‘Love it, cook it, share it’, say Tarvin couple who’ve lost over 9st between them A couple have lost over 9st between them while still enjoying curries and burgers! Emma and Duncan Blain have been voted Couple of the Year by the Tarvin Slimming World group after their amazing feats. WHAT IS ONE OF THE GREATEST CHALLENGES OF OUR AGE? THIS month, press reports about elderly care remind us that as our society ages, and more and more people develop Alzheimer’s, immense strain continues to be placed on the health system and, of course, the families who see their loved ones drift away from them. However, there is also some exciting news, as great progress is being made with regard to treatment of this terrible disease. Now at last, there are small chinks of light appearing at the end of this very dark tunnel, indicating that this awful condition may just be reversible in the not too distant future. Unfortunately that does not help those who are suffering now or indeed those who have to support them. We hear continual stories of elderly and vulnerable people being stuck in hospital for longer than they need to be and even more stories about 15 minute call outs, even though the government has recommended a minimum of 30 minutes.
Interesting comments were made by the celebrities who went on the reality trip to India called ‘The Real Marigold Hotel’. They said they would be happy to retire out there as there is so much more respect for the elderly in India, something our health care system appears to have lost sight of? Obviously our cultures are very different and we live life at such a fast pace. Sometimes it can feel that there is so little time for ourselves, let alone the others. There is absolutely no doubt in my mind that everything should be done to help the elderly remain living in their own homes for as long as possible. 15 minutes here and there achieves nothing and is an insult. As I have said many times, it is a myth that living at home is more expensive than going into a Care Home, so please call us to discuss the many care options available. TARPORLEY PARISH COUNCIL NEWSLETTER New Homes Bonus In addition to the precept the parish council receives funding from central government via Cheshire West and Chester Council by way of the New Homes Bonus. The New Homes Bonus goes to the places that have had to accommodate the large number of new houses and it is used by those communities to improve or build new facilities that improve the quality of life of local residents. It has been publicised over the past weeks that CWaC propose to end this source of funding which will result in the loss of and estimated £470,00 for Tarporley over the coming years. To help maintain this vital source of income for our expanding village, please sign the petition in The Old Fire Station Chocolate Shop or go to the Cheshire West and Chester e-petition page and sign the on-line version. The deadline to sign the petition is 31st March - but do not delay! It only takes five minuets, follow the link from the village website www.tarporley. org.uk and go to the announcements page under the Parish council. Paint the town red……..or the village pink! You may have noticed the use of pink highlighter spray on the pavements around the village over recent weeks. A number of Tarporley residents have been issued with the spray by the Parish Council to highlight the increasing issue of dog fouling on the village pavements. The irresponsible behaviour of a number of local residents who allow their dogs to foul the pavements is becoming a serious problem. If caught, dog owners could face a £1,000 fine. The pink spray is to highlight to pedestrians where not to step and also to indicate to offending dog owners that their actions are not going unnoticed. The local CW&C dog warden, who’s duties include enforcing dog fouling legislation, has also been asked to increase patrols of the village in an attempt to clean up the streets! Parking As the village expands the parking on the high street becomes an ever increasing problem. The parish council, along with 2 local business representatives met with the CW&C highways officer to discuss the issue and try and find a way to improve the situation. It was decided that the Council will carry out an informal consultation with residents and businesses to identify parking options, this may include time limited parking on sections of the High Street. Sports and Recreation update The Outdoor Sports and Recreation Committee are charged with overseeing the development of the Brook Road site, in conjunction with improvements to the community field on Eaton Road. Tenders for drainage design and site levelling requirements have now been received and the committee is in the process of appointing a contractor to complete this work which will be the first step in developing these sites. This work will identify how much money is needed to adequately drain each site and what amount of earthmoving will be required on the Brook Road site. A final consultation with village residents on the overall plans will take place in the near future once all the costings are understood. Tarporley Precept 2016-2017 Town and parish councils are funded mainly by an annual levy on Council Tax. This amount, called the precept, is added to Council Tax, collected by Cheshire West and Chester Council and paid to town and parish councils. The council tax precept is a vital source of funding for the parish and is used to maintain, replace and improve village facilities. The 2016-2017 charge for Tarporley has been agreed at £45.15 per year for a Band D household, this will be shown as a 2% increase on your council tax bill and equates to a £0.88 increase for the year.

