloche or fleece in cold weather. Lawns can be scarified in September which will remove mounds of moss and dead leaves – it’s amazing how much comes out! Then reseed bare areas or patch with turf. If you would like to visit gardens for ideas, I suggest you look out for gardens open under the National Gardens Scheme where all proceeds go to charities including Marie Cure Cancer Care and Macmillan Cancer Support. Mount Pleasant Gardens at Kelsall are always worth visiting with formal and informal areas packed with a huge range of plants, trees, shrubs and ponds. Paths ramble down the terraces with sculptures set in the landscape. It is open on 6th and 7th September.

BUDGET 2014 THE PENSIONS RE THE 2014 Budget proposals have been described by some retirement planning experts as a ‘pensions revolution’. The new reforms come at a time when the world of pensions is already undergoing other significant changes. The annual allowance – the maximum tax-efficient limit for contributions to all your pension arrangements during a tax year – was reduced again for tax year 2014/15, this time to just £40,000 – compared with the £255,000 it was as recently as 2010/11. There was also another cut in the lifetime allowance. This effectively sets the maximum tax-efficient limit for the overall value of your pension benefits. The lifetime allowance is now £1.25m against a peak of £1.8m. Automatic enrolment of employees and other workers into pension schemes is gradually progressing through the labour force, having started in October 2012 for the largest employers. The current structure of the state pension – basic state pension plus, for employees, the State Second Pension (S2P) – will be replaced by a new singletier state pension, from April 2016. This will cover both the employed and the

self-employed, and it will be worth a maximum of about £150 a week in today’s terms, before any transitional increments apply. In the background, the earliest age at which people will be allowed to start drawing their state pension is set to rise: it will be 66 for both men and women by October 2020, with another year added between April 2026 and April 2028. The latest proposals announced in the 2014 Budget are designed to change the retirement landscape further by breaking the link between pensions and annuities. The proposals focus on money purchase pension arrangements, sometimes called defined contribution pensions. These types of pension schemes allow you to build up a fund of money that you use to provide a retirement income and a tax-free lump sum. Traditionally, most people have used their fund to buy an annuity to provide a regular retirement income, or accessed their fund through a capped drawdown plan. But from 6 April 2015, all members of a defined contribution arrangement will be able to draw money as they see fit after the age of 55, subject to the rules of their scheme also permitting this. The tax-free lump sum limit of up to 25% of the fund will remain, with the rest of the fund taxable as income. In theory, the flexibility will allow a pension fund to be treated in the same way

REVOLUTION Finance with Jonathan Seddon as any other investment: you will be able to take withdrawals whenever you want. However, in practice, the tax treatment will discourage the extraction of large sums in a single year. So, unless you really need the extra income, you may want to limit any increase to keep you in your current tax band. The tax position on death under the current rules is that any money remaining in a pension fund being used for drawdown is subject to a flat tax charge of 55%. The same tax rate also applies to any fund that’s not being used for drawdown if the death occurs from age 75 onwards. Normally there is no inheritance tax due, so with the right trust structure, £1,000 of pension fund can become £450 of cash for your chosen beneficiaries. The Budget statement said that “…the government believes that a flat 55% charge will be too high in many cases in the future” and promised to “engage with stakeholders” in reviewing the rule. Whether this will mean a reduced tax rate for all, a two-tier system of pension and inheritance tax, or something else remains to be seen. The standard earliest age at which you can draw pension benefits is currently 55. A consultation document published alongside the Budget proposed that this minimum age should increase in line with the state pension age (SPA), with the first rise being to 57 in 2028, coinciding with SPA reaching 67. However, the document also asked for views on whether a ten-year gap between the minimum

pension age and SPA should be reduced to five years, “to allow more time for people to accumulate pension wealth before they reach retirement.” And at present there is no tax relief on your personal contributions to pensions that you make once you have reached your 75th birthday. The government now wants to consult on whether to revise or abolish this ceiling. The complexity of the new options has prompted the government to introduce a new right from April 2015 to impartial financial guidance at the point of retirement for anyone with a defined contribution pension. How this will operate in practice is now the subject of discussion between the Treasury, the Financial Conduct Authority and pension providers. One point is already clear: what will be on offer is just guidance, not advice. There were a range of other interim measures introduced earlier in 2014 to help smooth the transition to the planned changes in April 2015. At this stage the broad outline of the reforms is clear, but not all of the detail. So it’s important to seek advice from a professional who can keep you up to date with the reforms and build a complete picture of how the new retirement landscape could affect you. Some musings about Hoole with Andy Medcraft