Parish Council Meetings Second Monday of each month (except August) in the Committee Room of the Community Centre. Each meeting starts at 7 pm with an Open Forum, during which members of the public can address the whole Council on matters of concern to them. Neighbourhood Plan Neighbourhood planning provides communities with the power to establish their own policies to shape future development in and around where they live. The Tarporley Neighbourhood plan has been completed and submitted for independent examination. The Examination period has now been completed and, at the point of this article going to print, the examiners report had just been received. Subject to the modifications in the report the plan will be able to proceed to a village referendum. The plan carries legal weight and if it receives greater than 50% support via the communities referendum, the local planing authorities are obliged to bring it into force.
Birch Heath Road – Affordable homes The housing development on Birch Heath Road by Elan homes consists of 18 plots of which 5 are being marketed as affordable homes. The properties are being marketed by Snugg Living, information can be viewed on their website http://52.16.44.195/snuggliving/ . The properties are available on a shared ownership basis and in the first instance, priority is awarded to those who live, work or have a strong connection to Tarporley. After a period of time, this will be extended to the adjoining parishes of Tarporley.

HERE we are into March and spring is fast approaching, and have changed our website address it is now www.utkintonandcotebrook.com and contains most of the information that was on the original site but is easier to read and navigate. We would welcome your feedback on the ‘Contact and Feedback’ form and this can be used to raise issues with us too – although we’d also like to see you at our regular Parish Council meetings. Talking about Parish Council matters we have got vacancies for councillors and would like to talk to any resident who is interested. It’s not an onerous commitment – around thirty hours each year and you don’t have to be a political animal to join us – in fact we prefer impartiality. The current councillors give their time freely and get involved in all sorts of issues from planning, to road safety, events, attending meetings at CWAC, CHALC and other bodies as well as trying to focus our attention on delivering the half-dozen or so goals you, and we, set in the Parish Plan, one of which is: To make the Parish a safer place, reducing traffic speed, improving parking and raising the standard of road maintenance A full copy of the Parish Plan and the analysis behind the Household Survey are available to download as a PDF from the website.
Parish Precept for 2016/17: The Parish safety goal outlined above is having a significant impact on the 2016/17 Precept and we have voted to raise it to cover the balance of the cost of two road safety signs in the parish. The proposals by CWAC to reduce, if not remove, the ‘New Homes Bonus’ (NHB) received by parishes has meant that we have had to take some hard decisions. In line with our Parish Goals we have agreed to install two road safety signs – the first on Quarry Bank above the school, the other on the southbound A49 just above the ‘Fox and Barrel’. The likelihood that we no longer receive the NHB means that we will have to dip into our reserves to fund these signs as well as increasing the annual precept (our part of the Council Tax) by around 20% in 2016/7, equating to approximately £5.00 per annum per household. We could not have kept this cost so low if we hadn’t had £8,260 in NHB that we have kept back to fund projects such as these. Having this NHB ‘pot’ means that we, as a Parish will have to fund around £3,500 and we are trying to limit the impact on precept across this and next year – if the NHB is retained then we may be able to reflect this in 2017/18. Speaking to our Ward Councillor, and the Highways team part of the reason for doing this is because the conditions at the two sites don’t meet the criteria that would justify CWAC putting the signs up. However, the parish council and local residents believe that they are a measure that would improve the safety of all road users and have decided to use parish council funds to provide an additional level of road safety. Peckforton Castle owners take on new venture THE owners of Peckforton Castle have spread their wings with the £5.35m purchase of Nunsmere Hall. The Naylor family have promised ‘significant investment’ at the Cheshire manor house. Chris Naylor, from Highwater, who is managing director of Peckforton Castle, says he is planning a revamp of the Edwardian, lakefringed estate, near Northwich.
He said: “We’re very proud to take over such an historic building. Nunsmere Hall has huge potential and we’re all extremely excited. “Having spent ten years building a very successful hotel with Peckforton, we’re confident we can transform Nunsmere Hall too. TARPORLEY HIGH SCHOOL & Renaissance revival at high school A selection of gifted Year 9 & 10 Art & Design pupils recently took part in the prestigious annual Art res-idential at the Conway Centre, Anglesey. The students spent the weekend working alongside other talented pupils from across the county with practicing artists producing work centred on the famous Italian Renaissance fresco ‘The Allegory of Good and Bad Government’ by Lorenzetti. Pupils were divided into various groups with projects ranging from painted landscapes to architectural structure embellished with gold Leaf and macabre human figures to decorative printmaking. Head of art Mr Bowland said: “Yet again our pupils astound me with their endless talents and excep-tional work ethic. To work alongside artists is an intimidating prospect but our group of artists conduct themselves with confidence and integrity and always rise to the highest of challenges. I could not be prouder of what our young artists have produced this weekend and cannot wait to see how their artis-tic talents develop.” An exhibition of the work will be held in the Art department in the new term. Bus service cuts are hot topic for MP LOCAL Conservative MP Antoinette Sandbach visited Tarporley High School & Sixth Form College to face a grilling from students. The Eddisbury MP agreed after being contacted on her Twitter feed by student Olivia Gregory. After meeting Olivia and a small group of students, Ms Sandbach addressed Sixth Formers and provid-ed an insight into her own entry into the political arena. There were questions from the floor centred around local, national and international issues, covering such items as the loss of the Chester bus service, the EU Referendum, Junior Doctors and the Syrian crisis. Director of Sixth Form Chris Nuttall said: “It was a privilege for our Sixth Formers to welcome Antoi-nette to our school and I would like to thank Olivia in Y13 for being so proactive in instigating the visit. We believe it is vital that young people engage in politics and we were so impressed by our articulate students who posed a number of important questions.” Olivia now plans to form a petition and campaign about the difficulties caused by the recent reduction in the bus service to Chester which was a hot topic during the debate. How Eating Slow Can Help You Lo Do you ever find yourself eating whilst playing with your phone or working? Chinese whispers, Oil Prices and the Mysterious case of the Invisible Adviser! I can’t pretend it’s been anything other than a torrid time for investors and the markets over the past 6 months, and particularly since the start of the New Year. The falling oil price and slowdown in the Chinese economy have been consistently citied as the main reason for the volatility we are currently seeing. I’m the first to admit that it can be scary when we see the value of our investments fall, and very easy to forget the number of years where we have seen really good returns, far out stripping interest rates and inflation. This is the time when you need good fund managers, a good financial adviser who is readily available to answer your questions and ease your concerns, and a cool head. I’ve been working in the area of giving financial advice for over 28 years (yes I really am that old!!) and when I’ve spoken to clients about investing over the medium to long term, the corner stone of my advice has always been to ensure that we get cash holdings right first. If you’ve done this, you shouldn’t be worried about short term volatility because you shouldn’t need to access your investments at a time when they are lower than perhaps they have been. I’ve also try to make sure that I’m available and visible, not only when the sun shines, but also when things get a little cloudy and blustery, which they invariably do from time to time. My clients don’t speak to a call centre, they speak to me, or a member of my small but trusted and experienced team and if they have to leave a message, their call will usually be returned that same day or at the very latest, the next day. So, what of the Chinese whispers? In the immediate future, China’s slowdown and falling commodity prices are likely to continue to steal the headlines and unsettle markets. But other major economies, such as in the US, UK,
eurozone and Japan, are generally improving, with data suggesting that there is little to support the case for a significant global economic downturn. Recent years have been characterised by low market volatility. The current return to more normal levels can be unsettling. But, whilst painful, it should not be feared; long-term investors can take advantage of the opportunities to buy quality companies at attractive valuations when share prices overreact to short-term noise. Whilst it can be tempting, timing the market is impossible to get consistently right. A recent study of US retail investors showed that, over a period of 30 years, those who attempted to time the equity market by buying at the bottom and selling at the top achieved an average annual return of less than half that of the benchmark S&P 500 index. Bunbury Village Day on the horizon! It’s now full speed ahead for Bunbury Village Day on Saturday 25th June. The 2015 Village Day was a great success, with its vibrant TV and Film theme, dozens of attractions and the company of Jambusters author Julie Summers as the official opener. The team has been busy dur-ing the last few months preparing for another memorable event. The Village Day Team say: “We’d firstly like to thank Debby for all her hard work as Village Day Chair and are pleased to report that Linsey has now kindly volunteered to be at the helm this year – thank you Linsey! ‘In other team news, sadly Brian Blake has decided to step down and the Village Day team would like to thank him for all of his contributions (Brian having organised the