#hoolebackyard WITHOUT the washing, the backyard is looking fantastic. I’m really pleased with it this year. My parents are due to visit and the blooms have held on to the last minute ready to welcome Lord and Lady Greenϐinger. We purchased a Dunham Massey rose from Dunham Massey when we went to see the First World War Stamford Military Hospital exhibition. Having fallen out with the National Trust I was keen to spend their apology on something meaningful rather than the picnic rugs, lat caps and cream teas I am usually drawn to (being particularly patriotic and all that). So I opted for a Dunham Massey rose to put in the yard as a mark of respect for all those who had fallen as well as those who had fought and returned from the Great War. Strangely, it opened its irst single lower on the very day that marked the 100th anniversary of the death of Franz Ferdinand. The remaining buds are hanging back waiting to welcome my parents it would seem. The last time they came to visit, I walked them around Hoole and the neighbouring areas until their legs were worn down to their knees. We popped over to Portmeirion and did a few of the Welsh castles as well as the open air theatre here in Chester and Tatton Park and walks along the canal to the various pubs and restaurants. It was a great week but I practically disabled my Mum who went home and cancelled her trip to the RHS Hampton Court Flower Show. I felt guilty so this time around, we are going to be spending

a lot more time in the backyard, enjoying the sun and cooking up our own meals rather than eating out every night. We sat in the Lodge with our mobiles on the table, looking at what was on during the time they were here. We’ve booked a movie at the Moonlight Flicks and a table at the Botanist. We’re planning lunch at the Artichoke and were brie ly discussing what we’d need to buy in when I realised we had become that couples who go out and just sit glued to their phones rather than talking to each other. We were not being rude. We were actually being productive but to any onlookers, we had fallen into that category. Checking your phone after someone else pulls out their phone is the yawn of our generation. It’s contagious. While I’ve taken a break from planning their week, I’ve managed to throw the washing out on the line in a bid to win some brownie points as well as pen these latest thoughts from my backyard here in (Notting) Hoole. Speaking of which, I noticed a similar hashtag on twitter last week and if that blackbird hadn’t just decorated my clean and dry tee, I’d write a whole new chapter on parking in Hoole. I hear that subject has a whole social media following now too. Is it best to let the white stuff dry or sponge it off straight away? I’m going to have to google that now.

JEWISH NEW YEAR BY THE REV ANDY GLOVER I would like to wish all our Jewish readers in Hoole “L’Shanah Tovah”, have a Happy New Year 5775. Rosh Hashanah occurs on the first and second days of the Hebrew month Tishri. In 2014 this will begin at sundown on n Wednesday 24 September and ends at sundown on Friday 26 September. r. The Jewish New Year celebration begins with the blowing of the shofar (the ram’s horn) in the synagogue. This marks the start of the ten Andy Glover has lived in High Holy Days of the Jewish calendar. In Hebrew, Rosh Hashanah Hoole with his wife Sue literally means, “head of the year” or “first of the year.” Rosh for 26 years. Andy began Hashanah is commonly known as the Jewish New Year. The Jewish at Hoole Baptist Church, New Year is no different from that of other religions and cultures in on Westminster Road, that there are many traditions and symbolic foods associated with as Youth Pastor, before it. But unlike the UK culture, there isn’t lots of wild partying. Rather, becoming the Pastor and the holiday is a period of prayer and reflection shared with one’s family now Team Leader. and friends. There is, however, one important similarity between the Jewish New Year and the UK one: Many of us use the New Year as a time to plan a better life, making “resolutions.” Likewise, the Jewish New Year is a time to begin introspection, looking back at the mistakes of the past year and planning the changes to make in the New Year. Let’s explore a little the concept of new beginning; this can be in the arena of fitness and health, or maybe in the arena of relationships, throughout life we need from time to time to think about making a new start. But is it possible to start again or to begin to follow new course or direction in your life. Christianity has at its heart the concept of new beginnings, a second chance, and the opportunity to change. Forgiveness is a key to the embracing of new beginnings especially in relationships – is there someone you need to contact or reconnect with - a friend or family member, maybe even your spouse or partner where a new beginning is needed. To build a relationship we will need to give and receive forgiveness, this is true in our relationship with God – many times in my Christian faith I have needed to know that I am forgiven. Maybe this month of September could be the time for you to experience a new beginning to experience the change you desire to see in your life. I hope that this “New Year” will be a year of new opportunities and relationships. Visiting a church for the very first time can be a tough experience. Where should I go? What should I wear? What time should I show up? What’s here for my kids? What can I expect? These and many more questions can surface. So I’d like to put you at ease. Your first visit to Hoole Baptist Church will be refreshing, friendly, and enjoyable for your whole family. We want you to experience inspiring music, helpful teaching from the Bible, friendly people, and a place where you feel welcomed and “at home”. This is a place where you can experience new beginnings! In September we shall be looking out for and ready to welcome any 1st time guests and from the first Sunday in September we shall be meeting every Sunday for our Morning Celebration at Chester City Mission building on Hunter Street in Chester. It starts at 10.30am and finishes by 12.15pm although we always serve good coffee at the end. This is what one person said who came along last year; “I was surprised when I got to the church that morning. It was different to what I’d imagined, and the people were very friendly. I didn’t feel like they were trying to shove religion down my throat, they let me make up my own mind. It was a very relaxed and welcoming atmosphere, just like one big family. I would recommend it to others: you never know where it could lead you. My whole life has changed completely in the last year.” I end with the Jewish New Year Prayer: “May you be inscribed in the Book of Life for a year of health, happiness and prosperity. Let this be a time for renewing faith and hope for peace.”