excellent classic car rally last year), but we welcome two new team members, which is greatly appreciated. ‘Bunbury Village Day really benefits from having a wide variety of stalls, so please contact us at contact@bunburyvillage. info if you are interested in booking a stall in advance (there is additional information in the Village Day section of the Bunbury Village website too: www. bunburyvillage.info). ‘Likewise, the Village Day would not take place if it were not for the many volunteers who help on and around the day itself, so if you are interested in lending your support please let us know. The group meets at 7.30pm on the 2nd Thursday of every month in the Pavilion, with a talk or demonstration, some brief WI business and refreshments prepared by Members. At our February meeting we were joined by Harry Watson who presented the work of the North West Air Ambulance Service, describing the valuable and dedicated work of the 3 air ambulance teams in our region. Our next meeting on Thursday, 10th March will be held in TIVERTON VILLAGE HALL (our Bunbury venue is being used by the Parish Council that evening) at the usual time of 7.30pm when we will enjoy a talk and demonstration covering “Knitted Silver Necklaces, Silk Hats and Other Crafts” by Karen Van Hoff. In April we will be back in our Bunbury home on the 10th for an interesting and intriguing talk by Sarah Douglas on “A woman in Black – Police Officer to Undertaker”. Your chance to vote in the Bunbury Referendum We’ve heard about the EU referendum – but first it’s Bunbury’s turn! The Bunbury Neighbourhood Plan - Referendum Day is Thursday 10th March. It gives Bunbury residents the chance to vote on the plan. The question asked will be ‘Do you want Cheshire East Council to use the Neighbourhood Plan for Bunbury to help it decide planning applica-tions in the Neighbourhood area?’ In order for the plan to succeed and become what is known as a ‘Made Plan,’ over half of those voting must vote ‘yes’. The parish councillors explain why you should vote for the plan. What’s the plan for, what does it do? The plan allows for small scale development on suitable sites on the edge of the current village boundary and it has already been used to prevent large scale development in the village. Some developers have changed their plans in order to comply with the plan, re-sulting in smaller developments being proposed.
Why do we have to have any new houses at all? Cheshire East Council has allocated a number of new houses to all its villages and these must be built to comply with the Council’s developing Local Plan. This is the only way that house building can be controlled and our Neighbourhood Plan would become an integral part of the process. A group of Parish Councillors and residents began work on the plan in July 2014. Following lengthy consultation with Bunbury residents it was adopted and approved by the Parish Council in August 2015. It was then sent to Cheshire East Council who conducted a further period of consultation before sending it to an Independent Examiner. The final version of the plan is now on our website (www.bunburynpg.org)
and on the Cheshire East website. This version contains some amendments that were recommended by the Examiner and a table of these can also be found on the plan website. The referendum is the last stage of the plan process and we need your help to make it succeed. If you are eligible to vote in local elections you will be able to vote at the Referendum. There are 1076 elec-tors in Bunbury and The Parish Council and the Neighbourhood Plan Group would like to see every one of them turn out and vote ‘YES.’ Our message throughout all the stages of developing the plan has always been positive but it would be remiss if we didn’t point out what would happen if the plan does not receive the support of voters. If the plan fails it will immediately cease to have any effect on planning and developers will be able to apply to build where, when and how many houses they choose. Don’t let this happen to Bunbury. You can cast your vote at the Polling Station, at Jubilee Playing Fields Pavilion between 7am and 10pm.

Duddon St. Peter's Primary School
Inspired by Tim Peake, the children at Treetops Foundation Unit, Duddon St. Peter's primary school have had tremendous fun finding out all about space. The children have learnt about gravity, living and eating aboard a space station, planets, rockets and of course the extra-terrestrial. Everyday there have been space missions in the class rocket, alien inventions and alien invasions. To celebrate their fantastic work Treetops opened the air locks for a fun filled, space style, stay and play open day. The teachers, pupils and parents welcomed the new comers aboard their Treetops space station and blasted into orbit for some outer space activities. The children had great fun making Martians out of kiwi fruits, creating an edible solar system, making alien masks, listening to some super space stories and eating actual space ice cream! It was "One small stay & play for the children, one giant space day for Treetops"

Tarvin Tennis Club is almost 50 years old and enjoys a reputation as a friendly yet competitive club. We welcome visitors and new members of all standards and offer a range of club activities. We cater for all abilities and families are particularly welcome. Most significantly, through our club coach we are expanding our junior coaching programme and currently we run two junior teams and hold an annual Junior Tournament. For senior players there are regular club sessions and tournaments in addition to the five teams we field in both winter and summer area leagues. For the less competitive there are various groups which play during the week throughout the year, enjoying our four artificial grass courts which are regarded as some of the best playing facilities in the area. The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer.
